Abstract:
Great Zimbabwe was the centre of an ancient Shona state from AD1200- 1700. It is known for its magnificent architecture and involvement in long-distance (intercontinental) and local (inter-regional) trade. In this society, cattle were vitally important in social, economic and political spheres. However, the origins and herd management strategies of cattle from Great Zimbabwe have never been explored using empirical evidence, although researchers have proposed seasonal transhumance between upland and lowland regions. In this thesis, measurements of 87Sr/86Sr, δ 18O, δ13C and δ15N profiles in serial samples of tooth enamel and dentine from 27 archaeological cattle teeth enable investigation of several aspects of cattle procurement and management. Taken together, the isotope measurements show that cattle at Great Zimbabwe came from a broad geographical area. Some cattle were raised (for the first year of life) less than 40kms away from Great Zimbabwe, most were raised in the lowveld of the country between 40 and 120kms south of the site and some may have moved between the two areas. Cattle fed mainly on C4 grass throughout the period from AD1300 to 1600, although some also consumed limited amounts of browse. Heterogenous δ 13C profiles indicate that animals derived from different environments, and that calves were born at different times of year. This study emphasises the advantages of using multiple isotopes to extract maximum information from archaeological tissues. In combination with the distribution of material culture, particularly from sites coeval with Great Zimbabwe, this study contributes to our understanding of the flow of key resources within the Zimbabwe state, enhancing knowledge of relationships between sites and regions. This study emphasises how economically connected the landscape was during the thriving of the Zimbabwe state. It makes a significant contribution to our hitherto very limited knowledge of the flow of regional (as opposed to imported) commodities. Future work should target lesser studied Zimbabwe-type sites in southern Zimbabwe to further explore interactions and relationships between hinterland sites and their centres.

Production of grain finished cattle has become a common practice, supply agreements between packers and groups of farmers have increased and packers have begun to own feedyards. Consequently, the number of cattle pre-committed for procurement by a packer has increased significantly. Three sourcing methods are commonly used by packers to ensure captive supply of grain finished fed cattle: marketing agreements, custom feeding and owning a feedyard. The objective of this thesis is to determine the method or combination of methods that result in improved Uruguayan packer profitability through enhanced packer plant management and utilization. To achieve this objective, a quantitative and qualitative analysis using the different sourcing methods was carried out. The analysis looked to identify the drivers that determine why packers resort to one method of procurement rather than other, or a combination of them; and to determine the methods that result in better packer economic results and plant management. The results show that there is no difference between using marketing agreements and custom feedyards, and that resorting to owned feedyards entails higher costs, using current values for feedyard feed and yardage and 2005-2009 average cattle prices. When different scenarios are assessed, custom feeding emerges as the most cost effective option, followed by marketing agreements. However, when qualitative analysis is included, some doubts arise regarding the quantitative advantage of custom feedyards over the alternatives, and a combination of marketing agreements and owned feedyards may be the best option.

The thesis explores ways to formalize the legal knowledge concerning the public procurement domain by means of ontological patterns suitable, on one hand, to support awarding authorities in conducting procurement procedures and, on the other hand, to help citizens and economic operators in accessing procurement's notices and data. Such an investigation on the making up of conceptual models for the public procurement domain, in turn, inspires and motivates a reflection on the role of legal ontologies nowadays, as in the past, retracing the steps of the ``ontological legal thinking'' from Roman Law up to now. I try, at the same time, to forecast the impact, in terms of benefits, challenges and critical issues, of the application of computational models of Law in future e-Governance scenarios.

Abstract:
This study examines the variance in methodologies employed by executives and Procurement professionals to engage management consultancy services. The exclusion of Procurement from specific categories of consultancy expenditure is then viewed in the context of its aspirations to be a strategic function. The conclusion drawn is that such aspirations are flawed. Literature in the areas of services marketing, consultancy, value choice, and sourcing are examined. It is noted that the services and consultancy literature refers to the subjective approach of the individual to assess value. In addition, literature that stresses the role of individual contingency in value choices concludes that individuals will not necessarily refer to price when making such assessments. In contrast, the sourcing literature adopts objective organisational approaches to value. This dissonance is reflected in the research data which concludes that senior executives procuring strategy consultancy or ‘coaching’ services tend to use subjective value constructs to make selection decisions. This situation is problematic for procurement professionals who refer almost exclusively to objective value constructs that are specifically designed to produce benefits at an organisational level. This situation makes unlikely the full integration of procurement at a strategic level within the organisation. The choice of a subjective approach to the research using ideographic methodology produced rich and complex data. Semi-structured interviews with senior executives and an extended observation of a consultancy engagement were used. Access of this nature would normally be problematic due to the time constraints under which executives work and the sensitivity of the material. A rare opportunity, however, was presented by the status of the researcher as employee and this was exploited to gain privileged insights into executive behaviour.

In today's increasingly turbulent market it is crucial for companies to have their procurement risk management capabilities developed. Risk Management becomes imperative for buyers in order to make the best business decisions and continue to drive their performance up. Risk Management is now becoming a major requirement for Procurement departments, and while most companies have risk-management expertise within their finance departments, only a few formally extend this capacity into the procurement department. Excellence in managing risks will be a key differentiator for procurement departments in the near future. The main risk categories today are suppliers and price risks. These risks can be managed by different sets of capabilities in an effort to reduce a possible impact. The risk management process contains three main stages; risk anticipation, risk identification and monitoring, and risk mitigation. As all stages are important to master, some capabilities have shown clearer correlation than others. By conducting an extended literature review, procurement top management personnel interviews, and brainstorming sessions with Accenture, a set of hypotheses were formed. This set of hypotheses was verified against the results of a survey. The survey contained an extended set of questions that revolved around each hypothesis. This survey was answered by 122 companies from various industries. The main conclusions are based on observations and detailed analysis of survey results. A lack of impact measuring and a lack of use of technology for the purpose of risk assessment were observed. It is believed that improving these capabilities will promote profitability, and prevent impact as a result of risky events. Based on the results analysis, the procurement performance level is heavily dependant on risk management measures, and that excelling at the procurement level can be reflected further on the overall success of the company.<br>by Maya Olsha.<br>S.M.in System Design and Management

Abstract:
Purpose - The purpose of this thesis is to explore what performance indicators that exist within public procurement in defence sector context and how such performance indicators can be categorized.   Methodology - For the purpose of this thesis, an abductive approach was applied. This thesis is characterized as an exploratory multimethod qualitative research, which emphasize a single case study and a comprehensive research literature review. The empirical data was collected using semi-structured interviews, observations and documentary. The empirical data was analyzed using a data display and analysis, whereas a descriptive and content analysis was used for the research literature review.     Findings - Initially, a comparison between the conducted research literature review and the empirical study resulted in 117 performance indicators were abled to be identified. Furthermore, with support from the research literature review, the empirical study and the frame of reference, categorizations of performance indicators were possible. Through research literature review, the author were able to identify eight dimensions cost, quality, time, flexibility, sustainability, innovation, risk and compliance, all of which can be aligned to public procurement. Through the empirical study, seven elements were identified as categories. These elements include business strategy and development, operations management, category management, supplier management, customer management, procurement and expert and system support, all of which with aligned performance indicators.  Through the frame of reference, three decision-levels were used as categorization of performance indicators. The decision-levels could either be strategic, tactical or operational. Finally, a merger of decision-making levels and elements resulted in a conceptual model, visualizing how elements with aligning performance indicators within public procurement could be organized and structured.    Research limitations - At first, this thesis uses only one database for the research literature review, limiting the search result of publications concerning the research topic of this thesis. Secondly, single cases study within the defece sector, which limits the amount of information and may prevent transferability possibilities for other public procurement organizations.   Future research - From the result of this thesis, several potential research opportunities has been discovered. First, following-up and measure PIs in public procurement in order to justify the “real” compliance to rules and regulation. Another one is possible challenges with implementing PIs in public procurement organizations. Lastly, measuring process maturity in public organization would allow benchmarking possibilities among public organizations and defece sector procurement.

Abstract:
This exposition summarises research published in several academic articles, in order to meet the requirements of PhD by publication. The focus of the work is on the role of electronic procurement in management of the purchasing function. From the late 1990s a number of independent e-procurement mechanisms were launched which offered potential benefits such as increased order accuracy, transaction efficiency and greater integration between trading partners. At the outset of this programme of research, e-procurement was therefore an emerging phenomenon with little academic research and presented an opportunity to investigate a largely unexplored area. Edmondson and McManus (2007) suggest that for nascent, as opposed to mature areas of research, where few formal constructs or measures exist, an exploratory, qualitative approach is required. This research followed such an approach through the use of case studies, involving observation, participation and interviews with key organisational actors. Each paper makes use of several cases in order to compare and contrast results from different organisations and to draw conclusions from multi-case analysis. The published articles focus on the impact of core applications within e-procurement, including online reverse auctions, electronic marketplaces, online catalogue sites, and buying systems covering the ‘requisition to pay’ cycle. The findings from the papers address a number of core themes in purchasing management. In considering buyer-supplier relationships, it was observed that such dyads are driven by traditional buyer negotiation factors such as segmentation, power and price and that use of eprocurement applications tended to enforce such traditional behaviours. In relation to the potential for integration, the study found that integration between firms was barely affected, as the concept of integration was neither an objective nor a business case driver for e-procurement adoption. This situation reflects the finding that procurement managers pursue functional targets rather than supply chain-level objectives. However, other significant effects from e-procurement adoption were noted such as the tendency by buyers to reduce supplier numbers and a move to re-engineer the procurement function in buying firms, through automating transactional processes. The research finds that e-procurement does not have a deterministic impact on purchasing management, and that it acts as an enabler to more effective management of the function though the way its different mechanisms are deployed. The exposition establishes that e-procurement is used in relation to supply conditions which are characterised by both ‘markets’ and ‘hierarchies’, but that it is the predefined purchasing strategy of the firm, rather than available technology solutions, which determines when markets and hierarchies are used. Additionally, an original model is introduced, focusing on developing an e-procurement policy which can support strategic purchasing goals. This model extrapolates findings from stages in the research, and marries together elements from various papers and frameworks therein, to produce some guidelines for adoption of this technology.

It has become a necessity to work with the suppliers to provide flexible, accurate, effective and cost effective goods and/or services (Barla, 2003; Ellram, 2002). In addition organisations are developing and utilising new business models geared towards improving both the balance sheet and the income statement to respond to external forces and new market opportunities. The change in business model places additional emphasis on leveraging increased innovation from suppliers, thus having a vast impact on supply management to such an extent that organisations are creating strategic relationships (Carter et al., 2007). In this paper, the supplier relationship management model will be studied under lean philosophy as to address the focal point – sustainable procurement. The paper will consist of three main areas: Supplier relationship management – Literature study Supplier relationship management – Case study Supplier relationship management – Operational tool Supplier relationship management – Literature study will address the theoretical methodologies, best practices, benefits and advantages, etc. Supplier relationship management – Case study will showcase a South African multi-national FMCG1 manufacturer’s methodology as well as the benefits of utilising a supplier relationship management approach to procurement. Abstract:
Transportation procurement problem (TPP) is the problem of setting transportation service prices, delivery timing and quantity, and controlling costs and capacity to reduce empty movements and improve market efficiency. The purchase of transportation service is traditionally achieved using a request for proposal and long-term contracts. However, as business relationships become ever more flexible and dynamic, there has been an increasing need to hedge the risks of traditional transportation procurement such as entrance of new carriers and sudden drop in fuel price. This thesis proposes a holistic aution-based solution for the TPP. Four typical scenarios are investigated. The first scenario incorporates bilateral bidding into auction mechanism design for multi-unit TPP. This scenario considers one-sided Vickrey-Clarke-Groves (O-VCG) combinatorial auctions for a complex transportation marketplace with multiple lanes. This scenario then designs three alternative multi-unit trade reduction (MTR) mechanisms for the bilateral exchange transportation marketplace where all the lanes are partitioned into distinct markets. Proposed mechanisms ensure incentive compatibility, individual rationality, budget balance and asymptotical efficiency. The second scenario presents a double auction model for the TPP in a dynamic single-lane transportation environment. This scenario first addresses the TPP in a transportation spot market with stochastic but balanced or “symmetric” demand and supply. A periodic sealed double auction (PSDA) is proposed. This scenario then devises a modified PSDA (M-PSDA) to address the TPP with “asymmetric” demand and supply. The auctioneer is likely to gain higher profits from setting a relatively short auction length. However, it is optimal to run the auction (either PSDA or MPSDA) with a relatively large auction length, when maximizing either the social welfare or the utility of shippers and carriers (agents). When the degree of supply-demand imbalance is low, the auctioneer’s myopic optimal expected profit under supply-demand imbalance is larger than that under symmetric demand and supply. This third scenario presents an auction-based model for the TPP in make-toorder systems. The optimality of dynamic base-stock type (S(x)-like policy) is established. The optimal allocation can be achieved by running an O-VCG auction or a first-price auction with closed-form reserve prices. By mild technical modifications, the results derived in the infinite horizon case can all be extended to the finite horizon case. The fourth scenario proposes allocatively efficient auction mechanisms for the distributed transportation procurement problem (DTPP), which is generally the problem of matching demands and supplies over a transportation network. This scenario constructs an O-VCG combinatorial auction for the DTPP where carriers are allowed to bid on bundles of lanes. To simplify the execution of auction, this scenario next proposes a primal-dual Vickrey (PDV) auction based on insights from the known Ausubel auctions and the primal-dual algorithm. Many different strategies exist which fulfil different aims. Group purchasing organizations, the use of a consignment stock and supplier performance management are especially suited to improve the hospitals’ procurement. Based on focus interviews with procurement managers of Portuguese hospitals it became clear that there is enormous room to improve the general way how procurement is done but also the application of the three strategies mentioned. Given the overall importance of hospital logistics, the hospitals’ performance could make substantial progress when improving the hospitals’ procurement processes.

The increased competition has forced companies to understand the strategic importance of their business processes such as procurement processes. In order to ensure operational excellence, competitiveness and cost-effectiveness of their processes, many companies are standardizing their business processes. Previous researches indicate that companies can achieve many kinds of benefits by conducting Business Process Standardization (BPS). Still, it is useful and often necessary to maintain also some variability in business processes. The optimal trade-off between uniformity and variability determines the extent of standardization and depends on the internal and external environment. This research has been conducted in a case company that has recently merged with another company. In order to gain synergy benefits also at process level, case company’s Operational Procurement is aiming at standardizing working methods and practices related to purchase-to-payment (P2P) process and purchasing methods. As a part of simultaneous P2P process review, this research focuses on cross-country standardization of working methods and practices. The research has been carried out using constructive approach. At the beginning of research, previous literature concerning Business Process Management (BPM), BPS and managing of operational procurement process is presented. Then, based on the workshops, recap meetings, interviews and quantitative analysis, the most important cross-country differences in working methods and practices are recognized. By applying and combining the findings of literature research with empirical data, this research analyses identified differences further and determines the appropriate extent of standardization. In order to achieve desired level of standardization, this research proposes concrete standardization activities that should be conducted in case organization. During empirical research, a great number of cross-country differences were identified. Thus, as a result of this research, many recommendations for actions are presented for case company. By conducting recommended standardization activities, case company’s Operational Procurement is able to eliminate three kinds of deficiencies: process waste, lack of systematic procedures and guidelines, and limited utilization of ERP systems. Three kinds of recommendations were given: proposals for changing the way of working or thinking, proposals for making changes in the ERP systems, and proposals for conducting more detailed researches. By utilizing the results and recommendations of this thesis, case organization can standardize its operational procurement process and improve the process performance for instance in terms of efficiency, quality, transparency, uniformity and consistency. Since the internal and external environment has a great influence on appropriate extent of standardization, the findings of this research are not generalizable as such. Varmistaakseen prosessiensa operatiivisen erinomaisuuden, kilpailukyvyn ja kustannustehokkuuden, monet yritykset standardoivat liiketoimintaprosessejaan. Aikaisemmat tutkimukset osoittavat, että liiketoimintaprosessien standardoimisella voidaan saavuttaa monenlaisia hyötyjä. Kaikesta huolimatta on hyödyllistä ja usein välttämätöntä säilyttää myös jonkin verran vaihtelevuutta liiketoimintaprosesseissa. Optimaalinen kompromissi yhdenmukaisuuden ja vaihtelevuuden välillä määrittää standardoinnin laajuuden ja riippuu organisaation ulkoisesta ja sisäisestä ympäristöstä. Tämä tutkimus on toteutettu kohdeyrityksessä, joka on vastikään fuusioitunut toisen yrityksen kanssa. Saavuttaakseen synergiahyötyjä myös prosessitasolla, kohdeyrityksen operatiivinen hankinta pyrkii standardoimaan työskentelymenetelmiään ja -käytäntöjään P2P (purchase-to-payment) prosessiin ja hankintamenetelmiin liittyen. Osana samanaikaisesti toteutettavaa P2P prosessin tarkastelua, tämä tutkimus keskittyy työskentelymenetelmien ja -käytäntöjen standardoimiseen maiden välillä. Tutkimus on toteutettu konstruktiivisen tutkimusotteen avulla. Tutkimuksen alussa esitellään aiempaa kirjallisuutta, jossa käsitellään liiketoimintaprosessien johtamista ja standardoimista sekä erikseen operatiivisen hankintaprosessin johtamista. Tämän jälkeen hyödynnetään työpajojen, yhteenvetopalaverien, haastattelujen ja kvantitatiivisen analyysin avulla kerättyjä tietoja ja tunnistetaan merkittävimpiä maiden välisiä eroja työskentelymenetelmissä ja -käytännöissä. Soveltamalla ja yhdistelemällä kirjallisuustutkimuksen löydöksiä empiiriseen aineistoon, tunnistettuja eroja analysoidaan pidemmälle ja määritellään asianmukainen standardoinnin laajuus. Halutun standardointitason saavuttamiseksi tämä tutkimus antaa suosituksia konkreettisista toimenpiteistä, jotka tulisi toteuttaa kohdeorganisaatiossa. Empiirisen tutkimuksen aikana tunnistettiin suuri määrä maiden välisiä eroavaisuuksia. Tämän vuoksi myös tutkimuksen tuloksena kohdeyritykselle esitettäviä toimenpide-ehdotuksia on lukuisia. Toteuttamalla suositellut standardointitoimenpiteet, kohdeyrityksen operatiivinen hankintatoimi voi poistaa kolmenlaista vajavaisuutta: prosessin hukkaa, systemaattisten menettelytapojen ja ohjeistusten puutetta, sekä ERP järjestelmien riittämätöntä hyödyntämistä. Kohdeyritykselle annetaan kolmenlaisia suosituksia: suosituksia työskentely- ja ajattelutapojen muuttamiseksi, suosituksia ERP järjestelmään kohdistuvista muutoksista, sekä suosituksia tarkempien tutkimusten toteuttamisesta. In this thesis we analyze the procurement process of buyers and supply decisions of manufacturers. Companies are looking for ways to decrease their procurement costs, which account for a large percentage of the supply chain costs. We study the effects of demand aggregation and collaborative procurement on buyers' profitability. First, we make a high-level analysis and consider a market with multiple buyers and suppliers where multi-unit transactions for multiple items take place. The procurement costs are effected by economies of scale in the suppliers' production costs and by economies of scope in transportation. We design buyer strategies that model different collaboration levels and assess the role of collaboration under varying market conditions. Next, we analyze the procurement process at a lower level and identify benefits of inter-firm collaboration among buyers who are potential competitors in the end market. We adopt a game-theoretic approach to explore the economics of the basic mechanism underlying collaborative procurement, and determine the conditions that makes it beneficial for the participants. Besides low procurement costs, important considerations in supplier selection are responsiveness and the reliability of the suppliers in meeting demand. Hence, manufacturers face the pressure for quoting short and reliable lead times. We cover several aspects of the manufacturer's problem, such as quoting reliable due-dates based on current workload in the system, maximizing profit considering the lateness cost incurred due to late deliveries, and deciding on the level of inventory to increase responsiveness. We employ a model where demand arrival and manufacturing processes are stochastic, and obtain insights on the optimal due-date quotation policy and on the optimal inventory level.

Some developing nations struggle with a diminishing manufacturing output market share because of a lack of appropriate procurement strategies. The purpose of this single case study was to explore the procurement strategies that managers successfully developed and deployed to improve company performance. The strategic alignment model was the conceptual framework for the study. Data were collected through semistructured interviews of 6 members of a Nigerian ceramics manufacturing company, as well as from a review of publicly available documents related to the performance of the company. A thematic analysis of the data was conducted to identify codes, extract subthemes and themes from the codes, and develop a thematic map. The 5 themes that emerged from data analysis included the procurement strategies needed for cross-functional collaboration, emergencies and downturns, alternatives and competition, applications of information technologies in procurement functions, and control of stock level and vendors' performance. The results of the data analysis confirmed empirical evidence that linked strategic procurement alignment to organizational performance. The implementation of the findings of this study may be beneficial to individuals, communities, organizations, institutions, cultures, and society through employment creation, costs savings, waste reduction, value creation, crime reduction, and local development.

For the past several decades, there has been a fundamental dispute between the appropriate mechanism for repeat procurement. On one hand, the supporters of Porter (1979) advocate a competitive setting where short-term contracts are used to increase buyer power and lower supplier prices. On the other hand, the supporters of Deming (1986) advocate the idea of long-term contracts to align buyer and supplier incentives. This trade-off between long-term and short-term contracts has fundamentally affected the practice of procurement, with most suppliers opting for hybrid strategies such as Incumbent Biasing: a strategy characterized by short-term contracts with frequent rebidding with an advantage given to the incumbent. This work examines this hybrid strategy to determine its effectiveness. First, we create an empirical model that identifies and measures the trade-offs between the Porter and Deming strategies. Using this model, we find that Incumbent Biasing has an impact on procurement performance via two mechanisms: first, Incumbent Biasing decreases bidding competitiveness in repeat procurement bidding, which decreases performance; second, Incumbent Biasing has a moderating effect where it improves incentive alignment between the buyer and supplier and improves procurement performance. We show that depending on the current contract design, the net effect of Incumbent Biasing on overall procurement performance can be either positive or negative. This is first work to empirically test the impact of Incumbent Biasing on procurement performance and the first to identify the positive and negative mechanisms by which this impact occurs. Using this research, managers will be able to identify their firm's position with regards to incentive alignment with their supplier to determine if Incumbent Biasing has a net positive effect for their firm. After identifying the impact of Incumbent Biasing on procurement performance, we contribute to the literature by testing this analysis through two additional extensions. First, using secondary data analysis we show that our construct for procurement performance is correlated with firm performance. We do this by comparing the answers to our procurement performance construct items to the change in gross margin of the publicly traded respondents in our study over time. This shows that our construct is not only reliable, but that procurement performance has a positive impact on overall firm performance. This is the first work to provide an empirical construct for procurement performance that is validated via secondary data analysis of firm performance. Second, we test a competing theory to Incumbent Biasing which is Multi-Sourcing: the strategy of spreading a contract to multiple suppliers to maintain competitiveness in bidding. Approximately $46\%$ of our sample identify as using both strategies simultaneously and we test for an impact between the two. We show that the two strategies to not impact each other and can be viewed independently. Subsequently, we test two Multi-Sourcing constructs in our model and find that there is no significant impact on bidding competitiveness from Multi-Sourcing. Subsequently, we examine the impact of repeatedly awarding a contract to a pool of bidders. In our model, one contract is bid repeatedly over time, resulting in bidders gaining information about their competitors' cost. The academic literature is mixed on how a buyer should approach this type of contract bidding interaction. On one hand, it is argued that establishing an awarding structure that favors the incumbent decreases the frequency of switching, and thus cost. On the other hand, it is argued that an awarding structure that favors the non-incumbent (entrant) bidders places competitive pressure on the incumbent and generates low margin bids. This issue is further complicated by the practice cited in the academic literature of ``defection', where entrant firms either perceive a bias or believe that their cost is uncompetitive and will not bid in future stages. We create a framework that explores the apparent contradictions in these recommendations and gives conditions when biasing toward the incumbent or entrant should be implemented. We first characterize bidders based on their effort to bid and their cost to supply the contract. We then show that in the case of low effort to bid and high cost for the entrant, entrant biasing is optimal; when the reverse is true incumbent biasing is optimal. Using the results from our analysis, we provide guidance to buyers facing a repeated procurement

According to the Truth in Negotiations Act (TINA), such government defense contracts require cost and pricing data as well as supporting documentation, known as material substantiation, to justify pricing and supplier selection. In order to comply with these government regulations, UADVM needed to estimate material costs provided by its supply chain, in a process known as multi-year procurement process. At UADVM, this process involved substantial time, effort, and rework. Through interviews and surveys, total administrative effort to manage the Multi-Year X (MYX) Procurement Process is estimated to be about 41 full-time equivalents (FTEs) per year for three years, translating to an estimated fully loaded cost of $17.3 million. In order to significantly improve the current process, a key area of opportunity is to reduce the complexity of the entire process through 1) reducing the number of inputs, including the number of parts and bids sent out as well as suppliers and price points solicited, and 2) improving the design of the bid strategy, the determination of which parts are bid out to which suppliers, how to group these suppliers and parts into bids, and who should manage these bids in the most efficient and effective manner. Through the analysis of UADVM's MYX data, input reduction can potentially reduce the number of price points solicited by 99.2% and the number of interactions, also known as the number of unique combinations between parts, bids, and suppliers, by approximately 94%. These efforts can be complemented by an improved bid strategy through the use of a data-driven mixed integer linear programming optimization model, which, in tests on a sub-portion of the data, reduces the number of packages by 43%. Supply Chain Management (SCM) has an overwhelming impact on firms as it directly impacts on sales and costs. Therefore, it must be a core competency for any organization and thus SCM expertise is highly valued in organisations. Procurement of goods and services has a major impact on the successful execution of the project. Procurement can help the business, ensuring that all the goods and services they buy will be of the right quality, quantity and price, and they will be delivered ‘just in time’. The application of procurement policies and practices, using fair and open procedures, is crucial not only for attracting efficient contractors and suppliers, but also to safeguard the principle of accountability and the cost-effective use of funds. Before awarding a tender, there is a substantial amount of work to be undertaken by the project manager, contracts manager, end user, buyer, and authorising committees. Commitment from personnel involved in contract awarding is not adequate. Furthermore, the Eskom governance process sometimes contributes to delays in awarding a contract. before the enquiry and tender documentation is sent out to the suppliers on the tender list, the core team involved in the procurement process verifies that the enquiry is complete and correct. Should there be contractual or legal issues during the execution of the project in the form of say a contract that has been issued with unsuitable clauses, solving the problem becomes difficult. Contractors will sometimes use contract clauses to suit themselves, and take advantage of the employer, causing cost overruns due to the difficulties in managing the contract. Eskom’s commercial activities are governed by the Public Finance Management Act (PFMA) and Constitution of South Africa, which states that an organisation such as Eskom should have in place “an appropriate procurement and provisioning system which is fair, equitable, transparent, competitive, and cost-effective.” This can eliminate irregularities in contracts, since they can have a serious economic impact, interfere with fair competition, and destroy confidence in the integrity and functioning of public administration Such irregularities may lead to costs overruns on projects where incompetent contractors are awarded a contract. Incorrect financial forecasting is a very serious issue, and needs to be addressed in order to help strengthen the cash flow and forecasting within Eskom. This research strategy is intended for quantifying observations of human behaviour, with the emphasis on exact measurements. The primary data for this study was generated through the administration of a structured questionnaire survey conducted among engineers, project managers, contract managers, and forensics personnel. The secondary data for the present study was gathered from literature in the form of open ended questionnaire from the same personnel. Poor commitment of buyers and chain approval meetings being shifted affect the delays in awarding of contracts. Lack of training of contract managers, absence of legal representative’s advice and squad checking meetings not being represented properly contributes to contracts being awarded with unsuitable clauses. Managers specifically forcing contracts to be awarded to a specific contractor, nepotism or favoritism, politics and contractor greediness, relate to irregularities in contracts. Lack of experience, revision of scope (unclarified scope), project delays, less effort being made when forecasting and unforeseen circumstances, such as strikes, and forces of nature, relate to incorrect financial forecasting. Continuous training and commitment of all personnel involved in the project environment is important, therefore Eskom personnel in the project environment should work as a team in an integrated way. Adequate time should be spent, and thorough checks made, to ensure that documents sent out for tendering conform to requirements. Involvement of all the supporting functions must be maximised. Code of ethics training and application is very crucial in the project environment, and the current governance policies should be adhered to by all stakeholders in the project.

It studies these models in an optimization-driven approach, employing mathematical programming techniques to derive important structural and algorithmic insights on the corresponding problems. In the first part of the thesis, we study subsidy allocation problems under budget constraints and endogenous market response, where the central planner's objective is to maximize the market consumption of a good. We first consider co-payment subsidies, that are paid to manufacturing firms per unit sold. We focus on "uniform co-payments", in which each firm receives the same co-payment, regardless of its cost structure, or efficiency. Uniform co-payments are frequently implemented in practice. Therefore, a natural question is whether uniform co-payments are in fact the best that the central planner can do; or, more generally, how do they perform compared to the optimal co-payment allocation? Notably, we first identify relatively general sufficient conditions such that uniform co-payments are optimal, even if the firms are heterogeneous, and if the central planner is uncertain about the market response. We then complement the effectiveness of uniform co-payments, by studying a very relevant setting where they are not optimal. We show that, for any instance of this model, uniform co-payments are guaranteed to induce at least 85% of the optimal market consumption. In summary, uniform co-payments turn out to be surprisingly powerful in maximizing the market consumption of a good. We then consider lump sum subsides, which are an alternative subsidy mechanism also implemented in practice. We show that the problem of optimally allocating lump sum subsidies is NP-hard, and discuss two simple allocation policies that have good performance guarantees. In the second part of the thesis, we introduce a model to incorporate the cost of handling orders at a central distribution center, into the procurement decisions of a company. We show how structural results for this model lead to a practical method to select the best case pack size per SKU in procurement contracts, as well as to serve orders at the distribution center. This process encompasses five stages: initiating and planning, selecting, contract writing, monitoring, and lastly, closing the deal. To clearly illustrate the magnitude of challenges faced in procurement processes, a project management company in Cape Town, South Africa, has been chosen as the subject of study. This study identified that procurement challenges were rooted in the company’s method of execution which comprises supplier-related issues, strategy selection issues, cost reduction and savings achievement factors, data accuracy issues and stakeholder management concerns. The aforementioned challenges resonate with various theoretical connotations by authorities who maintained that challenges in procurement could be narrowed to four areas: cost reduction, ‘going digital’, risk mitigation and supplier relationships. This study adopted a mixed research methodology incorporating both qualitative and quantitative research techniques and relied on field research conducted both through a survey of administered questionnaires as well as structured interviews. The information gathered in field research has been used to augment and corroborate theoretical information existing in literature and to proffer solutions through pragmatic recommendations for improving procurement processes with the intent of enhancing project execution efficacy and effectiveness. This study further aimed to add input to the existing body of knowledge concerning the effects of procurement processes on project execution in project management and also to contribute to the existing literature in procurement management.

<p>In recent years, the general awareness of the environmental impacts that industrial production gives rise to has radically increased throughout the world. Finding ways to minimise these impacts has become a major concern of the authorities in many countries. In order to promote a more sustainable industrial production, different incentives can be used. Among these incentives, the consideration of environmental issues in public procurement is increasingly being emphasised.</p><p>While much attention regarding sustainable procurement has centred on the purchase of products, this thesis focuses on green procurement of construction contracts. The construction industry is a major contributor to environmental pollution. It consumes about half of all resources humans take from nature and accounts for about 25 – 40 per cent of all energy used and about 30 – 50 per cent of all waste generated in OECD countries.</p><p>In the procurement of products, the environmental impacts of the available products can be estimated and compared, for example by using tools such as life cycle assessments. When construction contracts are procured, assessing the suppliers’ environmental capabilities can be more challenging, as the contract to be procured has not yet been performed. However, at the same time, there are considerably more opportunities to steer the construction towards more environmentally friendly alternatives.</p><p>In the thesis, it is suggested that the environmental requirements and the environmental criteria for tender evaluation should be used in combination, in order to safeguard environmental performance in the construction project and at the same time stimulate a green development within the industrial sector. In addition, the role of the client in ensuring that the environmental requirements are fulfilled during construction work is emphasised.</p>

Two experiments were conducted to evaluate producer management decisions that may impact beef cattle reproductive efficiency. The over-arching hypothesis was that critical breeding management decisions would positively influence pregnancy rate, calving distribution, and calf weaning weights in crossbred beef cows. In experiment 1, the objectives were to assess two different breeding systems on reproductive and offspring outcomes in North Dakota beef herds, conduct partial budget analyses on each operation, and evaluate production, performance and profit outcomes within/across herds for each breeding system with the use of surveys, tests of knowledge, and focus group discussions. Cattle from 10 commercial beef herds were randomly assigned to one of two breeding systems: 1) only exposed to natural service herd bulls (CON), or 2) exposed to ovulation synchronization and fixed-time AI followed by natural service bulls (TAI, fixed-time artificial insemination). Producers were also enrolled in the Cow Herd Appraisal Performance Software and the Farm Business Management programs. A greater proportion of calves were born early in the calving season to cows exposed to TAI and subsequent calves were heavier at weaning compared to calves born from CON cows. Producer perceived understanding increased for every parameter tested by the end of the experiment. In experiment 2, the objective was to evaluate the use of an injectable trace mineral supplement on reproductive and offspring outcomes in North Dakota beef herds. Cattle from 4 commercial beef herds were randomly assigned to one of two treatments: 1) administered an injectable trace mineral supplement 30 d before breeding, or 2) administered no additional treatments prior to breeding. The injectable trace mineral supplement did not have any effect on pregnancy, weaning weights of calves at the side of cows, or calving distribution. Producers may be able to enhance profitability with the use of selected management strategies including the use of estrus synchronization and AI, record keeping and performance programs, and the inclusion of injectable trace mineral supplements. Selection of management strategies that fit individual operations will be key in terms of increasing profitability as well as decreasing stress of producers.<br>USDA/NCR-SARE

White<br>Utilization of data analytics allows for rapid and real-time decision making in the food animal production industry. The objective of my research was to implement and utilize different data analytic strategies in multiple sectors of the beef cattle industry in order to determine management, health, and performance strategies. A retrospective analysis using reproductive and genomic records demonstrated that a bull will sire a larger number of calves in a multiple sire-pasture compared to other bulls in the same pasture. A further study was performed to determine if behavior differences existed among bulls in a multiple-sire pasture, and the ability of accelerometers to predict breeding behaviors. Machine learning techniques used classifiers on accelerometer data to predict behavior events lying, standing, walking, and mounting. The classifiers were able to accurately predict lying and standing, but walking and mounting resulted in a lower predictable accuracy due to the extremely low prevalence of these behaviors. Finally, a new form of meta-analysis to the veterinary literature, a mixed treatment comparison, was able to accurately identify differences in metaphylactic antimicrobials on outcomes of bovine respiratory disease morbidity, mortality, and retreatment morbidity. The meta-analysis was not successful in determining the effects of metaphylactic antimicrobials on performance outcomes.

We adapt the general method of picking cost quantification to the specific situation of TP&G, a publicly held utility, to build a simulation model which calculates total cost (procurement purchasing costs + material handling costs) across TP&G's Construction Materials Supply Chain (CMSC) . We use the simulation model to demonstrate the effect of case pack quantities and various disputed (within TP&G) material handling policies on supply chain costs. Finally. we move beyond the descriptive results of the simulation model and build optimization models for a case where a single case pack quantity is held in inventory, under conditions of both deterministic and stochastic demand. We show that case pack quantity held in inventory greatly impacts supply chain costs. We also find the novel result that the optimal material picking policy for both deterministic and stochastic demand is a threshold policy whereby orders should be fulfilled with whole case packs up to the highest possible multiple of case pack quantity that does not exceed an ordered quantity. If the remainder of an order to be fulfilled exceeds a certain number of units in a case pack, that remainder should be fulfilled with a whole case pack (overfilled).
