Abstract:
As the largest carbon-emitting industry in China, the power industry has huge potential for carbon emission reductions. It is vital to study the spatial correlation of carbon emission efficiency in the power industry (CEEP) from a system perspective to understand the interaction mechanisms of CEEP in different provinces. This study applies the SBM-undesirable model to measure the CEEP in China, and a modified Gravity model and social network analysis (SNA) method are applied to analyze the interaction mechanism of the CEEP from a system perspective. Finally, the influencing factors of the CEEP’s spatial correlation are investigated using the quadratic allocation procedure (QAP) method. The results show that (1) the national CEEP is gradually increasing, while the CEEP gap between provinces is widening; (2) the overall network size shows an increasing trend, but the hierarchical structure is somewhat fixed; (3) the central province of a network has a high degree of consistency with the geographically central province, but the spatial spillover effect of the central node provinces on the peripheral provinces is not sufficient; and (4) differences in geographic proximity, energy intensity, and technical level of power generation significantly affect the formation of spatially correlated networks in the CEEP.

Abstract:
Abstract Abstract 4957 Background Over 40% of patients with the most common lymphoid malignancy worldwide, DLBL, are over the age of 70. Although R-CHOP is inarguably the mainstay of therapy for DLBL patients, a significant number of elderly patients do not tolerate the regimen due to underlying frailty and/or co-morbidities. Most elderly patients with significant co-morbidities have limited treatment options and are not offered anthracycline-containing chemotherapy due to concerns regarding toxicity. Here we describe our single center experience with CEEP, a lower intensity regimen for elderly patients with newly diagnosed or relapsed DLBL whom are deemed inappropriate for CHOP-based chemotherapy. Method All patients >70 years old (median 78.5, range 71 – 85) with histologically proven DLBL treated with CEEP ± Rituximab (R) at Royal Prince Alfred Hospital from 2000 to 2010 were retrospectively reviewed. Modified CEEP, Cyclophosphamide 300mg/m2 Day 1 (D1) and D15, Epirubicin 50mg/m2 D1 and D15, Etoposide 100mg/m2 D1 and D15, and Prednisolone 50mg D1-D5 (reduced dose from original CEEP protocol) was administered every 2 weeks. Rituximab 375mg/m2 (when approved for use in Australia) was administered every 28 days. As per institutional protocol, all patients received Bactrim prophylaxis for Pneumocystis. Baseline characteristics, Charlson Comorbidity Index, Revised International Prognostic Index (RIPI), the number of CEEP cycles, treatment response and toxicity from treatment were identified and reviewed. Results A total of 22 patients were identified, 10 were male. 15 received CEEP as initial therapy, and 7 for relapsed disease. 23% (n=5) had an ECOG score ≥ 2. 55% (n=12) had RIPI ≥ 3. All patients had a Charlson Comorbidity Index ≥ 2, with 23% (n=5) ≥ 5, which was considered sufficient to preclude conventional CHOP-based chemotherapy. Median cardiac ejection fraction was 62% (range 55 – 85%). 73% (n=16) received Rituximab and 50% (n=11) received primary GCSF prophylaxis. The median number of CEEP ± R cycles was 6 (range 2 – 9 cycles). 5% (n=1) required dose reduction and 9% (n=2) required delays in treatment due to haematological toxicity. Median follow-up was 10.0 months (range 1 – 92.7 months). At completion of therapy, complete responses (CR) were demonstrated in 10 patients (45%), with partial responses (PR) seen in 32% (n=7). 18% (n=4) demonstrated progressive disease (PD) despite therapy. Of the 7 patients with relapsed disease prior to CEEP ± R, CR was seen in 2 cases, both of whom had previous exposure to R-CVP (cyclophosphamide, vincristine, prednisolone) chemotherapy. At most recent follow up, 32% (n=7) have remained in CR with a median follow up period of 28.1 months (range 13 – 92.7 months), 36% (n=8) had disease progression, 9% (n=2) demonstrated stable residual disease, while 23% (n=5) have died. Of the 5 deaths, 3 were attributed to progressive DLBL. The other deaths were a result of complications following further salvage chemotherapy. Grade 3 – 4 haematological toxicity was observed in 72% (n=16) of patients. Febrile neutropenia occurred in 41% (n=9). Overall, 50% (n=11) required at least one re-admission to hospital. Non-haematological grade 3 – 4 toxicity was detected in 2 patients, one of whom suffered unstable angina in the setting of anaemia, the other an acute cerebrovascular event in the setting of new atrial flutter post-chemotherapy. Discussion Although limited by a small sample size, our retrospective single center experience demonstrates that CEEP ± R chemotherapy can be administered to elderly patients with significant co-morbidities. Our cohort was all aged >70, with medical co-morbidities leading to the unsuitability of conventional CHOP-based therapy. Whilst an overall response rate of 77% (CR + PR) was observed, on prolonged follow up, 32% of patients remained in CR. Significant haematological toxicity (72%) and infectious complications (41%) were observed, however no deaths were directly attributed to the chemotherapy. Future prospective studies are required to further evaluate the safety and efficacy of R-CEEP in the elderly. Disclosures: No relevant conflicts of interest to declare.

Abstract:
Background DLBCL is the most common subtype of non-Hodgkin lymphoma in elderly patients (age ≥70). R-CHOP is the standard of care for upfront treatment of fit patients, but may not be tolerated in patients with advanced age and/or comorbidities. There is no established standard of care for this group of patients and dose reduction (R-miniCHOP) or avoidance/replacement of anthracyclines are common strategies, aiming to deliver tolerable immunochemotherapy and provide meaningful outcomes and potential cure. R-CEEP is a dose-reduced regimen that incorporates etoposide and an alternate anthracycline epirubicin. We describe our single-centre experience with R-CEEP for elderly (age ≥70) or unfit patients (CIRS-G >6) with newly-diagnosed or relapsed DLBCL deemed unsuitable for R-CHOP. Method All patients receiving R-CEEP for a histological diagnosis of DLBCL at Royal Prince Alfred Hospital from 2000 to 2019 were retrospectively reviewed. R-CEEP (rituximab 375mg/m2 day 1, cyclophosphamide 300mg/m2 day 1, epirubicin 50mg/m2 day 1, etoposide 100mg/m2 day 1 and prednisolone 50mg daily for days 1-5) was delivered every 14 or 21 days at physician discretion planning for 6 cycles. GCSF and antimicrobial prophylaxis were used at physician discretion. The cardiac ejection fraction was assessed as satisfactory (>50%) prior to commencement. Baseline demographics, R-IPI, co-morbidities as assessed by CIRS-G, treatment response and adverse events (AEs) were recorded. Results Data from 61 patients were reviewed; 54 received R-CEEP for de novo DLBCL and 7 for DLBCL with a background of previously-treated lymphoma (1 DLBCL; 6 low-grade NHL). The median age at diagnosis was 80 (range 34-93), with 79% aged 75 and 28% aged 85. Thirty-three patients (54%) were female; 87% had Ann Arbor stage III/IV and 52% had R-IPI 3-5. Median CIRS-G was 9 (range 2-20) with 74% of patients having CIRS-G >6. GCSF prophylaxis was used in 67%. The median follow-up was 2.7 years (range 0.1-10.0 years). Overall response was 54/61 (89%), with complete response (CR) in 42 (69%), partial response (PR) in 12 (20%) and progressive disease (PD) in 1 (2%). Response was not assessed in 6 patients due to early treatment discontinuation for palliation or AEs (4), cerebral palsy (1) and loss to follow-up (1). In patients receiving R-CEEP as upfront therapy, CR was obtained in 38/54 (70%), PR in 10/54 (19%) and 6 were not assessed as above. In the 7 patients receiving R-CEEP as salvage therapy, 4 obtained CR, 2 PR and 1 had PD. Median PFS and OS for the total cohort were 5.2 and 9.4 years respectively; for de novo DLBCL patients, 7.1 and 9.4 years and for patients receiving salvage therapy, 1.1 and 2.0 years. There was no statistically significant difference in PFS or OS when comparing patients aged <80 and ≥80, or with CIRS-G ≤6 and >6, or CIRS-G ≤9 and >9. Relapsed disease was identified in 19 patients (31%) during follow-up. Of the 75 AEs reported, grade 3/4 AEs accounted for 67%. Infective complications were the most frequent (53%; 40) and febrile neutropenia accounted for 8 AEs. Grade 3/4 haematological toxicity occurred in 19% (14). Despite this, the majority (43/61; 70%) received six cycles of R-CEEP. In the remaining 18 patients, 5 completed 6 cycles with dose-reduction and 13 patients discontinued therapy due to serious AEs (9), treatment intolerance (2) or patient preference (2). Of the 29 deaths recorded during the follow-up period, 18 were due to relapsed/progressive disease; 5 to infection (4 of these in CR, 0.5 to 9 years after the end of treatment, and 1 of urinary sepsis in a patient 3 months after early treatment discontinuation due to toxicity) and 6 to unrelated causes. Discussion We demonstrate that R-CEEP is an effective and deliverable immunochemotherapy in elderly or unfit patients with DLBCL. Furthermore, survival outcomes were not impacted by CIRS-G >9 or age ≥80, illustrating efficacy and tolerability even in patients predicted to have a particularly poor prognosis. Our cohort outcomes are not inferior to those reported in elderly fit patients treated with other dose-reduced regimens including R-miniCHOP (Peyrade et al, Lancet Oncology 2011) and R-miniCEOP (with epirubicin; Merli et al, Leukemia and Lymphoma 2012). This data supports the use of R-CEEP as an alternative immunochemotherapy option for patients with DLBCL who may not be candidates for R-CHOP. Disclosures Iland: Celgene: Other: Speaker honorarium. Abstract:

Abstract:
This study explores the integration of sustainable wind power into Nigeria's energy system, focusing on its effects on Excess Electricity Production (CEEP), CO2 emissions reduction, and fuel demand under different scenarios. Using the Energy PLAN modeling tool, the study evaluates Nigeria's energy infrastructure at an electricity demand of 32 TWh per year, incorporating both onshore and offshore wind power capacities. Three regulatory scenarios are considered: Regulation 1 (heat demand only), Regulation 2 (combined heat and electricity demand), and Regulation 3 (heat pump integration). The results indicate that increasing wind power capacity significantly affects CEEP. At maximum wind penetration, CEEP is reduced by 35% under Regulation 2 with heat pump integration, compared to Regulation 1, highlighting the importance of system flexibility. Integrating heat pumps reduces energy waste and optimizes renewable energy use by 40%. The CO2 emissions are reduced by about 28% across all scenarios, with the most significant reductions occurring in systems incorporating heat pumps and wind energy. The study shows that primary energy savings were about 25%, driven by decreased reliance on fossil fuels. Wind energy integration leads to a 30% reduction in natural gas consumption, which remains a significant component of Nigeria’s energy mix. Sensitivity analysis reveals that variability in wind production and enhanced system flexibility can improve overall energy system efficiency by 20%. The study contributes significantly to the understanding of renewable energy integration in Nigeria, offering a comprehensive framework for incorporating intermittent wind energy sources into the national grid.

Bancroft, James M. "Chromosome congression by CENP-E and CENP-Q dependent pathways." Thesis, University of Warwick, 2013. http://wrap.warwick.ac.uk/62106/.

Full text
Abstract:
The timely and efficient movement of chromosomes to the spindle equator during mitosis is a prerequisite for accurate chromosome segregation. Recent work has shown that the majority of chromosomes are able to congress and biorientate almost instantaneously after nuclear envelope breakdown due to their position relative to the forming spindle. However, other mechanisms are required to facilitate the congression of chromosomes, which do not congress in this initial wave. Congression of these remaining chromosomes is mediated by multiple mechanisms including: (1) Kinetochore sliding along the microtubule lattice using the Kinesin-7 CENP-E, and (2) kinetochores biorientating near the pole and congressing through microtubule depolymerisation-coupled movement. Here, we show that the constitutive centromere associated network (CCAN) subunit CENP-Q is required for both mechanisms. CENP-Q is required to recruit CENP-E to kinetochores thus explaining the absence of lateral sliding in CENP-Q depleted cells. Because depletion or inhibition of the CENP-E motor does not affect depolymerisation-coupled pulling, we identify a CENP-E recruitment-independent role for CENP-Q in chromosome congression. Following congression we find that biorientated kinetochore movements require both CENP-Q and CENP-E dependent mechanisms. This suggests that as biorientated kinetochores congress they switch into a mode that requires CENP-E motor activity.

Abboud, Karim. "Wideband CELP speech coding." Thesis, McGill University, 1992. http://digitool.Library.McGill.CA:80/R/?func=dbin-jump-full&object_id=56805.

Full text
Abstract:
The purpose of this thesis is to study the coding of wideband speech and to improve on previous Code-Excited Linear Prediction (CELP) coders in terms of speech quality and bit rate. To accomplish this task, improved coding techniques are introduced and the operating bit rate is reduced while maintaining and even enhancing the speech quality.<br>the first approach considers the quantization of Liner Predictive Coding (LPC) parameters and uses a three way split vector quantization. Both scalar and vector quantization are initially studied; results show that, with adequate codebook training, the second method generates better results while using a fewer number of bits. Nevertheless, the use of vector quantizers remain highly complex in terms of memory and number of computations. A new quantization scheme, split vector quantization (split VQ), is investigated to overcome this complexity problem. Using a new weighted distance measure as a selection criterion for split VQ, the average spectral distortion is significantly reduced to match the results obtained with scalar quantizers.<br>The second approach introduces a new pitch predictor with an increased temporal resolution for periodicity. This new technique has the advantage of maintaining the same quality obtained with conventional multiple coefficient predictors at a reduced bit rate. Furthermore, the conventional CELP noise weighting filter is modified to allow more freedom and better accuracy in the modeling of both tilt and formant structures. Throughout this process, different noise weighting schemes are evaluated and the results show that the new filter greatly contributes in solving the problem of high frequency distortion.<br>The final wideband CELP coder is operational at 11.7 kbits/s and generates a high perceptual quality of the reconstructed speech using the fractional pitch predictor and the new perceptual noise weighting filter.

Seven backward adaptative prediction algorithms are investigated. These algorithms are used for adapting the short-term prediction filter and the weighting filter in low delay CELP coders. One algorithm uses block adaptation and the others are recursive with transversal and lattice structures. Comparisons are based on the objective measures of signal to noise ratio, segmental signal to noise ratio and a frequency weighted signal to noise and on subjective results obtained from informal listening tests.

Full text
Abstract:

Jammy, Thierry. "L'accord automobile CEE-Japon." Paris 1, 1994. http://www.theses.fr/1994PA010025.

Full text
Abstract:
This fact, linked with both a commercial and an industrial offensive of Japanese car makers on the same markets, has generated a strong thigthening of competitive intensity. Competing in a war state oligopoly, players then favored the emergence of neo-protectionism sampled by volontary restrictions on exports, as witnessed by the EEC-Japan automobile agreement. Negociations between the miti and EEC lasted for more than one year and ended on july 31, 1991 with the signature of the agreement whose main objective is to organize a progressive entry of Japanese cars into the EEC until the end of the century. This agreement, built on no official legal material, except for a memorandum to the GATT, proved itself rather as a compromise between EEC members than between Europe and Japan. Finally, due to a poor thinking process and rather more due to a lack of definition of the reference product in its transplant acceptation, the Japanese car makers will be in a position to easily go around the agreement and to be ready for a massive offensive by the end of the transition period, while still preserving their national market. As a whole, the agreement will imply a worsening of the overcapacity crisis and a strengthening of the price war, wich raises the question of the survival of some European car makers as independant legal entities. Furthermore, the agreement implies a sharing of the markets in opposition with the GATT spirit and the maastricht treaty

Abstract:
The essay focuses on the role of trade union in the European integration, the strengthening of the European Trade Union Confederation, the European social dialogue and the relationship with the the President of the European Commission Delors. In particular, the essay illustrates Trentin's commitment to the recognition of a more straightforward negotiating role of the social partners. This was reached in 1991 when Ces, Unice and Ceep claimed from Delors' Commission the possibility of mandatory consultation in order to be able to negotiate directly afterwards, on all social issues on which the Commission intended to legislate. A diplomacy labor effort that later led to the establishment in 1992 of the European Social Dialogue Committee.

Abstract:
This paper explores the reform of fixed-term contracts and temporary agency work following the enactment of Article 24 of Decree-Law No. 48/2023, later converted into Law No. 85/2023. It provides an opportunity to revisit Riccardo Del Punta’s work on the evolution of these employment schemes in light of Council Directive No. 1999/70/EC, which transposed the framework agreement of 18 March 1999 between the European cross-industry organisations (ETUC, UNICE, and CEEP) representing employers and workers. The discussion begins with Professor Del Punta’s paper "The Elusive Temporariness: Consolidated Notes on Fixed-term Work and Temporary Agency Work," published in Industrial Relations Law, Vol. 4/XII, 2000. The author of this paper is particularly fond of Riccardo’s article, as it was expressly dedicated to Professor Marco Biagi, the cultural mastermind of Legislative Decree No. 368 of 6 September 2001, which integrated Council Directive No. 1999/70/EC into our legal system (Biagi, 2002a); Riccardo’s paper were precisely directed to this legislation.
