Abstract:
Paul Celan (1920-1970) ist einer der wichtigsten und bekanntesten Dichter der Nachkriegszeit. Sein Gedicht Todesfuge ist allgemein bekannt. Als ein jüdischer Dichter führte er ein tragisches Leben in der NSDAP-Zeiten. Er wurde von den Nazis verhaftet und musste eineinhalb Jahre im Konzentrationslager im Straßenbau arbeiten. Seine Mutter wurde von Nazis mit einem Genickschuss ermordet und sein Vater verstarb unter schlechten Bedingungen der Konzentrationslager an Typhus. Im Mittelpunkt unserer Studie steht die Auseinandersetzung mit der Wahrnehmung von Celans Rezeption in der Türkei. Wird Celan auch, wie Rilke, wie Hölderlin, oder auch wie Bachmann von den türkischen Leser:innen gemocht/geliebt? Wurden die Gesammelte Werke Celans ins Türkische übersetzt? Welche Werke von Celan fehlen noch im Türkischen? Welche Werke Celans wurden als erstes ins Türkische übersetzt? Was kann unternommen werden, um Celans Werk den türkischen Leser:innen näherzubringen? Unserer Studie hat das Ziel, diese Fragen zu beantworten und Celans Rezeption in der Türkei zu untersuchen.

Das Gedicht “Zürich, zum Storchen” von Paul Celan wird oft als Zeugnis der Spannung zwischen ihm und Nelly Sachs gelesen, die vor allem durch die verschiedenen Einstellungen bezüglich der Schoah entstanden ist. Wird aber das Gedicht im Zusammenhang mit dem Zyklus Die Niemandsrose und mit der poetologischen Reflexion gelesen, die Celan zu dieser Zeit beschäftigte, dann geht Celans Gegenposition weit über eine theologische Diskussion hinaus: Sie gilt der Behauptung der menschlichen Präsenz.

Im Juni 1948 schickt Paul Celan Ingeborg Bachmann zu deren 22. Geburtstag sein Gedicht In Ägypten mitsamt einer Widmung. In Wien hatten die beiden einen Frühling zusammen erlebt und wissen nun nicht, was diese schicksalhafte und intensive Begegnung bedeutet. Celans Gedicht ist der Anfang einer Liebe, einer Freundschaft sowie einer Vielzahl von Verfehlungen und Versäumnissen. Noch mehr als zehn Jahre später kommt Celan in einem Brief an Bachmann auf In Ägypten und seine zentrale Bedeutung für die Beziehung der beiden zurück:

Abstract:
Ausgangs- und Zielpunkt von Paul Celans Poetik bilden das Gedenken an die Shoah und, damit einhergehend, ein auf Aktualisierung und Gegenwärtigkeit abzielendes Gedächtniskonzept: der ›Akut des Heutigen‹. Der vorliegende Aufsatz will aufzeigen, dass Celan diesen Akut nicht nur auf sein dichterisches, sondern auch auf sein übersetzerisches Werk setzt. Zu diesem Zweck werden einige seiner Übersetzungen (nämlich Apollinaire, Shake­speare und Ungaretti) aus verschiedenen Blickwinkeln auf ihren Umgang mit Gedächtnis befragt. Dabei geht es nicht nur darum, wie Celan sein Ideal eines vergegenwärtigenden Gedenkens auf inhaltlicher Ebene in die Übersetzungen einbringt, sondern auch um die inhärente Erinnerungshaftigkeit des Übersetzens selbst.

Abstract:
L’œuvre fictionnelle et critique de Maurice Blanchot entretient des rapports intenses avec la philosophie et la littérature allemande. Alors que la relation de Blanchot à la philosophie allemande a été largement étudiée, la thèse suivante porte sur son rapport à « l’espace littéraire »allemand – beaucoup moins analysé – et en particulier sur le « genre » fragmentaire qui fonde toute l’œuvre blanchotienne. Après un bref retour sur cette notion polysémique et complexe, on découvre dans les différents chapitres les empreintes profondes laissées par Franz Kafka et Paul Celan dans l’œuvre de Blanchot autour de cette « expérience du fragmentaire » vécue par les trois auteurs selon des modalités différentes.La première partie expose les liens qui unissent les trois auteurs afin d’explorer dans la deuxième partie les caractéristiques communes aux trois écritures fragmentaires. L’exil, la rupture imposée par la Shoah, la lecture comme processus de fragmentation, le rapport entre inconscient et écriture fragmentaire, l’esthétique du blanc et du vide, qui habite ces écritures, sont quelques uns des axes principaux de cette étude. Un des apports de cette recherche est la redéfinition du fragmentaire comme « style » à part entière. De plus, l’ensemble du travail est enrichi d’annexes regroupant notamment des manuscrits de Blanchot qui permettront au lecteur de saisir cette expérience à l’œuvre
Both fictionnal and critical works of Maurice Blanchot have intense relations with the germanliterature and philosophy. But, whereas Maurice Blanchot’s relation to the german philosophy hasbeen widely studied, the following thesis cares about the german « literary space » – far lessanalysed – and more particularly about the fragmentary « genre » that structures the whole of Blanchot’s work. After briefly going back on this complex and polysemous notion, we discoverthrough the different chapters the deep imprints that both Franz Kafka and Paul Celan left onBlanchot’s work around this « fragmentary experience », which the three authors each livedaccording to different modalities.The first part of the work shows the links uniting the various authors so as to explore in the secondpart the common features to the three fragmentary writings. Among the various axis of this studyare the notion of exile, the breaking imposed by the Shoah, the experience of reading as a processof fragmentation, the relation between unconsciounesss and fragmentary writing, the aesthetics ofwhite and emptiness present in the works. One of the contributions of this research is that itredefines the fragmentary genre as a full-fledged style. Further more, the whole of the work is enhanced by annexes bringing together in particular some of Blanchot’s manuscripts. These willhelp the reader understanding this experience in process

Abstract:
El objetivo de este trabajo es atender al modo en que la obra de Paul Celan estructura en la lengua una modalidad de vínculo tal que se materializa, al interior de la palabra, su propia escisión. A partir del estudio concreto de su discurso de 1960, Der Meridian, se establece un entrecruzamiento de los diálogos intertextuales y extratextuales que ahí se proyectan, para intentar dilucidar algunas de las repercusiones epistemológicas, éticas y estéticas que la obra celaniana da a pensar. Se estudia la escisión entre lenguaje filosófico y lenguaje poético, a partir de pensadores como Agamben, Heidegger, Gadamer, Caner-Liese y Derrida. Asimismo, se atiende la contraposición entre “Mismo” y “Otro”, según los planteamientos de Emmanuel Levinas y la relación que a partir de ello se establece en nociones como “Identidad”, “Memoria” y “Testimonio” y su repercusión en el lenguaje poético en tanto que vínculo.
The aim of this thesis is to address the way in which the work of Paul Celan structures language as a link that materializes in and within the word, its own division. Departing from Der Meridian address (1960), this study intersects the intertextual and extratextual dialogues there projected, in order to think of some of the epistemological, ethical and aesthetic repercussions that Celan’s work sets. We attended the split between philosophical and poetic languages from some ideas that thinkers such as Agamben, Heidegger, Gadamer, Derrida and Caner-Liese have expressed. Also, the oposition between "Self" and "Other", as Emmanuel Levinas has approached it, was the base to think the link that poetic language constitutes and its impact in notions like "Identity", "Memory" and "Testimony”.

Abstract:
The thesis focusses on the suspension of Celan's poetry between speech and silence, in particular on the way in which this suspension functions and on the interrelations between its thematic, formal, metaphorical, tonal and structural manifestations. As is emphasized in a fusion like "das erschwiegene Wort" in the early programmatic poem "Argumentum e silentio, " silence in Celan is not opposed to, but is inherent in, poetic speech. The fundamental mediality of his poetry engenders numerous devices of suspension, which, according to the rhetorical modes in which they silence reference, may be divided into three distinct but not mutually exclusive categories: unfinality, disjunction and displacement. The first category is defined by the avoidance of closure. Whatever the technique employed, be it the elision of a final full stop or an explicit self-revocation, this type of poem not only negates its own finality, but consists of this very invalidation. The speech of the poem is the silencing of speech. This primal suspension infuses Celan's work with a host of correlative disjunctions. Metaphors are often radically suspended between mutually exclusive extremes of connotation, mutually exclusive denotations sometimes starkly juxtaposed. The opposing terms at once define and negate each other: the essence lies in the interstice they delimit. The third category investigated is that of displacement, which, exemplified by the use of irony and anagrams, involves suspension by a deviation from, rather than a negation of, literal meaning: an element of deflection and play is to the fore. All three categories share the basic mechanism of exploiting an interstice between reference and rhetoric. And, the thesis ventures finally to suggest, it is this interstice, reflected thematically in many metaphors of mediality and constituted by a fusion, a synchronization, of multiple grids of signification, that structures the poem; it is silence that speaks.

Attestant les paradigmes de la poesie allemande posterieure a 1945, l'oeuvre de paul celan (1920-1970) se concoit essentiellement comme une ecriture en quete de realite. A la recherche d'un avenir a atteindre qui soit base sur l'instance de l'autre, celan considere l'acte poetique comme l'acte dialogique par excellence. Degageant une profonde congenialite avec la philosophie de martin buber, la creation de paul celan tend a l'instauration d'une structure de l'etre, fonde sur le dialogue et la rencontre que la parole collective du "nous" anticipe dans le medium langagier. Dans l'evolution de l'oeuvre celanienne entre 1948 et 1970 apparaissent deux periodes de creation, - l'une anterieure a 1960 1962 et l'autre posterieure a cette date. Alors que dans les premiers recueils de poemes, le postulat utopique de celan est configure dans le motif du "plus-tard des roses", les figures poetiques de la terre et de l'astre semblent intervenir dans la deuxieme etape de la creation celanienne en tant que prolongements de la conception du "plus-tard des roses". Les structures d'opposition - caracteristiques de cette creation - marquent jusque dans l'oeuvre posthume la poesie de celan qui se situe "dans la clarte de l'u-topie".

A presente tese aborda abrangentemente a obra poética e em prosa do poeta romeno Paul Celan, tendo como objetivo pensá-la a partir de uma reflexão sobre escrita e leitura, que acaba por se encaminhar para uma reflexão mais ampla sobre a linguagem. Nesse sentido, a própria forma de escrita deste trabalho – que parte da leitura de discursos e de textos em prosa de Celan, bem como da leitura de seus poemas – é um problema fundamental para a tese. Tal problema se constitui, em última análise, como interrogação metodológica fundadora do modo vacilante e indecidível pelo qual a leitura se desempenha ante as palavras do poeta. Dividida em duas partes principais – e, posteriormente, repartida outras várias vezes: como meridianos –, a tese ambiciona provocar as instâncias estáveis de qualquer escrita que se proponha a dialogar com poemas. Sendo assim, a tese busca a todo tempo pensar a possibilidade de relação com o outro – sentido e destino da arte –, relação tão indissociável quanto a de escrita e de leitura, repensando o próprio papel da escrita que se queira crítica
This thesis comprehensively approaches the poetry and prose works of the Romanian poet Paul Celan, aiming to think about them from a reflection on writing and reading, which ultimately moves toward a broader reflection on language. In this sense, the very form of writing of this work – that departs from the reading of Celan’s speeches and prose, as well as of his poems – is a fundamental problem for the thesis. This problem is, at last, a methodological questioning that founds the faltering and undecidable way through which the reading performs before the poet’s words. Divided into two main parts – and subsequently distributed other several times: as meridians – the thesis aims to provoke the stable instances of any writing that proposes to establish a dialogue with poems. Thus, the thesis intends to think thouroughly the possibility of relation with the other – art’s way and destiny –, a relation that is as inseparable as the one concerning writing and reading, at the same time rethinking the very role of a writing that longs to be critic

Abstract:
Poetry as a "philosophical frontier" is the concept focused in this book on the poetry of Paul Celan. It is not precipitate to consider that the peculiarity of Celan's poetry and its reception lies in the persistent and ongoing interest displayed by philosophical criticism. Adopting an inclusive formula that goes beyond the mere notion of a "philosophical space", Massimo Baldi and Fabrizio Desideri aim to bring together readings and interpretative theories that are significantly diverse, albeit marked by the common intention of focusing the radical singularity of Celan's writing. All the essays presented here effectively reveal an attention to that engagement inherent in the letter of the poetic dictate, in the pungency of its inscription, which we must respect and listen to if we wish to understand Celan.

1990 sonrası Türk Sineması’nda modernleşme ve kentleşme bunalımlarını konu edinen anlatılara ek olarak özellikle Nuri Bilge Ceylan sinemasının yarattığı etki ile taşra kavramı etrafında şekillenen bir sinema geleneği ve yazını ortaya çıkmıştır. Bu çalışmada taşra kavramının kentsel bir bunalıma karşı üretilmiş bir fantezi olduğu ancak Nuri Bilge Ceylan’ın bu fanteziyi ve ilgili semptomu başarılı bir biçimde anlatılarına yerleştirdiği savunulmaktadır. Bu nedenle bu çalışma auteur bir bütünlük sergileyen Nuri Bilge Ceylan sinematografisini tekrar eden temalarla ele almaktadır. Nuri Bilge Ceylan’ın sıkıntı ve yoksunluk şeklinde tarif ettiği temalar; kadın karşısında erkeklik ve bölünmüşlük, çevredekiler karşısında merkezde olmak, yabancılaşma karşısında işe yarar bir şey yapmak ve gecikmiş modernliğin entelektüel deneyimi etrafında gelişmektedir. Bu anlatılarda taşra kavramı aracılığıyla üretilen kavramların, eğitimli kentli bir tabakanın ihtiyaç ve bunalımlarına eşlik edecek şekilde yükseldiği görülmektedir. Gecikmiş modernliğin aydınını bir model olarak merkeze koyan bu çalışma; makro yapılarla mikro yapıları birbirine bağlamak üzere Norbert Elias’ın merkezdeki uygarlık ve gecikmiş modernlikteki kültür kavramlarının nedensel sebeplerine yönelik sosyolojik belirlemelerini, sanatsal yaratının psikolojisini şekillendiren temel bir ayrım olarak ele almaktadır. Bu çalışmanın amacı, metin eleştirisine yönelen eleştirel bir bakışın metni oluşturan nedenler ve metnin nihai aşamada konumlandırıldığı kültürel alanı da göz önünde bulundurması gerekliliğinin altını çizmektir.

Este artículo argumenta que, si bien el diálogo político birregional verde entre la Unión Europea (UE) y la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) está aún por construirse como tal, no se parte de cero, pues hay un camino ya recorrido de lazos bilaterales, pero es frágil. Para que la discusión progrese tras la cumbre de julio de 2023, es necesario establecer diálogos sectoriales que le den seguimiento y acerquen posturas aún muy dispares. Un factor favorable es que los temas verdes son aquellos en los que hay una base social amplia de apoyo en la opinión pública de América Latina para cooperar con la UE. El artículo revisa dónde se encuentran las dos regiones en materia de lucha contra el cambio climático, así como sus posiciones en las más recientes negociaciones multilaterales. Identifica las áreas de oportunidad y los retos para la cooperación que deben ser materia de ese diálogo: i) las inversiones europeas en energías renovables en América Latina y el Caribe (ALC); ii) escalar y replicar el fondo de la Amazonia; iii) asegurar que las inversiones europeas necesarias para la minería y el procesamiento de materias primas críticas para las industrias verdes se acompañen de transferencia de tecnología y respeto de estándares sociales y medioambientales, y iv) los efectos comerciales para ALC del Pacto Verde Europeo.

La Cumbre Unión Europea-Comunidad de Estados Latinoamericanos y Caribeños (UE-CELAC) celebrada el 17 y 18 de julio de 2023 en Bruselas marca un punto de inflexión y un nuevo comienzo para las relaciones euro-latinoamericanas. En un contexto internacional de creciente incertidumbre y riesgos, el relanzamiento de estas relaciones se erige como plataforma de beneficio mutuo. En primer lugar, puede servir para ampliar la autonomía y la resiliencia de ambas regiones ante un mundo de creciente rivalidad geopolítica, pero necesitado de gobernanza y reglas. En segundo lugar, puede ser útil para fortalecer la democracia y las sociedades abiertas en ambas regiones, lo que también implica hablar de desarrollo, de políticas públicas eficaces, y de la renovación del contrato social. En tercer lugar, la relación birregional puede contribuir a definir estrategias novedosas de asociación económica y comercial, y de cooperación para relanzar el desarrollo, con una “triple transición” societal: digital, verde y también social, que tanto la UE como América Latina han de abordar. Este Documento de trabajo presenta varias aportaciones de especialistas y figuras académicas, que analizan el estado de las relaciones euro-latinoamericanas tras la celebración de la Cumbre.

La gestión justa de esta agenda implica una renovación del “contrato social” que genere capacitación y oportunidades para toda la ciudadanía, la cual a su vez constituye su fuente de legitimación política. El acervo de la cooperación española en la región latinoamericana puede desempeñar un papel crucial en la ampliación de espacios de diálogo democráticos y técnicos, y de cara a las líneas de actividad definidas en la “Hoja de Ruta UE-CELAC 2023-2025”.

Les répercussions de la pandémie de Covid-19 s’étendent au-delà de la crise sanitaire dans les domaines économiques, sociaux et politiques. Mais elles n’ont pas touché tout le monde de façon uniforme. Les inégalités sociétales existantes sont exacerbées ainsi que la marginalisation. Les travailleurs informels et migrants, et ceux qui vivent dans des établissements informels, sont touchés de manière disproportionnée par les effets sanitaires et secondaires de la pandémie. Cela a eu un impact supplémentaire sur leurs moyens de subsistance et leur capacité à répondre aux besoins fondamentaux, et a aussi limité leur capacité à se rétablir en raison des stratégies d’adaptation qu’ils ont dû adopter. Dans le même temps, le succès de la réduction des risques de catastrophe (RRC) dépend souvent d’acteurs et de réseaux informels. Les limites des systèmes formels de gouvernance des catastrophes ont fait l’objet de nombreuses discussions. Les lacunes sont largement associées au manque de connaissances (locales), de compréhension contextuelle, d’incitations, de systèmes de coordination ou de flexibilité. De plus, l’accent est souvent mis sur les solutions infrastructurelles et technocratiques plutôt que sur l’établissement de relations avec les ressources locales existantes. Malgré cela, les approches de gestion des catastrophes à court terme et à risque unique continuent de dominer.

Malgré l’importance stratégique et économique du secteur agroalimentaire, les enjeux environnementaux, sociaux et de gouvernance (ESG) spécifiques à ce secteur sont encore relativement peu étudiés. Les définitions sont souvent assez générales et la pertinence de risques ESG est perçue de façon plutôt élastique. La diversité des risques et les imbrications inhérentes à l’agroalimentaire sont peu renseignées et donc mal saisies par les parties prenantes. Pourtant, à lui seul, ce secteur est responsable de 10 % des émissions de gaz à effet de serre (GES) du Québec. À cela s’ajoutent les enjeux de gaspillage alimentaire, d’habitudes de consommation, de gestion des déchets, ou encore des conditions de travail et de respect des normes. Cela représente autant de risques financiers et réputationnels potentiellement lourds pour les entreprises. Dans cette étude, les auteurs examinent les enjeux associés aux risques ESG du secteur agroalimentaire et mettent de l’avant des éléments qui permettraient d’améliorer le suivi de la performance ESG des entreprises et ainsi d’atténuer les risques. Les auteurs brossent un portrait des enjeux et des pratiques dans ce domaine afin de mieux comprendre les motivations pour la mise en place de ces pratiques, les enjeux saillants dans le secteur agroalimentaire et les principales initiatives adoptées par les entreprises.

La pandémie de Covid-19 a eu un impact considérable sur les économies de nombreux pays. Les différences entre les pays étaient l'intensité de l'impact. Cela allait de légères contractions économiques à des récessions et ralentissements dévastateurs. Il serait évident de supposer que les pays à revenu élevé (HIC) auraient dû faire face à une destruction économique moindre que les pays à revenu faible et intermédiaire (LMIC). Un examen plus approfondi révèle cependant qu'il existe plusieurs facteurs, outre le revenu, ayant déterminé l'impact de la pandémie sur un pays et ayant influencé sa capacité à réagir. Par exemple, les structures et les faiblesses économiques actuelles ont fortement influencé la capacité des pays à fournir des mesures de relance fiscales appropriées. Ces faiblesses sont associées à des politiques procycliques et ne créent aucune réserve fiscale qui contribuerait à renforcer la résilience des pays. Une découverte intéressante des recherches CORE est que la cote de crédit d'un pays s'est révélée être l’élément le plus important pour déterminer sa réponse fiscale dans le cadre de la pandémie de Covid-19. Par conséquent, les PRE disposaient d’un avantage considérable par rapport aux PRFI. Les PRFI sont aussi affectés de manière disproportionnée par le manque de numérisation et d'accès à Internet. Cela a freiné leur croissance économique et leur capacité à débloquer rapidement des transferts monétaires ainsi qu’un soutien économique.

Elemzésemben Moldova Köztársaság nyugati irányú, bonyolult és akadályokkal teli felzárkózási folyamatát vizsgálom. A jelenlegi elnök, az EU-párti Maia Sandu az egyetlen politikus, aki nem titkolja indulási szándékát az őszi államfői választáson. Fő ellenjelöltjei olyan politikai szereplők, akik nem tagadták meg oroszbarát szimpátiájukat (a szocialista Igor Dodon), vagy akikről feltételezhető, hogy továbbra is fenntartanák kapcsolataikat Oroszországgal – mint Ion Ceban, a főváros polgármestere és Irina Vlah, a gagauz autonómia volt kormányzója. A moldovai elnökválasztásnak az ukrajnai háború miatt ezúttal regionális fontossága is lesz. Az EU belső zavarai gyengíthetik az Unió Kelet-Európa politikáját, tovább fokozva Moldova belpolitikai gondjait. A januári kétoldalú miniszterelnöki találkozón a magyar fél biztosította moldáv partnerét kiemelt támogatásunkról uniós integrációjában, így legalább nyugati régiójában biztonságos Moldova sorsa.
