Despite the multi-channel resources, the financial sources of state health programs do not cover the needs of their implementation in the Kyrgyz Republic. The residual principle of health financing keeps unchanged and the amount of financing does not match the real health needs. The variety of problems in financing, the ambiguity of their positive practical solutions and controversy of theoretical aspects makes the research topic particularly relevant. Expansion of piped water and sewage collection is a critical issue in developing countries, where public investment is limited. In Brazil, the New Sanitation Regulatory Framework from 2020 intends to stimulate the entry of private providers into the market while setting connection targets: 99% of households with piped water and 90%with piped sewer. We assess the viability of these connection goals under the current regulated prices and compare the distributional impacts of supplemental policies.
