AbstractMedical communications associated with a collision between a passenger train and three locomotives which resulted in the death of 16 and injury to at least 177 persons quickly overwhelmed the relatively sophisticated EMS communications center (SYSCOM) serving the state of Maryland, U.S.A. Other than traditional talk-by and ambulance-hospital communications, the system was saturated by: 1) communications between seven prehospital sectors; 2) persons moved into the field from their usual in-hospital environment who were not familiar or experienced with the use of radio communications; 3) traffic generated through the operations of 11 helicopters; and 4) the usual confusion that accompanies such events. The use of cellular telephones during this incident, substantially enhanced all levels of communications. Many of the participants expressed preference for this form of communications compared to the use of radios.Problems associated with the use of cellular telephone communications included an insufficient number of channels made available by the telephonecommunications provider causing competition with non-essential personnel for use, and relatively short battery life. These problems can be solved by the provider opening more channels and by the use of larger power sources such as automobile storage batteries. It is concluded that portable and vehicle-mounted cellular telephones can serve as useful communications tools in mass casualty and disaster situations.

Undang-Undang Perlindungan Konsumen menyebutkan klausula baku sebagai ketentuan dan syarat-syarat yang telah dipersiapkan dan ditetapkan terlebih dahulu secara sepihak oleh pelaku usaha. Metode penelitian yang digunakan adalah yuridis-normatif, yakni berusaha dengan bahan hukum meng-analisis klausula baku telekomunikasi seluler. Hasil penelitian menunjukkan bahwa perlindungan kepada konsumen dalam kontrak elektronik Telkomsel, perusahaan PT. Telekomunikasi Indonesia Tbk memberikan alternatif penyelesaian sengketa dengan cara pengajuan klaim keberatan pelanggan baik lisan maupun tulisan melalui Grapari PT. Telekomunikasi Indonesia Tbk dan apabila ditetapkan suatu ganti rugi, maka ganti rugi yang dibayar pihak PT. Telekomunikasi Indonesia Tbk berbentuk ganti rugi pengembalian uang atas kesalahan penghitungan biaya tagihan. Consumer Law Protection in Electronic Standard Agreement This article aims to answer how consumer protection in an electronic standard agreement on cellular telecommunications. The Consumer Protection Law stipulated that standard clauses as provisions and conditions that have been unilaterally prepared and determined by business actors. This is normative juridical research, using legal materials to analyze the standard clauses of cellular telecommunications. This research found that the protection of consumers in Telkomsel electronic contracts, Indonesia Telecommunication Company provides an alternative dispute resolution by submitting customer objection claims both oral and written through Grapari Indonesia Telecommunications Company and if a compensation is stipulated, then it will be paid by Indonesia Telecommunication Company in the form of refund for the error calculation of bill fees.

Abstract:
The study assessed a product or service by customers that met their needs and aspirations. It sought to examine the influence of non-financial customer performance (CP) measures on non-financial organizational performance (NFOP) in the Nepalese cellular telecommunications industry (NCTI). Using a structured questionnaire survey instrument, it employed a descriptive research approach. This study’s population included all the global system for mobile (GSM) customers of Nepal Telecom (NT) and Ncell. The sample comprised 385 customers delineated through non-probability sampling techniques. The study’s targeted respondents were postgraduate understudies, service holders, business people, and self-employed individuals. The survey instrument was composed of three sections comprising 28 data collection questions. A statistical package for the social sciences (SPSS) and analysis of moment structures (AMOS) programming were used to analyze the collected data. The study applied confirmatory factor analysis (CFA), path analysis (PA), and structural equation modeling (SEM) to evaluate the significance of the hypothesized paths. It was found that CP had a positive and significant relationship with NFOP in NCTI, with customer retention (CR) being a better predictor, followed by customer loyalty (CL), customer satisfaction (CS), and customer acquisition (CA). This was a cited representative study, not exhaustive, and would help to understand the key drivers of CP in the NCTI.

As comunicações Máquina-Máquina (M2M) apresentam um crescimento muito significativo e algumas projeções apontam para que esta tendência se acentue drasticamente ao longo dos próximos anos. O tráfego gerado por este tipo de comunicações tem caraterísticas muito diferentes do tráfego de dados, ou voz, que atualmente circula nas redes celulares de telecomunicações. Assim, é fundamental estudar as caraterísticas dos tipos de tráfego associados com comunicações M2M, por forma a compreender os efeitos que tais caraterísticas podem provocar nas redes celulares de telecomunicações. Esta dissertação procura identificar e estudar algumas das caraterísticas do tráfego M2M, com especial enfoque na sinalização gerada por serviços M2M. Como resultado principal deste trabalho surge o desenvolvimento de modelos que permitem a construção de uma ferramenta analítica de orquestração de serviços e análise de rede. Esta ferramenta permite orquestrar serviços e modelar padrões de tráfego numa rede UMTS, possibilitando uma análise simultânea aos efeitos produzidos no segmento core da mesma rede. Ao longo deste trabalho procura-se que a abordagem aos problemas apresentados permita que os resultados obtidos sejam válidos, ou adaptáveis, num âmbito mais abrangente do que apenas as comunicações M2M.
Machine to Machine (M2M) communications present significant growth and some projections indicate that this trend is going to increase dramatically over the coming years. The traffic generated by this type of communication has very different characteristics when compared to data or voice traffic currently going through cellular telecommunications networks. Thus, it is essential to study the characteristics of traffic associated with M2M communications in order to understand the effects that its features can imply to cellular telecommunications networks. This dissertation tries to identify and study some of the characteristics of M2M traffic, with particular focus on signaling generated by M2M services. A number of models, that enable the development of an analytic tool for service orchestration and network analysis, are presented. This tool enables service orchestration and traffic modeling on a UMTS network, with simultaneous visualization of the impacts on the core of such network. The work presented in this document seeks to approach the problems at study in ways ensuring that its outcomes are valid for a wider scope than just M2M communications.

Abstract:
Location Based Services (LBS) calculate the position of the user for different purposes like advertising and navigation. Most importantly, these services are also used to help emergency services by calculating the position of the person that places the emergency phone call. This has introduced a number of requirements on the accuracy of the measurements of the position. Observed Time Difference of Arrival (OTDOA) is the method used to estimate the position of the user due to its high accuracy. Nevertheless, this method relies on the correct reception of so called positioning signals, and therefore the calculations can suffer from errors due to interference between the signals. To lower the probability of interference, muting patterns can be used. These methods can selectively mute certain signals to increase the signal to interference and noise ratio (SINR) of others and therefore the number of signals detected. In this thesis, a simulation environment for the comparison of the different muting patterns has been developed. The already existing muting patterns have been simulated and compared in terms of number of detected nodes and SINR values achieved. A new muting pattern has been proposed and compared to the others. The results obtained have been presented and an initial conclusion on which of the muting patterns offers the best performance has been drawn.

This work describes an information system regarding to the telecommunication service with the goal to inform to the telephony service users about the operators signal quality and the users’ opinion about the telecommunication operators. The system contains information of cellular base station locations and the results are crossed with sentiment analyses of sentences extracted from a social network, which are related to the telecommunication services. The study aims to detect complaints and dissatisfaction of users about a determined service, helping to make a relation between the users’ complains extracted from social network with the number of base stations in the same geographic area of the user's social network. Therefore, the proposed information system can be used by the National Telecommunications Agency of each country for monitoring the quality-of-service of cellular network operators.
