Abstract:
Censorship has traditionally been understood as a way for dictators to silence opposition. By contrast, this article develops and tests the theory that certain forms of censorship—in particular, prohibitions on popular culture—serve not only to limit political information but also to reward dictators’ supporters. Using text analysis of all 8,000 films reviewed for distribution during Chile’s dictatorship, I demonstrate that rather than focusing only on sensitive political topics, censors banned movies containing content considered immoral. Through a combination of qualitative and quantitative evidence, I show that these patterns cannot be explained by masked political content, distributor self-censorship, or censor preferences. Instead, they reflect the regime’s use of censorship as a reward for supporters, particularly conservative Catholic groups. My findings suggest that even repressive measures can be used in part to maintain support for authoritarian regimes.

Abstract. The oeuvre of the recently deceased Chilean writer Pedro Lemebel (1952–2014) can be described as an expression for systematically persecuted, repressed, censored minoritarian voices, both during the Chile of the dictatorship, that is during the 1970s and 1980s, as well as afterwards, in democratic Chile, that is from the 1990s onwards. These voices build discourses where gender, class or ethnic identity become the narrative axis in Lemebel’s work. His novels, chronicles, performances and short stories have been extensively distributed by alternative media such as independent community- and Internet-based television and radio channels starting in the 1990s under the democratization period post-Pinochet. In this paper, I will analyze the construction of an idea of the author throughout the Lemebelian oeuvre. This author/narrator construction is related to Jon Helt Haarder’s concept of “performative biographism” to identify the set of interventions made by the author/creator in the reading process, i.e. those interferences created by the writer as a public persona and channeled through mass media that orient the reading process (Haarder 2007: 72–82). I am particularly interested in exploring how this figure of the author achieves credibility. I build the analysis mainly upon the concepts from cultural narratology, queer theory and postcolonial studies.

In 1979, over two-thirds of Latin America's people were living under military rule. By 1993, however, not a single military regime remained in Central or South America or the Spanish-speaking Caribbean. Elected presidents (even if former generals, as in the case of Paraguay's first post-Stroessner government) and legislatures replaced military dictators and juntas. Foreign observers certified the “fairness” of elections in Ecuador, Peru, Chile, Honduras, El Salvador, Nicaragua, Guatemala, and Paraguay — even when outgoing military regimes permitted elections only after certain parties or candidates had been excluded from participation. Political parties and opponents of incumbent governments operated openly. Media censorship declined, and fewer cases of politically-motivated abuses of human rights were reported. “Democratization” seemed to be underway.

This article is concerned with the recovery and discovery of conscious and unconscious meanings in the construction of the identity of the Human Resource Management (HRM) discipline at the Faculty of Economics and Business Administration, Universidad de Chile. The article is based on a research exploring the role of collective memory in the construction of that identity, from its inception in 1958 until 2017. A socio-analytical approach was applied to understand the dynamics implied in the construction of the identity of HRM. The results of the research show the existence of silenced meanings about that construction as a consequence of an unconscious political memory operating at the faculty that restricted the access and understanding of unexamined institutional knowledge. Such censorship is thought to be associated with the transformations that occurred in Chilean society and the faculty before and after the coup d’état that took place in 1973.

The recent publication of proposed amendments to the Films and Publications Act 65 of 1996 drew some sharp criticism from the media. Some organisations described these amendments as, inter alia, unconstitutional, outrageous and as part of the erosion of freedom of speech, while the Department of Home Affairs defended the amendments as an attempt to protect children from potentially harmful and age-inappropriate material. This discussion briefly examines the historical development of censorship as well as the current classification process in South Africa, followed by a discussion of the proposed amendments as well as the reaction thereto. The conclusion is that the media maybe has overreacted with regard to some of the amendments and may not understand the effect of the current classification process, while some of their concerns with regard to some of the other amendments may be justified. The true challenge will be that all stakeholders have an honest discussion with each other and would have to try and strike a balance between the important right of the child to dignity as well as his right to not be exploited, and that of the freedom of speech. The printed media also will have to realise that it is the duty of all members of society to protect the rights of the child and there can be no reason as to why newspapers may be excluded from this duty.

Many academic libraries are adding comics and cartoon in print form to their collections. Japanese comics, called "manga," are a large part of this collecting. However, in some of these items, there are drawn images of people seemingly under eighteen years of age engaged in highly graphic, uncensored, sex acts. The purpose of this paper is to discuss whether collecting such materials may violate anti-obscenity laws of the United States and expose the collection developer and the library to criminal liabilities. It also suggests that these concerns can lead librarians to self-censorship in their collection development duties.

This article attempts to bring a new set of voices into public debates about censorship in Australia — those of consumers of pornography. Forty-six consumers — chosen to provide the most diverse range of voices across gender, age, sexuality, income, place of residence and state/territory — were interviewed in detail. Interviewees consistently distinguished between beneficial and harmful pornography. The main issue was consent, with child pornography, bestiality and violent pornography being singled out for condemnation. The interviewees noted that public debates about pornography in Australia tend to favour conservative religious positions. All interviewees agreed that censorship was necessary; they particularly focused on the need to keep sexually explicit materials away from children. They evinced a strong distrust of politicians and bureaucrats, and mostly presented a classical liberal line. Several of the consumers had children of their own: all of these interviewees argued that their children should not see sexually explicit material and had strategies in place to ensure that their own did not.

This article examines the politics and ideology of Victorian child protection services during the Kennett years. The argument advanced is that the Kennett Liberal/National Party Coalition Government viewed child abuse in narrow, individualistic terms. In contrast to the previous Labor Government, which emphasized a philosophy of minimal intervention based on a partnership of family, community and the state, the Kennett philosophy was one of minimal support. The key emphasis was on the reporting of child abuse to statutory child protection authorities, and the treatment and punishment of individual offenders. Spending on broader structural prevention and support services which actually help the victims of abuse was not a priority.A number of examples of this neo-liberal agenda are given, including the poorly timed introduction of mandatory reporting and the associated diversion of resources from support services to investigation; the early cuts to accommodation and non-government support services; the inadequate response to demonstrated links between child abuse and poverty; the censorship of internal and external critics; and the appalling handling of the strike by child protection workers. Attention is focused primarily on the broader macro-political debates, rather than specific micro-service delivery issues.

Translating under the Arab dictatorships is a perilous task, as censorship bodies control all means and forms of expression. This is particularly true for children’s literature, which is a powerful tool of political socialisation. Al-Hajji’s Guide to Arab children's literature, translated in the Arab world from 1950 to 1998, shows that no book that undermines the dominant ideology has ever been translated in this geographical context. However, if a book chosen for translation contains some elements that might be viewed as subversive, strategies are adopted that automatically annihilate any threat. This paper focuses on the Arabic translation of Anna Sewell’s Black Beauty, published in Syria in 1991, to which elements have been added that were never envisaged by the original author.

In 2007, Bersih—a Malaysian social movement for “clean and fair elections”—rode a wave of anti-government sentiment to mobilize 40,000 citizens to take to the streets. In particular, young Malaysians, fueled by “outrage and hope” at old oligarchies and lives put on hold by economic, social, and political inequality, were key actors in Bersih rallies staged between 2011 and 2016, driven by social media platforms and networked publics, which enabled the enthusiasm of the streets to connect with and drive the movement’s online formation. In response, the then government began to use media and security laws to disrupt digital networks and engage in arrest of activists and “ordinary” citizens. This, combined with allegations that the government has used astroturfing (commonly referred to as “cybertrooping” in Malaysia) to shape voter sentiments and suppress the momentum of Bersih and popular forms of online political dissent, has been strongly condemned by human rights organizations. This article draws upon findings from PhD research on cybertroopers and ethnographic interviews conducted with 29 Malaysian-Chinese youth between 2016 and 2018 (in Kuala Lumpur and Melbourne, Australia) to map and analyze the effects of the government’s use of “affective techniques” to manipulate social media publics and crackdown on online political communication, with media reports connecting these strategies to declining participation in Bersih’s street rallies from Bersih 4-5. The article will draw on theories of “networked affect” and “affective publics” to examine the role affect has played in this downturn in participation and a growing sense of hopelessness among Malaysia’s digital citizens.

Mark Twain’s novel Adventures of Huckleberry Finn, first published in England in 1884 and a year later in the US, is paradoxical in that it is one of most frequently censored books of world literature – and, concurrently, one of the most frequently read and praised. The following article will try to explain this paradox and, in a first step, address the history of the novel’s censorship and the (various) reasons given for it. Adventures of Huckleberry Finn has undergone censorship since its first publication, and even today it is included in the list of »Banned and Challenged Books« of ALA (American Library Association). What are, in fact, reasons for banning the book? And how are these reasons questioned by defenders of the book? Which strategies are used? Since the novel’s publication, those who have completely dismissed the book and those who have appreciated it as a »masterpiece« have opposed each other. An overview of these controversies will result in a close reading of one of the most debated chapters in the novel, with a focus on the autodiegetic narrator Huck, who has been characterized as a naïve child that simply does not know any better, as a »fallible narrator«, or as a liar. But it remains doubtful whether the narrator’s weakness is the answer to the question of Huck’s alleged racism. The paper will offer alternative roads into the novel that consider both the text and the context of its origin.

Content filtering is gaining popularity due to easy exposure of explicit visual contents to the public. Excessive exposure of inappropriate visual contents can cause devastating effects such as the growth of improper mindset and rise of societal issues such as free sex, child abandonment and rape cases. At present, most of the broadcasting media sites are hiring censorship editors to label graphic contents manually. Nevertheless, the efficiency is limited by factors such as the attention span of humans and the training required for the editors. This paper proposes to study the effect of usage of Convolutional Neural Network (CNN) as feature extractor coupled with Support Vector Machine (SVM) as classifier in an automated pornographic detection system. Three CNN architectures: Mobile Net, Visual Geometry Group-19 (VGG-19) and Residual Network-50 Version 2 (ResNet50_V2), and two classifiers: CNN and SVM were utilized to explore the combination that produce the best result. Frames of films fed as input into the CNN were classified into two groups: porn or non-porn. The best accuracy was 92.80% obtained using fine-tuned ResNet50_V2 as feature extractor and SVM as classifier. Transfer learning and SVM have improved the CNN model by approximately 10%.

The Tor anonymity network allows users to protect their privacy and circumvent censorship restrictions but also shields those distributing child abuse content, selling or buying illicit drugs, or sharing malware online. Using data collected from Tor entry nodes, we provide an estimation of the proportion of Tor network users that likely employ the network in putatively good or bad ways. Overall, on an average country/day, ∼6.7% of Tor network users connect to Onion/Hidden Services that are disproportionately used for illicit purposes. We also show that the likely balance of beneficial and malicious use of Tor is unevenly spread globally and systematically varies based upon a country’s political conditions. In particular, using Freedom House’s coding and terminological classifications, the proportion of often illicit Onion/Hidden Services use is more prevalent (∼7.8%) in “free” countries than in either “partially free” (∼6.7%) or “not free” regimes (∼4.8%).

To ensure their legitimacy, western liberal democracies depend on the fullest protection for freedom of political and electoral speech. Governments should not interfere with or chill these fundamental rights of democratic participation without sufficiently compelling reasons to do so. In the US, however, despite the majestic protections of the First Amendment, anomalously there remains a large class of nonprofit entities that are statutorily precluded from this type of crucial political involvement, and this exceptional restriction on speech is incongruously based in the federal tax code. In particular, spiritual leaders who feel theologically compelled to speak out on critical moral and political issues of the day risk the tax-exempt status of their houses of worship if they cross an amorphous line into explicit or implicit political campaign speech. Both freedom of expression and religious freedom are at stake, and the tax system is a particularly inapt and inept mechanism for restricting speech and influencing the political activity of houses of worship.

The intellectual discourse on the influence of films in shaping a child’s ideological leaning is a topic that has generated interest in different parts of the world. The supposed proposition that inapt behaviours, nonchalant attitudes, moral decadence, and violence among children are outcome in most films produced in Nollywood Film Industry calls for serious examination. Hence, to examine the effects which film contents could have on educational development and character formation of a Nigerian child remains the aim of this study. Objectives include; to ascertain the potentials of films content in creating a standard for good leadership skills for the Nigerian child, and to advocate possible ways through which Nollywood movies can be produced to achieve all round development of the Nigerian child. The study through the adoption of observation, and content analysis approaches of qualitative research method, evaluated the influence of films on children. The study utilized George Gerbner’s Cultivation theory in examining the influence of film environments in child’s learning and leadership skill and found out that most Nollywood films have themes of Mischief, adult chauvinisms, hatred, demonic possessions, and violent politicking, among other social vices which pose serious threats to the child’s ideal leadership purview. The researcher therefore recommends, establishment of a film unit that should provide adequate censorship of children films. The unit should be empowered to sieve, dissect and scrutinize all children film contents in Nollywood Film Industry so as to make sure that the filmmakers produce films relevance to the academic and character formation needs of Nigerian children. Hence, children are the leaders of tomorrow.

Inadvertent access to website addresses and spam e-mails continue to make pornography rampant on the Internet in schools, homes, and libraries. Collectively, parents, teachers, and members of the community must become more aware of the risks and consequences of open access to the Internet, and the distinction between censorship and Internet access filtering. Parental involvement is crucial for raising children with healthy Internet habits to access social and educational materials. Although generations have coped with different times and trials, technology is ushering in new trials. Parents and communities cannot ignore the present and future technology ingrained into the lives of children. This paper contends that parents armed with legislation and technological security devices for access to the Internet ought to strengthen the character of online Internet safety. The discussion is focused on the roles that parents, communities, technology, and laws should play in order to protect children from obscene and pornographic threats from cyberspace. It is argued that the roles of education and technology should outweigh the legislative interventions of governments. A critique of significant litigations and laws on obscenity and pornography is presented. The paper offers a variety of security tools and techniques for protecting children from Internet access to obscene and pornographic materials. The impacts of pornographic materials on the welfare of children, adolescents, women, and families are discussed.

Mass media and journalistic accounts of Darknets have focused disproportionately on their criminogenic aspects. Moreover, research has focused mainly on the Darknet technology Tor. We wish to expand scholars’ knowledge of Darknets by exploring a different Darknet technology, Freenet. Using a combination of content analysis and grounded theory, this research asked three progressively complex questions. First, we asked: What are the types of content and the distribution of content on Freenet? Our findings show that Freenet fosters a singular distribution of content, with a high ratio of blogs (or flogs), child pornography, empty links, and Web 1.0 websites that archive information. We assumed that this content is not discrete points of data but instead produce sociologically interesting phenomena. Therefore, we ask: What are the content patterns on Freenet? Four patterns were identified. Freenet is (1) an archive of deviant data resistant to censorship, (2) a space dominated by content associated with masculinity, (3) a nonmarket space where commercial exchange is nonexistent, and (4) an empty space with many requests not returning information, and many flogs abandoned. We asked a third question: How does the analysis of Freenet inform current understandings of hacker culture? Freenet, we suggest, can be understood as a type of digital ‘wilderness’. It is a singular Darknet space, supporting a distinct set of hacker practices.

On top of this, concerns have been raised in the US about the ethics of Elizabeth Loftus–the academic ‘darling’ of the false memory movement. In 1935, actress Shiga Akiko was arrested for an offense under the Criminal Abortion Law. From 1936 to 1937, her case generated substantial media coverage and public debate. Liberal intellectuals generally viewed Shiga as a victim of the pronatal state; her scandal provided feminists with an opportunity to analyze the relationships among working women, their work environment, and the politics of reproduction. On the pages of women's magazines, readers avidly followed Shiga's case because she was caught up in contradictory forces, as most of them were: pride in work, love for movies, fascination with celebrity culture, and normative femininity. This essay contextualizes discursive and filmic responses to the Shiga scandal within historical processes in the late 1930s Japan. The state attempted to fully incorporate women into the nation-state as subjects for the imminent war. In order to mobilize half the population—indispensable for reproduction—without granting them full rights, various forms of negotiations, persuasions, and seductions took place. The Home Ministry increased control over the film industry by tightening censorship, particularly on representations of women. This essay demonstrates the film industry's response to the scandal, which initially took shape as Shiga's unsuccessful comeback projects, resulted in the emergence of a cycle of new seduction stories in which a heroine bears an illegitimate child and yet regains personal integrity and economic independence. This example of a compromise among commercial cinema, active women, and the state's pressure offers a new perspective on wartime Japanese film culture as a field of negotiations.

The work “On Education” (De tradendis disciplinis) by the Spanish humanist Juan Luis Vives (1492/3–1540) is considered from the perspective of the use of ancient literature during the in-itial period of child school training (from 7 to 15 years). Vives’ appreciation of the Latin language, a positive attitude towards teaching Greek at school, and the influence of ancient languages on modern European languages — Italian, Spanish, and French are discussed. The article draws attention to some features in teaching the Latin language that are not characteristic of the hu-manists who preceded Vives and also wrote about school. They are as follows: using the native language as an instrument for mastering Latin at the initial stage of learning, and using modern literature - writers, grammarians, humanists, which helps to learn ancient languages in the subsequent period. These features can be explained by Vives’ epoch when national states were being estab-lished, national languages were strengthening, and pedagogical thinking was developing. The article also examines the issue brought up by Vives himself about the attitude to pagan literature and to some, in Vives’ opinion, morally questionable poets. With all the inconsistency of Vives and the low persuasiveness of his self-censorship, the solution to this problem comes down to se-lecting such authors the study of whose works will protect school students from vices. The article shows that both Latin and Greek literature (works on oratory, poetry, comedy, history, my-thology, etc.) are widely used in teaching. Ancient writings not only form and enrich the language, but also provide versatile knowledge, mainly of humanitarian kind, help to bring up an ed-ucated and cultured person. This is supported by a large survey of over 100 ancient authors, modern writers, scientists, humanists, early medieval writers, “church fathers”, publishers, translators, and commentators provided at the very end of Vives' discussion on education, with brief characteristics of many of them.

The Dark Web is its own clandestine network of thousands of websites that most of us do not even know exist, much less how to access. The Dark Web uses its own tools to keep users anonymous and their activities hidden. The Dark Web is so well concealed that the full extent of its use remains largely the topic of hushed conversations. From black market drug sales to child pornography, the Dark Web operates at two extremes of the Internet, from venues for anonymous whistleblowing on one end to unguarded censorship on the other. This article provides a primer for those interested in learning more about the “known unknowns” of the Dark Web. Readers will find an excellent opening manuscript for the newly launched International Journal of Cyber Research and Education as it sets the stage for future research in cyber security and law enforcement. The paper will examine three foundational questions for the reader: What constitutes the ‘deep/dark/underground' web and keeps it obscure and remote from the community of legitimate users? How can websites that occupy the same virtual space range exist in two parallel dimensions from discoverable to undiscoverable? And finally, how do the actors on the Dark Web mature from novice to advanced? Is it the same process followed by users of the known web? In the corpus of this article, the authors will briefly examine how online markets exist simultaneously on the Internet, serving clients in both known online environments as well as the more secretive, anonymous online world. They will examine how nefarious actors migrate from the “good” web to become novice and then advanced users of the “evil” environments. To the neophyte user, the process introduced herein may appear relatively straightforward. In truth, the notion that any but the most staunchly dedicated practitioner can become a vetted participant in the ‘dark web' is inconceivable. Even so, with the sheer volume of actors operating in numerous underground forums and marketplaces, the impact remains significant and growing geometrically. Government and industry from all over the globe are hindered in their ability to track and identify the truly advanced actors operating in these more secretive environments. The use of computed tomography (CT) imaging is clearly beneficial for millions of patients. However, the potential adverse health effects, particularly cancer, of ionising radiation exposure from CT early in life are an issue of growing concern in the radiological protection, medical, and public health communities. Although efforts to quantify these effects have been conducted, the precision and accuracy of reported risks needs confirmation. EPI-CT, a European collaborative epidemiological study, was set up to quantify risks from paediatric CT to optimise paediatric diagnostic protocol. The study, coordinated by the International Agency for Research on Cancer, was designed as a multi-national cohort study of children and young adults who underwent CT scanning for long-term follow-up. It combined data from existing and extended cohorts in France, the UK, and Germany, and from new cohorts assembled in Belgium, Denmark, the Netherlands, Norway, Spain, and Sweden using a common protocol. A flexible dose reconstruction approach that can accommodate collection of data from historical sources (prior to 2000) and automatically extract data from the Digital Imaging and Communications in Medicine headers of recorded images available in the Picture Archiving Communication System was developed. Individual organ dose estimates for each child were derived from Monte-Carlo-based radiation transport calculations using hybrid phantoms of different sexes and ages. To account for uncertainties due to missing input data, a simulation method that maintains correlations of doses for persons within subgroups with similar exposure attributes and simulates uncertain dose-model parameter values was used. Simulation studies to evaluate the potential impact of a range of potential confounders (e.g. underlying medical conditions, socio-economic status, missing medical procedures performed outside of participating hospitals) on risk estimates were conducted based on data from some EPI-CT countries and/or reasonable scenarios. In total, 1,170,186 patients (before censorship) were enrolled in the national cohorts. Most patients (75%) had only undergone one CT scan and 29% of all patients were aged <5 years at the time of their first CT examination. The median duration of follow-up was 8 years for the entire cohort, although this varied between countries. Overall, the follow-up accounted for nearly 10 million person-years. Discourse around censorship tends to be sensationalised in many quarters. Nabi (2014), for example, recently sought to “prove ... the futility” of governments engaged in censorship programmes through the Streisand Effect (Greenberg, 2007). While most countries have an imperfect censorship regime, the sovereign rights of nations to make their own laws must be recognised, including (but not limited to) the protection of children, and the victims of child exploitation, gambling addicts, and Internet banking users, whose systems may be infected by malicious software, resulting in financial losses. The broader question to be posed seems to be, under what circumstances is censorship justified, and how can it best be achieved? In this paper, we present the results of a study that illustrates the overwhelming harms to users that emerge from an unregulated Internet regime: 89 percent of ads delivered to Canadian users on 5,000 rogue sites for the most complained-about movies and TV shows were classified as “high risk”. We conclude that more granular policies on what should be censored and better tools to enforce those policies are needed, rather than accepting that censorship is impossible.

In November 2018, after being suspended from Apple’s App Store for hosting child pornography, Tumblr announced its decision to ban all NSFW (not safe/suitable for work) content with the aid of machine-learning classification. The decision to opt for strict terms of use governing nudity and sexual depiction was as fast as it was drastic, leading to the quick erasure of subcultural networks developed over a decade. This article maps out platform critiques of and on Tumblr through a combination of visual and digital methods. By analyzing 7306 posts made between November 2018 (when Tumblr announced its new content policy) and August 2019 (when Verizon sold Tumblr to Automattic), we explore the key stakes and forms of user resistance to Tumblr “porn ban” and the affective capacities of user-generated content to mobilize engagement.

In the cyberspace universe of instant access to information and in ages of all kinds, how should school librarians around the world respond to these commercial products? How can they find a reasonable balance between the sometimes conflicting goals of parental responsibilities, children's educational and developmental interests, media literacy, and community standards? In view of what appears to be a growing political resolve in many countries to impose technological controls on Internet content, and a trend towards more and more labeling of creative expression in just about every other medium of communication, it is timely for librarians in all sectors to examine these issues and address the implications for information access. The topic of Internet filters is an exciting one for librarians because it represents the intersection of our roles as advocates for intellectual freedom, as organizers of infomation, and as promoters of media literacy. Parents of autistic children report relatively high levels of parenting stress that includes experiencing stigma. Yet, research about stigma experienced by parents of autistic children is limited, and in particular, fathers' experiences are rarely documented. The purpose of this study is to illuminate courtesy stigma experiences of fathers of autistic children. We conducted a secondary analysis of narrative data from a subset of 16 fathers raising both autistic and non-autistic children. Fathers participated in in-depth interviews about successes and struggles in raising autistic children. Fathers experienced "felt stigma" in forms of censorship, isolation, guilt and defying stigma. Fathers navigate ableist stereotypes, which are interwoven with stereotypes of traditional masculinity. Fathers defy stigma but are also part of processes that perpetuate stigma. Further, understandings of the complexities of courtesy stigma are needed, particularly through studies that target fathers from diverse cultural, racial, family structural and socio-economic backgrounds.

Although manga arrived somewhat later in Germany than elsewhere in the West, the local publishers rapidly capitalized on its appeal to female readers and began fostering local manga artists in Germany. These are mainly young women producing shōjo manga, and increasingly integrating popular boys' love elements into their work. An unusual example of such work is Fahr Sindram's Losing Neverland, the story of an adolescent in Victorian London whose widowed father prostitutes him to middle-class men. Suggestive, though not visually explicit, such a story would likely run afoul of German and European Union laws against child pornography, were it not for the fact that Sindram continually reminds the reader that Neverland is in fact intended to raise awareness of child abuse and protest the dissemination of Japanese child pornography in Germany. Sindram thus openly advertises her work as a polemic, intended to mobilize the censorship of works seemingly much like her own; as a result, Losing Neverland has not only been socially accepted but even praised, earning an honorable citation from Germany's federal Council for Sustainable Development. Sindram's work thus accepts and capitalizes upon the globalizing aesthetic influence of manga, while at the same time adopting a defensive, quasi-protectionist stance against the spread of certain overtly foreign sexual attitudes associated with manga—and is visibly rewarded for doing so.

On Wednesday 21 April the Minister for Communications, Information Technology and the Arts introduced a piece of legislation into the Australian Senate to regulate the way Australians use the Internet. This legislation is presented within Australia's existing system of content regulation, a scheme that the Minister describes is not censorship, but merely regulation (Alston 55). Underlying Senator Alston's rhetoric about the protection of children from snuff film makers, paedophiles, drug pushers and other criminals, this long anticipated bill is aimed at reducing the amount of pornographic materials available via computer networks, a censorship regime in an age when regulation and classification are the words we prefer to use when society draws the line under material we want to see, but dare not allow ourselves access to. Regardless of any noble aspirations expressed by free-speech organisations such as Electronic Frontiers Australia relating to the defence of personal liberty and freedom of expression, this legislation is about porn. Under the Bill, Australia would proscribe our citizens from accessing: explicit depictions of sexual acts between consenting adults; mild non-violent fetishes; depictions of sexual violence, coercion or non-consent of any kind; depictions of child sexual abuse, bestiality, sexual acts accompanied by offensive fetishes, or exploitative incest fantasies; unduly detailed and/or relished acts of extreme violence or cruelty; explicit or unjustifiable depictions of sexual violence against non-consenting persons; and detailed instruction or encouragement in matters of crime or violence or the abuse of proscribed drugs. (OFLC) The Australian public, as a whole, favour the availability of sexually explicit materials in some form, with OFLC data indicating a relatively high degree of public support for X rated videos, the "high end" of the porn market (Paterson et al.). In Australia strict regulation of X rated materials in conventional media has resulted in a larger illegal market for these materials than the legalised sex industries of the ACT and Northern Territory (while 1.2 million X rated videos are legally sold out of the territories, 2 million are sold illegally in other jurisdictions, according to Patten). In Australia, censorship of media content has traditionally been based on the principles of the protection of society from moral harm and individual degradation, with specific emphasis on the protection of innocents from material they are not old enough for, or mentally capable of dealing with (Joint Select Committee on Video Material). Even when governments distanced themselves from direct personal censorship (such as Don Chipp's approach to the censorship of films and books in the late 1960s and early 1970s) and shifted the rationale behind censorship from prohibition to classification, the publicly stated aims of these decisions have been the support of existing community standards, rather than the imposition of strict legalistic moral values upon an unwilling society. In the debates surrounding censorship, and especially the level of censorship applied (rather than censorship as a whole), the question "what is the community we are talking about here?" has been a recurring theme. The standards that are applied to the regulation of media content, both online and off, are often the focus of community debate (a pluralistic community that obviously lacks "standards" by definition of the word). In essence the problem of maintaining a single set of moral and ethical values for the treatment of media content is a true political dilemma: a problem that lacks any form of solution acceptable to all participants. Since the introduction of the Internet as a "mass" medium (or more appropriately, a "popular" one), government indecision about how best to treat this new technology has precluded any form or content regulation other than the ad hoc use of existing non-technologically specific law to deal with areas of criminal or legally sanctionable intent (such as the use of copyright law, or the powers under the Crimes Act relating to the improper use of telecommunications services). However, indecision in political life is often associated with political weakness, and in the face of pressure to act decisively (motivated again by "community concern"), the Federal government has decided to extend the role of the Australian Broadcasting Authority to regulate and impose a censorship regime on Australian access of morally harmful materials. It is important to note the government's intention to censor access, rather than content of the Internet. While material hosted in Australia (ignoring, of course, the "cyberspace" definitions of non-territorial existence of information stored in networks) will be censored (removed from Australia computers), the government, lacking extraterritorial powers to compel the owners of machines located offshore, intends to introduce of some form of refused access list to materials located in other nations. What is interesting to consider in this context is the way that slight shifts of definitional paradigm alter the way this legislation can be considered. If information flows (upon which late capitalism is becoming more dependent) were to be located within the context of international law governing the flow of waterways, does the decision to prevent travel of morally dubious material through Australia's informational waterways impinge upon the riparian rights of other nations (the doctrine of fair usage without impeding flow; Godana 50)? Similarly, if we take Smith's extended definition of community within electronic transactional spaces (the maintenance of members' commitment to the group, monitoring and sanctioning behaviour and the production and distribution of resources), then the current Bill proposes the regulation of the activities of one community by another (granted, a larger community that incorporates the former). Seen in this context, this legislation is the direct intervention in an established social order by a larger and less homogeneous group. It may be trite to quote the Prime Minister's view of community in this context, where he states ...It is free individuals, strong communities and the rule of law which are the best defence against the intrusive power of the state and against those who think they know what is best for everyone else. (Howard 21) possibly because the paradigm in which this new legislation is situated does not classify those Australians online (who number up to 3 million) as a community in their own right. In a way the Internet users of Australia have never identified themselves as a community, nor been asked to act in a communitarian manner. While discussions about the value of community models when applied to the Internet are still divided, there are those who argue that their use of networked services can be seen in this light (Worthington). What this new legislation does, however, is preclude the establishment of public communities in order to meet the desires of government for some limits to be placed on Internet content. The Bill does allow for the development of "restricted access systems" that would allow pluralistic communities to develop and engage in a limited amount of self-regulation. These systems include privately accessible Intranets, or sites that restrict access through passwords or some other form of age verification technique. Thus, ignoring the minimum standards that will be required for these communities to qualify for some measure of self-regulatory freedom, what is unspoken here is that specific subsections of the Internet population may exist, provided they keep well away from the public gaze. A ghetto without physical walls. Under the Bill, a co-regulatory approach is endorsed by the government, favouring the establishment of industry codes of practice by ISPs and (or) the establishment of a single code of practice by the content hosting industry (content developers are relegated to yet undetermined complementary state legislation). However, this section of the Bill, in mandating a range of minimum requirements for these codes of practice, and denying plurality to the content providers, places an administrative imperative above any communitarian spirit. That is, that the Internet should have no more than one community, it should be an entity bound by a single guiding set of principles and be therefore easier to administer by Australian censors. This administrative imperative re-encapsulates the dilemma faced by governments dealing with the Internet: that at heart, the broadcast and print press paradigms of existing censorship regimes face massive administrative problems when presented with a communications technology that allows for wholesale publication of materials by individuals. Whereas the limited numbers of broadcasters and publishers have allowed the development of Australia's system of classification of materials (on a sliding scale from G to RC classifications or the equivalent print press version), the new legislation introduced into the Senate uses the classification scheme simply as a censorship mechanism: Internet content is either "ok" or "not ok". From a public administration perspective, this allows government to drastically reduce the amount of work required by regulators and eases the burden of compliance costs by ISPs, by directing clear and unambiguous statements about the acceptability of existing materials placed online. However, as we have seen in other areas of social policy (such as the rationalisation of Social Security services or Health), administrative expedience is often antipathetic to small communities that have special needs, or cultural sensitivities outside of mainstream society. While it is not appropriate to argue that public administration creates negative social impacts through expedience, what can be presented is that, where expedience is a core aim of legislation, poor administration may result. For many Australian purveyors of pornography, my comments will be entirely unhelpful as they endeavour to find effective ways to spoof offshore hosts or bone up (no pun intended) on tunnelling techniques. Given the easy way in which material can be reconstituted and relocated on the Internet, it seems likely that some form of regulatory avoidance will occur by users determined not to have their content removed or blocked. For those regulators given the unenviable task of censoring Internet access it may be worthwhile quoting from Sexing the Cherry, in which Jeanette Winterson describes the town: whose inhabitants are so cunning that to escape the insistence of creditors they knock down their houses in a single night and rebuild them elsewhere. So the number of buildings in the city is always constant but they are never in the same place from one day to the next. (43) Thus, while Winterson saw this game as a "most fulfilling pastime", it is likely to present real administrative headaches to ABA regulators when attempting to enforce the Bill's anti-avoidance clauses. The Australian government, in adapting existing regulatory paradigms to the Internet, has overlooked the informal communities who live, work and play within the virtual world of cyberspace. In attempting to meet a perceived social need for regulation with political and administrative expedience, it has ignored the potentially cohesive role of government in developing self-regulating communities who need little government intervention to produce socially beneficial outcomes. In proscribing activity externally to the realm in which these communities reside, what we may see is a new type of community, one whose desire for a feast of flesh leads them to evade the activities of regulators who operate in the "meat" world. If Blake is right and the path of excess leads to the tower of wisdom then video games ought to provide plenty of shortcuts along the way. Wading through gore, dismemberment and the occasional bout of torture, violent games have pushed the limits of depiction of violence. While even video nasties pad the ‘money shot’ scenes of extremity with exposition and story (however flimsy), video games concentrate more carnage per minute than any other media form – so why are so many of us increasingly drawn to them as a leisure activity? Of course it is wrong to lump all video games together with violent games, as game critics are liable to do. US lawyer and anti-video game campaigner Jack Thompson describes games as ‘murder simulators’ that train players into violent responses through operant conditioning and rewards. He describes game playing as an antisocial, “”masturbatory activity”:http://www.netjak.com/review.php/1091”. Indeed it is mainly through the conduct of critics like Thompson and censors that games are visible in mainstream culture, which is ironic given the large audience that games have. In Australia, video games have been at the vanguard of the steady censorship creep which has been occurring over the last few years, banning games outright or forcing local distributors censored versions. Unless they are regular visitors to the Office of Film and Literature Classification website, or one of the watchdog sites, such as Refused Classification, most Australians are unaware that they are watching censored films, playing censored games. Earlier in 2006 the graffiti game Marc Ecko’s Getting Up: Contents under Pressure was banned on a little-used regulation that it promoted crime (in this case the crime was graffiti and fare evasion; the OFLC did not have an issue with the violence in the game). Since then, these ‘crime promotion’ principles have been extended to ban Islamic books, a return to direct political censorship in Australia. So what is it about games that have stirred regulators into action? Why are games convenient scapegoats to extend the net of censorship? It is certainly not because game playing is not a minority activity – a recent survey conducted by Bond University indicated that 76% of Australian households have game hardware, that the average age of gamers is 24 and that 38% of gamers were female. Perhaps it has to do with ambivalence toward the extreme content in games, even from those who play them. With a brief excursion through a set of recent video games I can sneak up behind the unsuspecting and slit their throats (Splinter Cell), shake down prostitutes (Grand Theft Auto), torture enemies with power tools (The Punisher) and tear off someone’s arm and beat them with it (Stubbs the Zombie). These are just the interactive elements, if we figure in the horrors we observe rather than perform in games like the Resident Evil or Silent Hill series we have a catalogue of extremity that surpasses the video nasties of the 1980s. The extremity does collect around violence and horror, sexual content is largely missing, at least from the games available through game retailers (the adult industry has their own interactive content). Recently the first Sex in Video Games conference was held in San Francisco, flagging emerging trends in this area. One of the more high profile games to be banned for sexual content in Australia, then released in an edited form was Grand Theft Auto: San Andreas because of the ‘hot coffee’ sexual content. What is striking about this content is that is was only accessible through a downloaded modification in the PC version and not accessible from the console versions – which did not stop the censors banning all versions of the game entirely. These concerns about extreme violence and sexual content are made more complicated when we go beyond elements scripted by game designers and begin to consider interactively generated content, emergent gameplay, online interaction and the ability to modify games. It is clear that this is media that is very different to older media forms, yet too often we criticise and censor the gaming experience using film as a benchmark. Concepts of realism, impact and justification are borrowed directly from film analysis, primarily because we lack a critical language to understand and discuss video games. But 50 Cent: Bulletproof is different to Salo, on so many levels. We do not understand the impact that video games have on us, and particularly the effect that they have on children. Media studies research does not help, being intractably locked between the those who see media as programming human behaviour and those who believe audiences are in control. As a result is all too easy to give into moral panics, on the basis of what games might do. Games are also a convenient scapegoat for other social problems, such as with the Columbine massacre. Regulators therefore take a conservative stance on video game dangers, using children as the benchmark for everyone. In Australia there is no R rating available to games. If games fulfil the criteria for an R, they are Refused Classification, in the same category as child pornography and extreme violent pornography. The federal laws control commercial distributors but the classification decisions also feed into ancillary state laws which give police wide powers to detain, search and prosecute those who distribute informally. This is of concern for game players but more worrying now that the principles used to regulate games have been extended to political texts. In Australia we also have the unusual principle that media which promote crime or instruct in the matter of crime can be refused classification and fall into the same regulatory net. This was the principle under which Getting Up was banned but has potential for growth to other games and media generally. There have only been a few decisions in this area but they make clear that censors have very broad discretion (most crime movies could fall foul of this provision), that the regulators have very little empirical evidence on what causes criminality and that they adopt a zero tolerance attitude to satire. So what does this increasing surveillance mean for the future of video games? For mainstream gaming not much, the industry has always had peripheral controversy. From the blocky extremity of 1982’s Custer’s Revenge to modern games like Reservoir Dogs (banned in Australia in June 2006) some developers have pushed the boundaries, usually overtly courting controversy but the backlash seems to be gaining momentum. The trend toward censorship of games in Australia would seem to bear the hallmarks of a moral panic, if not for the medium’s widespread penetration into our culture and the size of the audience. Most of the games which have been banned have passed unnoticed not being commercially successful or reviewed well overseas, but this censorship sets ugly precedents. Video games are yet to really develop an avant garde or art-house, but if they are, this process will be hampered by legal controls that do not understand the medium and are not committed to free expression as an ideal. It is clear that, for various reasons, there is little serious public discourse around games beyond what is lead by pro-censorship critics and regulators. The statistics indicate that the majority of Australians play games or at least have contact with someone who does, yet games enjoy little of the public discussion and criticism that films or television do, where the audience is presumed to be broader. Many gamers are even embarrassed to discuss their hobby, putting it on par with consumption of pornography as embarrassing, juvenile or as Thompson would suggest masturbatory. But just as pornography has become subject of more serious critical attention despite the potential cringe, so to do games. Part of the change will come as there is more critical academic engagement. This is not suggesting that games should ‘grow up’ or aspire to art. Part of their appeal lies in their engagement with the id, the potential for extremity. Rather than argue that games are valid despite their excesses, might we perhaps look to the excesses in order to understand the appeal? In the years surrounding the turn of the millennium, there emerged an assemblage of American and Spanish horror films fixated on uncanny child characters. Caught in the symbolic abyss between death and life, these figures are central to the films’ building of suspense and Gothic frisson—they are at once familiar and unfamiliar, vulnerable and threatening, innocent yet unnervingly inscrutable. Despite being conceived and produced in two very different cultural climates, these films construct the child as an embodiment of trauma in parallel ways. In turn, these Gothic children express the wavering of narratives of progress which suffused the liminal moment of the millennial turn. Steven Bruhm suggests that there is “a startling emphasis on children as the bearers of death” (author’s emphasis 98) in popular Gothic fiction at the turn of the new millennium, and that this contemporary Gothic “has a particular emotive force for us because it brings into high relief exactly what the child knows ... Invariably, the Gothic child knows too much, and that knowledge makes us more than a little nervous” (103). A comparative analysis of trans-millennial American and Spanish supernatural horror films reveals the specifically threatening register of the Gothic child’s knowledge, and that the gradual revelation of this knowledge aestheticizes the mechanics of trauma. This “traumatic” aesthetic also entails a disruption to linear progress, exposing the ways in which Gothic representations of the child’s uncanny knowledge express anxieties about the collapse of temporal progress. The eeriness associated with the child’s knowledge is thus tied to a temporal disjuncture; as Margarita Georgieva explains, child-centred Gothic fiction meditates on the fact that “childhood is quickly lost, never regained and, therefore, outside of the tangible adult world” (191). American films such as The Sixth Sense (M. Night Shyamalan, 1999) and Stir of Echoes (David Koepp, 1999), and Spanish films The Nameless (Jaume Balagueró, 1999) and The Devil’s Backbone (Guillermo del Toro, 2001), and also American-Spanish co-productions such as The Others (Alejandro Amenábar, 2001) and Fragile (Jaume Balagueró, 2005), expose the tangle of contradictions which lurk beneath romanticised definitions of childhood innocence and nostalgia for an adult’s “lost” childhood. The child characters in these films tend to be either ghosts or in-between figures, seemingly alive yet acting as mediators between the realms of the living and the dead, the past and the present. Through this liminal position, these children wreak havoc on the symbolic coherence of the films’ diegetic worlds. In so doing, they incarnate the ontological wound described by Cathy Caruth in her definition of trauma: “a breach in the mind’s experience of time, self, and the world” caused by an event that “is experienced too soon, too unexpectedly, to be fully known and is therefore not available to consciousness until it imposes itself ... repeatedly ... in the nightmares and repetitive actions” (4) of those who have experienced trauma. The Gothic aesthetic of these children expresses the ways in which trauma is locatable not in the original traumatic past event, but rather in “the way it was precisely not known in the first instance”, through revealing that it is trauma’s unassimilated element which “returns to haunt the survivor later on” (Caruth, author’s emphasis 4). The uncanny frisson in these films arises through the gradual exposition of the child character’s knowledge of this unassimilated element. As a result, these children trouble secure processes of symbolic functioning, embodying Anne Williams’ suggestion that “Gothic conventions imply a fascination with … possible fissures in the system of the symbolic as a whole” (141). I suggest that, reflecting Bruhm’s assertion above, these children are eerie because they have access to memories and knowledge as yet unassimilated within the realm of adult understanding, which is expressed in these films through the Gothic resurfacing of past traumas. Through an analysis of two of the most transnationally successful and influential films to emerge from this trend—The Sixth Sense (1999) and The Devil’s Backbone (2001)—this article explores the intersecting but tellingly distinctive ways in which the American and Spanish horror films figure the child as a vessel for previously repressed trauma. In both films, the eeriness of the children, Cole and Santi respectively, is associated with their temporal liminality and subsequent ability to invoke grisly secrets of the past, which in turn unsettles solid conceptions of identity. In The Sixth Sense, as in other American ghost films of this period, it is an adult character’s subjectivity which is untethered by the traumas of the uncanny child; Bruhm suggests that the contemporary Gothic “attacks adult self-identity on multiple fronts” (107), and in American films the uncanny child tends to launch this traumatic assault from within an adult character’s own psyche. Yet in the Spanish films, the Gothic child tends not to threaten an individual adult figure’s self-identity, instead constituting a challenge to secure concepts of socio-cultural identity. In The Sixth Sense, Cole raises a formerly repressed trauma in the mind of central adult character Malcolm Crowe, while simultaneously disturbing the viewer’s secure grasp on the film’s narrative world. Ultimately, Cole raises Freudian-inflected anxieties surrounding childhood’s disruption to coherent adult subjectivity, functioning as a receptacle for the adult’s repressed secrets. Cole’s gradual exposure of these secrets simulates the effects of trauma for both Malcolm and the viewer via a Gothic unsettling of meaning. While The Sixth Sense is set in the present, The Devil’s Backbone is set during the Spanish Civil War (1936-39)—a violent and traumatic period of Spain’s history, the ramifications of which have been largely unexplored in Spanish popular culture until very recently as a result of forty years of strict censorship under General Franco, whose dictatorship eroded following his death in 1975. Unlike Cole, Santi does not arouse a previously submerged trauma within an adult character’s mind, instead serving to allegorically raise socio-cultural trauma. Santi functions as an incarnation of Gilles Deleuze’s “child seer”, a figure who Deleuze claims first emerged in Italian neo-realist films of the 1940s as a response to the massive cultural rupture of World War II (3). The child seer is characterised by his entrapment in the gap between the perception of a traumatic event, and the understanding and subsequent action required to move on from it. Thus, upon experiencing a disturbing event, he suffers a breach in comprehension which disrupts the typical sensory-motor chain of perception-understanding-action, rendering him physically and mentally unable to escape his situation. Yet in experiencing this incapacity, the seer gains a powerful insight beyond the limits of linear temporality. On becoming a ghost, Santi escapes coherent space-time, and invokes the repressed spectre of Spain’s violent Civil War past, inciting an eerie collision of past and present. This temporal disruption has deep allegorical implications for contemporary Spain through the child’s symbolic status as vessel for the future. Santi’s embodiment of cultural trauma ensures that Spain’s past, as constructed by the film, eerily folds into the nation’s extra-diegetic present. The Sixth Sense In The Sixth Sense, adult protagonist Malcolm Crowe is a child psychiatrist, thus unravelling the riddles of the child’s psyche is positioned as the central quest of the film’s narrative. The dramatic twist in the film’s final scene reveals that the analysis of the child Cole’s “phobia” has in fact exhumed dormant spectres within Malcolm’s own mind, exposing the Gothic mechanisms whereby the uncanny child becomes conflated with the adult’s repressed trauma. This impression is heightened by the narrative structure of The Sixth Sense, in which the twist in the final scene shifts the meaning of all that has happened before. Both the audience and Malcolm are led to assume that they have uncovered and come to terms with Cole’s secret once it becomes clear two-thirds into the film that he “sees dead people”. However, the climactic twist exposes that Cole has in fact been hiding another secret which is not so easily ameliorated: that Malcolm is one of these dead people, having died in the film’s opening sequence. If the film’s narrative “pulling the rug out” from under the audience functions as intended, at the climax of the film both Malcolm and viewer simultaneously become privy to a layer of Cole’s secret previously inaccessible to us, both that Malcolm has been dead all along and that, subsequently, the hidden quest underlying the surface narrative has been Malcolm’s journey to come to terms with this disturbing truth. Thus, the uncanny child functions as a symbolic stage for the adult protagonist’s unassimilated trauma, and the unsettling nature of this experience is extended to the viewer via the gradual exposure of Cole’s secret. Further intensifying the uncanny effects of this Gothic disruption to adult knowledge, Cole also functions like a reincarnation of the crisis which has undermined Malcolm’s coherent identity as a successful child psychiatrist: his failure to cure former patient Vincent. Thus, Cole is like uncanny déjà vu for Malcolm and the viewer, an almost literal re-evocation of Malcolm’s past trauma. Both Vincent and Cole have a patch of grey hair at the back of their head, symbolising their access to knowledge too great for their youth, and as Malcolm explains, “They’re both so similar. Same mannerisms, same expressions, same things hanging over their heads.” At the opening of the film, Vincent is depicted as a wretched madman. He appears crying and half naked in Malcolm’s bathroom, having broken into his house, before shooting Malcolm and then turning the gun on himself. Thus, Vincent is an abject image of Malcolm’s failure, and his taunting words expose a rupture in Malcolm’s paternalistic, professional identity by hinting at his lack of awareness. “You don’t know so many things” Vincent remarks, and sarcastically undermines Malcolm’s “saviour” status by taunting, “Don’t you know me, hero?”. Functioning as a repetition of this trauma, Cole provides Malcolm with an opportunity to discover the “so many things” that he does not know, and also to once again become a “hero”. Cole functions as a literalisation of Malcolm’s compulsion to repeat the trauma which has exposed a breach in his sense of self, and to gain mastery over it. On first viewing, the audience is led to believe that this narrative is the primary one in the film, and that the film is wrapped up when Malcolm finally achieves his goal and becomes Cole’s hero. However, the final revelation that Cole has been keeping yet another secret from Malcolm—that Malcolm has been dead all along—reveals that this trauma is actually irrevocable: Malcolm was in fact killed by Vincent at the beginning of the film, thus the adult’s subjective breach (symbolised by his gunshot wound, which he suddenly notices for the first time) cannot be filled or repaired. All Malcolm can do at the close of the film is disappear, as a close-up of his face fades into the mediated image of him, now his only form of existence in the world as we know it, on the home videotapes of his wedding which play as his wife sleeps. Thus, Cole evokes the experience of a violent, unassimilated trauma which is experienced “too soon, too unexpectedly to be fully known in the first instance” (Caruth 4), a breach in subjectivity which has only become consciously known to Malcolm through the “nightmare repetition” figured by Cole. This experience of a traumatic disruption to the wholeness and coherence of subjective reality is echoed by the viewer’s own experience of The Sixth Sense, if the twist-narrative functions as intended. While on first viewing we are led to believe that we are watching a straightforward ghost story about a paternalistic psychologist helping a young child with an uncanny gift, we learn in the final scene that there has been an underlying double reality haunting the surface narrative all along. Central to this twist is the recognition that Cole was always aware of this second reality, but has been concealing it from Malcolm—underscoring the ways in which Malcolm’s trauma is bound up largely with what he was unable to comprehend and assimilate when the traumatic event of his death first occurred. The eerie effects of Malcolm’s traumatic confrontation with the child’s Gothic knowledge is extended to the viewer via the film’s narrative structure. Erlend Lavik discusses The Sixth Sense and other twist films in terms of a particular relationship between the syuzhet (the way in which a story’s components are organized) and the fabula (the raw components which constitute the story). He explains that in such films, there is a “doubling of the syuzhet, where we are led to construct a fabula that initially seems quite straightforward until suddenly a new piece of information is introduced that subverts (or decentres) the fictional world we have created. We come to realize the presence of another fabula running parallel to the first one but ‘beneath’ it, hidden from view” (Lavik 56). The revelation that Malcolm has been a ghost all along shatters the fabula that most viewers construct upon first viewing the film. The impression that an eerie, previously hidden double of accepted reality has bubbled to the surface of our perceptions is deeply uncanny, evoking the experience of filmic déjà vu. This is of course heightened by the fact that the viewer is compelled to re-watch the film in order to construct the second, and more “correct”, fabula. In doing so, the viewer experiences a “narrative bifurcation whereby we come to notice how traces of the correct fabula were actually available to us the first time” (Lavik 59). The process of re-watching the film in an attempt to solve the riddles of Malcolm’s existence reveals the viewer’s compulsion to undergo their own “detective work” in a parallel of Malcolm’s analysis of Cole: the exposure of the child’s secret turns a mirror upon the protagonist and audience which exposes a fracture in the adult’s subjectivity. Discussing the detective story, Slavoj Žižek explains that “the detective's role is ... to demonstrate how ‘the impossible is possible’ ... that is, to resymbolize the traumatic shock, to integrate it into symbolic reality” (58). On first viewing, this detective work is realized through Malcolm’s quest to comprehend Cole’s secrets, and then to situate the abject ghosts the child sees into a secure framework whereby they disappear if Cole helps them. The compulsion to re-watch the film in order to better understand how Malcolm experiences time, consciousness and communication (or lack there-of) represents an analogous attempt to re-integrate the traumatic shock raised by the twist-ending by imposing more secure symbolic frameworks upon the film’s diegetic world: to suture the traumatic breach in meaning. However, there are many irremediable gaps in Malcolm’s experiences—we do not actually see him trying to pay for the bus, or meeting Cole’s mother for the first time, or pondering the fact that no other human being has spoken to him directly for six months apart from Cole—fissures which repeat viewings cannot repair. The Devil’s Backbone The Devil’s Backbone is set in the final years of the Civil War, a liminal period in which the advancement of Spain’s national narrative is disturbingly uncertain. The film takes place in an orphanage for young boys from Republican families whose parents have been killed or captured in the Civil War. In the middle of the orphanage’s courtyard stands an unexploded bomb, an ominous and volatile reminder of the war. As well as being haunted by this unexploded bomb, the orphanage is also haunted by a child ghost, Santi, a former inhabitant of the orphanage who disappeared on the same night that the bomb landed in the orphanage’s grounds. We learn mid-way through the film that Santi in fact drowned in the orphanage’s cavernous cistern: after being struck on the head by the angry groundskeeper, Santi was left unable to swim, and is shown sinking helplessly into the water’s murky depths. Thus, Santi’s death represents the ultimate extreme of the child seer’s traumatic entrapment between perceiving and understanding the traumatic event, and the physical action required to escape it. Both the ghostly Santi and the unexploded bomb exude an eerie power despite, and perhaps because of, their apparent physical incapacity. Such corporeal powerlessness is the defining feature of Deleuze’s “child seer”, as the breach in the sensory-motor chain comes to imbue the child who encounters trauma with a penetrating gaze which sees beyond temporal borders. Once he becomes a ghost, Santi escapes the bounds of linear time altogether, becoming forever fused to the moment of his drowning. Santi’s spectral presence warps the ether around him as if he is permanently underwater, and the blood from his head wound constantly floats upwards. The sensory-motor chain becomes completely severed in a cinematic moment which can be likened to Deleuze “crystal of time”. Like the dual layers of narrative in The Sixth Sense, this crystal of time sparks a moment of Gothic frisson as linear time collapses and dual modes of temporality are expressed simultaneously: the chronological moment of Santi’s death—a ‘dead’ present that has already passed—and the fractured, traumatic memories of this past which linger in the present—what Deleuze would call a ‘virtual’ past which “coincides with the present that it was” (79). The traumatic effect of this collapse of temporal boundaries is enhanced by the fact that the shot of Santi drowning is repeated multiple times throughout the film—including in the opening minutes, before the audience is able to comprehend what we are seeing and where this scene fits into the film’s chronology. Ultimately, this cinematic crystal symbolically ungrounds linear narratives of Spanish history, which position the cultural rupture of the Civil War as a remnant of Spain’s past which has successfully been overcome. Through uncanny repetition, Santi’s death refuses to remain lodged in an immobilized “historical” past—a present that has passed—but remains forever alongside the present as an ethereal past that “is”. Santi’s raising of Gothic knowledge incites the wavering of not an adult character’s self-identity, as in The Sixth Sense, but a trembling in conceptual models of linear cultural progress. As a ghost, Santi is visually constructed as a broken porcelain doll, with cracks visible all over his body, emphasising his physical fragility; however, in his ghostly form it is this very fragility which becomes uncanny and threatening. His cracked body fetishizes his status as a subject who is not fully formed or complete. Thus, the film presents the post-Civil War child as a being who has been shattered and broken while undergoing the delicate process of being formed: an eerie incarnation of a trauma that has occurred “too soon” to be properly integrated. Santi’s broken body visualises the mechanisms whereby the violent conditions and mentalities of war permeate the child’s being in irreversible ways. Because he is soldered to the space and time of his death, he is caught forever as an expression of trauma in the inescapable gap between perception, assimilation and action. His haunting involves the intrusion of this liminal space onto the solid boundaries and binaries of the diegetic present; his abject presence forces other characters, and viewers, to experience the frisson of this previously concealed traumatic encounter. In so doing, Santi allegorically triggers the irruption of a fissure in the progression of Spain’s socio-cultural narrative. He embodies the ominous possibility that Spain’s grisly recent past may return within the child mutated by wartime trauma to engulf the future. The final scene of the film ideates the threshold of this volatile future, as the orphaned children stand as a group staring out at the endless expanse of desert beyond the orphanage’s bounds, all the adult characters having killed each other in a microcosm of the Civil War. Ultimately, both Cole and Santi enforce an eerie moment of recognition that the previously unassimilated traumas of the past live on within the present: a Gothic drawing forth of buried knowledge that exposes cracks in coherent meaning. In The Sixth Sense, Cole reveals the extent to which trauma is located in “the way it was precisely not known in the first instance” (Caruth 4), haunting Malcolm with his previous failure before exposing the all-encompassing extent to which this past trauma has fractured Malcom’s subjectivity. Santi of The Devil’s Backbone alludes to the ways in which this process of eliding past trauma extra-diegetically haunts contemporary Spain, particularly because those who were children during the Civil War are now the adult filmmakers, political leaders and constituents of Spanish society. These disturbances of historical and personal progress are rendered particularly threatening emerging as they do at the millennial turn, a symbolic temporal threshold which divides the recent past and the “new” present. The Gothic child in these contexts points to the danger inherent in misrecognizing traumatic histories—both personal and socio-cultural—as presents that have long-since passed instead of pasts that are. Abstract:
Introduction It is very common for children’s films to adapt, rework, or otherwise re-imagine existing cultural material. Such re-imaginings are potential candidates for fidelity criticism: a mode of analysis whereby an adaptation is judged according to its degree of faithfulness to the source text. Indeed, it is interesting that while fidelity criticism is now considered outdated and problematic by adaptation theorists (see Stam; Leitch; and Whelehan) the issue of fidelity has tended to linger in the discussions that form around material adapted for children. In particular, it is often assumed that the re-imagining of cultural material for children will involve a process of “dumbing down” that strips the original text of its complexity so that it is more easily consumed by young audiences (see Semenza; Kellogg; Hastings; and Napolitano). This is especially the case when children’s films draw from texts—or genres—that are specifically associated with an adult readership. This paper explores such an interplay between children’s and adult’s culture with reference to the re-imagining of the horror genre in children’s animated film. Recent years have seen an inrush of animated films that play with horror tropes, conventions, and characters. These include Frankenweenie (2012), ParaNorman (2012), Hotel Transylvania (2012), Igor (2008), Monsters Inc. (2001), Monster House (2006), and Monsters vs Aliens (2009). Often diminishingly referred to as “kiddie horror” or “goth lite”, this re-imagining of the horror genre is connected to broader shifts in children’s culture, literature, and media. Anna Jackson, Karen Coats, and Roderick McGillis, for instance, have written about the mainstreaming of the Gothic in children’s literature after centuries of “suppression” (2); a glance at the titles in a children’s book store, they tell us, may suggest that “fear or the pretence of fear has become a dominant mode of enjoyment in literature for young people” (1). At the same time, as Lisa Hopkins has pointed out, media products with dark, supernatural, or Gothic elements are increasingly being marketed to children, either directly or through product tie-ins such as toys or branded food items (116-17). The re-imagining of horror for children demands our attention for a number of reasons. First, it raises questions about the commercialisation and repackaging of material that has traditionally been considered “high culture”, particularly when the films in question are seen to pilfer from sites of the literary Gothic such as Mary Shelley’s Frankenstein (1818) or Bram Stoker’s Dracula (1897). The classic horror films of the 1930s such as James Whale’s Frankenstein (1931) also have their own canonical status within the genre, and are objects of reverence for horror fans and film scholars alike. Moreover, aficionados of the genre have been known to object vehemently to any perceived simplification or dumbing down of horror conventions in order to address a non-horror audience. As Lisa Bode has demonstrated, such objections were articulated in many reviews of the film Twilight, in which the repackaging and simplifying of vampire mythology was seen to pander to a female, teenage or “tween” audience (710-11). Second, the re-imagining of horror for children raises questions about whether the genre is an appropriate source of pleasure and entertainment for young audiences. Horror has traditionally been understood as problematic and damaging even for adult viewers: Mark Jancovich, for instance, writes of the long-standing assumption that horror “is moronic, sick and worrying; that any person who derives pleasure from the genre is moronic, sick and potentially dangerous” and that both the genre and its fans are “deviant” (18). Consequently, discussions about the relationship between children and horror have tended to emphasise regulation, restriction, censorship, effect, and “the dangers of imitative violence” (Buckingham 95). As Paul Wells observes, there is a “consistent concern […] that horror films are harmful to children, but clearly these films are not made for children, and the responsibility for who views them lies with adult authority figures who determine how and when horror films are seen” (24). Previous academic work on the child as horror viewer has tended to focus on children as consumers of horror material designed for adults. Joanne Cantor’s extensive work in this area has indicated that fright reactions to horror media are commonly reported and can be long-lived (Cantor; and Cantor and Oliver). Elsewhere, the work of Sarah Smith (45-76) and David Buckingham (95-138) has indicated that children, like adults, can gain certain pleasures from the genre; it has also indicated that children can be quite media savvy when viewing horror, and can operate effectively as self-censors. However, little work has yet been conducted on whether (and how) the horror genre might be transformed for child viewers. With this in mind, I explore here the re-imagining of horror in two children’s animated films: Frankenweenie and ParaNorman. I will consider the way horror tropes, narratives, conventions, and characters have been reshaped in each film with a child’s perspective in mind. This, I argue, does not make them simplified texts or unsuitable objects of pleasure for adults; instead, the films demonstrate that the act of re-imagining horror for children calls into question long-held assumptions about pleasure, taste, and the boundaries between “adult” and “child”. Frankenweenie and ParaNorman: Rewriting the Myth of Childhood Innocence Frankenweenie is a stop-motion animation written by John August and directed by Tim Burton, based on a live-action short film made by Burton in 1984. As its name suggests, Frankenweenie re-imagines Shelley’s Frankenstein by transforming the relationship between creator and monster into that between child and pet. Burton’s Victor Frankenstein is a young boy living in a small American town, a creative loner who enjoys making monster movies. When his beloved dog Sparky is killed in a car accident, young Victor—like his predecessor in Shelley’s novel—is driven by the awfulness of this encounter with death to discover the “mysteries of creation” (Shelley 38): he digs up Sparky’s body, drags the corpse back to the family home, and reanimates him in the attic. This coming-to-life sequence is both a re-imagining of the famous animation scene in Whale’s film Frankenstein and a tender expression of the love between a boy and his dog. The re-imagined creation scene therefore becomes a site of negotiation between adult and child audiences: adult viewers familiar with Whale’s adaptation and its sense of electric spectacle are invited to rethink this scene from a child’s perspective, while child viewers are given access to a key moment from the horror canon. While this blurring of the lines between child and adult is a common theme in Burton’s work—many of his films exist in a liminal space where a certain childlike sensibility mingles with a more adult-centric dark humour—Frankenweenie is unique in that it actively re-imagines as “childlike” a film and/or work of literature that was previously populated by adult characters and associated with adult audiences. ParaNorman is the second major film from the animation studio Laika Entertainment. Following in the footsteps of the earlier Laika film Coraline (2009)—and paving the way for the studio’s 2014 release, Boxtrolls—ParaNorman features stop-motion animation, twisted storylines, and the exploration of dark themes and spaces by child characters. The film tells the story of Norman, an eleven year old boy who can see and communicate with the dead. This gift marks him as an outcast in the small town of Blithe Hollow, which has built its identity on the historic trial and hanging of an “evil” child witch. Norman must grapple with the town’s troubled past and calm the spirit of the vengeful witch; along the way, he and an odd assortment of children battle zombies and townsfolk alike, the latter appearing more monstrous than the former as the film progresses. Although ParaNorman does not position itself as an adaptation of a specific horror text, as does Frankenweenie, it shares with Burton’s film a playful intertextuality whereby references are constantly made to iconic films in the horror genre (including Halloween [1978], Friday the 13th [1980], and Day of the Dead [1985]). Both films were released in 2012 to critical acclaim. Interestingly, though, film critics seemed to disagree over who these texts were actually “for.” Some reviewers described the films as children’s texts, and warned that adults would likely find them “tame and compromised” (Scott), “toothless” (McCarthy) or “sentimental” (Bradshaw). These comments carry connotations of simplification: the suggestion is that the conventions and tropes of the horror genre have been weakened (or even contaminated) by the association with child audiences, and that consequently adults cannot (or should not) take pleasure in the films. Other reviewers of ParaNorman and Frankenweenie suggested that adults were more likely to enjoy the films than children (O’Connell; Berardinelli; and Wolgamott). Often, this suggestion came together with a warning about scary or dark content: the films were deemed to be too frightening for young children, and this exclusion of the child audience allowed the reviewer to acknowledge his or her own enjoyment of and investment in the film (and the potential enjoyment of other adult viewers). Lou Lumenick, for instance, peppers his review of ParaNorman with language that indicates his own pleasure (“probably the year’s most visually dazzling movie so far”; the climax is “too good to spoil”; the humour is “deliciously twisted”), while warning that children as old as eight should not be taken to see the film. Similarly, Christy Lemire warns that certain elements of Frankenweenie are scary and that “this is not really a movie for little kids”; she goes on to add that this scariness “is precisely what makes ‘Frankenweenie’ such a consistent wonder to watch for the rest of us” (emphasis added). In both these cases a line is drawn between child and adult viewers, and arguably it is the film’s straying into the illicit area of horror from the confines of a children’s text that renders it an object of pleasure for the adult viewer. The thrill of being scared is also interpreted here as a specifically adult pleasure. This need on the part of critics to establish boundaries between child and adult viewerships is interesting given that the films themselves strive to incorporate children (as characters and as viewers) into the horror space. In particular, both films work hard to dismantle the myths of childhood innocence—and associated ideas about pleasure and taste—that have previously seen children excluded from the culture of the horror film. Both the young protagonists, for instance, are depicted as media-literate consumers or makers of horror material. Victor is initially seen exhibiting one of his home-made monster movies to his bemused parents, and we first encounter Norman watching a zombie film with his (dead) grandmother; clearly a consummate horror viewer, Norman decodes the film for Grandma, explaining that the zombie is eating the woman’s head because, “that’s what they do.” In this way, the myth of childhood innocence is rewritten: the child’s mature engagement with the horror genre gives him agency, which is linked to his active position in the narrative (both Norman and Victor literally save their towns from destruction); the parents, meanwhile, are reduced to babbling stereotypes who worry that their sons will “turn out weird” (Frankenweenie) or wonder why they “can’t be like other kids” (ParaNorman). The films also rewrite the myth of childhood innocence by depicting Victor and Norman as children with dark, difficult lives. Importantly, each boy has encountered death and, for each, his parents have failed to effectively guide him through the experience. In Frankenweenie Victor is grief-stricken when Sparky dies, yet his parents can offer little more than platitudes to quell the pain of loss. “When you lose someone you love they never really leave you,” Victor’s mother intones, “they just move into a special place in your heart,” to which Victor replies “I don’t want him in my heart—I want him here with me!” The death of Norman’s grandmother is similarly dismissed by his mother in ParaNorman. “I know you and Grandma were very close,” she says, “but we all have to move on. Grandma’s in a better place now.” Norman objects: “No she’s not, she’s in the living room!” In both scenes, the literal-minded but intelligent child seems to understand death, loss, and grief while the parents are unable to speak about these “mature” concepts in a meaningful way. The films are also reminders that a child’s first experience of death can come very young, and often occurs via the loss of an elderly relative or a beloved pet. Death, Play, and the Monster In both films, therefore, the audience is invited to think about death. Consequently, there is a sense in each film that while the violent and sexual content of most horror texts has been stripped away, the dark centre of the horror genre remains. As Paul Wells reminds us, horror “is predominantly concerned with the fear of death, the multiple ways in which it can occur, and the untimely nature of its occurrence” (10). Certainly, the horror texts which Frankenweenie and ParaNorman re-imagine are specifically concerned with death and mortality. The various adaptations of Frankenstein that are referenced in Frankenweenie and the zombie films to which ParaNorman pays homage all deploy “the monster” as a figure who defies easy categorisation as living or dead. The othering of this figure in the traditional horror narrative allows him/her/it to both subvert and confirm cultural ideas about life, death, and human status: for monsters, as Elaine Graham notes, have long been deployed in popular culture as figures who “mark the fault-lines” and also “signal the fragility” of boundary structures, including the boundary between human and not human, and that between life and death (12). Frankenweenie’s Sparky, as an iteration of the Frankenstein monster, clearly fits this description: he is neither living nor dead, and his monstrosity emerges not from any act of violence or from physical deformity (he remains, throughout the film, a cute and lovable dog, albeit with bolts fixed to his neck) but from his boundary-crossing status. However, while most versions of the Frankenstein monster are deliberately positioned to confront ideas about the human/machine boundary and to perform notions of the posthuman, such concerns are sidelined in Frankenweenie. Instead, the emphasis is on concerns that are likely to resonate with children: Sparky is a reminder of the human preoccupation with death, loss, and the question of why (or whether, or when) we should abide by the laws of nature. Arguably, this indicates a re-imagining of the Frankenstein tale not only for child audiences but from a child’s perspective. In ParaNorman, similarly, the zombie–often read as an articulation of adult anxieties about war, apocalypse, terrorism, and the deterioration of social order (Platts 551-55)—is re-used and re-imagined in a childlike way. From a child’s perspective, the zombie may represent the horrific truth of mortality and/or the troublesome desire to live forever that emerges once this truth has been confronted. More specifically, the notion of dealing meaningfully with the past and of honouring rather than silencing the dead is a strong thematic undercurrent in ParaNorman, and in this sense the zombies are important figures who dramatise the connections between past and present. While this past/present connection is explored on many levels in ParaNorman—including the level of a town grappling with its dark history—it is Norman and his grandmother who take centre stage: the boundary-crossing figure of the zombie is re-realised here in terms of a negotiation with a presence that is now absent (the elderly relative who has died but is still remembered). Indeed, the zombies in this film are an implicit rebuke to Norman’s mother and her command that Norman “move on” after his grandmother’s death. The dead are still present, this film playfully reminds us, and therefore “moving on” is an overly simplistic and somewhat disrespectful response (especially when imposed on children by adult authority figures.) If the horror narrative is built around the notion that “normality is threatened by the Monster”, as Robin Wood has famously suggested, ParaNorman and Frankenweenie re-imagine this narrative of subversion from a child’s perspective (31). Both films open up a space within which the child is permitted to negotiate with the destabilising figure of the monster; the normality that is “threatened” here is the adult notion of the finality of death and, relatedly, the assumption that death is not a suitable subject for children to think or talk about. Breaking down such understandings, Frankenweenie and ParaNorman strive not so much to play with death (a phrase that implies a certain callousness, a problematic disregard for human life) but to explore death through the darkness of play. This is beautifully imaged in a scene from ParaNorman in which Norman and his friend Neil play with the ghost of Neil’s recently deceased dog. “We’re going to play with a dead dog in the garden,” Neil enthusiastically announces to his brother, “and we’re not even going to have to dig him up first!” Somewhat similarly, film critic Richard Corliss notes in his review of Frankenweenie that the film’s “message to the young” is that “children should play with dead things.” Through this intersection between “death” and “play”, both films propose a particularly child-like (although not necessarily child-ish) way of negotiating horror’s dark territory. Conclusion Animated film has always been an ambiguous space in terms of age, pleasure, and viewership. As film critic Margaret Pomeranz has observed, “there is this perception that if it’s an animated film then you can take the little littlies” (Pomeranz and Stratton). Animation itself is often a signifier of safety, fun, nostalgia, and childishness; it is a means of addressing families and young audiences. Yet at the same time, the fantastic and transformative aspects of animation can be powerful tools for telling stories that are dark, surprising, or somehow subversive. It is therefore interesting that the trend towards re-imagining horror for children that this paper has identified is unfolding within the animated space. It is beyond the scope of this paper to fully consider what animation as a medium brings to this re-imagining process. However, it is worth noting that the distinctive stop-motion style used in both films works to position them as alternatives to Disney products (for although Frankenweenie was released under the Disney banner, it is visually distinct from most of Disney’s animated ventures). The majority of Disney films are adaptations or re-imaginings of some sort, yet these re-imaginings look to fairytales or children’s literature for their source material. In contrast, as this paper has demonstrated, Frankenweenie and ParaNorman open up a space for boundary play: they give children access to tropes, narratives, and characters that are specifically associated with adult viewers, and they invite adults to see these tropes, narratives, and characters from a child’s perspective. Ultimately, it is difficult to determine the success of this re-imagining process: what, indeed, does a successful re-imagining of horror for children look like, and who might be permitted to take pleasure from it? Arguably, ParaNorman and Frankenweenie have succeeded in reshaping the genre without simplifying it, deploying tropes and characters from classic horror texts in a meaningful way within the complex space of children’s animated film. Abstract:
Introduction Television has become more and more restricted within the past few years. Rating systems and "family programming" have taken over the broadcast networks, relegating violent programming, often some of the most cutting edge work in television, to pay channels. There are very few people willing to stand up and say that viewers -- even young children -- should be able to watch whatever they want, and that viewing acts of violence can actually result in more mature, balanced adults. Jib Fowles is one of those people. His book, The Case For Television Violence, explores the long history of violent content in popular culture, and how its modern incarnation, television, fulfils the same function as epic tragedy and "penny dreadfuls" did -- the diverting of aggressive feelings into the cathartic action of watching. Fowles points out the flaws in studies linking TV violence to actual violence (why, for example, has there been a sharp decline in violent crime in the U.S. during the 1990s when, by all accounts, television violence has increased?), as well as citing overlooked studies that show no correlation between viewing and performing acts of violence. The book also demonstrates how efforts to censor TV violence are not only ineffective, but can lead to the opposite result: an increase in exposure to violent viewing as audiences forsake traditional broadcast programming for private programming through pay TV and videocassettes. The revised excerpt below describes one of the more heated topics of debate -- the V-Chip. Television Violence and You Although the antiviolence fervor crested in the US in the first half of the 1990s, it also continued into the second half. As Sissela Bok comments: "during the 1990s, much larger efforts by citizen advocacy groups, churches, professional organizations, public officials, and media groups have been launched to address the problems posed by media violence" (146). It continues as always. On the one side, the reformist position finds articulation time and again; on the other side, the public's incessant desire for violent entertainment is reluctantly (because there is no prestige or cachet to be had in it) serviced by television companies as they compete against each other for profits. We can contrast these two forces in the following way: the first, the antitelevision violence campaign, is highly focussed in its presentation, calling for the curtailment of violent content, but this concerted effort has underpinnings that are vague and various; the second force is highly diffused on the surface (the public nowhere speaks pointedly in favor of violent content), but its underpinnings are highly concentrated and functional, pertinent to the management of disapproved emotions. To date, neither force has triumphed decisively. The antiviolence advocates can be gratified by the righteousness of their cause and sense of moral superiority, but violent content continues as a mainstay of the medium's offerings and in viewers' attention. Over the longer term, equilibrium has been the result. If the equilibrium were upset, however, unplanned consequences would result. The attack on television violence is not simply unwarranted; it carries the threat of unfortunate dangers should it succeed. In the US, television violence is a successful site for the siphoning off of unwanted emotions. The French critic Michel Mourlet explains: "violence is a major theme in aesthetics. Violence is decompression: Arising out of a tension between the individual and the world, it explodes as the tension reaches its pitch, like an abscess burning. It has to be gone through before there can be any repose" (233). The loss or even diminishment of television violence would suggest that surplus psychic energy would have to find other outlets. What these outlets would be is open to question, but the possibility exists that some of them might be retrogressive, involving violence in more outright and vicious forms. It is in the nation's best interest not to curtail the symbolic displays that come in the form of television violence. Policy The official curbing of television violence is not an idle or empty threat. It has happened recently in Canada. In 1993, the Canadian Radio- Television and Telecommunications Commission, the equivalent of the Australian Broadcasting Authority or of the American FCC, banned any "gratuitous" violence, which was defined as violence not playing "an integral role in developing the plot, character, or theme of the material as a whole" (Scully 12). Violence of any sort cannot be broadcast before 9 p.m. Totally forbidden are any programs promoting violence against women, minorities, or animals. Detailed codes regulate violence in children's shows. In addition, the Canadian invention of the V-chip is to be implemented, which would permit parents to block out programming that exceeds preset levels for violence, sexuality, or strong language (DePalma). In the United States, the two houses of Congress have held 28 hearings since 1954 on the topic of television violence (Cooper), but none has led to the passage of regulatory legislation until the Telecommunications Act of 1996. According to the Act, "studies have shown that children exposed to violent video programming at a young age have a higher tendency for violent and aggressive behavior later in life than children not so exposed, and that children exposed to violent video programming are prone to assume that acts of violence are acceptable behavior" (Section 551). It then requires that newly manufactured television sets must "be equipped with a feature designed to enable viewers to block display of all programs with a common rating" (Telecommunications Act of 1996, section 551). The V-chip, the only available "feature" to meet the requirements, will therefore be imported from Canada to the United States. Utilising a rating system reluctantly and haltingly developed by the television industry, parents on behalf of their children would be able to black out offensive content. Censorship had passed down to the family level. Although the V-chip represents the first legislated regulation of television violence in the US, that country experienced an earlier episode of violence censorship whose outcome may be telling for the fate of the chip. This occurred in the aftermath of the 1972 Report to the Surgeon General on Television and Social Behavior, which, in highly equivocal language, appeared to give some credence to the notion that violent content can activate violent behavior in some younger viewers. Pressure from influential congressmen and from the FCC and its chairman, Richard Wiley, led the broadcasting industry in 1975 to institute what came to be known as the Family Viewing Hour. Formulated as an amendment to the Television Code of the National Association of Broadcasters, the stipulation decreed that before 9:00 p.m. "entertainment programming inappropriate for viewing by a general family audience should not be broadcast" (Cowan 113). The definition of "inappropriate programming" was left to the individual networks, but as the 1975-1976 television season drew near, it became clear to a production company in Los Angeles that the definitions would be strict. The producers of M*A*S*H (which aired at 8:30 p.m.) learned from the CBS censor assigned to them that three of their proposed programs -- dealing with venereal disease, impotence, and adultery -- would not be allowed (Cowan 125). The series Rhoda could not discuss birth control (131) and the series Phyllis would have to cancel a show on virginity (136). Television writers and producers began to rebel, and in late 1975 their Writers Guild brought a lawsuit against the FCC and the networks with regard to the creative impositions of the Family Viewing Hour. Actor Carroll O'Connor (as quoted in Cowan 179) complained, "Congress has no right whatsoever to interfere in the content of the medium", and writer Larry Gelbert voiced dismay (as quoted in Cowan 177): "situation comedies have become the theater of ideas, and those ideas have been very, very restricted". The judge who heard the case in April and May of 1976 took until November to issue his decision, but when it emerged it was polished and clear: the Family Viewing Hour was the result of "backroom bludgeoning" by the FCC and was to be rescinded. According to the judge, "the existence of threats, and the attempted securing of commitments coupled with the promise to publicize noncompliance ... constituted per se violations of the First Amendment" (Corn-Revere 201). The fate of the Family Viewing Hour may have been a sort of premoniton: The American Civil Liberties Union is currently bringing a similar case against proponents of the V-chip -- a case that may produce similar results. Whether or not the V-chip will withstand judicial scrutiny, there are several problematic aspects to the device and any possible successors. Its usage would appear to impinge on the providers of violent content, on the viewers of it, and indeed on the fundamental legal structure of the United States. To confront the first of these three problems, significant use of the V- chip by parents would measurably reduce the audience size for certain programmes containing symbolic violence. Little else could have greater impact on the American television system as it is currently constituted. A decrease in audience numbers quickly translates into a decrease in advertising revenues in an advertising system such as that of the United States. Advertisers may additionally shy away from a shunned programme because of its loss of popularity or because its lowered ratings have clearly stamped it as violent. The decline in revenues would make the programme less valuable in the eyes of network executives and perhaps a candidate for cancellation. The Hollywood production company would quickly take notice and begin tailoring its broadcast content to the new standards. Blander or at least different fare would be certain to result. Broadcast networks may begin losing viewers to bolder content on less fastidious cable networks and in particular to the channels that are not supported and influenced by advertising. Thus, we might anticipate a shift away from the more traditional and responsible channels towards the less so and away from advertising-supported channels to subscriber-supported channels. This shift would not transpire according to the traditional governing mechanism of television -- audience preferences. Those to whom the censored content had been destined would have played no role in its neglect. Neglect would have transpired because of the artificial intercession of controls. The second area to be affected by the V-chip, should its implementation prove successful, is viewership, in particular younger viewers. Currently, young viewers have great license in most households to select the content they want to watch; this license would be greatly reduced by the V-chip, which can block out entire genres. Screening for certain levels of violence, the parent would eliminate most cartoons and all action- adventure shows, whether the child desires some of these or not. A New York Times reporter, interviewing a Canadian mother who had been an early tester of a V-chip prototype, heard the mother's 12-year-old son protesting in the background, "we're not getting the V-chip back!" The mother explained to the reporter, "the kids didn't like the fact that they were not in control any longer" (as quoted in DePalma C14) -- with good reason. Children are losing the right to pick the content of which they are in psychological need. The V-chip represents another weapon in the generational war -- a device that allows parents to eradicate the compensational content of which children have learned to make enjoyable use. The consequences of all this for the child and the family would be unpleasant. The chances that the V-chip will increase intergenerational friction are high. Not only will normal levels of tension and animosity be denied their outlet via television fiction but also so will the new superheated levels. It is not a pleasant prospect. Third, the V-chip constitutes a strong challenge to traditional American First Amendment rights of free speech and a free press. Stoutly defended by post-World War II Supreme Courts, First Amendment rights can be voided "only in order to promote a compelling state interest, and then only if the government adopts the least restrictive means to further that interest" (Ballard 211). The few restrictions allowed concern such matters as obscenity, libel, national security, and the sometimes conflicting right to a fair trial. According to legal scholar Ian Ballard, there is no "compelling state interest" involved in the matter of television violence because "the social science evidence used to justify the regulation of televised violence is subject to such strong methodological criticism that the evidence is insufficient to support massive regulatory assault on the television entertainment industry" (185). Even if the goal of restricting television violence were acceptable, the V-chip is hardly "the least restrictive means" because it introduces a "chilling effect" on programme producers and broadcasters that "clearly infringes on fundamental First Amendment rights" (216). Moreover, states Ballard, "fear of a slippery slope is not unfounded" (216). If television violence can be censored, supposedly because it poses a threat to social order, then what topics might be next? It would not be long before challenging themes such a feminism or multiculturalism were deemed unfit for the same reason. Taking all these matters into consideration, the best federal policy regarding television violence would be to have no policy -- to leave the extent of violent depictions completely up to the dictates of viewer preferences, as expertly interpreted by the television industry. In this, I am in agreement with Ian Ballard, who finds that the best approach "is for the government to do nothing at all about television violence" (218). Abstract:
This paper addresses that natural consort of love: sex. It particularly considers the absence of actual sex from mainstream popular culture and the marginalisation of 'fun' sex as porn, requiring its illicit circulation as ‘illegitimate’ videos. The absence of sex from films classified and screened in public venues (even to over-18s) prevents a discourse about actual sex informing the discourse of love and romance perpetuated through Hollywood movies. The value of a variety of representations of sexual practice in the context of a discussion of love, sex and romance in Western cinema was briefly illuminated for the few days that Baise-moi was legitimately screened in Australia. For all that love is one of the great universal themes, Western cinema tends to communicate this ‘finer feeling’ through recourse to romance narratives. Which is not to say that romantic representations of love are devoid of sex, just that that the cinematic convention is to indicate sex, without showing it. Indeed, without the actors 'doing it'. The peculiarity of this situation is not usually clear, however, because there is so little mainstream sex-cinema with which to compare the anodyne gyrations of romantic Hollywood. Which was where Baise-moi came in, briefly. Baise-moi is variously translated for English-speaking cinema audiences as 'Fuck me' (in Australia) and 'Rape me' (in the US, where, astonishingly, Rape me is seen as a less objectionable title than Fuck me.) Of the two titles, Fuck me is by far the cleverer and more authentically related to the meaning and content, whereas Rape me is a travesty, particularly given the shocking power of an extremely graphic and violent rape scene which initiates much of the succeeding violence. An early appeal by the Australian Attorney-General (to the Review Board) against the Office of Film and Literature Classification’s granting of an R rating meant that Baise-moi was hastily removed from Australian cinemas. The movie is, however, heavily reviewed on the web and readers are referred to commentaries such as those by Gary Morris and Frank Vigorito. The grounds on which Classification was refused were given as ‘strong depictions of violence’, ‘sexual violence’, ‘frequent, actual detailed sex scenes’ and ‘scenes which demean both women and men’. Violence, sexual violence and ‘scenes which demean’ are hardly uncommon in films (although it may be unusual that these demean even-handedly). If the amount of violence is nothing new, the sex was certainly different from the usual cinematic fare. Although this was not the first time that ‘unsimulated’ sex had been shown on the art-house big screen, the other major examples were not entirely similar. Romance was wordy, arguably feminist, and a long way from mindless sex-because-they-like-it. Intimacy 's ‘sex scenes are explicit but totally non pornographic, they’re painful, needy, unsatisfying except on an orgasmic level’, according to Margaret Pomeranz, who reviewed the film for SBS. Baise-moi is different because, as Vigorito says, ‘please make no mistake that the two main characters in this film, the so-called French Thelma and Louise, certainly do want to fuck’. (They also like to kill.) Baise-moi is often characterised as a quasi-feminist revenge movie where the two protagonists Manu (a porn star) and Nadine (a sex worker) seek revenge with (according to Morris) ‘ultimately more nihilism than party-hearty here, with the non-stop killings laid squarely at the doorstep of a society that’s dehumanized its citizens’. While the brutality depicted is mind-blowing (sometimes literally/visually) it is the sex that got the film banned, but not until after some 50,000 Australians had seen it. The elements that separate Baise-moi from Intimacy and Romance (apart from the extreme violence) is that the characters have (heterosexual) sex with a variety of partners, and sometimes do so just for fun. Further, although the Office of Film and Literature Classification ‘considers that the film has significant artistic and cultural merit’ (OFLC), one of the directors wrote the novel on which the film is based while the other director and the two stars are former porn industry workers. If Baise-moi had been accepted as cinema-worthy, where would the sex-on-the-screen factor have stopped for future classification of films? The popular culture approach to romance, love and sex moves comparatively smoothly from the first kiss to the rumpled sheets. Although the plot of a romantic film may consist in keeping the love and sex activities apart, the love is (almost invariably) requited. And, as films such as Notting Hill demonstrate, true love these days is communicated less frequently through the willingness of a couple to have sex (which generally goes without saying), and more often through commitment to the having and rearing of a shared child (whereas off-screen this may more usually be the commitment of a shared mortgage). Sex, in short, is popularly positioned as a precursor to love; as not entirely necessary (and certainly not sufficient) but very usually associated with the state of 'being in love'. It is comparatively rare to see any hesitation to engage in sex on the part of a film-portrayed loving couple, other than hurdles introduced through the intervention of outside forces. A rare example of thinking and talking before fucking is The Other Sister , but this means it rates as an R in the States because of ‘thematic elements involving sex-related material’. In contrast, the film Notting Hill, where the characters played by Julia Roberts and Hugh Grant hardly pause for breath once attraction is established, rates a PG-13 (‘for sexual content and brief strong language’). Thus it is all right for producers to have sex in a storyline, but any hesitation, or discussion, makes the film unsuited to younger audiences. Given that characters’ thinking about sex, and talking about sex, as part of (or preliminary to) having sex apparently increases the age at which the audience is allowed to see the film, perhaps it should not be surprising that actually showing sex about which the audience can then think and talk is almost entirely banned. Yet for a culture that associates sex so strongly with love, and celebrates love so thoroughly in film, television and literature (not to mention popular magazines such as Woman's Day, New Idea, New Weekly and Who), to be occasionally challenged by a film that includes actual sex acts seems not unreasonable, particularly when restricted to audiences of consenting adults. Ian McEwan's debut collection of short stories, First love, last rites explores this conundrum of 'the sex that shall only be acted, never performed' in a short story, 'Cocker at the theatre' (McEwan 57). The tale is about a theatrical production where the actors are new, and nude, and the theme of the play is copulation. It is a story of its time, mid-seventies, the resonating-hippie Age of Aquarius, when Hair still rocked. McEwan's naked couples are assembled by the play's director and then pressed together to begin the rhythmic moves required to complement the thumping musical score of GTC: ‘Grand Time Copulation’. The male and female actors are not near enough to each other, so they are spliced closer together: ‘When they began to move again their pubic hair rasped’ (57-8). The director is unimpressed by the result: ‘I know it's hard, but you have to look as if you're enjoying this thing.' (His voice rose.) 'Some people do, you know. It's a fuck, you understand, not a funeral.' (His voice sank.) 'Let's have it again, with some enthusiasm this time.' However, all is not entirely well, after a good second beginning. ‘Them on the end, they're going too fast, what do you think?' [says the director to the stage manager] They watched together. It was true, the two who had been moving well, they were a little out of time ... 'My God,' said [the director] 'They're fucking … It's disgusting and obscene … pull them apart.' (58-9). The issue raised here, as in the case of the removal of any classification from Baise-moi that effectively prevented further public screenings, is the double standard of a society that expends so much of its critical and cultural energies in exploring the nature of love, romance and sexual attraction but balks (horrified) at the representation of actual sex. Yet one of the values of a cinematic replay of 'unsimulated sex' is that it acts as a ‘reality check’ for all the mushy renditions of romance that form the mainstream representation of 'love' on-screen. So, if we want to see sex, should we not simply consume pornography? In modern-day Australia it is impossible to discuss depictions of live sex without conjuring up connotations of ‘porn’. Porn, however, is not usually consumed in a manner or place that allows it to interrogate media messages from mainstream production houses and distributors. Watching porn, for example at home on video, removes it from a context in which it could realistically prompt a re-evaluation of the visual diet of love and sex Hollywood-style, an opportunity that was provided by Baise-moi during its temporary season. The comparative absence of on-screen sexual activity means that there is an absence of texts through which we can interrogate mainstream representations of lovemaking. Whereas the Eros Foundation aims to promote debate leading to ‘logical perspectives on sex and rational law reform of the sex industry’, and avoids using the term 'pornography' on its home page, it is hard to find any representations of unsimulated sex that are not classified as porn and consequently easily pigeon-holed as 'not relevant' to cultural debate except in general terms regarding (say) 'censorship' or 'the portrayal of women'. It is hard to know what Baise-moi might have said to Australian audiences about the relationship between sex, authenticity (Morris uses the term ‘trashy integrity’) and popular culture since the film was screened for only the briefest of intervals, and throughout that time the ‘hype’ surrounding it distracted audiences from any discussion other than would it/wouldn't it, and should it/shouldn't it, be banned. Hopefully, a future Attorney-General will allow the adults in this country to enjoy the same range of popular cultural inputs available to citizens in more liberal nations, and back the initial (liberal) decision of the OFLC. And what has love got to do with all this? Not much it seems, although doesn't popular culture ‘teach’ that one of the main uses for a love theme is to provide an excuse for some gratuitous sex? Perhaps, after all, it is time to cut to the chase and allow sex to be screened as a popular culture genre in its own right, without needing the excuse of a gratuitous love story. Abstract:
Since the fall of the Berlin Wall, and most particularly since 9/11, the government of the United States has used its security services to enforce the order it desires for the world. The US government and its security services appreciate the importance of creating the ideological environment that allows them full-scope in their activities. To these ends they have turned to the movie industry which has not been slow in accommodating the purposes of the state. In establishing the parameters of the War Against Terror after 9/11, one of the Bush Administration’s first stops was Hollywood. White House strategist Karl Rove called what is now described as the Beverley Hills Summit on 19 November 2001 where top movie industry players including chairman of the Motion Picture Association of America, Jack Valenti met to discuss ways in which the movie industry could assist in the War Against Terror. After a ritual assertion of Hollywood’s independence, the movie industry’s powerbrokers signed up to the White House’s agenda: “that Americans must be called to national service; that Americans should support the troops; that this is a global war that needs a global response; that this is a war against evil” (Cooper 13). Good versus evil is, of course, a staple commodity for the movie industry but storylines never require the good guys to fight fair so with this statement the White House got what it really wanted: Hollywood’s promise to stay on the big picture in black and white while studiously avoiding the troubling detail in the exercise extra-judicial force and state-sanctioned murder. This is not to suggest that the movie industry is a monolithic ideological enterprise. Alternative voices like Mike Moore and Susan Sarandon still find space to speak. But the established economics of the scenario trade are too strong for the movie industry to resist: producers gain access to expensive weaponry to assist production if their story-lines are approved by Pentagon officials (‘Pentagon provides for Hollywood’); the Pentagon finances movie and gaming studios to provide original story formulas to keep their war-gaming relevant to emerging conditions (Lippman); and the Central Intelligence Agency’s “entertainment liaison officer” assists producers in story development and production (Gamson). In this context, the moulding of story-lines to the satisfaction of the Pentagon and CIA is not even an issue, and protestations of Hollywood’s independence is meaningless, as the movie industry pursues patriotic audiences at home and seeks to garner hearts and minds abroad. This is old history made new again. The Cold War in the 1950s saw movies addressing the disruption of world order not so much by Communists as by “others”: sci-fi aliens, schlock horror zombies, vampires and werewolves and mad scientists galore. By the 1960s the James Bond movie franchise, developed by MI5 operative Ian Fleming, saw Western secret agents ‘licensed to kill’ with the justification that such powers were required to deal with threats to world order, albeit by fanciful “others” such as the fanatical scientist Dr. No (1962). The Bond villains provide a catalogue of methods for the disruption of world order: commandeering atomic weapons and space flights, manipulating finance markets, mind control systems and so on. As the Soviet Union disintegrated, Hollywood produced a wealth of material that excused the paranoid nationalism of the security services through the hegemonic masculinity of stars such as Sylvester Stallone, Arnold Schwarzenegger, Steven Seagal and Bruce Willis (Beasley). Willis’s Die Hard franchise (1988/1990/1995) characterised US insouciance in the face of newly created terrorist threats. Willis personified the strategy of the Reagan, first Bush and Clinton administrations: a willingness to up the ante, second guess the terrorists and cower them with the display of firepower advantage. But the 1997 instalment of the James Bond franchise saw an important shift in expectations about the source of threats to world order. Tomorrow Never Dies features a media tycoon bent on world domination, manipulating the satellite feed, orchestrating conflicts and disasters in the name of ratings, market share and control. Having dealt with all kinds of Cold War plots, Bond is now confronted with the power of the media itself. As if to mark this shift, Austin Powers: International Man of Mystery (1997) made a mockery of the creatively bankrupt conventions of the spy genre. But it was the politically corrupt use to which the security services could be put that was troubling a string of big-budget filmmakers in the late 90s. In Enemy of the State (1998), an innocent lawyer finds himself targeted by the National Security Agency after receiving evidence of a political murder motivated by the push to extend the NSA’s powers. In Mercury Rising (1998), a renegade FBI agent protects an autistic boy who cracks a top-secret government code and becomes the target for assassins from an NSA-like organisation. Arlington Road (1999) features a college professor who learns too much about terrorist organisations and has his paranoia justified when he becomes the target of a complex operation to implicate him as a terrorist. The attacks on September 11 and subsequent Beverley Hills Summit had a major impact on movie product. Many film studios edited films (Spiderman) or postponed their release (Schwarzenegger’s Collateral Damage) where they were seen as too close to actual events but insufficiently patriotic (Townsend). The Bond franchise returned to its staple of fantastical villains. In Die Another Day (2002), the bad guy is a billionaire with a laser cannon. The critical perspective on the security services disappeared overnight. But the most interesting development has been how fantasy has become the key theme in a number of franchises dealing with world order that have had great box-office success since 9/11, particularly Lord of the Rings (2001/2/3) and Harry Potter (2001/2/4). While deeply entrenched in the fantasy genre, each of these franchises also addresses security issues: geo-political control in the Rings franchise; the subterfuges of the Ministry for Muggles in the _Potter _franchise. Looking at world order through the supernatural lens has particular appeal to audiences confronted with everyday threats. These fantasies follow George Bush’s rhetoric of the “axis of evil” in normalising the struggle for world order in term of black and white with the expectation that childish innocence and naïve ingenuity will prevail. Only now with three years hindsight since September 11 can we begin to see certain amount of self-reflection by disenchanted security staff return to the cinema. In Man on Fire (2004) the burned-out ex-CIA assassin has given up on life but regains some hope while guarding a child only to have everything disintegrate when the child is killed and he sets out on remorseless revenge. Spartan (2004) features a special forces officer who fails to find a girl and resorts to remorseless revenge as he becomes lost in a maze of security bureaucracies and chance events. Security service personnel once again have their doubts but only find redemption in violence and revenge without remorse. From consideration of films before and after September 11, it becomes apparent that the movie industry has delivered on their promises to the Bush administration. The first response has been the shift to fantasy that, in historical terms, will be seen as akin to the shift to musicals in the Depression. The flight to fantasy makes the point that complex situations can be reduced to simple moral decisions under the rubric of good versus evil, which is precisely what the US administration requested. The second, more recent response has been to accept disenchantment with the personal costs of the War on Terror but still validate remorseless revenge. Quentin Tarantino’s Kill Bill franchise (2003/4) seeks to do both. Thus the will to world order being fought out in the streets of Iraq is sublimated into fantasy or excused as a natural response to a world of violence. It is interesting to note that television has provided more opportunities for the productive consideration of world order and the security services than the movies since September 11. While programs that have had input from the CIA’s “entertainment liaison officer” such as teen-oriented, Buffy-inspired Alias and quasi-authentic The Agency provide a no-nonsense justification for the War on Terror (Gamson), others such as 24, West Wing _and _Threat Matrix have confronted the moral problems of torture and murder in the War on Terrorism. 24 uses reality TV conventions of real-time plot, split screen exposition, unexpected interventions and a close focus on personal emotions to explore the interactions between a US President and an officer in the Counter Terrorism Unit. The CTU officer does not hesitate to summarily behead a criminal or kill a colleague for operational purposes and the president takes only a little longer to begin torturing recalcitrant members of his own staff. Similarly, the president in West Wing orders the extra-judicial death of a troublesome player and the team in Threat Matrix are ready to exceeded their powers. But in these programs the characters struggle with the moral consequences of their violent acts, particularly as family members are drawn into the plot. A running theme of Threat Matrix is the debate within the group of their choices between gung-ho militarism and peaceful diplomacy: the consequences of a simplistic, hawkish approach are explored when an Arab-American college professor is wrongfully accused of supporting terrorists and driven towards the terrorists because of his very ordeal of wrongful accusation. The world is not black and white. Almost half the US electorate voted for John Kerry. Television still must cater for liberal, and wealthy, demographics who welcome the extended format of weekly television that allows a continuing engagement with questions of good or evil and whether there is difference between them any more. Against the simple world view of the Bush administration we have the complexities of the real world. Abstract:
Troubled visions of white ash and concrete-grey powder water-logged my mind. Just as I had ‘understood’ and ‘contextualised’ the events of September 11, I witnessed Jules and Gedeon Naudet’s 9/11, the documentary of the events, as they followed the firefighters into Tower One. Their cameras witness death, dense panic and ashen fear. I did not need to see this – it was too intimate and shocking. But it was the drained, grey visage – where the New York streets and people appeared like injured ghosts walking through the falling ruins of a paper mill – that will always stay with me. Not surprisingly I was drawn (safely?) back in time, away from the grey-stained New York streets, when another series of images seismically shifted by memory palate. Aberfan was the archetypal coal mining town, but what made it distinct was tragedy. On the hill above the village, coal waste from the mining process was dumped on water-filled slurry. Heavy rain on October 20, 1966 made way for a better day to follow. The dense rain dislodged the coal tip, and at 9:15, the slurry became a black tidal wave, overwhelming people and buildings in the past. There have been worse tragedies than Aberfan, if there are degrees of suffering. In the stark grey iconography of September 11, there was an odd photocopy of Aberfan, but in the negative. Coal replaced paper. My short piece explores the notion of shared tragedy and media-ted grief, utilising the Welsh mining disaster as a bloodied gauze through which to theorise collective memory and social change. Tragedy on the television A disaster, by definition, is a tragic, unexpected circumstance. Its etymology ties it to astrology and fate. Too often, free flowing emotions of sympathy dissipate with the initial fascination, without confronting the long-term consequences of misfortune. When coal slurry engulfed the school and houses in Aberfan, a small working class community gleaned attention from the London-based media. The Prime Minister and royalty all traveled to Aberfan. Through the medium of television, grief and confusion were conveyed to a viewing public. For the first time, cameras gathered live footage of the trauma as it overwhelmed the Taff Valley. The sludge propelled from the Valley and into the newspapers of the day. A rescue worker remembers, “I was helping to dig the children out when I heard a photographer tell a kiddie to cry for her dear friends, so that he could get a good picture – that taught me silence.” (“The last day before half-term.”) Similarly, a bereaved father remembers that, during that period the only thing I didn’t like was the press. If you told them something, when the paper came out your words were all the wrong way round. (“The last day before half-term.”) When analyzed as a whole, the concerns of the journalists – about intense emotion and (alternatively) censorship of emotion - blocked a discussion of the reasons and meaning of the tragedy, instead concentrating on the form of the news broadcasts. Debates about censorship and journalistic ethics prevented an interpretative, critical investigation of the disaster. The events in Aberfan were not created by a natural catastrophe or an unpredictable or blameless ‘act of God.’ Aberfan’s disaster was preventable, but it became explainable within a coal industry village accustomed to unemployment and work-related ‘accidents.’ Aberfan was not merely a disaster that cost life. It represented a two-fold decline of Britain: industrially and socially. Coal built the industrial matrix of Britain. Perhaps this cost has created what Dean MacCannell described as “the collective guilt of modernised people” (23). Aberfan was distinct from the other great national tragedies in the manner the public perceived the events unfolding in the village. It was the disaster where cameras recorded the unerring screams of grief, the desperate search for a lost – presumed dead – child, and the building anger of a community suffering through a completely preventable ‘accident.’ The cameras – in true A Current Affair style – intruded on grief and privacy. A bereaved father stated that “I’ve got to say this again, if the papers and the press and the television were to leave us alone in the very beginning I think we could have settled down a lot quicker than what we did” (“The last day before half-term.”). This breach of grieving space also allowed those outside the community to share a memory, create a unifying historical bond, and raised some sympathy-triggered money. To actually ‘share’ death and grief at Aberfan through the medium of television led to a reappraisal, however temporary, about the value and costs of industrialisation. The long-term consequences of these revelations are more difficult to monitor. A question I have always asked – and the events of September 11, Bali and the second Gulf War have not helped me – is if a community or nation personally untouched by tragic events experience grief. Sympathy and perhaps empathy are obvious, as is voyeurism and curiosity. But when the bodies are simply unidentified corpses and a saddened community as indistinguishable from any other town, then viewers needs to ponder the rationale and depth of personal feelings. Through the window of television, onlookers become Peeping Toms, perhaps saturated with sympathy and tears, but still Peeping Toms. How has this semiotic synergy continued through popular memory? Too often we sap the feelings of disasters at a distance, and then withdraw when it is no longer fashionable, relevant or in the news. Notions about Wales, the working class and coal mining communities existed in journalists’ minds before they arrived in the village, opened their notebook or spoke to camera. They mobilised ‘the facts’ that suited a pre-existing interpretation. Bereaved parents digging into the dirt for lost children, provide great photographs and footage. This material was ideologically shaped to infantilise the community of Aberfan and, indirectly, the working class. They were exoticised and othered. It is clear from testimony recorded since the event that the pain felt by parents was compounded by television and newspaper reportage. Television allowed “a collective witnessing” (McLean and Johnes, “Remembering Aberfan”) of the disaster. Whether these televisual bystanders actually contributed anything to the healing of the tragedy, or forged an understanding of the brutal work involved in extracting coal, is less clear. There is not a natural, intrinsic sense of community created through television. Actually, it can establish boundaries of difference. Television has provided a record of exploitation, dissent and struggle. Whether an event or programme is read as an expression of unequal power relations or justifiable treatment of the ‘unworthy poor’ is in the hands of the viewer. Class-based inequalities and consciousness are not blinked out with the operation of a remote control. Intervention When I first researched Aberfan in the 1980s, the story was patchy and incomplete. The initial events left journalistic traces of the horror and – later – boredom with the Aberfan tragedy. Because of the thirty year rule on the release of government documents, the cause, motivation and rationale of many decisions from the Aberfan disaster appeared illogical or without context. When searching for new material and interpretations on Aberfan between 1968 and 1996, little exists. The release of documents in January 1997 triggered a wave of changing interpretations. Two committed and outstanding scholars, upon the release of governmental materials, uncovered the excesses and inequalities, demonstrating how historical research can overcome past injustice, and the necessity for recompense in the present. Iain McLean and Martin Johnes claimed a media profile and role in influencing public opinion and changing the earlier interpretations of the tragedy. On BBC radio, Professor McLean stated I think people in the government, people in the Coal Board were extremely insensitive. They treated the people of Aberfan as trouble makers. They had no conception of the depth of trauma suffered (“Aberfan”). McLean and Johnes also created from 1997-2001 a remarkable, well structured and comprehensive website featuring interview material, a database of archival collections and interpretations of the newly-released governmental documents. The Website possessed an agenda of conservation, cataloguing the sources held at the Merthyr Tydfil and Dowlais libraries. These documents hold a crucial function: to ensure that the community of Aberfan is rarely bothered for interviews or morbid tourists returning to the site. The Aberfan disaster has been included in the UK School curriculum and to avoid the small libraries and the Community Centre being overstretched, the Website possesses a gatekeepping function. The cataloguing work by the project’s research officer Martin Johnes has produced something important. He has aligned scholarly, political and social goals with care and success. Iain McLean’s proactive political work also took another direction. While the new governmental papers were released in January 1997, he wrote an article based on the Press Preview of December 1996. This article appeared in The Observer on January 5, 1997. From this strong and timely intervention, The Times Higher Education Supplement commissioned another article on January 17, 1997. Through both the articles and the Web work, McLean and Johnes did not name the individual victims or their parents, and testimony appears anonymously in the Website and their publications. They – unlike the journalists of the time – respected the community of Aberfan, their privacy and their grief. These scholars intervened in the easy ‘sharing’ of the tragedy. They built the first academic study of the Aberfan Disaster, released on the anniversary of the landslide: Aberfan, Government and Disasters. Through this book and their wide-ranging research, it becomes clear that the Labour Government failed to protect the citizens of a safe Labour seat. A bereaved husband and parent stated that I was tormented by the fact that the people I was seeking justice from were my people – a Labour Government, a Labour council, a Labour-nationalised Coal Board (“The last day before half-term”). There is a rationale for this attitude towards the tragedy. The Harold Wilson Labour Governments of 1964-70 were faced with severe balance of payments difficulties. Also, they only held a majority in the house of five, which they were to build to 96 in the 1966 election. While the Welfare State was a construction ‘for’ the working class after the war, the ‘permissive society’ – and resultant social reforms – of the 1960s was ‘for’ middle class consumers. It appeared that the industrial working class was paying for the new white heat of technology. This paradox not only provides a context for the Aberfan disaster but a space for media and cultural studies commentary. Perhaps the most difficult task for those of us working in cultural and media studies is to understand the citizens of history, not only as consumers, spectators or an audience, but how they behave and what they may feel. We need to ask what values and ideas do we share with the ‘audiences,’ ‘citizens’ and ‘spectators’ in our theoretical matrix. At times we do hide behind our Foucaults and Kristevas, our epistemologies and etymology. Raw, jagged emotion is difficult to theorise, and even more complex to commit to the page. To summon any mode of resistive or progressivist politics, requires capturing tone, texture and feeling. This type of writing is hard to achieve from a survey of records. A public intellectual role is rare these days. The conservative media invariably summon pundits with whom they can either agree or pillory. The dissenting intellectual, the diffident voice, is far more difficult to find. Edward Said is one contemporary example. But for every Said, there is a Kissinger. McLean and Johnes, during a time of the Blair Government, reminded a liberal-leaning Labour of earlier mistakes in the handling of a working-class community. In finding origins, causes and effects, the politicisation of history is at its most overt. Path of the slag The coal slurry rolled onto the Welsh village nearly thirty-seven years ago. Aberfan represents more than a symbol of decline or of burgeoning televisual literacy. It demonstrates how we accept mediated death. A ‘disaster’ exposes a moment of insight, a transitory glimpse into other people’s lives. It composes a mobile, dynamic photograph: the viewer is aware that life has existed before the tragedy and will continue after it. The link between popular and collective memory is not as obvious as it appears. All memory is mediated – there is a limit to the sharing. Collective memory seems more organic, connected with an authentic experience of events. Popular memory is not necessarily contextually grounded in social, historical or economic formations but networks diverse times and spaces without an origin or ending. This is a post-authentic memory that is not tethered to the intentions, ideologies or origins of a sender, town or community. To argue that all who have seen photographs or televisual footage of Aberfan ‘share’ an equivalent collective memory to those directly touched by the event, place, family or industry is not only naïve, but initiates a troubling humanism which suggests that we all ‘share’ a common bank of experience. The literacy of tragedy and its reportage was different after October 1966. When reading the historical material from the disaster, it appears that grieving parents are simply devastated puppets lashing out at their puppeteers. Their arguments and interpretation were molded for other agendas. Big business, big government and big unions colluded to displace the voices of citizens (McLean and Johnes “Summary”). Harold Wilson came to office in 1964 with the slogan “13 wasted years.” He promised that – through economic growth – consensus could be established. Affluence through consumer goods was to signal the end of a polarisation between worker and management. These new world symbols, fed by skilled scientific workers and a new ‘technological revolution,’ were – like the industrial revolution – uneven in its application. The Aberfan disaster is situated on the fault line of this transformation. A Welsh working class community seemed out of time and space in 1960s Britain. The scarved women and stocky, strong men appeared to emerge from a different period. The television nation did not share a unified grief, but performed the gulf between England and Wales, centre and periphery, middle and working class, white collar and black collar. Politics saturates television, so that it is no longer possible to see the join. Aberfan’s television coverage is important, because the mend scar was still visible. Literacy in televisual grief was being formed through the event. But if Aberfan did change the ‘national consciousness’ of coal then why did so few southern English citizens support the miners trying to keep open the Welsh pits? The few industries currently operating in this region outside of Cardiff means that the economic clock has stopped. The Beveridge Report in 1943 declared that the great achievement of the Second World War was the sharing of experience, a unity that would achieve victory. The People’s War would create a People’s Peace. Aberfan, mining closures and economic decline destroyed this New Jerusalem. The green and pleasant land was built on black coal. Abstract:
Deepa Mehta first attempted to shoot her film Water in the year 2000, in Varanasi, a holy city hanging on the edge of the Ganges in East-Central India. A film about the anguish of widows in 1930’s India, where widowhood was in many parts of the country taken to be a curse, an affliction that the widow paid penance for by living in renunciation of laughter and pleasure, Water points not only to the suffering of widows in colonial India but to the widow-house that still exists in Varanasi and houses poor widows in seclusion and disgrace, away from the community. The film opens the lens to the prostitution and privation experienced by many widows, as well as Gandhi’s efforts to change the laws that affected “widow remarriage.” The international filming crew was forced to shut down production after one day of shooting, following a violent uproar in the Varanasi community. These riots were fueled by the same political party coalition that was responsible for the destruction of the Babri Masjid in 1992, a Muslim religious site dating from the sixteenth-century, that was smashed to rubble when Hindu Nationalists alleged that it was the original site of a Rama temple and hence a Hindu, rather than a Muslim, site of worship. While the Water crew had permission (after a few censorship negotiations) from the Ministry of Information and Broadcasting to shoot the film in Varanasi, following the riots lead by these fundamentalist political parties—the BJP, the KSRSS and the VHU—the Indian government (lead by the BJP) strode in to shut down, or at the very least delay (which given the tight budget of the film amounted to the same thing), the shooting of this film. It apparently caused too much local upheaval. A few years later, Mehta managed to surreptitiously shoot this last film of the controversial trilogy in Sri Lanka, fielding and ignoring letters from the Indian government that implied that the content of the film was not very flattering to India and showed India in a poor light to the international community. The film was released worldwide in 2005. I would like to place this astringent argument that was put forward by government officials and political rioters in a historical light by locating it within anti-colonial nationalist discourse of the late nineteenth and early twentieth century. This desire to mask the face of Indian oppressive patriarchy and assert moral uprightness and the ‘reform’ of women is neither new nor original, and dates back to colonial India. The British colonial government had a tendency to zero-in on instances of female oppression by Indian men to justify the fact of colonial power and domination. British rulers denounced the moral degradation and lack of initiative of Indian men as two of the reasons to continue their control of the land in face of the mounting opposition, both in India and in other parts of the world, which was rising up against colonialism and later fascism. Chatterjee analyses this facet of the nationalist movement and suggests that female emancipation was a question of importance at the turn of the century in colonial India, as Indian men defended their right to ‘protect’ their women from oppressive orthodox practices. They repeatedly asserted their ability to rule their own country, and adopt modernity, both through ‘reform’ movements and rebellious uprising. Spivak too addresses this question as it centres on the Sati debate. The immolation of widows on the funereal pyres of husbands is often cited as an example of abusive Indian patriarchy. However, even at its height in the nineteenth century, as both Spivak and Narayan point out, this custom was practiced only in one location in India, and not nationwide as is popularly believed in the West. Debates around widow immolation were an easy answer both for the British to assert moral superiority and for Indian men to claim that they would ‘reform’ the lot of their women, and carve a new, more enlightened nation. The question of ‘widow remarriage’, along with dowry and Sati, became popular issues at various times in the last hundred years when the nation wished to champion the uprightness of Indian masculine morality, and its ability to protect its women. This fretfulness by the government and other political parties over the picture of Indian women that is revealed in Water is an anxiety over the portrayal of India as backward and unenlightened, a plodding place seeped in orthodox traditions and bubbling with religious fundamentalism. It a picture that puts the West at ease in the face of the growth of economic and telecommunications power in the region, and a Western-media-driven picture that often collects self-fulfilling data, while ignoring contradictory evidence. It also points an easy finger that quells and controls the frightening Other. It is really interesting, however, that the very political parties in India who are most active in generating this criticism of the film are in fact the most strongly fundamentalist of all, and are, in a seeming contradiction, also the coalition responsible for speeding open-door economic policies along their way in the second half of the nineties in India. While the nationalist Hindutva coalition quivers at this, one could say “Orientalist” description of Indian women in Water as always-oppressed, always-victims of Indian male chauvinism, it is also this coalition that assisted economic liberalisation policies by indigenising and Orientalising Western products so that they could find an easier market within the Indian population. It seems in fact that the versions of the Indian past that can be made public with lavish additions of Orientalist signs are the ones that are marketable, like yoga, cheap booze, and tantric sex. Add to these the very exportable Indian textiles and jewelry, Indian software engineers and Indian masala films, and you have a sizzling avenue for foreign trade and investment. The versions of the Indian past that are not marketable, however, even if depicted with courage and sensitivity, like the issue of middle-class patriarchal abuse of women and lesbian relationships in Mehta’s Fire (1996), or widow-houses in Water, do not advertise a mecca for tourists or investors, and hence are beaten into oblivion by Hindu fundamentalists. While these fundamentalists wish to change the names of cities from British colonial names to ‘authentic’ Indian ones, or protest against the hosting of the Miss World pageant in India in 1995, they do, however, wish to bring in increasing amounts of foreign investment in the media, in consumer products, and in the service sector to bring new lifestyles and ideologies to the rapidly growing middle-class. While films about widows are inappropriate and apparently show India in a poor light, films about prostitutes (like Devdas released in 2002), as long as they romanticize the courtesan and act as a lure to tourists and diasporic Indians nostalgic for an ‘authentic’ Indian spiritual experience, are entirely acceptable. For fundamentalist political parties that wish to maintain or regain power it seems like an easy step to incite local populations to rise against religious minorities, homosexuals, and filmmakers who wish to document instances of abuse, so that Western imperialism can quietly slide in through the back door. Water points to the inequality between men and women, remarking on the traditional practice of an arranged match between a man in his forties or fifties with a young pre-pubescent girl. It looks closely at the custom of sending widows to live in isolation, lifelong chastity, and renunciation of ‘worldly desires’, while as little nine year old widowed Chuiya in the film points out, there is no such house for widowers. It also, however, talks about the change in laws in the late 1930’s that allowed widows to marry again after the death of their husband, and banned child marriage. It sets the film in the historic struggle of a nation trying to find its feet between Hindu nationalist traditions and British colonial ideologies, Indian aspirations for education and emancipation, and fear of cultural annihilation. Maybe if Mehta romanticized the widows’ struggle, and added a few more song and dance sequences, made the film more marketable and set it in exotic Goa, and allowed the widows to frolic in the streets decked in Indian block prints and marketable kundan jewels, fundamentalist Hindus would not find it quite as disturbing.
