This Technical Assistance followed a request by the Central Bank of Uzbekistan for a review of their nowcasting and near-term forecasting system. Over the past few years, the central bank has developed a nowcasting and near-term forecasting entirely with their own resources. The Central Bank’s management sought an external expert review and suggestions for further development, focusing on closer integration and expansion of the system with the established medium-term forecasting framework, policy analysis system, and the policy-advising process.

Based on the provisions of Civil Law science, as well as the norms of Civil legislation of the Republic of Uzbekistan, legal issues connected to legal status of commercial banks, legal regime of their property, two-step process of their registration by the Central bank of the Republic of Uzbekistan are analyzed. In order to fully disclose the essence of a banking institution, an analysis of the legal essence of banking activity is also carried out, for the disclosure of which examples of the legislative definition of banking activity in the European Union and the Russian Federation are given.

Central Asia, historically closely tied to Russia and Ukraine, has experienced severe repercussions from the 2022 Russian–Ukrainian war. The five Central Asian nations – Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan – have faced worsened poverty and an increased vulnerability of households. This paper analyzes how trade costs affect exports from five Central Asian countries. It highlights how improving logistics and procedures and boosting digitalization can streamline regional trade. The paper estimates how the time needed to export goods, the monetary cost of doing so, and uncertain time frames impact exports from Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. It finds that the uncertainty and the high monetary costs traders face hold back exports from the five countries, along with remoteness from ports and global markets.
