Abstract:
Projects are frequently used as a means to directly or indirectly achieving the goals of an organization’s strategic plan, and the Project Management Office [PMO] is responsible for standardizing the governance processes to achieve those objectives. When it comes to independent federal agencies, such as Central Banks, their strategic objectives have a relevant impact on economic stability and, consequently, on the lives of millions of people. In this study, the best practices of the PMOs of four Central Banks were examined. The question in the study addressed the manner in which the practice of projects can be used as a tool for achieving economic stability. Qualitative methods were used to examine the question by means of a structured questionnaire applied to project professionals of these institutions, and analysis of data available in case studies was also conducted. It was noted that Central Banks increasingly seek to improve the practices of their Project Management Offices, becoming a center of reference for best practices in PMOs obtaining relevant recognition, either for the maturity of their projects, receiving the title of best PMOs in the country, or even being nominated for PMO of the year on a global level (Project Management Award), the highest award in the project management category.

Abstract:
The project management system is being implemented in the activities of the state bodies of Kazakhstan. The methodological part consists in the development and approval of standard regulations and rules for project management. The organizational part of the project management system is determined by the work of the project office of state bodies, and information support is determined by the work of a unified information system. The purpose of the article was to analyze the work of the project management system, namely, the activities of the project office of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan (hereinafter – МDDIAI).As a result of this analysis,some shortcomings and gaps were identified, which are systematic and negatively affect the result of the project office. The authors of this study made and substantiated conclusions that show the real procedure for interaction of the МDDIAI project office with the national project office and other state bodies. In many ways, the problems of МDDIAI in the field of project management are of a similar nature for other state bodies. One of the main problems is the incomplete formation of project offices and the complexity of the perception of project management ideas by ordinary civil servants. Difficulties in the work of the МDDIAI project office may be relevant for other central and local state bodies, which will help to revise the current state policy in terms of project management implementation. The following research methods were used: document analysis, case studies, deduction, generalization and concretization.

Oleh karena itu dilakukanlah penelitian ini dengan tujuan untuk mengoptimalkan jaringan yang digunakan untuk mengakses aplikasi EDMS pada project office PT PHE ONWJ. Pengoptimalan jaringan yang dimaksud adalah dengan membangun topologi di project office PT PHE ONWJ dan menerapkan metro sebagai perantara topologi star di project office dan topologi star dikantor pusat sehingga menciptakan topologi hybrid. Topologi hybrid yang dimaksud adalah penggabungan antara topologi star yang ada di jaringan pusat, metro sebagai perantara kantor pusat dengan project office PT PHE ONWJ dan topologi star yang akan dibangun di project office PT ONWJ. Diharapkan setelah menerapkan topologi yang telah dirancang dapat mengoptimalkan penggunaan aplikasi EDMS. Topologi star di project office PT ONWJ dan metro sebagai perantara 2 topologi kantor pusat dan project office menghasilkan topologi hybrid. Kesimpulan dari penelitian ini adalah penerapan topologi dalam jaringan dapat memberikan optimalisasi dibandingkan dengan tanpa menerapkan topologi. Hasil rata-rata ping saat pengaksesan aplikasi EDMS sebelum menerapkan topologi hybrid mendapatkan hasil sebesar 392,98 ms dan setelah menerapkan topologi hybrid mendapatkan hasil sebesar 143,50 ms, sehingga disimpulkan bahwa penerapan topologi hybrid lebih baik dalam menjalankan aplikasi EDMS. ABSTRACT The use of EDMS application in PT PHE ONWJ project office is considered not optimal because it is still slow in the use of EDMS applications. Therefore this study was conducted with the aim to optimize the network used to access the EDMS application on the PT PHE ONWJ project office. Network optimization in question is to build a topology in the project office of PT PHE ONWJ and apply the metro as an intermediate star topology in the project office and star topology at the headquarters so as to create a hybrid topology. Hybrid topology in question is a merger between the star topology in the central network, metro as an intermediary head office with PT PHE ONWJ project office and star topology to be built at PT ONWJ project office. It is expected that after applying the topology that has been designed to optimize the use of EDMS applications. Star topology in PT ONWJ project office and metro as intermediary 2 topology headquarters and project office produce hybrid topology. The conclusion of this research is application of topology in network can give optimization compared with without applying topology. The average result of ping when accessing EDMS application before applying hybrid topology got 392.98 ms result and after applying hybrid topology get result of 143,50 ms, so it is concluded that application of hybrid topology is better in running EDMS application. Obligation to compensate for fossil fuel importers: a central measure of Swiss climate policy The Federal Act on the Reduction of CO2 Emissions (CO2 Act; CC 641.71) requires fossil fuel producers and importers as well as operators of fossil fuel power plants to use domestic measures to compensate for a part of their CO2 emissions. As a result, they carry out domestic emission reduction projects or programs to meet this requirement. Demonstrated emission reductions are documented with an attestation or counted directly towards the compliance. Eligible projects or programs include all greenhouse gases listed in Article 1 of the Ordinance on the Reduction of CO2 Emissions (CO2 Ordinance; CC 641.711) or involve biological CO2 sequestration (capture and storage of CO2) in wood products. The CO2 Ordinance sets out the requirements for the respective projects and programs: just like international projects under the Clean Development Mechanism (CDM) of the Kyoto Protocol, compensation projects and programs in Switzerland must follow a specific procedure. The critical step in this procedure is to demonstrate that the reductions are additional, i.e. they would not have been achieved without the project/program. The instrument of compensation for fossil fuel importers contributes significantly to achieving national climate targets. The administrative office for compensation operated jointly by the Federal Office for the Environment (FOEN) and the Swiss Federal Office of Energy (SFOE) is the contact point for project developers, validators and those with compensation obligations.

Shared decision making and shared leadership from multiple perspectives is essential in order for true educational transformation to occur. A collaborative research effort between the University of Minnesota and the Minnesota Office of Educational Leadership (OEL) provided data on the perceptions of principals at twenty-two urban, suburban, and rural schools participating in the transformation process. Ethnographic techniques were used to gather data to understand the development of leadership skills, shared governance, and shared vision at individual sites Findings from the indepth interviews indicate that an awareness of obstacles to change are a necessary first step toward implementing change; a majority of principals support some degree of site-centered decision making; central office administration needs to facilitate site autonomy; and examples of site autonomy and true shared governance exist.

This paper highlights the main findings of a study carried out within the framework of the European Commission's Tempus programme on university–enterprise cooperation in Central and Eastern Europe. The study was launched in 1996 by the Commission with the technical assistance of the European Training Foundation and developed with the European Centre for Strategic Management of Universities (ESMU) and the Slovak Tempus Office. The author presents the results of desk research on a sample of Tempus projects, and sets out the conclusions and recommendations to policy makers, to project promoters and to the Tempus programme. She describes the nature of university–enterprise cooperation projects in Central and Eastern European countries, showing the active role of individuals, development agencies, local authorities and various interface structures. However, she points out that university–enterprise cooperation is still confronted by major constraints linked to people (the vision of the university, the place of university–enterprise cooperation in that vision, the lack of initiatives and skills to develop it) and to systems (the internal management structure of universities, the hierarchical positioning of university representatives, the legal framework and degree structure which impact on agreements between universities and enterprises).

In 2001 the Heritage Lottery Fund awarded £43,000 to the ‘Web of Science History’ project, which was put together by a consortium specializing in science and technology, in which The Royal Society was the lead bidder. The project was completed in March 2002. This exciting project provides, for the first time, a unified, standardized, guide to some of the most important scientific archives in the UK: 27,453 pages of existing paper catalogues from 310 collections held by the partner institutions, such as the catalogue of the papers of Dorothy Hodgkin, Nobel laureate for science (Chemistry, 1964), have been converted into electronic format and are available on the ‘Access to Archives’ central database, part of the new English virtual catalogue established and hosted by the Public Record Office at Kew.

Investment decisions frequently require coordination across multiple divisions of a firm. This paper explores a class of capital budgeting mechanisms in which the divisions issue reports regarding the anticipated profitability of proposed projects. To hold the divisions accountable for their reports, the central office ties the project acceptance decision to a system of cost allocations comprised of depreciation and capital charges. If the proposed project concerns a common asset that benefits multiple divisions, then our analysis derives a sharing rule for dividing the asset among the users. Capital charges are based on a hurdle rate determined by the divisional reports. We find that this hurdle rate deviates from the firm's cost of capital in a manner that depends crucially on whether the coordination problem is one of implementing a common asset or choosing among multiple competing projects. We also find that more severe divisional agency problems will increase the hurdle rate for common assets, yet this is generally not true for competing projects.

This project aimed to automate the manual entry of the incident reports of the Philippine National Police. The system is projected to provide effective monitoring and updated statistical reports that will be used for decision-making processes. All police stations within the designated area will have an installed application that is centralized nationwide. Thus, data analysis would be easier and useful for law enforcement agencies for long-term crime bust programs. The system has the following specific objectives: first is to provide easier access to blotter reports, to improve decision making with interactive maps, to promote information sharing, and lastly, to offer statistical information of incidents. Evaluation of incident reports by an authorized officer is necessary before encoding them into the system. The data that the system needs includes the following: complainant and suspect's name(s), case details, and the type of offense. Inputted incident reports can be seen by the central office and other police stations; however, data manipulation is accessed only in the central office. The system can search and display case details in a printable format based on the user's specified query. By utilizing the Google map application program interface (API), the user can quickly locate and see the crime's exact location. This particular feature is challenging because there is a need to structure a detailed data mining design to promptly generate reliable reports. Once data are encoded in the system, the central office can create reports according to their needs. The system development started with data gathering by interviewing the Non-Uniform Personnel of Murcia Police station and performed the requirements analysis for the system.

Evaluation of flood risk reduction at Tenggang River is needed to reduce the urban and coastal flood from high-intensity rainfall and sea level rise. This paper mainly discusses rainfall frequency analysis, simulation of hydraulic structure performed by HEC-RAS 5.0.3, and the proposed alternative flood mitigation for 25-year flood return period. Hydrology and hydraulic was analyzed to investigate the flooding risk. The result of simulation illustrated the improvement channel condition by normalization the riverbed and the increase of levee to solve flood inundation at Tenggang River using the designated flood return period (25 years of return period, Q25 = 119 m3/s). The result of simulation showed that the hydrologic-hydraulic modeling is acceptable compared to the report from the office of public work in Semarang City.

<p>This paper starts by discussing ways in which the current teaching system at the Nigerian Law School reflects a clinical approach. Issues examined include classroom participation, court and law office attachment, law dinners, moot court and other practice week activities. Certain issues are problematised and options for improving clinical teaching methods for large multicultural classes are proffered. Central to the options proffered is a project management approach where, for instance, students do not just participate in a moot court session, but the class executes a moot court project. This means that every stage of the project is constructed as a distinct, but integral exercise in which students need to develop competencies. This would create the opportunity for students to develop ‘extended’ lawyering skills of project management, reporting and evaluation in addition to the already established skills of research, interviewing, counselling, negotiation, advocacy and so on, much in the same way as medical doctors in training are involved in public health projects, within which they practice community medicine. Clinical projects would as much as possible, accommodate personal skills preferences, while methods of assessment suited to each area of competence would be developed and applied as part of the overall assessment of students’ performance.</p>

Introduction: The diagnosis of cause of death is based on the sequence of diagnoses declared by the physician who completes the death certificate that is processed by Central Statistical Office in Hungary. The validity control of the data requires the active involvement of the public health authority. Aim: The authors analyzed the death certificates from Tolna county in order to elaborate and evaluate methods for cause of death data validity control. Method: Diagnoses of cause of death declared by the physician, corrected by the social statistical review in the Central Statistical Office, and revised by public health authority were compared to evaluate the quality of cause of death data. Results: It was found that 5–10% of the cause of death diagnoses declared by physicians required some modification, resulting more than 1% change in county specific mortality statistics of the main International Classification of Diseases groups. Physicians who reported inaccurate cause of death data were identified. 10 indicators were defined to monitor the process elaborated in the project. Conclusions: Co-operation between the Central Statistical Office and public health authorities to improve the quality of cause of death data should be continued because evaluation of public health interventions needs more and more reliable and detailed cause of death statistics. Purpose – The Project Management Office (PMO) phenomenon is a dynamic and regularly evolving feature of the project landscape. The functions and practices expected of the PMO differ as widely as the industries and organisations, which host them. By uncovering the documented and undocumented history of the PMO and its practices the authors see how PMOs have developed to current times, how PMOs develop their ideas, how useful PMOs are, and what associated activities they partake in. The paper aims to discuss these issues. Design/methodology/approach – In this paper, the authors conduct an extensive literature review of the academic and non-academic literature. The first phase involved searching academic journals and published theses. The second, deep searches with Google Scholar and Books using a variety of parameters to capture the changing nomenclature of the PMO over many years. These searches discovered lost academic literature within university libraries, examples of very early essays on the project office and numerous government reports on PMO and project office undertakings. Findings – This research reveals how the form and use of the structure we now call the PMO has evolved and adapted over time. In recent history the PMO has evolved to be the central repository for tools and methodologies for this non-operational work. The PMO has become an asset, a commodity to be traded upon and a badge to be worn to attain certain privileges. Research limitations/implications – This research identifies a number of deficiencies in existing literature. Particularly highlighting that many practices, methods and PMO typologies exist, frequently their custodians tout these as “best practice”. Although some research has been conducted by academics on PMOs vast gaps exist in PMO literature. Practical implications – This research identifies a number of assumptions in practitioner literature and professional practice. Organisations both private and public are investing enormous resources in the pursuit of enhancing project management outcomes often turning to the PMO concept to resolve their problems. However there is limited evidence to suggest PMOs create a favourable return. If the authors were to use medicine as an example, prior to a scientific approach in medicine the field relied on potions and magic, however medicine changed to evidence-based practice this has lead to enhanced life prospects. An evolution in project management doctrine may enhance outcomes. Originality/value – This review of the PMO which possesses archaeological attributes in it’s historical context adds a rich understanding to organisational knowledge by considering the history of the PMO and the dramatic shifts in its purpose over a prolonged period of time. The discussion draws out the critical PMO topics to be addressed and includes a critique of practitioner and academic knowledge.

Abstract RDS are usually cross-disciplinary, centralised services, which are increasingly provided at a university by the academic library and in collaboration with other RDM stakeholders, such as the Research Office. At research-intensive universities, research data is generated in a wide range of disciplines and sub-disciplines. This paper will discuss how providing discipline-specific RDM support is approached by such universities and academic libraries, and the advantages and disadvantages of these central and discipline-specific approaches. A descriptive case study on the author’s experiences of collaborating with a central RDS at the University of Cambridge, as a subject librarian embedded in an academic department, is a major component of this paper. The case study describes how centralised RDM services offered by the Office of Scholarly Communication (OSC) have been adapted to meet discipline-specific needs in the Department of Chemistry. It will introduce the department and the OSC, and describe the author’s role in delivering RDM training, as well as the Data Champions programme, and their membership of the RDM Project Group. It will describe the outcomes of this collaboration for the Department of Chemistry, and for the centralised service. Centralised and discipline-specific approaches to RDS provision have their own advantages and disadvantages. Supporting the discipline-specific RDM needs of researchers is proving particularly challenging for universities to address sustainably: it requires adequate financial resources and staff skilled (or re-skilled) in RDM. A mixed approach is the most desirable, cost-effective way of providing RDS, but this still has constraints.

This paper gives some background to HadRM3H; it also presents anomaly maps of the projected future changes in European temperature, rainfall and potential evapotranspiration (PET, estimated using a variant of the Penman formula). The future simulations of temperature and rainfall, following the SRES A2 emissions scenario, suggest that most of Europe will experience warming in all seasons, with heavier precipitation in winter in much of western Europe (except for central and northern parts of the Scandinavian mountains) and drier summers in most parts of western and central Europe (except for the north-west and the eastern part of the Baltic Sea). Particularly large temperature anomalies (>6°C) are projected for north-east Europe in winter and for southern Europe, Asia Minor and parts of Russia in summer. The projected PET displayed very large increases in summer for a region extending from southern France to Russia. The unrealistically large values could be the result of an enhanced hydrological cycle in HadRM3H, affecting several of the input parameters to the PET calculation. To avoid problems with hydrological modelling schemes, PET was re-calculated, using empirical relationships derived from observational values of temperature and PET.

Smith, and their colleagues showcase a long-term professional development project titled Middle School Mathematics and the Institutional Setting of Teaching (MIST). The MIST Project included an extensive team of researchers who engaged in a Research-Practice Partnership with teachers, instructional leaders, and administrators from four urban school districts for multiple years (two districts for 4 years and two districts for 8 years). The overarching purpose of this project, based on mutual goals of the school districts and the research team, was to “take a broad perspective that spans from the classroom to the district central office” (p. 3) to understand how to most effectively “support teachers’ development of ambitious and equitable instructional practices” (p. 2). More specifically, the MIST team had two types of goals: pragmatic and research. Their pragmatic goal was to assist the four partner school districts with their instructional improvement objectives by engaging in annual cycles of data collection, analysis, and feedback to help district leaders understand the extent to which the district's instructional improvement strategies were being implemented as intended and to make recommendations for revising the improvement strategies. In this article, we discuss the strategy designed by a private oncology group to offer patients access to new technologies and treatments via a recently created research program, and we describe how the patient journey was the motivation for developing standard assistance flows and processes to integrate areas of care. The increase in Brazilians’ life expectancy has raised the incidence of cancer, and it is now the second leading cause of death. Because it is a multifactorial disease, cancer treatment has several challenges. We elected to approach cancer research using a strategic program to obtain national attention and visibility. Starting in 2007, the initial project included three phases: phase I, diagnosis of units in major metropolitan areas; phase II, project design, with a central-office operation model; and phase III, implementation, with launch and integration of research activities at selected units. The foundation of the program was the construction of departmental and interdepartmental flows, standard operating processes, and guidelines (regulatory, ethical, legal, and financial). Recruitment of qualified professionals was another critical, successful determinant. The benefits of an additional central office include improved research-project distribution. Another advantage of the program is attracting and retaining trained professionals with alternative direct or indirect sources of revenue. We increased our corporate and academic partnerships, adhered to deadlines and noted an improvement in turnaround times, and we increased clinical staff engagement and motivation. Some barriers continue to challenge the program's continued expansion, including Brazilian regulatory authority approval, tax inefficiency, and a growing demand for qualified professionals. Research sites offering high-quality care are a reality in Brazil; they offer multiple lines of treatment in the public and private sectors.

The Place Ville-Marie development was central to the renovation of Montreal during the 1950s and 1960s. Its cruciform office tower transformed the city’s skyline and marked the removal of the city’s financial district from St. James Street to the new alley of skyscrapers on Dorchester Boulevard (now Boulevard René Lévesque). Earlier studies have emphasized the role of modern planning in the making of Place Ville-Marie and other post–Second World War urban redevelopment projects. This article advances an interpretation of Place Ville-Marie as a capital investment in the “production of space.” The project was a highly speculative effort by its developer, William Zeckendorf, to utilize monumental architecture to sell prestige to corporate tenants. This took place in specific, historically contingent, and politically contested circumstances. In a period when modernization was a powerful and popular idea, Zeckendorf cultivated a myth about Place Ville-Marie that accommodated and absorbed nationalist aspirations within Montreal and Canada that were fixed upon the panacea of modernization. While Zeckendorf’s financial woes and the overcapacity of office space that Place Ville-Marie helped create contradicted the project’s mythic image, Place Ville-Marie also embodied new capitalist values and the rise of new capitalist forces in the city.

In the present study, we investigated the experiences of 5 highly successful special education teachers serving students with autism spectrum disorder in the central Florida area of the US with particular attention to factors associated with teacher retention. A phenomenological research design was employed to identify factors leading participants to persevere where others have not. A representative sample was included of multiple teachers in classrooms of varying grade levels and school districts across central Florida as part of a funded project by the Office of Special Education Services and the U.S. Department of Education. Findings include that teachers of students with ASD who are involved in extracurricular activities may show a lowered burnout rate.

Walkable cities emphasize cities with high walkability values, where walkability can be defined as the degree to which the environment can be pedestrian friendly. Walkable city is considered to be able to increase people's desire to walk so that it can make the environment more humanistic and can also help realize one of the objectives of sustainable transportation. The value of walkability can be viewed from the perspective of the urban form (macro level) of an area. The Central Business District (CBD) Pekanbaru City walkability index assessment uses the WAI IPEN Project model that measures the form of the Urban Form. The walkability assessment process in the Pekanbaru Kota Sub-District Area (CBD) divides the study area into 6 grids. The analysis shows that there are 4 grids that have a negative walkability value. In the analysis of the walkability value pattern it can be seen that the area dominated by office activities has a lower walkability value compared to the area that has mixed land use.

The construction of the Palace of the Bank of Italy, now Gregorčičev drevored 3 in Postojna commenced in the summer of 1924. It was implemented by the Trieste-based Doria & Oblach company in accordance with the preliminary project prepared by the technical office of the Bank of Italy’s central management and in congruence with the sketches provided by the local technical management. After interruptions in the winters of 1925 and 1926, the construction was completed in the summer of 1927. Trieste’s branch office of the Bank of Italy in Postojna opened its door to the public on the 15th of October in 1927. This article describes the construction process and procedures following the opening, related to the abandonment of the building’s original use and its passing through the hands of different institutions. The article is based on obtained archival sources as well as the author’s own observations made during the renovation works performed in 2020 and 2021, in which she took part as the responsible conservator.

The aim of this article is to study the existing barriers in trade between the countries of Central Asia in certification and veterinary control, customs, logistics and finance, taking into account the current state of trade relations on the example of importing a certain type of dairy products. Methods – Interviewing using KoBoToolbox (an open source online survey tool), consulting with experts. During the study, 23 companies were interviewed, importing milk processing products from Kyrgyzstan to Kazakhstan. Results – identification of causes and factors of reducing effectiveness of these priority areas, which must be eliminated using the methodology of the joint project management office (PMO) of state institutions responsible for regulating trade. Conclusions – the application of the principles of project management, as well as the implementation of PMOs, provide an opportunity to significantly strengthen the coordination of countries, provide systematic and methodical activities to eliminate restrictions, promote the growth of trade and further integration in the region. When preparing the article using a significant amount of materials, including analysis of other food products sales: fresh fruits and vegetables, flour, vegetable oils, juices, dried fruits and legumes, the emphasis was placed on imports of dairy products. However, trade barriers in this area show a fairly high degree of correlation with other food products. The benefits derived from the dissemination of project management methods will compensate for all costs and will contribute to their successful implementation in terms of time, quality of results without exceeding the budget.

As Australian projects weather the current global oil price and demand–supply dynamics, the future prospects of greenfield and brownfield opportunities will depend on how well proponents can achieve certainty over the geological, geophysical, socioeconomic, operational, political and fiscal aspects affecting their projects. Establishing certainty of the tax regime and how it will apply over the lifetime of a project is crucial to its after-tax economics and is therefore a central piece of the puzzle that must be solved to secure project investment sanction. This is particularly prudent in an era of increased scrutiny by communities and tax authorities globally on multinationals contributing their fair share of taxes wherever they operate. So, how is tax certainty attained from the outset, and protracted disputation mitigated, in an environment where the tax law is constantly evolving? Early engagement with the Australian Taxation Office (ATO) is critical to understanding and assuring how the tax law will be interpreted and administered. The case describes the situation faced by the CEO of Nidan Technologies Private Ltd (NTPL), a first generation entrepreneurial firm struggling to ensure the growth and survival of the new venture viz., SMS based railway enquiry system. Spectrum, Nidan's predecessor which was set up as a small office home office (SOHO) in 1996 had survived for over 8 years by doing small time software development for small and medium enterprises (SMEs) in Jabalpur. Given that everyone involved with Spectrum were first generation entrepreneurs, survival of the venture had given them enough confidence to keep going. In its search for bigger, better margin projects that would give steady income, NTPL had set its eyes on government and public utility projects. SMS based railway enquiry system was the first idea which NTPL believed would take it to the next level. NTPL was successful in convincing the Indian railway's Central West Railway zonal officials about the need for such a system. Though NTPL wanted to tie-up with all the cellular service providers in the circle to offer this service, it could convince only Idea, the largest cellular service provider in the circle in partnering with NTPL for this service. Everything seemed to go well during the nine months trial period. Following an open bid tender, in which NTPL was the sole bidder, commercial operations were started in January 2006. However a year later, it appeared that NTPL was back to square one with around 1.7% of the total rail enquiries in the zone being routed through NTPL's system, Rail Nidan. Breakeven was nowhere in sight. After deliberations, Vishal Karendikar had to decide on one of the following options that had emerged in the January 2007 meeting with his four other partners; a) Bid adieu to the project. b) Make the venture profiable. c) Sell it off to a prospective buyer right now or once the project is on the path to profiability?

s part of a collaborative research project between Texas A&M; University and the NOAA/NWS Fort Worth/Dallas Weather Forecast Office, total lightning observations from Vaisala’s Dallas-Fort Worth (DFW) Lightning Detection and Ranging (LDAR II) network have been used to supplement Doppler radar measurements in the diagnosis of thunderstorm updraft strength and analysis of severe weather potential. More specifically, initial observations of severe convection over north-central Texas for three case dates have shown that total lightning flash extent density (FED) and gridded source density peaked prior to, or increased during reported severe weather events. Two lightning holes were observed with one supercell, and numerous FED notches were noted with other cells that likely indicated the updraft region of the thunderstorms. These signatures in the FED corresponded to weak echo regions on the KFWS WSR-88D radar reflectivity data. Additionally, lightning appendages developed for both right- and left- deviant cells prior to shifts in radar-inferred cell track, indicating a possible method for prediction of right or left hand deflections in supercell motion. A cell embedded within a linear MCS also developed a large notch in the FED data on its rear flank that persisted for over 25 min and preceded a severe wind report, indicating another potential forecasting application of total lightning data.

This article addresses the strategic use of Instagram in election campaigns for the office of the Austrian Federal President in 2016. Based on a comprehensive visual analysis of 504 Instagram posts from Green-backed but independent presidential candidate Alexander Van der Bellen, who resulted as winner after almost one year of campaigning, this contribution reconstructs key aspects of digital storytelling on Instagram. By identifying relevant image types central to the self-representation of the candidate, this article shows how a politician makes use of a digital platform in order to project and manage desired images. The salience of image types allows for the reconstruction of underlying visual strategies: (1) the highlighting of the candidate’s biography (<em>biographical strategy</em>), (2) the presentation of his campaign team (<em>team strategy</em>), and (3) the presentation of the candidate as a legitimate office holder (<em>incumbent strategy</em>). The article thus sheds light on visual aspects of digital storytelling as relevant factor of political communication.

We investigate how this new data source might be used for the purpose of official statistics production. This study specifically looks at the question of determining household composition from electricity smart meter data using both Neural Networks (a supervised machine learning approach) and Elastic Net Logistic regression. An overview of both classification techniques is given. Results for both approaches are presented with analysis. We find that the smart meter data alone is limited in its capability to distinguish between household categories but that it does provide some useful insights.

Flood is one of the most well-known phenomena in the Central Vietnam where Da Nang city is located. As the most area in the central coastal part, this city frequently suffers to flood without any prevented structure like sea dike or river levee. The only thing that can help to the response for flood is emergency plans. Therefore, flooding still causes great damages to the economic development and social stability in this region. For ensuring the sustainable development of Da Nang city under the impacts of climate change and sea level rising, it requests a change in direction of the solution, from the flood control to the adaptation and living with floods through spatial planning to make a good condition for optimal drainage corridors. This paper suggests a design flood drainage corridors for Da Nang city that was developed by combining of mathematical model, GIS, hydro-meteorological documents of Vu Gia - Thu Bon basin from 2009 to present. These proposal solutions include (i) widening of the riverbed and providing a river corridor protection along both river banks; (ii) creating of drainage channels for the land between the rivers and (iii) creating of space for floodwater in an appropriate time. The result was so good and it helps to reduce the flood in Da Nang from 5% to 10%. The impact of the COVID-19 epidemic on digitization of office work in public administration”, and its main objective was to determine the role and importance of the use of EDM system during the COVID-19 outbreak in local and central government administration units in the field. SummaryObjective - To describe the cooperation in mental health that, since ten years, the Institute for Pharmacological Research ≪Mario Negri≫, Milan, is carrying out in Latin America. The project has developed along three main lines: the training of the mental health services personnel, the promotion of an epidemiological approach to the mental health care, and the assistance to the local health authorities in the field of mental health policy. Results - The most relevant goals of the project have been the Caracas Conference on the Latin American psychiatric hospitals and the constitution of an European Consortium for the technical cooperation with Latin America in mental health. Most of the activities have been done in cooperation with WHO regional office (Organización Panamericana de la Salud). Furthemore the paper outlines the main results of two epidemiologic studies carried out in Central America. Conclusions - The psychiatric hospitals phasing out, the setting up of mental health community-based services and the close cooperation between psychiatric services and primary health care services are the main objectives of a project of cooperation in mental health; training and epidemiological research must be the methodological tools of this type of cooperation.

Abstract:
The article analyzes activities of J. V. Stalin, member of the Politburo of the Central Committee of the RCP (B), while serving as People's Commissar of State Control. The study aims to identify main objectives of the reorganization of the People's Commissariat, which resulted in its gaining supervisory supra-government functions under the decree of the All-Russian Central Executive Committee in April 1918. The decree rather dubiously attempted to shift the blame for governing bodies’ shortcomings to tsarist bureaucrats who cooperated with Soviet authorities and were dubbed ‘technical officers with pre-revolutionary experience.’ The draft of the decree of the All-Russian Central Executive Committee ‘On State Control’ of March 8, 1919 showed the same intention to cover up a dangerous phenomenon — formation of close-knit Soviet bureaucracy which was characterized by incompetence, low standard of culture, irresponsibility, and tendency to feather their own nest. The article reveals cases when crimes of such party and soviet officials could no longer be concealed; control bodies — workers’ and peasants’ inspectorates — formed spontaneously to unmask and punish them, and yet some of their members, under pressure or from self-interest, tended to show understanding for offenders and petitioned for commutation. To admit publicly (i.e. in a decree of the All-Russian Central Executive Committee) to the dangerous phenomenon was impossible, since it rose a legitimate question of advantages of the Bolshevik coup in October 1917. And yet it was likewise impossible to ignore malfeasance in office perpetrated by the new Soviet bureaucracy. Neither reorganized People's Commissariat of State Control, nor its successor, People's Commissariat of Workers’ and Peasants’ Inspection (formed by incorporation of the Central Control Commission of the RCP (B)), could eradicate this so-called ‘bureaucracy.’ The author brings into question the popular thesis that J. V. Stalin was an ‘accidental’ figure to succeed to the Bolsheviks’ leader V. I. Lenin.

Abstract In 2018, 100 years had passed since the Central Statistical Office of Poland (since 2017: Statistics Poland – GUS) was established. This anniversary was considered an opportunity for preparation of a series of cartographic publications, i.e. 16 statistical atlases of Polish voivodships (first order administrative units) and the Statistical atlas of Poland. Publication of such a series of atlases is a new undertaking in the history of Polish statistics – it involved both the employees of the head office of Statistics Poland in Warsaw and the staff of statistical offices in 16 voivodships. Until 2018 Polish public statistics did not have many such publications. The first atlas publication of Central Statistical Office was Republic of Poland – statistical atlas released in 1930. The next Statistical atlas, covering all of Poland, was published only in 1970. Subsequent statistical atlases were published over 30 years later – the atlases of five voivodships, published in 2006−2016, and the Demographic atlas of Poland published in 2017. Atlases for individual voivodships were prepared by the relevant regional statistical offices. The project was managed by the head office of Statistics Poland which prepared the guidelines and provided technical and substantive supervision. Due to different sizes of voivodships, the atlases were prepared in scales from 1:900,000 (Opolskie and Świętokrzyskie Voivodships) to 1:1,500,000 (Mazowieckie and Wielkopolskie Voivodships). A standard page contains a map of a voivodship divided into communes (gminas) or counties (powiats) and a map of Poland at the scale of 1:9,500,000 divided into voivodships. The number of pages of the voivodship atlas is 104 with 165 maps: 76 maps of voivodships, 76 maps of Poland, one administrative map of Poland at the scale of 1:3,800,000 and 12 maps of the European Union or Europe at the scale of 1:21,500,000. The Statistical atlas of Poland was published in early July 2018. It consists of 216 pages, with 281 maps (full-page maps of Poland at the scale of 1:3,800,000, quarter-page maps of Poland at the scale of 1:9,000,000, full-page maps of Europe or the European Union at the scale of 1:21,500,000, and half-page world maps at the scale of 1:200,000,000) and 175 charts/graphs. Maps made by using quantitative cartographic presentation methods predominate in the atlas – choropleth and diagram methods are used most frequently (they are observed on 263 maps). Statistical atlases of voivodships and the Statistical atlas of Poland count 1888 pages in total with 2934 maps, on which the development of the country is presented in relation to regional and local conditions. All atlases are bilingual, Polish-English. Publications printing was co-financed from EU funds within the Operational Programme Technical Assistance 2014–2020. EUROSTAR(EUROpean collaborators on Stent-graft Techniques for abdominal aortic Aneurysm Repair) was established for the purpose of combining and studying data on endovascular abdominal aortic aneurysm (AAA) repair. EUROSTAR is independent of any commercial interest and has as its ultimate goal an independent, scientifically reliable assessment of endovascular AAA grafting. A standardized case record form is used for data collection and transmission, and the database is maintained in a central registry office. A comprehensive set of clinical, imaging, technical, and laboratory data obtained at initial admission and follow-up are recorded; these data are analyzed periodically and reports generated on the collated experience. As a first priority, an observational study without controls was initiated in July 1996 to address the issues of procedural safety, device durability, and long-term effect upon the aneurysms. Several ancillary studies have been initiated, including a “Retrieval and Analysis Study” for the evaluation of explanted devices. While a randomized study does not seem feasible at present, this may be organized at the appropriate time when the devices and techniques become more standardized.

The issue of an ideal environment in buildings and improving psycho factors are increasingly current topic. In areas with high noise level (LAeq) in exterior, it is difficult to achieve the acceptable noise level (LAEX,8h) defined in the Regulation of the Government 115/2006, while maintaining the possibility of opening windows in the office. Double transparent facade (DTF) is one of the alternatives to achieve the effect. This paper presents an initial analysis of acoustic measurements DTF focused on the insulation, conducted at the central building of the Ingsteel company in Tomášikova street in Bratislava. The paper is supported by the project VEGA č.1/0358/13.

All are provided by the firm for the use of staff and partners. A sign of clear commitment to green and humanist causes, credentials which are surely needed by modern architects of large housing schemes. Luckily for the Brooklands Avenue project for 378 dwellings in Cambridge, the architects are supported in this commitment by their client, Countryside Properties. Also luckily, the site contains many magnificent trees. These are mostly around the perimeter, but there is one line forming a strong central spine running north-south. Better still, the west boundary is flanked by Hobson's Brook and a strip of common land.

Seeing that the number of exposure to COVID 19 has increased significantly, the Central Government issued a circular to limit and stop activities that touch the crowds, including teaching and learning activities, whether carried out in the classroom or in the field, this rule can affect students who are preparing their final project reports. The purpose of this community service activity is so that students can find out about the provision of maternal services in the era of COVID-19 and can complete their final project reports. Methods: providing health education online through zoom meetings. Results: The results showed a 100% assement student has been informed of maternal care in the era of Covid-19. Introduction:Indonesia’s road traffic fatality rate stands at 15.3 per 100,000 people, compared to 17 in the Southeast Asia region. Traffic fatalities are predicted to increase by 50%, becoming the third leading contributor to the global burden of disease by 2020. Indonesian police reported that 575 people died and 2,742 road accidents occurred during Eid-al-Fitr 2015. The problem is increasing rapidly in Indonesia, particularly during Ramadan. Policy makers need to recognize this growing problem as a public health crisis to prevent mass casualty incidents.Aim:To assess the health system preparedness with regard to road traffic accidents during 2017 Eid-al-Fitr homecoming in West Java, Central Java, East Java, and Lampung.Methods:The project started with an interview and observation followed by stakeholder analysis to assess the level of preparedness. This qualitative and quantitative research was conducted one month prior to Eid-al-Fitr homecoming 2017. The instruments were evaluated for policy, organization, communication, procedure, contingency plan, logistics, facility and human resources, financing, monitoring, evaluation, coordination, and socialization.Results:The levels of preparedness were moderate (B) for West Java, East Java, and Lampung, but high (A) for Central Java. Levels of preparedness based on district health office indicators were high for coordination, but low for a contingency plan. Levels of preparedness based on hospitals and primary health care were high for logistics and human resources, but low for a contingency plan and financing.Discussion:The findings indicated a moderate level (B) of health sector preparedness. Benchmark information from this research will provide information for further training in contingency planning, particularly for the district health office.

Abstract The ongoing climate change over Central and Southeast Europe has a great potential to affect significantly the public energy demands and in particular the energy consumption in the residential heating and cooling sector. The linkage of the ambient daily extreme and mean temperatures and the energy needs for condition or heat buildings can be quantified as numerical indicators as the heating and cooling degree-days. In the present study, these indicators are calculated according the UK Met Office methodology from the daily mean and extreme temperatures, which, in turn, are computed from the output of the MESCAN-SURFEX system in the frame the FP7 UERRA project. The study, which is performed in a very high resolution, is dedicated on the analysis of the spatial patterns as well as assessment of the magnitude and statistical significance of the temporal evolution of the heating and cooling degree-days. It reveals general tendencies which are coherent with the regional climate warming, but with high spatial heterogeneities. The study confirms the essential impact of the ongoing climate change on the heating, ventilating and air-conditioning industry over Central and Southeast Europe.

: The aim of this paper is to give an overview of the current state of technology transfer in Poland by examining various stages of the process and indicators associated with different actors involved. In order to examine the role of technology in polish enterprises, it takes into account different forms of intellectual property, both created and acquired in Poland. Data taken into consideration include domestic and external sources, focused on the years 2013 - 2017. The main sources of the statistics are the Polish Patent Office and the Central Statistics Office. : Phenomena observed in the data are supported and elaborated by domestic research articles concerned with technology transfer and open innovation. The most striking feature of such juxtaposition is the fact, that some of the indicators presented in the article are surprisingly low, considering overall economic situation. : All of the above represents the context of the Open Innovation Network project, which is also presented in the paper. Interpretation of the presented results is included in the discussion section. Some of the indicators confirm the status of polish economy as moderately innovative, however trends in performance of a small group of technical universities show a promising development in the field of technology transfer.
