Abstract:
[full article and abstract in English] Vowel duration, though not belonging to the three main factors in the decription of vowels, plays an important role in the English language. Alongside qualitative differences, it helps to distinguish between the meaning of such words as ‘ship’ and ‘sheep’. Vowel duration has been recognised to be a complex phenomenon, which depends on a combination of factors: internal and external (Delattre 1962). The present pilot study focuses on one of the factors belonging to the latter group, i.e. the influence of the postvocalic voicing on vowel duration in minimal pairs of one sylable CVC (consonant-vowel-consonant) words, a phenomenon reffered to as ‘pre-fortis clipping’ (Wells 1990), ‘voicing effect’ (Yoneyama and Kitahara 2014), ‘consonantal voicing effect’ (Beller-Marino 2014), ‘vowel-length effect’ (Ko 2007), ‘shortening’ (Cruttenden 2014), ‘post-vocalic consonant voicing effect’ (Taubeber and Evanini 2009), etc. The scope of this research was limited to four checked unrounded English monophthongs: the front-central, close-mid /ɪ/, the front, mid /e/, the front, open /æ/, and the central, open-mid /ʌ/. The durational differences were analysed from a perceptive and productive perspectives. The obtained results indicated that the Lithuanian learners showed an effect of voicing on vowel-duration, manifested in a number of languages: the mean duration of the examined vowels was shorter before a fortis than before a lenis coda. The analysis of individual students’ production data proved the importance of the individual variable.

Ces écrits peuvent être analysés à différents niveaux linguistiques, mais le lexique et ses représentations graphiques constituent une caractéristique centrale et emblématique. Nous proposons une description de différents dictionnaires et répertoires SMS en les comparant et en mettant au jour à la fois les enjeux de ce type de dictionnaires, les problèmes liés à leur réalisation, ainsi que les approches descriptive et lexicographique choisies pour chaque dictionnaire. En effet, à qui s’adressent ces dictionnaires ? Sur quels corpus reposent-ils ? Quelles sont les méthodes de classement qui ont été retenues ? Ces dictionnaires sont-ils exhaustifs ? Abstract:
The article provides an overview of the development of case law in the field of police law over the last six years. Against the background of selected aspects such as the differentiation of the central dogmatic figure of the concept of danger and, above all, the information based interventions of the police which have been shifted further and further towards an approach of precaution, the article analyses some important decisions of the Federal Constitutional Court and critically examines some aspects of the development as well as some important clarifications. However, it cannot be overlooked that case law continues to give the legislator very detailed specifications within the framework of the principle of proportionality, which can easily end up in a petrifaction of the circumstances, especially against the background of possible technical developments and possibly increasing needs for prevention. A considered look at the advantages and disadvantages of the future use of new digital investigation tools could open up new possibilities for the legislature beyond the existing solutions.

Abstract:
Linguistic studies of collective consciousness are practically nonexistent though insightful ideas are found in works of many linguists (Chomsky 1985, Fowler 1996). The central tenet of this paper is that archetypes (mental representations of concepts in collective consciousness) are built around socially significant experiences of people and comprise meanings which incarnate collective sentiments and ideologies. The number and composition of such meanings can change and vary due to an interplay of environmental factors – social, political, economic, cultural, etc. – and can be drawn from discourses which perform an ideational function concerned with the representation of world views in a language. Two propositions are preconditional for the present research: first, the acknowledgement of the force of authorial intent (intentionality) in discourse and, second, the assumption that over a long history, language has learnt to suit the needs of the society it functions in (mainly the needs of dominant social groups) by legitimatizing some meanings (conventional meanings) and rejecting others. The concept chosen for the analysis is monetary DEBT. Debt plays an important role both in the economic life of a country and in private lives of individuals. The attitude to debt has been changing throughout the history, and we hypothesize that economic discourses have had a major impact on collective perception of the concept in question.

Abstract The regime concerning administrative contract law under sec. 54 et seq. of the Administrative Procedure Code (VwVfG) appears to be in need of reform. Amendment of the code remains on the political agenda, though other projects such as Europeanisation, democratisation and digitisation currently seem to enjoy precedence. In recent times, progressive development of administrative contract law has shifted to specific legal areas, in particular to construction and planning law, environmental law, elements of public commercial law, tax law and social legislation. How administrative law may be distinguished as a specific discipline is a question of principle, effectively representing a new chapter in the dispute concerning methods that occurred in the 19th century, a question, moreover, that extends far beyond the law concerning administrative contracts. In order to reform the current legal provisions covering administrative contracts in the Administrative Procedure Code, a three-part analysis is proposed: First of all, the specific interests of both the public authority and the citizen must be taken into consideration. Subsequently, the current legal regulation of administrative contracts must be analysed in terms of both its fundamental ideas, as well as its central provisions. Finally, it is necessary to determine whether the teleology of the public law contract can be applied to this area, or whether specific, factual connections or constellations of interests must be taken into account, entailing that the use of a model based on general standards seems inappropriate. The result of the foregoing is that a critical analysis of the evolution of administrative contract law is proposed.

Abstract:
The narrative of the martyrdom of a mother and seven brothers has had an enormous impact on the history of both Church and Synagogue. The cult of the Maccabean martyrs began to develop very early, so that in the fourth century at the latest, they were celebrated among the Christians. The story about them is to be found in the seventh chapter of the Second Book of Maccabees. Its canonical status has become the subject of debate in the last few centuries, both among the Orthodox and other Christians. The Synagogue rejected this book in its entirety, although it contains the oldest recorded testimony about the celebration of Hanukkah, one of the most important Jewish holidays today. However, the story of the mother and brothers remained preserved in Talmud in a certain form. Apart from the story of martyrdom, the seventh chapter hides one of the oldest, and certainly one of the most vivid descriptions of the early faith in the resurrection from the dead. In addition, the seventh chapter reveals the oldest explicitly expressed faith in God, who is the absolute Creator and who creates the world out of nothing. This idea will later become one of the central motives of Christian and Jewish cosmology.

Les luttes urbaines ont effectivement participé au « changement social », mais dans le cadre structurel des rapports de production capitalistes. Les luttes urbaines ont à la fois incité et aidé la bourgeoisie à renouveler les formes de son hégémonie en érigeant le « local » en point d’appui privilégié d’un processus de social-démocratisation qui n’avait pu se réaliser au niveau central. Pour pouvoir renouveler les formes de son hégémonie en érigeant le « local » en point d’appui privilégié d’un processus de social-démocratisation qui n’avait pu se réaliser au niveau central. Pour pouvoir gouverner « à droite », la classe dirigeante a dû laisser une autre classe administrer le pays « à gauche » : la nouvelle petite-bourgeoisie intellectuelle et technicienne. Les nouvelles couches moyennes conquièrent le « pouvoir local » en investissant les branches « décentralisées » de l’appareil d’État pour établir leur hégémonie sur les classes populaires dans des zones bien délimitées. C’est pourquoi le rôle des instances locales est devenu si essentiel. À travers la question du « pouvoir local », on assiste à la mise en place d’un nouveau mode de gestion étatique de la société civile.

This research investigated intransitive verb markers in Balinese. The objectives of the research were: 1) to identify various markers of intransitive verb construction, and 2) to identify the syntactic behaviours of the markers in marking the intransitive verb. The research was conducted in three stages: data collection, data analysis, and data display. The data were collected by applying interview method. The data were obtained from Balinese speakers, Balinese literature, as well as the researcher as a native speaker of Balinese. The data were analyzed by using the distributional method. The display of the results were done formally and informally. The results show that there are four intransitive verb markers consist of ma-, N- (ny-, ng-, and m-), ma-an, and ma-in markers. The occurrence of intransitive verb markers as in ma- and N- are located on the left of the verb while marker ma-an and ma-in are located on the left and right of the verb. The four markers categorize as bound morpheme and placed as a central marker. The marking direction of the entire markers is considered as markers of a central element that mark the verb itself in order to form intransitive verb construction.

The idea of an international monetary System comprised of a number of countries (monetary zones) linked together by an exchange rate mechanism controlled by the I.M.F. - the system's center - is the basis of the vast majority of the analyses and reform schemes respecting the System. This idea does not correspond to international economic and monetary reality which is organized around one or several international currencies (or key currencies) with regard to which the Central Bank(s) exercise(s) the de facto role of the System's monetary authority. This fact raises two theoretical questions : How is a Central Bank led to exercise such a role ? How, in fact, does the System function ? It is significant that the textbooks rarely treat the first question other than from an historical perspective. It would nevertheless appear that the explanation for the development of Euromarkefs employs a number of analytical tools that allow for a theoretical framework for the evolution of the I.M.S. based on the idea of competition among financial institutions and banks. On the one hand, this theory anticipates the long-term integration process of markets characterized by the erosion of regional markets and the growth of a new dominant market and therefore by the coexistence of regional authorities and a central authority sharing monetary power. On the other, it advocates the mix of unification and macroeconomic management policies that these authorities must adhere to in order to optimize the process. In the second part of the text the operation of a monetary zone such as the dollar standard of the last thirty years is examined. The organization of that zone provides an example of the distribution of monetary power as between the Federal Reserve System and the central banks of other countries. Abstract:
Abstract We compared variation in phalangeal and carpal morphology of the Central Asian Testudo horsfieldii, a burrow-digging tortoise species, with its sister taxon T. hermanni, a Mediterranean species without extensive digging behaviour. Thirty-two Testudo horsfieldii kazachstanica shared the same phalangeal formula (0-2-2-1-1). The distal carpal 1 and metacarpal I as well as the pisiform were consistently lacking, sometimes also the medial centrale. Phalangeal morphology was more variable in Testudo hermanni hermanni. In 29 specimens four phalangeal formulae were found that differed with respect to the reduction of digit 1 (1-2-2-2-1, M-2-2-2-1, D-2-2-2-1, 0-2-2-2-1). The pisiform develops late in ontogeny and is lacking in very most juveniles and subadults. In contrast to T. h. kazachstanica, the medial centrale is always present. In both T. h. kazachstanica and T. h. hermanni carpalia increasingly fuse with age and size. The underlying morphological patterns differ however. The extreme character state in aged T. h. kazachstanica is one large solid bone element, formed by the fused intermedium, ulnare and both centralia. Aged T. h. hermanni have, in contrast, two separate larger carpal elements, one formed by the fused lateral and medial centralia and the other by the fused distal carpalia 1 and 2; the intermedium and ulnare never fuse with one another or with other carpalia. While a partial or complete loss of digit 1 seems to be characteristic for all Testudo species, we propose that the extensive fusion of carpal elements in T. horsfieldii is correlated with its natural history because a rigid manus could be advantageous for burrow-digging. Also the reduction of digit 4 (one phalanx present), a rare character among testudinids and not occurring in other Testudo species, could be linked with its mode of life.
