Abstract:
The article discusses the transition to a new stage of civilization, the knowledge society. In the modern world, knowledge is one of the major socio-economic resources for both the individual and the state. Accordingly, the educational strategy of any higher educational institution should be refocused to ensure smooth transition from the traditional model to innovative in order to prepare the modern student for a life in the society where innovation and intellectual resources play the major role. The modern library can act as a control centre of knowledge, integrate with the world information resources and mediate for the user in global information space using the tools and mechanisms of the electronic library. In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University.The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

Legal libraries, by their very nature, have highly specialised requirements when it comes to library automation. A traditional library management system, which will simply catalogue books and provide the means to issue them to borrowers for a defined period, will not provide the flexibility required by a modern legal information centre. Serials management, direct links to web resources and the selective dissemination of information are of far more importance to a legal library than whether a loan is overdue. Access to information is crucial – the library catalogue needs to be available to researchers wherever they are, whether sitting at their desks or accessing the data via the internet.

The authors substantiate new approaches toward library-based information support of innovations and sci-tech development. They analyze the experience of the British Library and the BL’s Business and Intellectual Property Centre in London. The possibility to adapt this experience for Russia’s regional information infrastructure is examined. The recent regional library studies provide for knowledge and innovations management. The authors introduce the project of networked cooperation between the Federal Industrial Property Institute (FIPI) and Russian regional universal scientific libraries. The challenge is to energize regional libraries and to implement the «learning region» concept. The access to ready-to-use analytical products provided via the libraries and created by FIPI as the core center for intellectual property information infrastructure, enables regional scientists, researchers and businessmen to use instruments of information support of industries and business, in particular those intended to assess the viability of innovations. This provide for building open regional information space and procedures to enforce the rights to the results of intellectual activity and means of identification in Russia and internationally.

Research purposes is identify, analyze and describe the influence of libraries on the Student Center Learning based learning system at Hasanuddin University. This research is quantitative. The research samples students and lecturers of Hasanuddin University who took advantage of all library services. Respondents were determined using the accidental sampling method, namely whoever comes to use the library when the researcher is doing research and 50 samples from various study programs. Data collection by distributing questionnaires and documentation. Data analysis using the spss program. The research results show that the UPT Hasanuddin University Library at collections, information technology and services are very important, because they support the implementation of learning activities, especially the application of learning methods based on the student center learning system. The library is a center for information sources and science has a function as a teaching facility or facility in meeting the needs of lecturers and students for information. However, the components of collections and information technology based on the research results have no effect. Library collections in universities are very important and must be considered. Good collection is a collection that is complete, adequate, relevant, and updated.Information technology is important, because information technology is a medium for library management activities and automatic dissemination of information. The use of technology can increase the effectiveness and efficiency of library management activities and further provide convenience and efficiency for users to find information sources.

The main goal of the study is to explore the shortcoming in existing knowledge management practices of some selected academic and special libraries and information centres in Bangladesh in terms of knowledge management activities, human resource management, knowledge innovation-based activities and use of ICT as a tool for knowledge management. Data were collected through review of existing literature on knowledge management, and a structured questionnaire designed for a total of 16 libraries including five public university libraries, four private university libraries, six special libraries and one information centre. This study depicts that a good number of the respondents (25%) never tried to promote knowledge exchange and sharing programmes among staff and users. Half of the total respondents (50%) were not interested in encouraging staff members in the talent competition in all categories. About 38% of the respondents never developed knowledge resources for increasing knowledge level and ability among staff and users. The essence of the study is that knowledge management practice in the libraries of Bangladesh has just been started. Finally, the study provides some suggestions for the development of knowledge management practices in the context of libraries and information centres in Bangladesh.

Publications devoted to the organizational structure of library and information services are analysed. It is shown how the organizational structure of services has historically changed; in what periods, in addition to the Reading room, there appeared Lending department, Extension library service, Reference and bibliographic division, Mass work department, Media library, Center for legal and social information, Remote library service, etc. There are proved the reasons caused the emergence of new structural divisions: changes in society and culture, growth of the number of users, increase in demand for separate types of documents, etc. There are presented characteristic features of structuring within library and information services: the category of users, the form of service provided and terms of receiving the service, the area or subject of documents, the type of documents, the language of the document text, the function performed by the employee. The analysis of structure of library and information services of 55 regional libraries of the Russian Federation is presented. There are compared the structures of these libraries in 1980 and now. It is shown that changes in the structure of library and information services are associated with the use of modern information and communication technologies, certain steps in humanization of society in relation to people with disabilities and other socially vulnerable groups of the population, with the aim to preserve the tradition of reading, regional culture, culture of small peoples, as well as the need to attract a significant number of people to the library as an information and cultural centre, and to make it attractive for the young people.

Records maintenance is a critical aspect of records management, which guarantees the availability of records now and into the future. Unfortunately, a plethora of challenges face both creating departments and the secondary depository facility, a situation which threatens the records lifecycle. This work looks at records maintenance challenges faced by government ministries and the Gweru Records Centre in the Midlands Province of Zimbabwe. Using questionnaires and document reviews, data were collected from records and information management officers in 25 government ministries in the province as well as from staff of Gweru Records Centre. Due to lack of records management knowledge and financial challenges, many government ministries are not transferring semi-current records when transfer is due. At the same time, Gweru Records Centre is unable to accession large volumes of records from creating departments due to space, logistical and operational challenges. However, a number of activities are being carried out by the Centre to redress the situation. The study recommends provision of financial resources for records management and staff development programmes to inculcate behavioural change among records staff and management in government ministries, as well as the establishment of a large purpose-built records centre in the Midlands Province.

PurposeSchool library is regarded as the heart and soul of the school. It acts as learning resource centre and support the school curriculum in all possible manners. The main aim of this paper is to document the factors associated with library management in selected school libraries in Varanasi, India.Design/methodology/approachSurvey method is used to conduct this research in which close-ended questions were provided to the school librarians. Simple random sampling was used to collect samples from secondary schools of Varanasi.FindingsIt was found that 34% school libraries affiliated to Central Board of Secondary Education are managed properly and they are termed as first class library. Rest of the schools are not managed as per rules and regulations of school librarianship. Some librarians themselves are not properly aware of the significance of the library and hence the management is suffered accordingly.Practical implicationsThis research will help in exploring the existing status of library management in school libraries. The work is designed specifically for school libraries. Simple ranking system for school libraries will be helpful to make an exhaustive school ranking based on library management.Originality/valueThis research will bring on record the ground reality of school librarianship in India and the way they are managed. Simple ranking system for school library is given in this paper that will help to find out which school library is functioning properly or not.

Library management ideally use an automation system to provide optimal services. However, the library management in The Religious Education and Training Center of Aceh (BDK Aceh) has been done manually, which impacted on less effective and efficient performance. Therefore, it is important to optimize the library management at BDK Aceh. This study focused on describing the stages in optimizing the collection management of the BDK Aceh library through Senayan Library Management System (SLiMS) application. Sources of data in this study were the Head of BDK Aceh, librarian, staffs, and trainers of BDK Aceh. This study showed seven stages of SLiMS utilization; (1) coordinating and consulting, (2) downloading and installing SLiMS into the library computer, (3) uploading the bibliographic data of library collections on the SLiMS application, (4) uploading the cover of library collections, (5) setting the SLiMS online to the internet, (6) socializing the automation system, (7) evaluating the automation system. This library management using SLiMS at BDK Aceh has resulted in five outputs, namely: (1) bibliographic databases in digital form, (2) video tutorials on the use of automation systems, (3) an online library with the website librarybdkaceh.com, (4) online circulation services, and (5) automatic library membership cards. The use of the SLIMs escalates performance in library collections managements, thus resulted in better service quality which suits the regulations of the industrial revolution. Users can easily browse information about library collection and access the BDK Aceh library anywhere and anytime through the website. <span>Traditional, larger libraries can rely on their physical collection, coffee shops, and study rooms as ways to entice patrons into their library. Yet virtual libraries merely have their online presence to attract students to resources. This can only be achieved by providing a fully functional site that is well designed and organized, allowing patrons to navigate and locate information easily. One such technology significantly improving the overall usefulness of Web sites is a content management system (CMS). Although the CMS is not a novel technology per se, it is a technology smaller libraries cannot afford to ignore. In the fall of 2004, the Northcentral University Electronic Learning Resources Center (ELRC), a small, virtual library, moved from a static to a database-driven Web site. This article explains the importance of a CMS for the virtual or smaller library and describes the methodology used by ELRC to complete the project.</span>

The use of computers in libraries in Pakistan is expected to increase as the government realizes the possibilities of new information technology. Outlines the basic elements of the computerization of library operations and discusses the problems of using and developing library software in Pakistan. Libraries have automated individually without exchanging experience; most libraries cannot afford library automation, and librarians are not trained in library automation. Although foreign software is not suitable for Pakistan's libraries, some foreign software is being used, including: dBase III+ and IV; Foxpro; INMAGIC; Mini-micro CDS/ISIS; MINISIS; and Sci-Mate. Attempts have been made to develop library applications software in Pakistan. The most successful has been the Library Automation and Management Program (LAMP), developed by the Netherlands Library Development Project-Pakistan using CDS/ISIS. Recommends that a National Centre for Library Software Development be established and a MARC format for Pakistan should be developed. Library software should be developed to deal with materials in local languages.

Abstract:
Information and knowledge management have become very crucial to the growth and development of countries around the world, including African countries. This is also true about the importance of information science education. This truth has already been accepted in Africa, including Nigeria, where the joint effort of the International Development Research Centre (IDRC) and United Nations Educational, Scientific and Cultural Organisation (UNESCO) led to the establishment of the Africa Regional Center for Information Science (ARCIS) in 1990. The primary objective set for ARCIS was for it, as a regional Center, to internationalize its processes, functions and curriculum. This paper, relying on both primary and secondary data, examines the issue of internationalization of information science education in Nigeria with practical examples reported from experiences at ARCIS. It highlights current achievements ARCIS has recorded in its internationalization efforts, challenges it faces due to the political experiences in Nigeria and competing needs of units and departments at the University of Ibadan, as well as the prospects of ARCIS internationalization efforts. In the end, it is concluded that the internationalization future for ARCIS is bright.

Objective – To outline the collaborative development of an online course addressing academic integrity by a university’s library system and writing centre. Design – Case study. Setting – A public research university in the Midwestern United States. Subjects – 1650 students who completed the online module. Methods – Oakland University (OU) Libraries and the Writing Centre began to collaborate on the development of a new online course on academic integrity in 2011. It was felt that an existing online library tutorial on plagiarism no longer met the needs of students and faculty. The development of the course was informed by the Association of College and Research Libraries’ Information Literacy Competency Standards for Higher Education (2000) as well as a research study investigating students’ use of sources in their scholarly writing across several institutions. Moodle, the institution’s learning management system (LMS), was used to develop the learning object. Main Results – OU Libraries and the Writing Centre launched the six-part online course entitled “Using and Citing Sources” in January 2012. They developed modules around learning outcomes in five broad categories: defining academic integrity and plagiarism; the use of sources in academic writing; paraphrasing; quoting; and citation. The final module provided students with an opportunity to practise lessons learned in the first five modules. The use of the LMS to design and host the course limited the tutorial to registered students, but provided developers with access to additional course functionality without labour-intensive coding. It also allowed Writing Centre staff to access students’ performance data on the modules prior to their appointments. Improvements over the previous online tutorial included expanded content on academic ethics and referencing, more active learning elements, video content, and the opportunity for students to choose discipline-specific examples. In the first four months of its availability, 1650 students completed the course, with 3330 attempts overall. Conclusion – The diverse perspectives and expertise that individuals from OU Libraries and the Writing Center brought to their collaboration greatly informed the development of the course. The time and effort saved by using the university’s existing LMS to develop interactive content and the focus on providing students with opportunities for active learning within the course contributed to the project’s success.

Telstra – until recently Australia's only telecommunications carrier – is internationally recognized within the industry for providing a world-class telecommunications service to a highly dispersed and isolated population under challenging environmental conditions. In 1990, the Australian Government announced that it would end Telstra's monopoly and move towards a deregulated telecommunications industry. The first step was a competitive duopoly and, in 1991–1992, a private carrier – Optus Communications – became Telstra's first competitor in the Australian market-place. On 1 July 1997 the industry was fully deregulated. Over this period, Telstra has undergone enormous changes – none of which is more dramatic than the shift from an engineering-driven organization, to one with a marketing focus. The shift in emphasis from engineering to marketing is clearly reflected by the establishment of Telstra's National Telemarketing Centre (NTC). Though originally created in response to deregulation and the threat of its first competitor, the NTC has grown to become a major national marketing channel for Telstra, as well as providing national customer and product support services. This case examines the function of the NTC within Telstra, the role of technology at the NTC and the way call centres affect organizational flexibility and change the relationship between Telstra and its customers.

Data is the new buzzword in academic libraries, as policy increasingly mandates that data must be open and accessible, funders require formal data management plans, and institutions are implementing guidelines around best practice. Given concerns about the current data management practices of researchers, this paper reports on the initial findings from a project being undertaken at Griffith University to apply a conceptual (A-COM-B) framework to understanding researchers’ behaviour. The objective of the project is to encourage the use of institutionally endorsed solutions for research data management. Based on interviews conducted by a team of librarians in a small, social science research centre, preliminary results indicate that attitude is the key element which will need to be addressed in designing intervention strategies to modify behaviour. The paper concludes with a discussion of the next stages in the project, which involve further data collection and analysis, the implementation of targeted strategies, and a follow-up activity to assess the extent of modifications to current undesirable practices.

Purpose – Research data management (RDM) comprises all processes, which ensure that research data are well-organized, documented, stored, backed up, accessible, and reusable. RDM systems form the technical framework. The purpose of this paper is to present the design and implementation of a RDM system for an interdisciplinary, collaborative, long-term research project with focus on Soil-Vegetation-Atmosphere data. Design/methodology/approach – The presented RDM system is based on a three-tier (client-server) architecture. This includes a file-based data storage, a database-based metadata storage, and a self-designed user-friendly web-interface. The system is designed in cooperation with the local computing centre, where it is also hosted. A self-designed interoperable, project-specific metadata schema ensures the accurate documentation of all data. Findings – A RDM system has to be designed and implemented according to requirements of the project participants. General challenges and problems of RDM should be considered. Thus, a close cooperation with the scientists obtains the acceptance and usage of the system. Originality/value – This paper provides evidence that the implementation of a RDM system in the provided and maintained infrastructure of a computing centre offers many advantages. Consequently, the designed system is independent of the project funding. In addition, access and re-use of all involved project data is ensured. A transferability of the presented approach to another interdisciplinary research project was already successful. Furthermore, the designed metadata schema can be expanded according to changing project requirements.

The phase space reconstruction technology is used to reconstruct the feature of library and information. The feature quantity of semantic concept set of library information is extracted, and the classification storage and information retrieval of library information is carried out by fuzzy clustering method. The adaptive training method is used for feature fusion, and big data fusion of library and information is realized in high dimensional feature space. The data processing center is set up under the Linux kernel environment, the application program of the university library information management system is developed under the Linux kernel, and the VXI bus technology is used to transmit and schedule the university library information management information and data. Realize the software development and design of the school library information management system. The test results show that the design of university library information management system with this method has good information storage and scheduling ability, and it improves the performance of library information retrieval. In the information recall rate and recall rate and other indicators performance has an advantage.

The growing power of computer-telephony integration (CTI) systems is encouraging many companies to create call centres. These deal with a growing range of business processes and, in doing so, can be used to challenge established organizational arrangements. The range of human and management issues that need to be dealt with has yet to become clear. Some insights into these are offered from a study of one call centre over 2 years, from shortly before its physical introduction to the present day. These empirical observations are set within the wider literature on organizational change and information technology (IT), particularly the processual and integrationist perspectives. The paper uses the evidence of the case to elaborate the integrationist model so that it reflects the areas of human action more fully. It concludes by outlining the implications of this perspective for managers seeking to build effective call centres or other forms of interorganizational IT system.
