Full textWe were requested to study this subject in order to contribute to the research concerning a new conception of the didactics of arabic taught as a foreign language. Therefore, at the beginning, we analyzed the concrete data upon which the teaching of arabic language to non-arabic speaking people has to be based. We have considered the level of language that would be more appropriate to be taught, after having enquired about the motivation. We had to take three aspects into consideration : classical, modern and dialectal arabic. In the light of modern linguistics and after taking into account the traditional arabic didactics, we were able to discern the essential didactic needs of the student of arabic. We then defined the didactic contents : grammatical, lexical and cultural. This led us to the examination of the method and the techniques of teaching. This examination has allowed a methodological evaluation of the extent of acquisition and a study of the internal problems of the arabic language. We showed that this language according to its semitic structure, presents a linguistic model which is different from the indo-european languages. The difficulties of the arabic language come from, firstly, its phonetical system ; secondly, its written form, its morphological mechanisms ; thirdly, from its syntactic mechanisms and finally, its lexical fund

Full textThis thesis suggests a comprehensive study on the build-operate-transfer contracts (BOT). They are analysed in their financial, legal and contractual aspects.Investment in public infrastructure such as transport, water, energy is not only a tool for economic development, but also contributes to the improvement of human life’s conditions. However, to achieve these major projects, funding is a major concern of policy makers. In particular, Cambodia is among the States with low income. Financial constraints are such that the State resorts increasingly to the private sector, including through BOT contracts. By this technique, the State can target their specific needs, while avoiding the budget deficit. In return, the private sector has a right to operate the infrastructure in question for a period generally long during which it recovers its investments.Based on a combination of public and private interests, the implementation of BOT contracts requires a proper legal framework, without which public interests might be threatened, and that could be a deterrent for the decision of investors, especially foreigners

Full textNine-eleven attacks in the United States are a "limiting" event, unfinished in reality, in time, the are synonymous of rupture and brutal change. The mediatization in urgency, generated by the unexpected character of the drama, influences the devices and the processes of social circulation of knowledge on the event. The informational uses are here in the center of knowledge relating to the event, the give him an interpretative framwork. We chose to analyze the tramsmission of information relating to the attacks in a semiopragmatic way. The construction od media speech on the event, more particularly on television and the french press (nearly 2000 analyzed documents), is in the middle of our concerns. By the installation of a simultaneous speech, the media play the part of creative filters of stereotypes and mental representations and thus contribute to the construction of representations of reality. Our analyses enable us to account for the communication activities in an urgently informational situation. Indeed, in front of the suddenness of the facts, the diffusion of information is innovative, the research of the scoop and the entry of the media in a competition logic leads to a redefinition of information in times of crisis. The mediatization, strongly anchored in this communication of crisis, is a mode of collective regulation. It builds a collective memory and common facts lived to international, and allows to insert the event in a "historical present"
