ABSTRAKEra covid-19 menjadikan situasi dan kondisi siswa yang tidak memungkinkan belajar di kelas secara tatap muka. Video tutorial dipilih sebagai media pembelajaran secara daring karena video dapat diaplikasikan pada mata pelajaran praktek. Kemampuan video yang dapat memberikan gambaran dan suara dengan dikombinasikan metode demontrasi sehingga dapat memfasilitasi anak didik dan dapat memberikan pengaruh yang positif terhadap tingkat pemahaman terhadap materi membentuk sanggul cepol. Penelitian ini bertujuan untuk mengetahui kelayakan video tutorial sanggul cepol sebagai media pembelajaran daring di era covid-19. Metode penelitian yang digunakan ialah Research and Development. Penelitian ini menghasilkan produk berupa video yang memuat materi sanggul cepol. Teknik pengumpulan data menggunakan metode observasi melalui ­google form oleh tim ahli sebanyak 3 orang. Analisis data menggunakan teknik analisis deskriptif kuantitatif yaitu rata-rata. Hasil penelitian menunjukkan bahwa 1) Aspek pembelajaran diperoleh nilai rata-rata sebesar 4,47,2) Aspek media diperoleh nilai rata-rata sebesar 4,13, 3) Kelayakan media diperoleh nilai rata-rata sebesar 4,27. Video tutorial sanggul cepol layak digunakan pada anak didik kelas XI jurusan tata kecantikan kulit dan rambut sebagai media pembelajaran di era pandemic covid-19. Kata Kunci: Cepol, Daring, Video Tutorial. ABSTRACTThe Covid-19 era made the situations and conditions for students is impossible to study face-to-face in the class. Video tutorials are chosen as online learning media because videos can be applied to practical subjects. Video capabilities that provide images and sounds combined with a demonstration methods can facilitate students also have a positive influence on the level of understanding of the shaping a sanggul cepol material. This study aims to determine the feasibility of the shape a sanggul cepol tutorial video as an online learning medium in the Covid-19 era. The research method used Research and Development. This research produce a video which contains the material of shaping the sanggul cepol. The data collection technique used the observation method via Google form by a team of 3 experts. Data analys is used quantitative descriptive analysis technique which namely the average. The results showed that 1) the learning aspect obtained an average value of 4.47, 2) the media aspect obtained an average value of 4.13, 3) the feasibility of the media obtained an average value of 4, 27. The shaping a sanggul cepols video tutorial is suitable to use for XI grade students skin and hair beauty majoras a learning medium in the era of the Covid-19 pandemic. Abstract:
This article aims to present the evolution and further perspectives of the external action by the European Union Agency for Law Enforcement Training (CEPOL). By analysing the legal background in light of the subsequent mandates of the Agency and against various policy documents, the authors demonstrate the impressive evolution of the past 20 years, both in terms of volume and quality, that has made CEPOL a key player in the European Union’s internal-external security nexus. The Agency has managed to engage nearly all countries in the EU’s proximity on the one hand by concluding cooperation instruments, on the other hand by managing dedicated capacity-building projects. Via all these means, the European law enforcement culture is spread among partner countries’ law enforcement communities. CEPOL is thus actively contributing to the high level of internal security of the European Union, serving its primary customers, i.e. the EU Member States, and well beyond the borders of the Union.

Abstract:
International (operational and training) activities carried out by law enforcement officers have been accompanied by the growing realisation of the fact that it is essential for those involved in them to communicate efficiently, in one common language, basically English. However, even in the last few years, the gaps between the foreign language skills of the law enforcement professionals and the need for further foreign (mainly English) language training courses have been underlined several times in international professional and legal documents. Also, the fact that specific-purpose English language courses continue to be important content elements of the curricula both of national law enforcement training institutions and the two largest EU agencies involved in the training of police officers, as well as border and coast guards (CEPOL and Frontex), proves that this problem still exists. Using the qualitative research and providing an overview and evaluation of the most significant e-learning trends and tools used in teaching English for Law Enforcement by CEPOL and Frontex in the last decade, the paper discusses the progress made in this field in terms of both quality and methodology. It presents technical limitations of certain e-learning tools and points to the course developers’ ensuing realisation that the virtual or real presence of the teacher is indispensable in language courses.

With the purpose to show that the criticised, so called Brussels bureaucracy very often just reacts on the propositions of the member states. A good example of this is given in the presented article. It shows the result of a conducted CEPOL survey and connects it with the short presentation of this tool.

У статті узагальнено сучасний досвід професійної підготовки співробітників поліції в країнах Європейського Союзу за сприяння ключових міжнародних організацій (Організація з безпеки і співробітництва в Європі, Європейський поліцейський коледж та Міжнародна правоохоронна академія). Розглянуто створену Агенцією CEPOL програму обміну, яка дозволяє організовувати підготовку та обмін досвідом курсантів з різних країн, у тому числі й України. Проведений аналіз спільних програм підготовки персоналу поліції, розроблених зазначеними міжнародними організаціями, виявив спільні риси, які потребують розгляду щодо впровадження у вітчизняні програми професійної підготовки персоналу правоохоронних органів України: імплементація принципів навчання впродовж усього життя; визнання попереднього навчання та врахування вже набутих професійних компетентностей для підготовки персоналу різних категорій; відповідність принципам андрагогіки для максимального полегшення процесу навчання; застосування формативного та сумативного оцінювання. Автором було проведено аналіз можливості використання цього досвіду з метою його впровадження в систему професійної підготовки персоналу поліції України.

AbstractOn 19 May 2010, the Spanish Minister for the Interior, Alfredo Pérez Rubalcaba and the President of the European Parliament, Jerzy Buzek, signed the Regulation establishing the European Asylum Support Office. This Regulation allows the creation of a new European regulatory agency into the EU institutional landscape. The Office, a fledgling agency, is one of the active agencies in the home affairs sector: FRONTEX, the Monitoring Centre for Drugs and Drug Addiction, EUROPOL, CEPOL and EUROJUST. The founding regulation of the Office is the first legal instrument, adopted as part of legislative proposals recently introduced by the European Commission in the asylum area. This allows an old project to achieve its purpose, by creating a structure primarily designed to support Member States of the European Union in their efforts to bring closer national practices in the field of asylum. If EASO’s founding Regulation can meet this first concern of the Member States, it can also in many ways be considered as a breakthrough in European law, from an institutional, as well as from a substantive point of view. This article intends to examine these elements.

Over the past few years, due to the growing needs of personnel, the Hungarian police has faced recruitment challenges. Although there is a high demand for new recruits, the standards of the entry requirements are relatively strict and difficult to meet. The question is whether the requirements are still serving the needs of the organisation. The objective of this study was to learn a different practice by comparing the Hungarian and Polish selection methods to assist in improving and to find applicable methods for the selection procedure of the Hungarian police.There are many similarities between the two countries, and following from this, it was assumed that the selection of police is also similar, and therefore the attributes could be compared. To analyse the topic, for contextual purposes, as they determine the mentioned characteristics, both the organisational and the educational attributes were studied as well. Researching the topic, the relevant literature was analysed. Data that could not be collected from the literature was collected by a questionnaire sent to Cepol and to a liaison officer, and an interview was also performed with a Polish police officer who volunteered for the study. The research indicates that both forces apply physical, medical and psychological requirements in the same regard, but with territorial and policing-cultural specifics. It was found that Poland and Hungary struggle with the number of fit applicants, but neither country uses modern selection methods that could have a positive effect on selecting the new recruits.

A CEPOL é um mecanismo intermediário das autoridades nacionais de formação policial e a UE. A CEPOL é o representante Europeu aos organismos supranacionais – Conselho, Parlamento e Comissão Europeia e o seu objetivo é contribuir para o processo de integração Europeu e homogeneizar a formação profissional para os agentes de aplicação da lei, expressando a persistência no elevado processo de cooperação e na harmonização da educação profissional para a identificação das ameaças, no domínio da luta contra a criminalidade no espaço europeu de liberdade, segurança e justiça. The Master Degree Thesis focuses on analysis of the EU budget. The main area of interest is justice and home affairs. Planning of the EU annual budget is preceded by creation of the Multiannual Financial Framework which is a planning tool and also a safeguard of predictability of the EU expenditures. Also EU priorities are mirrored there. Annual budget itself is divided into six headings. The thesis is dedicated mainly to the third area Security and Citizenship. Also an EU agency CEPOL (European Police College) is financed from this area. The second part of the thesis is dedicated to CEPOL. The EU agency CEPOL occupies important position in the field of education and training of senior police officers and also law enforcement officers. It provides educational and training activities which suppose to contribute to improving of EU Member States´ cooperation in fighting against the most serious forms of international crime. The flagship of CEPOL is European Police Exchange Programme. Thanks to the exchange programme, the participants gain experience based on their needs and preferences. CEPOL supports qualitative rather than quantitative education. The third part of the theses tries to find out whether the financial resources spend on the Exchange Programme are used effectively. This issue is examined by using a questionnaire and subsequently its evaluation.

Resumo: A CEPAL (Comissão Econômica para América Latina e Caribe) é o centro da discussão no presente trabalho. Mais especificamente, a visão da instituição sobre a questão do emprego. Porém, esse enfoque conduziu ao estudo de dois momentos: a chamada Velha CEPAL (anos 50 e 60) e a Nova CEPAL (anos 90). Por quê? Devido às transformações teóricas que acompanharam a escola ao longo dos seus 50 anos e mudaram, de forma importante, sua discussão, propostas e, de maneira mais controversa, seu método. Assim, ao longo do trabalho conclui-se que a Velha CEPAL, quanto ao emprego, estava próxima da abordagem keynesiana e kaleckiana, onde a demanda efetiva é a mola mestra para gerar empregos. Diferentemente, a Nova CEPAL não partilha claramente da mesma visão, voltando, como na teoria tradicional, a valorizar a idéia de empregabilidade da força de trabalho disponível. Por fim, considerando o 'entorno' histórico e mesmo intelectual que envolve ambas, enfatiza-se a diferença entre ambas as visões da mesma instituição e ainda observa que a Nova CEP AL não conseguiu avançar de maneira aceitável de onde a Antiga havia parado

Tesis para optar al grado de Magíster en Gestión y Políticas Públicas
El presente trabajo se destinó a investigar cómo se ha dado la estrategia de la CEPAL (Comisión Económica para América Latina y el Caribe) para ejercer incidencia en la región en el área de políticas sociales en el período de 2000 a 2015. Para ello, se buscó identificar las estrategias de incidencia a partir de los mensajes y temas emitidos por la CEPAL en materia de políticas sociales entre los años 2000 y 2015. Además, se buscó revisar los planes de trabajo del subprograma de Desarrollo y equidad social de la CEPAL, formulados para actúar en el área de las políticas sociales y se identificaron las principales acciones realizadas por la CEPAL en esta área, en el mismo período. La metodología utilizada fue de tipo cualitativa, con análisis de contenido de documentos oficiales y publicaciones de la CEPAL y revisión bibliográfica. Los conceptos centrales abordados fueron el rol de las organizaciones internacionales, policy influence, estrategia y políticas sociales, precedidos de antecedentes sobre los modelos de políticas sociales adoptados en América Latina y de antecedentes de la construcción del discurso de lucha contra la pobreza en organizaciones internacionales. También se dedica un apartado sobre la CEPAL. La relevancia del presente trabajo se asienta en la contribución al conjunto de estúdios sobre las políticas en la América Latina desde el conocimiento sobre cómo una organización internacional actúa junto a los países de la región y puede influenciar en sus políticas; dada la relevancia de la CEPAL en la producción de pensamientos y conocimientos sobre la América Latina. La conclusión de este trabajo es que la incidencia de la CEPAL en el área de las políticas sociales, en el período analizado, ocurre de tres principales formas: por la difusión de grandes mensajes, por la realización de actividades de asistencia técnica directa a los gobiernos, y por la producción y difusión de análisis y estúdios sobre los países. Además, dicha influencia es de tipo camino de dentro (es decir, opera en colaboración con los tomadores de decisión), se basa principalmente en la producción de conocimientos, depende de la voluntad de los gobiernos para se concretar y ha favorecido, en el período estudiado, la difusión de valores relativos al campo democrático, tales como los derechos y la igualdad. Por fin, una estrategia que no se verifica y que fue mencionada en este trabajo, es la existencia de una agenda regional de políticas sociales desde el ámbito de la CEPAL con incidencia en las políticas nacionales.

The present dissertation analyzes the evolution of the Latin American economic thought between the decades of the 1950s and 1970s. The starting point of the research takes the creation of the Economic Comission for Latin America (CEPAL) as its landmark in 1949. One considers its institutionalization led by Raúl Prebisch, as the opening process of a constructive authentic critical thought in the region. The theories developed by André Gunder Frank and Ruy Mauro Marini are analyzed within the scope of mesuring its advances as well as the shortcomings of these contributions. In this essay one approaches the main concepts and categories as given by each one of these authors. Therefore, by this token, one considers the André Gunder Frank theories as playing one intermediate role by providing elements for the rupture with the reformist trends of the CEPAL think tanks as well as establishing some pillars which will allow the construction of the Marxist Theory of Dependence
Esta dissertação analisa a evolução do pensamento econômico latino-americano entre as décadas de 1950 e 1970. O início da pesquisa possui como marco a criação da Comissão Econômica para América Latina, em 1949, pois entendemos que a institucionalização da Comissão, encabeçada por Raúl Prebisch, inaugura o processo de constituição de um pensamento crítico e autêntico na região. As obras de André Gunder Frank e Ruy Mauro Marini são analisadas sob o intuito de compreender os limites e avanços destas contribuições. Em nosso estudo, abordamos os aqui considerados principais conceitos e categorias ensejados por cada autor. Dessa maneira, imputamos à obra de André Gunder Frank um papel de intermediação, ao proporcionar elementos para o rompimento com os anseios reformistas dos intelectuais cepalinos e estabelecer alguns pilares que permitirão a construção da Teoria Marxista da Dependência

In diesem Vortrag wird ein grundsätzlicher Simulationsansatz für die Toleranzanalyse innerhalb der FEM beschrieben und findet eine Ergänzung mit der Toleranzsoftware CETOL 6σ.

Resumo: A CEPAL (Comissão Econômica para a América Latina) é o objeto deste estudo exploratório. Serão dois momentos distintos aqui apresentados e tratados: os trinta anos gloriosos do desenvolvimento latino-americano, de 1950 a 1980 ¿ que aparecerão aqui na discussão da ¿velha CEPAL¿; e, depois de 1980, na crise do desenvolvimento latino-americano, quando o neoliberalismo toma a pauta de recomendações e é definido como princípio preponderante para os países em desenvolvimento ¿ a CEPAL aparece nesta fase como a ¿nova CEPAL¿. Qual o contraste existe entre a ¿nova CEPAL¿ e a ¿velha CEPAL¿? O que provocou a ruptura? Quais as diferenças entre um e outro cenário político e econômico? Como a CEPAL reage em relação às recomendações políticas neoliberais? Estas são algumas das perguntas que abordaremos no desenrolar deste trabalho. Os principais temas da pesquisa giram em torno de dois aspectos: o papel reservado ao Estado nos diferentes momentos históricos de um lado e as teorias do desenvolvimento de outro. Qual então o papel que a CEPAL apresenta ao Estado no final século XX e início do século XXI? Em que medida ele se contrasta com o papel atribuído ao Estado no final dos anos quarenta e início dos anos cinqüenta? As mesmas perguntas cabem às concepções a respeito do desenvolvimento econômico: Quais as novas estratégias para o desenvolvimento da América Latina e em que medida se contrastam com as antigas? As perguntas de fundo que nos levam a este estudo, porém, são mais complexas e indecifráveis: Qual a relação entre idéias e fatos? Em que medida os fatos fazem mudar as idéias? Em que medida as idéias interferem na ação humana?
Abstract : The ECLAC (Economic Commission for Latin America and Cariben) is the object of this exploratory study. There will be two distinct moments presented and treated here: the ¿thirty glorious years¿ of the Latin American development, 1950 to 1980 ¿ which will appear here in the discussion about the ¿old ECLAC¿; and, after 1980, in the crisis of Latin American development, when neoliberalism becomes the guideline for policy recommendations and is defined as the preponderant principle for developing countries ¿ the ECLAC appears in this phase as the ¿new ECLAC¿. How does the ¿new ECLAC¿ differ from the ¿old ECLAC¿? What caused the rupture? Which are the differences between one political economic scenery and the other? And, how does the ECLAC react to the neoliberal policy recommendations? These are some of the questions we will approach throughout this work. The main issues of our research regard two aspects: on one side, the role of the State in different historical moments, and, on the other side, the theories of development. Which is then the role proposed by ECLAC to the State in the end of the XXth century and beginning of XXIth century? How does it contrast with the role attributed to the State in the end of 40s and beginning of the 50s? The same questions can be asked about the conceptions of economic development: which are the new strategies for the development of Latin America and how do they differ from the old ones? The questions that led us to this study, however, are more complex: which is the relation between ideas and facts? How can the facts change the ideas? How do the ideas interfere with human action?

In this study we used stumps and roots of Eucalyptus globulus Labill., from six places, to evaluated its quality as raw-material for papermaking, using two chemical processes: Kraft and ASAM. It was also evaluated the introduction of two pre-treatments: a) extraction with ethanol and water, b) water to promote auto-hydrolysis. It was determined yields of the pulps were the material without pre-treatment presented 42.7% (Kraft) and 49.3% (ASAM); extracted wood 47.5% (Kraft) and 51.7% (ASAM); auto-hydrolyzed material 38.4% (Kraft) and 42.5% (ASAM). It also determined the Kappa number, the degree of polymerization and brightness. Pulps without pre-treatment presented values of (ASAM and Kraft, respectively): 14 K and 36 K, 941 DP0,85 and 929 DP0,85; 25.9% and 23.6% of brightness. For pulps obtained with extracted wood: 11 K and 18 K; 845 DP0,85 and 1004 DP0,85; 30.8% and 35.8% of brightness. For pulps from auto-hydrolyzed materials: 14 K and 20 K; 552 DP0,85 and 574 DP0,85; 27.1% and 28.7% of brightness. There has also been done biometric studies and was obtained the following average results: average length 0.9 mm, a fiber width of 21.4 μm and lumen widths of 9.0 μm. It was determined the index evaluation of paper, based on biometric parameters: number of Runkel (1.4), felting coefficient (43.7) and soupless coefficient (42.5%).

Abstract:
Most of the work has been done on the optical properties of the rare earth doped CePO4, so there are few studies on the effect of metal ion doping on CePO4. The doping improves the properties of the compounds and can lead to new properties. It is the first time, that multi- ionic doping process is used in the CePO4matrix, in order to improve the ionic conductivity and the electrochemical stability. The low percentage of (Cd2+, Li+), Cr3+, Bi3+ dopant affect the structure showing a weak decrease in the lattice parameters compared to the CePO4. Impedance spectroscopy analysis was used to analyze the electrical behavior of samples as a function of frequency at different temperatures. The total electrical conductivity plots obtained from impedance spectra shows an increase of the total conductivity as Li, Cr-content increases. The determined energy gap values decrease with increasingly Li+, Cr3+ and Bi3+ doping content. Electrochemical tests showed an improved capacity when increasing the Li+, Cr3+ and Bi3+ content and a stable cycling performance.

This paper analyzes infographics as a problem solving tool to act as a medium for establishing dialog in the business context. Businness needs agreements, usually made in a written-form in a document called “brief”. The drawings, illustrations, visual narratives or infographic work can be considered a form of visual agreements for the participants. We present two case studies that consider the use of particular elements and cognitive processes involved in this visual agreement strongly connected to synthesis in dialog , memory and message clarity. By analyzing the visual languaje structure of real case infographic projects of the national housing social debt collection process (Infonavit, 2010) and the problem of child obesity (Cepol, 2012) where drawing plays a major role as a tool to communicate the operation of visual imaginery, we suggest a prominent role of drawing in the shaping process of the client´s inner topology. We introduce a preliminar analyitical framework –drawn from studies and theories like dual-coding theory (Pavios,1971), rhethoric, neurocognitive processes (Kosslyn, 1986), aesthetics and language philosophy (Goodman, 1978)– for understanding how this visual agreement denote and connote unstated viewing conventions and prioritize particular interpretations that can significantly affect the final solution. All man-made creations which first get conceived in human mind pass through several processes and evaluation in order to be eventually ready for usage and application. The evaluation and reviews are required so that the final product which is a part of the creation, functions the same as it was intended to do. The analysis which could be limited to part level or system level gives us a foresight into any possibility of pre-production or pre-release failures which might be barriers in the success of the product. Tolerance stack up is one of such analysis approaches used today in product design to understand how imperfections in parts as they are manufactured, and later assembled as products, affect its capability to meet customer requirements. Tolerance stack helps engineers to study any accumulated variation in parts in a product assembly. It is a way of understanding how sources of variation in part dimensions and assembly constraints propagate across parts and assemblies, and how this variation affects meeting the design requirements within process capability of manufacturing organizations. We get these dimensions and tolerances from the engineering drawings. If we consider the most common techniques used for tolerance stack analysis like Worst Case method (WC) and RSS method (Root-Sum-Squared), they have limitations in attending complex architectures, allowing flexibility to designers and cost. CETOL 6 Sigma utilizes a method called Method of System Moments which disregards these limitations. An example of this approach utilizing CETOL 6σ software application will be presented in this paper.</div></div>

Esse artigo apresenta uma análise comparativa da estabilidade angular transitória das principais usinas hidrelétricas do sistema elétrico equivalente sul brasileiro (STB33), considerando dois cenários, pré e pós modernizações dos sistemas de automação. Os dados foram obtidos diretamente do banco de dados Sintegre da ONS e de relatórios de comissionamento da Andritz Hydro. A implementação se deu por meio dos softwares do Cepel ANATEM e ANAREDE, com a descrição dinâmica dos reguladores. Os resultados mostram uma melhoria da estabilidade angular dessas usinas, traduzidas pela redução da excursão do ângulo de carga máquinas e oscilações de potência no sistema equivalente sul analisado.

A partir de 2020, la COVID-19 se convirtió en un problema global de salud pública de dimensiones descomunales. La región de América Latina y el Caribe (ALC) vio emerger la pandemia en un momento de agravamiento de brechas estructurales y fuerte descontento social. Los gobiernos reaccionaron para prevenir la propagación del virus de manera unilateral en la mayoría de los casos, pero algunas respuestas se engendraron a nivel regional y subregional. Este documento de trabajo busca interpelar de la forma más integral posible al regionalismo latinoamericano y caribeño frente a la pandemia de la COVID-19. Así, el documento se enfoca en la respuesta de ALBA, Alianza del Pacífico, CARICOM, CAN, CELAC, Mercosur, PROSUR y SICA. También incluye la respuesta del BID y los bancos de desarrollo subregionales: BCIE, CAF, CDB y FONPLATA. Asimismo, analiza la actuación de la CEPAL y la OPS. El ejercicio comparativo puede contribuir a discernir qué esquemas regionales mostraron vitalidad y eficacia, resultando en un impulso a la integración, y cuáles no lograron responder de forma adecuada, sin poder abandonar tendencias preexistentes de polarización y debilidad. El análisis ofrece, además, algunas lecciones y conlleva el propósito último de advertir desafíos para el presente y el futuro del regionalismo.
