Abstract:
ABSTRAKEra covid-19 menjadikan situasi dan kondisi siswa yang tidak memungkinkan belajar di kelas secara tatap muka. Video tutorial dipilih sebagai media pembelajaran secara daring karena video dapat diaplikasikan pada mata pelajaran praktek. Kemampuan video yang dapat memberikan gambaran dan suara dengan dikombinasikan metode demontrasi sehingga dapat memfasilitasi anak didik dan dapat memberikan pengaruh yang positif terhadap tingkat pemahaman terhadap materi membentuk sanggul cepol. Penelitian ini bertujuan untuk mengetahui kelayakan video tutorial sanggul cepol sebagai media pembelajaran daring di era covid-19. Metode penelitian yang digunakan ialah Research and Development. Penelitian ini menghasilkan produk berupa video yang memuat materi sanggul cepol. Teknik pengumpulan data menggunakan metode observasi melalui ­google form oleh tim ahli sebanyak 3 orang. Analisis data menggunakan teknik analisis deskriptif kuantitatif yaitu rata-rata. Hasil penelitian menunjukkan bahwa 1) Aspek pembelajaran diperoleh nilai rata-rata sebesar 4,47,2) Aspek media diperoleh nilai rata-rata sebesar 4,13, 3) Kelayakan media diperoleh nilai rata-rata sebesar 4,27. Video tutorial sanggul cepol layak digunakan pada anak didik kelas XI jurusan tata kecantikan kulit dan rambut sebagai media pembelajaran di era pandemic covid-19. Kata Kunci: Cepol, Daring, Video Tutorial. ABSTRACTThe Covid-19 era made the situations and conditions for students is impossible to study face-to-face in the class. Video tutorials are chosen as online learning media because videos can be applied to practical subjects. Video capabilities that provide images and sounds combined with a demonstration methods can facilitate students also have a positive influence on the level of understanding of the shaping a sanggul cepol material. This study aims to determine the feasibility of the shape a sanggul cepol tutorial video as an online learning medium in the Covid-19 era. The research method used Research and Development. This research produce a video which contains the material of shaping the sanggul cepol. The data collection technique used the observation method via Google form by a team of 3 experts. Data analys is used quantitative descriptive analysis technique which namely the average. The results showed that 1) the learning aspect obtained an average value of 4.47, 2) the media aspect obtained an average value of 4.13, 3) the feasibility of the media obtained an average value of 4, 27. The shaping a sanggul cepols video tutorial is suitable to use for XI grade students skin and hair beauty majoras a learning medium in the era of the Covid-19 pandemic. Abstract:
This article aims to present the evolution and further perspectives of the external action by the European Union Agency for Law Enforcement Training (CEPOL). By analysing the legal background in light of the subsequent mandates of the Agency and against various policy documents, the authors demonstrate the impressive evolution of the past 20 years, both in terms of volume and quality, that has made CEPOL a key player in the European Union’s internal-external security nexus. The Agency has managed to engage nearly all countries in the EU’s proximity on the one hand by concluding cooperation instruments, on the other hand by managing dedicated capacity-building projects. Via all these means, the European law enforcement culture is spread among partner countries’ law enforcement communities. CEPOL is thus actively contributing to the high level of internal security of the European Union, serving its primary customers, i.e. the EU Member States, and well beyond the borders of the Union.

Abstract:
International (operational and training) activities carried out by law enforcement officers have been accompanied by the growing realisation of the fact that it is essential for those involved in them to communicate efficiently, in one common language, basically English. However, even in the last few years, the gaps between the foreign language skills of the law enforcement professionals and the need for further foreign (mainly English) language training courses have been underlined several times in international professional and legal documents. Also, the fact that specific-purpose English language courses continue to be important content elements of the curricula both of national law enforcement training institutions and the two largest EU agencies involved in the training of police officers, as well as border and coast guards (CEPOL and Frontex), proves that this problem still exists. Using the qualitative research and providing an overview and evaluation of the most significant e-learning trends and tools used in teaching English for Law Enforcement by CEPOL and Frontex in the last decade, the paper discusses the progress made in this field in terms of both quality and methodology. It presents technical limitations of certain e-learning tools and points to the course developers’ ensuing realisation that the virtual or real presence of the teacher is indispensable in language courses.

The contribution deals with the insight on the European investigation order, as a tool of mutual judicial assistance in criminal matters. With the purpose to show that the criticised, so called Brussels bureaucracy very often just reacts on the propositions of the member states. A good example of this is given in the presented article. It shows the result of a conducted CEPOL survey and connects it with the short presentation of this tool.

У статті узагальнено сучасний досвід професійної підготовки співробітників поліції в країнах Європейського Союзу за сприяння ключових міжнародних організацій (Організація з безпеки і співробітництва в Європі, Європейський поліцейський коледж та Міжнародна правоохоронна академія). Розглянуто створену Агенцією CEPOL програму обміну, яка дозволяє організовувати підготовку та обмін досвідом курсантів з різних країн, у тому числі й України. Проведений аналіз спільних програм підготовки персоналу поліції, розроблених зазначеними міжнародними організаціями, виявив спільні риси, які потребують розгляду щодо впровадження у вітчизняні програми професійної підготовки персоналу правоохоронних органів України: імплементація принципів навчання впродовж усього життя; визнання попереднього навчання та врахування вже набутих професійних компетентностей для підготовки персоналу різних категорій; відповідність принципам андрагогіки для максимального полегшення процесу навчання; застосування формативного та сумативного оцінювання. Автором було проведено аналіз можливості використання цього досвіду з метою його впровадження в систему професійної підготовки персоналу поліції України.

AbstractOn 19 May 2010, the Spanish Minister for the Interior, Alfredo Pérez Rubalcaba and the President of the European Parliament, Jerzy Buzek, signed the Regulation establishing the European Asylum Support Office. This Regulation allows the creation of a new European regulatory agency into the EU institutional landscape. The Office, a fledgling agency, is one of the active agencies in the home affairs sector: FRONTEX, the Monitoring Centre for Drugs and Drug Addiction, EUROPOL, CEPOL and EUROJUST. The founding regulation of the Office is the first legal instrument, adopted as part of legislative proposals recently introduced by the European Commission in the asylum area. This allows an old project to achieve its purpose, by creating a structure primarily designed to support Member States of the European Union in their efforts to bring closer national practices in the field of asylum. If EASO’s founding Regulation can meet this first concern of the Member States, it can also in many ways be considered as a breakthrough in European law, from an institutional, as well as from a substantive point of view. This article intends to examine these elements.

Over the past few years, due to the growing needs of personnel, the Hungarian police has faced recruitment challenges. Although there is a high demand for new recruits, the standards of the entry requirements are relatively strict and difficult to meet. The question is whether the requirements are still serving the needs of the organisation. The objective of this study was to learn a different practice by comparing the Hungarian and Polish selection methods to assist in improving and to find applicable methods for the selection procedure of the Hungarian police.There are many similarities between the two countries, and following from this, it was assumed that the selection of police is also similar, and therefore the attributes could be compared. To analyse the topic, for contextual purposes, as they determine the mentioned characteristics, both the organisational and the educational attributes were studied as well. Researching the topic, the relevant literature was analysed. Data that could not be collected from the literature was collected by a questionnaire sent to Cepol and to a liaison officer, and an interview was also performed with a Polish police officer who volunteered for the study. The research indicates that both forces apply physical, medical and psychological requirements in the same regard, but with territorial and policing-cultural specifics. It was found that Poland and Hungary struggle with the number of fit applicants, but neither country uses modern selection methods that could have a positive effect on selecting the new recruits.

El cepo de ancla de la colección Guerra es el primero de su categoría que presenta una inscripción ibérica: baitolo, probablemente un topónimo, bien el nombre de la ciudad de baitolo/Baetulo, la actual Badalona, que emite monedas con la leyenda baitolo en el 2º cuarto del s. I a.C., o bien el del río próximo, el actual Besós. Las inscripciones griegas y romanas sobre cepos contienen básicamente nombres de armadores y de divinidades, que coinciden en este último caso con el nombre de la nave al que el cepo perteneció. Esta última práctica permitiría esperar también un topónimo, puesto que los nombres de naves de origen geográfico son frecuentes. La nave que llevaba esta ancla se construyó a mediados del s. I a.C., y probablemente perteneció a un armador layetano de la ciudad iberorromana de baitolo/Baetulo.

Abstract:
The area of internal security is umbrella definition, which combine two European Union policies in the field of police cooperation and judicial cooperation in criminal matters. This article is aimed at solving a scientific problem related to the determination of the essential characteristics and legal nature of EU bodies and agencies that realize the EU policy on combating crime. The article studies the institutional framework of the EU area of internal security, analyzes specialized agencies designed to assist in the implementation of the EU competence in the field of police cooperation and judicial cooperation in criminal matters. The main purpose of the EU bodies and agencies within the area of internal security is to implement the Union’s competence in combating crime, this function is realized mainly through coordination of the activities of national law enforcement agencies. The creation of union bodies does not mean a decrease in the competence of the law enforcement agencies of the Member States. The authors conclude that EU bodies and agencies have a number of common features and essential characteristics that allow them to be distinguished as a relatively independent system. At the same time, the authors admit the possibility of qualifying these bodies as specific integration law enforcement agencies that have limited competence covering certain aspects of the fight against crime. According to the authors, the process of further development of the system of integration law enforcement bodies of the EU is currently underway, one of the features of this development is the strengthening of the supranational component. The study allows us to consider Europol, Eurojust, Cepol and the European Public Prosecutor’s Office not as separate bodies aimed on particular purposes, but as the elements of the special system and which develop according to the common rules.

Abstract:
The research reveals the peculiarities of the Distance Learning (DL) development in the framework of border guards training in the European Union (EU) countries. Theoretical and practical concepts, modern stage and peculiarities of border guards’ DL development were substantiated in the article. The special attention was paid to possibilities of educational web platforms, which are widely utilized in the training of personnel of the border guard agencies, namely: Web Platform Virtual Aula of the FRONTEX Agency; E-Net Web Platform of the CEPOL (The European Police College); EU Coast Guard Functions Training Portal (CGFTP); ILIAS Learning Platform of the EU Mission EUBAM (EU Border Assistance Mission to Moldova and Ukraine); Connect & Learn platform of the UNHCR (The Office of the United Nations High Commissioner for Refugees); Global eLearning Program of the UNODC (United Nations Office on Drugs and Crime). The authors have also conducted the comparative analysis of DL courses of educational platforms with border guard components in the EU countries, which showed that the platform with the biggest number of border guard-oriented courses is Virtual Aula platform of FRONTEX Agency. Suggestions and proposals on DL development and prospective directions based on the experience gained during DL introduction into the system of the border guards’ training system supported by the survey results are given in the conclusion of this article in order to facilitate the improvement of border guards’ DL systems in the EU countries. The prospects of the border guards’ DL system development are based on 5 key factors: aligning all DL training courses to the Sectoral Qualification Framework and Common Core Curricular for border guarding: unification of the skills and knowledge of European border guards; enhanced use of the Internet and social media; introduction of common educational web-platforms; organizing specialized training for the specialists in DL use and management, and developing common eLearning tools and programs.

O objetivo deste artigo é analisar o projeto desenvolvimentista da Cepal em suas diferentes fases, focando nos seus postulados acerca do papel do Estado e em desdobramentos sobre as políticas públicas. Com base no materialismo histórico, realiza uma pesquisa teórica que procurou reconstruir a trajetória política-intelectual cepalina desde sua criação no pós-guerra até a redução de sua influência nos anos de 1980 diante da ascensão do neoliberalismo na América Latina. Por meio de análise documental, evidencia as mudanças e permanências dos fundamentos teóricos que orientam suas propostas, especialmente pós-1980, quando a Cepal opera uma inflexão teórico-metodológica para o neoestruturalismo. Discute, por fim, o deslocamento do conceito de equidade para o de igualdade como um eixo operativo essencial da atual estratégia cepalina.

O presente artigo aborda a noção hegemonia dissociada como forma de entender o projeto ideológico da Comissão Econômica para América Latina (CEPAL) nos anos de 1950 a 1960. Entende-se que a CEPAL contribuiu para a construção do pensamento moderno na América Latina ao incentivar a formação de novos pesquisadores e na construção da Teoria do Subdesenvolvimento, corrente teórica que rompe com os escritos advindos das Nações Unidas e que procura explicar a realidade latino-americana a partir de dentro, focando na saída da condição subdesenvolvida por meio da ampliação e construção do parque industrial. Utilizamos os escritos gramscianos para compreender esse momento hegemônico de reorganização dos Estados latino-americanos em que a CEPAL serviu para dar suporte no projeto de desenvolvimento econômico voltado para a supressão da condição de subdesenvolvimento e também como manifestação que se dissocia dos preceitos das Nações Unidas da qual a CEPAL estava subordinada teoricamente. O presente artigo aborda a noção hegemonia dissociada como forma de entender o projeto ideológico da Comissão Econômica para América Latina (CEPAL) nos anos de 1950 a 1960. Entende-se que a CEPAL contribuiu para a construção do pensamento moderno na América Latina ao incentivar a formação de novos pesquisadores e na construção da Teoria do Subdesenvolvimento, corrente teórica que rompe com os escritos advindos das Nações Unidas e que procura explicar a realidade latino-americana a partir de dentro, focando na saída da condição subdesenvolvida por meio da ampliação e construção do parque industrial. Utilizamos os escritos gramscianos para compreender esse momento hegemônico de reorganização dos Estados latino-americanos em que a CEPAL serviu para dar suporte no projeto de desenvolvimento econômico voltado para a supressão da condição de subdesenvolvimento e também como manifestação que se dissocia dos preceitos das Nações Unidas da qual a CEPAL estava subordinada teoricamente. Abstract:
A new method is proposed for machinability evaluation of machinable ceramic materials. The relation of machinability attributes is modeled as a digraph, and machinability attribute matrix is defined. Machinability indexes are calculated with permanent function of the matrix, and machinabilities of machinable ceramics are ranked. Five composites consisting of CePO4 and zirconia were fabricated, measured and drilled with tungsten-cobalt carbide bits. Mechanical property parameters of Ce-ZrO2/CePO4 composites, including Vickers hardness, fracture toughness and Elastic modulus, are selected as machinability attributes. The experimental results of material removal rates are consistent with the ranking of machinability index values of Ce-ZrO2/CePO4 ceramics. The machinabilities of Ce-ZrO2/CePO4 ceramics improve with the increase of CePO4 proportions. Machinability of machinable ceramics can be evaluated with digraph method.

Buscou-se neste trabalho apresentar as principais diferenças entrem a CEPAL dos anos 1950 e a CEPAL dos anos 1990 e as críticas sofridas nos dois momentos da escola. Finalizaremos com um quadro comparativo que resume as principais diferenças entre a CEPAL de Presbisc e a CEPAL de Fernando Fajnzylber.

Resumo O uso de pesticidas, como o fipronil, visa o aumento da produtividade, melhoria na qualidade dos produtos gerados e a diminuição de prejuízos. Contudo, os resíduos acumulados podem ser lavados durante as chuvas, ocasionando a contaminação de águas superficiais e subterrâneas. Nesse aspecto, a combinação entre semicondutores na forma de heteroestruturas é uma alternativa para degradação de tais poluentes. Heteroestruturas BiVO4/CePO4 e CePO4/BiVO4 foram sintetizadas pelo método de coprecipitação seguido de tratamento hidrotérmico assistido por micro-ondas, a 130 °C por 30 min. Os estudos de difração de raios X demonstraram a formação das heteroestruturas com estruturas de fase hexagonal (CePO4) e tetragonais scheelita e zircônia (BiVO4). Os resultados obtidos por microscopia eletrônica de transmissão e espectroscopia de infravermelho sugeriram a formação de uma região de interface, a qual contribuiu na sinergia entre os catalisadores. As heteroestruturas BiVO4/CePO4 e CePO4/BiVO4 apresentaram degradação de 80,06% e 99,50%, respectivamente, frente ao pesticida fipronil.

Luminescent wollastonite-CePO4 nanocomposites have been successfully synthesized using Ca(NO3)2•4H2O, Na2SiO3•9H2O, and CePO4 by hydrothermal method at 200 oC for 24 h. The precursor nanorods with diameters about 20 nm and lengths several micrometers were obtained by hydrothermal treatment, and after calcination at 600 oC for 3h, the precursor nanorods transformed to wollastonite-CePO4 nanocomposites. Considering the experiment result, a possible growth of the precursor nanorods via the rolling mechanism was also proposed. This is the first report about the synthesis of luminescent wollastonite-CePO4 nanocomposites. The products were characterized by X-ray powder diffraction (XRD), transmission electron microscopy (TEM), selected area electron diffraction (SAED), energy-dispersive X-ray spectroscopy (EDS), and photoluminescence (PL).

Phase, morphologies, and vibration modes of the as-synthesized CePO4 products, characterized by XRD, SEM, TEM, and FTIR, were proved to be perfect and uniform monoclinic CePO4 nanowires with aspect ratio of more than 250 for the product synthesized in the solution with the pH of 1. The UV-visible and photoluminescence (PL) spectrometers were used to investigate optical properties of the as-synthesized monoclinic CePO4 nanowires.

Machinable ZrO2/CePO4 composite was fabricated. ZrO2/CePO4 and mild steel materials were machined with tungsten-cobalt carbide twist drills. The material removal characteristic was analyzed by consideration of tool wear in different stock removals. Wear of twist drills was observed with SEM. Wear widths on major flank were measured with microscope. The experimental results show when ZrO2/CePO4 was drilled, wear widths on flank were much bigger comparing to mild steel drilling processes. The wear of twist drills occurred on major flank, minor flank and on chisel edge. Wear on minor flank is a unique characteristic in drilling of ZrO2/CePO4 ceramics. There exist obvious scratch remarks on tool wear. The tool wear results from abrasive wear, adhesive wear and oxidation wear.

Plate-like hydrated cerium phosphate, Ce2(PO4)2HPO4 · H2O , ca. 3 μm in diameter, was obtained by the hydrothermal reaction of Ce(SO4)2 in H3PO4 aqueous solution at 150–200°C. Ce2(PO4)2HPO4 · H2O transformed to CeP2O7–CePO4 mixture around 700°C while maintaining the plate-like morphology. Plate-like CePO4 and CeP2 O 7 were also synthesized as single phase by heating plate-like Ce2(PO4)2HPO4 · H2O at 700°C with cerium hydroxide and NH4H2PO4 , respectively. Plate-like cerium phosphates showed excellent comfort, absorption ability of UV-ray and lower oxidation catalytic activity than undoped ceria. The UV-shielding ability was in the order Ce2(PO4)2HPO4 · H2O > CeP2O7 > CeP2O7–CePO4 mixture > CePO4 > K0.8Li0.266Ti1.734O4.

Anasir sufisme ini menjadi bagian yang imanem di dalam profanitas wayang golek purwa sebagai sebuah paradoks yang mempertahankan dualitas keseniannya sebagai sebuah tontonan dan tuntunan. Anasir sufisme si Cepot Giri Harja 3 merupakan sebuah entitas yang tercipta dari pelbagai macam konsep sufi yang ada di dalam jagat mistikisme Islam. Akan tetapi, di dalamnya terdapat pula perkelidanan antara bentuk-bentuk kebudayaan lokal: sinkretisme. Hal tersebut dijelaskan melalui konsep wacana, pengetahuan, dan kekuasaan Michel Foucault, karena anasir sufisme si Cepot tersebut melahirkan sebuah pengetahuan baru yang terbentuk dari pelbagai macam entitas di atas. Foucault menyebutnya sebagai Arkeologi Pengetahuan. Anasir sufisme si Cepot secara khusus dianalisis dengan menggunakan teori hermeneutik Paul Ricouer yang menganalisis pelbagai simbol di dalam wujudnya. Dari analisis yang dilakukan, anasir sufisme si Cepot bersifat relasional karena terbentuk dari pelbagai macam konsep sufi dan mistisme Sunda juga Jawa. Sehingga secara eksistensialis,hal-hal tersebut tidak dapat dipisahkan karena secara fundamen menghadirkan anasir sufisme yang tersebar di di dalam maujud dan wujudnya.
