Abstract:
This article aims to understand how a group of preschool and primary school teachers view the process of educational transition between these two educational contexts, considering the consequences that these moments have on the children's school career and on their own personal and social experience, and that teachers play a key role as links between both. Methodologically, this research is based on the collection of information through a questionnaire survey, with open and closed questions, filled in by 20 preschool educators and 20 primary school teachers from the Autonomous Region of the Azores, Portugal. The collected data were analyzed quantitatively and qualitatively. The results obtained allow us to conclude that there are specific differences in the way preschool teachers and primary school teachers look at educational transition, although both consider it as an important aspect of the children's educational path, highlighting the need for a closer relationship between both in the construction of a process that is intended to be continuous and smooth. Parkinson's disease (PD) is the second most common neurodegenerative disorder worldwide. With a progressive course and no cure yet available, it is demanding for patients and their caregivers, but also for health and social support systems and ultimately for society as a whole. Everyday significant economic resources are spent due to PD, either directly on its treatment or in lost productivity. In this article, one tried to frame PD from an health economics' perspective and cost of illness studies conducted in 11 countries (Austria, Czech Republic, Finland, France, Germany, Italy, Portugal, Russia, Sweden, UK and US), published from 1998 to 2011, were reviewed. One main aspect subsists: costs associated with this disorder are high, disproportionately higher that its prevalence and PD poses a substantial economic burden on individuals and society.

Abstract:
Value creation is a constitutive and defining aspect in organizational ventures. This is unsurprising, as it is required for organizational survival and sustainability. Approaches based on the creation of economic, social and ecological value draw attention to the multiple and multiplicative nature of value creation. While academia still acknowledges the conceptual value of such approaches, a framework that add a psychological dimension to the established Elkington’s triple-bottom line model seems particularly refreshing and inspiring. Relying on the concepts of psychological value and sustainability, this paper presents the outcomes of an exploratory empirical study involving managers and users/customers of four organizations in the social sector in Portugal. This study discusses how managers and users/customers of these organizations make sense of and value psychological value. The outcomes of the interviews with both managers and users/customers shed light into the unexplored, hazy and neglected analytical links that may exist between psychological value and broader perspectives on sustainability. We conclude that this novel approach enhances our understanding about the impact that a social product can have in societal sustainability.

Abstract:
In society energy is the most evident representation of the relationship between technology, economics, and culture and, therefore, formalizes itself in territorial transformations subjugated to the logic of its production, transportation, and consumption. Energy production based on what was the only Portuguese fuel—mineral coal—gave rise to the Carboniferous System of the Douro (Sistema Carbonífero do Douro (SCD)), extending from the social support structures close to the places it was mined to the (infra)structure systems of, and in, Porto (Portugal). Given this system, the relationship of it within the territory takes on particular importance in its understanding as heritage. The system seeks to reach conclusions about the integration of its heritage condition within territorial transformation policies. To do so, it seeks to understand how “structural invariants” which determine nuclei of this system are understood within the scope of the planning instruments and territorial management in force and, therefore, making conclusions regarding the mismatch between the recognition of heritage and its valorization of such as well as the difficulty of creating a prospective heritage understanding. As an alternative, the promotion of inclusive territorial management planning processes, which go beyond municipal management, capable of (re)producing territorializing actions that enhance and support heritage.

Abstract:ANXIETY SELF-PERCEPTION IN ELEMENTARY EDUCATION TEACHERS OF BADAJOZ AND CASTELO BRANCOThis study makes part of another broader one whose aim is analyzing the influence of the emotional competence on the social environment of a class and on the pupils’ academic performance. In particular, this part of the study intends to know the degree of Anxiety Self-Perception in Elementary Education teachers of educational centers of Castelo Branco (Portugal) and Primary Education teachers in the town of Badajoz (Spain), as an aspect which makes a condition of the teaching quality. To do so they designed an investigation, in which the results of an Anxiety Self-Percetion Test were contrasted in situations of the educational context carried out by Portuguese and Spanish teachers. As a general conclusion, the anxiety and stress self-perception in Spanish teachers is higher than in Portuguese ones, especially regarding the motor appearances, where we can find significant differences.Keywords: anxiety, teachers, school.Resumen:Este estudio forma parte de otro más amplio cuya finalidad es analizar la influencia de la competencia emocional en el clima social de un aula y en el rendimiento académico de los alumnos. Concretamente, esta parte del estudio pretende conocer el grado de Autopercepción de la Ansiedad en Maestros de Enseñanza Básica de centros educativos de la ciudad de Castelo Branco (Portugal) y en Maestros de Educación Primaria de la ciudad de Badajoz (España), como aspecto que condiciona la calidad de la enseñanza. Para ello se diseñó una investigación, en la que se compararon los resultados de un Test de Autopercepción de Ansiedad en situaciones del contexto educativo cumplimentado por profesores portugueses y españoles. Como conclusión general, la autopercepción de la ansiedad y el estrés de los docentes españoles es superior al de los portugueses, sobre todo en lo que concierne a las manifestaciones motoras, en las que existen diferencias significativas.Palabras clave: ansiedad, docentes, escuela.

Este artigo parte das dimensões de cidade inteligente do Índice de Cidades Inteligentes de Portugal e propõe a dimensão Segurança de Dados como aspecto a ser trabalhado em cidades criativas e inteligentes. Investiga os elementos que reforçam esta perspectiva como uma sociedade que tem suas interações cada vez mais mediadas pelas Tecnologias da Informação e Comunicação (TICs), além de envolver fatores como a privacidade, ideia de vigilância constante explícita e implícita, dados abertos e destinação deles. Os procedimentos metodológicos adotados foram a pesquisa bibliográfica e a documental. Como resultado, ficou evidenciada a pertinência que esta dimensão Segurança de Dados tem na aplicação dos conceitos e na dinâmica prática de uma cidade inteligente, sendo necessária a existência de uma dimensão específica para tratar as áreas de competência de forma mais direcionada a se pensar uma urbe nestes moldes e por ser uma demanda própria da contemporaneidade social cujas interações se intensificam pelos uso das TICs.Palavras-chave: Segurança de Dados. Resumo: Este estudo focaliza a experiência do modelo pedagógico e-learning na Universidade Aberta de Lisboa, Portugal (UAb-Pt), mediante a análise das vozes dos sujeitos das práticas educativas. A teoria dialógica de Bakhtin direciona o estudo às vozes que compõem a polifonia: o discurso acadêmico / científico, o discurso oficial dessa universidade, e o discurso dos sujeitos da prática. A metodologia envolveu revisão da literatura, análise de documentos e realização de entrevistas semi-estruturadas com docentes e tutores. Ao nível dos resultados tentou compreender-se como os sujeitos interpretam e desenvolvem o modelo e como este se traduz em inovações, dificuldades, facilidades e desafios na prática educativa para a realização dos objetivos do projeto político pedagógico, na situação europeia atual. Ao nível das considerações finais conclui-se que o ensino na modalidade a distância tem contribuído para o sucesso educacional e para a inclusão social por meio da educação, aspecto que ganha relevância nas vozes estudadas.Palavras-chave: Educação a distância. Modelo de educação online.POLYPHONY AND INNOVATION IN EDUCATIONAL PRACTICES IN HIGHER EDUCATIONAbstract: This study focuses on the experience of e-learning teaching model at the Open University of Lisbon, Portugal (OU-Pt), by analyzing the voices of the subjects of educational practices. The Bakhtin’s dialogic theory directs the study to the voices that construct the polyphony: the academic / scientific discourse, the official discourse of this university, and the speech of the subjects of practice. Methodology: literature review, document analysis and conducting semi-structured interviews with teachers and tutors. Results: we understand how subjects interpret and develop the model and how this translates into innovations, difficulties, facilities and challenges in educational practice to achieve the objectives of the political pedagogical project, in the current European situation. As conclusions, it takes into considerations that education in the distance has contributed to social inclusion through education, an aspect which becomes relevant in the voices studied.Keywords: Distance education. Abstract:
The book by the well-known historian and anthropologist Galina Zelenina deals with some problems of the historical experience of baptized Jews in the Pyrenean peninsula. The scholar explores some issues of life under the severe control of the Inquisition and social surroundings through the perspective of cultural anthropology, stressing the problems of the “silent majority” and its identity. Zelenina emphasizes that conversos were located between two worlds whilst being Others to both, relativists and multiculturalists of the period. She also stresses the ethnic and racial aspects of enmity towards Marranos in Spain and Portugal. This ethnic component of anti-Jewish attitudes were, according to the author, first signs of the racial anti-Semitism of the 19th–20th centuries. Drawing on various sources, Zelenina considers different issues of the life and experiences of crypto-Jews under circumstances of control and hatred. Among these were rites of passage, rituals which canceled baptism, the role of women in the rituals of “new Christians”, general gender aspects of the culture of conversos, food practices of Marranos, and the specific “competition” of narratives about sanctity between Christians and crypto-Jews. The scholar pays attention to the specifics of the bloody libel against “new Christians” in Spain and deviant sexuality which was often connected with Jews and Marranos. Concluding her book, Zelenina returns to the racial aspect of many accusations against Jews of the period under investigation and considers them from an anthropological perspective.

Neste artigo procuraremos analisar os motivos para a invisibilidade feminina no rockportuguêscomo aspeto central da construção da feminilidade da contemporaneidade portuguesa. Noutro lugar demonstramos a existência de uma consistente dominação masculina no rockportuguês. Parece que as mulheres apenas são recordadas pela lente dos estereótipos dominantes, ou como meras namoradas, acompanhantes e atores sociais submissos em espaço público. Para combater esse esquecimento propomos, primeiro, um estado da arte que cruze género e estudos juvenis, depois uma curta apresentação do estado da participação feminina no rock português, para depois nos centrarmos na questão central do artigo: a história de vida de Xana, vocalista dos RádioMacau. Uma trajetória paradigmática não só de uma músicaportuguesa, mas de toda a construção da feminilidade no mundo das artes e da cultura na história recente de Portugal. The article deals with the problems of designing and updating study programmes during the integration process of the Lithuanian education system into the European education space. After the substantial change of general programmes of Basic education(2008) and Secondary education (2011) and seeking to fully involve self-development of general cultural, subject specific, generic and specific competencies which are necessary for teachers, it is important to update the study programmes.The problem of the research: what content of technology teacher training programme should be from the innovations point of view in order to meet the expectations of the changing society.The object of the research: the innovative content of the technology teacher training programme.The aim of the research: to highlight the innovative aspects of the content of technology teacher training programmes, having performed content analysis of technology teacher training programmes of the universities of Lithuania and some European countries.Research methods:analysis of scientific literature, analysis of the programmes of universities of some European countries which provide training for technology teachers as well as the analysis of the legal acts and strategic education policy documents of the European Union and the Republic of Lithuania.Updating of the study programme of technological education is a permanent process, which is conditioned by the following factors: market economy and the needs of information society, the fact that higher education is becoming mass, penetration of humanistic ideas into the content of education as well as the valid unified study quality assessment policy in the European Union.Taking into account the recommendations of the international experts’ group and considering international changes of analogous study programmes, the Committee of Technology Pedagogics Study Programmes of Lithuanian University of Educational Sciences in cooperation with the social partners carried out a research of opinions of students, graduates, university lecturers and employers on the study quality.They also performed a comprehensive analysis of the Bachelor’s degree study programmes of some Western European universities. The analysis revealed that theoretical models of study programmes design of different European universities have similarities and differences, which are determined by the philosophical aspect, humanistic ideas and the context of the national education policy. In the research the experience of five universities from the innovations point of view was used: the University of Helsinki (Finland), Queen Margaret University, Edinburgh (Great Britain), the Polytechnic Institute of Tomar (Portugal), and the University of Iceland.The following elective subjects have been included in the study programme of technology pedagogics: pedagogical ethics, sustainable development and social welfare, educational creative projects, family health education, health promoting nutrition education, visualization of technology education, eco creations, national and global food culture, interior design, technology education for special needs students, art therapy, development of leadership competencies, formation of study archives. The hidden curriculum of the study programme of technology pedagogics is ethnic culture, ecology, project activities.

Ce travail a été effectué au Portugal, dans trois régions (Alentejo, Beira Alta, Alto Minho), et quatre communautés rurales (coopérative Estrela Vermelha ; Sabugueiro ; Castro Laboreiro ; Soajo), entre 1983 et 1992. C'est une étude comparative des cycles céréales-pains qui prend en compte l'aspect agricole, technique, historique, social, symbolique et langagier. Il s'agit de trois céréales (blé, seigle, maïs) et de quatre pains domestiques (pain de blé, de seigle, de méteil et de maïs)

Cette thèse étudie les rapports entre le phénomène du sport équestre, son impact touristique et son contexte culturel et anthropologique. En tant que sport équestre on essaie de le définir dans ses différents versants et versions. Quand on fait l’encadrement du sport équestre dans le domaine du tourisme on s’aperçoit toute suite de l’importance de l’envisager à partir d’un angle qui puisse élargir la perspective notamment en ce qui concerne l’histoire, la culture, les représentations sociales et les identités. C’est pour cela qu’en général on fait la distinction entre le tourisme du cheval et tourisme à cheval. Finalement, le tourisme équestre est parti prenante du tourisme culturel et de tradition. C’est dans ce cadre que, pour appréhender les grands repères soit de l’offert soit de la demande, nous avons développé des études au niveau du patrimoine, de l’histoire, des traditions et des contextes anthropologiques. A ce propos, nous avons valorisé notamment: l’organisation sociopolitique et la distribution géographique du territoire, l’évolution et les dérivations de l’équitation, les races autochtones portugaises, les élevages et leurs lignes génétiques, l’inventaire des traditions par rapport à la thématique du cheval et la caractérisation des événements; L’étude pratique sur les motivations des pratiquants à propos des activités équestres, part du principe heuristique que ces motivations sont fondamentales dans le processus de décision au moment du choix des options associées au tourisme équestre. Nous désirons établir que le tourisme équestre, apport aujourd’hui une importance particulière dans plusieurs régions au Portugal, et que celui, émergent de différentes traditions de la relation de l'homme avec le cheval à travers l'histoire. D’une manière plus générale, nous nous sommes intéressées par les versants anthropologiques et ethnographiques du phénomène de l’équitation en tant qu’expression culturelle de secteurs significatifs de la population portugaise
This thesis wants to analyze the relationship between the phenomenon of the equestrian sport and its tourist impacts on a cultural and an anthropological context. Considering an equestrian sport approach we will try to define its different definitions and descriptions. If we look at the equestrian sport from a tourist perspective we can rapidly understand the importance of an historical, a cultural, a social representation and an identity perspective. The rider looks for leisure, in opposition to the tourist that, himself may be a rider or by any means someone linked to the horse world. These tourists look at the equestrian activities with a double interest as they can operate as spectators, as well as active participants and hence the general importance of the distinction of horse tourism and horse riding tourism. In order to understand the main issues related to the offer and the demand, further studies were developed on a heritage, an historical, a traditional and an anthropological context. In addition, the sociopolitical organization, the geographical distribution of the territory, the evolution of the horse riding and its derivations, the Portuguese breeds its breeders and genetics lines, the inventory of the traditions related to the horse, the description of the horse events and its direct or indirect influence on the equestrian tourism, were evaluated. Furthermore a practical study was made. Its main goal was to understand the motivations of the participants of the equestrian activities regarding the importance of the heuristic principal of the decision making process on the available options in equestrian tourism. Our main concern was to establish that the equestrian tourism carry’s nowadays a significant importance on different regions in Portugal, which for that matter emerges from diverse traditions related to man and his horse throughout our history. Finally and from a general perspective we were interested on the anthropological and the ethnographic phenomenon brought by the horse riding as an expression of a cultural selfness of various sectors of the Portuguese population

Elle analyse les politiques musicales mises en oeuvre par le régime, visant à encadrer les pratiques professionnelles et en amateur, contrôler le développement de l'industrie des loisirs et soutenir le domaine de la création. Elle tente de percevoir le rôle spécifique attribué à la musique dans la propagande, et notamment la production d'images musicales de la communauté nationale, par la référence au folklore, aux mythologies historiques et impériales. Elle approche enfin les sociabilités musicales, les nouvelles formes d'engagement des musiciens, leur intégration institutionnelle ou leurs stratégies de résistance et montre ainsi comment l'ingérence de l'Etat autoritaire dans les affaires musicales accéléra le processus d'autonomisation de la sphère musicale érudite, amorcé à la fin du XIXe siècle
This research draws a panorama of the portuguese musical life during the early years of Oliveira Salazar's dictatorship. It analyses the musical policies conducted by the regime, which aimed to supervise professional and amateur practices, control the growing leisure industry and support musical creation. It tries to understand the specific role of music inside propaganda, particularly the production of musical pictures of national community, which borrowed to folklore, historical and imperial mythologies. Finally, it describes musical sociabilities, the new forms of commitment of musicians, their institutional integration or their strategies of resistance and shows how the interference of the authoritarian state in the musical affaires accelerated the process of autonomisation of the learned musical sphere, initiated at the end of the 19th century

A partir de l'analyse du cinéma portugais tel qu'il se présente après la révolution d'«Avril 1974» au Portugal (cinéma étant entendu non seulement comme une collection déterminée d'œuvres cinématographiques, mais surtout comme une situation constituée de parcours de cinéastes), la thèse interroge le lien spécifique qui articule l'art cinématographique avec ce qui affecte le «lieu national» sous l'effet de l'événement politique, dès lors que cet événement provoque de nouvelles manières d'habiter le pays et de projeter sur lui de nouvelles expériences, dans une situation subjective qui engage une re-définition de la présence de ce pays au monde en même temps qu'une altération du récit de cette présence. Dans une démarche qui allie les méthodes de l'enquête sociologique et ethnographique appliquée au présent (s'entretenir, rencontrer, observer) et de la sociologie historique du passé proche (analyse d'archives et de documents de presse), démarche qui inclut aussi un visionnement des œuvres tant de la séquence retenue pour l'analyse (1974-2004) que de la période antérieure (pour des besoins de contextualisation), on s'est attaché à ne pas séparer, dans l'analyse sociologique, la prise en compte de l'histoire et du présent des formes artistiques de celle des pratiques sociales dans lesquelles les films sont produits et réalisés (conditions de production, conditions techniques, modes de diffusion, réception des films, effets politiques et médiatiques, textes et discours produits autour des films), dans un champ de forces, souvent contraires, qui est déterminé par l'intersection de l'Etat, du marché (le cinéma portugais fût-il un cinéma quasiment sans marché), de la critique (nationale et étrangère) et des publics (nationaux et étrangers). Dans la séquence retenue, sous l'effet de l'événement d'Avril, l'art cinématographique intervient singulièrement, au Portugal, en relais d'une longue et riche tradition littéraire d'interpellation du pays (sans préjudice de la capacité, pour la littérature contemporaine, à prolonger, dans son espace propre, cet héritage). Les cinéastes se placent en position d'intervenir pour eux-mêmes, avec les moyens propres à leur art, sur une idée du pays. Ils mettent au service de cette interpellation du pays la capacité particulière du cinéma à l'enregistrement des corps et des lieux, même quand les procédures artistiques travaillent le principe d'abstraction et quand les réalisateurs absentent ou éloignent (volontairement) le réalisme. Est ainsi soulignée la dimension du cinéma - qui, on le sait, est un art du temps - comme « art du lieu» (national).

Derrière son esthétique naïve, la littérature portugaise pour enfants feint son intention de persuader le sujet lisant d’accepter les valeurs qu’elle véhicule. Le système axiologique des publications récentes nous montre qu’il est possible d’évoquer, à travers une approche simple et ludique, les thématiques triviales, mais également les sujets socialement plus complexes. Notre étude examine comment les livres « socio-réalistes » récents adaptent leur projet idéologique aux particularités d’une littérature succincte. Comprendre la poétique persuasive de la forme exige l’analyse de plusieurs éléments de transmission de valeurs, dès les premiers arguments du paratexte jusqu’à l’étude de l’organisation et des caractéristiques du récit. La poétique persuasive du fond se fait à travers une approche socio-philosophique. L’exercice consiste, d’abord, à repérer les différents principes culturels imprimés par le texte, pour développer ensuite une réflexion sur leur contribution à la formation des représentations mentales du lecteur. Ainsi, pour chaque valeur, explicitement ou implicitement repérée dans le texte, nous analysons son importance en amont de la rhétorique sociale du pathos, ethos et logos. La tripartition aristotélicienne nous sert également à expliquer l’influence de l’extratextuel dans la légitimation de la valeur du et dans le récit pour enfants
With its naïve aesthetics, children’s literature in Portugal seeks to hide its intentions of persuading the reader to accept the values it imparts. The axiological system of the most recent published works proves it possible to evoke both trivial and more socially complex themes by means of an approach that is simple and playful. In this study, we start by analyzing how present-day “socio-realistic” books adapt their ideological agenda to the specificities of children’s short fiction. In order to understand the poetics of form, it is necessary to analyse a number of aspects regarding the transmission of values, from the first plot points in paratext to the study of story organisation and characteristics. The poetics of persuasion is carried out with a socio-philosophical approach. This exercise involves initially locating the various cultural principles instilled in the text and subsequently examining their role in the formation of the reader’s mental representations. Thus, for each and every value explicitly or implicitly identified in the text, we analyse its importance in relation to the social rhetoric of pathos, ethos and logos. Likewise, Aristotle’s tripartite division assists us in explaining the influence of the extra-textual elements in the legitimization of values in and of children’s stories

Cette thèse analyse les usages des images du Brésil dans les divers registres du discours des acteurs politiques angolais. Le but est de les utiliser comme clef pour comprendre comment ces acteurs se définissent eux-mêmes, comment ils expliquent la réalité actuelle de leur pays et comment ils élaborent leurs projets de société. L'analyse démontre l'empreinte de structures introduites par la colonisation dans les discours angolais. En d'autres termes, le Brésil reste vu via les lunettes de la colonisation : soit il est défini par ces acteurs angolais comme un nouveau colonisateur, soit il est vu comme une entité politique avec qui l'Angola partage une identité commune, fondée sur le phénomène de la colonisation portugaise subie par les deux pays et sur le phénomène colonial de la traite d'esclaves qui a envoyé au Brésil des milliers des personnes issues des territoires qui aujourd'hui composent l'Angola. Cette empreinte des structures discursives coloniales est considérée comme marqueur de colonialité, concept théorique choisi pour sa capacité à fournir une grille d'analyse discursive de ce qui est continuité et rupture, des discours de l'époque coloniale aux discours politiques propagés actuellement dans la société angolaise. On cherche à démontrer l'existence du lien entre les discours politiques de l'Angola indépendant et les manières de définir l'espace angolais que la métropole coloniale a imposées aux colonisés. On le trouve notamment dans les nouvelles formes de définir l'identité angolaise, qui reproduisent d'anciennes manières de structuration des arguments et d'anciennes notions, dont celle de « race », toujours actionnée, est la plus représentative. La définition du Brésil en tant que métis, propagée dans la plupart des discours de tous les courants politiques angolais, reflète les tensions que la question de la couleur de la peau provoque toujours au sein de la société angolaise.

La recherche analysé l'actuel fondement juridique de la propriété publique urbaine au Brésil et ses impacts sur la gestion des biens publics urbains. Pour réussir, nous avons adopté la méthode déductive-interprétative, étayée par des recherches bibliographiques et législatives de sources brésiliennes et des États de l'Europe latine occidentale - Portugal, Espagne, Italie et France. Cela indique que la recherche en droit comparé était l'une des principales procédures méthodologiques employées. Ces éléments ont permis de construire un schéma conceptuel et interprétatif. À travers ce schéma, nous avons défini les contenus sémantiques et normatifs des catégories "intérêt public", "droit à la ville", "fonction sociale" et "fonction sociale de la propriété publique urbaine" et nous avons démontré les relations entre ces catégories. Ainsi, les nouvelles théorisations sur l'intérêt public l'ont identifié à la réalisation des droits fondamentaux, ce qui permet de reconnaître la propriété publique urbaine en tant que fonction sociale urbanistique. En fin de compte, cette espèce propriétaire est justifiée par la participation des biens publics à la réalisation du droit à la ville, ce qui indique les impacts de la fonction sociale de la propriété publique urbaine. Elle conforme les prérogatives des propriétaires publics, des non-propriétaires et des bénéficiaires de titre d'usage privatif des biens publics urbains. Elle détermine l'exercice de ces prérogatives, les possibilités d'affectation de ces biens et justifie le démocratisation de la prise de décision concernant leur destination. Ainsi, nous pouvons affirmer que les résultats obtenus dans cette recherche fournissent des éléments permettant de reconstituer la théorie des biens publics urbains / propriété publique urbaine et d'établir des paramètres pour l'adéquate gestion de ces biens
The research analyzed the current legal basis of urban public property in Brazil and its impacts on the management of urban public goods. In order to be successful, the deductive-interprative method was adopted, which was supported by bibliographical and legislative research in Brazilian sources and in the western Latin European states - Portugal, Spain, Italy and France. This indicates that the research in comparative law was one of the main methods employed. These elements allowed to construct a conceptual and exegetical scheme. Through it the semantic and normative contents of the categories "public interest", "right to the city", "social function" and "social function of urban public property" were defined and the interrelations between, them were demonstrated. Thus, the new theorizing about the public interest identifies it to the realization of fundamental rights, which allows to recognize urban publicproperty as a social function. After all, this proprietary species is justified by the participation of public goods in the realization of the right to the city, which indicates the impacts of the social function of urban public property. It complies with the prerogatives of public owners, non-owners and beneficiaries of little of private use of urban public goods. It determines the exercise of these prerogatives, the possibilities of affectation of these goods and justifies the democratization of the decision-making process about their destiny. Therefore, it can be affirmed that the results obtained with the research provide elements that allow to reconstruct the theory of urban public goods / urban public property and to establish paramaters for the proper management of these goods

Abstract:
The U.S. Economy does Differ from Europe’s: a less regulated labor market, but also an economy that is more hemmed in than might be expected. By European standards, America has hardish-working people, a state that collects fewer tax dollars, and workers who are paid well even if their holidays are short. In social policy, the contrasts are more moderate. Europeans commonly believe that the United States simply has no social policy—no social security, no unemployment benefits, no state pensions, and no assistance for the poor. As Jean-François Revel, the political philosopher and académicien, summed up French criticism, the United States shows “not the slightest bit of social solidarity.” Will Hutton similarly assures us that “The structures that support ordinary peoples’ lives—free health care, quality education, guarantees of reasonable living standards in old age, sickness or unemployment, housing for the disadvantaged— that Europeans take for granted are conspicuous by their absence.” And, in fact, the United States is the only developed nation, unless one counts South Africa, without some form of national health insurance, which is to say a system of requiring all its citizens to be insured in one way or another. This lack of universal health insurance is the one fact that every would-be comparativist working across the Atlantic knows, and the first one to be hoisted as the battle is engaged. One of the first attempts to quantify and rank health care performance, by the World Health Organization in 2000, gave the American system its due. Overall, it came in below any of our comparison countries, three notches under Denmark. In various specific aspects of health policy, it did better. For disability adjusted life expectancy, it came in above Ireland, Denmark, and Portugal; on the responsiveness of the health system, it ranked first; on a composite measure of various indicators summed up as “overall health system attainment,” it ranked above seven Western European countries. Even on the measure of “fairness of financial contribution to health systems,” where we might have expected an abysmal rating, the United States squeaked in above Portugal. That is, of course, damning with faint praise, especially given that in this particular aspect of the ranking—a well-meaning but other-worldly attempt by international bureaucrats to rake the entire globe over the teeth of one comb—Colombia came in first, outpacing its close rivals, Luxembourg and Belgium, while Libya beat out Sweden.

Abstract:
The article is based on a multinational study involving five countries (Romania, Portugal, Italy, North Macedonia, and Iceland) facing the return migration or remigration situation. Pupils (n = 1615), teachers (n = 370), future teachers (n = 166) and youth workers (n = 30) were questioned about various aspects regarding the subject. Among the matters, cultural needs appear to the most important. Based on the statistical analysis, the article describes the dynamics of the dependent variables, with highlighted interest on cultural needs. Psychological and social needs, cultural needs, and educational needs are discussed and link conclusions appear. Following the analysis, an intervention plan is built and tailored activities for teachers are proposed. Breaking stereotypes is a sensitive aspect of the intervention for the integration of remigrated children in the country of origin. The paper presents a possible intervention plan, with the elaborated activities and argues the elaborative process by calibrating each interference with the dynamics of the studied variables.
