Politická emancipace Československa po roce 1989 otevřela prostor pro zásadní restrukturalizaci politických, společenských a ekonomických poměrů. Politická transformace v Československu společně s novým geopolitickým diskursem po skončení studené války a změnou charakteru mezinárodního systému vytvořily podmínky pro (re)konstrukci českého národního zájmu a povahy české zahraniční politiky. Zdrojem této (re)konstrukce se staly zejména vliv českého disentu na tvorbu zahraniční politiky, již zmíněná domácí politická, společenská a ekonomická transformace, změna hodnotových preferencí, idejí a identity společnosti, zejména tvůrců zahraniční politiky, a změna referenční skupiny České republiky či jinými slovy společenství, do něhož je ČR socializována. Tento text se zaměřuje na analýzu jednoho ze zdrojů (re)konstrukce českého národního zájmu a povahy české zahraniční politiky, a to na hodnotové preference, ideje a identitu společnosti a tvůrců zahraniční politiky. Takový přístup nám samozřejmě poskytne jen dílčí odpověď na otázku, jak se mění český národní zájem a povaha české zahraniční politiky a jaké jsou zdroje této změny, nicméně tento text nechce a – s ohledem na svůj rozsah – ani nemůže nabídnout více.

V roce 2017 byl zahájen projekt CzechElib, jehož cílem je zlepšit přístup k elektronickým informačním zdrojům (EIZ) v ČR. V rám-ci organizační struktury Národní technické knihovny vzniklo národní centrum CzechElib. Centrum zajišťuje výběr EIZ, kterým bude poskytnuta centrální finanční podpora, provádí výběrová řízení na dodavatele EIZ, sjednává licenční smlouvy a vlastní nákup. Členy projektu jsou vysoké školy, výzkumné ústavy, knihovny a nemocnice. Jedním z členů je i Národní lékařská knihovna, která zajišťuje přístup k EIZ pro obor lékařství a zdra-votnictví. Z dalších institucí, zajišťujících přístup k medicínským EIZ to jsou: 9 nemocnic, 11 výzkumných ústavů a 13 univerzit.Centrální finanční podporu mohou získat pouze instituce, které byly schváleny jako výzkumné organizace na Ministerstvu školství, mládeže a tělovýchovy. Centrum zajišťuje pouze EIZ, o které mají zájem minimálně 3 instituce.Prostřednictvím CzechElibu bylo pro rok 2018 zajištěno při-bližně 13 všeobecných EIZ (včetně 2 citačních) a 17 EIZ zaměře-ných na lékařské vědy. Všechny zdroje jsou zahraniční. Přístup k EIZ je vždy ošetřen licenčními smlouvami, některé zdroje mohou využívat pouze zaměstnanci instituce, akademic-ká obec, studenti nebo všichni registrovaní uživatelé, vždy by měla být možnost tzv. walk-in users na místě samém. Možnost vzdáleného přístupu do medicínských EIZ pro širokou veřejnost zajišťují zejména odborné knihovny (Národní lékařská knihov-na, Národní technická knihovna, Knihovna Akademie věd ČR), u některých i Univerzita Karlova.Na vzorku 50 časopiseckých titulů s nejvyšším impact fac-torem pro obor lékařské vědy byla ověřena jejich dostupnost v ČR. Obdobně byla ověřena dostupnost základních časopisů pro obory: všeobecné lékařství, pediatrie a diabetologie.Dostupnost byla ověřována v CzechElibu, v portálu Medvik, v EZB (Elektronische Zeitschriftenbibliothek) a ve VPK (Virtuální polytechnická knihovna).

The analysis of security policy, in its variations, regularly deals with the question of what each actor wants to promote in domestic or international politics, in other words, what is his interest. The term "national interest" is not an abstract category and a rhetorical turn legitimizing government action in front of the public audience or in dispute with political opposition. One of the aims of the presented thesis is to present the concept of national interest as a useful tool enabling closer research of domestic policy within the security context. Our main thematic focus, in which we examine the constitution of national interest, is the Czech counterterrorism policy in the context of the reaction of the Czech government and security forces to the terrorist attacks in Paris in autumn 2015 and in Brussels in March of the following year. An extraordinary measure after the attacks in Brussels in the form of the deployment of the Czech Army performing police tasks in mixed patrols in three Czech cities is for us a key manifestation of counterterrorism policy. The diploma thesis analyzes the way of promoting the national interest of the Czech Republic in Georgia and describes possible changes as a result of the Czech EU Presidency. The national interest is examined based on the assumption that the state foreign policy is the expression of the national interest. Therefore, the primary sources for this analysis are official foreign policy documents of the Czech Republic. The aim is to confirm or disprove the hypothesis that Czech foreign-policy towards Georgia in the period from 2007 to 2011 was driven by the aim to maximize own profit through EU structures. Given the size of the Czech Republic and its geopolitical importace, the analysis is based on the theory of neo-liberal institutionalism, and in accordance with this theory the national interest operationalized into four criteria, namely: 1) Compliance of EU and Czech interests, 2) Profiting from the EU presidency to promote the Czech interests, 3) Long-term consistency of interests, and 4) Economic interests as the main priority. This diploma thesis deals with strategies of promoting Czechs as ambassadors of the EU (HoD) since the launch of the European External Action Service to the present. The main research goal of this thesis is to find out whether the Czech Republic promotes its candidates to the HoD positions in the countries of its priority interests. So far, a Czech citizen has become an HoD in six cases. These cases are confronted with a categorization of priority countries of the Czech Republic which has been elaborated by the author. Then, the Czech activities in promoting citizens are analysed based on interviews with relevant employees of the Czech state organs. These actions are consequently put into categorization of lobbying methods of the smaller states in the EU. Based on the categorization of the Czech territorial priorities, it can be claimed that the Czechs have not been sent as HoDs to the countries of the Czech interests so far. Even their other applications have not been meant to place them to the countries of the Czech interests. On the other hand, there is a bulk of activities embraced by the Czech Republic to reverse this trend. In comparison with the art production at Nurnberg or at the cities of the so-called Danube School at the end of 15th century stands the simultaneous painting at Munich in the background. Therefore is sometimes forgotten, that there, in this period, a painter Jan Polack with his workshop was active. To his important customers/patrons belonged the dukes Sigmund and Albrecht of Wittelsbach and the Bavarian monasteries (Weihenstephan near Feising), for which he made few altars or portraits. A most of these altars were after that removed from the original sacral areas and today they are presented in the Bavarian National-museum at Munich or in other galleries. Only a few altars, for example three altars for the chapel in Blutenburg near Munich, have been staying on the original place in this small chapel. These Master thesis would like to compare his most representative pictures in the context with the others paintings, which were created in the middle or at the end of the 15th century in Bavaria (circle of Hans Pleydenwurff, Wolfgang Katzheimer etc.). This comparison can help to find the sources of the Polacks artistic expression. A special attention should be devoted his cooperation with Mair of Landshut, because few pictures of Polacks altar from the church of St. Peter in Munich have just been to Mair inscribed. It is also important to point to same compositional connections between the altar-pictures of Jan Polack and the graphics (Master E. S., Martin Schongauer) One highly-valued contribution of this thesis could be a capitol about the possible inspiration of the Polacks artistic expression for the artists, who came from Bohemia and who have been working here for a long times, but who could gain their training in the Bavaria (Munich). At the literature (Jaroslav Pešina) was one opinion expressed, that an altar in a church in Chudenitz concludes the formal features, which reveal a connection to the art at Munich in the middle of the 15th century. However, other authors (Roman Lavička) think that the painted boards of an original altar of Doudleby were inspired by Polacks artistic expression, although any concrete related features were not in the literature mentioned. It is appropriate too, point to the several compositional connections between the pictures of Jan Polack und a so-called Master of an altar from Litoměřice. This anonymous Bohemian painter, who is knowed only according to his most important commission, would be supposed to study in the Bavaria (an artistic circle of Rueland Frueauf at Passau) at the end of the 15th century. It is possible, that he could visit Munich und he could be inspired by the Polacks paintings.
