Full textIn a context of increased competition between enterprises, supply chains are struggling to respond to an increasingly volatile and complex environment. With technological advances, current practices to build efficient supply chains have changed. Indeed, the enthusiasms of companies with the use of internet have lead researchers to find adequate methods to cope with the dynamic nature of logistics networks. The purpose of this thesis is to address a dynamic procurement issue under asynchronous and repetitive variations over time. The supply chain considered is composed of two levels (buyer-suppliers) operating in highly agile environment. The questions facing the buyer is how many units of product should be purchased and from which supplier in response to variation in term of price and capacity. Because of this highly changing environment characterized by frequents changes in a short time, most of the classical optimization approaches seems inadequate to address these problems. Recently, dynamic optimization has been used successfully to deal with such problems. However, we have no knowledge of its application in a supply chain context. We propose a dynamic genetic approach which is applied to an e-procurement context in aim to optimize the procurement process during time

Full textThe main purpose of this PhD. thesis is to provide methodological solutions for a collaborative transport between suppliers and retail platforms. The outcomes of this collaboration are numerous:cost reduction, greenhouse gas emission reduction and higher quality of service. The network is structured around cross-docking platforms developed by the company 4S Network. We model and solve several optimization problems in this collaborative network, using operationsresearch techniques. The major scientific challenge is to simultaneously solve a Service Network Design Problem in a national logistics network and several Vehicle Routing Problems at regional level. We consider additional constraints and prevailing pricing arising from the carriers, in particular non-linear costs. The resulting optimization problems are solved by matheuristic methods, that combine exact approaches as column generation and (meta)heuristic approaches as tabu search. The algorithms developed in this thesis are the core functions of a software tool developed for 4S network

Full textGovernment regulations and responsible customers’ behavior are key drivers for businesses to adopt respectful management strategies towards the environment and reduce the overall carbon emissions of their supply chains.Under a strict carbon emissions legislation and the increased awareness of customers about carbon emissions issues, companies are now pushed to improve their environmental performance to achieve better profits. Thus, they need to make optimal decisions within their Supply Chain Management to reduce the carbon emissions that are generated from their various activities.In this context, we identify the issue of the low carbon supply chain management. In this thesis, our objective is first to study this problem and to identify its key drivers. We then aim to review the literature and to study how quantitative models have addressed this problem and its related constraints. We therefore develop new models of low carbon supply design problems under the carbon tax legislation, which is recognized to be one of the relevant applied carbon legislations. In our proposed models, we particularly emphasize on the features of this carbon regulation that have been ignored within the literature. We first study strategic decisions of the company taking into consideration the non-homogeneous carbon tax scheme between countries. We then, study the investment decision of the company under a progressive carbon tax strategy. Through analytical and numerical analyses, we study the impact of such carbon legislations schemes on strategic decisions of the company and its performances. We aim to provide companies with a decision support tool to help them make optimal strategic decisions under this carbon legislation. We also provide recommendations to governments, as to which carbon tax legislations are the most efficient. Finally, we initiate the development of stochastic models to study the strategic investment problem in such an environmental context. We first consider a random customer demand, and then a dynamic and uncertain carbon tax regulation. We proceed to the evaluation of our developed stochastic models through numerical examples and comparisons of their results to those of deterministic models that are widely studied within the literature

Full textThis thesis presents a framework for assessing economic, environmental and social performances in supply chains. We propose a characterization model for "global" performance, integrating the three performances related to sustainable development (economic, environmental and social) in supply chains. This model allows us to analyze the impacts of management practices in supply chains on a set of sustainability fields, materialized by the Global Performance Matrix of Supply Chain (MPGCL). An analytical model is used to evaluate these impacts in aggregate form by a triplet. Three instantiations of MPGCL are carried out: academic, industrial and empirical. A multicriteria decision-making approach for selecting practices to implement (CAMPLID) is proposed. Its application to MPGCL instances allows a ranking of supply chains best practices, based on the simultaneous improvement of the economic, environmental and social performances. A more specific study in a simulation of the supply practices (individual/shared supply, different rules replenishment) impacts on sustainability fields complete this work

Full textDespite their distributed nature, these supply chains can be very efficient in the ideal conditions of production and exchange. However, their complexity makes them more fragile. This dissertation proposes models and methods for risk analysis to enhance the robustness and resilience of SCs. We analyzed this area following an ontological approach using the KOD method. Based on state of the art in the field of risk in SCs, and on real cases, we identified the indicators of the most significant vulnerabilities. From the extracted knowledge and mathematical models proposed in the literature, we built the model of a multi-stage SC using ARIMA models incorporating the randomness of the demand. In order to adapt this model to situations of vulnerability and risk, we have added capacity and positivity constraints on orders and inventories. Under the impact of hazardous events or strong disturbances, some constraints of the system can be reached and therefore, its evolution may deviate considerably from the nominal dynamics or even become unstable. We proposed vulnerability indicators such as indicators of the frequency of delivery delays or costs due to the immobilization of products. Finally, scenarios were used to represent the occurrence of dangerous events. We then got simulation results in MATLAB, which allowed us to assess their consequences for different configurations of the system, especially for strong disturbances of information flows and physical flows

Full textThe warehouse pooling is one of the collaborative logistics’ research field, recently introduced by various actors to improve the performance of supply chains. The mass-market retailing requirements as well as the increase logistic costs, relative to the activities of storing and transport, oblige companies to review more in detail their distribution strategies. Consisting of a post-positivist paradigm, this thesis answers two main research questions: What are the characteristics of pooled warehouses? What is the impact of the presence of a pooled warehouse in the supply chain? We have developed an approach combining a qualitative exploratory method on seven cases located in France, supplemented by a quantitative method based on flow simulation. The qualitative study allowed to identify the main specificities of pooled warehouses and proposed a typology of pooled warehouses based on two dimensions: collaboration degree and dynamics degree. Our study also allowed identifying new performance indicators, the key success factors, the main sources of uncertainty and the risks related to pooled warehouse implementation. The impact of a pooled warehouse on the supply chain performance was analyzed more specifically in one of the seven previous cases, comparing four flow configurations with two replenishment policies, for which we proposed hybridization, and two demand profiles. The simulation results show that the pooled warehouse takes all its interest if it is associated with transport pooling. Furthermore, the hybrid procurement policy seems to be more advantageous than the classical policies of traditional reorder point and calendar replenishment. Finally, this thesis shows that the context of the shared warehouse offers interesting research perspectives on the link between practice and research, the creation of knowledge in operations management, and the impact of pooling on the performance of logistics chains

Full textDuring the last few decades, tremendous progress in maritime transportation has been noticed. In this emerging era of international trading, the port-related supply chain has attracted much attention. Indeed, several works have been proposed to study both seaside and yard side decision problems in container terminal context. However, few researchers have investigated these problems for bulk ports. In this thesis, we are interested in proposing a set of mathematical models and heuristics to optimize port-related supply chains. This study is guided by a real case of an integrated bulk port owned by OCP group. The main contributions of this work are:- Studying machine scheduling under synchronized and periodic maintenance restrictions. This problem can be found in several chemical and mineral industries.- Studying integrated berth allocation and crane assignment problem under availability and high tides constraints. This problem was inspired by OCP bulk port of Jorf lasfar.- Studying dynamic storage location assignment problem for bulk cargo. This problem was inspired by fertilizers hangars in Jorf lasfar Phosphate Hub.The first contribution is resumed to proposing two mixed integer programming models, a set of lower bounds and a variable neighborhood search for large instances. The second contribution is resumed to proposing two new mixed integer programming models to formulate the problem, a rolling horizon heuristic based on a mathematical model and a congestion dissipation strategy. In addition, we investigated a set of variable neighborhood search heuristics to solve industrial-based instances. The third contribution is about designing a decision support system (DSS) for fertilizers warehouse management. First, we proposed a mixed integer programming model for dynamic storage location assignment problem for bulk cargo. This model is the heart of our DSS. Several use cases were presented and tested to study the efficiency of our decision support system

After a critical review on supply chain activities and their management, we focuse on the decision making complexity and collaboration forms related to manufacturing supply chains. This study proposes a model "MASC" based on cognitive and autonomous agents. MASC model is generic and aims at modeling any supply chain structure. It contributes to facilitate the collaborative management between activities. This model can be viewed as a mono and multi criteria decision making tool. It can also be considered as a strategic analysis tool for supplier managers in order to understand the dynamic and uncertainty of the entreprise environment. Full textThis thesis contributes to the debate on how uncertainty and concepts of sustainable development can be put into modern supply chain network and focuses on issues associated with the design of multi-criteria supply chain network under uncertainty. First, we study the literature review , which is a review of the current state of the art of Supply Chain Network Design approaches and resolution methods. Second, we propose a new methodology for multi-criteria Supply Chain Network Design (SCND) as well as its application to real Supply Chain Network (SCN), in order to satisfy the customers demand and respect the environmental, social, legislative, and economical requirements. The methodology consists of two different steps. In the first step, we use Geographic Information System (GIS) and Analytic Hierarchy Process (AHP) to buildthe model. Then, in the second step, we establish the optimal supply chain network using Mixed Integer Linear Programming model (MILP). Third, we extend the MILP to a multi-objective optimization model that captures a compromisebetween the total cost and the environment influence. We use Goal Programming approach seeking to reach the goals placed by Decision Maker. After that, we develop a novel heuristic solution method based on decomposition technique, to solve large scale supply chain network design problems that we failed to solve using exact methods. The heuristic method is tested on real case instances and numerical comparisons show that our heuristic yield high quality solutions in very limited CPU time. Finally, again, we extend the MILP model presented before where we assume that the costumer demands are uncertain. We use two-stage stochastic programming approach to model the supply chain network under demand uncertainty. Then, we address uncertainty in all SC parameters: opening costs, production costs, storage costs and customers demands. We use possibilistic linear programming approach to model the problem and we validate both approaches in a large application case

Full textThis thesis focuses on flexibility issues in supply chain. These issues are becoming more and more important for firms because of the increasingly changing business environment and customer behaviors. Although some of these issues have been tackled in academic research in recent years, but studies have mainly concentrated in conceptual levels and there is little consensus even on the definition of flexibility. This thesis aims at defining a new framework for the supply chain flexibility, proposing quantitative measures of the flexibility and optimizing the use of flexibility, especially in an integrated production and transportation planning context. The new framework of supply chain flexibility is based on classification of different flexibility aspects in a supply chain into three main categories - manufacturing flexibility,logistic chain flexibility and system flexibility. These flexibility types are further distinguished into major flexibility dimension and other flexibility dimension.In order to measure supply chain flexibility from a quantitative point of view, Mechanical Analogy method is particularly discussed. A procedure is established to enlarge and carry out this method in supply chain, provided with a case study to evaluate the flexibility of Louis Vuitton stores.One of the most important issues is to optimally make use of the available flexibility. We investigate an Integrated Production and Transportation Planning problem with given flexibility tolerances, where the production and transportation activities are intimately linked to each other and must be scheduled in a synchronized way. Particularly, heterogeneous vehicles are taken into account. Two mixed integer linear programming models are constructed.Three algorithms are developed and compared with linear relaxation bounds for large sized real life instances and with optimal solutions for small sized instances. These comparisons show the effectiveness of our heuristics in solving real life problems

Full textLe modèle SCOR-model est une base de référence de processus standard qui a été utilisée pour le déploiement du Supply Chain Management. Il a notamment servi de base pour la description des processus et pour la détermination des variables quantitatives et qualitatives utilisables dans la classification d'objets autour du thème des chaînes logistiques.
Sur le cas de Rhodia (multinationale produisant plusieurs dizaines de milliers de produits avec plus d'une centaine de sites sur quatre continents), nous avons appliqué différentes méthodes de classification afin d'accélérer et de faciliter le déploiement du Supply Chain Management.
Parmi ces outils, nous avons utilisé les arbres de décision pour établir des classes de produits relativement à leur méthode de gestion et la méthode des nuées dynamiques pour définir des classes d'entreprises relativement à leurs caractéristiques propres à la gestion de la chaîne logistique.
Ces classifications ont servi de base au déploiement des logiques de pilotage et de SAP sur l'ensemble des entreprises du groupe.
A posteriori, nous pouvons constater le gain de temps qu'elles ont occasionné en permettant d'offrir un éventail de solutions prédéterminées, adaptables à chaque entreprise du groupe.
Le fait d'avoir réussi un développement du concept de gestion des chaînes logistiques et l'implantation de SAP sur un groupe de cette taille en un temps si court est en soit une validation de l'approche.

Full textCe besoin d'intégration se fait sentir au niveau de l'entreprise, d'un groupe ou d'une chaîne logistique globale, au travers de projets ERP (Enterprise Resource Planning, Progiciel de Gestion Intégrée) et de projets SCM (Supply Chain Management, Gestion de la Chaîne Logistique Globale, Intégrée ou Etendue). Il se décline en plusieurs problématiques de recherche ou « verrous » tant du point de vue de l'intégration, des systèmes intégrés, des méthodes de modélisation et d'optimisation des systèmes de production que de leurs conditions de pertinence et d'efficacité, de leur mise en œuvre et de leurs usages.
Dans contexte, je me suis particulièrement intéressée à rechercher et concevoir des méthodes et outils pour aider et accompagner les entreprises dans leurs démarches d'intégration et d'optimisation de leur pilotage. D'où le titre de ce mémoire : Principes et méthodes pour l'intégration et l'optimisation du pilotage des systèmes de production et des chaînes logistiques.
Je développe mes contributions dans les domaines de la gestion et du pilotage des chaînes logistiques et de la conduite de projets d'intégration intra ou interentreprises selon l'articulation suivante :
- Analyse des systèmes de production et des chaînes logistiques et optimisation de leur pilotage : approche intégrée d'aide à la décision en ordonnancement et planification, modélisation et optimisation de la traçabilité dans les chaînes logistiques, modélisation et optimisation des processus de pilotage des chaînes logistiques.
- Evaluation des projets d'intégration : méthodologies ou référentiels de gestion de projet d'intégration, modélisation d'entreprise pour l'implantation d'ERP, impact des typologies d'entreprise (production de biens – production de services) sur les projets d'intégration, mesure de performance de projets d'intégration, évaluation de l'intégration (mesures, indicateurs...).
- Impact de l'intégration et (ou) des systèmes intégrés de gestion sur (ou en interaction avec) le pilotage des chaînes logistiques : contribution des progiciels intégrés (ERP, APS...) à la planification des chaînes logistiques, contribution du partage d'information à la performance des chaînes logistiques et mesure de la collaboration dans les chaînes logistiques.
Ces contributions sont positionnées vis-à-vis de l'état d'avancement des travaux dans ces domaines, et des prospectives de recherche sont proposées.

Full textIn the supply chains domain, competitiveness by the deadlines and the quality of the services became an essential factor for the survival of the companies. The problems of the organization and the improvement of the supply chain have caused, for several years, a growing number of research tasks. We are interested in this work to study the supply chain systems using the recently called, the discrete events system theory. This thesis work relates to the modelling, the control and the optimization of the supply chain systems that are max-plus-linear. The timed event graphs (TEG) -a subclass of Petri nets where are synchronization phenomena only- are typical examples of such systems. The purpose is to propose an analysis and control approach, within a just-in-time context, for the production and the transport in a supply chain. A TEG and (max,+) algebra based model is proposed and the performance evaluations in term of delivery dates and in-process storage times are performed. The proposed model is then enriched by a new type of transitions in order to take into account the characteristics of the studied system. Indeed, more adapted modelling leads us to distinguish, at least, two different operating modes in the transport phase of the supply chain. Thus, we integrate, in the initial model, varying constraints in order to model the operating mode of loading or the operating mode of shipment, each one during its corresponding time interval. The obtained model is then applied in order to determine the optimal control of a supply chain system knowing the desired output for this system. For this purpose, taking into account the introduced constraints, we compute the optimal input dates to make the deliveries, at the latest, on their due dates. Full textEvery year, more than 400 natural disasters hit the world. To assist those affected populations, humanitarian organizations store in advance emergency aid in warehouses. This PhD thesis provides tools for support decisions on localization and sizing of humanitarian warehouses. Our approach is based on the design of representative and realistic scenarios. A scenario expresses some disasters’ occurrences for which epicenters are known, as well as their gravity and frequency. This step is based on the exploitation and analysis of databases of past disasters. The second step tackles about possible disaster’s propagation. The objective consists in determining their impact on population on each affected area. This impact depends on vulnerability and resilience of the territory. Vulnerability measures expected damage values meanwhile resilience estimates the ability to withstand some shock and recover quickly. Both are largely determined by social and economic factors, being structural (geography, GDP, etc.) or political (establishment or not relief infrastructure, presence and strict enforcement of construction standards, etc.). We propose through Principal Component Analysis (PCA) to identify, for each territory, influential factors of resilience and vulnerability and then estimate the number of victims concerned using these factors. Often, infrastructure (water, telecommunications, electricity, communication channels) are destroyed or damaged by the disaster (e.g. Haiti in 2010). The last step aims to assess the disaster logistics impact, specifically those related to with: transportation flows capacity limitations and destruction of all or part of emergency relief inventories. The following of our study focuses on location and allocation of a warehouses’ network. The proposed models have the originality to consider potential resources and infrastructure degradation after a disaster (resilience dimension) and seek optimizing the equilibrium between costs and results (effectiveness dimension). Initially we consider a single scenario. The problem is an extension of classical location studies. Then we consider a set of probable scenarios. This approach is essential due to the highly uncertain character of humanitarian disasters. All of these contributions have been tested and validated through a real application case: Peruvian recurrent disasters. These crises, mainly due to earthquakes and floods (El Niño), require establishment of a first aid logistics network that should be resilient and efficient

Full textThe logistics represents the backbone of the world economy. It physically materialises the commercialcontracts between buyer and seller. Paradoxically, it seems to suffer from a lack of conceptualisation, ofits related structures and determinants. Too often, the logistics chains are mixed up with the supplychains. Also the physical logistics execution and its management are rarely differentiated. As aconsequence, wrong diagnosis are causing other issues, themselves being source of inefficiency, leadingto a kind of entropy. The latter is observable through numerous operational and financial symptoms,and it tends to grow if technological progress is not under control. What shall we do with this new data,information and knowledge? Do we actually have the right knowledge to make good use of it? Thisresearch precisely tries to describe the industry microstructures. It sheds light on the pivotal role of thelogistics management, as well as on the disruptive effects that technological progress could have on itstradition mix of production factors. It tends to show how labour factor could polarise over low and highcognitive tasks supported by human. The negentropic knowledge, using human as a support, would thenbe similar to a high knowledge transfer performance, and could become a source of joint value creation

Full textDans la première partie de ce travail, nous avons effectué une synthèse des politiques existantes en mettant en évidence leurs similarités et leurs différences. Ceci nous a permis de proposer une classification de ces politiques en se basant sur le type de l'information disponible sur la demande, ce qui représente un outil d'aide au choix de la meilleure politique de pilotage dans un contexte industriel donné.
Dans la deuxième partie de ce travail, nous avons effectué une extension des politiques de gestion de stock classiques, basées sur une approche de renouvellement de la consommation, à des politiques basées sur une approche de pilotage par les besoins futurs, ces besoins étant exprimés sous forme de prévisions. Ceci nous a permis de développer des nouvelles politiques dynamiques de gestion de stock sur prévisions basées sur la notion d'incertitude prévisionnelle. Nous avons également effectué une étude numérique comparative de ces politiques qui met en valeur les bénéfices de l'utilisation des prévisions de la demande dans le pilotage de flux. Par ailleurs, nous avons analysé les équivalences qui existent entre les différentes politiques de pilotage de flux, traitées dans le cadre de cette thèse, ce qui nous a permis de donner une vision globale plus cohérente de ces politiques et de mettre en exergue les relations qui existent entre elles.

Full textIn the search for performance of supply chains, modeling and simulation of these chains, taking into account the organizational aspects are needed. In this perspective, firstly we propose a new methodology for modeling and simulation of supply chains oriented agents, taking into account explicitly the organizational aspects, both structural and dynamic as well as observable indicators in the modeling of these chains. This methodological framework is structured along two main levels of abstraction, conceptual and operational levels. For each level we have models that are proposed and described in details. Then, to simulate the simulation models of supply chains obtained by this methodological framework, we propose a multi-paradigm software architecture specific. This architecture supports the integration of different platforms simulation is based on a mediator, providing a multi-agent system, and ensuring the interaction between the simulators. The agents of this mediator is responsible for collecting required information to produce observables and maintaining the organizational structure while the organizational entities (groups) are distributed over different simulators and interoperability between these simulators, and finally ensuring the validity of the simulation for a temporal point of view. Finally, the implementation of the methodological framework and the proposed software architecture are shown in a realistic industrial case supply chain. The presentation of the design phase is detailed and the specification and implementation of industrial case in environmental modeling and simulation proposed

Full textIn this thesis, a simulation-based multi-objective optimization method is proposed for supply chain design under realistic conditions. The proposed approach is comprised of two building blocks: an optimizer and a simulation model builder. The optimizer, based on a multi-objective genetic algorithm, is used to direct the search for best-compromised solutions with respect to various conflicting criteria, such as cost and customer service level. The optimization variables incorporate not only the supply chain structure but also the system control parameters. Candidate solutions suggested by the optimizer are evaluated through simulation, which enables realistic evaluations taking into account uncertainties and dynamics along supply chain. The simulation model builder is developed to facilitate automatic model creation, which is a challenging issue as decision variables also involve the supply chain network structure. Two real-life case studies, from the automotive and textile industry, are presented to validate the proposed method and to illustrate its various features

Full textCurrently, enterprises are looking for a method to know how much to produce and when. Furthermore, they want to have a global vision of their production system and logistics. Thus, the supply chain management is responsible for insuring and optimizing the level of service to the customers, while assuring the best profitability for the company. To answer these objectives, we show in this thesis the interest of tactical plan and the way to determine detailed plans (MPS), by using a hierarchical structure (HPP). In this context, we propose a disaggregation methodology at two-levels that allows identification of “stable” MPS, by taking into account “robust and stable” forecasted plans (SOP). Optimization models are proposed as well as constraints which take into account decisions relative to each level, in order to insure consistency between them. Finally, we apply a treatment model for the real demand by using the AR (p) process, in order to render more stable the different MPS determined

Full textThis thesis is concerned with the establishment of contractual relationships between retailers and subcontractors in a fair trade way. We define a fair contract as a long lasting partnership that specifies physical, financial and eventually informational exchanges to ensure fair repartition of benefits between contracting parties. Thus, we were interested to set up fair whole sale prices contracts.The first phase of our work was to propose an approach to distribute the benefits in order to establish afair contract. The second phase was to apply this approach on two types of supply chains: a dyadicsupply chain solved analytically for a stochastic demand and a convergent supply chain with a retailerand several subcontractors. For the convergent chain, the solving approach differs depending on the context of information sharing. An analytical resolution is proposed for a context of total sharing ofinformation. In the context of inexistent information sharing, we proposed a multi-agent model (M1)having a negotiation dynamic inspired from the iterated contract-net between a retailer agent and several subcontractor agents. In the context of partial information sharing, we proposed two multiagent models (M2) and (M3). In these models a fair agent is added to the bargaining agents. In (M2),the fair agent acts as an advisor. In (M3), it acts as a director. In order to experimentally validate our proposals, fairness evaluation criteria have been proposed. The implementation of these models was performed using the JADE platform. The different models have produced relatively fair results.However, models adopting partial information sharing have produced better results

Full textThe topic of this thesis is about environmental and societal impacts abatement within the green supply chain. This thesis is taking place in the Laboratory of Industrial Engineering and Production of Metz (LGIPM). Our goal is to develop a decision support system in choosing a path with the less environmental and societal impacts. For building our decision support system, we defined a mathematical model which computes for each part in our transportation network, the travel time, the transportation cost and the damage due to transshipment, the amount of greenhouse gas emissions that are emitted, the energy consumption, the noise emitted and the accident risk. From this graph, we built a multiobjective shortest path problem. A multiobjective ant colony algorithm MOSPACO (Ant colony optimization for multiobjective shortest path problem) is then proposed to solve the proposed multiobjective shortest path problem; this new algorithm aims to take into account the large number of criteria and intermodal network. The running of the algorithm gives a Pareto front from which the decision maker can choose his desired itinerary

The first paper studies the simultaneous impact of vertical and horizontal cooperation on the overall performance and the stability of the chain. It proposes an individual-centered multi-agents approach for studying the impact on performance of different kinds of customer behaviors associated with overstock risk and their interaction rules under possible distortion of the exchanged information. The second paper deals with pharmaceutical distribution and studies the influence of the cooperation between wholesale distributors and a unique supplier to reduce overstocks and wastes. More generally, this thesis has shown the relevance of a connectionist approach of complex supply chains with heterogeneous agents exchanging information

Full textSince The investment of foreign manufacturing in developing countries result rapidly increasingly on economic growth to the host countries. Such contributions are creating new jobs by foreign companies, increasing the use of multinational distribution networks, or even spending on research and development to support many national projects. These have led to higher productivity through increased capital, which in turn has led to high living standards. Consequently, several developing countries are recognized to attracting foreign investors to invest their manufacturing business that they can gain benefits from them. However, they face many critical challenges linked to the economic turbulence, from the increasing of labor cost, ineffective supply chain and infrastructure. The crisis was raised many problems that give Foreign Direct Investments (FDIs) loss profits and increase operational costs. Then new and existing foreign investors are reluctant to invest or expand the businesses. While several approaches to be considered on making a decision are noticed for foreign investors. The relocation to cheaper laboring countries or shutting down operation is the possible strategy to be considered for them. However, these situations will not only impact internal organization but also the local and global economic situation. Since the crises can affect people’s income, as well raise economic problems, they finally lead to social problems in the area.Thus, to sustain the business operation and attract the new comers of FDIs, this research aims to help manufacturers understand the existing crises in their business situation, and then make the right decision by providing them with a tool to validate their future investment decision. Furthermore, providing useful information on FDIs’ investment also contributes to attracting new investors. Thus we will focus on the problematic as follows. 1 What are the potential factors used for a decision making while the FDIs is faced up with crises? 2 How can the study help manufacturers make the right decision in their manufacturing crises?3 In order to make a decision on relocating, transferring or divesting plants, are the specific factors that should be considered?4 How can the relevant organizations and the government help to prevent the crises generated by offshore or plant divestment?To answer on the problematic, our research proposes an integrated framework which is based on three main requirements: The supply chain and infrastructure, workers skills and performance, as well as the financial situation associated with the relevant stakeholders. Those three stakeholders are foreign investor, local industrial estate stakeholders, and manufacturers. However, the strategies to be analyzed in our research framework can be categorized into static and dynamic analysis. In terms of static analysis, the risk matrix decision represented as the knowledge base system used to evaluate the occurrence of existing risks in businesses. This analysis also helps investors or manufacturers evaluate their related risks on existing businesses. Regarding dynamic analysis, the modeling of the supply chain simulation is constructed according to the Supply Chain Operations Reference (SCOR) model. Supply chain modeling and analysis on future cost of investment are represented in this context. Besides, our research also applies the metrics and attributes based on Supply Chain Operations Reference (SCOR) to measure the supply chain performance
