Full textJean Charbonnel was part of that generation of "young wolves", sponsored by Georges Pompidou, which - from the beginning of the 1960s - embarked on the conquest of those parts of the country that were hostile to Gaullism. That was how Jean Charbonnel succeeded in being elected a "député" in a part of the Corrèze that was "radical-socialiste", in which the initial contacts with local politics were more than difficult. With that victory on which to build, Jean Charbonnel made for himself a real stronghold in the south of the department (the "Pays de Brive") where he became a "conseiller général" (1964-1968), mayor of Brive (1966-1995), the initiator of the first forms of "intercommunalité", and a deputy for a total of fifteen years. With this base of practical experience on the ground, his Gaullism became clearly orientated towards a search for, and the defence of, a better social justice through the realisation of novel mechanisms whose aim was the integration of handicapped schoolchildren, and of young people into the world of work, or through the responsibility that was taken for older members of the community with the construction of "foyers-logements" (sheltered housing). Such local social action was echoed on the national level, particularly when Jean Charbonnel became "Ministre du Développement industriel et scientifique" (1972-1974), within the context of the "affaire Lipp" when he tried to obtain true recognition for the eminently "gaullien" principle of Participation, taking into account the interests of the workers, of the salaried employees and of the management. Jean Charbonnel's political action claimed to be resolutely progressive but above all reformist as it sought to associate the citizen - according to the place that he actually occupied within the Community - with the great reforms of the country. This thesis seeks therefore to comprehend how a Gaullist managed to establish himself in a left-wing area - the "Pays de Brive" -and the way in which his action made of him a left-wing Gaullist or rather a "gaulliste social" because he was intellectually nearer the Right than the Left, and above all because he never sought to break away from mainstream gaullism, by which he was quite different from the left-wing Gaullists

Full textThe main focus of this dissertation lies in establishing some general sufficient conditions for an expansion of the real ordered field by functions with domains Rn to be model complete and o-minimal. We approach this subject from the point of view of the o-minimal weak structures, by following the work of Charbonnel and Wilkie. Furthermore, when considering additional conditions, we are able to obtain the following generalization of a Gabrielovs result: an expansion of the real ordered field by restricted smooth functions, which is polynomially bounded and closed under partial differentiation, is model complete.

Full textThe objective of my study is to demonstrate that sublimation is the principal aesthetic mechanism in the work of Valery Larbaud. In the first part of my work I seek to define a notion that intersects several fields of knowledge : theology, philosophy, aesthetics and psychoanalysis. This initial research enables me to make sublimation a concept with which to analyze literary texts. I will then seek to identify the sublimation characteristic of Larbaud. It emanates from a modern desire to describe, in the interior of the work, the creative act on the basis of the erotic. It results from a connection to the mother that determines the literary vocation. It can be explained also by the Catholicism of the author. These considerations give rise to new elegiac writings through which the notion of the sublime evolves in the first half of the 20th century in France

Full textEnvironment is a fundamental scientific field. It is also a conceptual approach dealing with complex facts which requires a deep insight into historical matters. This approach analyses the interactions between natural processes and societies managements on the long term (from the middle age to the present time) in the eastern Pyrenean woodlands, focusing on wood-metal working and agro pastoral practices. The important question of selecting the right space and times scales is central to this approach. The method is r6gressive and transdisciplinary based on the present organization of forest areas. Three means of investigation are used to go back in time: biogeographical plotting, ecohistorical studies (use of historical sources from an ecological viewpoint), charcoal kilns anthracological analysis. Clear indication of two types of processes has been given: 1. Societies practices impacts in the forest areas help the spreading of resistant or opportunist species: oak (quercus petraea), beech, mountain pine (pinus uncinata ram. ). 2. Forest areas re-organization by local country societies or interference from outside as planting silver fir forests through eliminating beech for example. The hypothesis can be made that the different valleys which have been studied partake of the same biogeographical basis. Intensities and modalities may vary in time and space which would explain the biogeographical differences observed as now. So, potentially, silver fir is a dominant species in the eastern Pyrenean altitude forest area between 1000 and 2000 m. A further geographical approach of environmental history called "historical ecology approach" has been developed. This approach which can be used in different locations is built on the comparing of results from different disciplines

The first one is a bit more theoretical and is intended to be a brief overview of the problems linked to the awarding of municipal contracts over time, as well as a reminder of the current rules governing the awarding of contracts. The second part informs on the best practices to be followed during a call for tenders, the gray areas, and the errors to avoid during the process leading to the awarding of a contract. First, the author addresses the writing of the call for tenders, its publication, the opening of tenders, and the formalities to be followed in order to determine the tender to be selected. Next, she discusses the concepts of contract division and notice of intention. The last chapter describes the various complaint mechanisms in the municipal sector. At the end of the thesis, six (6) appendices illustrate, using tables or diagrams, various key concepts and stages in terms of contractual management.

Full textSe observar, que la zona en donde se plantea el tratamiento paisajístico, es parte de una región semi-árida, en la cual predominan formas angulosas por acción de la temperatura y el viento, y en la que se ve el paisaje como algo dinámico que evoluciona constantemente, originando estados de juventud, madurez y decrepitud. En el proyecto se considera importante utilizar la vegetación como herramienta para el tratamiento paisajístico por su acción mitigadora de los avances de los procesos erosivos y por realizar un aporte orgánico con sus restos, consiguiendo además cumplir con dos premisas básicas o generales: proporcionar las condiciones funcionales y estéticas requeridas por la clienta, y restaurar en cierto nivel la degradación del ambiente. Otro propósito del proyecto es trabajar con vegetación nativa es para no afectar el valor del paisaje circundante, la propuesta se funde en el paisaje al trabajar con sus componentes. Se interviene el relieve en espacios determinados donde se interpreta que es necesario para evitar el avance de la erosión hídrica, y en algunos casos para aprovechar el potencial visual de ciertos sectores, que por su ubicación dan mejores posibilidades de experimentar vistas de alta calidad paisajística. Por otro lado, considerando la necesidad de aprovechar el recurso agua, se proyectan canalizaciones del agua de lluvia proveniente de techos y reutilización del agua de desagote de la pileta.

Full textIn the last few years, municipal corruption made its way through the headlines and became a significant issue in Québec, raising major questions about the quality of municipal governance. This research aims to understand how the corruption system operated at the municipal level. First, an examination of the municipal corruption’s legacy will show its recurrent aspect. Then, the corruption phenomena will be studied through a description of the informal governance structure that grew inside municipal institutions. More specifically, Laval’s and Montréal’s cases will be used to portray this governance structure. Della Porta and Vannucci’s model (2012) will be used to elucidate the way agents internalize norms of corruption, how they develop second-party bonds of trust, and, finally, how an enforcer can act to cement and institutionalize networks of corruption. Finally, the research aims to identify and understand which aspects of Quebec’s municipal institutions made then vulnerable to corruption. The limits of formal institutions’ capacity to successfully structure incentives will be addressed through the exposure of some significant weaknesses. We will examine the limits of the institutions aiming to establish external surveillance, to then turn our focus toward internal institutions that could have deterred corruption, which are bureaucracy and democracy.
