Abstract:
N.V. Charykov paid much attention to the Roman question. His interest to this issue was likely to have been formed when he was a Russian diplomatic representative at the Vatican. After his diplomatic service in the Vatican N.V. Charykov published its greatest scientific work that was dedicated mainly to the relations of Russia and the Vatican in the seventeenth century. The problem discussed in this paper is connected with Charykovs views on the Roman question rather than his diplomatic service. The Roman question was covered in two articles The Pope and Caliph and The Roman question, Leo XIII, and signor Mussolini. In these papers N.V. Charykov revealed the origins of the problem, its development and a solution of the Roman question, as well as potential problems. In his opinion, the problem arose during the unification of Italy and a solution was found under the Government of Mussolini who was interested in the support of the Pope. The author pays attention to the relations between Russia and the Vatican after their recovery, referring to his own diplomatic practice.

Abstract:
The problem of reforming the Ministry of Foreign Affairs of the Russian Empire in the beginning of XX century was widely highlighted in historical literature. However, the role of N.V. Charykov is covered very briefly. Since he was the chairman of the council on the reform of the Ministry of Foreign Affairs, it seemed necessary to explore his ideas and role in this transformative direction. He became the head of the council on the reform of the Ministry of Foreign Affairs after he had an appointment to a deputy minister of Foreign Affairs. It happened after A.P. Izvolsky (N.V. Charykovs friend and classmate at Imperial Alexander Lyceum) had become a foreign minister. N.V. Charykov denotes that A.P. Izvolsky invited him to become the deputy minister of Foreign Affairs. All the legal affairs of the Ministry of Foreign Affairs were transferred under authority of N.V. Charykov by A.P. Izvolsky. N.V. Charykov took up his post as the deputy minister of Foreign Affairs and was the head of the council on the reform of the Ministry of Foreign Affairs, implemented thoughtful and meticulous work. He could establish coordination among the actions of all the departments from which the reform was dependent on. Furthermore, he believed in the necessity of changing the structure of the Ministry of Foreign Affairs, linking it to the need to increase funding. Besides, he stood out for maintaining diplomatic correspondence in Russian instead of French. The important point was a democratization of the diplomatic exam on the one hand and an increase of the level of educational requirements for candidates on the other.

Abstract:
The article focuses on N.V. Charykov, who was an outstanding Russian diplomat who played an important role in Russias foreign policy. His activity is reflected in many official documents. However, they not fully represent his interaction with other civil servants of the Russian empire, and, consequently, do not reflect in full the atmosphere in which the diplomat worked. At the same time, autobiographical sources containing a subjective approach by definition are not capable of giving objective characteristic of his activity. We do not consider the memoirs of the diplomat himself, as our objective is to find out his contemporariess opinion of him. The considered memoirs can be classified in two basic types - diaries and memoirs. Diaries can be divided into two types - business and personal. The latter are much less informative than the former. A personal diary has an advantage over a business one from the point of view of the emotional colouring and to a certain degree reproduces attitudes of the individuals described. The memoirists line of activity is important. Diplomats memoirs contain a better weighed appraisal of the diplomats activity. The authors, who were not diplomats themselves, display their incompetence. The memoirs contain different, sometimes opposite assessment of the diplomats activity, that is another proof of their subjectivity. At the same time, they help to better understand the motives of N.V. Charykovs activity and the attitude of the milieu to him.

Objective: To analyze the role of the seminal 19th-century neurologist, Jean-Martin Charcot, in the internationalization of neurasthenia, previously known as “the American disease.”Background: The New York neurologist, George Beard, first described neurasthenia in 1869 and considered it a disorder related to the particular stress of modern civilization, most typified in the United States.Methods: Charcot’s personal files on neurasthenia from the Bibliothèque Charcot, Salpêtrière Hospital, Paris, were studied and his teaching lessons and lectures were examined.Results: Charcot presented numerous cases of neurasthenia, always crediting Beard with the original name and description. Calling Beard’s 1880 work a “remarkable monograph,” Charcot emphasized that patients with neurasthenia also comprised the bulk of his own private practice. Focusing on the signs of sexual impotency, fatigue, and a tight band of pressure around the head, Charcot categorically distinguished patients with neurasthenica from patients with hysteria. Like Beard, Charcot concluded that the origin of neurasthenia was psychological stress and felt the European society also fostered the environment to precipitate the disease. Charcot adamantly opposed extrapolations that called for early childhood educational reforms to reduce current classroom stress. Charcot sympathized more with the treating physician than the patient, calling neurasthenics insufferable (insupportables). On the front sheet of his neurasthenia file, he wrote in large script, “Poor Beard!!”Conclusion: By emphasizing the prevalence of neurasthenia and extending Beard’s observations, Charcot internationally legitimized the new diagnosis. Adding neurasthenia to the other neurologic descriptions from the United States by Hammond, Mitchell, and Dana, Charcot helped to foster the recognition of the American Neurologic School.

The neuropathic foot has the potential to develop Charcot arthropathy. This study describes multiple cases of Charcot’s foot following surgery. Of all the cases described, only one patient had any preexisting Charcot deformity or acute Charcot event. Voz de la guitarra mía, al despertar la mañana, quiere cantar de alegría a mi tierra mexicana. Yo le canto a sus volcanes, a sus praderas y flores, que son como talismanes del amor de mis amores. México lindo y querido, si muero lejos de ti que digan que estoy dormido... México lindo y querido, si muero leeeeejos de ti. Estas ya son melodías tan cotidianas en nuestro cancionero popular, que pareciera que le estamos cantando a nuestra tierra. En las primeras décadas del siglo XX, en Chile se vivió un proceso de adopción de estilos musicales latinoamericanos, los cancioneros más difundidos en nuestro país eran los provenientes de México y Argentina, los que finalmente penetraron con mayor intensidad en la sociedad de aquel entonces. El tango, la ranchera y el corrido, pertenecientes a los países mencionados, de igual modo la rumba, el bolero y la guaracha, estilos típicos de otros lugares de Latinoamérica, fueron los ritmos musicales que influenciaron más fuertemente la música popular chilena. Uno de los países que marcó mayor influencia con sus géneros musicales fue México, lo que se tradujo en un acercamiento musical que derivó en la adopción de estilos como la ranchera y el corrido. La música mexicana posee una temática que habla sobre anhelos y experiencias vividas por los sectores populares, sus canciones versan tanto de amor como de desamor, mientras que hay otras que cuentan historias de la tierra en que vive el pueblo mexicano o de los problemas cotidianos por los que atraviesan. La ranchera que surgió en los ranchos mexicanos y que fue difundida masivamente por el cine, fue capaz de provocar en nuestro mundo campesino un sentimiento de identificación entre lo vivido en el rancho y el fundo. Si bien en un primer momento en Chile el espectro musical popular sólo se dedicó a imitar a los autores mexicanos y a repetir sus creaciones musicales, con el paso del tiempo surgieron intérpretes nacionales y creaciones propias, como fue el caso de Guadalupe del Carmen. La música mexicana, al contrario de lo que se puede creer por lo mínimo que difunden los medios de comunicación (como la televisión y la radio), es un estilo musical que llega a mucha gente, especialmente en regiones, sectores rurales y a un publico más bien popular. A lo largo de nuestro país existen cientos de intérpretes y compositores que han adaptado el corrido y la ranchera a nuestra tierra. Existen solistas, dúos y conjuntos y entre ellos podemos encontrar ejemplos como “Los Hermanos Bustos”, “Los Llaneros de la Frontera”, “Los Luceros del Valle” entre otros, que en su mayoría son intérpretes catalogados como “súper ventas”, con discos de platino y varios temas en el puesto número uno en rankings musicales radiales de regiones. La música mexicana en nuestro país ha sido capaz de soportar modas musicales y sobrevivir en el tiempo, pero nunca se le ha dado el sitial que le corresponde, ya que para muchos es vista sólo como un estilo musical que llega a los sectores modestos de nuestra sociedad. Sin embargo, la música ranchera es más que una moda pasajera ya que pese a todo ha perdurado por décadas, instalándose en nuestro folklore. A lo largo del siguiente reportaje trataremos de explicar como surgió la ranchera y el corrido en México, veremos la importancia que tuvieron el cine, la radio y la industria musical en la creación y difusión de estos estilos musicales por toda América Latina y cómo estos medios, a su vez, contribuyeron a su estancamiento. En el caso de Chile, veremos cuándo llega el fenómeno y por qué se instala fuertemente en nuestro territorio, abordaremos la importancia que tuvo el cine, con figuras como Jorge Negrete, en la instalación de la música mexicana, debido a la similitud de vivencias que hicieron sentir más cercanas a la gente las historias que relataban las películas y la importante difusión que realizó la radio para expandir la música mexicana por todo Chile. También veremos como a lo largo del tiempo han ido apareciendo interpretes nacionales que no sólo repitieron las canciones, sino que crearon sus propios temas. Por último, conoceremos la realidad del fenómeno actual luego del surgimiento de la cantante adolescente María José Quintanilla, que le dio un nuevo aire y colocó en los medios de comunicación nacional a la música mexicana, incluso llegando al Festival de Viña del Mar. Además, veremos las historias de distintos artistas que han sido capaces de perdurar en el tiempo y de incorporar la música mexicana a nuestro cancionero popular.

Les travaux réalisés s'inscrivent dans le cadre de recherches sur les robots mobiles d'atelier en vue d'accroître leur flexibilité quant à la modification des trajectoires et à l'extension du réseau et à plus long terme leur autonomie d'évolution. Ces chariots autonomes appartiennent à une nouvelle génération apparue afin de s'affranchir des contraintes imposées par le fil ou tout autre moyen de guidage impliquant la matérialisation des chemins à suivre. Afin de permettre l'exécution de manœuvres complexes, telles que notamment l'évitement d'obstacles, et la reconfiguration rapide et peu coûteuse des trajectoires, les recherches se sont orientées vers une commande des chariots permettant le suivi de trajectoires non matérialisées : le guidage cartésien. Ce type de commande permet de connaître à tout instant la position et l'orientation du véhicule dans divers référentiels de travail : le système de planification et de gestion de l'atelier ont alors accès à tout instant à ces informations. Notre travail a consisté à concevoir et réaliser le guidage cartésien d'un chariot autonome évoluant dans un environnement coopératif partiellement connu.

Le mercure (Hg) est un élément toxique et récalcitrant dans notre environnement. Depuis la révolution industrielle, les activités humains ont augmenté la quantité du Hg qui cycle à la surface de la Terre d'un facteur trois. Les émissions du Hg des centrales au charbon représentent à elles-seules la moitié de tous les émissions anthropiques du Hg. Désormais, le traçage quantitatif de ces émissions des différentes régions du globe n'est pas simple. L'objectif de cette thèse a été d'explorer les signatures isotopiques du Hg comme traceur potentiel des émissions du Hg des centrales au charbon. Dans un premier temps un protocole d'extraction, purification et de pré-concentration du Hg par voie de combustion et re-piégeage acide a été développé. Une fois purifie, le Hg a été analyse par spectrométrie de masse à haute précision (~0. 1‰, 2s). En résumé, nous observons que les charbons provenant du globe entier sont isotopiquement discernable à un niveau de p de <0. 05 ou <0. 1. Les processus de combustion et de captage du Hg dans les centrales au charbon ne modifient que minimalement les signatures isotopiques du Hg. Nous considérons ces deux résultats suffisamment prometteur à fin de recommander des études plus élaborées au sujet du traçage des émissions du Hg des centrales au charbon dans l'environnement. Il sera important d'étudier les signatures isotopiques des formes gazeuses et particulaires du Hg dans les panaches des centrales au charbon, afin de vérifier leur variation et évolution. La difficulté de tracer les sources du Hg réside dans la modification de ses signatures isotopiques par les transformations biogéochimiques omniprésentes dans l'atmosphère
Mercury (Hg) is a toxic, persistent and globally distributed pollutant. Since the industrial revolution, human activities have augmented the global Hg cycle at the Earth's surface by a factor of three. Hg emissions from coal-fired power plants represent at present the largest single anthropogenic source. However, quantitative tracing of the fate of coal Hg emissions from different countries or regions is a challenging issue. The objective of this PhD dissertation was to use Hg stable isotope signatures to address this problem. Firstly, we developed a combustion-trapping protocol to extract, purify and pre-concentrate Hg from solid samples with low Hg levels such as coal and coal combustion products. Purified coal Hg was then measured for its isotope compositions by high-precision (~0. 1‰, 2s) multi-collector inductively coupled plasma mass spectrometry. In summary we find that coals from different global coal basins are often isotopically distinguishable at the p=0. 05 or 0. 10 level, and that combustion and capture processes in coal-fired power plants do not substantially change feed coal Hg isotope signatures. We consider these combined results to be sufficiently promising to recommend detailed atmospheric Hg isotope tracer studies of coal plant Hg emissions. However, we anticipate that the different gaseous and particulate forms of Hg in coal flue gas emissions may carry more contrasting Hg isotope signatures than we estimated for bulk emissions. Therefore, caution should be taken in near-field and far-field coal Hg emission tracing, and additional studies on the Hg isotope signatures of coal plant Hg emissions are necessary
