Abstract:
The point of departure for this article is the principle of the separation of powers, formulated long ago by the Frenchman Charles-Louis de Secondat Montesquieu. It is argued that this principle is important for the governance of universities, entailing a balance between university boards, university presidents and university senates. To this end, the article presents evidence about the governance structure of two highly-ranked US universities, UC Berkeley (UCB) and Stanford University. It reports on board compositions, the selection of presidents and the role of academic senates. The conclusion is that the principle of the balance of powers (‘shared governance’ as it is called at UCB) has served the two universities well. Therefore, despite differences in other conditions, such as their endowments, other universities might benefit from the evidence reported.

Nadie puede dudar de la importancia de la doctrina de la división de poderes, en la formulación realizada por Montesquieu, para el moderno Estado Constitucional. Sin embargo, también pocos desconocerán que la virtualidad para explicar las relaciones de poder en los Estados actuales, caracterizados como «Estados de Partidos» (Triepel) ha venido siendo puesta en duda, en el marco de una más amplia crisis de las Democracias representativas. Este trabajo sostiene que, dado que los partidos políticos resultan elementos indispensables de nuestro sistema democrático, la clásica distinción entre poder legislativo, ejecutivo y judicial enunciada por el Barón de la Brède ha de comprenderse conjuntamente con el juego de pesos y contrapesos (vetos) que se produce en las relaciones entre Gobierno y Oposición.No one can doubt the importance of the doctrine of division of powers, in the formulation made by Montesquieu, for the modern Constitutional State. However, few also will ignore that the virtuallity to explain the power relations in the current States, characterized as «State of Parties» (Triepel) has been questioned, in the context of a broader crisis of representative Democracies. This paper argues that, inasmuch as political parties are indispensable elements of our democratic system, the classic distinction between legislative, executive and judicial power enunciated by the Baron de la Brède must be understood together with the set of checks and balances (vetoes) that it occurs in relations between government and opposition.

AbstractWhen Woodrow Wilson, in the course of his campaign for the Presidency in 1912, attacked Thomas Jefferson and Charles-Louis de Secondat, baron de La Brède et de Montesquieu, he knew what he was about—for the constitutionalism articulated by the latter and embraced, in turn, by the Framers of the American Constitution was a systematic attempt to put into practice something very much like the first principles spelled out in the Declaration of Independence. Montesquieu was not a doctrinaire. He feared that, in his own country and elsewhere, revolution would eventuate in the establishment of a despotism, and so he gently, quietly promoted unobtrusive reform. But the cautious, prudential political science that he outlined in his Spirit of Laws was anything but value-free. If the American framers found his legislative science of use, it was because the hatred of despotism and love for liberty animating its author was grounded in an account of natural right closely akin to the one, espoused in John Locke’s Two Treatises of Government, that had inspired their revolution.

El filósofo y político francés Charles Louis de Secondat (más conocido como Montesquieu), plantea en su obra El espíritu de las leyes la teoría de la separación de poderes que - indudablemente- tiene un papel preponderante en el desarrollo de la modernidad política,extremo que garantiza particularmente la independencia en la administración de justicia, concepto de vínculo necesario con la función judicial como garantía real de la democracia. Para lograr la función judicial de administrar justicia, se debe acudir inicialmente a la vocación, entendida como aquel llamado interno para elegir determinada actividad (que en el caso concreto es la carrera de derecho), para luego lograr la licenciatura y ejercer de ese modo una de las sub-vocaciones que nos plantea el autor como son el abogado, juez, docente universitario o notario. En la eventualidad de seguir la función judicial de operador de justicia, debe tomarse en cuenta su conceptualización desde la perspectiva de la Filosófica del Derecho, luego centrarnos en la autoridad jurisdiccional; el mismo -para el cumplimiento de sus fines conciente- debe estar de sus deberes funcionales y legales y, finalmente, concretarse en las facultades que hacen del Juez a un ciudadano con múltiples virtudes al servicio de la comunidad.

Pesquisa objetivando descrever os principais aspectos do pensamento do Barão de Montesquieu, o nobre francês Charles-Louis de Secondat, que foi inserido entre os grandes liberais com a publicação do Espírito das Leis, em 1748. O autor é estudado em sua vida, contexto social, educacional e compreensão sobre o agir humano, que envolvia um nexo direto com as leis e a cultura, mas também com o clima, a geografia, o funcionamento do corpo humano. Depois do seu pensamento, é mostrado o seu ideal de funcionamento estatal por meio do conceito de Governo Moderado, algo que, graças ao seu pessimismo sobre as possibilidades de o homem possuir poder sem abusar dele, só poderia ser alcançado caso as leis moldassem instituições que dividissem eficazmente o poder e contivessem os abusos. Após ver como deveria ser a divisão de poderes e como a Inglaterra era o governo inspirador dessa ideia, serão vistos aspectos específicos sobre a federação, o clima e passagens do autor que envolvem a colonização das américas e, por consequência, a situação brasileira. Por fim, são apresentadas as repercussões do livro imediatamente após seu lançamento na Europa, a segunda fase de sua importância, após o seu amplo uso pelos constituintes dos Estados Unidos em 1787 e, por fim, breves apontamentos sobre influxos dele no Brasil.

Abstract:
Independence is a must in a state of law (rechtstaat) as stated in article 1 paragraph (1) of the 1945 Constitution of the Republic of Indonesia. The independence is inseparable from the theory of separation of powers. The separation of powers theory was developed by Charles Louis de Secondat Baron Montesquieu or better known as the trias politica theory which divides power into three, namely executive power, legislative power, and judicial power. The 1945 Constitution does not explicitly explain the existence of the prosecutor's office, but in Law no. 16 of 2004 which regulates the Attorney General's Office of the Republic of Indonesia places this institution as a "government institution" so that the position of the prosecutor in the Indonesian constitutional system is part of the executive power. This may causes the prosecutor's office to be independent and carry out its duties and functions. This study is a qualitative research, while the research approach used is the legal approach and the conceptual approach. Both the primary and secondary data was collected. The data was obtained through the 1945 Constitution, Law no. 16 of 2004, journals and books related to topic of research. The theoretical framework was applied to examine the concept of the independence of the Indonesian Attorney General Office by using the theory of The New Separation of Powers, which was initiated by Bruce Ackerman. In his theory, Ackerman divides powers into five, one of which is Independent Agencies. The result of this study showed that the position of the prosecutor's office is institutionally under executive power as stated in the prosecutor's law and regarding the ideal concept of prosecutor's independence in the Indonesian constitutional system which is analyzed through the theory of The New Separation of Power, namely by placing the prosecutor's office as an independent state institution that free from executive influence, broadly speaking, the placement of independent state institutions (Independent Agencies) is a separate branch of power out of the trias politica concept.

Abstract:
The ideas of the Enlightenment (first of all the French, with the most famous of its representatives – Jean-Jacques Rousseau, Charles-Louis de Secondat, Baron de La Brède et de Montesquieu and François-Marie Arouet Voltaire) not only influenced the political sphere of the Eighteenth century but also art. Francisco José de Goya y Lucientes (1746-1828) was directly convinced by these ideas: he took a passive part in the Napoleonic wars and was a friend of the prominent representatives of the Spanish Enlightenment. The study aims at analyzing interactions between text and image in the series of etchings of F. Goya “The Disasters of War” and the reception of the idea of «common good» in the etching 71 “Against the common good”. We have chosen several theoretical and methodological tools to deal with narrative and visual sources. Hermeneutics and semiotics belong to the specific methods used in the process of analysis of engravings. Comprehensive approach is determined by the usage of F. Goya both extraverbial and verbal (double numbers of etchings and artionims, ekfrasis) means. The methodological basis of the study is made up wit the principles of complexity, historicism and scientific character. The main methods were iconographic and iconological; empirical, prosopographical, method of synthetic and analytical source criticism; comparative-historical analysis. Probably, Francisco Goya, who also criticized the contemporary obscurantism in Spain (which is especially reflected in the series of etchings “Los Caprichos”), turned to the ideas of the French enlightenment, which gave rise to possibly unconscious reminiscences and allusions in his work. Thus, we are interested mainly how Goya indirectly or even unconsciously borrowed ideas from the Enlightenment movement, which spread rapidly all over Europe. In this case studying direct borrowings from J.-J. Rousseau’s ideas played only minor role.

Charles Bonnet Syndrome describes the triad of complex visual hallucinations secondary to ophthalmic pathology in psychologically normal people. We present a rare case of acute-onset Charles Bonnet Syndrome following cardiac surgery that resulted in profound loss of visual acuity in both eyes with characteristic visual hallucinations that were initially mistaken for delirium. Computed tomography of the brain revealed bilateral occipital infarcts, providing the substrate for Charles Bonnet Syndrome. A high index of suspicion should be maintained in cognitively intact patients with visual loss who are also experiencing visual hallucinations to ensure prompt diagnosis and management of this often overlooked condition.

Experiments were conducted at the University of Illinois at Urbana Champaign Electric Propulsion Laboratory to study the ion-induced secondary charge emission from surfaces bombarded by an [Emim][BF4] electrospray plume. The surfaces were unpolished and had oxide and hydrocarbon layers typical of as-received materials used in electrospray experiments. The effect of changing the bias from −85 to +85 V on the target collecting current from the electrospray plume was measured. These data are used to calculate the yield of positive and negative charged species emission from the target due to bombarding cations and anions. The yields of positive charges per incident cation [Formula: see text], negative charges per incident cation [Formula: see text], positive charges per incident anion [Formula: see text], and negative charges per incident anion [Formula: see text] are measured for eight different industrial materials commonly used in electrospray diagnostics or thruster and spacecraft construction. These yields range from 0 to 1.3 charges per incident ion over a range of emitter voltages from 1.5 to 2.9 kV and largely display linearly increasing trends with increasing emitter voltage. Over this emitter voltage range, [Formula: see text] ranges from 0 to 0.55, [Formula: see text] ranges from 0 to 0.75, [Formula: see text] ranges from 0 to 0.4, and [Formula: see text] ranges from 0.3 to 1.3. The data show for the first time positive and negative charges being emitted due to both cation and anion bombardment and suggest that secondary ions sputtered from the surface are important to the secondary charge emission behavior in electrospray plumes.

Abstract:
Discharge dynamics of primary and secondary streamers in a repetitively pulsed surface dielectric barrier discharge (SDBD) are investigated based on experimental and numerical simulations. Plasma propagation and coupled energy of the primary streamer are restricted in subsequent pulses, but the deposited energy of the secondary streamer increases. When the pulse repetition frequency reduces, a longer plasma length and higher average velocity of the primary streamer can be observed, but the influences on propagation length and velocity of the secondary streamer are very limited. These phenomena indicate that the residual surface charges left by the previous pulse should have a critical effect on the discharge dynamics of subsequent discharges. In order to have a deeper insight into the influence of residual surface charges in a repetitively pulsed SDBD, a numerical model characterized with a pre-charging of homogeneous charge accumulated on the dielectric surface is built. Pre-charging of positive charges deposited on the dielectric surface can inhibit the electric field of applied voltage, resulting in a decrease in the expansion of the primary streamer and the positive peak of current, which is in qualitative agreement with the experimental measurements. However, there is an opposite evolution rule when the negative charges are deposited on the dielectric surface. Although the electric field strength of the secondary streamer is enhanced for a high pre-charging value, there is no great impact on the negative peak of current during the secondary streamer due to the remaining heavy mass ions.

Abstract:
The study sought to determine the influence of parents’ ability to pay user charges in public day secondary schools in Makueni County, Kenya. The study was guided by human capital theory which was developed by Schultz in 1961. The study employed concurrent research design of mixed methods methodology. Target population was 250 principals, 380 Form 4 class teachers, 250 PA chair persons and 108 area chiefs. The sample size included 50 principals, 76 class teachers, 50 PA chairpersons and 20 chiefs, making a total of 196 research participants. Data was collected using questionnaires, interview schedules and document analysis. Quantitative data was analyzed using descriptive and inferential analysis using the Statistical Package for Social Sciences (SPSS) version 24 and presented using frequency tables and graphs while qualitative data was analyzed thematically and presented using narratives and appropriate verbatim quotes. Descriptive statistics used were mainly mean and standard deviation while inferential statistics used were both correlation and regression analyses. Pearsons’s correlation coefficient was used to determine association /correlation between parents’ ability to pay user charges and students’ participation in public day secondary schools in Makueni County. Bivariate regression analysis was used to show the influence of parents’ ability to pay user charges on students’ participation in public day secondary schools in Makueni County. The study established that parents’ ability to pay user charges positively and significantly influenced students’ participation in public day secondary schools in Makueni County. The study recommended that; government should increase the amount of FDSE allocations channeled to schools to cover user charges imposed, boost scholarships and bursary schemes and also implement feeding programme for the day scholars.

Although scarcely mentioned in the secondary literature, Butré was indeed an important collaborator of Quesnay’s. The present article gives a detailed account of Butré’s contribution to Physiocracy by concentrating on the period from 1766 to 1768, when Quesnay conceived and published his last versions of theTableau économique. We show that Butré developed a sophisticated economic model. Although his model contains significant deviations from Quesnay’s, Butré’s intent was to complement rather than criticize it.

In this work, we interested in the study of a house using renewable energy sources such as photovoltaic (PV) panels, thermal panels and wind turbines (WT). The energy consumption happens through electrical charges like the refrigerator, the heat pump, the lighting... The main objective of this work is to change the operating time of secondary loads and to propose an energy management algorithm. Firstly, we will model the consumption of electrical charges and move the operation of secondary charges to moderate the consumed energy. Finally, we suggested an algorithm to manage and optimize energy production and consumption. The results show that the displacement of secondary loads reduces over 8.5% of the energy bill and the suggested algorithm optimizes the operation of the energy production equipment while covering the energy needs of the inhabitants.

Syringohydromyelia secondary to foramen magnum overcrowding is described in seven Cavalier King Charles spaniels. Clinical signs were consistent with a central spinal cord lesion. The most common signs were persistent scratching at the shoulder region with apparent neck, thoracic limb, or ear pain and thoracic limb lower motor neuron deficits. The diagnosis was made by magnetic resonance imaging. The syringohydromyelia is postulated to be a consequence of an occipital bone malformation resulting in a small caudal fossa and cerebellar herniation. Clinical signs improved but did not completely resolve when the dogs received treatment with corticosteroids or nonsteroidal anti-inflammatory drugs.

Abstract Since its first description in 1760, Charles Bonnet syndrome (CBS) has been reported in many studies. The main characteristics are visual hallucinations, preserved awareness of unreal visions, and absence of psychotic symptoms. CBS can occur with lesions located anywhere along the central visual pathway, from the eye to the calcarine fissure. Objective: To describe patients with CBS and carry out a review of the literature. Methods: Six patients with visual hallucinations were evaluated in an outpatient memory clinic between 2001 and 2008, and their clinical characteristics recorded. Results: Four patients were female, and the mean age was 74.5±16.9 years. Three patients had visual loss secondary to eye disease and three due to cerebral lesions. The visions consisted of animals, persons, moving objects, bizarre creatures or colored forms, and were considered disturbing by five patients. Five patients received treatment, and only three reported partial benefit from the therapy. Complete recovery was not seen in any of the subjects. Conclusions: CBS is relatively rare and its recognition is important to avoid misdiagnoses with psychiatric or dementing illnesses.

For high voltage direct current (HVDC) cable, a semi-conductive layer lies between the conductor and the insulation layer; as the charge migrates the path from the conductor to the insulation material, it will affect space charge injection. In this work, the research idea of changing the injection path of moving charges within semi-conductive layer by magnetic particles was proposed. Semi-conductive composites with different SrFe12O19 contents of 1 wt.%, 5 wt.%, 10 wt.%, 20 wt.%, and 30 wt.% were prepared, and the amount of injected charges in the insulation sample was characterized by space charge distribution, polarization current, and thermally-stimulated depolarization current. The experimental results show that a small amount of SrFe12O19 can significantly reduce charge injection in the insulation sample, owing to the deflection of the charge migration path, and only part of the electrons can enter the insulation sample. When the content is 5 wt.%, the insulation sample has the smallest charge amount, 0.89 × 10−7 C, decreasing by 37%, and the steady-state current is 6.01 × 10−10 A, decreasing by 22%. When SrFe12O19 content exceeds 10 wt.%, the charge suppression effect is not obvious and even leads to the increase of charge amount in the insulation sample, owing to the secondary injection of charges. Most moving charges will deflect towards the horizontal direction and cannot direct access to the insulation sample, resulting in a large number of charges accumulation in the semi-conductive layer. These charges will seriously enhance the interface electric field near the insulation sample, leading to the secondary injection of charges, which are easier to inject into the insulation sample.

According to Faraday’s law of induction, when we change the current intensity in a primary electric circuit we can induce a current in a secondary circuit under appropriate conditions. An electric current means charges in motion. Microscopically we can express Faraday’s law by saying that when we accelerate charges in the primary circuit, a force is exerted on charges of the secondary circuit, which can accelerate them. A similar effect also exists in gravity with accelerated masses, but of course with much less intensity. The phenomenon is called frame dragging and can be derived from general relativity theory. Here we present an alternative way to calculate such gravitational induction forces based on Weber’s law that only involves simple mathematics and incorporates other fundamental concepts, such as Newton’s third law, and Mach’s principle as the origin of inertia. It therefore summarizes all low-velocity gravitationally relevant effects into a single equation.

This research aims to find out the kinds of social injustice depicted along the plot story in Charles Dickens’ Oliver Twist and to know how the main characters react and solve such social injustice they encounter in their daily communal life. The research is categorized as a descriptive qualitative research, using the sociological approach. The data are collected from primary data and secondary data. The primary data are taken from Charles Dickens’ Oliver Twist through the description of events and characterizations, while the secondary data are from various books, journals, articles and some sources from internet. The research reveals that among many kinds of social injustice, poverty, social stratification and child labor are the most common issues depicted in Charles Dickens’ Oliver Twist. The researcher also finds that most of characters that experience social injustice are those who come from the lower class. They suffer poverty and cannot do anything to change the condition. In order to stay alive, most of the characters who experience such kind of social injustice prefer to conduct criminal. In relation to the application of sociology of literature theory, it is found that social injustice like poverty, social stratification and child labor depicted in the novel are the representation of the real condition at the time the novel was written.

ObjectivesThe purpose of this study is to analyse hospital charges for patients with haemorrhagic stroke in China and investigate potential factors associated with inpatient charges.MethodsThe study participants were in-hospital patients with a primary diagnosis of haemorrhagic stroke from all the secondary and tertiary hospitals in Beijing during the period from 1 March 2012 to 28 February 2015. Distribution characteristics of detailed hospital charges were analysed. The influence of potential factors on hospital charges was researched using a stepwise multiple regression model.ResultsA total of 34 890 patients with haemorrhagic stroke of mean age 61.19±14.37 years were included in the study, of which 37.2% were female. Median length of hospital stay (LOHS) was 15 days (IQR 9–23) and median hospital cost was 18 577 Chinese yuan (CNY) (IQR 10 442–39 784). The hospital costs for patients in Western medicine hospitals (median 19 651 CNY) were significantly higher (P<0.01) than those in traditional Chinese medicine hospitals (median 14 560 CNY), and were significantly higher (P<0.01) for Level 3 hospitals (median 20 029 CNY) than for Level 2 hospitals (median 16 095 CNY). The proportion of medicine fees and bed fees within total hospital charges showed a decreasing trend during the study period. With stepwise multiple regression, the major factors associated with hospital charges were LOHS, surgery, pulmonary infection, ventilator usage, hospital level, occupation, hyperlipidaemia, hospital type, in-hospital death, sex and age.ConclusionWe conclude that medicines form the largest part of hospital charges but are showing a decreasing trend, and LOHS is strongly associated with patient charges for haemorrhagic stroke in China. This implies that the cost structure is very unreasonable in China and medical technology costs fail to be fully manifested. A reasonable decrease in medicine charges and shortening LOHS may be effective ways to reduce hospital charges.

Based on information related to the Stop of Exchequer, 1672, this article calculates the current yields of sovereign debt and examines the effect of the Glorious Revolution on the government’s credibility. The results show that even though the interest payment had not been paid for years, when Parliament authorized the resumption of payment, the current yields fell not only below the level when the interest payment was made by Charles II, but quickly converged to the rates of return of alternative investment. The movement of current yields supports that the constitutional change of 1689 did enhance the government’s credibility.

Our investigations concerning the protonaffmity of aliphatic amines have been confined so far to primary unbranched species. In order to gain further information about the applicability and the limitations of the statements derived from the results of the previous calculations, we extended our investigations to some tertiary, secondary and branched primary amines. Correlations between the experimental protonaffinities and the Mulliken charges of the nitrogen atom and the NHx-group (x = 0, 1, 2) of the amines, as well as those of the NHx + 1 ,-group of the corresponding ammonium cations have been found. However, these correlations only hold within the different groups of amines (primary, secondary and tertiary) and not between them. A somewhat better correlation throughout all groups is found if one compares the charges of the protons in the NHx + 1-groups of the ammonium cations with the experimental protonaffinities of the parent amines but deviations from the expected order are found in this case, too. This shows the limited value of charges as calculated by the methods used here, in predicting the relative order of protonaffinities of amines if they belong to different groups.

Objective.With childhood varicella vaccination in the United States have come concerns that the incidence of herpes zoster may increase, because of diminishing natural exposure to varicella and consequent reactivation of latent varicella zoster virus. We wanted to estimate the rate of herpes zoster-related hospitalizations and the associated hospital charges before and during the promotion of varicella vaccination in the United States.Design.A retrospective study of patients from the Nationwide Inpatient Sample for the years 1993–2004 who were hospitalized due to herpes zoster infection.Methods.We searched for diagnoses of herpes zoster (using the International Classification of Diseases, Ninth Revison, Clinical Modification codes starting with 053) in all 15 diagnostic-code fields included for hospital discharges in the Nationwide Inpatient Sample during 1993–2004. We designed our analysis to examine the rates of severe illness due to herpes zoster that resulted in hospitalization, as measured by the rates of herpes zoster-related hospital discharges (HZHDs). The annual population-adjusted rate of HZHDs (per 10,000 US population) and the annual inflation-adjusted total charges for HZHDs were the primary outcomes. Secondary outcomes included mean charges for HZHDs and the distribution of total charges for HZHDs by expected primary payer. Varicella-related hospital discharges (VRHDs) were identified by use of similar diagnosis-based methods, which were described in our previous study.Results.Population-adjusted rates of HZHDs did not change significantiy from the prevaccination years (1993–1995) through the initial 5 years of the varicella vaccination period. Beginning in 2001, however, the rate of HZHDs overall began to increase, and by 2004 the overall rate was 2.5 HZHDs (95% confidence interval, 2.38–2.62) per 10,000 US population, significantly higher than any of the rates calculated during the years prior to 2002. Hospital charges for HZHDs overall increased by more than $700 million annually by 2004; in particular, we found that the herpes zoster vaccine–eligible population (ie, persons aged 60 years or older) accounted for 74% of the total annual hospital charges in 2004. The annual rate of VRHDs and the associated hospital charges decreased significantly from 1993 through 2004, but the decrease in hospitalizations and charges for VRHDs was less than the increase in hospitalizations and charges for HZHDs.Conclusions.AS the rates of VRHDs and the associated charges have decreased, there has been a significant increase in HZHDs and associated charges, disproportionately among older adults. Herpes zoster vaccine may mitigate these trends for HZHDs.

Abstract:
There are online gambling cases where the Public Prosecutor tends to charge with alternative charges using Article 303 of the Criminal Code while the court facts and evidence explain clearly about online gambling. It is interesting to study the implementation of charges by the Public Prosecutor against perpetrators of online gambling crimes in Padang City and the reasons why the Public Prosecutor charges online gambling cases with Article 303 of the Criminal Code, whereas Article 27 paragraph 2 of the ITE Law also specifically regulates online gambling. This paper uses empirical juridical research methods, where the data used is primary data and secondary data through literature study. The application of charges in online gambling cases by the Public Prosecutor needs to pay attention to several things, the most important of which is to complete the elements relating to Article 27 paragraph 2 of Law No. 19 of 2016 concerning Amendments to Law No. 11 of 2008 concerning ITE. In many online gambling cases that go to the Padang District Prosecutor's Office, there are deficiencies in evidence to complete the elements in the ITE so that the gambling articles in the Criminal Code are used

Abstract:
The aim of this research is to find out the type of onomatopoeia that used in the comic, the meaning of the onomatopoeic word, and the syllabic structure of the onomatopoeic word. The object of this research is a Peanut comic by Charles M. Schulz. The theory used in this research is based on Ullman’s theory. The result showed that there were two types of onomatopoeias found in the comic, the primary and secondary onomatopoeias. From 71 words, the dominant type found was the secondary onomatopoeia. It was also found that some forms of onomatopoeia have the same word with different meaning, depended on the subject and object that produces the sound. Some words come up more than once according to the storyline in the comic. The form of syllabic structure that the mostly used is Consonant-Consonant-Vocal-Consonant or CCVC, there were 20 out of a total 71 onomatopoeia that have the CCVC form.

Abstract:
ObjectiveStable patients with chronic conditions could be appropriately cared for at family medicine clinics (FMC) and discharged from hospital specialist outpatient clinics (SOCs). The Right-Site Care Programme with Frontier FMC emphasised care organised around patients in community rather than hospital-based providers, with one identifiable primary provider. This study evaluated impact of this programme on mortality and healthcare utilisation.DesignA retrospective study without randomisation using secondary data analysis of patients enrolled in the intervention matched 1:1 with unenrolled patients as controls.SettingProgramme was supported by the Ministry of Health in Singapore, a city-state nation in Southeast Asia with 5.6 million population.ParticipantsIntervention group comprises patients enrolled from January to December 2014 (n=684) and control patients (n=684) with at least one SOC and no FMC attendance during same period.InterventionsFamily physician in Frontier FMC managed patients in consultation with relevant specialist physicians or fully managed patients independently. Care teams in SOCs and FMC used a common electronic medical records system to facilitate care coordination and conducted regular multidisciplinary case conferences.Primary outcome measuresDeidentified linked healthcare administrative data for time period of January 2011 to December 2017 were extracted. Three-year postenrolment mortality rates and utilisation frequencies and charges for SOC, public primary care centres (polyclinic), emergency department attendances and emergency, non-day surgery inpatient and all-cause admissions were compared.ResultsIntervention patients had lower mortality rate (HR=0.37, p<0.01). Among those with potential of postenrolment polyclinic attendance, intervention patients had lower frequencies (incidence rate ratio (IRR)=0.60, p<0.01) and charges (mean ratio (MR)=0.51, p<0.01). Among those with potential of postenrolment SOC attendance, intervention patients had higher frequencies (IRR=2.06, p<0.01) and charges (MR=1.86, p<0.01).ConclusionsIntervention patients had better survival, probably because their chronic conditions were better managed with close monitoring, contributing to higher total outpatient attendance frequencies and charges.
