AbstractThe constitutional developments and debates during the first half of the 19th century, in particular following the French and Belgian revolutions of 1830 and the introduction of new written constitutions (the French Charte of 1830 and the Belgian constitution of 1831) show the dynamics between the Executive, still largely controlled by the monarch, and the parliamentary representation. Although the balance of power differed from one political system to another, the dual system established during the July Monarchy, which increasingly called for a government and government policies which

After the swiftly abolished liberal Constitution of 1835 and the imposed 'Turkish' one of 1838 (imposed by the Russians and Ottomans, guarantors of Serbia's autonomy granted in 1830, to limit the princely power), the development of constitutionalism in modern Serbia went through several phases. As elsewhere in the Balkans, constitutions usually resulted from a compromise between the ruler and the elites rather than from the will of the people. The 1868 Constitution drew to an extent upon the early nineteenth-century German constitutional monarchies, but, under pressure from the politically mob

This study explores parliamentary reforms related to the financial accountability of banks following the 1825–6 and 1836–7 financial crises in England. An appraisal of nineteenth-century parliamentary Hansard transcripts reveals early banking legislative pursuits. The study observes the laissez-faire and interventionist approaches towards the banking enactments of 1826, 1833 and 1844 that underpin the transformation of financial accountability during this era. The Bank Notes Act 1826 imposed financial accountability on the Bank of England by requiring the mandatory disclosure of notes issued.

Abstract:
The Charter of Fundamental Rights of the European Union has been applied directly by the Croatian Constitutional Court since the decision No. U-I-1397/2015 (Act on Elections of the Representatives to the Croatian Parliament) rendered in 2015. Ever since it can be observed that the Charter has been consistently applied both in the proceedings of constitutional review in abstracto and in the proceedings initiated by a constitutional complaint (constitutional review in concreto), however, in a limited number of cases mostly concerning migrations or asylum. Therefore, this paper analyses the applic

Abstract:
*Chapter 8 of the forthcoming book "Economic Analysis of Land Use in Global Climate Change Policy," edited by Thomas W. Hertel, Steven Rose, and Richard S.J. Tol We describe an approach for incorporating biomass energy production and competition for land into the MIT Emissions Prediction and Policy Analysis (EPPA) model, a computable general equilibrium model of the world economy. We examine multiple scenarios where greenhouse gas emissions are abated or not. The global increase in biomass energy use in a reference scenario (without climate change policy) is about 30 EJ/year by 2050 and about

Abstract:
The Overturning in the Subpolar North Atlantic Program (OSNAP) is an international effort started in 2014 dedicated to achieving a better understanding of the link between dense-water formation and the meridional overturning circulation in the high-latitude North Atlantic. Moorings, gliders, and subsurface acoustically-tracked RAFOS floats have been used to collect temperature, salinity, and current data across the Labrador Sea, Irminger Sea, Reykjanes Ridge, Iceland Basin, Rockall-Hatton Plateau, and Rockall Trough. The specific objective of the OSNAP float program is to gather information on

Abstract:
Quasi-static and high-rate tensile experiments were used to examine the strain rate sensitivity of laser-directed energy deposition (L-DED)- and additive friction stir deposition (AFSD)-formed AerMet 100 ultrahigh-strength steel-additive manufactured builds. Electron backscattered diffraction (EBSD) revealed similar as-deposited grain sizes between the two AM processes at approximately 24 μm and 17 μm for the L-DED and AFSD samples, respectively. The strain hardening rate, θ, revealed little change in the overall hardening observed in the L-DED and AFSD materials, with a consistent hardening i
