Abstract:
The COVID-19 pandemic caused dramatic changes in the world economy, including economy of Ukraine. The aftermath of coronavirus crisis had a significant impact not only on Ukrainian economy as a whole, but also on its regional development. Dysfunction of economic development due to coronavirus crisis has been defined as viral dysfunction which implies disorder of relatively stable economic relations that had been built in the past. The above-mentioned determines importance and relevance of research on the viral dysfunction impact on Ukrainian economy on national and regional levels, which is the object of study of the research work held by Cherkasy State Business College (Ukraine), titled "The impact and consequences of viral dysfunction on the institutional and socio-economic development of the region (on the example of Cherkasy region)" (state registration number 0121U110851). Within the research work there has been prepared section of collective monograph, which purpose is to provide comparative analysis of dynamics of socio-economic development indicators of Cherkasy oblast and neighboring regions in 2019–2021. The 2019–2021 years have been selected as an analyzed period in order to study dynamics of relevant indicators in pre-pandemic and pandemic period. The research methodology implies usage of wide range of socio-economic indicators that allows to cover different dimensions of regional development, such as gross regional product (GRP), available income per capita, salary per employee, net profit/net loss of the enterprises, informal employment, staff movement, average wages per worked hour, and wage fund. The research methods used in this work include statistical methods of correlation and dynamics analysis, monographic, tabular, systematization and generalization methods. The research results indicate the presence of high correlation between selected basic socio-economic indicators – GRP, net profit/net loss of the enterprises, available income per capita, and salary per employee in 2019. However, in 2020, net profit/net loss of the enterprises indicator did not demonstrate any significant correlation with other indicators. Selected regions’ enterprises demonstrated different dynamics of their net financial results during 2019–2021: mostly Poltava and Kyiv regions demonstrated better dynamics than Vinnytsa, Kirovohrd, and Cherkasy regions. The same dynamics applies to income of residents – Poltava and Kyiv regions are among leaders in the level of available income per capita and salary per employee. Finance and insurance are the highest paid areas of economic activities while construction, retail and wholesale have the lowest wages in selected regions. The research outcome allows to make a conclusion on the decrease in the level of informal employment in Ukraine on national level as well as in selected regions. As for the wage fund, both hryvna and US dollar equivalents of one have been gradually increasing during 2019–2021, the most substantial increase took place in 2021 comparing to 2020: the highest increase took place in Kyiv region (by 35 times), the lowest one – in Kirovohrad region (by 1.5 times). Analysis of staff movement dynamics indicate a strong tendency towards the number of quitted for employment to exceed the number of accepted for employment, the most significant excess took place during the fourth quarter of 2019 and the second quarter of 2020. Practical implications. The research outcome can be used as an analytical basis for decision making in the area of regional program development and implementation as well as by academic community to foster a scholarly discussion on the impact of coronavirus crisis on socio-economic development. Value/originality. Taking into account that Ukrainian economy for the last years has been experiencing political and socio-economic crisis, that was significantly enhanced by COVID-19 pandemic in 2020–2021 and tremendously enhanced by martial law regime, implemented in 2022, there is a necessity to research the coronavirus pandemic impact on economy. The martial law regime has changed focus of Ukrainian government towards defense and national security since 2022; however, the state of emergency on the national level regarding pandemic impact has been in force for the whole 2022 and has been prolonged to the end of April 2023.

Abstract:
This study aims to examine the economic resilience and adaptation strategies of different regions in Ukraine amid the ongoing war and the challenges faced by small and medium enterprises (SMEs). The methodological approach, combining a rigorous Secondary Data Review with advanced analytical tools like DEEP software, provides a robust framework for understanding the diverse strategies Ukrainian regions have employed to support SMEs amidst war. The methodology ensures a comprehensive, accurate, and ethically sound analysis, contributing valuable insights into economic resilience in conflict zones. As a result, in different regions were identified own particularities of resilience and adaptation strategies. In Chernivtsi, the focus is on environmental sustainability and employment opportunities, as seen in initiatives like "Green Plastic". The State Employment Service has significantly aided internally displaced people (IDPs), with compensation programs for employers. Chernihiv's recovery efforts center on financial aid for damaged businesses, with the regional budget providing partial reimbursements. Cherkasy highlights the role of international cooperation, with USAID's substantial grant to Aramis, a local company, enhancing its production capabilities and bolstering the region’s manufacturing sector. Dnipropetrovska offers insights into grant competition for SMEs, supported by EU and Germany, and IDPs’ access to micro-business grants. Ivano-Frankivska's "Warm City Grants" program demonstrates increased co-financing for participants, emphasizing support for micro and small business entities. Kharkivska reveals a shift in business activities towards military needs, while Khersonska focuses on grant assistance for small businesses affected by the invasion. In Kyivska, numerous initiatives, such as the "eRobota" program, training for business owners, and the launch of a training program with Google, support the burgeoning entrepreneurial spirit despite challenges. Lvivska's investment in logistics and a targeted regional program for relocated enterprises are notable, as is Luhanska's struggle with its coal industry in the face of war. The practical implications of this study provide actionable insights for policymakers and stakeholders, guiding effective support strategies for SMEs in conflict-affected regions. Value/originality. Each region displays unique strategies and programs to combat the economic fallout of the war. This includes support for IDPs, revitalization of damaged businesses, and fostering new entrepreneurial ventures. The findings underscore the critical role of governmental and international support in sustaining and reviving economies in war-affected areas. The study concludes that despite the severe challenges posed by the war, the resilience and adaptability of Ukrainian regions are evident in their diverse approaches to economic recovery and support for IDPs and SMEs. This resilience not only aids in immediate recovery but also lays a foundation for long-term economic stability and growth.

The paper has a two-fold purpose. The first purpose of the research is to clarify the concept of “readiness of teachers of higher education institutions to use distance learning technologies”, to determine the components and indicators of teachers’ readiness to use distance learning technologies. The other purpose is to announce the results of the conducted online survey on teachers’ readiness for distance learning; understand how distance learning methods are being implemented, which need to be modified or improved, establish the depth of complications associated with transitioning to online teaching due to the introduction of COVID-19 quarantine and provide the information to stakeholders to further improve the process of distance learning. The article is based on the survey of scientific literature on teachers’ readiness/preparedness to distance education and results of the authors’ COVID-19 Teachers’ Questionnaire with 485 faculty members of major higher education institutions of Cherkasy region (Ukraine). The author proves that the effectiveness of distance learning depends on subjective (teachers’ and students’ preparedness for distance education) and objective factors (material and technical base of higher education institutions). Components of teacher’s readiness for distance learning and their indicators are summarized: motivational, cognitive, operational, technological, creative, personal. The outcomes of the questionnaire have identified that most respondents lack theoretical knowledge and practical skills necessary for the implementation of distance learning and encounter difficulties in teaching during quarantine.

Abstract:
В статье приведены систематизированные данные по оросительным и обводнительным системам в бассейне р. Кубани, необходимые для разработки научно-методического обоснования и определения перспектив использования водных ресурсов бассейна р. Кубани, а также научно обоснованных рекомендаций по повышению эффективности их использования при мелиорации земель сельскохозяйственного назначения на основе водного баланса территории. Бассейн р. Кубани включает 17 оросительно-обводнительных систем, основными водопользователями являются оросительные системы Карачаево-Черкесской республики, Ставропольского края, Республики Адыгеи и Краснодарского края. Орошаемые земли в Республике Карачаево-Черкессии представляют в основном тепличные хозяйства, овощные севообороты, общая площадь орошаемых сельхозугодий 19,8 тыс. га. В Ставропольском крае овощные и кормовые севообороты, инженерные оросительные системы водохозяйственного комплекса БСК (Большой ставропольский канал). В Республике Адыгея кроме овощных, кормовых севооборотов имеются и рисовые, дефицита пресных подземных и поверхностных вод регион не испытывает, однако, в сельской местности в летнее время наблюдаются перебои в хозяйственно-питьевом водоснабжении населения. Общая площадь орошаемых сельхозугодий 24,952 тыс. га, площадь осушаемых земель 2,368 тыс. га. В Краснодарском крае в бассейне реки Кубани числятся орошаемыми 234,4 тыс. га рисовых систем и 152,0 тыс. га нерисовых севооборотов. Общая площадь осушенных сельхозугодий 24,5 тыс. га.The article presents systematized data on irrigation and watering systems in the Kuban river basin, which are necessary for scientific and methodological basis developing and determining the prospects for using water resources in the Kuban river basin, as well as scientifically based recommendations for improving their use efficiency in agricultural land reclamation based on the territorys water balance. The Kuban river basin includes 17 irrigation and watering systems, the main water users are the irrigation systems of the Karachay-Cherkess Republic, Stavropol territory, the Republic of Adygea and Krasnodar territory. Irrigated lands in the Karachay-Cherkessia Republic are mainly greenhouses and vegetable crop rotations the total area of irrigated farmland is 19.8 thousand hectares. In the Stavropol territory vegetable and fodder crop rotations, engineering irrigation systems of the BSC water management complex (the Big Stavropol Canal). In the Republic of Adygea in addition to vegetable and fodder crop rotations there are also rice, there is no fresh groundwater and surface water deficit in the region, however, in the countryside in the summer time, there are disruptions in drinking water supply of the population. Total irrigated farmland area is 24.952 thousand hectares, drained land area is 2.368 thousand hectares. In the Krasnodar region, Kuban river basin, there are 234.4 thousand hectares of rice systems and 152.0 thousand hectares of non-rice crop rotations listed as irrigated. The total area of drained farmland is 24.5 thousand hectares.
