Abstract:
Abstract In this paper, we look at characterisation in the popular fiction genre Chick Lit by analysing laughter-talk in conversational humour. This is the first systematic analysis of how a variety of humour phenomena are linguistically realised in the genre despite humour being as aspect recurrently referred to as intrinsic to the genre. We use a combination of methods, both corpus-based and qualitative in nature, to identify instances in which laughter occurs, which we (broadly) associate with the presence of humour. Thus, with the use of self-compiled corpora, we assess the nature of humorous mechanisms in the genre. We conclude by arguing that humorous encounters are genre-defining and essential for characterisation. Humour analysis allows us to argue that Chick Lit protagonists are prototypically presented as non-aggressive, non-threatening individuals, which also contributes to the depiction of down-to-earth characters readers expect in the genre.

To learn more about chick lit, this study aims to describe the beginning of chick lit in the<br />world of Indonesian literature. This study uses a qualitative description to give an aid for the readers to know<br />what is happening in the environment, under observation, such as what the participants' point of views, events<br />and activities occuring in the setting. Theory referenced in this study is the theory of Seger‟ reception<br />aesthetics , which states that the aesthetic reception views the value of literature as a concept of constant<br />change depending on the system of readers‟ norms . The analysis conducted to describe the history of the<br />emergence of chick lit, the style of the author (authorship), and Indonesian readers‟ response . The<br />conclusion is that novels classified as chick lit written by women and aimed at female readers. Readers of the<br />novels are indeed mostly women, both women of mature aged and those who can be classified as beginner<br />readers.</p><p>Keywords: literature, style of the authors, women, beginner reader</p>

Abstract In early 2014, several articles appeared proclaiming the rise to prominence of a new subgenre of the crime novel: “chick noir,” which included popular books like Gone Girl, The Silent Wife, and Before We Met. However, there was also resistance to the new genre label from critics who viewed it as belittling to women’s writing and to female-focused narratives. Indeed, the separation of female-centred books - whether “chick lit” or “chick noir” - from mainstream fiction remains highly problematic and reflects the persistence of a gendered literary hierarchy. However, as this paper suggests, the label “chick noir” also reflects the fact that in these novels the crime thriller has been revitalized through cross-pollination with the so-called chick lit novel. I contend that chick lit and chick noir are two narrative forms addressing many of the same concerns relating to the modern woman, offering two different responses: humour and horror. Comparing the features of chick noir to those of chick lit and noir crime fiction, I suggest that chick noir may be read as a manifestation of feminist anger and anxiety - responses to the contemporary pressure to be “wonder women.”

The purpose of this essay is to try and bring clarity to the question, what is Chick Lit and which factors make it so popular. My thesis  endeavors to explain that it is not only the promise of light entertainment that draws the reader, but also the possibility that in an easy way they can read about existential questions such as self-development  and life -choices.

As well as mapping out Chick Lit´s specific characteristics, followed by previous research on the subject and the litterateur’s history, I have found it interesting to discuss the female characters, their personalities and life choice’s against a backdrop of existentialistic philosophy.

In my research of this form of literateur I have discovered that chick lit often deals with existential universal problems, and that in order to be entertaining these books must contain a serious element.

Syftena med denna uppsats har varit flera. Dels att genomföra en undersökande genrediskussion av svensk chick-lit i stort där det som uppfattats som den huvudsakliga kritiken av genren omformulerats till frågeställningar. Huvudfrågan har därmed varit att ta reda på om svensk chick-lit är intressant, men också om den har några litterära kvaliteter och om den är en feministisk backlash. I uppsatsen arbetas även en definition av svensk chick-lit fram, samt empiriskt grundad teori ur materialet. Avsikten är att detta arbete ska kunna verka som förebild för andra utredningar av nya och marginaliserade genrer. En undersökning av vilka principer biblioteken, här representerade av Umeåregionens bibliotek, utgår från vid inköp av skönlitteratur i stort och chick-lit i synnerhet har också genomförts.


The aims of this paper have been more than one. One aim is to conduct an investigative genre discussion of Swedish chick lit as a whole, where what is conceived as the main critique of the genre is reformulated into questions. The main questions here are if Swedish chick lit is of interest, if it possesses any literary qualities and if it constitutes a feminist backlash. This paper also draws up a definition of Swedish chick lit and empirically grounded theory from the material. The intent is for this paper to serve as a model for other analyses of new and marginalized genres. A study of the principles adopted by libraries, here represented by libraries in the Umeå district, in fiction purchases as a whole and purchases of chick lit in particular, has also been carried out.

This study is a content analysis of ten chick lit books, a genre of women’s fiction. Books were analyzed for five postfeminist characteristics as defined by Susan Faludi’s backlash theory, outlined in Backlash: The Undeclared War Against Women and in further research on popular culture’s notions of womanhood: 1) negative reaction to second wave feminism, 2) focus on the individual instead of a collective sisterhood, 3) desire for more traditional femininity through domesticity, consumerism, romance, and motherhood, 4) female identity crisis causing fears of a man shortage, a loudly ticking biological clock, and career burnout, and 5) feelings of anxiety over ability to make the correct future decisions. Analysis has found that chick lit does generally reinforce the notions of postfeminism/backlash, however the characters displayed anxiety over how to incorporate feminine paths into their lives and generally disregard motherhood.

Uppsatsen syftar dels till att undersöka om den feministiska kritik som riktats mot genren chick lit i fråga om genusstereotypa karaktärer har sin motsvarighet i romanerna, och dels till att undersöka med vilken rimlighet någon kan påstå att chick lit-romaner också är utvecklingsromaner. Studier av övergripande och vetenskapliga texter rörande populärkultur samt feminism, ligger till grund för de resonemang som förs och aktualiseras då de ställs i relation till nedslag i primärmaterialet vilket närlästs.

Genom närläsning och analys konstateras chick lit med hjälp av Kristin Järvstads avhandling Att utvecklas till kvinna (1996) i vissa fall och avseenden fungera som en populärlitterär variant av utvecklingsromanen. Hjältinnorna i chick lit-romanerna genomgår en kort, inre utveckling, vilken till viss del följer den manliga utvecklingsromanens struktur, trots att den substantiellt anses kvinnlig. Vidare konstateras hjältinnan i chick lit till stor del vara fast i genusstereotypa konstruktioner vilka ur ett feministiskt perspektiv är oacceptabla, samtidigt som feministiska tendenser i form av självförverkligande och kritik av genussystemet står att finna. Sammantaget tillåts genren därmed representera konceptet ”feminism light” genom sin hjältinna.

Abstract:

My thesis deals with the novel Ladies, written in 2007 by the Swedish author Mara Lee. When published, it was received as a book belonging to the chick lit genre but still got good reviews. This combination is really unusual and awoke my interest in the novel. My thesis is therefore an analysis whether Ladies can be considered a chick lit novel or not, and in what way it is similar to or differs from the genre.

I start my thesis with an overview of former research of chick lit and what earlier was called trivial literature. Here Lisbeth Larsson’s En annan historia, [Another Story], Janice Radway’s Reading the Romance and Suzanne Ferriss’ and Mallory Young’s anthology Chick Lit The New Woman’s Fiction were necessary to understand the background of the genre.

After the research overview I continue with a narratological analysis, using the concepts of Maria Nikolajeva’s Barnbokens byggklossar [The Bricks of the Children Book] to look at the structure of a chick lit story. After finishing my chick lit genre analysis I try to complete my own definition of the genre.

I find the themes love, sexuality and body focus in Ladies especially interesting and therefore choose to look closer into how these areas are represented in the book. By using Judith Butler’s concepts the heterosexual matrix, the represented gender and Tiina Rosenberg’s hetero normativity I analyse the representation of the themes.

In the final discussion I compare my different analyses and my conclusion shows that Ladies can’t be considered belonging to the chick lit genre. The biggest difference lies in how love and sexuality are represented in the book compared to chick lit novels. Whereas chick lit in many cases confirms gender stereotypes and conservative norms, Ladies actually, according to my analysis, questions them.

In the end I am finally doing a short reflection about the novel and the author using Pierre Bourdieus concepts about symbolic resources and ”habitus”.

This essay is a comparative study of The Princess Diaries and Gossip Girl: A novel. The study aims to give support to the argument that teenage chick lit is a heterogeneous genre. Initially, the background to the essay is presented and then follows a presentation of the genre chick lit. Next, the method that is used in this essay is explained followed by a brief summary of the novels. Subsequently, the comparative study of how the novels handle several topics is presented. The topics discussed are friendship, family bonds, the importance of appearance, sex, and love. The discussion of each topic emphasises similarities and differences between the novels. Furthermore, the significance of the differences is analysed and discussed.

Computational Fluid Dynamics (CFD) is increasingly being used as a reliable method for determining flow characteristics of a wide range of flow situations. This paper presents an extension of paper PVP2017-66269, “Check Valve Flow and Disk Lift Simulation Using CFD” [1], and utilizes some of the same concepts to characterize flow through piston-lift check valves. The previous example considered a swing check valve involving rotational movement; this example considers a vertical lift piston check valve involving translational movement. Specifically, CFD was used to determine valve flow coefficients (CV) as a function of disk lift position as well as to determine the flow rate required to achieve full open or predict intermediate disk lift positions. The CFX application, which is part of the ANSYS suite of finite element software, was used to determine the flow characteristics. As presented in PVP2017-66269, balancing flow-induced forces on the check element and considering the disk assembly weight, the valve lift behavior can be predicted. Results from the CFX analysis were compared to recent test results of a skirted disk-piston check valve and previous test results of a standard disk-piston check valve. The results showed good agreement in most cases. This validates that flow characteristics across valves with different types of check elements at different disk lift positions can be reliably predicted using CFD analysis. It is important to note that while the test results and CFD analysis showed good agreement, it was vital that actual testing be performed in order to validate the approach. This follows the recommendation outlined in the previous paper.

Specifically, using CFD results, a procedure was developed to determine valve flow coefficients (CV) as a function of disk lift positions as well as to determine the flow rate required to achieve full open or predict intermediate disk lift positions. The method could be used for a wide range of check valves such as swing check valves, lift check valves, tilting disk check valves, or inline check valves. Using CFX which is a part of the ANSYS suite of finite element programs, examples of the predictive nature of CFD to characterize check valve performance are presented to address swing check and lift check valve designs. It is shown that balancing flow-induced forces on the disk and considering the disk assembly weight in the process is sufficient to model the valve lift behavior. Analysis results from this approach were compared with available test data of the modeled valves. The comparison showed good agreement, thus validating that both flow coefficients (CV) and flow rates across the valves at different disk lift positions can be reasonably predicted with this approach. The results of this study suggest that this approach can be used for valve design optimization and flow analysis of check valves. However, it should be pointed out that CFD is an evolving technology and is not a substitute for testing. The use of this tool compliments testing and, if carefully managed, can save valve development cost.

Abstract This paper presents the results obtained in an extensive Gas Lift Valves (GLVs)flow trials, which were performed in an experimental liquid flow test loop. The objective was to evaluate GLVs performance with respect to their back flow retention condition, after being exposed to large volumes of flowing liquids. In case of a check valve failure, remediation strategies were also presented and evaluated. Four different GLVs were subjected to brine flow. The tests consisted of a minimum of 15 flow cycles comprising a volume of 150 m3 (942 bbl) each, at a flowrate of 0.32 m3/min (2 bbl/min). In between cycles, the GLV was tested for back flow. The check valve test was performed with the GLV installed in its original position at the flow test loop (i.e., no need to disassemble the GLV and move it to another facility). In case of back flow failure detection, remediation strategies, such as flushing with industrial water and cycles of pressurization and depressurization, were tested. None of the four GLVs tested completed the minimum of 15 cycles without any failure. After flushing the system with industrial water, three GLVs regained its back flow retention capabilities and the other still presented the back flow failure. In some cases, the check valve presented failure when tested inside the flow loop, but did not present the same failure when moved to the Nitrogen/calibration test bench. This event has indicated the importance of testing the back flow retention inside the flow test loop. It was also observed that pressurization and de-pressurization speed can affect the results. Testing of liquid flow through GLVs usually involves a small volume of liquid, which may not be enough to cause problems with the check valve. In this paper we present new tests results with larger liquid volumes of liquid passing through the GLVs. The results are important to understand the condition of GLVs to handle higher flow liquid volumes.

Abstract Carbon dioxide (CO2) is commonly used for enhanced oil recovery (EOR) in the Permian Basin and is gaining interest for Carbon Capture, Utilization & Storage. A study was conducted to develop candidate selection criteria, pilot test the design, and optimize CO2 gas lift to stabilize production on intermittently flowing wells in one of these EOR fields. The initial CO2 gas lift design was installed in 2019 using a capillary string, downhole check valve, gas lift mandrel, and packer. A 34-day bottomhole pressure and temperature survey was evaluated to assess the success of the pilot and improve the equipment design for future installations. The phase changes of CO2 were accounted for when evaluating the pilot, modeling gas lift, and improving equipment design. Carbon dioxide is a complex fluid at the bottomhole pressures (BHP) and temperatures (BHT) observed during the pilot. These pressures and temperatures were plotted on the CO2 phase diagram, which showed phase changes between vapor and liquid at higher gas lift injection rates. Further analysis revealed the CO2 changed phase from a liquid to a vapor across the downhole check valve. The Joule-Thompson (JT) effect across the check valve at the tubing entry point dropped the temperature of the produced fluids so much that the CO2 changed phase from a vapor back to a liquid. This increased the hydrostatic pressure and therefore, the bottomhole flowing pressure. These CO2 phase changes in the tubing occurred in cycles comprising five distinct stages: (1) BHT cooling forced CO2 from the vapor to liquid phase and increased BHP; (2) BHT remained fairly steady as BHP increased due to liquid loading; (3) BHT started warming at a faster rate as BHP rose due to the decreasing pressure drop across the downhole check valve; (4) the tubing unloaded as CO2 flashed in a chain reaction down the tubing, resulting in an influx of warmer reservoir fluid; and (5) BHT remained steady as BHP decreased and the annular packer fluid restarted the cooling process. Results from this initial pilot were used successfully to optimize CO2 gas lift for subsequent installations. CO2 gas lift can be an effective artificial lift method to stabilize production if the equipment is designed correctly to maximize the CO2 gas fraction at the tubing entry point. A poorly designed CO2 gas lift installation may result in unstable production from liquid loading events caused by the cyclic JT effect. CO2 gas lift is a valuable artificial lift method to reduce failure frequency and operating costs in EOR fields with readily available CO2.

Gas-lifted oil wells are susceptible to failure through malfunction of gas lift valve assemblies (GLV). One failure mode occurs when the GLV check valve fails and product passes into the well annulus, potentially reaching the wellhead. This is a growing concern as offshore wells are drilled thousands of meters below the ocean floor in extreme temperature and pressure conditions, and repair and monitoring become difficult. Currently no safeguard exists in the GLV to prevent product passage in the event of check valve failure. In this paper a design and operational procedures are proposed for a thermally-actuated positive-locking safety valve to seal the GLV in the event of check valve failure. A thermal model of the well and GLV system is developed and compared to well data to verify feasibility of a thermally-actuated safety valve. A 3× scale prototype safety valve is built and tested under simulated failure scenarios and well start-up scenarios. Realistic well temperatures in the range of 20C to 70C are used. Results demonstrate valve closure in response to simulated check valve failure and valve opening during simulated well start-up.

Abstract The traditional check valves mainly include lift check valves and swing check valves, but the lift check valve has a larger fluid resistance, and the swing check valve has a longer opening/closing time and slow dynamic response. In this paper, a new type of flap check valve is proposed based on the inspiration of the heart valve. To study the dynamic response of the valve and the flow characteristics of the flow field in the valve, a three-dimensional analysis model of the valve is established based on the dynamic mesh theory using the computational fluid dynamics (CFD) method, and the CFD simulation of the flow characteristics of the valve is carried out by setting the boundary conditions and working parameters. The transient flow field characteristics and the force state of the valve disc are discussed and analyzed. The simulation results show that: the dynamic response of the flap check valve in the process of opening and closing is faster than that of the swing check valve, and the flow line of the valve is close to laminar flow, so it is not easy to have turbulent flow phenomenon similar to that in the lift check valve.

Abstract This paper illustrates the benefits of Dual ESP Dual Ytool Systems in Offshore wells where rig intervention costs are high & workover times are huge. It explains how such a completion model along with a Remote Monitoring system can considerably extend the production during the lifetime of a well where a gradual decline in productivity index is expected. Dual ESP Dual Ytool completions are particularly suited for offshore wells where rig deployment takes time, rig costs are high, and the ESP replacement times last several weeks. Western offshore in India is one such field where a number of such completions have been done and proved to be successful. The completion model consists of 2 Ytool systems along with 2 sets of ESPs’ where 1 system acts as a redundant system. Wide variation in flow rates is observed due to variation in the productivity index of the well, there is a need to select multiple models of pumps that can produce from the same well. Hence, a higher capacity ESP along with a bigger sized profile of Ytool is used for the upper system and a lower capacity ESP along with a lower sized profile of Ytool is used as a lower system. At any point in time, only 1 ESP system will be in operation. The second set of ESP will act as a backup and will be operated only if the main ESP fails or if the well conditions change. A sensitivity analysis for all cases is performed to check for possible operating conditions during the design stage. Later on, during the operational stage, the performance is further fine-tuned using Novomet Track © (a remote monitoring system) which offers real-time ESP parameters along with features to check the pump operating point using the last recorded well production data.

Abstract:
The specific objectives of this research were the study of the physical and nutritional properties of the In Ovo Feeding (IOF) solution (i.e. theosmostic properties and the carbohydrate: protein ratio composition). Then, using the optimal solution for determining its effect on hatchability, early nutritional status and intestinal development of broilers and turkey during the last quarter of incubation through to 7 days post-hatch (i.e. pre-post hatch period) by using molecular, biochemical and histological tools. The objective for the last research phase was the determination of the effect of in ovo feeding on growth performance and economically valuable production traits of broiler and turkey flocks reared under practical commercial conditions. The few days before- and- after hatch is a critical period for the development and survival of commercial broilers and turkeys. During this period chicks make the metabolic and physiological transition from egg nutriture (i.e. yolk) to exogenous feed. Late-term embryos and hatchlings may suffer a low glycogen status, especially when oxygen availability to the embryo is limited by low egg conductance or poor incubator ventilation. Much of the glycogen reserve in the late-term chicken embryo is utilized for hatching. Subsequently, the chick must rebuild that glycogen reserve by gluconeogenesis from body protein (mostly from the breast muscle) to support post-hatch thermoregulation and survival until the chicks are able to consume and utilize dietary nutrients. Immediately post-hatch, the chick draws from its limited body reserves and undergoes rapid physical and functional development of the gastrointestinal tract (GIT) in order to digest feed and assimilate nutrients. Because the intestine is the nutrient primary supply organ, the sooner it achieves this functional capacity, the sooner the young bird can utilize dietary nutrients and efficiently grow at its genetic potential and resist infectious and metabolic disease. Feeding the embryo when they consume the amniotic fluid (IOF idea and method) showed accelerated enteric development and elevated capacity to digest nutrients. By injecting a feeding solution into the embryonic amnion, the embryo naturally consume supplemental nutrients orally before hatching. This stimulates intestinal development to start earlier as was exhibited by elevated gene expression of several functional genes (brush border enzymes an transporters , elvated surface area, elevated mucin production . Moreover, supplying supplemental nutrients at a critical developmental stage by this in ovo feeding technology improves the hatchling’s nutritional status. In comparison to controls, administration of 1 ml of in ovo feeding solution, containing dextrin, maltose, sucrose and amino acids, into the amnion of the broiler embryo increased dramatically total liver glycogen in broilers and in turkeys in the pre-hatch period. In addition, an elevated relative breast muscle size (% of broiler BW) was observed in IOF chicks to be 6.5% greater at hatch and 7 days post-hatch in comparison to controls. Experiment have shown that IOF broilers and turkeys increased hatchling weights by 3% to 7% (P<0.05) over non injected controls. These responses depend upon the strain, the breeder hen age and in ovo feed composition. The weight advantage observed during the first week after hatch was found to be sustained at least through 35 days of age. Currently, research is done in order to adopt the knowledge for commercial practice.

Prior PRCI funded projects, identified the ability of a Continuous Engine Performance Monitor, (CEPM) to fulfill the likelihood of industry acceptance as a Performance Monitoring alternative to a Continuous Emission Monitoring System CEMS in future monitoring requirements for typical pipeline engines. This current project installed a CEPM monitoring system on a pipeline engine equipped with a CEMS and assessed the ability of this CEPM system to detect potential engine emission excursions. In summary, successful implementation of a CEPM system requires functioning knowledge of the test engine in addition to well calibrated instrumentation. Characterization of Air Fuel Ratio (AFR) and combustion performance should be established with a preset check list of engine conditions which should be the standard prior to mapping and all data collection. This current CEPM project has shown that the use of AFR and combustion performance indicators can result in a cost efficient emission/performance monitoring tool.

Abstract:
The Australian Council for Educational Research (ACER) was commissioned by the Teachers and Teaching Research Centre (TTRC) at the University of Newcastle to conduct an independent randomised controlled trial (RCT), with the goal of examining effects of Quality Teaching Rounds (QTR) on student outcomes and teachers’ practice in Victorian high schools. A total of 19 schools participated in Quality Teaching Rounds in 2022, with 20 schools in the wait list control. Data were gathered in an ongoing manner during the evaluation with: Progressive Assessment Tests in Mathematics (PAT-M) and reading (PAT-R) – baseline and follow up; student self-efficacy and aspiration surveys – baseline and follow up; teacher surveys – one questionnaire administered every term; implementation fidelity check surveys for teachers to complete for each QT Round; and implementation fidelity checks with onsite visits from ACER staff for 33% of the treatment schools. Key findings include: The mixed model analysis showed that treatment was not a significant predictor of PAT-R and PAT-M outcomes. Differences in student responses to the self-efficacy and aspiration surveys were identified. The control group showed a significant increase in the level of education that they aspired to complete (p = 0.037). Teachers in the control group had statistically significant growth in teacher efficacy, while those in the treatment group showed statistically significant lower teacher student support. Within the QTR process, the longest time was spent on discussing the coding and the individual coding process. Key observations identified from analysis of the fidelity check data are: teacher stress due to high rates of absenteeism, varied use of the Classroom Practice Guide, and analytical conversations about some elements and terms.

Approximately 90% of the pharmaceutical inspectors in a pharmacy practice regulatory agency in West Africa have not updated their training on Good Manufacturing Practice (GMP) inspection in at least eight years. However, in the last two years the inspectors relied on learning-on-the job skills. During this time, the agency introduced about 17% of its inspectors to hands-on GMP trainings. GMP is the part of quality assurance that ensures the production or manufacture of medicinal products is consistent in order to control the quality standards appropriate for their intended use as required by the specification of the product. Inspection reports on the Agency’s GMP inspection format in-between 2013 to 2019 across the six geopolitical zones in the country were reviewed retrospectively for gap analysis. Sampling was done in two phases. During the first phase sampling of reports was done by random selection, using a stratified sampling method. In the second phase, inspectors from the Regulatory Agency from different regions were contacted on phone to send in four reports each by email. For those that forwarded four reports, two, were selected. However for those who forwarded one or two, all were considered. Also, the Agency’s inspection format/checklist was compared with the World Health Organization (WHO) GMP checklist and the GMP practice observed. The purpose of this study was to evaluate the reporting skills and the ability of inspectors to interpret findings vis-à-vis their proficiency in inspection activities hence the efficiency of the system. Secondly, the study seeks to establish shortfalls or adequacies of the Agency’s checklist with the aim of reviewing and improving in-line with best global practices. It was observed that different inspectors have different styles and methods of writing reports from the same check-list/inspection format, leading to non-conformances. Interpretations of findings were found to be subjective. However, it was also observed that inspection reports from the few inspectors with the hands-on training in the last two year were more coherent. This indicates that pharmaceutical inspectors need to be trained regularly to increase their knowledge and skills in order to be kept on the same pace. It was also observed that there is a slight deviation in placing sub indicators under the GMP components in the Agency’s GMP inspection format, as compared to the WHO checklist.

Following up on the IDB-9 commitments, the Inter-American Development Bank (IDB, or Bank) established a new Access to Information Policy that took effect on January 1, 2011. The new policy was expected to match international best practices and to increase the overall transparency of the Bank, strengthening its governance and development effectiveness. This review assesses the extent to which the access to information reform has been fully and effectively implemented. The review finds that the new policy largely matches best practices in comparator institutions, with, however, one provision that is unique to the IDB policy and inconsistent with the core principle of transparency: a broadly written exception to disclosure of country-specific information to which a country objects. As evidence of country use of this exception already suggests, this exception could completely undermine the access to information reform endeavor. The policy cannot be implemented effectively unless the country-specific exception is narrowed. Overall, the Bank is in the process of fully implementing the Access to Information Policy. Implementation progress has been substantial in the key areas of designing a regulatory framework, training staff, upgrading the Bank's document management system, and establishing governance structures and processes; and issues are being addressed as they become evident. Still, key steps to full and effective implementation remain under way. As a consequence, the effectiveness of the new policy has been significant in relation to the disclosure of key documents (such as Board-related information) but remains limited overall. Important revisions to the Implementation Guidelines have taken much longer than planned, and remain a work in progress. Timely disclosure and improved online access remain challenges. The share of documents made public under the new policy has decreased marginally, and staff and external stakeholders report limited awareness of the new policy. These findings reflect a need to improve IT monitoring systems to ensure policy compliance, expand staff training, broaden the communications strategy, and improve the online accessibility of information. This review offers six suggestions for further actions to advance effective implementation of the Access to Information Policy: (i) revise the policy to clarify that redaction is the remedy for country objections to disclosure of country-specific information, and make explicit that the final decision on the handling of information lies with the Bank, after consultation in cases of country concern; (ii) to be consistent with IDB-9 commitments to disclose project results, include Expanded Project Supervision Reports (XPSRs) in the list of disclosed information for non-sovereign-guaranteed operations; (iii) to effectively monitor policy compliance, establish a mechanism to spot-check the accuracy of document classification; (iv) enhance and launch the planned tracking system for timely disclosure of public information; (v) improve the IDB's website and better integrate the different repository systems to ensure easy and adequate accessibility to the Bank's information; and (vi) identify and track indicators of transparency.
