Abstract:
Children’s graphic works provide a lot of information about the family. A strong bond between children and their mother and father, as people providing the sense of security, is closely related to art works concerning family made by the children. The drawings presented family became the subject of this study. Collected research material was the subject of quantitative and qualitative analysis. The analyses of the drawings allowed to notice that the way of perceiving family through the prism of relations experienced by the child (e.g. reversing proportions) was additional information about the members of the family. A variety of means of expressions used by children and elements that accompanied the figures are not only evidences of knowledge on particular topic, but they also express feelings, emotions or even expectations.

Abstract:
The growing use of smartphones has been pointed out as one of the main reasons for the decrease in children’s outdoor time. However, there is still a gap in our understanding of how smartphone use affects children’s outdoor experiences and activities. The aim of the study is to explore children’s dependency on their smartphones, what smartphone functions children use when outdoors and how smartphone use affects children’s outdoor experiences. The study uses a mixed methods design which implements interviews with a small sample of children (N = 34) in order to help develop a questionnaire for a larger sample (N = 1148). Both datasets are included in the analysis with a complimentary perspective. The results suggest that children are highly dependent on having their smartphones available as an integrated part of their lives. However, smartphones also create favorable conditions for rich and valuable outdoor lives by expanding children’s and parents’ sense of security, children’s outdoor sociality, and children’s opportunities to mold their outdoor experiences. We stress that children’s passion for the digital world needs to be reconsidered as not ‘all bad’, but more as a condition in modern children’s lives and an asset to embrace in future strategies for actively engaging children in outdoor activities.

Abstract:
Objective: Theoretical models suggest multiple underlying pathways for ADHD and multiple risk factors’ co-occurrence as impairing this population’s affective, interpersonal, and behavioral adjustment. After comparing groups’ executive functioning (EF) difficulties and attachment security with each parent, this study primarily aimed to examine four risk factors (ADHD, child-father attachment, child-mother attachment, EF) as possibly explaining children’s socioemotional/behavioral measures (externalizing/internalizing behavior, social skills, negative mood regulation). Method: Participants were 100 children in Grades 5-6 (ages 11-12 years; M=11.45 years, SD=.50): 50 with formally diagnosed ADHD, and 50 with typical development (TD). Instruments were children’s self-report measures and teachers’ evaluation. Results: Significant group differences emerged on all EF measures and attachment relationships, and most socioemotional/behavioral measures. Findings demonstrated the significant contribution of children’s ADHD, parental attachments, and, partially, EF difficulties in explaining children’s socioemotional/behavioral adjustment. Conclusion: Children with ADHD, compared to children with TD, reported significantly larger EF deficits and a significantly higher incidence of insecure attachment to the father as well as a lower sense of trust and closeness to the mother. Outcomes highlighted the role of children’s four risk factors (ADHD, child-father attachment, child-mother attachment, EF) in explaining their socioemotional/behavioral adjustment. The EF deficits contributed only to intrapersonal maladjustment.

Abstract:
Purpose – This article aims to explore the role of online environments in children’s everyday life. We examine the meanings that children aged 11-13, parents and teachers derive from their understanding of online environments and make a typology of the perceived opportunities and risks of the online environments for children. The research questions are: how do children, parents and teachers experience the effect of online environments on children’s everyday lives, what opportunities and risks for children are noticed in online environments and what similarities and differences are there in children’s, parents’ and teachers’ point of views in terms of opportunities and risks? The theoretical framework of the study consists of the discussion on opportunities and risks of using online environments. Design/methodology/approach – The data were collected by conducting semi-structured interviews in Finland in 2012. Altogether, 27 interviews were conducted with children, parents and primary school teachers. The interview data were analysed with content analysis. Findings – As a result, we found four types of perceived effects that represent opportunities and risks: learning and socialization, sense of community and empowerment, antisocial behaviour and threat to security. According to this study, children, parents and teachers agree with each other in many issues concerning children’s use of the online environments. On the other hand, children also have issues and problems that parents and teachers may not be aware of, or they do not view them as important. Originality/value – This qualitative study focused on how children, parents and teachers described their subjective feelings about the effects of using the online environments. Thus, this study provides a new viewpoint on the research that has mostly relied on querying parents or teachers about children’s use of the Internet, neglecting children’s often different perspectives on the risks of the Internet.

Abstract:
The United Nations Security Council’s Children and Armed Conflict agenda is animated by a protection ethic. While the protection of children from violence in armed conflict is entirely appropriate, this article demonstrates that the Council’s singular focus upon protection goes beyond merely appropriate, and borders upon overbearing. The article traces the ways that dominant conceptualisations of children as ‘innocent victims’ has animated an agenda that focuses primarily upon their victimisation that, in turn, reinforces the legitimacy of the protection ethic. It argues that this excludes a nuanced understanding of the lived experiences of children in conflict. In this sense, the agenda is closed to exploring the ways in which children resist, adapt, shape, and survive conflict in ways that position them as agents of their own protection and – in some circumstances – agents of community resilience amidst conflict. Ultimately, this article argues that re-visioning children’s relationship to armed conflict provides a strategy to better ensure children’s rights and reflects their relationship to peace.

Abstract:
Empirically, the availability of parks contributed to the development of children’s place attachment. Having a sense of place attachment is essential for children’s physical and mental well-being. This paper aimed to obtain an understanding whether child-friendly integrated public spaces or called RPTRA, which was initiated and built extensively by The Jakarta City Provincial Government since 2015, had contributed to the development of children’s place of attachment and if RPTRA was considered as one of children’s favourite place. How children’s sense of attachment to RPTRA could be understood using three-dimensional, person-place-process framework. This paper described a study of ten RPTRA located in Jakarta. We examined and measured children’s sense of attachment to RPTRA, based on observation, interviews, and data collected from children (n-597) who completed on-site questionnaires. The results show that 77% of children had developed a sense of attachment to RPTRA and 95% of children had positive feelings towards RPTRA as one of their favourite places. The development of children’s sense of attachment to RPTRA: 1) occurs at collective level with peers; 2) is influenced by place dimensions, such as easy access and proximity between RPTRA and home, security, availability of outdoor facilities for playing, and availability of indoor facilities for studying and other educative activities; and 3) is expressed through actions, experiences, repetitive movements or proximity-maintaining behaviors and length of time spend in RPTRA. Keywords: Child-friendly Integrated Public Spaces (RPTRA), children, place attachment

Abstract:
Early family relationships have been suggested to influence the development of children’s affect regulation, involving both emotion regulation and defense mechanisms. However, we lack research on the specific family predictors for these two forms of affect regulation, which have been conceptualized to differ in their functions and accessibility to consciousness. Accordingly, we examine how the (a) quality and (b) timing of family relationships during infancy predict child’s later emotion regulation and defense mechanisms. Parents ( N = 703) reported autonomy and intimacy in marital and parenting relationships at the child’s ages of 2 and 12 months, and the child’s use of emotion regulation and immature and neurotic defenses at 7 to 8 years. As hypothesized, the results showed that functional early family relationships predicted children’s efficient emotion regulation, whereas dysfunctional relationships predicted reliance on defense mechanisms in middle childhood. Further, results showed a timing effect for neurotic defenses, partially confirming our hypothesis of early infancy being an especially important period for the development of defense mechanisms. The findings are discussed from the viewpoints of attachment and family dynamics, emotional self-awareness, and sense of security.

Lam, Sui-bik Brenda, and 林萃碧. "Child anxiety: the conceptual link and respective roles of attachment security and sense of control." Thesis, The University of Hong Kong (Pokfulam, Hong Kong), 2010. http://hub.hku.hk/bib/B47657078.

Full text
Abstract:
There has been growing research attention on the topic of child anxiety applying the theoretical framework of Attachment Theory, and the results have been encouraging so far with consistent findings on the positive association between insecure attachment and child anxiety. Child anxiety has also been associated with a diminished sense of control with extensive empirical evidences. Nevertheless, despite the rich empirical support on the associations between insecure attachment and child anxiety, and between diminished sense of control and child anxiety, the potential pathways of anxiety transmission remain largely unclear. In their discussion on the development of child anxiety, Chopita and Barlow (1998) proposed a conceptual link between attachment security and sense of control, even though it has not been followed up with empirical studies. Since available empirical evidences have validated the role of attachment security and sense of control in the development of child anxiety, it will be conceptually meaningful to investigate the potential link between attachment security and sense of control, and their respective and interactive roles in the development of child anxiety. The current study also aspires to improve understanding on the relationships between parental anxiety, parent’s and child’s sense of control, and child anxiety within the context of children undergoing elective surgeries. Children of 151 parents were about to receive elective surgeries participated in this study. Among these parents, 59 of them have children reached age 6 or above and all these children also participated in the current study. Information from 144 parents (95.36%) and 51 children (86.44%) was used for subsequent analyses. Information from 7 parents (4.64%) and 8 children (13.56%) was excluded from further analyses as they filled in less than 30% of the questionnaire items. Findings from present study showed children with insecure attachment and/or high external LOC experienced increased anxiety in preoperative period. The findings are consistent with existing literature. Children with insecure attachment were also found to espouse a higher level of external LOC. Besides, regression analyses showed that attachment security moderated the relationships between child’s external LOC and anxiety. Results also support the notion that secure attachment could be a protective factor against child anxiety development. Moreover, mediation analyses indicated child’s LOC mediated the relationship between parental and child anxiety, thereby supporting the mediation model by Chopita and Barlow. From a theoretical standpoint, findings from current study provided initial support on the linkage between attachment security and sense of control. Child’s external LOC as a potential pathway for intergenerational transmission of anxiety was also supported. The findings also bear significant clinical implications. Specifically, early screening and identification of children with insecure attachment and external LOC would allow more effective allocation of resources targeting at anxiety management in preoperative setting. Besides, taking into consideration the impact of parental anxiety, intervention for child anxiety including components for parental anxiety management should be emphasized.

Shipman-Sercu, Chris. "A False Sense of Security: The Social Security Debate." Scholarship @ Claremont, 2010. http://scholarship.claremont.edu/cmc_theses/65.

Full text
Abstract:
My motivation to write this thesis is based on the controversy surrounding the Social Security system that has recently infiltrated the media. Through my research, I have discovered the debate concerning Social Security is not a recent development but has existed since the 1930’s. Many sources are warning citizens to no longer count on Social Security as they most likely will not receive benefits until a extremely old age if they receive benefits at all. Current retirees are fearful of either a decrease in benefits or not receiving the money they contributed to the system through the years of employment at all. Proposals and options for overhauling the system have moved to center stage in politicians’ agendas and numbers of solutions have surfaced. Unfortunately, this debate is creating a huge divide between party lines in Congress. Some argue for more government control while others advocate privatization. The goal for this thesis is to perform a cost/benefit analysis of the two ideologies and determine which is more practical and realistic for both the government and the people.

Abstract:
Background: The birth experience has long-term implications on women’s health. Previous research mainly focuses on risk factors and traumatic birth. The lack of a salutogenic perspective on the birth experience is troublesome since childbirth generally is a healthy life event with the capability of empowering women and their families.  Objectives: The aim of this study was to describe what contributes to women’s sense of security during childbirth and what the meaning of a sense of security during childbirth is. Method: The study had a qualitative design. Semi-structured interviews were conducted with 13 informants who had given birth at home or in hospital, the last 3-20 months. Both vaginal and cesarean births among primiparous and multiparous women were represented in the material. Data was analyzed with qualitative content analysis. Results: Aspects that contributed to a sense of security were presented in the two themes “Support and assistance from a respecting team” and “The strengthening of women’s own ability in childbirth”. The third theme, “Sense of security enables emotional growth”, described the informants’ view of the meaning of a sense of security.  Conclusion:The results contribute to the knowledge of how midwives can model their support to women in order to empower them and increase their sense of security during childbirth. It provides a deepened understanding for the concept of sense of security, seen as a continuum, and as an inseparable part of women’s birth experiences.  Keywords: birth experience, control, sense of security, support, qualitative content analysis

Abstract:
Policing in the UK is undergoing fundamental transformation. In an emerging 'mixed economy' of social control, policing has become a complex assortment of public and private inputs. As non-emergency policing has gradually shifted away from the Home Office police service monopoly, the private security industry is acquiiing a much wider role. This small-scale qualitative study provides an original insight into the ideology and accountability of 50 security officers working for three of the market leaders in the manned-guarding industry. Particular attention is paid to their attitudes towards: their role in crime control, their relationship with the police service, and their own powers and accountability. Information is also provided about the professionalism of security officers, by presenting data about guards' social backgrounds, training and general orientation to work. The research suggests that guards are primarily concerned about providing a service to the private employers who pay them, and have flmdamentally different attitudes towards their work compared to public police officers. The conclusions underline the implications of the pnvatisation of policing for social and criminal justice, indicating the emergence of forms of 'private justice' as policing is increasingly undertaken by guards without even any nominal concerns to serve the public interest. Although this might be acceptable to the neo-liberal approach that has come to dominate public policy debate in the last quarter of the twentieth century, it would be regarded as worrying by more traditional social or political perspectives whether conservative, liberal or socialist. The low levels of professionalism suggested by this data gathered from the market leaders in the security industry also raise important questions about the potential effectiveness of the guards.

Abstract:
This thesis aims to find out how Sudanese and South Sudanese refugee women experience their security and safety in Kakuma refugee camp, which is situated in north- western part of Kenya. Sudan and South Sudan has had two civil wars since its independence from the British colonialism. The civil wars in Sudan and South Sudan have mainly been concerning the differences between northern and southern Sudan, with the northern part predominantly Muslim and the southern is predominantly Christian. The Sudanese and South Sudanese society, culture and traditions are based on a very strong patriarchal structure, with limited freedom and rights for women. This thesis therefore aims to find out whether these social structures exist in Kakuma refugee camp and what impact they have on the Sudanese and South Sudanese refugee women’s sense of security. The main research question in this thesis is: How do Sudanese and South Sudanese refugee women perceive their security and support within their community in Kakuma refugee camp? The theoretical framework is based on the customary and Islamic law applied in Sudan and South Sudan, as well as on the proscribed gender roles of the Sudanese and South Sudanese society.   The data collection for this thesis was based on key interviews and Focus Group Discussions conducted in Kakuma refugee camp by the researcher from February 25th until the 1st of March. They were conducted with the  support of the Swedish International Development Cooperation Agency’s (SIDA) Minor Field Study (MFS) Scholarship, Refugee Consortium of Kenya (which were the contact organization on sight in Kenya and Kakuma refugee camp), as well as with the supervision of Lisbeth Larsson Lidén in Sweden. Three Focus Group Discussions and eleven key interviews were conducted with women originating from tribes in Darfur, Equatoria and Dinka in Sudan and South Sudan.

Henning, Rhonda R. "Security Policies That Make Sense for Complex Systems: Comprehensible Formalism for the System Consumer." NSUWorks, 2014. http://nsuworks.nova.edu/gscis_etd/9.

Full text
Abstract:
Information Systems today rarely are contained within a single user workstation, server, or networked environment. Data can be transparently accessed from any location, and maintained across various network infrastructures. Cloud computing paradigms commoditize the hardware and software environments and allow an enterprise to lease computing resources by the hour, minute, or number of instances required to complete a processing task. An access control policy mediates access requests between authorized users of an information system and the system's resources. Access control policies are defined at any given level of abstraction, such as the file, directory, system, or network, and can be instantiated in layers of increasing (or decreasing) abstraction. For the system end-user, the functional allocation of security policy to discrete system components, or subsystems, may be too complex for comprehension. In this dissertation, the concept of a metapolicy, or policy that governs execution of subordinate security policies, is introduced. From the user's perspective, the metapolicy provides the rules for system governance that are functionally applied across the system's components for policy enforcement. The metapolicy provides a method to communicate updated higher-level policy information to all components of a system; it minimizes the overhead associated with access control decisions by making access decisions at the highest level possible in the policy hierarchy. Formal definitions of policy often involve mathematical proof, formal logic, or set theoretic notation. Such policy definitions may be beyond the capability of a system user who simply wants to control information sharing. For thousands of years, mankind has used narrative and storytelling as a way to convey knowledge. This dissertation discusses how the concepts of storytelling can be embodied in computational narrative and used as a top-level requirements specification. The definition of metapolicy is further discussed, as is the relationship between the metapolicy and various access control mechanisms. The use of storytelling to derive the metapolicy and its applicability to formal requirements definition is discussed. The author's hypothesis on the use of narrative to explain security policy to the system user is validated through the use of a series of survey instruments. The survey instrument applies either a traditional requirements specification language or a brief narrative to describe a security policy and asks the subject to interpret the statements. The results of this research are promising and reflect a synthesis of the disciplines of neuroscience, security, and formal methods to present a potentially more comprehensible knowledge representation of security policy.

Reyes-Castro, Pablo A., Lucia Castro-Luque, Rolando Diaz-Caravantes, Kathleen R. Walker, Mary H. Hayden, and Kacey C. Ernst. "Outdoor spatial spraying against dengue: A false sense of security among inhabitants of Hermosillo, Mexico." PUBLIC LIBRARY SCIENCE, 2017. http://hdl.handle.net/10150/624503.

Full text
Abstract:
Background Government-administered adulticiding is frequently conducted in response to dengue transmission worldwide. Anecdotal evidence suggests that spraying may create a "false sense of security' for residents. Our objective was to determine if there was an association between residents' reporting outdoor spatial insecticide spraying as way to prevent dengue transmission and both their reported frequency of dengue prevention practices and household entomological indices in Hermosillo, Mexico. Methodology/Principal findings A non-probabilistic survey of 400 households was conducted in August 2014. An oral questionnaire was administered to an adult resident and the outer premises of the home were inspected for water-holding containers and presence of Ae. aegypti larvae and pupae. Self-reported frequency of prevention practices were assessed among residents who reported outdoor spatial spraying as a strategy to prevent dengue (n = 93) and those who did not (n = 307). Mixed effects negative binomial regression was used to assess associations between resident's reporting spraying as a means to prevent dengue and container indices. Mixed effects logistic regression was used to determine associations with presence/absence of larvae and pupae. Those reporting spatial spraying disposed of trash less frequently and spent less time indoors to avoid mosquitoes. They also used insecticides and larvicides more often and covered their water containers more frequently. Their backyards had more containers positive for Ae. aegypti (RR = 1.92) and there was a higher probability of finding one or more Ae. aegypti pupae (OR = 2.20). Survey respondents that reported spatial spraying prevented dengue were more likely to be older and were exposed to fewer media sources regarding prevention. Conclusions/Significance The results suggest that the perception that outdoor spatial spraying prevents dengue is associated with lower adoption of prevention practices and higher entomological risk. This provides some support to the hypothesis that spraying may lead to a "false sense of security". Further investigations to clarify this relationship should be conducted. Government campaigns should emphasize the difficulty in controlling Ae. aegypti mosquitoes and the need for both government and community action to minimize risk of dengue transmission.

Abstract:
With the development and growth of mobile technologies, mobile phones enable users to perform a number of different tasks with their devices: from sending simple text messages, checking e-mails and browsing the internet, to running elaborated applications. Nowadays, the mobile phone platform creates great opportunities for businesses, especially due to its capabilities and population coverage: the number of mobile subscriptions approaches global population figures. In order to explore such opportunities, most banks have already launched their mobile applications and/or re-designed mobile version of their websites. One of the benefits of using mobile banking is the possibility for users to carry out bank transactions, such online payments or transfers, at anytime and anywhere. Expectations for the adoption of mobile banking were high; however, it represents about 20% of mobile phone users at the present. One factor has been recognised as being a strong reason for users not to adopt mobile banking: their concerns about security. This dissertation focuses on the relationship between the trust users have in mobile banking and the security risks that the use of mobile devices potentially pose. A questionnaire was created in order to gather users’ perception of security about mobile banking, and its results compared with recognised security issues.

Ito, Yukari. "Identity, Ideology, and Cinema: Making Sense of Japan's Foreign and Security Policies in the 1950s and 2000s." FIU Digital Commons, 2015. http://digitalcommons.fiu.edu/etd/1835.

Abstract:
Japan is an important ally of the United States–the world’s third biggest economy, and one of the regional great powers in Asia. Making sense of Japan’s foreign and security policies is crucial for the future of peace and stability in Northeast Asia, where the possible sources of conflict such as territorial disputes or the disputes over Japan’s war legacy issues are observed. This dissertation explored Japan’s foreign and security policies based on Japan’s identities and unconscious ideologies. It employed an analysis of selected Japanese films from the late 1940s to the late 1950s, as well as from the late 1990s to the mid-2000s. The analysis demonstrated that Japan’s foreign and security policies could be understood in terms of a broader social narrative that was visible in Japanese popular cultural products, including films and literatures. Narratives of Japanese families from the patriarch’s point of view, for example, had constantly shaped Japan’s foreign and security policies. As a result, the world was ordered hierarchically in the eyes of the Japan Self. In the 1950s, Japan tenaciously constructed close but asymmetrical security relations with the U.S. in which Japan willingly subjugated itself to the U.S. In the 2000s, Japan again constructed close relations with the U.S. by doing its best to support American responses to the 9/11 terrorist attacks by mobilizing Japan’s SDFs in the way Japan had never done in the past. The concepts of identity and unconscious ideology are helpful in understanding how Japan’s own understanding of self, of others, and of the world have shaped its own behaviors. These concepts also enable Japan to reevaluate its own behaviors reflexively, which departs from existing alternative approaches. This study provided a critical analytical explanation of the dynamics at work in Japan’s sense of identity, particularly with regard to its foreign and security policies.

García-Mantilla, Daniel. PLAC Network Best Practices Series: Target-Income Design of Incentives, Benchmark Portfolios and Performance Metrics for Pension Funds. Inter-American Development Bank, June 2021. http://dx.doi.org/10.18235/0003599.

Full text
Abstract:
In defined contribution systems, at the end of the accumulation phase the assets in the retirement account are exchanged for a pension. The conversion rate from assets to retirement income (which depends on the level of interest rates) is very volatile, and its variations constitute the main investment risk facing pension fund affiliates. In this sense, performance metrics, management fees and benchmark portfolios that focus on assets (and asset returns) and ignore the variations in the conversion rate, embed several problems: i. they send wrong signals to regulators, fund managers and workers, ii. they provide wrong incentives to pension fund management companies, and iii. they leave pension fund affiliates exposed to their largest risk factor, even during the last few years preceding their retirement date. We find that regulatory incentives with these fundamental problems are ubiquitous in the region. The document presents a series of best practices, and delivers a practical set of tools to assist regulators and supervisors in designing a framework that improves security and sufficiency of retirement income, and provides relevant and timely information to pension fund affiliates. The framework achieves that by fostering an integration of the accumulation and the payout phases, and an alignment of the regulatory incentives for pension fund management companies with the retirement income objectives of pension fund affiliates. Using historical data from Colombia as a case study, the document illustrates and quantifies the improvements in terms of pension benefits and retirement income security that the proposed framework could bring.

García-Espinosa, J., and C. Soriano. Data management plan. Scipedia, 2021. http://dx.doi.org/10.23967/prodphd.2021.9.003.

Full text
Abstract:
This document presents the deliverable D8.1 – the Data Management Plan (DMP) of work package 8 of the prodPhD project. It aims to present the plan for the management, generation, collection, security, preservation and sharing of data generated through the prodPhD project. The DMP is a key element for organizing the project’s data. It provides an analysis of the data, which will be collected, processed and published by the prodPhD consortium. The project embraces the initiatives of the European Commission to promote the open access to research data, aiming to improve and maximize access to and reuse of research data generated by Horizon 2020 projects. In this sense prodPhD will adhere to the Open Research Data Pilot (ORD Pilot) fostered by the European Commission, and this DMP will be developed following the standards of data storage, access and management. This plan will detail what data will be generated through the project, whether and how it will be made accessible for the verification and reuse and how it will be curated and preserved. In this context, the term data applies to the information generated during the different experimental campaigns carried out in the project, and specifically to the data, including associated metadata, to be used to validate the computational models and the technical solutions to be developed in the project. This document is the first version of the DMP and may be updated throughout the project, if significant changes (new data, changes in consortium policies, changes in consortium composition, etc.) arise.

Böhm, Franziska, Ingrid Jerve Ramsøy, and Brigitte Suter. Norms and Values in Refugee Resettlement: A Literature Review of Resettlement to the EU. Malmö University, 2021. http://dx.doi.org/10.24834/isbn.9789178771776.

Full text
Abstract:
As a result of the refugee reception crisis in 2015 the advocacy for increasing resettlement numbers in the overall refugee protection framework has gained momentum, as has research on resettlement to the EU. While the UNHCR purports resettlement as a durable solution for the international protection of refugees, resettlement programmes to the European Union are seen as a pillar of the external dimension of the EU’s asylum and migration policies and management. This paper presents and discusses the literature regarding the value transmissions taking place within these programmes. It reviews literature on the European resettlement process – ranging from the selection of refugees to be resettled, the information and training they receive prior to travelling to their new country of residence, their reception upon arrival, their placement and dispersal in the receiving state, as well as programs of private and community sponsorship. The literature shows that even if resettlement can be considered an external dimension of European migration policy, this process does not end at the border. Rather, resettlement entails particular forms of reception, placement and dispersal as well as integration practices that refugees are confronted with once they arrive in their resettlement country. These practices should thus be understood in the context of the resettlement regime as a whole. In this paper we map out where and how values (here understood as ideas about how something should be) and norms (expectations or rules that are socially enforced) are transmitted within this regime. ‘Value transmission’ is here understood in a broad sense, taking into account the values that are directly transmitted through information and education programmes, as well as those informing practices and actors’ decisions. Identifying how norms and values figure in the resettlement regime aid us in further understanding decision making processes, policy making, and the on-the-ground work of practitioners that influence refugees’ lives. An important finding in this literature review is that vulnerability is a central notion in international refugee protection, and even more so in resettlement. Ideas and practices regarding vulnerability are, throughout the resettlement regime, in continuous tension with those of security, integration, and of refugees’ own agency. The literature review and our discussion serve as a point of departure for developing further investigations into the external dimension of value transmission, which in turn can add insights into the role of norms and values in the making and un-making of (external) boundaries/borders.

Dominican Republic and Mexico: Promote condom use by emphasizing personal benefits. Population Council, 2005. http://dx.doi.org/10.31899/rh16.1001.

Full text
Abstract:
Consistent and correct use of the male condom is a critical measure for preventing STI-related morbidity and mortality, yet condom use remains low worldwide and researchers have made limited progress in identifying positive factors that facilitate regular condom use. From 2001 to 2003 the Population Council explored the behavior of individuals who use condoms successfully. Findings on factors that facilitate or impede successful use could be used to develop more effective condom promotion strategies in family planning and STI prevention programs. The projects used qualitative data from successful condom users within three categories: male and female factory workers; male and female high school and university students; and female sex workers and their male clients. Researchers screened successful condom users through a 75-point scale that assessed the frequency and effectiveness of condom use as well as positive and negative experiences with condoms. Studies in the Dominican Republic and Mexico showed that regular condom users obtained personal benefits, including a sense of security. As noted in this summary, condom promotion initiatives should emphasize the positive aspects of condom use and make condoms available through alternative venues.
