Abstract:
The relevance of this topic is an analysis of the attempt to build socialism in Chile and a modern assessment of this era. In the twentieth century, Latin America was at the center of the confrontation between two ideologies - Marxist and capitalist. In some countries (Cuba, Venezuela) the ideas of a communist society found fertile ground. The situation with Chile turned out to be different and the construction of a social state turned into the collapse and death of its ideologist. The article discusses the modern view of Chileans on the era of Allende and Pinochet. The answer is also given - why it was not possible to build Chilean socialism.

Abstract:
This thesis studies the political role of the Chilean military during the years 1780-1826. Beginning with the last decades of the eighteenth century and ending immediately after the last royalist contingents were expelled from the island of Chiloé, this thesis does not seek to give a full picture of the participation of military men on the battlefield but rather to interpret their involvement in local politics. The main categories deployed in this study are 1) armies, 2) politics and 3) revolution, and the three are presented with the purpose of demonstrating that, as Peggy K. Liss has claimed, after 1810 Spanish American public life ‘became militarized; and the military, privileged’. I argue that, notwithstanding the sometimes tense relationship between civilians and the armed forces, the Chilean military became privileged because the demise of the Spanish monarchy in 1808 made them protagonists of the decision-making process. In so doing, this thesis aims to make a contribution to the understanding of Chile’s revolution of independence, as well as to discuss some recent historiographical contributions on the role of the military in the creation of the Chilean republican system. Although the focus has been placed on the career and participation of Chilean revolutionary officers, this thesis also seeks to provide an overview of both the role of royalist armies and the influence of international events in Chile.

Abstract:
A lack of comprehensive understanding of the seismic hazards associated with a subduction zone can lead to inadequate anticipation of earthquakes and tsunami magnitudes. Four hundred and fifty years of Chilean historical documents record the effects of numerous great earthquakes; however, with recurrence intervals between the largest megathrust earthquakes approaching 300 years, seismic hazard assessment requires longer chronologies. This thesis seeks to verify and extend historical records in south central Chile using a relative sea-level approach to palaeoseismology, developed in Alaska and the Pacific Northwest. Quantitative, diatom-based approaches to relative sea-level reconstruction are successful in reconstructing the magnitude of coseismic deformation during recent, well documented Chilean earthquakes. Disparities between my estimates and independent data highlight the possibility of shaking-induced sediment consolidation of tidal marshes. Following this encouraging confirmation of the approach, I quantify land-level changes in longer sedimentary records from the centre of the 1960 rupture zone. Here, laterally extensive marsh soils abruptly overlain by low intertidal sediments attest to the occurrence of four megathrust earthquakes. Field sites preserve evidence of the 1960 and 1575 earthquakes and Bayesian age-depth modelling constrains the timing of two predecessors to 1270 to 1410 and 1050 to 1200. The sediments and biostratigraphy lack evidence for the historically documented 1737 and 1837 earthquakes. The distribution of documented effects of these ruptures and the new palaeoseismic data presented in this thesis suggests these earthquakes were smaller in magnitude and located in the southern portion of the 1960 rupture segment, as other authors have previously inferred. Coastal sediments record relative sea-level changes reflecting both the earthquake deformation cycle and non-seismic processes. The 1000 year record of net relative sea-level rise implied by the new records presented here differs from the mid to late Holocene relative sea-level fall inferred from previous field studies and modelling approaches.

Abstract:
Active volcanoes pose a significant natural hazard. In order to evaluate the hazard it is important to reconstruct the history of such volcanoes to understand the frequency, style of eruption and the areas typically affected by the explosive eruptions. This thesis focuses on deciphering the volcanic and magmatic record for one of the most productive volcanoes in southern Chile, Volcán Mocho-Choshuenco. Work presented in the thesis establishes a detailed record of the explosive activity during the last 18 kyrs, constructed using field observations and geochemical analyses of the eruption deposits. Using a multi-technique approach Mocho-Choshuenco is shown to be one of the most explosive, frequently active and hence hazardous volcanoes in Chile. This high-resolution eruptive record provides new constraints on the underlying causes of spatial and temporal variability in arc volcanism. Temporally, the record gives new understanding into the response of arc volcanoes to deglaciation; clear temporal variation in eruption flux, eruption size and magma composition are observed. This time-varying behaviour is hypothesised to reflect changes in the crustal plumbing system, and magma storage timescales in response to removal of an ice-load. It demonstrates that deglaciation can drive changes in eruption behaviour at arc volcanoes; however the response is more complex and subtle than settings where decompression melting dominates. Spatially, Mocho-Choshuenco has a high number and density of scoria cones that have erupted relatively primitive magmas but nonetheless with a wide range of magma compositions. For some of the 'classical' slab and mantle geochemical tracers the erupted magmas span the complete range seen in this part of the arc. The tight temporal and spatial constraints provided by the analysed samples, coupled with recent advances in numerical modelling of magma transport through subduction zones, enable new hypotheses for interpreting the signatures of mafic arc magmas to be defined.

Abstract:
Gray gulls Larus modestus are unique among birds of northern Chile as the only species nesting in the interior Atacama Desert, and the only seagull nesting far (30 - 100 km) from surface water. During breeding-nesting (August - February) gray gulls congregate on the coast of northern Chile where they feed and initiate courtship. As early as August, breeding pairs commute daily to the inner desert to establish nesting territories, round-trip distances of 60-200 Km. During incubation (30 days) and brooding (7 days) adults alternate daily foraging flights to the coast. Afterwards, both adults forage daily for their chick(s) until fledging (ca. 60 days). Foraging flights and thermoregulatory costs during the period of maximal solar radiation, when ground temperatures may reach 61 C in the day and drop to 2 C at night, have selected for adaptations which minimize those costs: tolerance of hypothermia and hyperthermia; dark plumage; low egg-shell water vapor conductance; low standard metabolic rate; elaborate repertory of thermoregulatory behavior which allow adults to take advantage of microclimatic variations in the desert and minimize costs relative to a sympatric congenor, Larus belcheri scheduling foraging flights to take advantage of optimal atmospheric conditions and presence of forage fish (anchovies) close to the surface; scheduling migration to coincide with anchovy production and levels of interspecific competition; and reduced clutch size ( ≤ 2) relative to most seagulls. Periodic El Nino-Southern Oscillations (ENSO), which reduce principal food items of gray gulls, have selected for 'bet hedging" tactic by which L. modestus either ceases reproduction or varies clutch size between one and two, as observed during and after the 1982-83 ENSO. During a typical reproductive season, breeding pairs allocate a minimum of 39 percent of their net metabolized energy (NME) to foraging flights. Including energy content of eggs, females have an overall reproductive effort (RE=reproductive costs/NME) of 35.1 percent of 122,086.8 KJ per year.

Abstract:
This thesis delves onto the relations between Britain and Chile during the shifting and dynamic years of the Spanish American independence (1806-1831). I explore how Britons and Chileans perceived each other from the perspective of cultural history, considering the consequences of these ' cultural encounters' for the subsequent nation- state building process. It is state,d that from 1806 to 1831 both British and Chilean ' state and non-state ' actors interacted across several different 'contact zones', and thereby configured this relationship in multiple ways. These interactions reveal that although the extensive presence of ' non-state ' actors was a manifestation of the 'expansion' of British interests to Chile, they were not necessarily an expression of any British imperial policy. In a first moment (1806- 1808), interactions were held in an inter-state level and were expressed in both plans to invade Chile and to defend it. From 1808 to the 1817 interactions were mainly held between ' non-state ' actors such as missionaries, educators, seamen and traders as a result of Britain's neutrality policy which restrained state actors to interfere in the Spanish American independence struggles. From 1817 to 1831' both state and non-state actors overlapped as a result of both the inauguration of negotiations for British recognition of the independence and the opening of trade, which encouraged thousands of traders to settle in Chile. During the Independence era there were multiple attitudes, perceptions, representations and discourses by Chileans on the role played by Britain in the world, which changed depending on the circumstances. Likewise, for Britons, Chile was represented in multiple ways, being the most predominant the image of Chile as a pathway to other markets and destinations. All these had repercussions in the early nation-building process.

Abstract:
Worldwide, non-maternal care during the first years of life has gradually become more prevalent. However, there is little evidence about the effect of non-maternal care— especially for under-three-year-olds—on child development. Hence, this thesis explores the association between both maternal employment and type of care at different stages during children’s first three years of life and child development in Chile. My results indicate that there is evidence that maternal employment during the child’s first year of life is detrimental to child development and that delaying maternal employment initiation decreases this detrimental effect on child development. On the other hand, the type of care that the child attends during this first year of life also matters. First, children who are looked after by their grandparent during their first year of life exhibit a positive association with child cognitive and socio-emotional development relative to exclusive maternal care. Second, there is a negative association between relative care and child cognitive and socioemotional development compared to exclusive maternal care. Third, there is a positive association between centre-based care and child cognitive development and a slightly positive association with child socio-emotional development. Finally, controlling for unobserved and fixed child characteristics, I analyse whether the positive association between centre-based care at 6 to 12 months old and child development is also observed on children who entered centre-based care between the ages of 24 and 36 months old. The association between centre-based care between centre-based care and child cognitive development is also positive and there is no significant association with child socioemotional development. In each of my empirical chapters, I test whether child vulnerability define as lowly educated mothers, single parent and low income families, moderates the association between early non-maternal care and child development. Overall, the previously described associations are slightly more detrimental for more vulnerable children. In my three empirical chapters, I use a novel Chilean longitudinal panel survey with waves in 2010 and 2012. To deal with selection bias, in two out three empirical chapters I control for an extensive set of child, mother and family characteristics using OLS regressions and propensity score matching techniques. In addition, in the last empirical chapter I control for (unobserved) individual fixed effects.

Chile is seen as a wine-producing giant from New World Wine, and so its brand as a destination is nowadays mostly associated with nature and then with wine. As a country of wine for incoming tourists, it can of­fer even more connection to wine due to the superior qualities of its history, culture, and nature. Enotourism is a trend that could explicitly produce the next wine tourism destination, among other things. This paper aims to de­termine the state of the art on the supply side (wineries) for wine tourism and to find out the extent to which winemakers offer wine services in their win­ery in a particular wine destination. The field research was conducted in one of Chile´s wine-producing regions: Maule Valley. Semi-structured interviews, followed by the processing of the obtained data, constitute the main source base. This paper also proposes possible recommendations for the wine des­tination brand of Maule Valley.

Abstract:
During the government of Salvador Allende (1970-73), Chile implemented a state program of Social Tourism that materialized the right to rest. At least sixteen resorts were built: villas that included "A" type cabins with prefabricated structure, common kitchen and dining room, bathrooms, and community areas. However, after the military coup (1973), they were confiscated and transformed into detention and torture centers, vacation destinations for uniformed personnel, or sold to private individuals. As a result, the resorts went through a long process of invisibility and oblivion, almost completely erasing the record of their existence. Despite this, the memory of these places endures in the various material vestiges scattered along the coast. The research is based on documentary, iconographic, primary source materials, and trips throughout Chile, which sought to verify the existence of the 16 resorts, their location conditions, transformations, and current state, in order to reconstruct this part of history. Durante el gobierno de Salvador Allende (1970-73), Chile implementó un programa estatal de Turismo Social que materializó el derecho al descanso. Se construyeron al menos dieciséis balnearios: villas que incluían cabañas tipo "A" de estructura prefabricada, cocina y comedor común, baños y áreas comunitarias. Sin embargo, tras el golpe militar (1973), fueron confiscados y transformados en centros de detención y tortura, como destinos vacacionales para uniformados o vendidos a particulares. Con ello, los balnearios pasaron por un largo proceso de invisibilización, siendo borrados casi que completamente el registro de su existencia. A pesar de ello, la memoria de estos lugares perdura en los diversos vestigios materiales dispersos en la costa. La investigación se basa en fuentes documentales, iconográficas, materiales de primera fuente y viajes a lo largo de Chile, que buscaron comprobar la existencia de los 16 balnearios, sus condiciones de emplazamiento, transformaciones y estado actual, de manera a reconstruir esta parte de la historia. Abstract:
This report documents the flow failure of the Las Palmas tailings dam that was induced by the 27 February 2010 Maule Chile M8.8 earthquake. The Las Palmas site is located in Central Chile in Region VII near the town of Talca. Construction of the tailings dam occurred between 1998 as part of a gold mining operation and was no longer in active use. The ground shaking from the earthquake induced liquefaction of the saturated tailings material and resulted in a flow failure that ran out upwards of 350 m, flowing downslope in two directions. This report is broken into three sections: A summary of the construction and flow failure of the Las Palmas tailings dam; Details on the field investigations at the site, including the 2010 GEER reconnaissance, 2011 litigation support [DICTUC 2012], and the recent PEER–NGL-funded 2017 investigation; and Back-analysis of the flow failure by Gebhart [2016] to estimate the residual strength. The goal of this work is to provide a “high-quality” flow-failure case history to augment the existing database. The existing database is composed of roughly thirty case histories of varying quality (e.g., Weber et al. [2015] and Kramer and Wang [2015]). Herein, the term “high-quality” means that the in situ measurements were made in a controlled and repeatable manner, and that the back-analysis of the residual strength was performed considering static and dynamic effects of the slide mass. The results from this research indicate that the median back-analyzed residual strength of the liquefied material is ~8.3 kPa (~173 psf) at a pre-earthquake vertical effective stress of 2 atm (~200 kpa or 4000 psf), which is correlated to a median SPT blow count of N1,60~2.5, a median CPT tip resistance of qc1~1.3 MPa, and a median shear-wave velocity of VS1~172 m/sec. The back analyzed residual strength has a nominal coefficient of variation of 5.5% determined using a sensitivity analysis.

Abstract:
The learning and developmental losses from pre-primary program closures due to COVID-19 may be unprecedented. These disruptions early in life, when the brain is more sensitive to environmental changes, can be long-lasting. Although there is evidence about the effects of school closures on older children, there is currently no evidence on such losses for children in their early years. This paper is among the first to quantify the actual impact of pandemic-related closures on child development, in this case for a sample of young children in Chile, where school and childcare closures lasted for about a year. We use a unique dataset collected face-to-face in December 2020, which includes child development indicators for general development, language development, social-emotional development, and executive function. We are able to use a first difference strategy because Chile has a history of collecting longitudinal data on children as part of their national social policies monitoring strategy. This allows us to construct a valid comparison group from the 2017 longitudinal data. We find adverse impacts on children in 2020 compared to children interviewed in 2017 in most development areas. In particular, nine months after the start of the pandemic, we find a loss in language development of 0.25 SDs. This is equivalent to the impact on a childs language development of having a mother with approximately five years less education. Timely policies are needed to mitigate these enormous losses.

Abstract:
This discussion paper summarizes the proceedings at the Second China-Latin America and the Caribbean Policy and Knowledge Summit, focusing on leadership and capacity building for public sector executives. The event, sponsored by the Chinese Academy of Social Sciences and the Inter-American Development Bank, was held in Beijing and Shanghai, China in 2015. The paper discusses practices related to the management and training of public executives in China, Chile, Colombia, Ecuador, Jamaica, and Peru, and provides a general context for these practices in OECD and Latin American and Caribbean countries. The Summit identified common challenges among the countries, despite the obvious differences in terms of size and history, such as finding a balance between political neutrality and technical capacity and ensuring high ethical standards to address low citizen trust in the public sector.

Abstract:
The main subject of this paper are two recent Latin American films (La mujer de los perros by Laura Citarella and Verónica Llinás, 2015, and Los Reyes by Bettina Perut and Iván Osnovikoff, 2018) that centre on street dogs in marginal urban zones of Buenos Aires and Santiago de Chile. It will be argued that in both films exemplary forms of encounter between humans and dogs outside domestic environments can be examined, exploring the alternative ways of conviviality against the backdrop of the multiple layers of shared history between two companion species. In addition to the detailed analysis of exemplary scenes in both films, the concept of the interspecific “contact scene” (as a variation of the “contact zone”, a concept coined by Mary Louise Pratt) is proposed as a possible tool for the analysis of convivial constellations in Latin America.
