Abstract:
“Fifty years ago, the name of Chin Peng was feared almost as much as Osama bin Laden is today”. So wrote the Hong Kong-based journalist, Philip Bowring, in 2003. Fifty years ago the British empire, in the view of Field Marshal Montgomery, was locked in a struggle “between the East and West, between Communism and Democracy, between evil and Christianity”. It was a time when Chin Peng was Britain's enemy number one in Southeast Asia. A measure of his importance is the size of the reward offered in May 1952 for his capture: M$250,000 was equivalent to first prize in the Social Welfare Lottery and a huge sum compared with the wage rates of Malayan workers. Chin Peng is Malaya's Ho Chi Minh, but a Ho Chih Minh manqué. Like Ho Chi Minh, Chin Peng was a communist who, having played a key part in local resistance to the Japanese occupation, led the struggle against the post-war restoration of European colonialism. Yet, whereas Ho Chi Minh established the independent Democratic Republic of Vietnam, Chin Peng was thwarted in his attempt to create a socialist state in Malaya. Consequently, while the one became a national hero, the other has been cast out from the land of his birth and until recently has been without a voice in its history. The publication of his memoirs in 2003, however, enables us to reappraise Chin Peng's part in the achievement of Malayan independence.

Abstract:
The gnaphosid spider Coillina baka Yin & Peng, 1998, originally described from Yunnan, China is newly recorded from Chin State, Myanmar. While its holotype (male) was the only known record of the spider so far, the female is described and illustrated herein for the first time. The detailed structures of the male palp and female genitalia of this species are depicted, and its possible relationship with some species of Synaphosus Platnick & Shadab, 1980 is briefly discussed.

All currently available DNA barcode (partial mitochondrial cytochrome c oxidase subunit I (COI) gene) sequences of this subgenus (217 sequences of 54 species) are employed in a molecular analysis using different species delimitation methods. The results indicate that approximately 68.5% (37 of 54 spp.) of Phortica (s. str.) species could be clearly distinguished from closely related morphospecies or cryptic species.

Chen Duxiu (1879–1942) and Peng Shuzhi (1896–1983) were leading members of the early Chinese Communist Party (CCP); they were both expelled from it as Trotskyists in 1929 and were arrested together in 1932. Though the two men were quite different in temperament and appearance, today book after book on the Chinese Revolution uses a photograph of Peng, looking dashed and dazed at the time of his and Chen's trial by the Guomindang in 1932, in the belief that it is of Chen. The first instance I can find of this mix-up is in the Chinese translation published in Paris in 1973 of Harold Isaacs’ Tragedy of the Chinese Revolution; it was then repeated in more widely available form in a pictorial history of modern China brought out in Hong Kong in 1976 by the pro-Communist Seventies Publishing Company.

Material of the genus Domene Fauvel, 1873 from the Chinese provinces Heilongjiang, Anhui, Zhejiang, Fujian, Guizhou, Sichuan, Shaanxi, Yunnan, Guangdong and Guangxi was examined. Twelve species were identified, seven of them described previously, and five are newly described: D. aqiang Peng and Li, sp. n. (Guangdong: Nanling); D. jiangi Peng and Li, sp. n. (Fujian: Tanshan Park); D. jini Peng and Li, sp. n. (Guangxi: Jiuwan Shan); D. nanlingensis Peng and Li, sp. n. (Guangdong: Nanling); D. tui Peng and Li, sp. n. (Guizhou: Sanchahe). Abstract:
Shaolin Peng contributed immensely to restoration ecology research in last 40- years and has published 700 papers. He has made innovative and theoretical breakthroughs in vegetation restoration, ecological restoration of invaded ecosystems, interaction between ecological restoration and global change, etc. One of his key achievements is vegetation restoration in subtropical South China. He has developed new models of vegetation in natural succession, replacement and fluctuation, advanced theory and proved that extremely degraded tropical forests can be restored. He established that allelopathy is one of the driving forces of forest succession and did related studies on systematic sampling and analysis of several forest communities from south to north in China. He has done outstanding research on invasive plants and examined the Novel Weapon Hypothesis (allelopathic inhibition) of invasive alien plants in South China and determined the various aspects of invasive mechanism of alien plants (molecular mechanism of elevated temperature and CO effects in allelopathy of invasive plants). He put forward the ‘Allelopathic resistance hypothesis (native plants resistance to invasive plants)’ and ‘ecological control theory’. In recognition of his contributions to <i>Allelopathy</i> field, he was awarded the <i>Outstanding Achievement Award</i> by the International Allelopathy Foundation. He also did in-depth studies on ecological impacts of invasive plants, specifically focusing on plant-soil feedback and plant-AMF symbiosis. Besides, Peng has mentored 68 Ph.D. and 38 M.Sc graduates, and was recognized as Prominent Teacher by Sun Yat-sen University. He has been the Vice President, Ecological Society of China, Vice Chairman, Nature Conservation and Eco-Environment Teaching Steering Committee, Ministry of Education, Member, Academic Degree Commission of State Council, Awarded ‘Top Ten Outstanding Youth in China’, Young Scientist Award, Chinese Academy of Sciences and National Outstanding Scientific and Technical Worker of China.

Material of the paederine genus Lathrobium Gravenhorst, 1802 from the Nanling National Nature Reserve, southern China, is examined. Four species are identified, one of them described previously. Three species are described and illustrated for the first time, all of them micropterous and locally endemic: L. yangyihani Lin &amp; Peng sp. nov., L. jiaxingyangi Lin &amp; Peng sp. nov., and L. wangxingmini Lin &amp; Peng sp. nov. The female sexual characters of L. guangdongense Peng &amp; Li, 2014 are described and illustrated for the first time. Including the new taxa, 224 Lathrobium species are currently known from mainland China.

Abstract:
With Xi Jinping’s consolidation of political power in China, a personality cult has increasingly emerged. In this article, we analyze online documents and state news media to argue that this phenomenon is driven in part by local government officials and traditional media but most significantly by individual Chinese ‘netizens’. The current personality cult phenomenon is thus primarily society-driven and bottom-up rather than state-driven and top-down. We argue that the rise of this personality cult around Xi has its roots in national anxiety in an important transitional period in China. While some worry about a possible return to the politics of the Cultural Revolution by encouraging this personality cult, others are responding to economic anxieties and to the social anxieties created by social injustice greatly due to official corruption. We conclude that the possibility of society-driven personality cults will increase over time, as a paradoxical corollary of the potential of new media to allow for the democratization and opening up of politics and culture to new voices.

(Xizang Autonomous Region), G. paramerus Shavrin, 2000, and G. shii Cheng & Peng sp. n. (Neimenggu and Ningxia autonomous regions, Shanxi). Geodromicus frigidus Smetana, 1968 is recorded from North Korea, G. hammondi (Watanabe, 1990) and G. paramerus from China for the first time. Abstract This essay explores the use of autobiography to enhance symbolic capital in seventeenth-century China as exemplified by the chronological autobiography of the writer and geomancer Peng Shiwang 彭士望 (1610–1683). Peng was one of the Nine Masters of Changes Hall, a group of Ming loyalist scholars based in Ningdu in south-eastern Jiangxi province who gained a reputation among the cultural elite of the early Qing dynasty. Peng was not a major figure in the Ming–Qing transition period, and his own active participation in the Ming resistance to the Qing conquest was slight. Nevertheless, the economic effects of the Qing conquest, and his decision not to seek employment under the new dynasty, left him and his family in a financially and socially precarious position. When, in 1666, Peng published his collected poetry, he prefaced it with a chronological autobiography remarkable for devoting about half its space to the names of people he met during his peripatetic life. These names include a significant number of loyalists, even though Peng cannot have known some of the more famous ones very well. This essay argues that, through his autobiography, Peng sought to leverage his loyalist connections to create a form of symbolic capital which could be used to shore up his status among the educated elite of his time by increasing sales and circulation of his works and by expanding the social network he could draw upon for work as a geomancer or teacher, or for other support on his travels.

Abstract:
Phorbol ester-mediated differentiation of THP-1 cells (a human monocytic cell line) into mature macrophages is associated with a transcriptional induction of apolipoprotein E (apoE) expression [Auwerx, Deeb, Brunzell, Peng and Chait (1988) Biochemistry 27, 2651-2655]. Endotoxin, on the other hand, which may also act through activation of protein kinase C, is a potent inhibitor of apoE expression in mouse macrophages [Werb and Chin (1983) J. Biol. Chem. 258, 10642-10648]. The present experiments examine the effect of phorbol ester, an activator of protein kinase C, on the apoE expression in mouse thioglycollate-elicited peritoneal macrophages. Phorbol ester inhibits apoE expression in a specific, time- and dose-dependent manner. A 75% inhibition in the rate of apoE secretion, but not that of total protein, was observed following a 4.5 h incubation with 160 nM phorbol ester, although nearly full inhibition was obtained with 40 nM. The changes in apoE secretion were paralleled by similar changes in apoE synthesis, indicating synthesis as the primary site of action. The decreased rates of apoE synthesis are shown not to be due to increased apoE degradation. The profound inhibition of apoE synthesis was not accompanied by significant changes in apoE mRNA levels at any concentration of phorbol ester (up to 16 microM), or length of treatment (up to 24 h), suggesting a post-transcriptional locus of regulation of apoE expression. Although the early changes in apoE synthesis correlate with increased microsomal protein kinase C activity, the suppression of apoE expression persists even during conditions of nearly complete (> 95%) loss of protein kinase C activity, suggesting that the direct or indirect effect of protein kinase C on apoE expression is mediated by a stable phosphorylated protein, or that the observed effects are mediated through a protein kinase C species that is not readily downregulated by phorbol esters. The presented studies clearly demonstrate the potential importance of the translational regulation of apoE expression through the protein kinase C signal transduction pathway.

So, I thought that by engaging the paper obliquely, it might be possible to extend Peng et al.’s (2017) observations and conclusions. I will do this by contextualizing their observations about the history of IPR and then turn to the contemporary discussions of IPR and innovation in China.

The models of psychiatric rehabilitation described in this supplement evolved in response to a change in the official attitude to the disabled and to the provision of welfare services that has arisen since the start of China's reform era in 1978. The traditional ‘residual’ welfare that provided the minimum services needed to prevent social unrest (Chan & Chow, 1992) has been transformed into a pro-active form of welfare that identifies disadvantaged and disabled persons in the community and provides them with support and rehabilitation. Perhaps the most dramatic indication of the new status of the disabled in China is that the opening ceremony of the Second National Congress of the China Disabled Persons' Federation on 6 October 1993 was held in Beijing's Great Hall of the People, and President Jiang Zemin, Premier Li Peng and “all China's top Party and government leaders” were in attendance (Liang, 1993).

Pitman Potter has provided the first book-length treatment in English of Peng Zhen, a seminal figure in the development of the legal system in China during the Mao and Deng era. Peng began his roller coaster career by rising through the party ranks to become party secretary of Beijing and party secretary of the Political-Legal Commission. He was then purged and expelled from the Politburo for opposing Mao. After Mao's death, Peng returned to power, regaining his seat on the Politburo, and serving in a variety of high-level positions, including secretary of the Political-Legal Committee and chairman of NPC Standing Committee.As Potter notes, the complexities of Peng's career, his view that the role of law must suit the needs of the time, and his own personality traits make it difficult to draw simple conclusions about his ideas on law and political authority. At times, Peng was a brutal enforcer of party policy who emphasized the subservience of law to party dictates. At other times, he boldly opposed Mao and later Deng and insisted that the party should be subject to legal constraints and refrain from interfering in day-to-day governance. A cynical reviewer could easily conclude that Peng adopted views based on what best suited his political position and personal interests at the time. Potter is somewhat more charitable, portraying Peng as a hardnosed pragmatist, willing to take a principled stand even at great personal expense when necessary, but also keen to keep up with the times.

Cephalosporine phổ rộng (ESC), đại diện là ceftriaxone và cefxime, là nhóm kháng sinh hiện được dùng để điều trị bệnh lậu do vi khuẩn Neisseria gonorrhoeae. Tuy nhiên trên thế giới gần đây ghi nhận sự xuất hiện nhiều chủng giảm nhạy cảm với các kháng sinh này. Cơ chế kháng của N. gonorrhoeae với ESC chủ yếu liên quan đến các đột biến trên gen penA, mtrR, porB1b (penB), ponA,… 50 chủng N. gonorrhoeae giảm nhạy cảm với ceftriaxone/cefxime hoặc cả hai đã được chọn nghiên cứu, nhằm mô tả đột biến trên gen penA và kiểu hình kháng ceftriaxone và cefxime ở một số chủng N. gonorrhoeae phân lập tại Bệnh viện Da liễu Thành phố Hồ Chí Minh năm 2017 và 2019. Kết quả 50 chủng này kháng cao với các kháng sinh dùng điều trị trước đây: ciprofloxacin 100%, tetracycline 84%, penicillin 58%. Đồng thời, tất cả các chủng được chọn đều kháng 100% cefxime, 36% trong số đó còn kháng ceftriaxone. Chưa phát hiện chủng kháng azithromycin. 6 chủng đại diện trong nghiên cứu có nồng độ ức chế tối thiểu với cefxime là 1,0 µg/mL cao gấp 4 lần và ceftriaxone ở 0,5 µg/mL cao hơn 2 lần so với chủng đối chứng. Phân tích 6 chủng trên ở mức độ phân tử, chúng tôi xác định được 59 đột biến nucleotide trên gen penA dẫn đến thay đổi 58 axit amin và chen thêm 1 axit amin sau vị trí 345.

A new species of Begonia section Coelocentrum, B. guangdongensis W.H. Tu, B.M. Wang &amp; Y.L. Li from Guangdong Province, China, is described and illustrated here. Morphologically, the new species is most similar to B. biflora T. C. Ku and B. longistyla Y. M. Shui &amp; W. H. Chen, but differs from B. biflora by its rugose leaves and glabrous capsules and from B. longistyla by its glabrous stipules without ciliate margin, densely hirsute-pilose leaves and obtuse apex of bracts. Additionally, it is also somewhat similar to B. chongzuoensis Yan Liu, S. M. Ku &amp; C.-I Peng, but there are significant distinctions in their stipules, leaves and bracts. The conservation status of B. guangdongensis is assessed as Critically Endangered (CR), according to the IUCN Red List Categories and Criteria.

When they make contact with different cultures, although not necessarily connected with leaving their place of birth thanks to the transfer of information and cultural heritage that has developed extremely efficiently in the era of globalization (Gordon Mathews), they see their own entanglement in the cultural tradition. In the process of constructing their identity they try to find answers to the following question: which part of the cultural tradition is mine? Which one do I identify with? In the case of Chinese women artists, is it the legacy of literati? Classic ink painting and calligraphy? Or perhaps women's crafts that bear no name? Or perhaps a mixture of inspirations? Thus, Ling did not validate the name A. veitchianus according to Art. 39.1 of the ICN (McNeill et al. 2012). In our survey of the taxonomic literature, we have never found this name accompanied by a Latin diagnosis or description before 31 December 2011, nor by an English diagnosis or description after 1 January 2012. We herein provide an English description to accomplish valid publication of the name. The specimen X. B. Peng 6049 (Fig. 1) deposited in PE is designated as the holotype, which was the only one specimen cited by Ling (1935).

As Peng, Ahlstrom, Carraher, and Shi (2017) rightly noted, Intellectual Property Rights (IPR) protection in a country is not static. It evolves over time. Peng et al. (this issue) revealed through their historical analysis that during the 19th century, the US was not a leading IPR advocate but a leading IPR violator. It was only when indigenous inventors, authors, and organizations of the US emerged and demanded protection of their IPR in foreign countries in the late 19th century that the US passed the International Copyright Act (the Chace Act) in 1891 to extend IPR protection to foreign works. The US case illustrated that a country's IPR system as an institution evolves as its economy and society develop. If we examine this evolution over a relatively long time span, the change can be quite dramatic. Therefore, when reviewing a country's IPR system, an important question to be asked is in which direction the country's IPR system evolves.

Our study analyzed how cultural memory of previous and contemporary First Ladies was used as a journalistic device by US media to make sense of the unusual case of Peng Liyuan, the current First Lady of China. A textual analysis showed that news coverage of Peng relied on a Western and gendered conception of the First Lady while distancing her from her predecessors. We found that resonance with the idealized First Lady template served to signal Peng’s progressiveness in both the general and the political sense. Although Peng’s performance as a ‘first’ First Lady was celebrated in international politics, it is important to be aware that cultural values and gender norms associated with the First Lady identity can become rhetorical tools that sustain the existing political order between the West and the non-West.

The genus Salvia Linnaeus (1753: 253) contains about 1000 species (Alziar 1988–1993) and is distributed cosmopolitanly (Harley et al. 2004). The genus is by far the largest genus of Lamiaceae over the world, and the second largest of this family in China. Totally 85 species are recorded from China, of which 81 are native (Li & Hedge 1994, Hu et al. 2013, 2014, Hu & Peng 2015). Some species, such as S. coccinea Buc’hoz ex Etlinger (1777: 23) and S. tiliifolia Vahl (1794: 3), have successfully naturalized in China (Hu et al. 2013); while other species, e.g. S. splendens Sellow ex Wied-Neuwied (1820: 46), are widely cultivated in China.

Effective closed-loop neuromodulation relies on the acquisition of appropriate physiological control variables and the delivery of an appropriate stimulation signal. In particular, electroneurogram (ENG) data acquired from a set of electrodes applied at the surface of the nerve may be used as a potential control variable in this field. Improved electrode technologies and data processing methods are clearly needed in this context. In this work, we evaluated a new electrode technology based on multichannel organic electrodes (OE) and applied a signal processing chain in order to detect respiratory-related bursts from the phrenic nerve. Phrenic ENG (pENG) were acquired from nine Long Evans rats in situ preparations. For each preparation, a 16-channel OE was applied around the phrenic nerve’s surface and a suction electrode was applied to the cut end of the same nerve. The former electrode provided input multivariate pENG signals while the latter electrode provided the gold standard for data analysis. Correlations between OE signals and that from the gold standard were estimated. Signal to noise ratio (SNR) and ROC curves were built to quantify phrenic bursts detection performance. Correlation score showed the ability of the OE to record high-quality pENG. Our methods allowed good phrenic bursts detection. However, we failed to demonstrate a spatial selectivity from the multiple pENG recorded with our OE matrix. Altogether, our results suggest that highly flexible and biocompatible multi-channel electrode may represent an interesting alternative to metallic cuff electrodes to perform nerve bursts detection and/or closed-loop neuromodulation.
