Abstract:
- According to the author, after the Second World War, Italy was too weak to build an autonomous foreign policy in China or to influence the conflict between Communists and Nationalists. However, Italian diplomacy, especially the Italian ambassador in China Sergio Fenoaltea, tried to have his own vision of the Chinese Civil War and to take advantage of the weakness of Italy to establish a good relationship with the Kuomintang government: China was a great power, especially at the United Nations, and it could be very important for the future of Italy. Furthermore, Fenoaltea criticized Marshall's mediation between the Communists and the Nationalists along with the American endorsement of Jiang Jieshi. From the perspective of the Italian ambassador, the USA was not able to understand the situation in China or to support a really democratic force. Finally, Italian diplomats in China tried to be equidistant between the two parties acting during the Civil War to protect the little Italian community in China and to not impair the possibility of a pacific and positive relationship with the future winner of the Civil War. Historical and domestic factors help explain India's largely hands-off policy (1991–2006). In contrast, regional and international factors underpin its support of Colombo's military campaign against the Liberation Tigers of Tamil Eelam, including New Delhi's concerns about China.

Among more than 100,000 prisoners captured by United Nations forces in the Korean War, there was just one Japanese prisoner of war (POW). Matsushita Kazutoshi, Prisoner Number 600,001, had served in the Japanese army in China, both Nationalist and Communist armies in the Chinese Civil War, and in the Chinese People's Volunteers in North Korea, and was to end his military career in the ranks of the South Korean army. Using his forgotten story as a prism, this article explores neglected transborder dimensions of the Korean War. It argues the need to pay closer attention to the historical continuities linking the Asia-Pacific War and Chinese Civil War to the Korean War; it reconsiders the nature of Japan's connections to the conflict in Korea and reconceptualizes the UN POW camps as sites of ongoing Chinese and Korean civil wars.

Abstract:
General lessons about state construction are drawn from concentration on the ‘Terror’ years of three post-revolutionary regimes: the Jacobin in France, 1793–4; the Bolshevik in Russia, 1918–21; and the Chinese, 1950–3. These three cases are chosen in order to develop a direct challenge to Skocpol's claims about state building in States and Social Revolutions. The findings show that early state building is not, primarily, a rational, centralizing, mobilizing, response to war and foreign war in particular. It is civil war which is of greater importance to an understanding of the development of revolutionary states and it is only after civil war is over that permanent state construction can begin. Comparison for differences, as well as similarity, at this crucial point at the end of civil war shows that, along with the importance of practical domestic policies as a basis for support, the essential foundation for the post-revolutionary state is central control over the revolutionary forces of internal coercion.

Abstract The Chinese Mission in Japan, which existed from 1946 until Japan regained its sovereignty as a result of the San Francisco Peace Treaty in 1952, represented the Republic of China in working with the Supreme Commander for the Allied Powers (SCAP) in reconstructing postwar Japan. The original objective of the Chinese Mission was to serve as the government’s agency to carry out the repatriation of Japanese troops and civilians from China in coordination with the Allies, secure war reparations from Japan, and try war criminals. However, as President Harry S. Truman terminated US aid to China in 1947 and Guomindang (GMD) military fortunes in the Chinese Civil War declined under the command of Chiang Kai-shek, the Chinese Mission was given an additional assignment: to lobby General Douglas MacArthur to secure military assistance from SCAP. This essay discusses the interaction between the Chinese Mission and General MacArthur during the Chinese Civil War from 1946 to 1949 and examines the way in which the Chinese Mission persuaded him to play a role in the Civil War. This study argues that although it was in opposition to Washington, MacArthur’s determination to assist Chiang Kai-shek was in great part due to the strenuous lobbying of the Chinese Mission in Tokyo. Although MacArthur’s intervention could not reverse the final outcome of the Chinese Civil War, his anti-Communist outlook was formed and played a significant role during the Korean War a year later.

The US and NATO through a peace deal got a safe exit from Afghanistan. In this backdrop, the economic future of Afghanistan is more important. On the other hand, Pakistan has a short period to format its policies because after the US withdraws, there are serious threats of civil war and chaos in Afghanistan. India, Pakistan, Russia, and China are the rival states in the regions, which have strategic interests in Afghanistan. Regional, religious, ethnic, political, social, and economic complexities are the major obstacles to the Intra-Afghan peace deal. All these factors are indicating more complexes in the intra-Afghan peace process, which may lead to civil war. The possible solutions are the traditional Pashtuns Loya Jirga. This work attempts to analyze the stakeholders and trends in the Intra-Afghan peace process, and the complexities of the peace process. Abstract Muslim leaders in China experienced political and social fracture and intellectual reorientation as a result of the Chinese Civil War (1945–49) and the early Cold War. Influential Chinese Muslim and Uyghur imams and officials who were once allies and friends found themselves on opposite sides of several conflicts: the bitter struggle between Nationalists (KMT) and Communists (CCP), the formation of opposing states on the mainland and Taiwan, and the broader US-Soviet rivalry. The first section of this article shows how Muslims from China catalyzed multiple inter-Asian linkages in the early Cold War. The second and third sections explore the intellectual impact of the Chinese Civil War and Cold War on discourses of Chinese Muslim identity and inter-Asian connections, focusing on ethnicization and racialization.

AbstractDuring the violent early years of China’s Cultural Revolution, the province of Guangxi experienced by far the largest death toll of any comparable region. One explanation for the extreme violence emphasizes a process of collective killings focused on households in rural communities that were long categorized as class enemies by the regime. From this perspective, the high death tolls were generated by a form of collective behavior reminiscent of genocidal intergroup violence in Bosnia, Rwanda, and similar settings. Evidence from investigations conducted in China in the 1980s reveals the extent to which the killings were part of a province-wide suppression of rebel insurgents, carried out by village militia, who also targeted large numbers of noncombatants. Guangxi’s death tolls were the product of a counterinsurgency campaign that more closely resembled the massacres of communists and suspected sympathizers coordinated by Indonesia’s army in wake of the coup that deposed Sukarno in 1965.

Abstract After the Second World War ended in 1945, the Chinese Communist Party (CCP) tried to seize Qingdao, a major port city on the Shandong Peninsula. The landing of U.S. Marines there foiled the CCP's attempt. With the support of the Kuomintang (KMT)—the CCP's main enemy—the U.S. Marines stayed in Qingdao throughout the civil war in China, from late 1945 to mid-1949. Drawing on archival sources from China, the United States, the former Soviet Union, Great Britain, and Japan, this article explores CCP-KMT-U.S. interactions regarding the presence of U.S. Marines in Qingdao. The KMT-CCP civil war influenced—and was influenced by—the presence of the Marines in Qingdao. The KMT government depended on the U.S. Marines for security, whereas the CCP, opposing the U.S. presence, took a tough propaganda stance but remained cautious in its actions. The United States ultimately decided to withdraw the Marines to avoid overt involvement in the Chinese civil war. This type of triangular engagement influenced the future pattern of Cold War confrontations among the three parties.

Abstract:
This paper introduces a spatial model of civil conflict management rhetoric to explore how the emerging norm of responsibility to protect shapes major power rhetorical responses to civil war. Using framing theory, we argue that responsibility to protect functions like a prescriptive norm, such that representing a conflict as one of (1) human rights violations (problem definition), implies rhetorical support for (2) coercive outside intervention (solution identification). These dimensions reflect the problem-solution form of a prescriptive norm. Using dictionary scaling with a dynamic model, we analyze the positions of UN Security Council members in debates over the Syrian Civil War separately for each dimension. We find that the permanent members who emphasized human rights violations also used intervention rhetoric (UK, France, and the US), and those who did not used non-intervention rhetoric (Russia and China). We conclude that, while not a fully consolidated norm, responsibility to protect appears to have structured major power rhetorical responses to the Syrian Civil War.

This thesis argl:les that the foreign interventions in the Taiping civil war were a key turning point in. nineteenth century Sino-foreign relations. The interventions shaped foreign ideas about the application of international law to China. When the prospect of intervention was raised foreign observers and foreign officials discussed how such involvement was justified under 'the law of nations'. The direct collaboration between the Qing and foreign states in suppressing the Taiping, however, led to a change in foreign perceptions about China's place in the state system. Noting what they perceived to be deficiencies in Qing statecraft, foreign observers began to suggest that Qing China was outside of the international system comprised of 'civilised' states. As a result, they suggested that international law was not applicable in China. This revises our understanding of the development of international law in the nineteenth century by suggesting that it was structured as much at sites of empire by foreign officials and communities as it was in the work of European . jurists. Secondly, the thesis takes the Taiping interventions as a case study for exploring the 'negotiation of sovereignty' in China. Sovereignty in China was fractured by the foreign right to extraterritoriality, or exemption from Qing law. The various foreign interventions against the Taiping, including the interventions of British and French state armies and foreign mercenaries, as well as foreign projects to transfer technology to China, raised questions about the extent of foreign sovereignty within the Qing empire. For example, were foreign mercenaries in the service of the Qing still foreign subjects and hence exempt from Qing law? In order for the Qing and foreign agents and states to collaborate in suppressing the Taiping the limits of foreign sovereignty had to be negotiated and these disputes had to be resolved.

Just prior to the Japanese invasion, the Hong Kong Government embarked on an extensive program of building public shelters by tunneling into hillsides to protect the civilian population against bombing raids. Those air raid precaution tunnels that survive World War II have become part of the very few remaining physical witnesses to the history of Hong Kong in preparation of civil defence against Japanese attack. Tucked away inconspicuously in the bustling parts of the city, the disused shelter tunnels are the 'outsiders' of societal interaction, rarely catching the attention of the people of Hong Kong. Bored deep into the hills leaving only the portals exposed to air, this 'hidden' heritage continues to be lost or damaged without drawing public attention. Ironically, the damage is not from the ravages of war but from redevelopment projects above ground, geotechnical strengthening works and road improvement works, all of which have been carried out post-war, resulting in tunnels being partially or wholly filled in, dug up or forgotten and neglected. As little wartime architecture purposely built for preparation of World War II remains in Hong Kong, there is a need to preserve/ conserve this wartime heritage that once helped shape the city’s history. It is hoped that through this dissertation, both heritage and contemporary values of this forgotten example of wartime architecture be recognized and that a consensus be agreed upon conservation of this World War II heritage, in order to prevent further losses and damages that may only be fully appreciated when it is too late. The dissertation will examine the issues related to the conservation of air raid tunnels through answering the following questions: 1. Where were/ are the tunnels, what purpose did they serve and what are the stories behind them? 2. Are the tunnels a significant heritage, and if so, what are their heritage values? 3. Are the tunnels adequately protected as a heritage in terms of current legislation and policies? 4. What are the threats against the conservation of the tunnels? 5. What are the opportunities for the conservation of the tunnels?

Abstract:
The outbreak of the Spanish Civil War in 1936 and the Second Sino-Japanese War in 1937 triggered many responses amongst the American public, including a number of private initiatives in medical aid that occupied a borderland between traditional humanitarian relief and political activism. This study is interested in the stories of three organisations arising in this tradition: the American Medical Bureau to Aid Spanish Democracy (AMBASD), the American Bureau for Medical Aid to China (ABMAC), and the China Aid Council (CAC). While three separate initiatives in terms of who was responsible for their creation in the United States, and the communities they sought to help abroad, all three demonstrate parallels in their foundation and development that merit a joint historical consideration. Emerging from the backdrop of isolationism in U.S. foreign policy, the AMBASD, ABMAC, and CAC became a means of voicing both political and humanitarian ideals through the medium of medicine. In many ways, this thesis becomes a study of lost causes. As political campaigns, none of the organisations in this study succeeded in changing U.S. policy, although the ABMAC and CAC benefitted from interests that overlapped with larger changes in U.S. military alliances. As humanitarian organisations, only one (the ABMAC) lived past the conflict to which it owed its foundation. Their story, however, retains its historical interest in challenging both the way in which we examine the mythology of humanitarian idealism, and our understanding of the balance between internationalism and isolationism in the 1930’s United States. For the medical activists of these organizations, medical aid offered both a tangible outlet for personal ethical and political beliefs, but also promised an alternative means of diplomacy that brought greater agency to more popular levels.

In the past three decades, the Chinese news media has experienced great leaps from a propaganda machine to market-oriented industry. Although the state has managed to strengthen the information control, heterogeneity in journalistic value orientations has constructed different media discourses. This thesis discusses the diversity within different news organizations in China, and the influence of state-media dynamics on the quality and role of journalism. Previous literature in the area of media-power relations fQ us on the general landscape of Chinese media shaped by the three forces: the state, the market and the professionalism while neglecting individual cases which contribute for the complexity of the intertwined mechanisms. Supported by the sociological theory of news production and concepts from international relations, this study uses a micro approach to examine the process of international news making in two newspapers. The arguments in this study are based on in-depth interviews with 25 journalists, participant observation, and textual analyses of news reports on Libya Crisis. This study has three major findings. Firstly, the intricate power relations of social forces within China's social context produces much space, as well as obstacles, for the professional practice of journalism. The liberal newspapers keep challenging the state and pushing the boundary of media autonomy while the party organs still serve for maintaining CCP's legitimacy but package the "old wine" in a new way. Secondly, the old Chinese ideology dominated by official communism has been broken up by the emergence of neo-conservatism, old and new-leftism, liberalism and other intellectual discourses which influence the government's decision-making on domestic and international issues. Accordingly, international news reports in newspapers with various interests are manifestations of the divides. Thirdly, the different value preference of newspapers decides the media behaviors. Some choose to speak for the party and help maintain existing social order, while some others serve for public interests. Although both of them practice self-censorship, the former enjoy commercial benefits from seeking refuge from the authority and the latter promote social development by using tactics in news reports. The discrepancy creates space for diversified discourses that added to the complexity of power structures in Chinese media.

The first part follows up the role of oil in the African continent; the history of oil production, the rest is devoted to a more detailed analysis of the oil sector in Sudan or South Sudan after 2011. Then the characteristics of future scenarios are realized. The scenarios are affected by the civil war in the South Sudan and border disputes between the North and the South.

The Chinese civil war was a time of sharp clash between the interests of the United States and the USSR in the flaring Cold War, so it is not surprising that the American intelligence services showed an increased interest in this region. Chiang Kai-shek, the leader of the conditionally pro-American Republic of China, very quickly proved to be an unreliable ally, which largely influenced the course of the war. In-formation about corruption, fraud and various political complexities in this part of China has become available to the American leadership, including due to the work of intelligence agencies.

The Bolshevik revolution in 1917, followed by the Civil War, induced a big wave of emigration from the ex-Russian Empire. These emigrants created their “Russia Abroad”. Many Russians stayed in Europe or China, but, in the 1940s and 1950s, many of them went to the USA, Latin America and other destinations. The importance of preserving the memories and documents of the old waves of the Russian emigration is crucial. Our group is collecting a corpus of heritage Russian in Brazil, the BRAzilian POrtuguese RUSsian Corpus (BraPoRus). While the history of Russian immigration in Brazil is to some extent studied, their remarkably preserved Russian has not been described. Our current aim is to describe the BraPoRus, a corpus that consists of multiple speech samples of older Russian heritage speakers in Brazil, and to discuss the best ways to make these data available in the forms that satisfy the requirements both for the linguistic and sociological research.

Abstract Background: In March 2011, Japan was struck by a massive earthquake which initiated a tsunami that led to a severe nuclear damage accident at the Fukushima Daiichi Nuclear Power Plant of the Tokyo Electric Power Company. Now, more than ten years had passed. Even though, it is widely admitted that civil nuclear industry is of great importance in reducing greenhouse gas emission, improving natural environmental quality and safeguarding national energy security. Thus, China has been developing civil nuclear industry all these years in spite of the nuclear damage accident in Fukushima, Japan. Now, China has become one of the countries with most nuclear power plants. However, due to the potential radioactive risk, the public have instinctive fear of civil nuclear development. In order to relieve the public’s anti-nuclear sentiment, Nuclear Safety Law was formally implemented in 2018 and Measures for Disclosure of Nuclear Safety Information was issued by Ministry of Ecology and Environment of China in 2020, both clearly stipulating that the public’s right to obtain information of nuclear safety and involve in related activities in order to eliminate the public’s doubts and phobia about the development of civil nuclear industry. However, there are still challenges existing. Methods: Cases study is applied as a major methodology in this paper as for to show the severe problems in information disclosure and public involvement pertaining to the process of siting and construction of civil nuclear facilities. Moreover, legislation study is used in analyzing the content of related legislation and regulations currently. And qualitative methodology is also adopted in this paper to summarize the legal problems about information disclosure and social involvement during the time of siting and construction of civil nuclear facilities. Results: Although there are legislation and regulations which endow people with available information and opportunities-to-be-involved in China, the information disclosure and public involvement still exist several challenges, especially during the process of siting and construction of civil nuclear facilities. Thus, several anti-nuclear incidents had been initiated by the public due to lack of information and methods to participate in these years. According to the cases, information disclosure and public involvement are still not sufficient during the time of siting for nuclear facilities; relevant compensation mechanism for the public around the nuclear facilities has not been established; and public education for basic knowledge on nuclear safety is not enough. Therefore, public involvement cannot be realized completely. Conclusions: For ensuring information disclosure and public involvement of civil nuclear facilities, this article proposes that information disclosure and social involvement should be realized and protected as early as the process of siting for such facilities. Furthermore, operators of nuclear facilities and local governments should provide sufficient compensation to the public near nuclear facilities through preventive compensation mechanism and offer science popularization on nuclear safety to avoid the misunderstanding of the public.

Hospitals operation is becoming a major focusing points on China as there is a huge market because of aging population. The management of healthcare institute is crucial as it contains operational activities that can be harmful to public health such as medical waste as well as medical equipment that has to be maintained timely. In particular with the pandemic COVID-19 situation, the maintenance of the medical equipment is the foundation to ensure the healthcare service can operate functionally. Hence, this research is focusing on how medical facilities are being managed in Chinese healthcare institute as well as to understand whether and how BIM can impact healthcare facility management. A mixed methodology was used to interview facility managers in the province of East China region during COVID-19 period. The result of this research shows that by adopting BIM, the quality and efficiencies of facility management for key hazard assets in hospitals can be improved in principle because of the large amount of asset data and hospitals' information.

The relevance of the study is due to the need to search for investments in high-tech civil production in large cities. The study examines the potential of Russia’s partner countries in covering this need. The study aims to assess the potential of the largest countries, hypothesising that this potential is high and thus can be used. To this end, the average cost of creation of one civil semiconductor plant was estimated and compared with the annual and total foreign direct investment from China and India for 5 years. To contribute to the scientific research on the topic, the study developed the methodological support for the assessment. The testing showed that the Chinese economy has the required potential, but other partners can finance part of such a project. The results can be used by authorities and businesses when searching for investment sources. The limitations of the study are the variability of the cost of creating production due to technology development and volatility of exchange rates.

<p>The deck-extension bridges is the most widely used jointless bridges in China due to the simple structure and convenient construction. The mechanical performance of skewed bridges is more complex than that of right bridges. To understand the difference between the skewed deck- extension bridge (SDEB) and the skewed jointed bridge (SJB), a SDEB built in China was chosen as a case study. The girders and approach slabs longitudinal displacements were monitored. A finite element model (FEM) was implemented by using the MIDAS-Civil software, of which the accuracy was verified by monitoring results. The mechanical performance of the SDEB and SJB under different load cases was compared. The influence of different skew angles on the mechanical performance of the SDEB was studied. The results indicated that the mid-span bending moment of the SDEB was slightly smaller by 5% than that of the SJB. Compared with the SJB, the mid-span torque of the girder in the side span and axial force at the girder end in the SDEB were significantly larger, which should be paid special attentions to during the design. The in-plane rotation of the girder in the SDEB was limited by the approach slab; therefore, the lateral displacement of the SDEB was significantly smaller than that of the SJB, especially for the skew angle of 30°. Bearing unseating and deck cracks may be improved in SDEB.</p>
