The years 1978 and 1979 were critical in shaping mainland China's foreign policy towards Cambodia during the 1980s up until the international peace treaty of 1991. However, in the early 21st century, there have been some cases in which China has allowed North Koreans to leave China instead of sending them back to North Korea. But researchers have only systematically studied individual patron-client ties instead of taking advantage of the tools provided by social network analysis (SNA). This thesis examines a constitutional amendment adopted by the State of Maine in 1893 as part of an electoral reform package. It stated that any man who could not read the State Constitution in English or write his name on or after January 3, 1893 was not qualified to vote. Although some of the amendment's supporters claimed the measure would raise the quality of the state electorate, most supported it because it targeted immigrants, more particularly, French Canadian immigrants. This dissertation analyses the ability of Chinese lawyers to use administrative litigation to protect individuals and groups from an authoritarian state that frequently infringes on their rights. These plaintiffs fill administrative courts in China, opposing the overzealous tactics of police, challenging the expropriation of their land, and disputing the seizure and demolition of their homes.
