Abstract:
The study of linguistic landscape considers the hierarchy of languages motivated by political, administrative, and economic reasons, as reflected in the graphic design and order of inscriptions. In this research, we will present the linguistic landscape of Chișinău by analyzing top-down and bottom-up signs and commercial billboards. The choice fell on this city because it is multiethnic, home for Moldovans/Romanians and other nationalities. The relevance of the topic is explained by the fact that Moldova aspires to join the European Union, and in 2018 Chișinău became one of the country’s pilot municipalities for the application of the European Charter for Regional or Minority Languages, which the country has adopted, but has not yet ratified. The new signs must indicate direction to public and cultural institutions, monuments and memorials, parks and major streets, university buildings, the railway station, and the airport with trilingual inscriptions in Moldovan, a local minority language (Russian, Ukrainian, Bulgarian, German or Yiddish) and English. The investigation of the linguistic landscape will help identify the dominant language(s) in the Moldovan capital, understand the relations between linguistic communities and the linguistic situation in Chișinău.

Abstract:
Yurii Shibaev approached all genres of easel painting, but he established himself with the urban landscape. The plastic artist fell in love with Chișinău. This fact is attested by the numerous works dedicated to the city. In the custody of the Fund of the National Art Museum of Moldova are several urban landscape paintings by Yurii Shibaev: „Chișinău under construction. Râșcani Sector”, „Renewed Chișinău. Circus under construction”, „Râşcanii renewed”, „After the rain”, „The New Chișinău” etc. In his paintings we can see the representations of the old city, but also of the areas with modern elements, which are in constant evolution. The artist wanted to present the beauty of the city with lots of vegetation, populated with people, crowded with public transport: everything being in constant motion. The artist of realistic training tends to work with large decorative spots that are meant to give expressiveness to the painting. The predominant colors in his creation are white, green and gray. Thus, the artist resorts to a limited range of colors, using colored accents in the representation of people and cars. In the paintings „Old Chișinău”, „Chișinău under construction. Râşcani Sector”, „Chișinău is being built”, „The New Chișinău”, „After the rain”, etc. Yurii Shibaev confirms the image of Chișinău as a „white stone city”. Residential, ecclesiastical and cultural buildings are elevated above the rich city with abundant vegetation.

Abstract:
In this article, we elucidate some aspects related to the constitution of the city of Chișinău, presenting data from archaeological, toponymic and anthroponymic studies. During the period of the Golden Horde, the Mongol-Tatars left certain traces in various localities of the Republic of Moldova, including Chișinău. They arrived in the Tighina plain as nomadic cattle breeders, sheltering in Turanian yurts and gradually becoming seminomadic. Their evacuation in the 60s of the 14th century, from the south-east of the Carpathian region, preceded the establishment of Chișinău as a rural town near a former Tatar castle. The period in which the Nogai Emir came to the west of the lower course of the Dnieper and expanded the area of Golden Horde domination up to the vicinity of the Eastern Carpathians, was a premise for the expansion of the system of communication networks, established by Ginghiz Khan, and in the central part of present-day Moldova; on the Iași–Tighina route there was also the post office on the site of the future city of Chișinău. In the middle of the 17th century, Chişinău was transformed from a rural to an urban locality, retaining various notions from the period of Mongol-Tatar domination, as well as the toponyms Chişinău (cismea, spring, fountain), Buiuk (the name of a large spring, from which comes from the name of the respective village), Bahína (garden), Poșta Veche, Săbăna (from saban, light plough, ploughman), etc.

Abstract:
Although the Republic of Moldova has experienced massive increase in vehicle ownership and use, some of the latest advances in how to approach and nurture public space are underutilized. This article summarizes the basic findings of a project aimed at transfer of knowledge and the implementation of the smart city process in Chișinău, Moldova. Chișinău presents a perfect opportunity for full-scale transformation regarding mobility in the smart city process. In its current state, where there are still enough opportunities to make significant improvements and for the region itself, the Republic of Moldova falls into the category of middle- to lower-income countries. Moreover, this article looks at the difficulties of preparing a smart mobility strategy while under the effect of the current COVID-19 pandemic in the form of social distancing by the city. The subject of study is to determine whether a long-distance strategy can be properly created and introduced, mostly based on proper communication. Key data sources were examined and chosen as the basis for determining weaknesses and as a basis for determining the main pillars. While challenging, this paper finds distanced knowledge transfer and planning to be achievable.

Abstract:
The theme of the dialogue is the visits of foreign writers to Chișinău and the literary collaborations with them during the last two decades of the Soviet regime and in the first two after the emergence of the new state Republic of Moldova. The facts are reconstructed by the poet, prose writer, playwright, folklorist Iulian Filip, who was actively involved in them, starting in the 70s. Thus, the meetings in Chișinău with the Armenian poet Ghevorg Emin, the Japanese translator Sumiya Haruia, the Romanian writers Ioan Alexandru, Mircea Tomuş, the Italian journalist, editor and translator Amedeo Carrocci etc. are reconstructed. As a result of these meetings, collaborations were established and especially writers from Chișinău literature were translated. Living memory corrects the official records, irremediably converted to the themes required by Soviet culture, which the foreign writers who arrived in Chișinău had to honor. At the same time, Iulia Filip reconstructs some sequences from the literary life of the first years of the independence of the republic between the Prut and Dniester.

Abstract:
The article reveals pedagogical principles of Lia Oxinoit, a renowned piano teacher from the Republic of Moldova who made a great contribution to the children’s piano education of the country. A vast teaching experience at the “C. Porumbescu” Republican Boarding Music School in Chișinău allowed her to devise her own original methods of educational and professional influence upon students, based on the principles of progressive and educative teaching, constientiousness and dynamic behavior of teaching-learning process, lucidity and accessibility of the musical material being studied. From this point of view, L. Oxinoit’s concerts of the class are described, with an emphasis on their artistic value and importance in the cultural life of Chișinău. A conclusion is drawn that Lia Oxinoit’s pedagogical principles were the foundation of her successful work in the domain of educating new gernerations of pianists.

On the basis of unpublished sources found in the archives of the Republic of Moldova and Romania, statistical information and period reports, the technical, economic and social components of the Electricity Plant are presented, an enterprise that produced both electricity and substantial financial income for the capital of Bessarabia.

The dialogue with Alla Ceastina, who’s the doctor in the study of arts, senior scientific researcher, focuses on an interesting document discovered in the National Archives Agency of the Republic of Moldova, which provides information about the trip of a group consisting of 25 students and 4 teachers from the Real School for the boys travelling from Chișinău to the Romanian city of Iași, which took place at 4 and 5 October 1909. Today it is particularly interesting to follow in the footsteps of this excursion, surprisingly rich in historical facts, to visit architectural monuments such as: the Church of the Three Holy Hierarchs, the Metropolitan Cathedral, the Saint Nicholas Church, the university, the theater, etc. Such a trip to Iași city remains relevant and can present the basis of a modern exciting tourist route for any guide. It’s known that the Real School for the boys of Chișinău opened on December 6, 1873, and its purpose was the development of practical and technical skills with the completion of general education. So, this year we celebrate 150 years since its establishment, it’s an additional reason to remember this institution.

Abstract:
In the current economic context, characterized by fierce competition between economic agents on the market, in the conditions of globalization and the expansion of large trade networks, the development of a modern trade, adapted to the demands of consumers, requires the knowing and using of the best performing trade methods and technologies. An important role in providing the population with commercial services in the Republic of Moldova belongs to trade of the municipality of Chisinau, which has a share of over 75.5% in the internal trade in the country in the last years. Respectively, its level of development has a strong impact on satisfying the consumption needs of the population and on strengthening the economic sector of the republic. This article analyzes the current situation in the field of trade in Chisinau, identifies the priority strategic directions and the social orientation of the trade development in the municipality and imposes a systemic approach to the implementation process of public policies related to commercial activities until 2030. It offers the mechanisms and methods of implementing effective measures and procedures by using the tools of strategic and anti-crisis management for improvement the activities of this sector. The identification of strategic priorities and the substantiation of the Chisinau municipality's trade development strategy, aligned with European policies, has a major impact in the context of the European integration aspirations of the Republic of Moldova and the population's desire to increase the quality of life.

The composer Gheorghe Neaga has a significant contribution to the enrichment of the autochthonous repertoire of instrumental chamber music by signing a series of miniatures, sonatas, trios, quartets and suites for various instrumental ensembles. In order to research the musician’s most representative opuses and, implicitly, in the sense of an adequate appreciation of the contribution in the field from the perspective of recognizing the value presented by his creative figure, any investigation will start with the study of the recommended bibliography found in the libraries from Chișinău, in the online environment or in various institutions outside the country. Quite numerous, all the consulted sources must be methodically divided into several categories: journalistic articles, biographical encyclopedic editions, scientific studies and monographs, as well as in various other publications from the national and international specialized literature.

Astfel, scopul primordial îl constituie clarificarea abordării pro sau contraciclice a politicii financiare, și în special a celei bugetar – fiscal, ce urmează a fi proiectată și implementată, în regim de urgență, în Republica Moldova, începutul deja fiind ratat, demotivant și haotic, negat cu înverșunare ca fiind obiectiv de bază al perioadei 2019 – 2021 de către guvernul socialist de la Chișinău. În vederea atingerii scopului stabilit, respectivul studiu s-a axat pe următoarele obiective operaționale: confruntarea politicii bugetar-fiscale contraciclice vs prociclice; analiza situației Bugetului de Stat și a politicii bugetar-fiscale postCovid, enunțarea unor propuneri de politici pentru relansarea economică.

Tuta absoluta comes from South America. In Europe it was reported for the first time in Spain in 2006. In Republic of Moldova, according to the literary sources, the tomato moth was reported for the first time in 2013 (in Chișinău). In the absence of some efficient prevention and combating measures of the Tuta absoluta pest it spread more and more, and became a pest of major concern for all the Moldavians farmers which deals with the cultivation of tomato crops in the protected areas. Following the phyto sanitary controls the most cases was found the central region of the country. For the monitoring of the tomato moth pest, in the protected area, was used the water universal trap, the ultraviolet light, the colored adhesive plates and sexual pheromones. As a chemical method of the tomato moth pest combating was used: the insecticide Afirm WG dose of 1. 50 kg/ha.

Abstract:
Immediately following the Great Union of December 1st 1918, the clergy of the Orthodox Church of Bessarabia expressed, by way of a few Church conferences held in Chișinău, their wish to enter the jurisdiction of the Holy Synod of Bucharest. During those conferences, a resolution was made to reestablish old dioceses, among which the Bishopric of Hotin and the Bishopric of Ismail – Cetatea Albă. It was so that on March 10th 1923, by Law 920/1923, those two Dioceses were reinstated on Bessarabian territory as follows: the Diocese of Hotin, with its Bishop seated at Bălți, and the Diocese of Cetatea Albă, with its Bishop seated at Ismail. On March 16th/29th 1923, the Extraordinary Diocesan Council, assembled at Chișinău in order to decide upon the appointees for the two Bishoprics, endorsed by unanimous consent Bishop Visarion Puiu of Argeș as Bishop of Hotin. His oficial appointment was decided by unanimous vote on March 17th 1923 by the Holy Synod of the Romanian Orthodox Church, and was further endorsed and acknowledged by the King, through the High Royal Decree 1410 of March 30th 1923. The official ceremony of the Bishop`s appointment was held on March 18th/31st 1923 at the Royal Palace in Bucharest, whereupon His Majesty King Ferdinand handed him the Archpastor staff . Church tradition had it that after the election and appointment of a new diocesan Hierarch, he was to be presented to the clergy and the lay people of his Diocese and enthroned by the Methropolitan of that area, who would thereby hand him the episcopal ensigns and the appoinment Deed. The enthronement of Bishop Visarion at Bălți was scheduled for April23rd/ May 6th 1923, but due to unfavourable circumstances was instead held on May 13th 1923. At the enthronement ceremony, two Metropolitan acknowledgement Deeds were read, not just one as usual; the first was issued by Archbishop Gurie Grosu of Chișinău, who officiated the ceremony, and a second one issued by Metropolitan Pimen Georgescu of Moldavia. The dispute regarding the canonical jurisdiction under which the Diocese of Hotin would function would only be over two years later, when the newly established Diocese entered the jurisdiction of a third Metropolitan, that of Bucovina. During the twelve years of his pastorship at Bălți, Bishop Visarion Puiu achieved many great doings worthy of remembrance. In the light of the eminent acts he left in history, let us honor him accordingly, placing him where he rightfully belongs - in the pantheon of the great Hierarchs and patriots born into the blessed land of Moldavia.
