Cash withdrawals effected at an Automated Teller Machine (ATM) external to the network of the bank of the cardholder incur a surcharge fee. We investigate whether surcharges impact cash withdrawals and the use of bank card. We develop a toy theoretical model that takes into account both the heterogeneity of cash preference relative to card and the heterogeneity of the disutility of nypassing surcharges by moving to an ATM that belongs to the cardholder’s bank. To mitigate climate change, some governments opt for instruments focused on investment, like performance standards or feebates, instead of carbon prices. We compare these policies in a Ramsey model with clean and polluting capital, irreversible investment and a climate constraint. Uruguay implemented an ambitious financial inclusion program that included a fiscal stimulus through VAT rebates and subsidies for point of sale (POS) adoption. One of its main provisions banned cash payment of wages and social benefits and forced financial institutions to open wage-accounts with extremely beneficial conditions.
