This study attempts to investigate the relationship between training and performance in Tainan District Agricultural Research and Extension Station by using semi-structured interviews as well as KJ approach. The purpose of this study are: 1. To understand what the difference between civils service training and their actual needs. 2. To understand the views of training and performance for administrative staff and research personnel in agricultural research and experiment institution. 3. For administrative staff and research personnel, to investigate the relationship between training and performance. 4. To provide future suggestions about planning training projects and performance assessment tools. The results are shown as follows: 1.Regarding the difference between civils service training and their actual needs, “environmental education " and “gender mainstreaming” in the compulsory training category are satisfy with actual needs, while the other class cannot do. 2.Administrative staff and researcher believe that the training can help the career development and nurturing talents. At the same time, they considered that the self-training course can be more diversification, and attract many people to participate. They suggest that in public service manpower training, the eligibility can be able to relax for training courses. 3.Regarding the work performance, the work knowledge and the assessment of work performance can reflect performance; to improve communication skills and attitude can increase job performance. Furthermore, appropriate incentives can help increase performance. 4.Regarding the relationship between training and performance, work skills training can enhance the quality of human resources, and improve work performance. The training of the professional regulations, to provide different training based on different duties, to establish the foundation for education and training based on the project both can improve performance. 5.Regarding the suggestion for planning training projects and performance assessment tools, only researchers suggest that the training should be divided to work items and cross-cutting and life category. The performance assessment tools, the two categories of persons both suggest that the assessment should be adjusted the proportion of assessment and be added bilateral evaluation in assessment.

As democracy prevails, people take the initiative in participating in the monitoring of the government administration and, by contrast, the government’s accounting information becomes more important to the public. The government’s accounting information, except special confidentiality, is mandatory to be disclosed to all citizens, which is also a common topic that many people are concerned about. The government accounting report not only demonstrates the government administration’s compliance with laws, regulations and statutory budgets but also helps the nationals evaluate the government’s performance. Therefore, the objective of this study is to discuss about the disclosure, current situation of the government institutions’ financial statements, application of internal control and consolidating net cost statement, so as to clarify the cost concept of the government accounting. The study approach in this thesis consists of two major parts: Literature Review and Case Study. In the first part, we collect and prepare the financial statements of the organization’s accounting in our accounting system, including the guidelines for the government accounting organizations, the government accounting basis and the measurement focus, and pragmatic issues derived thereupon, whereby to probe into the appropriability of the disclosure of fixed assets, application of the accrued basis and accounts, and to achieve the feasibility of accounting information. Additionally, we further introduce the government’s financial statements of other advanced countries. In the second part is a case study on Taoyuan District Agricultural Improvement Station of COA, where we discuss about the disclosure, application of its financial statement and defects to be corrected. This study concludes that: 1. The purchased assets should be listed in the balance sheet based on the acquisition cost and depreciated monthly subject to the Property Standard Classification for an accurate measurement of costs and performance; 2. The budget preparation of this case can not be linked up with the project concerned; please refer to the consolidating net cost statement of the accounting practice of U.S. Federal Government Agencies for an insight into the due costs of each project, with which we can evaluate the acceptability in respect to other future projects and measure the cost-effect relation. 3. In this case study, resources are not sufficiently and effectively used, and, regarding the income, the principle of “user/beneficiary pays” is not considered. Previous test, study performance is provided gratis or is not promoted for use, i.e. no financial management is introduced in the expenditure. Hence the resource application should be improved. 4. The project and the budget are disconnected. The chief evaluates the members’ achievement on the basis of their work performance, which can’t reach an objective evaluation or fairness and inspiration purposes. For this reason, the project should be tightly connected to management and evaluation. 5. The accounts are not clear and understandable, and their definitions are confusing, which easily leads to users’ misapplication and readers’ incomprehension. Now most of domestic general accounting information users are used to business accounting. To facilitate the users’ wide application of the government’s accounting information and promote mutual interaction and common understanding, it’s recommended that the government should adopt business accounting for disclosure of accounting information so that the government administration can be demonstrated in a clearer manner.

This study collected and reviewed literatures on leisure participation and types of leisure activities as theoretical basis, and then nine respondents in Ching-Shang Agricultural Research and Extension Station were selected using purposively sampling and interviewed using qualitatively semi-structured method. The major objectives were to investigate the meaning and concept of leisure participation of employees in agricultural research and extension station and to understand the current participation status of the employees in five types of leisure activities namely family, sports, arts, sociality, and learning. The effects on leisure participation of the employees were analyzed in this study according to gender, age, ministration, educational level and income. Results showed that agricultural research and extension station regarded employees as assets and provided high quality working environments and programming multiple leisure and entertainment facilities. Those policies effectively enhanced the productivities of employees. The most common and major weekend activities of the employees were family type and static activities including watching TV, seeing DVD or like disks programs show, and reading books or magazines at home. Home was also the best place for maintaining family emotion. Moreover, the employees might arrange three days and two nights domestic traveling in the vacation of children, such as long vacation and summer or winter vacation, once or twice a year. The rarest activity was art type including learning curricula, exhibition of arts, picture taking, painting, and calligraphy. It might be caused by the restriction of geographical environments and inconvenience of traffics of Taitung. In addition, swimming, dancing, and ball activities need combining endurance, interest, and techniques; therefore, there were rare people participated them for they were exhausted-energy sports. The last analysis variable was backgrounds. Part of respondents think that gender, age, educational level, and ministration had certain efficacy on leisure participation. However, the ratio of leisure payment with income had no significant differences.

Some areas of Sanchung Division, had been occupied by the people illegally, were claimed to be returned by the Government of Taipei County in 1992. The people protested and refused the claim because they identitied a former non scripta understanding with the Governement was existed which permitted them to live there. Thus the conflict between the Government and those people formed a crisis to the civil servants, especially in the period of just dissolved the Martial Law and few rules of the democratic game were built. The authour studies this conflict from the perspective of crisis management. Firstly, the background of the conflict is analysised as the pre-crisis period. Secondly, the processes of the conflict are the crisis perid, and then the resolutions of the conflict are as the post-crisis period. In this thesis the authour does not only analysis that conflict, but also gives some suggestions, from the theories of crisis management, to the Governements when they face the crisises.

The development of cultural creativity industry is one of the main policies of Taiwan. The essence of cultural creativity came from the extension of national cultural assets. Therefore, museum seems to be a good cultural institute. The museum under study is an agricultural reform field of Miaoli district agricultural operation center. Its main purpose is to promote the agricultural development and integrate agriculture with modern life and technology. Therefore, the concept of demonstration space was adopted to show the general public the modern agriculture and display the close relationship between the agriculture and their normal life. And at the same time, it demonstrated the scope and research results of the agriculture reform field, by what to educate the farmers and to serve the professions in the agricultural area. By well designed demonstration and displaying techniques, the agricultural achievements and progress in Taiwan will open wide to the world and it became the motive of this research. The first chapter introduced the scope and the plan of the indoor display area renovation project of the Miaoli District Agricultural Development Pioneer Plan for Establishing Regional Operation Center of Executive Yuan’s Council of Agriculture. Chapter two discussed how the cultural creativity give the meaning of traditional industry and agriculture developments and how it served as a main force applied by the government to educate the people and to push Taiwanese product to the world. Chapter Three and Chapter Four explored the construction plan, drawing description and detail drawings of the project, analyzed the innovative methods utilized to shorten construction period, and meanwhile, how the demonstration project helped the economic improvements. Chapter Five examined the final output of the project. Deliberate coordination and collaboration between designer and the operation team of the museum continued during the execution period. Miniatures joined with multimedia demonstration and graphic illustrations to give the best of their set goals.
