The article presents the guidelines of the reform the regulatory system in Poland, concerning both the creation of new law and simplifying already binding. Objectives and task of this reform are included in the program entitled: „Lepsze Regulacje 2015”. Its implementation should contribute to the improvement of the legislative process, so that the result of this process was consistent, stable and efficient law. Achieving this goal will reduce regulatory risk and thus create more favorable conditions for the development of enterprises. The focus element of the program is system of regulatory impact control, whose task is comparing the costs and benefits of various regulatory options, and on this basis choosing the most efficient variant of the law act. This system permits the identification of opportunities and menaces carried by the new regulation, which provides the basis for the analysis of regulatory risk.

Public and private K-12 schools are turning to course management systems to provide enhanced classroom and online learning opportunities for students. This case describes the system-wide implementation of a course management system to serve 3000 students in a school system consisting of 12 independent church schools in a southeastern state. The challenges this project faced included the geographic dispersion of the involved schools and project team, the variance in individual school populations, and the limited in-house support staff available in the district office and in the schools to support the project. The project manager introduced another challenge by choosing to use formal project management methodologies and tools for the first time in the school system with this project.

In the latter half of the Union, participation crises occurred across the institutional spectrum, with many Irish men and women choosing exit rather than voice or loyalty. That, however, produced a better-resourced Irish diaspora in an emergent great power. Catholics achieved some limited social mobility, but experienced regression in some occupations; by contrast, Presbyterians more clearly benefited from pan-Protestantism. The churches deepened their institutional strength in education, including higher education. The undemocratic character of the Union is emphasized in this chapter, but the secret ballot and the eventual widening of the male franchise made more visible what had long been evident: most Irish Catholics preferred repeal of the Union, home rule, or independence, or some variant thereof. The expanded electorate, in conjunction with modernization, underpinned the electoral solidification of nationalism and unionism, respectively supported by cultural Catholics and cultural Protestants, especially in Ulster, where polarization was deepest. The formation of Irish nationalism and republicanism in party formats, initially focused on land rights and home rule, and the countermovement of Irish and Ulster unionism are treated. The First World War postponed conflict in a newly para-militarized Ireland.

An analysis of electric machines with axial magnetic flux is given. First, the effect of commutation on the electromagnetic moment and electromagnetic power is analyzed. Two types of discrete switching are considered. The analysis is performed for an arbitrary number of phases. The first type of switching involves disabling one phase for the duration of switching. The second type of switching involves the operation of all phases in the switching interval. The influence of the pole arc and the number of phases on the electromagnetic moment and electromagnetic power is investigated. The conclusion is made about the advantage of the second type of switching. It is recommended to increase the number of phases. Next, the classification of the main structures of the axial machine is carried out. Four main versions are defined. For each variant, the equation of the electromagnetic moment and electromagnetic power is derived. This takes into account the type of commutation. The efficiency of the selected structures is analyzed. The comparative analysis is tabulated for choosing the best option. The table is convenient for engineering practice. This chapter forms the basis for computer-aided design of this class of machines.

Steady-state visual evoked potentials (SSVEPs) have been designated to be appropriate and are in use in many areas such as clinical neuroscience, cognitive science, and engineering. SSVEPs have become popular recently, due to their advantages including high bit rate, simple system structure and short training time. To design SSVEP-based BCI system, signal processing methods appropriate to the signal structure should be applied. One of the most appropriate signal processing methods of these non-stationary signals is the Wavelet Transform. In this study, we investigated both the effect of choosing a mother wavelet function and the most successful combination of classifier algorithm, wavelet features, and frequency pairs assigned to BCI commands. SSVEP signals that were recorded at seven different stimulus frequencies (6–6.5 – 7 – 7.5 – 8.2 – 9.3 – 10 Hz) were used in this study. A total of 115 features were extracted from time, frequency, and time-frequency domains. These features were classified by a total of seven different classification processes. Classification evaluation was presented with the 5-fold cross-validation method and accuracy values. According to the results, (I) the most successful wavelet function was Haar wavelet, (II) the most successful classifier was Ensemble Learning, (III) using the feature vector consisting of energy, entropy, and variance features yielded higher accuracy than using one of these features alone, and (IV) the highest performances were obtained in the frequency pairs with “6–10”, “6.5–10”, “7–10”, and “7.5–10” Hz.

The fundamental dataset produced by an acoustic classification system is a representation of the acoustic diversity of the sediments in the survey area. Each acoustic record, from a ping, a stack of pings, or a section of a sonar image, is transformed to a feature vector, typically in two or three dimensions. Features may be from spectral analysis or from integration of parts of an echo envelope. Rather than classifying sediments with just these few features, it is often more useful and adaptable to generate many features and use multivariate statistical techniques to select the linear combinations that capture most of the variance in the dataset. Classification can then be done by dividing the records into groups based on the values of the most important, typically three, principal components. A difficult step in this classification process is estimation of the appropriate number of clusters. Motivated by the need for an automated seabed classification process that is both objective and adaptable to a wide variety of survey applications, this paper describes objective methods for choosing the number of clusters, based on information theory. Actual classifications provide insights into acoustic diversity, which can be used as a proxy for change in sediment characteristics including the influence of benthos. QTC IMPACT&lt;sup&gt;™&lt;/sup&gt; calculated 166 features from each stack of a very large set of echoes from the Bering Sea. An optimum classification scheme, using the three most important principal components, was identified, based on K-means clustering guided by finding minima using information theory techniques.

A novel phase-field model of martensite suitable for microstructure simulation is developed here. It is motivated by the hierarchical structure of multirank laminates for establishing the rule of mixtures.
