The purpose of this study was to analyze the technical movement of the back-hand-cutting of the table tennis, and to prepare a scale of technical observations of the backhand-cutting of table tennis and to constructthe quality of the test. The research objects were12 players of the table tennis players of colleges, including 10 right-hand players and 2 left-hand players. The research method was recorded backhand-cutting action by iPhone 6S and then decompose into 10 pictures per second. Capture the backhand-cutting from the picture in six stages: First, preparing stage. Second, the cue action stage. Third, hit the ball before the action stage. Fourth, hit the ball stage. Fifth, following action. Six, restore action. The score wereobserved by five raters. Data processing was estimated using FACETS 3.67.1. The results of the study were as fol-lows: First, prepared an effectiveanalysis Scale of the backhand-cutting of table tennis. Second, the player level Raschs individual reliability is .99, which is very good, with discriminant validity and representativeness. It proved that the players measurement of this study is effective. Third, the grader-level scores were poorly rater consistency, with high and low scores, but the samples were representative, with a consistency of 60.8% among the scorers. Fourth,Raschs individual reliability at the group level is 99. It is Excellent with discriminant validity and external validity. The final conclusionwas that the Scale of the backhand-cutting of table tennishadbeen successfully prepared. It hadgood test quality.
