Changing of climate and developing of the high water consumption industry is important issues all over the world, maintain the stable development of the industry and fulfill people's livelihood. Water resources acquired and reused is key issue in national governance. Therefore, water resources competition and trade among countries get more and more frequent. Water reclamation centers can not only treat sewage to discharge with effluent standards to reduce environmental load, but also reuse the effluent to support the lack of tap water. However, it will be high consumtion of energy to produce reclaimed water in Water reclamation centers. Besides, with the increase of sewers and sewage volume, sewage sludge decontamination ways will also become an important issue. In the light of this, the study try to synthesize the innovative applications of energy resources at home and abroad by literature collection and comparative analysis. After getting the current situation and evaluating by sustainable cycle efficiency indicators(SCI), the study will help every water reclamation center understanding the current status and future aims. The water reclamation center is an important core for the integration of energy resources in regional. The success factor of implementing the circular economy by using the location characteristics in every water reclamation center is cooperation between the government and water reclamation center. It’s impotant to bulid the system of efficiency indicators and analysis foreign policy by the government. By cooperating with the water reclamation center and help it to upgrade the equipment to promote the maximization of recycling energy and resources. Finally, let water reclamation center turn into energy conservation and water production, breaking the bad impression that was considered as a NIMBY facility in the past.

Taiwan has started to be an ‘aging society’ since 1993. Three majors can be cited for this occurrence:(1) due to the medical technological progress that has increased life-span and (2) women who have determined to remain unmarried and (3) couples who have chosen not to have children. These situations have sped the aging of Taiwan population from 10% to 30% in a span of 40 years, making Taiwan first around the world in terms of aging speed. The elderly in Taiwan prefer living at home or at the community for successful living over staying at nursing homes for Long Term care. Given these facts, we created and implemented a Telehealth care and Telecare system for the elderly. The service was held by Chu-Sheng Show Chwan Hospital(CSSCH).This U-care project developed the caring system for the rural clan's in middle Taiwan. System consisted of one set of Tele-health care system in Zi-Nan Gong temple to monitor physiological information. The elderly and their family members can view the results from website and get Short Message Service(SMS)of alert from this care platform. Besides, the projected installed a Telecare system at the residents of 50 elderly volunteers who were suffering from high risk chronic disease. The emergency call and image monitoring were held 24 hours by CSSCH care center. The emergency call and image monitoring were held 24 hours by CSSCH care center. Many experiment shown that the system can provide Ubiquitous care(U-care)services and can improve the care quality for elderly residents.

Taiwan's business community is concerned, although the introduction of foreign workers solved the most basic of questions is not enough manpower. However, while a large number of imported foreign workers. Health workers, people began importing foreign labor has become an important consideration before the condition. Most suits the labours introduced the industry by the demand for human intermediaries agency the introduction of health checks for foreign workers are mostly appointed by the hospital to perform. This study aims to hope to understand the health checks for foreign workers in the hospital service quality and satisfaction. Specific case study, with the Show Chwan Memorial Hospital in Changhuas, related manpower agency industry. All of agencies have on behalf of the expectations and perceived service quality inspection, in terms of the expected order: 1. Reliability, 2. Tangibles, 3. Assurance, 4. Reactivity, 5. Empathy. In the perception part of the order: 1. Reliability, 2. Assurance, and 3. Tangibles, 4. Reactivity, 5. Empathy. It can be seen, "reliability" is the overall service quality dimensions of the most influential. People have on behalf of all agencies review for the overall satisfaction of service quality in order to "the equipment to enhance " satisfaction as the highest, "charges rationalization" of the demand for the lowest. Overall, the external environment for the inspections is impacted mostly. The study found that hospitals of the health examination centers is promoting quality on laboratory services business services, and the sustainable management of medical institutions in more helpful.

In 1999, Because of the medical error, caused 98,000 dead every year in America, occupies entire US fifth ten big cause of death. In recent years, it has the significant medication medical service mistake in domestic, poses the threat seriously safely to sickness medication. Because the development of information is fast, the populace’s demand of “the knowledge” is also getting more and more intense, the pharmacist maintain sickness medication security, promote sickness to the self-medication's cognition, increase adaptability of medication degree of sickness, and promote treatment result hold the extremely important status. Good Dispensing Practice (GDP) stipulated: “after filling a prescription the prescription, when gives sickness, the pharmacist must carry on the medication instruction.” This research mainly aims at the importance of perspective of pharmacist and sickness on the medication instruction, and discusses sickness satisfaction - take Changhua Show-Chwan hospital as an example, therefore “the pharmacist” and “the sickness” of Changhua Show-Chwan hospital for the object of the study. In the pharmacist aspect, the effective questionnaire has 48; In sickness aspect, the effective questionnaire has 243. This research uses Kano's Model classification method to carry on the classification, the medication instruction classifies as “Attractive Quality Element”, “Must-Be Quality Element”, “One-Dimensional Quality Element”, “No Interest-Indifferent quality Element”, “Reverse Quality Element” five kinds. The study finds that the method of the medication instruction is classified as One-Dimensional Quality Element, includes “the drugs name”, “to give the medicine reason”, “the medicine date of expiry”, “the auxiliary drugs correlation data”, “the medicine consultation” five items; Is classified as Attractive Quality Element includes “has the drug efficacy time”, “the drug efficacy maintenance time”, “the side effect assistance”, “the suggestion to use other drugs”, “to suggest the ordinary life style” five items; Is classified as Must-Be Quality Element, includes “the medicament quantity”, “the medication method”, “forgot that applies drugs processing”, “the side effect” four items; Finally “the side effect assistance” this item, is classified in No Interest-Indifferent quality Element, but is also classified in Attractive Quality Element. In this process of the pharmacist in the dispensing, gives the medicine, as well as carries on the medication to instruct often is bustles, but for does not let the time of the sickness wait for be excessively long, often in medication instruction illustration is not exhaustive, therefore method of some medication instruction incomplete causes sickness to have not satisfactory. To avoid letting wait time is too long for sickness, to sickness feel satisfactory, and the pharmacist should even more understand how sickness can be satisfied.

ABSTRACT Taiwan medical organization face the increasing change of industry environment ,government medical policy change and the impact of healthy care insurance system . Medical business environment change rapidly and the competition of medical organization has become violent . With the business profit become less and medical resource become full , the internationalization has been the trend of medical organization . China economic reform and open door policy from 1979 ,Especially in the city along the sea , we can see the develop of economic and people life improve . But the medical in China have not improve with the develop of economic. The medical resource in China not only less, but also not fair. And the medical service level is low. China medical environment give Taiwan medical organization the chance to invest in China because of the medical change cannot satisfied the people‘s need in high quality medical service China publish “China and Foreign joint venture, corporate medical organization management policy “ in 2000.5.15. It attract Taiwan medical industry. Show Chwan Hospital is the first Taiwan Hospital who inspect in China. In Taiwan medical market, small hospital has exit of the medical market competition , middle and large hospital search for the new market in increasing profit and keep sustainable advantages. The strategy we choose is “Internationalization “ . China is the biggest market with thirteen billion people ,and we think it’s our target market to invest . However , China and Taiwan has been separate more than half century , unless language we can easy to communicate , others like thinking ,culture ,politic , economic and medical mechanism have huge different . And Taiwan medical organization invest in China may facing barriers and difficulties . In different mechanism between Taiwan and China , the research topic is “ the research in Taiwan medical organization’s business strategy in China city area “ . Using the case of Taiwan Show – Chwan Hospital . By case study , we talk about “ Skill Strategy” and “Innovation Service “ to analysis Taiwan and China medical industry business situation . We offer the sample of business strategy planning in Taiwan medical organization invest in China. The result shows that Taiwan middle size medical organization facing the huge China market should use Joint Venture to gain “ First mover advantages “ , and build the economic of scale rapidly . By the develop of china economic , the differentiation of market need is increasing day by day . But we survey the situation of China medical market , people have need but no room to choose . If the differentiation Taiwan medical organization invest in china market , it not only offer the need , but also have competitive advantages . Sustainable corporate competitive advantages need distinctive capabilitiesand resource , the most important of all is build entry barriers . Entry the china medical market by Joint Venture is easy to gain the first mover advantages but having the risk of imitation . So , we need organization capabilities , like : corporate culture , knowledge resource has been formed middle and large medical organization use joint venture is suitable . Because organization capabilities need develop in the long time cannot be imitate in the short time ; to compare with other medical organization whose skill and equipment is easy to imitate , they are suitable in wholly owned . Key Words : business strategy , medical industry , medical organization , China , competitive advantage

Chu Shang Show Chwan Hospital had been created a telehealth care and telecare services for caring local elderly since 2008.10. To assess the benefit of telehealth and telecare service, the needs and satisfaction of the target users were identified and analyzed. Before the systems were installed, the needs were surveyed using a questionnaire. Six months after, the users’ satisfaction was surveyed also using a questionnaire. With the telehealth system, 214 elderly, daily visitors of Chu-Nan Kong Temple were asked to participate in the investigation. Four vital sign data derived from these telehealth device were then transmitted to the response center located in Chu-San Show Chwan Hospital. Meanwhile, with the telecare system, 50 elderly residing around the temple were asked to use a care alert system and video phone every time they felt any discomfort about themselves. Alert signals were received at the response center by the care manager who instantly proceeded in communicating with the elderly. To analyze the data of user needs and satisfaction, Windows version of SPSS 12.0 was used. Further. From the 189 questionnaire recovered in the pre-survey, only 6.3% of the respondents were willing to pay for the use of health care services, but no one was willing to pay for the telecare services. However, in the post-survey, willingness to pay health care services increased to 16.67%, and willingness to pay telecare services increased to 20.63%. The willingness was still low, yet it has significantly increased. In addition, the post-survey also revealed that 93% elderly were highly satisfied, and 93.67% of the participants were willing to continue to receive such services to prove their willingness to pay and satisfaction. The study confirmed the positive correlation between satisfaction and the willingness to pay. The study showed that because the elderly were (1) thrifty by nature, (2) lacking in the concept of user payment, (3) had low awareness of health management, and (4) they did not feel the urgency of such services. Plans to participate in public satisfaction with the hospital into the former by 84% to 93% after introduction, people involved in plans to return to the clinic for medical treatment rate rise from 2200 views to 2630 views after import, the reasons for health care services to remind people to pay more attention to chronic disease control, willing to return to clinic.Tele-care services and thus prove that intervention has also increased people's satisfaction with hospitals. This case study proved that telehealth and telecare services can successfully operate in the countryside. The results of the study can provide references for the government long-term care policies and industrial sector towards elderly care service development.

The number of people over 65 years old accounts for up to one-third of the total patients in this case hospital. With the rise of the aging society, creating and improving the medical environment is important and indispensable for the elderly people. This study uses six dimensions from “Age-Friendly Health Care Principles and Health Promotion Hospital Standards” of Health Promotion Administration, Ministry of Health and Welfare, medical treatment loyalty dimension, and questionnaire items required by this case hospital to develop the final questionnaire to survey the elderly people aged 65 and above and their companions. The questionnaire uses a five-point Likert’s scale to evaluate the satisfaction correlation among dimensions perceived by elderly people. Later, a regression analysis by forward approach is used to further explore how demographic variables impact the hospital loyalty by SPSS software. This study identifies major factors that influence patients' satisfaction and loyalty to case hospital and makes the following recommendations for hospital management: 1. The effort on hospital image and medical care quality makes a positive impact to senior patients' satisfaction and loyalty to the hospital. This should be regarded as an important issue to hospital's sustainable development. 2. Senior patients are very often accompanied by relatives and friends. It is worth to work on satisfaction of patients' accompanies for case hospital. 3. Medical treatment accessibility is one of the major factors to influence how patients decide which hospital to go; therefore, improving satisfaction of senior patients in Changhua County (City) should be placed in high priority for improvement for case hospital. 4 4. The results show that the higher the "education level" of the senior patient, the more dissatisfied with case hospital's services, care processes, and physical environment. Case hospital should include this finding to future improvement. 5. Adjusting the care process to improve the satisfaction of female senior patients would be the top priority for case hospital. 6. Continuously creating a good and friendly physical environment helps the case hospital continue to gain loyalty of senior patients.

We have entered the aging society in 2018. For the purpose of achieving healthy aging and successful aging, telehealth care has become one of the major government goals. Whether elderly patients and chronic patients adopt telehealth care is the leading indicator of the success of telehealth care. However, there are some problems in the current implementation. One is the use of new technology and the other is user payment. The research focus on understanding the cause of the problems based on user experience and encouraging users to join or continue to use telehealth care services. The purposes of this study are (1) how user experience affects the user's willingness to use telehealth care services through TAM verification (2) differences in willingness of existing users and potential users to use telehealth care services (3) how the payment will affect the willingness to use telehealth care services. This study focuses on user experience and uses the user experience facets (value, innovation, accessibility, trust) of telehealth care services as external variables of the technology acceptance model to explore how user experience affects perceived usefulness and perceived ease of use and then affect the intention to use and continuous usage. The study object was the users (originally did not pay for the services) and potential users of the Chu Shang Show Chwan Hospital Telehealth Care Center. 806 valid users were surveyed. The conclusions are (1) From the perspective of user experience, to enhance the user's intention to use, it is recommended to enhance the telehealth care functions to existing users and educate potential users to be familiar with telehealth care services. (2) As of payment issue toward existing users, as long as payment is required, existing users would reject to use no matter how much it costs. (3) As of payment issue toward potential users, it is recommended to allocate resources on educating potential users who are willing to pay to enhance the ease of using telehealth care services. Besides, it is recommended to reduce investment in supplementary services. The implications of this research are (1) user experience facets as external variables of technology acceptance model (2) consideration of the user experience of overall telehealth care services design rather than that of single product (3) the willingness to pay for the technology acceptance model (4) the cause of behavioral intention differences between existing users and potential users. The applications are (1) to understand the factors which affect the use of telehealth care services (2) to correct current practices by user experience-centered to transform current practices (3) promotion and training practices.

Balanced Scorecard is one the best tools to measure the performance today. In addition to applications in the normal firms, it was also used in many organizations, industry with good results. In this study, in order to understand whether the participation of members of the Balanced Scorecard will cause the accumulation of social capital or not, and whether the difference of the work department will have any different in social capital. Through the journal, the auxiliary of the paper then determine the direction, using a qualitative research method, in cases of hospital executives to participate in the Balanced Scorecard courses for the major interview subjects, after analysis, to draw the following two conclusions: 1. There’s no positive correlation between the level of participation in the Balanced Scorecard and the accumulation of personal social capital. 2. Based on the level of participation of the Balanced Scorecard, the difference of the work content of the department was small, the department of social capital accumulated more.
