Abstract:
The focus of this paper is CICIG, la Comision Internacional Contra la Impunidad en Guatemala (the International Commission against Impunity in Guatemala). Established through an agreement between the United Nations and Guatemalan government in 2006, CICIG is the first commission of its kind, functioning as a hybrid effort in the battle against Guatemalan criminal impunity. This paper will provide an overview of the multi-faceted problem of impunity within Guatemala. This investigation will also examine CICIG's establishment, structure, and goals. Furthermore, this paper will discuss the encouraging results that CICIG has achieved in its first two years of work, while also addressing the challenges that the commission has encountered. Finally, this paper will examine the future implications of CICIG within Guatemala, and also the implications of a possible replication effort of a CICIG-type commission in a different society, beyond Guatemala.

Les convertisseurs de puissance en DC/DC sont largement utilisés pour les applications domestiques et industrielles pour des puissances de quelques Watts à quelques MégaWatts. Généralement, pour chaque application un convertisseur adapté est conçu afin de répondre au cahier des charges. A chaque nouvelle application correspond donc un nouveau convertisseur, ce qui conduit à concevoir systématiquement de nouvelles structures de conversion et qui s'avère coûteux en temps et en argent. Eventuellement, cela peut conduire à des développements technologiques spécifiques qui, eux aussi ont des conséquences sur le coût de développement des solutions d'électronique de puissance.Afin de contourner ces difficultés, mes travaux de thèse portent sur la démarche Réseaux de Micro Convertisseurs (RµC) qui propose une nouvelle approche permettant de répondre de manière totalement flexible à n’importe quel cahier des charges. Cette approche vise à créer un composant unique, appelé cellule élémentaire (CE), permettant de répondre à tout type de cahiers des charges par la mise en série et/ou en parallèle de plusieurs de ces cellules élémentaires. Elle permet ainsi de régler les calibres en tension et/ou en courant du convertisseur à réaliser. Mes travaux de thèse se divisent en deux grandes parties. La première partie consiste en la conception et l’intégration de la cellule élémentaire utilisée dans le RµC. La deuxième, aborde les stratégies de configuration utilisées dans les RµC ainsi que les modes d’association des cellules élémentaires pouvant répondre à n’importe quel cahier des charges
DC/DC power converters are widely used for domestic and industrial applications with powers from a few watts to several MegaWatts. Generally, for each application, an appropriate converter is designed to meet the specifications. So, with a new application corresponds a new converter leading to systematic review and re-design of a new structure of conversion which is costly in time and money. Eventually, it can lead to specific technological developments which also have an impact on the cost of developing solutions for power electronics. To circumvent these difficulties, my thesis focuses on the process of Micro Converters Networks (MiCoNet) which proposes a new approach to respond fully flexibely to any specifications. The aim of this approach is to create a unit component, called elementary cell, able to respond to any kind of specifications by connecting in series and/or parallel several of these elementary cells. It permits to adjust the voltage and/or current of the converter to achieve. Therefore, my thesis is divided into two main parts. The first part consists in the design and the integration of the elementary cell used in the MiCoNet. The second discusses the configuration strategies used in the MiCoNet and association modes of elementary cells which can respond to any specification

Abstract:
This work investigates the material properties and production parameters of carbon infiltrated carbon nanotube structures (CI-CNT's). The impact of non homogeneous infiltration and the porosity of cross section regions, coupled with changes in designed geometry, in this case beam width, on the density and modulus of elasticity are compared. Three potential geometric models of beam cross section are proposed and evaluated. 3-point bending, SEM images, and numerical optimization are used to assess the validity of each model and the implications they have for future CI-CNT material applications. Carbon capping near exterior beam surfaces is observed and determined to be a contributing factor to variations in material properties correlated with changes in designed geometry and infiltration parameters (temperature, time, and hydrogen flow rate). Unexpected relationships between beam width and elastic modulus are partially explained by modeling the carbon-capped beams as C-shaped structural members consisting of a graphitic carbon shell of varying porosity and thickness and uninfiltrated carbon nanotube internal regions with a near negligible stiffness. Findings of previous works on the effects of infiltration parameters and carbon capping on materials properties are confirmed and expanded. Flange and web thickness and porosity of the graphitic carbon shell are identified as potential design parameters for pursuing tunable material properties in high precision geometry MEMS and compliant mechanism applications.

O presente estudo surgiu do desejo de compreender propositivamente quais princípios orientaram a formação de contadora de histórias da cultura popular (também chamada de griô), de Vovó Cici, e como esses princípios poderiam contribuir para a formação docente. Sendo assim, neste trabalho, entrecruzei duas narrativas de histórias de formação em educação: a minha formação como docente e a formação griô de Vovó Cici. Partindo desse entrecruzamento, criei um panorama que destaca os princípios e os elementos constitutivos da contação de histórias de Dona Cici e que podem inspirar práxis pedagógicas fundamentadoras de planos de aulas, projetos e ações educativas diversas, em qualquer espaço educativo. A trajetória deste estudo foi balizado pela Etnometodologia Crítica Multirreferencial. O conceito de Pensamento Abissal de Boaventura Santos (2007), juntamente com as propostas da Pedagogia Decolonial de Catherine Walsh (2013), são os substratos para uma análise propositiva sobre as formações docentes e educativas narradas.

Abstract:
The purpose of this research is to identify the effects of the carbon-infiltrated carbon nanotube (CICNT) growth process on the material properties of 316L stainless steel, particularly those properties which are essential for biocompatibility. Physically altering the micro-topography of a surface can dramatically affect its capacity to support or prevent biofilm growth. Growing CICNTs on biomedical materials is one approach which has demonstrated success at preventing biofilm growth. Unfortunately, the high temperature and carbon-rich gas exposure required for this procedure has proven to have deleterious effects. Rusting has been observed on samples that have been coated with CICNTs and then placed in culture media. A proper understanding of this rusting phenomenon, along with an exploration of other material properties which could be affected by the procedure, is a necessary prelude to further development of this novel antibacterial method. This thesis proposes a kinetic model derived from Fick's Second Law to predict the growth of chromium carbide as a function of temperature and time. Chromium carbide formation is shown to be the mechanism of corrosion, as chromium atoms are leeched from the the material, preventing the formation of a passivating chromium oxide layer that protects iron oxide from forming. The model is validated using experimental methods, which involve immersion in culture media, scanning electron microscopy (SEM), energy dispersive X-ray spectroscopy (EDX), and double loop electrochemical potentiokinetic reactivation (EPR) testing. This thesis further explores how the CICNT growth procedure affects the mechanical properties of 316L stainless steel as a function of temperature, time exposure to ethylene gas flow, and sample geometry. It is shown that the CICNT growth procedure effectively carburizes the stainless steel surface. Tensile tests demonstrate that the carburized surface leads to brittle failure for thin samples that have a relatively small ductile interior. This thesis also examines the adhesion and wear of the CICNTs on the surface of the 316L stainless steel. Tape tests and torsional shearing show strong adhesion between the CICNTs and the metal substrate. External fixator pin drilling also shows remarkably good wear properties for the CICNT surface. The changes in mechanical properties and the overall adhesive performance must be considered and properly managed by biomedical engineers hoping to use CICNT coatings.

Abstract:
This thesis is an attempt to capture ethnic grievances in relations with regime type and secession. The unit of analysis is Yugoslavia on a regional level; Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia, Slovenia and Vojvodina. Conditions within these units are traced by applying thorough case-studies and fs/QCA. The truth table solution provided by the fuzzy-sets analysis support that ethnic grievances can determine civil war when appearing together with anocracy as a regime type, and with secession. This would support a claim that studies of civil war and ethnicity should aim to capture the political context in which ethnic grievances appear rather than to base the research on measures of the size of the ethnic groups or degree of diversity.

Determina el nivel de conocimiento sobre técnicas de reanimación cardiopulmonar básica en adultos en los alumnos del I ciclo de enfermería técnica del Instituto Superior Tecnológica Privada CICAT, e identifica el conocimiento sobre valoración primaria del paciente en paro cardiorrespiratorio, los pasos de la resucitación cardiopulmonar, y sobre la valoración final del paciente. El estudio es de nivel aplicativo, tipo cuantitativo, descriptivo y de corte transversal. La población total está conformada por 40 estudiantes del primer ciclo tomando en cuenta con los criterios de inclusión y exclusión. La técnica que se aplica para la recolección de datos es la encuesta y el instrumento un formulario tipo cuestionario. Los resultados muestran que la mayoría de estudiantes (60%) no tienen conocimientos sobre técnicas de reanimación cardiopulmonar y solo el 40% del total si los tiene. Concluye que los conocimientos sobre las técnicas de reanimación cardiopulmonar que encontramos en los estudiantes técnicos del primer ciclo son deficientes. Será necesario establecer estrategias educativas tendientes a desarrollar los conocimientos y habilidades que en materia de reanimación cardiopulmonar se requieren para la práctica diaria.

Abstract:
In a country that has been characterized by its high level of violence and historically strong repression of social movements and mobilizations, people demonstrated peacefully during twenty weeks in Guatemala City 2015. The mobilizations started after the revelation of a corruption network described as The Line, which involved both the Guatemalan Government and the Guatemalan Superintendence of Tax Administration. Each Saturday from April – August, Guatemalans gathered at the main square in the Capital City, to protest against corruption and to demand the resignation of President Otto Pérez Molina and Vice President Roxana Baldetti. After intensive demonstrations calling for the Vice-Presidents resignation, Baldetti resigned on May 8. The President resigned on September 2, four days before the general elections and both Baldetti and Pérez Molina were sentenced to prison because of their involvement in the corruption network. This essay aims to give answer to why people mobilized during several weeks and to create a greater understanding for why the mobilizations occurred. The Political Process Model has been used to analyze the character of the protests. This qualitative study is based on 16 semi-structured interviews conducted in Guatemala during the period of October – December 2015. A targeted selection and a snowball sampling method were used to identify persons to interview. The research showed that people identified the situation in Guatemala as a political crisis, which encouraged a broad participation in the protests. The traditional dynamic of challengers and members changed during the weeks of demonstrations. Since traditional polity members turned into challengers, the mobilizations had a high political leverage which made state led repression less likely. Therefore the demonstrations were interpreted as safe and consequently the participation increased. Traditional movements put their specific demands aside in order to be part of the collective demands against corruption. In other words, persons participated rather as individuals than as representatives from their movements.

Abstract:
Carbon-infiltrated carbon nanotube (CICNT) forests are carbon nanotube (CNT) forests infiltrated with pyrolytic carbon to increase durability by becoming a solid material. This material can be tuned to maintain the nanotube geometry of a CNT forest and can also be fabricated on a variety of materials and geometries. Additionally, the present work has indicated that CICNT forests may resist bacterial proliferation and biofilm formation. This phenomenon is not due to the CICNT chemistry; it is presumably due to the CICNT nanostructure morphology. Thus, both silicon and stainless steel substrates were used to investigate CICNT's structural resistance to Methicillin-resistant Staphylococcus aureus (MRSA) biofilm. From in vitro experimental testing, CICNT on both these substrates resisted MRSA cell attachment and biofilm proliferation. The discovery of this non-pharmaceutical biofilm resistance expands the potential applications of CICNT to include medical devices that are prone to infection and/or devices that contribute to infection. Two representative applications were investigated: external fixator pins and scalpel blades. CICNT-coated versions of these applications underwent additional MRSA biofilm resistance testing as well as mechanical testing. In particular, external fixator pins were identified as a high potential application of CICNT surface coating technology. Previous work on both CNT and CICNT forests has largely been performed on planar structures. However, any potential medical device applications involve curved substrates. In particular, concave curvatures are challenging due to the potential for stress-related CICNT forest defects. Thus, the present work also included a study of the incidence rates and determining factors of these defects. SEM images of the cross-sections revealed different types of microscale forest defects while the top surface showed morphologies that are largely consistent with flat substrates. CICNT forest height and substrate curvature were identified as contributing factors to CICNT forest defect incidence rates. Thus, the present work advances the understanding of bacterial resistance and microstructure-related properties of CICNT surface coatings, with applications in medical devices.

O gênero Eucalyptus vem alcançando boa posição no mercado de madeira sólida, devido à sua alta produtividade em madeira de qualidade mecânica satisfatória, que redunda em grande disponibilidade de matéria prima para a construção civil. A atualização da norma brasileira para projetos de estruturas de madeira (NBR 7190/97), introduziu modificações importantes como a proposição de classes de resistência para as propriedades da madeira, metodologias melhores fundamentadas para execução de ensaios de caracterização e condições mais concretas de verificação da segurança das estruturas quanto aos seus estados limites. No presente trabalho foram utilizados doze lotes de madeira serrada de eucalipto comercializadas na forma de vigas, onde foram estudadas as propriedades físicas e mecânicas da madeira para a classificação dos lotes nas classes de resistência propostas pela norma. Para a densidade básica e densidade aparente, os lotes se enquadraram nas quatro classes indicadas na norma NBR 7190/97 (C20, C30, C40 e C60). Para resistência à compressão paralela às fibras cinco lotes qualificaram-se na classe C40 e sete lotes na classe superior C60. Em relação ao módulo de elasticidade na compressão paralela às fibras um lote se enquadrou na classe inferior C20, 2 lotes na classe C30, seis lotes na classe C40 e três na classe C60. Para a resistência ao cisalhamento um lote se enquadrou na classe C40 e os demais na classe C60. Pôde-se verificar que os lotes de madeira serrada não podem ser diretamente classificados em uma mesma classe de resistência por todas as mecânicas da madeira.
The Eucalyptus genus has been reaching good position in the solid wood market due to its high productivity in wood of satisfactory mechanical quality, providing great availability for the building construction. The up date of the Brazilian Norm for projects of wood structures (NBR 7190/97), has introduced important modifications as the proposition of resistance grades for the properties of the wood, better methodologies for permitting the wood characterization and more concrete conditions to evaluate the structures safety in relation to its limit conditions. In the present work twelve lots of sawn wood of eucalyptus marketed in the form of beams were used for studying physical and mechanical properties of wood in order to classify the lots in the grade classes of mechanical quality proposed by the norm. It was verified that a set of wood cannot be directly classified into the same quality class according to all wood characteristics.

Abstract:
The rate of cancer patients is increasing as the development of science and technology. Twenty million cancer survivors are estimated living in the United States by 2025. However, many cancer survivors show cognitive dysfunction, negatively affecting the quality of life. These cognitive impairments are recognized as chemotherapy-induced cognitive impairment (CICI), also called "chemo brain" by cancer survivors, including the diminished ability of memory and learning, hard to concentrate and focus, as well as diminution of executive function and processing speed. The etiologies and pathologies of CICI are complicated, especially in most cases the anti-cancer drug cannot cross the blood-brain barrier (BBB). One of the significant candidate mechanisms underlying CICI is chemotherapy-induced, oxidative damage-mediated tumor necrosis factor-alpha (TNF-a) elevation. One of the prototypes of reactive oxygen species (ROS)-generating chemotherapeutic agents is Doxorubicin, normally used as part of multi-drug chemotherapeutic regimens to treat solid tumors and lymphomas. In this dissertation, TNF-a null (TNFKO) mice were used to investigate the role of TNF-a in Dox-induced, oxidative damage-mediated alterations in brain. Dox-induced oxidative damage in brain is ameliorated and brain mitochondrial function is preserved in brains of TNFKO mice. Both Dox-decreased levels of hippocampal choline-containing compounds and activities of brain phospholipases are partially protected in the TNFKO group. It is shown in this dissertation that Dox-targeted mitochondrial damage and levels of brain choline-containing metabolites, as well as changes in the activity of phospholipases, including both phosphatidylcholine-specific phospholipase C (PC-PLC) and phospholipase D (PLD), are decreased in the CNS and associated with oxidative damage mediated by TNF-a. The results are discussed with respect to identifying a potential therapeutic target to protect against cognitive problems after chemotherapy and thereby improve the quality of life of cancer survivors. We also tested the effect of a chemotherapy drug adjuvant, 2-mercaptoethane sulfonate sodium (MESNA), on CICI in this dissertation research. MESNA ameliorated Dox-induced oxidative protein damage in plasma and led to decreased oxidative damage in brain. MESNA was demonstrated to rescue the memory deficits caused by Dox in the novel object recognition test. The activity of PC-PLC was preserved when MESNA was co-administered with Dox. This study is the first evidence for demonstrating the protective effects of MESNA on Dox-related protein oxidation, cognitive decline, phosphocholine levels, and PC-PLC activity in brain and suggests novel potential therapeutic targets and strategies to mitigate CICI. Parkinson Disease (PD) is considered as the second most neurodegenerative disease, associated with aging and gender. Although the detailed mechanisms remain unknown, inflammation and oxidative damage are two main etiological factors of PD. Certain genetic factors have been discovered related to this disease. Thus, using rodent models with relative gene mutations are the main strategies to investigate PD. However, few rodent models showed same clinical and biochemical features of PD. PTEN-induced putative kinase -1 (PINK1) knockout (KO) rat is the rodent model used in this dissertation research. The oxidative damage in the brain of PINK1 KO rats, the ventricle sizes, and neurochemical metabolite profiles in these rats as a function of age and gender were measured. Distinct gender- and age-related alterations were found, many consistent with those in PD. The proteome of brain of PINK1 KO rat as a function of age and gender also was studied. Based on the collected data, the suitability of this unique rat as a faithful model of known characteristics of PD with our results is discussed.

Futher, in this thesis is project of temporary transformer station for supplying power during the reconstruction of the HV switchboard. Subsequently, in this thesis is project of the new HV switchboard in one of the entry substation. new HV switchgear and a new HV substation were projected. Futher, in this thesis is proposed compensation of the whole area, including the HV network.

Abstract:
The thesis examines the results of the international commission against impunity in Guatemala (CICIG), founded in 2006 by an agreement between the government of Guatemala and the UN. It represents a unique tool of UN, connecting in its mandate national and international elements, whose singular goal is a fight against contemporary national crimes, in contrast to a more classical model of UN, which focuses predominantly on international or past crimes. The thesis tries to answer whether the level of corruption and presence of organized crime in the state institutions was lowered during the mandate of CICIG, whether the level of impunity was lowered at the national courts and how big of a role could be attributed to CICIG. The analysis is diveded into two parts. In the first one, based on a few key indicators, the institutional situation in crime prosecution in Guatemala is evaluated before and after the mandate of CICIG. In the second one, with the use of a process-tracing method, the role of CICIG in 3 key cases is analysed, especially concerning the power of its influence in Guatemala. A short discussion about the good and bad characteristics of the CICIG model concludes the thesis.
