Full textLaws of December 22th 1789 and « 28 pluviôse an VIII », genesis of the ongoing territory’s administrative distribution, symbolize the central power’s will in terms of planning locally it’s authority. From one to the other, the centralizing objective keeps being claimed. On the other hand, it evolves functions of ideological and political variables that define it’s outlines. If local administrations’ organisation and duties obviously express this evolution, it appears it is by the intermediate rung that it’s expression is the the most apparent. Paradoxically, it is also the administration level whom is the less considered by historiography. One reason lasts : what is placed in-between is essentially meant to not give rise to interest. A linear and globalizing reading of the intermediate quality that must be reviewed in the aftermath of the studied period. From the « Constituante » district to the « Convention » district, from Directory township municipality to Consulate arrondissement: at every reforming instant, the intermediate administrative constituency correspond to a different reality

Full textThe contemporary French diocesan districts are the fruit of a very former, fortifying inheritance at the dawn of the Christendom. Their study, of the French Revolution in the law of Separation of the Church and the State of 1905, demonstrates that they are between multiple data. The analysis of the diocesan card belongs to various domains of research. Under the territorial report, she recovers from the ecclesiastical and administrative geography. Under the political report she reveals the connections of the Church and the State. Nevertheless, these two elements are strictly connected. According to the set up regimes, the restructuring of the diocesan space and its stake in accordance with the national territory establish a fundamental objective, as illustrates it the revolutionary period. From the monarchic Restoration, the diocesan creation will become the field of real power struggles between the Parliament and the government. If this work articulates around transfers undergone throughout the XIXth century by the diocesan districts, it also analyses the various political, economic and social stakes lifted during the erection or during the abolition of a diocese and a modification of the diocesan territorial limits. The analysis of the French diocesan districts between 1789 and 1905 reveals two elements. Between 1789 and 1822, they undergo profound turnovers, a total reformation. Between 1822 and 1905, the French diocesan is henceforth stabilized. It will undergo some light modifications, but nothing comparable with the previous regimes

Full textDuring the medieval period, the qâdîs are situated between two worlds: that of state institutions and that of private lawyers. This thesis seeks to analyze relationships between the Iraqi qâdîs and state power between the ‘abbâsid revolution in 132/750 and the establishment of the bûyid dynasty in 334/945. We first consider the structure of delegated power that links the qâdîs with the governors, then to the caliphs; we then attempt to establish the degree to which the new dynasty reforms the judicial administration, and examine the criteria that govern the choice of the qâdîs. Having considered the Iraqi judicial districts, we turn to consider the extent to which the juridical authority of the qâdîs covers all the Iraqi territory, and analyze the hierarchical structures that connect them to the central organization of power. Certain deficiencies are shown to be compensated by the elaboration of procedures intended to ensure their geographical and temporal continuity. As Baghdad progressively affirms itself as the nervous center of the Iraqi judicial system, its role in these processes is also analyzed. Finally, we explore the daily relationship between the judicature and power, and attempt to discover the means by which the qâdîs may be used by their délégants for political purposes. Given the intervention of political power in the judicial field, which are increasingly perceived to be illegitimate, the thought of the qâdîs and other scholars lead to an important re-consideration of the qâdî's status in society

Full textThis thesis deals with Chief education officiers' Activities and power from 1940 to 2009 and recounts the stories of 264 women and men who have practised that profession. From various sources and surveys, the main features and evolutions of chief education officiers' missions have been established. Three periods can be identified : from 1940 to 1967, from 1968 to 1982 and from 1983 to 2009. They mark important changes in the cheif education officiers fonctions and responsabilities. Thus, the first period relative to the third Republic matches the setting up of often literary and irrevocable Chief education officers. The second period begins with May-June 1968 events which outlined new prerogative of the board of education ans strengthened the ministerial supervision. This period mainly matches the policization of the heads which led to a « reshuffle » each time the majority changed. With the third period came a « new academic governance » matching the implementation of the principales of decentralisation of power. Eventually this thesis is an analysis of geographic, historical and political evolution of the regional education authority, and analysis of appointments of the board of education and of the incumbents

Full textThe Byzantine Empire is characterized for its long history by maintaining a tax administration, raising the necessary maintenance of the Army and the Imperial servants, gage for salvation of the State. Our doctoral thesis, based on the byzantine Sigillography, has the aim to highlight the importance of tax administration in the financing of armed forces and compensation of imperial elite, by renewing for the first time the prosopographycal lists on the representatives of the fiscal administration in the 7th - 12th centuries. Firstly, several elements of the seals, for example, certain fiscal function and districts, of which the nature and the distribution are unknown or partially known in the narrative sources, show the organisation of tax administration evolved on the needs of the imperial Army in adapting to the economic status of the Empire in the 7th - 12th centuries. Secondly, other elements of the seals, rare forenames, family’s names, dignities, also very incomplete in the narrative sources, allow to exposing the social status and family solidarity of the Imperial elite, well integrated in the hierarchy at the Imperial Court, which was evolved in relation to the evolution de the fiscal administration between the 7th - 12th centuries. Finally, the analysis on the career of many representatives of the tax authorities, demonstrate that some members in the inner circle to the Imperial entourage has been frequently appointed to the double key position in both financial institutions and some senior commandments of the army, not only because of the imperial security but also because of the good rewards for the imperial élite, which led the byzantine government to better adapt to the new organisation of Imperial administration all around the 7th- 8th centuries, as well as the 11th-12th centuries
