Abstract:
Poland is an ageing society, a fact that has social repercussions. Government programmes point to the necessity of improving the quality of life of senior citizens in various domains. An important objective in gerontology is to increase the activity of senior citizens, which renders ageing a less arduous process. This objective has been postulated to involve the media. Given its public service remit and the specificity of audial communication, which enables a non-stereotypical treatment of old age, Polish Radio is tasked with including in its programming issues concerning the social inclusion of senior citizens. The aim of this study is to test the hypothesis that presenters of public radio, broadly accessible and popular among senior citizens as it is, address their well-being in its regular programmes.

Abstract:
The publicness character of the Indonesia Republic Radio/RRI is both historical as well as legal necessity. RRI was born from the historical process as a struggle radio to seize and defend independence from colonialists. This true identity that is embodied in the spirit of public service ethos is getting stronger after the enactment of Government Regulation No. 11/2005 and 12/2005 concerning public service broadcasting and RRI public service broadcasting respectively. The duty of serving the needs and interests of the public must be the "spirit" which drives its whole operational activities of broadcasting and institutional governance. For this reason, various efforts have been made, such as improving governance and expanding the broadcast network area. To answer the demands of media digitization, the adoption of media convergence technology in the form of the launch of the RRI Play Go application has also been carried out. This has changed it from a public service broadcasting institution (PSB) to a public service media (PSM). Its public character as a public service broadcast radio must be put forward by placing the public as citizens (citizens) active participants both in the process of planning and implementing broadcast program content as well as media institutional governance. Through PSM, the interaction between media managers and citizens can be established. The process of involving citizens in the production process of media content is also easily facilitated. For this reason, their role in supervising and evaluating media management must be more substantial to ensure the public character of RRI. Based on this, this study aims to examine the form of public participation in supervising and evaluating broadcasting and media management of RRI. More specifically, what is the role of the Audience Council Forum Komunikasi Pemerhati of RRI Malang in carrying out this function.

The British Broadcasting Corporation occupies what is often considered to be a unique position within UK culture as both a respected national institution that is a pillar of enlightenment values and, increasingly, an agile, entrepreneurial business that has to deliver ‘value-for-money’. This study will contribute to the existing body of literature examining the impact of a neoliberal marketisation discourse on BBC policy by focusing specifically on the provision of arts programming as a key indicator of how the logic of the marketplace has permeated the BBC’s commissioning culture. In doing so, it argues that the loss of the topical arts magazine and discussion formats from BBC television, in contrast to radio, is symptomatic of the ways in which arts broadcasting has been reimagined both in the corporation’s internal production culture and in its public pronouncements as a product for consumers rather than a service for citizens.

In an age marked by multiple distribution platforms of content, oligopoly of media sectors and transnational nature of cultural industries it is not any longer enough for the Public Broadcast to inform, educate and entertain with independence and technical, ethics and aesthetics quality, as proposed by the British BBC in 1927. Public Radio and Television need to find a new social function that distinguishes them from the private media and justify state investment in communication. A rising number of scholars point out that this new function is the creation and strengthening of a broad media public sphere able to guarantee citizens a space for debate on common issues, a process that encourages citizen participation and transformative action. This article examines the role of Public Broadcasting in the twenty-first century according to the media theories influenced by the thought of the German philosopher and sociologist Jürgen Habermas, whose concept of the public sphere has become central in discussions about building dialogic media spaces.

With the increase in mobile broadband utilization, more spectrum release is recommended by the Federal Communications Commission for spectrum sharing under a three-tire system called Citizens Broadband Radio Service. The standardization, functional and operational necessities of this framework are defined by the Wireless Innovation Forum. If an unavoidable shipborne radar appears on the channel, the channel must be vacated by the lower tier users. The timing constraints on CBRS is also stringent. Wireless stations transmit short beacon frames termed as heartbeat signals. These signals consist of the wireless channel encryption data, Service Set Identifier (SSID) and other credential data. These signals also transmit commands to vacate a channel. The heartbeat interval, timing constraint and domain proxy features are analyzed in this paper. CBSD renunciation and spectrum acquisition is performed with the help of domain proxy based communication. The CBRS-SAS channel allocation algorithm is further investigated. The communication interoperability and network robustness can improved with the introduction of secondary SAS and secondary domain proxy respectively.

The media's contribution to the creation of a healthy public sphere and civil society is the focus of public debate, especially in the light of concerns about the impact on them of the economic and political spheres. The media's ideal contribution to the development of a democratic society has traditionally been framed within the structures of the public service model of broadcasting, where education plays a crucial role. This article traces the evolution of education in Irish broadcasting, exploring the consequences for Irish democracy and civil life. It outlines how education's potential contribution has continually been shaped by the institutional demands of the political and economic systems, including the cultural nationalist ethos of early radio broadcasting, its role in the modernisation of Irish society, and the growth of commercialism and pluralist approaches. These trends had a formative influence on education's role in Irish broadcasting, and consequently on the civic and democratic lives of Irish citizens.

The ongoing mobile communication technology intensification had occasioned the inevitable multiplications in the ratio of the radio frequency base service stations which had raised public consciousness over the considerable health hazards of the radioactive emissions from the communication systems. The current paper analysed the sequences of electromagnetic field measurements performed on the selected three states in the North West Nigeria in order to establish the compliance of radiation levels of cellular base stations and wireless fidelity access points with respect to internationally approved recommendations. The measured power densities of wireless fidelity access points are minimal and do not surpass 1% of the level allowed by International Commission on Non-Ionizing Radiation (ICNIRP). The result confirmed the environmental safety of the RF energy maintained by the telecommunication operators within the general public indicating an insignificant health hazards to the citizens.

Abstract:
A procedure for selecting a suitable backbone radio communications system necessary for the implementation of advanced public transportation system technologies is presented. This procedure was used by the Regional Transportation Commission of Clark County, Nevada, in preparation of a radio communications master plan for the Las Vegas Citizens Area Transit system. The procedure recognizes the importance of taking into account not only the relative costs of the alternative candidate systems, but also other important factors such as the degree of system control by the transit agency, confidence in system development and technical practicality, potential for future expansion, and technical simplicity. Several alternative technologies for radio communications are reviewed and evaluated. Selection of the recommended system is based on the procedure that assigns relative weights to the important factors and gives each candidate system a score for each factor. The system with the highest total score is recommended for implementation. Potential system benefits are discussed and financial feasibility of the recommended system is evaluated by computing the annual rate of return on invested capital. Analysis shows that the system can pay for itself and also produce significant net savings in operation and capital costs. Although the analysis considered only potential savings in fleet size, an annual rate of return of over 21 percent on the invested capital has been shown to be achievable. Such savings can enable transit agencies to provide the same level of service at significantly reduced cost or expand the service without increasing operating costs.

Abstract Sharing is emerging as one of the megatrends influencing future business opportunities, and wireless communications is no exception to this development. Future mobile broadband networks will operate on different types of spectrum bands including shared spectrum, which calls for changes in the operation and management of the networks. The creation and capture of value by the different players in the mobile broadband ecosystem is expected to change due to regulation, technology, and business landscape related drivers that concern not only spectrum sharing, but also sharing of other resources such as infrastructure, technologies, or data. This thesis examines the key business and technology enablers needed to exploit spectrum sharing in mobile broadband networks, and presents the business model characteristics and strategic choices that spectrum sharing concepts support. Action research and integral scenarios methodologies were applied for strategic and business analysis utilizing the capacity and expertise of the policy, business and technology research communities. The thesis introduces a new approach to analyze the scalability of the spectrum sharing concepts and their business model elements utilizing sharing economy antecedent factors. The results indicate that all analyzed sharing concepts meet basic requirements to scale. The Licensed Shared Access (LSA) leverages existing assets and capabilities of the mobile network operator domain, the Citizens Broadband Radio Service (CBRS) extends the business model dynamics from connectivity to content, context and commerce, and the hybrid usage of Ultra High Frequency (UHF) band by Digital Terrestrial TV (DTT) and downlink Long Term Evolution (LTE) (HUHF) enables new collaborative opportunities between converging communication, Internet and media domains. The thesis validates the feasibility of spectrum sharing between mobile broadband networks and other types of incumbent spectrum users utilizing Finnish cognitive radio field trial environment (CORE), and expands the notion of spectrum sharing beyond the mobile broadband domain to be applied to other wireless systems including the media and broadcasting. The presented results can be used in developing the future mobile broadband systems enhanced with innovative spectrum sharing enabled business models to cope with the growing demand for capacity and new services by humans and machines
Tiivistelmä Jakamistalous on yksi suurista tulevaisuuden liiketoimintamahdollisuuksiin vaikuttavista trendeistä, eikä langaton tietoliikenne ole tässä poikkeus. Tulevaisuuden laajakaistaiset matkapuhelinverkot tulevat hyödyntämään erityyppisiä radiotaajuuksia, kuten jaettuja taajuuskaistoja, mikä vaatii muutoksia verkkojen toimintoihin ja hallintaan. Eri toimijoiden arvonluonti- ja ansaintamahdollisuuksien odotetaan muuttuvan näissä liikkuvan laajakaistan ekosysteemeissä regulaation, teknologian ja liiketoimintaympäristön kehittyessä, ei vain taajuuksien jakamisessa, vaan myös kun kyseessä on muiden resurssien kuten infrastruktuurin, teknologioiden tai tiedon jakaminen. Väitöskirja tutkii teknologia- ja liiketoimintaedellytyksiä taajuusjakomenetelmille matkapuhelinverkoissa, sekä esittelee ja analysoi menetelmien mahdollistamia liiketoimintamalleja ja strategisia valintoja. Strategia- ja liiketoiminta-analyyseissä käytettiin toimintatutkimus- ja skenaariomenetelmiä poikkitieteellisissä tutkimusprojekteissa yhteistyössä reguloinnin, liiketoiminnan ja tekniikan tutkimusyhteisöjen kanssa. Tutkimus esittelee uuden lähestymistavan taajuusjakotekniikoiden liiketoimintamallien skaalautuvuuden analysointiin jakamistalouden määritelmiä hyödyntäen. Tulokset osoittavat, että kaikki tutkitut tekniikat täyttävät perusedellytykset skaalautuvuudelle; Licensed Shared Access (LSA) hyödyntäen matkapuhelinoperaattorin olemassa olevia resursseja ja kyvykkyyksiä, Citizens Broadband Radio Service (CBRS) laajentaen liiketoimintamalleja tietoliikenteestä sisältöön, kontekstiin ja kaupankäyntialustoihin, sekä digitaalitelevision ja langattoman LTE-tekniikan hybridikäyttö UHF-taajuuskaistalla (HUHF) mahdollistaen uusia liiketoimintamahdollisuuksia lähentyvien tietoliikenne-, Internet- ja mediaekosysteemien välillä. Väitöskirja tulokset vahvistivat taajuuden jakamisen soveltuvuuden liikkuvan laajakaistaverkon ja saman taajuusalueen eri teollisuudenalan haltijan välillä suomalaisessa CORE kenttätestausympäristössä, ja laajensivat taajuusjakotekniikan sovellettavuutta myös muihin langattomiin järjestelmiin sisältö- ja mediajakelussa. Abstract:
There is a large body of work in actual practice, and in academia on citizen voice and voice mechanisms. Since the introduction of the concept, and its application to various sectors, contexts and countries, there have been several arguments in support of its effectiveness as a mechanism for holding governments and public officials to account; or ensuring that the voices of the poor and marginalised are heard. Some have also argued that voice is a good measure of inclusiveness, and for improvements in service delivery at the local level. However, there have also been arguments that, in as much as voice as a mechanism is good, it has limitations. The limitations arise from the fact that voice alone, cannot produce the desired effect---response or improvements in service delivery. Thus, for voice to be effective, it must be ‘heard.' This thesis is about the extent to which public voice expressed through radio phone-in programmes can influence the responsiveness of public service delivery organisations at the local level. The study is an empirical enquiry into a new form of voice mechanism, which occurs on radio in Accra, Ghana. The study specifically looks at two unique radio phone-in programmes on two popular Accra-based private commercial FM radio stations. The two programmes provide a weekly on-air platform for residents of Accra and those within transmission range to call in live and lodge complaints about public and/or private services for follow-up and redress. The main argument of this thesis is that voice mediated through specific radio programmes, not only has the potential to go far; it also has potential to be ‘heard' due to follow-up, creative programming and some key characteristics of the programmes. The thesis utilizes the new concept of ‘mediated voice' to understand how radio complaints about waste management (a service provided by the Accra Metropolitan Authority, the local government for Accra) can elicit responses from the service providers. The main findings in this study are that radio phone-in programmes have the ability to receive individual voice and represent them as though it were a collective problem. This ability ensures that voice is heard. Second, that because of the publicness of the ‘voice' on radio, and subsequent follow-up on complaints by the radio programmes, public officials are forced to respond for fear of both administrative and electoral sanctions.

This research aims to study the radio as a way to serve the community. For this purpose it analyzed a specific radio show that is on the air for almost fifty years and leads the score of audience, every morning, in the region called Alto Tietê. This radio-news show is called Radar Noticioso of the radio Metropolitana AM 1070 in the city of Mogi das Cruzes. The Metropolitana radio covers more than eleven cities, with over 2.5 million inhabitants. The choice of this program as an object of this research was due the longevity of it almost fifty years, the credibility that grew along this years inside the community. Because of it, the radio-news show was featured in the flow of the demand on the people who listen to it that seek an environment that support them in solving their personal and collective problems. The study is presented in three parts. First the history of the radio, since it origins to present. The second part focuses on the experience of radio in building citizenship a successful experience of Radio Metropolitana de Mogi das Cruzes. The results show that the Metropolitan Radio listener recognize it as a provider of services to the community, and among the programs of this radio, is highlighted in the speech of the interviewees. The Radar Noticioso, the news program, listens to the appeals from listeners and seeks solutions between those responsible for political actions within the region where it reaches. We conclude that the radio, through that program, support the population in providing social service to the community
A presente dissertação objetiva estudar a rádio como prestadora de serviços à comunidade. Para tanto analisou-se um programa específico que está no ar há quase cinquenta anos e lidera a audiência na região do Alto Tietê todas as manhãs. Trata-se do Radar Noticioso da Rádio Metropolitana AM 1070 de Mogi das Cruzes. A Rádio Metropolitana cobre mais de onze municípios, com mais de 2,5 milhões habitantes. A escolha do referido programa enquanto objeto desta pesquisa considerou, além da longevidade de duração do programa, a credibilidade deste junto a comunidade que o sintoniza, caracterizado no fluxo de procura por parte dos ouvintes, que buscam um meio que os auxilie na resolução de seus problemas pessoais e comunitários. O estudo apresenta-se em três momentos. No primeiro momento é apresentado o rádio das suas origens à atualidade. No segundo enfoca-se a experiência de rádio cidadã da Rádio Metropolitana de Mogi das Cruzes. No terceiro momento são apresentados os resultados da investigação, que buscou compreender o papel da rádio e sua atuação na área da prestação de serviços à comunidade, especificamente na defesa dos interesses dos cidadãos consumidores. Os resultados apontam que os ouvintes da Rádio Metropolitana reconhecem-na como uma prestadora de serviços à comunidade, e dentre os programas da referida rádio, ganha destaque, na fala dos entrevistados, o Programa Radar Noticioso que atende aos apelos dos ouvintes e busca soluções entre os responsáveis pelas ações políticas na região onde ele alcança. Com isso a rádio, por meio referido programa, acaba desempenhando papel social na prestação de serviço à comunidade

Under orders from President John F. Kennedy and Attorney General Robert F. Kennedy, the Internal Revenue Service (IRS) and the Federal Communications Commission (FCC) tightened the regulatory screws on conservative broadcasters. The IRS launched the “Ideological Organizations Project” to challenge the tax-exempt status of conservative broadcasters and to stem the flow of donations. The FCC strengthened its “Fairness Doctrine” rules, which required radio stations to ensure politically balanced discussion of public policy and to give free response time to victims of personal attacks made on the air. The United Auto Workers financed the creation of an opposition research clearing house, Group Research Inc., that compiled dossiers of damaging information on conservative broadcasters and politicians. This chapter examines how the landscape of American broadcasting in the second half of the twentieth century evolved from a situation in which values of liberal independence acted as a front for the sway of network corporations to one in which the incremental fragmentation of the increasingly global media market posed a challenge to the rhetoric of national space. It considers how the spatial dynamics inherent within American culture have been represented in American writers such as Toni Morrison, Philip Roth, and Don DeLillo, and contrasts this with the perspectives of a younger generation, in particular those of David Foster Wallace and Dave Eggers. It explains how the “Voice of America” (VOA), the official radio and television service of the U.S. federal government, became “the nation's ideological arm of anti-communism,” while the minds of supposedly free-thinking citizens at home were also shaped surreptitiously by the new power of electronic media.

E-government is being increasingly utilized by governments in different countries to increase the efficiency of services provided to citizens. Although the use of e-Government is allowing timely, effective services online, many challenges must still be overcome to maximize the utility e-Government can provide to citizens. RFID is disseminating in a variety of new areas and movement exists toward the adoption of RFID in e-Government, but several issues and challenges must be addressed. This paper examines both e-Government and RFID from an individual perspective and explores the possible issues and challenges associated with RFID technology adoption in e-Government. Based on a review of literature, a conceptual model has been developed illustrating the various issues and challenges and how they would impact the RFID adoption in e-Government.

As a central and previously untested mass medium in the context of war, radio served as a resonant chamber through which British writers articulated, on behalf of a series of newly empowered publics, the social and political changes brought on by the Second World War. In mediating the conflict for British citizens, broadcasting bound listeners together in an auditory imagined community—a radio public—that was affiliative and participatory; though cut off from “speaking back” directly via radio, this public made itself known through listener surveys (both internal and external to the BBC), letters to the editors of publications (both radio-specific and non-), and direct correspondence with broadcasters. The affective connections enabled by the medium amplified structural changes underway during the conflict, as the pressures of total war demanded that the BBC modify its top-down model of broadcasting in favour of more demotic forms of address and cultural content. Though complex, the Corporation’s wartime renegotiation of its national role traces a shift away from the paternalism of the interwar BBC, under the direction of Sir John Reith, and towards a postwar model of multiple wavelengths serving multiple audiences in multiple registers.

Community media remains the only key tool that can facilitate grassroot citizens' participation in nurturing and sustaining true democracy through creating and using information content that is driven by the needs of the communities for themselves and by themselves. By so doing, the citizens partake in determining their future through developing the community and educating their people in a manner and language that they can understand. Moreover, community media enables people from different socio-cultural backgrounds within a community, to share information and exchange ideas in a positive and productive manner. This dialogue among communities can be enriched by understanding how development issues affect them; discovering what others think in other communities; and seeing what other communities have achieved. In this light, participatory radio serves as a means of developing the grassroots emancipation that will enable them to articulate their needs in alignment with the cultural and social impulses of the communities they represent through means of technology, that is, community radio. The role of community radio is heightened by the realization that traditional or orthodox practice of the commercial/mainstream media has failed in achieving some of its basic and expected functions to the society such as serving as a true watchdog of the society, especially in a fledgling democratic system. Thus, this paper undertakes a case for sustainability of community radio in a developing society with a focus on both sides of the equation (production and distribution).

The responsibility of every police officer is to protect his or her fellow citizens in times of emergency. However, it can be very difficult for police officers in headquarters to know the specific location in which their dispatched officers are when they receive an emergency call citizen. Sometimes, when the officers in headquarters receive an emergency phone call, they might not have enough officers to deploy to that particular location. Other times, some officers may be very close to a particular location, which might not be known to the officers in headquarters because of the limitation of the technologies they are using for communication. We are proposing an RFID system to help overcome this limitation. The RFID (Radio Frequency IDentification) is a technology that can be used to track an object even when it is not in the line of sight. This research work designed a ubiquitous system for the Police force to enhance the performance level of police functions. This system provides police officers in their headquarters with real time information about where their dispatched officers are located. This will help police performance and efficiency in the following ways: first and foremost, response times in attending to emergency calls will decline significantly and secondly, the resources wasted by the police force in dealing with false alarm calls will be reduced. The aim of tracking officers’ locations is to minimise the response time of police in times of emergency.
