Abstract:
The objective of this study is to highlight the impacts of and solutions to the major sources of poverty in the City of Albany and Dougherty County, Georgia. White, as well as Black middle class residents, are leaving the City of Albany and Dougherty County to the other Albany MSA counties that are experiencing increase in commercial activities and median family incomes. This movement seems to reflect increasing City vices and very low educational achievements from the public school system. These along with a low consideration of the county for professional careers, lead to depressed business opportunities that cause exit of businesses. Cautiously speaking, depressed employment and a low real average weekly wage earning, a proxy for poverty, explain the poverty. There is a need for specialized micro financial lending especially in the impoverished areas of the county. Poverty is being addressed by some temporary measures. In the long run, individuals understanding of how market economy works would resolve poverty.

Abstract:
This paper responds to most recent works on the complexity of loyalist identities during the American Revolution. It forms a close reading of over 400 claims submitted by self-identified loyalist claimants from the former colony of New York to the Loyalist Claims Commission. Through a case study of three New York counties (the city and county of New York, Albany County and Tryon County), the paper demonstrates that the loyalist experience differed greatly between the three distinct geographic regions; different counties entered the war at different stages, while demonstrations of loyalism and the range of services provided by loyalists to advance the British cause varied considerably. The paper also outlines (and justifies the use of) the potential of three broad categories by which to analyze loyalist claimants: namely, ‘active’, ‘reluctant’ and ‘passive’. Ultimately, this paper concludes that the varying nature of loyalism was largely the product of local contextual circumstance.

Abstract:
Edwin (Eddie) Ellis is President of the Community Justice Center, Inc., an anti-crime research, education, and advocacy organization located on 125th Street in Harlem, New York. A target of the FBI's Counter Intelligence Program (COINTELPRO) for his Black Panther Party activities, Ellis served 25 years in various New York State prisons. While he was in prison, he earned a Masters degree from New York Theological Seminary, a Bachelor's from Marist College and a paralegal degree from Sullivan County Community College. Widely recognized as a writer, lecturer, and community activist, Ellis is credited with the successful public dissemination of the research findings of the Think Tank, a group of prisoners from Greenhaven Correction Facility which established that 75% of the prisoners in New York State come from seven neighborhoods in New York City. Eddie Ellis is a fellow of the Bunche Dubois Institute for Public Policy at Medgar Evers College/CUNY, serves on the Board of Directors of Center for Law and Justice in Albany, NY, is a member of the Drug Policy Task Force, The Vera Institute IRB, and the National Criminal Justice Commission. This interview took place in the offices of the Community Justice Center on August 6, 1997.

On 30 November 1978 thousands of people from across the United States took part in “Justice for J. P. Stevens' Workers Day.” In seventy-four cities activities such as rallies, marches, press conferences, film premieres, and leafleting were held in support of a union boycott against a giant textile company that had persistently shown its willingness to violate the law rather than recognize its workers' right to organize. In New York City more than 3000 demonstrators marched in front of the company's midtown headquarters as part of the nationwide day of protest that was endorsed by Governor Hugh L. Carey and the City Council. In Los Angeles hundreds of trade unionists and their supporters rallied in front of City Hall, while in Indianapolis protesters gathered at the local Hilton Hotel for a “hard times luncheon” of ham and beans that was designed to express solidarity with the company's low-paid workers. Finding that the hotel's table cloths were made by Stevens, enraged protesters ripped the fabrics from the tables and dumped them in a pile on the floor. Activities were also held in many smaller cities; in Albany, New York, for example, a rally was addressed by Secretary of State and Lieutenant Governor-elect Mario Cuomo, who told consumers “to shun the products of J. P. Stevens as you would shun the fruit of an unholy tree.” Across the country, protesters carried signs urging consumers to steer clear of the company's sheets, a staple part of its textile business.

Abstract:
This study has presented a comprehensive study on the growth, change, and architectural character of an Ohio River town between 1816 and 1996 using New Albany, Indiana as a case study. The evidence suggest that the majority of New Albany's physical growth occurred between 1838 and 1859, and also between 1953 and 1977. The economy of New Albany transformed several times through the course of its existence. New Albany was first supported by the ship building industry. Many boat manufacturers established ship yards along the banks of the Ohio River in New Albany. The ship building industry in New Albany became non-existent in the early 1970s. The glassmaking industry that replaced the ship building industry was also located along the banks , of the Ohio River.The early twentieth century and the closure of the glass-making industry began a transformation of the location of industries in New Albany. When hardwood companies established plants in New Albany, several were attracted to the undeveloped, flat land in the northeastern fringe of the city. This process of development in the north and northeastern section of the city still continues today.The architectural character that was established in New Albany in the late 1800s remained until the early 1960s and urban renewal. Many historic structures in New Albany were demolished in the 1960s and early 1970s. Much of New Albany's architectural character today was constructed during that period. However, New Albany still retains several historic buildings, and increased preservation efforts has lead to the rehabilitation of many of them.

Abstract:
An insufficient amount of evaluation research has been conducted on Virginia's annexations. This study helps to fill that void by evaluating the Danville - Pittsylvania County annexation. The thesis attempts to determine if the city of Danville benefited from the annexation and if Pittsylvania County was able to recover from the loss that it suffered as a result of the annexation. In order to evaluate the annexation, data was collected and analyzed for seven research categories: urban services, planning, demographics, community leadership, local government cooperation, economic development, and public finance. In addition, government documents were reviewed to collect information that indicated the economic health of both jurisdictions and interviews were conducted to collect additional data. The annexation was beneficial for both Danville and the annexed area. It offered Danville the chance to expand its boundaries and to extend urban services into the annexed area which improved the quality of life for many annexed residents. Although Pittsylvania County lost $238,000,000 in tax base as a result of the annexation, by 1996, it surpassed its pre-annexation tax base, and housing subdivisions, commercial shopping centers, and small businesses were developing throughout the County.

Abstract:
In these times of scarce resources and the introduction of new local charges and taxes, it is imperative that local government services are delivered as efficiently and effectively as possible. One on the tools available to local authorities to measure performance is the national service indicators. However, there is some debate about their use and value. The focus of this dissertation is on the views and perceptions of city and county managers in relation to the use and effectiveness of the current set of National Service Indicators and how the system might be improved. The dissertation focused in a number of key theories and developments in the field of the performance management in the public sector. In particular, it looked at the use of performance measurement and management in decision making, in organisational management, for driving efficiency, and as an aid to accountability and staff motivation. The study reviewed trends in the performance indicators over the nine years since their introduction. It also involved the use of a questionnaire to the entire population of city and county managers to ascertain their views and perspectives on the indicators. In addition it involved indepth interviews with eight managers to elicit deeper insights. The data generated was analysed quantitatively and qualitatively, as appropriate, to identify the key themes and enable conclusions to be drawn.

Abstract:
Previous studies of urban consolidations suggest that black and female political participation is negatively impacted by city-county consolidation. However, researchers know little regarding the impact of consolidation upon minority political participation within rural counties. This study examines the belief that blacks and women are negatively impacted by consolidation. This study examines pre- and post-consolidated data for selected forms of political participation for blacks and women over a 19-year period for three rural consolidated governments in the state of Georgia. Three significant findings emerged from this study. First, the results suggest that black political participation actually increases within rural consolidated governments. Secondly, female political participation does seem to be adversely impacted by rural consolidations. Lastly, this study found that the political participation of the general electorate had increased over the study period. A number of possible explanations for the findings are noted and the implications of consolidation for black and female political participation within rural consolidated counties are discussed.
