Full textThere is a mutual dependency between the business world and the country’s municipalities. The municipalities are dependent on the companies to create work and tax income while the companies are dependent on the municipalities they are located in to provide good infrastructure among other things.
Apart from this the municipalities can work activly with creating a strong brand in the eyes of the companies and many researchers in marketing agree that marketing of places will be more common in the future. Marketing of municipalities is however still a rather new and unexplored area and it is uncertain how and to what extent the municipalities work with this.
The thesis is formulated:
How are the municipalities working to market towards companies and is it possible to make out any positive change from these marketing efforts?
The goal of this study is:
Our goal is to examine how the view of marketing of places differs from different municipalities in the Stockholm region, how some of these municipalities work with this and how far they have come in this work. Further, we want to study if any connected between the municipalities work with marketing and the local corporate climate in each municipality can be found.
For this study, the municipalities of Solna, Haninge and Huddinge were selected and personal interviews were conducted with employees responsible for marketing at the municipalities. We also analized statistical data from Svenskt Näringsliv to compare what the companies in these three municiapalities think of the local corporate climate.
The result show that all three municipalities work actively with marketing of their brand towards companies but at different extent and they have come different lengths in this effort. Since the municipalities haven’t come very far in their work with branding we have unfortunately not been able to detect any effect from these efforts with regards to the local companies’ view of the municipalities.
Det finns ett ömsesidigt beroende mellan näringslivet och landets kommuner. Kommunerna är beroende av företagen för att skapa arbetstillfällen och skatteintäkter medan företagen är beroende av att kommunerna de är verksamma i bl.a. erbjuder en god infrastruktur.
Utöver detta kan kommuner arbeta aktivt för att stärka sitt varumärke gentemot företagen och många forskare inom marknadsföring menar att marknadsföring av platser kommer att bli en allt vanligare företeelse i framtiden. Fortfarande är marknadsföring av kommuner dock ett nytt och outforskat område och det är oklart hur och till vilken grad kommunerna arbetar med detta.
Problemformuleringen lyder:
Hur arbetar kommuner för att marknadsföra sig mot företag och kan man urskilja någon positiv utveckling ur denna marknadsföring?
Syftet med undersökningen är följande:
Syftet är att kartlägga hur synen på marknadsföring av platser skiljer sig mellan olika kommuner i Stockholmsområdet, hur några av dessa kommuner arbetar med detta och hur långt de kommit i sitt arbete. Vidare vill vi undersöka om det går att se någon koppling mellan kommunernas arbete med marknadsföring och det lokala företagsklimatet i respektive kommun.
I undersökningen valdes Solna, Haninge och Huddinge kommun ut och personliga intervjuer genomfördes med marknadsföringsansvariga på de tre kommunerna. Vi analyserade även statistiska data från Svenskt Näringsliv för att jämföra vad företagen i de tre kommunernas anser om det lokala företagsklimatet.
Resultatet visar på att alla tre kommuner arbetar med marknadsföring av sina kommuner som varumärken men de har kommit olika långt i detta arbete. Eftersom kommunerna ännu inte kommit så långt i detta arbete har det dessvärre inte gått att urskilja någon effekt av detta arbete vad gäller företagens attityd till kommunerna.
Slutsatsen som vi kunna dra av denna undersökning är att kommunerna arbetar mycket med att hålla en nära kontakt med företagen för att skapa en god kommunikation men att varumärkesbyggande blivit en allt viktigare del i kommunernas arbete. Detta arbete har dock nyligen tagit fart och det är därför svårt att urskilja någon direkt effekt i företagens syn på kommunerna.

Objective: An administrative rezoning occurred in Taiwan in 2010. As a result, three city county duals were consolidated into three new cities: Taichung City, Tainan City, and Kaohsiung City. This study aims to investigate whether the consolidation would reduce the city-county mortality gap. Methods: Data on city/county mortality in total population, children aged 0-4 years, and adults aged 65 years and over, were obtained from Ministry of Health and Welfare. In addition to crude mortality rates, we also calculated age-standardized mortality rates. The Hodrick–Prescott filter was further used to separate long-term trends from time series data. The multiple regression was applied to examine the consolidation effect on mortality rate difference. Results: After the consolidation, the differences in both crude and age-standardized mortality rate between original city and original county have increased for total population and adults aged 65 years and over, but only the effect on the difference in crude mortality rate for adults aged 65 years and over was statistically significant (β=142.2, p=0.000). The difference in mortality rate for children aged 0-4 years has slightly declined after the consolidation, which was not statistically significant. Conclusions: There was no evidence that the consolidations had affected the mortality gap between original city and original county.

This study aims to explore the relationship between the business cycle of Taiwan and population changes in Hualien County, Kaohsiung City, Yilan County, Taipei County and Taipei City from January 1996 to October 2011, for a total of 190 months. The results show that: (1) The populations of most counties are not immediately reflected in total population leading index at the peak of business cycle. It can be inferred that the business cycle is a positive relationship with the total population. There is greater influence in Hualien and Yilan County than Kaohsiung and Taipei County. (2) The populations of most counties decrease in advance at trough of the business cycle. It indicts that the decrease of total population correlate with business recession.

With the 2009 amendment of “Local Government Act”, Taipei County was restructured as a municipality, followed by the merging and restructuring as municipalities of Taichung City and Taichung County, Tainan City and Tainan County, and Kaohsiung City and County Kaohsiung, respectively, and then Taoyuan County was upgraded and restructured as Taoyuan City in 2011, making Taiwan enter into the era of six-municipality local government for the purpose of being able to have a better plan on central government-dominated allocation of national resources. However, since the resources owned by other county and city governments are less than that of six municipalities, coupled with insufficient autonomy, local finance has been in a poor shape for a long term. This paper will focus on taking ratio of own financial resources, allocation of centrally-funded tax revenues, balance of accumulated debts, social population growth rate, and unemployment rate before and after restructuring as comparison variables to conduct paired sample t tests, and analyze whether county/city governments except six municipalities have generated the phenomenon of financial marginalization. From study results it can be learned that, except that allocation of centrally-funded tax revenues does not reach significant level (cannot support whether there is an improvement phenomenon after the restructuring), ratio of own financial resources, ratio of unpaid balance of accumulated debts to annual expenditure, social population growth rate, and unemployment rate (10% significant level, support becomes smaller) of county/city governments after the restructuring except six municipalities have been significantly affected. Nowadays, the non-profit organization in Taiwan promptly developed. It not only performs in diverse forms but also varies in complicated ways. However, the norms and the mechanism of the responsibility for management on the legal terms still need to be improved. In the beginning of the democratic movement in Taiwan, there were government-organized NGOs established either by the central government or the local ones. Those peculiar third-section organizations have strong official status. Most of them not only are founded from government but also accept financial supports from the official departments for a long time. Nevertheless, due to its attribute of ambiguity and its undefined orientation, it leads to much criticism. On March 1985, the province government issued “the measures of Taiwan Province strengthening the important cultures “, regulating every county and city to establish a “cultural foundation” by the principle of the three reciprocation (the central and the local government and the civics) to raise founds. The historical mission and purpose of the NGO aimed to make up the shortage in local cultural resources by earning interest from the banks. As time goes by, through a two-decade development, the mission, operation and development of the organization needed to be discussed and reviewed. This research took “the cultural foundation of the county/city government” and “the government organized NGO” as the study subject. In addition, we analyze the attribute and orientation of “the cultural foundation of the county /city government” by using literature and historical researches. Through the telephone interview, questionnaire and the semi-constructional qualitative interview, the research found out the situation, function and the operation condition of the 21 cultural foundations of the county/city governments as well as the relationship between them and the county/city governments. It also discovers the common and difference from the relationship aforesaid and proposes concrete suggestions from the outcome of this research.

The movement of Sustainable Development has become the most in-depth global practice that emphasizes on meeting human needs in the end of 20th century. As the growing awareness in preserving ecological environment, city development does not focus solely on economic efficiency but justice in society and environmental protection. Therefore, it has become the continuing concrete action to balance the three aspects in many countries. During the international Eco-city conferences holding in 1990, 1992, 1996, 2000 and 2002 have proved that planning and construction of sustainable development has become the global common issue. This context is in accordance with the global sustainable city index system, and the selected thirty nine index systems conforming to Taiwanese environment from the Taiwan Sustainable Development Evaluation System. Through learning the experience of establishing the sustainable city index systems, it could appraise the current sustainable developments in every city in the Taiwan area is appeal as the benchmark in the future. The three systems include society culture, economic development, and natural ecology. Among them there are 39 factors; including 18 items in society culture, 13 items in economic development, and 8 items in the natural environment. After gathering the statistics, it used the method of Paired Comparison to find out the significant of the appraisal index factors. Then it used the Grey Relational Analysis in the Grey System Theory to inspect the ranking of the current sustainable developments in Taipei city, Taichung city, Kaoshiung city and Hualien county from 1998 to 2006. Finally, it took the prediction model of GM(1,1) Alpha from the Grey Prediction Analysis to come out of the main index factors prediction in the four cities in 2007 and 2008 to probe into the current prediction of sustainable cities.

A Study on Teacher Leadership in Elementary Schools, in Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County Abstract The study is intended to investigate the current situation of teacher leadership in elementary schools, in Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County. In order to understand the content of teacher leadership in elementary schools, implementation difficulties and solutions, literature review and a questionnaire survey were conducted in this study. The subjects were education staff of elementary schools in Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County with different background variables. There are 697 questionnaires were distributed and 607 were retrieved, among which 604 questionnaires were valid with the response, rate of 86.88%. Descriptive statistics, t-test, and one-way ANOVA were used to analyze the collected data. The results of the study were as follows: 1.The perception of education staff in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County toward the whole teacher leadership is above the average. 2.The perception of education staff in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County toward “how to improve students’ learning” is above the average. 3.The perception of education staff in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County toward “their attitude to participation in decision making of school administration” is below the average. 4.Education staff of various background variables in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County has obvious different perceptions toward the whole teacher leadership. 5.Education staff in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County toward the whole implementation difficulties of teacher leadership is above the average. 6.Education staff of various background variables in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County has obvious different perceptions toward the implementation difficulties of teacher leadership. 7.The perception of education staff in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County toward the ways to motivate the whole teacher leadership is above the average. 8.Education staff of various background variables in elementary schools from Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County has some difference toward the ways to motivate the whole teacher leadership. Money, technique, industry, resource and talent people distribute and circulate globally without any geographic restriction under the strike of globalization. To face the new challenge of globalization, six metropolitan cities came up to achieve the goals such as making the country more competitive, the territorial planning and spatial integration of different regions more appropriate, as well as balancing the development of the urban area and rural area. This study focus on Kaohsiung metropolitan city after the merger with Kaohsiung county, using in-depth interview and literature review to analyze the change of the city position which affects the development of the city in the future and city marketing. From the period of Japan colonial government to KMT government, the city growth and economic development in Kaohsiung are related with Kaohsiung harbor and heavy industry, which two factors therefore affect the city position and city marketing of Kaohsiung before the merger with Kaohsiung county. After the merger of Kaohsiung city and county in 2010, there are not only harbor, ocean but also multi-ethnic cultures like mountainous aborigines and Hakka, rich natural resources including mountain, ocean, river and harbor, and complete industrial structure including primary, secondary and tertiary industrial sectors in Kaohsiung metropolitan city. So it could be more colorful in Kaohsiung metropolitan city marketing. Abstract The evolution of urban spatial structure has a significant relationship with human activities and behavior. As time goes by, the urban activities and the space also change dramatically. The city of Dali , which is located on the edge of Taichung County, used to be an agricultural township. It expanded and developed rapidly after it obtained the status of country-controlled city in 1993. Its total population, the population density, and the population growth have been higher than those of any other villages and townships in Taichung County since 1995. It also has become the most prominent satellite town adjacent to Taichung metropolitan area. Therefore, this study, using time and spaces as two major axes, investigated spatial planning, land use planning, and the characteristics of infrastructure placement in Dali City . It focused on population distribution, transportation development, industrial structure of its spatial planning and its development overtime. This study mainly investigated the condition of land utilization by the means of fieldwork, 1/25000 topographic diagrams, the metropolis information system, and questionnaires. The study result discovered that the dispersed Dali spatial distribution was influenced by a brook that flows through the city, the advantaged position that the north vicinity areas of Taichung City, the incomplete urban plan development, and transportation construction development. The uneven development of this region can be easily seen from its architecture, population, transportation, and industrial structure distribution. The Dali urban plan area, which is located north of the brook, is the highest developed area. Grass Lake (Cao Hu) urban plan area, south of the brook, is the next. It follows two sides of the important k matrix transportation route to expand outwardly of phenomenon and was expanding quickly, especially in the direction of the West and North. The areas that major roads go through is well-developed and the overall inward and outward transportation is considered smooth. In the future, along with the change of Taichung large-scale region transportation network pattern and the shift of Taichung commercial areas, the spatial layout is going to change as well. Therefore, Dali might have to deal with the crisis of marginalization by strengthening its link to major roads. In the industrial structure aspect, the manufacturing industry and the wholesale and retail industry are the two biggest industries. Metalworking, machinery, and plastic products are the main manufacturing industrial categories and is the industry modern trend of the present world not, competed small, can't the industry advantage, and promote aspect to lack of obvious progress in the productivity, production value, how in the future with win the section cooperation to become an industrial development of perpendicular division of labour, become the important bottleneck of the top of the development.And the local retail business dominates the wholesaling and retailing. This thesis aims to explore the possibility of Taoyuan County upgraded into a Special City. This research shows that Taoyuan County has good potential to transform into a modern metropolitan City, among all counties in northern part of Taiwan. In 1960 Taoyuan County began to change itself into a modern City from a rural town. Today, Taoyuan has become the home of all major transportation hub of Taiwan. Several huge mass transportation projects have been completed one after another, the CKS international airport as the most important one. Taoyuan County has also worked hard to develop industrial zones. As a result, the county area now accommodates more than 1.6 million residents. This study shows that Taoyuan County will play a very active role in the northern parts of Taiwan. both economically and politically. Meanwhile, Taoyuan has encountered some difficulties in this process of rapid development, such as insufficient budget and manpower. Worst of all, the local government can not meet the residents’needs without fully local autonomy. This study proposes an effective way to solve these problems upgrading Taoyuan County into a Special City, of which the rank is the same as province with much more autonomy, budget and manpower. Although Taoyuan County is politically, economically and culturally qualified to be upgraded into a Special City, there is no such prior example. This study aims to present a “Taoyuan model” that may applied to other counties.

ABSTRACT The foundations of organization or sports association on the province and cities have their own characters. Although the backgrounds of the sports association development are quite different, every organization has its own running style in spite of how large models. Thus, if one know the running style of organization and its problem, one would be better to develop the sports association. Therefore, the purposes of the study were (1) to investigate the historical developments of sports association; (2) to understand the sports organization status of development; (3) pursue the problem of the sports association at the county and the city in Taiwan. Review of literature included all of the data collection in the book of Taiwan local sports association investigation, 1990. The interview consisted in sports professionals and many spots authorities. All of the data analysis was focus on the structure of the association; the model of the decision-making; the ruining style and the applied theory of the organization, etc. in Taiwan. Base on the results, it is concluded that the ways of head’s leadership of the sports association great influence on the effectiveness of running. Furthermore, the financial sources of sports associations should be more widely open in the ways of the donations and cut the expenses of association down. Meanwhile, the ways of the manpower should be best possible effect on training new recruitments. Since 1950, Taiwan started the implementation of the local self-government system, in which the legislature and finance authorities were controlled by the central government. By 1999 the implementation of Local Government Law has given the local government the self-governing rights. Because the local governing problems are becoming complicated day after day and more dependable, local government has trapped into governing difficulty due to limited resources. In order to improve and increase administration efficiency and economical benefit, inter-regional cooperation system must be created on a faster pace. This research undertook the literature review, case study and interview to compile analysis. Case studies focus mainly not only on regional development and inter-cooperation plans in Taoyuan County between 2002 and 2006, but also the cooperation effectiveness of various topics involved (Recreation and tour, transportation, industry development, environment resources, Disaster prevention and policing, culture and education, health and social welfare, indigenous people, Hakka ethnic group and new immigrants). This report is conducted in the attempt to analyze the variables that affect inter-county/city cooperation, to research and propose municipal cooperation integration system and priority development suggestions. By adopting previous mentioned research methods, this research has derived the following conclusions: To collaborate on the cooperation to solve inter-county/city problems, concept of living area and industry area shall be fortified. Inter-county/city cooperation shall eliminate political interference in order to generate benefits. Inter-county/city cooperation must bear in mind the quality of “mutual interests” in order to develop smoothly. “Level of integration difficulty” and “complication of plan” would influence the willingness and effectiveness of inter-county/city cooperation. Inter-county/city cooperation shall take current system integration into consideration. Impact of “individual interest” and “cooperation interest” will affect the continuity of inter-county/city cooperation. Central government does have not independent department, policies and related subsidy plan for inter-county/city cooperation. When various inter-county/city cooperation issues relate to new or modified regulations and distribution of municipal resources (such as water resource distribution, establishment of land bank, operation of land debris management, distribution of central resources and etc.), the level of integration difficulty and complication is higher, and as a result would affect willingness and effectiveness of cooperation. This research herein proposes the followings: Local government shall establish information sharing system and create a sense of cooperation culture. Roles and duties within the inter-county/city cooperation shall be outlined clearly to include cooperation plan and timelines. Inter-county/city cooperation shall follow “mutual interest” and “avoiding conflict” principles to plan the priority in development issues. Central government administration shall be modified to create supportive system. Central government shall take prompt action to make amendments to the financial revenue and expenditure regulations in order to reasonably support and fit into local government’s financial picture. Central government shall have subsidy funding for regional plan in place, in order to encourage inter-county/city cooperation. Local government, in accordance to different type of affairs, specialty of local industry, and government policy-directive development cooperation, shall establish cooperation systems (such as inter-government forum, committee meeting, head of department meeting, mayors meeting and etc) by different levels of authority meetings in order to control the progress within a timely fashion.

This study was to investigate the relationship in Taoyuan City, Hsinchu City, Hsinchu County and Miaoli County elementary school teacher emotional labor and organizational citizenship behavior. The subjects were teachers in public elementary schools in Taoyuan city, Hsinchu city, Hsinchu county and Miaoli county. This research study used questionnaire. The number of 657 valid questionnaires were collected. After the data reclaim, the data were analyzed by descriptive statistics, t test, one-way analysis of variance, canonical correlation and stepwise multiple regression analysis , research results are as follows: 1. The elementary school teachers in Taoyuan city, Hsinchu city, Hsinchu county and Miaoli county have medium-high perception degree toward teacher emotional labor and organizational citizenship behavior. 2. There is a significant difference among background variable perception toward emotional labor in area, age, years of service ,education level,school size for the elementary school teachers in Taoyuan city, Hsinchu city, Hsinchu county and Miaoli county. 3. There is a significant difference among background variable perception toward organizational citizenship behavior in area, gender,age, years of service , duty type,education level,school size for the elementary school teachers in Taoyuan city, Hsinchu city, Hsinchu county and Miaoli county. 4. The elementary school teachers’ emotional labor and organizational citizenship behavior in Taoyuan city, Hsinchu city, Hsinchu county and Miaoli county have a positive correlation. 5. The teachers’ sincere performances in the elementary school in Taoyuan city, Hsinchu city, Hsinchu county and Miaoli county, has great predictive power toward organizational citizenship behavior. Lastly, based on this conclusion, the researcher provided specific suggestion for elementary school, elementary school teachers, and future academic studies.

The objective of this study is to explore the relationship between teachers’ professional commitment and teaching effectiveness of elementary school English teachers in Taoyuan City, Hsinchu County, Hsinchu City and Miaoli County. A questionnaire was conducted in the study to survey teachers of 249 elementary schools and the stratified random sampling was adopted to select 539 English teachers and 516 copies of answered questionnaire were received with a response rate of 95%. The data received were analyzed through descriptive statistics, independent-sample t test, single factor analysis of variance, canonical correlation, and stepwise multiple regression analysis to obtain the following results: 1. The elementary school English teachers in Taoyuan City, Hsinchu County, Hsinchu City and Miaoli County have high perception degree toward teachers’ professional commitment. 2. The elementary school English teachers in Taoyuan City, Hsinchu County, Hsinchu City and Miaoli County have high perception degree toward teaching effectiveness. 3. There is a significant difference among background variable perception toward teachers’ professional commitment in age, qualification, position, and school size for elementary school English teachers in Taoyuan City, Hsinchu County, Hsinchu City and Miaoli County. 4. There is a significant difference among background variable perception toward teaching effectiveness in qualification, seniority, and position for elementary school English teachers in Taoyuan City, Hsinchu County, Hsinchu City and Miaoli County. 5. There is a distinctive canonical correlation between teachers’ professional commitment and teaching effectiveness for elementary school English teachers in Taoyuan City, Hsinchu County, Hsinchu City and Miaoli County. 6. Teachers’ professional commitment can definitely predict teaching effectiveness for elementary school English teachers in Taoyuan City, Hsinchu County, Hsinchu City and Miaoli County. According to the research results, a number of suggestions are provided for the educational authorities, school administrative departments, elementary school English teachers, and future researchers.

This study is mainly to explore the operation of the Hsinchu City Civil War Comprehensive Coordination Meeting and its relationship with the mechanism transformation. In addition to the research background and motivation, this paper collects relevant data based on in-depth interviews. Then, this research reviews the relevant literature, and analyzes the organization, operation mechanism, and tasks, and analyzes the realted thesis. It is found that the operation of the National Coordination Meeting for the National Civilization and the transformation of the mechanism is rare. Therefore, in the case study, this research analyzes the interviewees on the coordination and mobilization relationship of the war games and the analysis of the command mechanism of the war syndicate. Finally, the conclusion of this research will be arddressed.

The study is to discuss the organizational culture of the Kaohsiung City government employees after the merger of Kaohsiung City and County, and to compare the organizational culture cognition of different backgroud. The study applies literature review and questionnaire surveys to gather and analyze information. The questionnaire surveys target the 900 government employees at the first-level agencies and district offices of Kaohsiung City. The research tool used is the self-compiled questionnaire titled “Kaohsiung City employees’ cognition of the organizational culture”. The independent-samples test method is performed using the Chinese version of SPSS 19.0 statistical software to process the questionnaire data. The following conclusions were made from this study based on the results of data analysis: 1. Employees at the first-level agencies and district offices of Kaohsiung City have a positive of cognition regarding organizational culture, of which the cognition level of “Interactions with colleagues” is the highest. 2. The employees at the first-level agencies and district offices of Kaohsiung City at the age of 40 and above, with the position of director and 16 or more years of service, they have a higher cognition level of “vision and target”, “leadership and management” and “working conditions” regarding organizational culture. 3. Employees at the first-level agencies and district offices of Kaohsiung City at the age of 40 and under, with non-supervisory and 15 years of seniority or less, they have a higher cognition level of “Interactions with colleagues” regarding organizational culture. 4. Kaohsiung City Government employees worked at Kaohsiung City before had significantly different levels of organizational culture. They also have a higher cognition level regarding organizational culture.. Based on the findings of these studies, specific suggestions were made regarding practical applications. Such as To empower, Provide employee training and transfer of personnel. Shaping organizational culture to provide guidance, promote teamwork and establish communication channels.

Under the impact of the US sub-prime mortgage crisis, we have a negative impact to global financial market. There is no escape from the impact of a global economic downturn. Due to the reduction of power consumption in the U.S. market, economic growth reversals in Asia. Taiwan must not remain outside the international economy. The orders enterprises got sharply declined more than 40%. According to the announcement by Directorate-General of Budget Accounting and Statistics of the Executive Yuan, R.O.C, the economic growth rate repair to 1.87% and 2.12% from original 2.43% and 2.96%, but the real economic growth rate is only - 2.97. A lot of foreign institutes also revised down their economic growth rate appeared the worse situation is unexpected before. The government stipulates every urban renewal regulations and method, for example: urban renewal autonomy regulations, to encourage non-governmental investors to participate in urban renewal, the regulations of bulk reward and transfer of development rights, tax donating and reducing or remitting, to reduce business income tax if cooperating with public facilities. As to urban renewal and city life cycle, the city seems to the living individual go through forming, growing up, peaking, failing, declining and even becoming extinct. It causes the city to final fail including no economy internal and external of the city, the function is baffled inside the city and the traffic jam outside the city. Moreover, needed urban renewal area always been distributed in the old urban area, with high living density and many shabby buildings. Sanitary condition and living environment quality are necessary to be improved. Today, the achievement after promoting the process of Urban Renewal is not ideal. The main purpose of this research is to investigate and compare with urban renewal autonomy regulations among Taipei city, kaohsiung city and Taichung city, and would like to offer some ideas for reference.

According to the survey of literature, myself made the instrument, inculding「Teacher''''s culture scale of primary school teacher」. There are 841 questionaires of the teacher at random from 129 primary school in northern Taiwan, including Taoyuan county , Hsindu county, Hsindu city, Miaoli county.While the subjects being interviewed included 6 primary school teachers. The data were analysed by the method of descriptive and inferential statistics, including one-way ANONA. The major results of the study are as follows: 1.Primary school teacher perceived teacher culture current situation were higher level. 2.There were not significant difference in the primary school teachers’perception of teacher culture in term of gender. 3. In term of position, there were significant difference, in primary school teachers’perception of teacher culture on the aspect of belief and value for cooperation and on the aspect of norm and life style for profession autonomy. 4. In term of school''''s region,there were significant difference, in primary school teachers’perception of teacher culture on the aspect of belief and value for five parts and on the aspect of norm and life style for cooperation. 5. This study targets Taiwanese largest and most valuable animal husbandry- the pig production industry. The life cycle assessment method is adopted to examine the environmental impacts on the pork producing process in a pig farm in northern Taiwan. Through the approach of life cycle assessment, the entire producing process is divided into three stages for analyzing its environmental influences: raw material sources, energy consumption in agricultural process and the process of waste and excreta disposal. Taking 1kg of live weight as a functional unit, we use the life cycle assessment software, SimaPro 8.5 and select ReCiPe 2008, as the impact assessment method to carry out environmental impact analysis of midpoint and endpoint. The results based on 1kg live pig weight showed that in seven on-farm feed and farrow-to-finish pig farms, the global warming potential was 5.34-6.57 kg CO2 eq, and the water depletion was 0.135-0.213 m3. Based on the comparison, it is found that the impact of eutrophication and environmental toxicity in Taiwanese pig industry are relatively higher, and the impact on terrestrial toxicity ranges from 0.0641 to 0.367 kg 1,4-DB eq. The information on each farm indicates that “pig feed production” has the greatest potential impact on the environment, accounting for 80-92% of the overall endpoint impact. In addition to feeding management and manure treatment, the choice of feed source will be one of the considerations.

Taiwan has been brought into “Liou-Du” (six special municipalities) era of national spatial planning and local governance. However, with the pressure from global trend of urbanization and competition within, normal cities increased their gap with urban area which leads to marginalization due to the limitations of resources and collaborative governance with nearby cities. National Development Council advocates governments of Taichung city, Changhua county and Nantou county to create “Midland Taiwan Cooperation Platform” in the framework of “Strategic Plan for National Spatial Development.” The platform is a collaborative governance mechanism which conform public resources and development visions of three administrational regions. It tends to promote regional development with ideas of collaborative governance and regional cooperation by approaches of complementing advantages and mutualism. Since Taichung city, Changhua county and Nantou county not only have their own administrative region but also have different tendencies of political party and pattern of interest, these political factors often influence the issues on regional cooperation. Furthermore, after newly elected mayors of Taichung, Changhua and Nantou took their offices on December 25th, 2014, they signed the agreement to create “Taichung, Changhua, and Nantou regional governance platform.” How to coordinate mechanism between two platforms in order to bring in the full synergy of collaborative governance is the purpose of this research. This research applied archival analysis, cases study and in-depth interviews and consulted regional governance mechanisms from Japan, United Kingdom and the United States. In order to implement the vision of a rising central Taiwan, the conclusion suggests intensifying cooperative actions of three governments to improve regional development by governance strategies including improving tourism development strategy, collaborative governance mechanisms, and cross-sectoral governance strategy.

In the process of urbanization, the population and economy are rapidly growing. To achieve the demand of urbanization, natural areas are developed into construction areas in the city. Nature areas began to shrink and fragment, causing a great deal of damage, such as species extinction. The ability of nature to control the flood, adjust the rain, and filter pollution has been lost. This study is based on the city of Kaohsiung and Kaohsiung County. The study uses a large scale to re-examine the spatial structure of this area to propose an effective and reasonable planning policy for the environment and ecosystem. The study introduces the concept of green infrastructure to develop a green network system for the city. Green infrastructure is a network connecting natural areas and open spaces that can save ecological value and retain the ecosystem function. A green infrastructure network consists of hubs and links, and the network pattern can be made for different purposes. The study chose green land with an area of more than twenty hectares for the hubs and chose the terrestrial animal for the target species. The study uses the least-cost path analysis to plan the links for the terrestrial animal. The least-cost path, which is the path of least resistance when the terrestrial animal passes through the landscape. All the hubs generated 903 links. To create the green infrastructure networks, this study uses the gravity model to evaluate which corridor is the most important. Using the graph theory, the study developed three plans for a green infrastructure network to meet different demands: the Paul Revere, Traveling Salesman, and Least Cost to User networks. Planners can see different demands dictating the choice between different green infrastructure networks. Finally, the study discusses the three-network structure, finding the important hubs and links for the terrestrial animal. These areas should be protected to maintain the green infrastructure network.

The 921 Earthquakes and the 72 and 824 floods in Hoping, caused a lot of damage to the local environment and image, affecting the development of local agriculture and leisure industry. Marketing can improve this difficult situation, therefore, this research is based on the present negative image and difficult situation in Hoping. The method of marketing research of whole characteristics, resources require strategic planning to make place prosperous. First, I review the theory of place marketing, place image, and strategic planning. In addition, I review the literature of place marketing of recent years to understand the achievements and deficiencies in these research studies. This research emphasizes"place image" by surveying the local environment and image by strategic planning. In the aspect of research design and investigation, questionnaires were used to understand the residents’ opinions, values and expectations about place image. This method was the most appropriate with time and funding limitations. The first three parts of questionnaire mainly designed by place image theory, and fourth part is about the participant’s property. Moreover, the sample interviews includes officials in Taichung county government and Hoping, the public representatives, communities in Hoping, and experts about place marketing. The interview content includes the present situation, local image and marketing strategies in Hoping, and it is designed by way of half structure. This research examines the marketing product, price, channel and promotion in Hoping, and resulting in place marketing 4P plan. The plan includes: the performers, the objects, and the implementation ways and strategies. Discoveries are:(1) Strategic place marketing is the main connotation in place marketing; (2) There is a close relationship among Place image, place marketing ,and strategic planning; (3)The main work in place marketing is to design, advertise and promote place image .

The Main purpose of this research is to investigate and analyze the relationship between elementary school teachers’ sense of community and community public affair participation in Chia-yi County and Chia-yi City. Through random sampling, this research distributed 380 questionnaires and get 257 back. The return rate is 93.9%. Based on the result, the major findings of the study are as follows: 1.This research discovered that in Chia-yi County and Chia-yi City, the elementary school teachers’ sense of community belongs to the middle and upper level which means they have the grater sense of community. 2.The elementary school teachers who are older than 41 show the grater sense of community than those teachers who are under 30. 3.The elementary school teachers who live in the school local community have the grater sense of community than those who do not. 4.The elementary school teachers who take on the non-paid work in the community have the grater sense of community than those who do not. 5.The overall level of the elementary school teachers’ participation in the community public affairs from both Chia-yi City and County is above average, which shows the participation of the elementary school teachers from the two areas is fairly high. 6.The elementary teachers who live in the school local community would engage more to the living environmental improvement than those who do not. 7.The elementary teachers who take on the non-paid work in the community would engage more to the community public affairs than those who do not. 8.The community consciousness of the elementary teachers shows positive correlation to the participation of community public affairs. The more the community consciousness the teachers have, the higher level the teachers’ participation of the public affairs is, where as the less, the lower.

Most empirical studies about the relationship between economic growth and income distribution of Taiwan found that there exists the U-shaped relationship. These studies considered the case of Taiwan is an exception of Kuznets’ inverse U-shaped hypothesis. In stead of using the national level of data, the purpose of this study is to reexamine this relationship based on the data of local economic growth and local income distribution. This study considered 23 cities/counties of Taiwan area and employed the data from 1983 to 2006. Based on the original uncorrected series data, the results showed that the relationship of local economic growth and local income distribution represented an S-shaped. That is income distribution revealed worse first, and then improved, and finally getting worse again as the economy grew. The same results can be observed as we added possible explanatory variables. According to the tests, we further used the first-order differential corrected series data to study. The empirical results showed that the U-shaped relationship of economic growth and income distribution existed. That is income distribution represented improving and then deteriorating as the economy grew. The same observations were obtained if we added other possible explanatory variables. This result is similar to the conclusion of Fei et al. (1979) study. That is the relationship between economic growth and income distribution of Taiwan represented the U-shaped distribution.

Objectives― To profile trends in mortality in Kaohsiung City and County during 1965-2004, and to examine how socioeconomic development was associated with mortality in Kaohsiung area. Design― Cross-sectional and longitudinal analyses at city/county and township levels. Data were obtained from statistics of local and central governments. Regression was performed to examine the relation between socioeconomic development and mortality. Measure― All-cause mortality Results― Evident reduction in mortality was observed for Kaohsiung area during 1965-2004, with the rates declining from 9.4%o to 5.4.%o in Kaohsiung City and 10.2.%o to 6.0.%o in Kaohsiung County. The decline was faster for Kaohsiung City, resulting in a widening gap in mortality between the City and County. Both city/county and township levels of analysis showed that higher socioeconomic development was associated with lower mortality. Findings from the regression analysis suggested that, among all development indicators under study, the proportion of residents aged 15 and over receiving higher education was the most powerful predictor of lowering mortality, and its association became stronger over time. With respect to economic development indicators, household disposable income was the strongest predictor at city/county level, while the proportion of low-income households at township level. Conclusion― Socioeconomic development is important to the reduction of mortality in both Kaohsiung City and County, and should be taken into account for further action to improve the health of the population, especially to reduce mortality gap within the area.

Evolving from the Industrial Revolution in the past to Information and Communication Technology (ICT) nowadays, the world’s distance has been gradually shortened and city has been rapidly developed. Population has been migrated from rural to urban areas. Under such circumstances, applying ICT to effectively promote city management, including lives of citizens, economy, environment, transportation, safety and other resources, has been a critical issue. As a result, the term of “smart city” is brought. As one of the central cities of Taoyuan, Hsinchu and Miaoli areas, Hsinchu County, containing Tai Yuen Hi-Tech Industrial Park, Hsinchu Science Park and the leading research institute in Taiwan, Industrial Technology Research Institute (ITRI), has attracted many domestic and international companies to invest in and high-tech employees to immigrate to. In addition, the advantages of cultural heritage, natural environment and county area, as well as the potential to become smart city makes Hsinchu County one of the promising locations for research and development of smart city. Hsinchu County, still in infancy of smart city, however, is lack of consistent and explicit strategies as well as directions currently. This study investigated the strategies to promote smart city for Hsinchu County. References related to smart city and cities awarded by Intelligent Community Forum (ICF) were collected and used for drafting project of smart city promotion. Besides, quantitative analysis was accomplished to understand public and expert opinions about development of smart city for Hsinchu County, according to public questionnaire (descriptive statistics) and expert questionnaire (fuzzy Delphi method). Plan for promotion of smart city for Hsinchu County was established, as a reference for policy makers when making policies or determining directions in the future. Taiwan''s administrative division years have not made the large-scale adjustment in the recent 60, the competitions of the regions are more intense than before in the globalization time, but the scales of the cities are so small that we cannot complete with the international big cities , so we should make the adjustment to expand the administrative division. Hsin Chu city is a high quality city, it had the good condition and should see expand the administrative division as the foundation of the forever development. To improve the competition of the Hsin Chu city, the best way is to combine the Hsin Chu country that has the common life circle, but it is a big project to change the administrative division, we must to make the entire plan to reduce the impact of the local. The viewpoint of the study is “Hsin Chu city-county consolidation”, and does the standardized interview to makes the SWOT analysis. Finally, list the feasibility analysis and suggestion about Hsin Chu city-county consolidation in order to do for the reference in the future.

Nanying was separated to Tainan city and Tainan County for 65 years and upgraded to a municipality “cultural capital" on December 25, 2010. After that Tainan city are facing organization merged to dual administrative center. There are so many operation problems happen. It is very difficult to balance the human resources, finance need and difference between town and country. This thesis is studing that merger of the Tainan City Government and explore its administrative effectiveness issues. The purposes of this study are following. First, explore the efficiency of administration after Tainan combined form legal structure point view. Second, understand The Great Tainan development strategy. It will be including that impact of economic benefit sand management planning. This study used a qualitative research method which includes document analysis, in-depth interviews and other ways to explore Tainan merged its administrative effectiveness. The study results are following, First, Tainan City mayor administration satisfaction survey in five municipalities. Second, five are friendly, happiness and safe Index. Third, the city residential pride index. Fouth, public welfare and administrative efficiency index and finally, Lu Ping project. The implementation results of satisfaction is the highest of five municipalities . After merger of Tainan city that administrative efficiency is received high degree of recognition. Taiwan become Capital of Culture, Science and Technology town, sightseeing park and most livable city.

The delineation of administrative boundaries not only determines the spatial distribution of urban and rural areas but also affect the natural resources related to conservation, utilization, and management. In Taiwan, various institutional factors such as the urban development gap, the scale of administrative areas, and the administrative system level often result in uneven distribution of resources of social injustice. In this study, the starting point for the discussion on the annexation of the city and county of Kaohsiung is a comparison of similar properties in the area of space but with differences due to administrative boundaries in the distribution of local green resources, in addition to an exploration of the expansion of urban areas when there is regional integration within the resource advantages for fine-scale observations under the impact of the community. The study area will include Kaohsiung City''s Lingya in the Cianjhen District and Fengshan City in Kaohsiung County. In addition, the counties and cities are the respective executive authorities within the study area; this point highlights the unique place and historical development of the human context. The research methods of this study will focus on the distribution of spatial location and different specific administrative units with respect to the local green resources analysis and evaluation. In the quantitative analysis, which will, through the landscape ecology indicators among computing tools (Fragstats 3.3R), quantify the characteristics of the landscape within the urban scale, and a geographic information system (ArcGIS 9.3R) spatial analysis module will be applied to evaluate the accessibility of the green space resources. Then a qualitative survey will be carried out using an on-site observation method and a local interview method to reach an understanding of local community resources with respect to the interactive effects and differences. The results show the existence of administrative boundaries for local green resource allocation and planning, which will produce different degrees of impact, so when the city changes in administrative areas, local green resources management institutions may also be involved in the adjustment of planning and assessment opportunities. Finally, we hope to do for the community through the development of local sustainable practices and to determine the appropriate direction for local green resource strategic planning.

The purpose of this study was to understand the actual situation of the elementary school teacher’s psychological capital and innovative teaching in Taoyuan, Hsinchu and Miaoli, and analysis of the relationship between the elementary school teacher’s psychological capital and innovative teaching. This study was conducted adopting questionnaire survey, and 729 elementary school teachers from 84 elementary schools were selected based on stratified random sampling according to their sizes. A total of 632 valid questionnaires were collected and the recovery rate was 87%. The collected data were analyzed as descriptive statistics, independent sample t test, one-way ANOVA, canonical correlation and stepwise multiple regression. The obtained results are summarized as follows: 1.The degree of elementary school teachers’ perception on psychological capital reaches medium-high. The perception of “hope” is the highest, while that of “resilience” is the lowest. 2.The degree of innovative teaching reaches high. The perception of “teaching method” is the highest, while that of “teaching evaluation” is the lowest. 3.There is significant difference on age and position-in-charge in elementary school teachers’ perception on psychological capital. 4.There is significant difference on highest education and position-in-charge in teachers’ innovative teaching . 5.There is a distinctive canonical correlation between elementary school teacher’s psychological capital and innovative teaching in Taoyuan, Hsinchu and Miaoli. 6.Elementary school teacher’s psychological capital can be definitely predicted of innovative teaching in Taoyuan, Hsinchu and Miaoli, among which “resilience” is the highest. Based upon the aforementioned results, this study proposed some recommendations as reference to the school administrative units, teachers as well as follow-up researchers.

This study aims at investigating the relationship between elementary school principals’ innovation leadership and school competitive advantage in Taoyuan City, Hsinchu County, Hsinchu City and MiaoLi County. Employing the questionnaire survey method, this study takes public elementary school teachers across Taoyuan City, Hsinchu County, Hsinchu City and MiaoLi County as the research subjects. The total number of formal questionnaires issued are 552, and the number of returned valid questionnaires are 514. The rate of valid questionnaires is 93%. Data obtained from the survey is coded in the computer and analyzed via SPSS 18.0 for Windows statistical software in descriptive statistics, independent sample t-test, one-way ANOVA, canonical correlation and multiple stepwise regression. According to the results of data analysis and induction, the study reaches the following conclusions: 1.Elementary school teachers’ perceptions of principals’ innovation leadership reach the high level. 2.Male teachers, teachers who serve as directors or serve in schools of scale between 7 to 12 classes have better awareness of principal's innovation leadership. 3.Elementary school teachers’ perceptions of school competitive advantage reach the high level. 4.Male teachers, teachers who serve as directors or serve in schools of scale between 7 to 12 classes have better awareness of school competitive advantage. 5.There is positive correlation between principals’ innovation leadership and school competitive advantage. 6.Principals’ innovation leadership can predict school competitive advantage. Based on the above study, some suggestions are proposed for the reference of educational administration agencies, elementary school principals, teachers and future related researches.

The objective of this paper is to discuss the financial status of Kaohsiung city after the impact of the Governing Allocation of Revenues and Expenditures Act and the merge of Kaohsiung city and county. After Kaohsiung city-county consolidation to elevate status on December 25, 2010, the new government, by the law, needs to accept the obligations and responsibilities of Kaohsiung County in addition to the original outstanding debts of two governments. It is therefore interesting to ask if the restructuring of administrative regions policy leads to the budget deficit of the new government too large. To this end, we test whether the Kaohsiung fiscal deficits are too large to be sustaintable over the period 1987-2010. Our empirical results have shown that, at the present system of laws, the fiscal deficits of the Kaohsiung city-county consolidation are satisfied since they are stationary.

The study aimed to comprehend special educational diagnosticians’ satisfaction with and suggestions on the training system in Taoyuan County, Hsinchu City, Hsinchu County and Miaoli County, and it further discussed the relation between their satisfaction and suggestions. The subjects of the study were elementary-level (reserved), middle-level and high-level diagnosticians appointed by Committee Responsible for Identification and Placement of Gifted and Disabled Students in Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County in the academic year of 2012. Data were collected by a self-made “questionnaire on diagnosticians’ satisfaction with and suggestions on the training system in Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County.” Stratified proportional sampling was adopted to mail the formal questionnaire to sample schools. 410 copies of questionnaire were distributed, and 365 of them were retrieved with 89.02% of recovery rate. After invalid copies of questionnaire were eliminated, 347 of them were considered valid with 96.4% of available rate. The results were analyzed on the basis of data collected, and the conclusions were as follows: I. 90.8% of special educational diagnosticians in Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County thought the affair affected their original positions, and 91.8% of diagnosticians had feelings of stress that was medium level or over. II. Special educational diagnosticians in Taoyuan County, Hsinchu County, Hsinchu City and Miaoli County who thought the training system would affect their original positions and who felt more pressured had lower satisfaction with the system. III. Regarding the differences of satisfaction with the training system of diagnosticians of different backgrounds, twelve variables including “the highest educational background,” “professional background of special education,” “total year of teaching,” “year of being a diagnostician,” “category of diagnostic stage,” “location of teaching,” “position,” “number of classes at school,” “number of tested cases,” “assessment time,” “influence on original position” and “different feelings of stress” reached significant differences. IV. Regardless of the variable of different backgrounds, the dimension with the lowest satisfaction was “testing fees”. V. In regard to suggestions on the training system, time for the training course was suggested to be held in the afternoon of Wednesday, and the classes of instruction of diagnosticians were properly reduced as a reward. Suggestions on assessment time and assignment principles varied on the basis of different locations and categories of diagnostic stages. VI. The cumulative effect of the factor that affected diagnosticians’ satisfaction with the training system was low to middle which was explainable in the system level, and this showed that there was certain relation between satisfaction with and suggestions on the training system.
