The change in city/county ranking of NMR from including to excluding live births <500 g was most prominent in Taipei City (from the 15th to the 1st) followed by Kaohsiung City (from the 18th to the 14th).ConclusionsThe city/county NMR in Taiwan is influenced by variation in the registration of live born for births with uncertain viability. We recommend presenting city/county NMR using both criteria (with or without minimum threshold of gestation period or birth weight) for better interpretation of the findings of comparisons of city/county NMR.

Abstract:
The publication addresses the issue of financing the activities of city counties in Poland. City counties are municipalities executing county tasks based on principles under the relevant act. Their area covers territories of bigger cities. Cities entitled to the rights of a county include those which in December 31, 1998 had more than 100,000 inhabitants, those which lost their right to be the seat of a voivode-ship, unless the relevant authorities at the request of a city council refused to grant county rights to a city, and those which were given the status of a county in the first state’s administrative division into the counties. City counties constitute a specific combination of a mu-nicipality and a county, as they fulfill not only municipality tasks but also county functions. They constitute a substantial part of the struc-ture of the Polish self-governmental administration. The legislator imposed a significant number of tasks on it. Their execution requires possessing necessary funds of an adequate amount by a unit. In-comes of city counties encompass three groups – own incomes, gen-eral subsidies and grants. Due to the dual construction of city coun-ties, municipality and county incomes can be distinguished in their profit structure as well. Management of varied sources of incomes can create problems that are to be overcome by authorities of the so-called district cities. The theoretical part of the article characterizes city counties as an element of the Polish self-governmental administration. Further-more, the review of sources financing their activities is conducted, whereas the experiential part is presented in the form of the case study attempting to assess the income side of the budget of Świnoujście City.

Abstract:
The characteristics of physical and chemical composition of municipal solid waste (MSW) of two different cities in Taiwan were examined. Population in Kaohsiung City way higher (12.2 folds) than Taitung County population, waste generation is also higher (13.08 folds) than in Taitung County. Nonetheless, there is no significant difference (8% difference) between Kaohsiung City and Taitung County for waste generation rate. It is found that food wastes account for the most proportion of the reusable waste of Kaohsiung City (36.88%) and Taitung County (6.43%), and moreover, the proportion of reusable waste of Taitung County is much less than that of Kaohsiung City. It is because Taitung County is an agricultural area, reusable waste can be reused by residents and not released to the garbage collection system. Furthermore, there was no significant difference of MSW composition between the Kaohsiung City and Taitung City (an administrative region of Taitung County). Paper, food wastes, and plastic accounted for a higher proportion. Food wastes were the major content in both cities because food wastes not included in the disposal system until ten years ago. These results show that organic waste such as food wastes remained significant, with room for more promotion as a resource recycling task.

With the development of the transportation, the county-country highway network has the more and more important function in the transportation network. Therefore, it is necessary to establish the scientific method evaluating the total function of the county country road network, so as to support decision for the synthetically transportation planning and management. The paper evaluates the whole construction level, layout quality and total capacity of the county-country highway network from the standpoint of holistic planning and synthetically transportation development. The status of the existent network is investigated and analyzed. Then the corresponding evaluating guideline system and method is put forward. Applying the proposed system and method, the paper analyzes the performance of some county highway network in Nanchong city and brings forward some improvement suggestions.

In order to investigate the water security situation in typical rural areas of Shandong province, the index system of water security assessment were estasblished based on full understanding of water security as well as combination between actual situation of Shandong province and the definition rural water security. With six county-level city of Shandong province as examples for water security evaluation, each index weigh was calculated by entropy method according to the fuzzy comprehensive evaluation method .It was showed that the water security rank from bad to good was shouguang city, ju county, qingyun county, wendeng city, feicheng city and linqu county. The evaluation results was in keeping with the actual condition of water resources, which shows that this system is applicable on rural water security evaluation.

We present a dataset covering the extent of local mask orders between April and August 2020, in states which did not have statewide orders (and hence 100% coverage). We obtained data from national and regional newspaper and broadcaster web-based articles, and city and county web pages. The information that we abstracted included: city or county of ordinance, date that the ordinance took effect, and the population of the city or county. In 14 states, city or county governments issued mask-wearing orders, and from our dataset it can been seen that the median population covered in the states was 37.5%; the coverage ranged from 1.6% (New Hampshire) to 77.1% (Arizona). Water resources, as a strategic resource, affect greatly ecological safety and sustainable development in a region. Based on meaning of Water resources carrying capacity, author selected three categories including of nine indexes and constituted index system. Huhhot, the capital of Inner Mongolia Autonomous Region,water resources carrying capacity was analyzed in Principle Component Analysis. The results show that exploitative and using capacity of water resources from high to low in Huhhot is city area, Wuchuan county, Tuketuo county, Qingshuihe county, Helingeer county, and Tumotezuo banner. Although the city region in the six areas is highest on the exploitative and using capacity of water resources, its potential capacity in city region is lower than its counties around. Tumotezuo banner of the six areas is highest in potential carrying capacity.The contradiction of the city area between supplement and demand is bigger than that of its counties around.The key to improve carrying capacity of water resources is to reform the using model of water resources in city area.

Abstract:
During the fourteenth century, the struggle for power between the craft guilds and patricians dominated the county of Flanders to such an extent that it resulted in three major revolts between 1302 and 1361. A common punishment for collective action was banishment from the city or from the entire county, either temporarily or for life. A mitigation of the capital punishment, sending those politically defeated into exile, partially transferred social and political tensions abroad and allowed the victorious party to restore order, although sometimes only until the return of the exiles under new political conditions. Thus these revolts were followed by waves of large scale collective expulsions, in the execution of which both princely and urban authorities were involved. After these, however, the importance of collective exile as a measure of repression sharply declined and other types of punishment were inflicted on rebellious communities. The purpose of this article is to explain this brief but intensive legal phenomenon within the judicial and political structures of the county.
