The City of Tartu is proud of its university and its status as a university town. The university is an even stronger memory site than the city and has special meaning for Baltic Germans in addition to Estonians, but also for Ukrainians, Armenians, Poles, Latvians, Jews and other minorities of the former Russian Empire. The commemoration of the anniversaries of the University of Tartu is a very graphic example of the use of memory and the susceptibility of remembering to the aims of the current political system and of various interest groups. Here history has become an “active shaper of the present” according to Juri Lotman’s definition. This article examines the commemoration of jubilees of the University of Tartu through two hundred years. Nowadays Estonians consider the entire history of the University of Tartu to be their own starting from its founding by King Gustav II Adolf of Sweden in 1632. The Estonian language was not unknown in the university in the Swedish era – knowledge of Estonian was necessary for pastors and some examples of occasional poetry written in Estonian have survived from that time. The university was reopened in 1802 when it was already part of the Russian Empire and became a primarily Baltic German university. It shaped the identity of the Baltic provinces in Russia and contributed to their growing together culturally in the eyes of both the German-speaking upper class and the Estonian- and Latvian-speaking lower class. The Estonian and Latvian languages were both represented at the university by one lecturer. There were also Estonians at the university in the first decades already but at that time, education generally meant assimilation into German culture. The 50th jubilee of the Imperial University of Tartu was commemorated in 1852 as a celebration of a Baltic German university. The 100th anniversary of the imperial university in 1902 was commemorated at a university where the language of instruction had been switched to Russian. The guests of honour were well-known Russian scientists, church representatives and state officials. For the first time, a lengthy overview of the history of the University of Tartu was published in Estonian in the album of the Society of Estonian Students under the meaningful title (University of the Estonian Homeland). Unlike the official concept of the 100 year old university, this overview stressed the university’s connection to the university of the era of Swedish rule. When the Russian Empire collapsed and the Estonian nation became independent, the University of Tartu was opened on 1 December 1919 as an institution where the language of instruction was Estonian. The wish of the new nation to distance itself from both the Russian and German cultural areas and to be connected to something respectably old was expressed in the spectacular festivities held in 1932 commemorating the 300th anniversary of the University of Tartu. After the Second World War, Estonians who ended up abroad held the anniversaries of the Estonian era University of Tartu in esteem and maintained the traditions of the university student organisations that were banned in the Soviet state. The 150th anniversary of the founding of the university was commemorated in the Estonian SSR in 1952 – at the height of Stalinism. The Swedish era university was cast aside and the monuments to the king and to nationalist figures were removed, replaced by the favourites of the Soviet regime. Connections to Russia were emphasised in every possible way. Lithuanians celebrated the 400th anniversary of their University of Vilnius in 1979, going back to the educational institution established in the 16th century by the Jesuits. This encouraged Estonians but the interwar tradition of playing up the Swedish era was so strong that the educational pursuits of the Jesuits in Tartu (1585–1625, with intervals) were nevertheless not tied into the institute of higher education. So it was that the 350th anniversary of the University of Tartu was celebrated on a grand scale in 1982. The protest movement among university students played an important role in the restoration of Estonia’s independence. Immediately thereafter, the commemoration of the anniversaries of the Estonian era university that had in the meantime been banned began once again. The 200th anniversary of the opening of the Imperial University of Tartu (2002) passed with mixed feelings. The imperial university as a university of the Russian state no longer fit in well and it was feared that the connection to the Swedish era would suffer. Yet since this period had nevertheless brought Tartu the greatest portion of its scientific fame, a series of jubilee collected works were published by various faculties. On the other hand, nobody had any qualms about commemorating the 375th anniversary of the Swedish era university five years later (2007) on a grand scale with new monuments, memorial plaques, exhibitions, a public celebration and a visit from the King of Sweden.

Abstract:
A study of public musical life in Edmonton, Alberta from the 1897 Diamond Jubilee of Queen Victoria through the beginning of World War I provides a case study in the development of new urban musical cultures during the settlement of western North America. The contrast between the Jubilee celebration and Alberta's inauguration as a province in 1905 reveals growing ambition to demonstrate a capacity for the serious music that could be viewed as a marker of civic achievement, and the absence in 1905 of First Nations dancers and drummers, who had taken part in the 1897 event, provides a reminder of the displacement of indigenous peoples that accompanied the immigration booms that characterized settler colonialism. Popular music too developed with the city; as an alternative to non-literate, rural practices like fiddling, it could represent another form of urban sophistication, but also provided an opportunity to import high culture's dismissal of the popular, yet another signifier of urban cultural practice.

Reconstruction of the stadium “Ermak” in the city of Novocherkassk associated with the preparation for the World Cup in 2018. Analysis of existing buildings detects the variety (diversity) and disharmony in the artistic and compositional (art and composite) decision of the area. The structure of the objects forming the area included buildings of meliorative academy, cinema “Kosmos”, hotel “Novocherkassk” and a 14-storeyed house. The southern part of the square is finished now by the entrance group of premises of stadium which isn’t meeting the requirements of further development of the sporting object. To complete the ensemble, its connection with the natural environment, selected the architectural and stylistic concept, expressed in the new object. The multifunctional (multipurpose) complex of the ‘Ermak’ stadium including premises of hotel, administration and trade can become such object. This object is a program in the preparation of all stadium for the forthcoming World Cup.

Abstract:
The 1897 Diamond Jubilee was a truly global celebration, breaking out across the wide expanses of the British Empire in a near simultaneous fashion. Yet these local events were not identical across the world. Using the local coverage of the celebrations that took place in Hong Kong and Cape Town, two of the empire’s most rapidly growing and significant port cities, this thesis uses the comparative method of analysis to uncover the nuances, similarities and discrepancies within them. This approach allows light to shine away from the focus of the festivities – Queen Victoria – and to be brought to bear more directly onto the locations and celebrants themselves. This thesis considers the socio-political and economic background to the events and examines whether these issues had any bearing on how the celebrations were performed and received. It also seeks to examine the subject of empire loyalty within these two cities, and the extent to which genuine levels of affection held towards the queen could be found. Whilst it is apparent that the celebrations were largely well-attended, and general levels of public engagement with the event appeared to be high, the arguments of this thesis take issue with the facile verdict, voiced by colonial institutions at the time, that active participation and attendance at the event was proof enough of its popularity. Instead, this work considers the different motivations that may have lay behind attendance at the festivities and also considers the various representations of Britishness that were also projected during the celebrations. In the final chapter, the Diamond Jubilee is considered in relation to the histories and identities of the two cities in which these celebrations took place.

Abstract:
In Libya, rural-urban migration and rapid population growth were intensified by the discovery of oil and brought the polarization by the big cities. This polarization has become a major issue of problems within the urban spatial planning, particularly in the case of Tripoli and Benghazi. In order to resolve these, the Libyan government had since attempted various efforts to alleviate these urban pressures through both indirect national policies and explicit spatial development strategies. The aim of the study is therefore to produce a critical evaluation of Libyan spatial policies by the government between 1970s and 2006 and to offer insights into how Libya could benefit from a balanced urban system. Both secondary and primary data were explored. This research has identified some merits of a number of spatial policies by the government as well as some major issues and weaknesses of these polices. Although government policies did have some effects in reducing the polarization by the two large cities, the issue of over dominance and the consequent urban problems still largely remained the same.

ENGLISH ABSTRACT: The South African system of local government has been significantly altered since the democratic local government elections held in November 1995 and July 1996. Soon after taking office in the newly established democratic local authorities, councillors came face to face with the reality of community demands, needs and expectations on the one hand and the limited resources to fulfil these needs on the other hand. Within this challenging context, councillors and officials had to ensure sustainable service delivery and the promotion of good local governance in general. In the South African context, the delivery of sustainable municipal services and good local governance within the constraints of limited financial resources is even more challenging given the constitutional and legal requirement that communities must participate in municipal affairs – including planning and budgeting processes. The research for this study was carried out using a literature review, individual interviews with senior City of Cape Town officials and the personal experience of the researcher. This study examines public participation in the budget process of the City of Cape Town during the period 2004–2006. The Western Cape did not previously have a ward participatory (committee) system like that used in the rest of the country. In contrast, the City of Cape Town set up a metro participation forum called subcouncils with area co-ordinators and ward forums. At the time of the study, the main vehicle for public participation in the city had been the Mayoral Listening Campaign that was embarked upon in 2003. The key focus of this campaign was to invite comments from residents and other stakeholders on governance and development issues facing the city. Comments were submitted via fax, e-mail, workshops and telephone. This study concludes with a number of recommendations on capacity building, the development of ward committees, improving communication systems as well as the implementation of effective monitoring and evaluation mechanisms. These recommendations should be implemented to enhance public participation in the budget process of the City of Cape Town.
AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse stelsel van plaaslike regering het beduidend verander sedert die plaaslike demokratiese regeringsverkiesings in November 1995 en Julie 1996. Raadslede het kort ná die vestiging van die nuut gestigte plaaslike owerhede bewus geword van die gemeenskap se nood en die beperkte hulpbronne om daardie nood te verlig. In Suid-Afrika is die lewering van volhoubare munisipale dienste en goeie plaaslike regering binne die konteks van beperkte finansiële hulpbronne selfs meer uitdagend gegewe die grondwetlike en wetlike vereiste dat gemeenskappe aan munisipale bedrywighede moet deelneem; insluitend munisipale beplanning- en begrotingsprosesse. Hierdie studie kyk na openbare deelname aan die begrotingsproses van die Stad Kaapstad vanaf 2004 tot 2006. Die Wes-Kaap het nie voorheen ’n wykskomiteestelsel in plek gehad soos die res van die land nie. Die Stad Kaapstad het wel ’n Metro deelnameforum (sub-rade) met areakoördineerders en wyksforums gehad. In die studietydperk was die hoofmeganisme vir openbare deelname in die Stad Kaapstad die “Mayoral Listening Campaign” wat in 2003 begin het. Die hoofdoel van die veldtog was om terugvoering van die gemeenskap en rolspelers te kry aangaande die ontwikkeling van die Stad Kaapstad. Terugvoering is hoofsaaklik deur middel van e-pos, faks, telefoon en werksessies ontvang. Die studie sluit af met ’n aantal voorstelle vir kapasiteitsontwikkeling, die ontwikkeling van wykskomitees en die verbetering van kommunikasiestelsels sowel as die implementering van doeltreffende monitering- en evalueringmeganismes. Hierdie voorstelle behoort aangewend te word om openbare deelname in die Stad Kaapstad se begrotingsproses te verbeter.

However, the spatial configurations which could stimulate the transformation around the neighbourhoods of the station have not been clearly identified. It could be argued that the implementation of transport systems and the creation of new stations would enhance the mobility of the transport network and the accessibility around the station’s vicinity. Furthermore, the dynamics of pedestrian flow, generated by the new transport system might transform the social, cultural and economic activities around the stations. Therefore, the aims of this study are to analyse how the spatial configuration and the urban formation are affected by the implementation of stations and understand how the new stations emerge in the urban form. The Jubilee Line Extension (JLE) in East London, which started to operate in 2000, plays an essential role in connecting Central London with the recently developed financial district in the east. This study focuses on two stations located along the JLE, Bermondsey and West Ham, which have different topological and demographic characteristics. To determine whether the stations integrate cohesively with the urban environment, this study applies Space Syntax methods of spatial network analysis to evaluate the spatial characteristics and compares with GIS data of the house prices and land use distribution before and after the JLE. The results demonstrate a strong correlation between pedestrian movement and the distribution of residential and commercial activities within the street network structure. The study also reveals the strength and weakness of the stations, which are embedded within urban structures and suggests urban regeneration strategies through improving the accessibility and public space design. Short-term rentals mediated by digital platforms have positive and negative impacts that are unevenly distributed among socio-economic groups and places. Detrimental impacts on the housing market and quality of life of long-term residents have been particular contentious in some cities. • In the 12 cities studied in the report (Amsterdam, Barcelona, Berlin, Brussels, Lisbon, London, Madrid, Milan, Paris, Prague, Rome and Vienna), city governments have responded differently to the growth of short-term rentals. • The emerging local regulations of short-term rentals take multiple forms and exhibit various degrees of stringency, ranging from rare cases of laissez-faire to a few cases of partial prohibition or strict quantitative control. Most city governments have sought to find a middle-ground approach that differentiates between the professional rental of whole units and the occasional rental of one’s home/ primary residence. • The regulation of short-term rentals is contentious and highly politicised. Six broad categories of interest groups and non-state actors actively participate in the debates with contrasting positions: advocates of the ‘sharing’ or ‘collaborative’ economy; corporate platforms; professional organisatons of short-term rental operators; new associations of hosts or ‘home-sharers’; the hotel and hospitality industry; and residents’ associations/citizens’ movements. • All city governments face difficulties in implementing and enforcing the regulations, due to a lack of sufficient resources and to the absence of accurate and comprehensive data on individual hosts. That data is held by corporate platforms, which have generally not accepted to release it (with a few exceptions) nor to monitor the content of their listings against local rules. • The relationships between platforms and city governments have oscillated between collaboration and conflict. Effective implementation is impossible without the cooperation of platforms. • In the context of the European Union, the debate has taken a supranational dimension, as two pieces of EU law frame the possibility — and acceptable forms — of regulation of online platforms and of short-term rentals in EU member states: the 2000 E-Commerce Directive and the 2006 Services Directive. • For regulation to be effective, the EU legal framework should be revised to ensure platform account- ability and data disclosure. This would allow city (and other ti ers of) governments to effectively enforce the regulations that they deem appropriate. • Besides, national and regional governments, who often control the legislative framework that defines particular types of short-term rentals, need to give local governments the necessary tools to be able to exercise their ‘right to regulate’ in the name of public interest objectives.
