Full textENGLISH ABSTRACT: The South African system of local government has been significantly altered since the democratic local government elections held in November 1995 and July 1996. Soon after taking office in the newly established democratic local authorities, councillors came face to face with the reality of community demands, needs and expectations on the one hand and the limited resources to fulfil these needs on the other hand. Within this challenging context, councillors and officials had to ensure sustainable service delivery and the promotion of good local governance in general. In the South African context, the delivery of sustainable municipal services and good local governance within the constraints of limited financial resources is even more challenging given the constitutional and legal requirement that communities must participate in municipal affairs – including planning and budgeting processes. The research for this study was carried out using a literature review, individual interviews with senior City of Cape Town officials and the personal experience of the researcher. This study examines public participation in the budget process of the City of Cape Town during the period 2004–2006. The Western Cape did not previously have a ward participatory (committee) system like that used in the rest of the country. In contrast, the City of Cape Town set up a metro participation forum called subcouncils with area co-ordinators and ward forums. At the time of the study, the main vehicle for public participation in the city had been the Mayoral Listening Campaign that was embarked upon in 2003. The key focus of this campaign was to invite comments from residents and other stakeholders on governance and development issues facing the city. Comments were submitted via fax, e-mail, workshops and telephone. This study concludes with a number of recommendations on capacity building, the development of ward committees, improving communication systems as well as the implementation of effective monitoring and evaluation mechanisms. These recommendations should be implemented to enhance public participation in the budget process of the City of Cape Town.
AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse stelsel van plaaslike regering het beduidend verander sedert die plaaslike demokratiese regeringsverkiesings in November 1995 en Julie 1996. Raadslede het kort ná die vestiging van die nuut gestigte plaaslike owerhede bewus geword van die gemeenskap se nood en die beperkte hulpbronne om daardie nood te verlig. In Suid-Afrika is die lewering van volhoubare munisipale dienste en goeie plaaslike regering binne die konteks van beperkte finansiële hulpbronne selfs meer uitdagend gegewe die grondwetlike en wetlike vereiste dat gemeenskappe aan munisipale bedrywighede moet deelneem; insluitend munisipale beplanning- en begrotingsprosesse. Hierdie studie kyk na openbare deelname aan die begrotingsproses van die Stad Kaapstad vanaf 2004 tot 2006. Die Wes-Kaap het nie voorheen ’n wykskomiteestelsel in plek gehad soos die res van die land nie. Die Stad Kaapstad het wel ’n Metro deelnameforum (sub-rade) met areakoördineerders en wyksforums gehad. In die studietydperk was die hoofmeganisme vir openbare deelname in die Stad Kaapstad die “Mayoral Listening Campaign” wat in 2003 begin het. Die hoofdoel van die veldtog was om terugvoering van die gemeenskap en rolspelers te kry aangaande die ontwikkeling van die Stad Kaapstad. Terugvoering is hoofsaaklik deur middel van e-pos, faks, telefoon en werksessies ontvang. Die studie sluit af met ’n aantal voorstelle vir kapasiteitsontwikkeling, die ontwikkeling van wykskomitees en die verbetering van kommunikasiestelsels sowel as die implementering van doeltreffende monitering- en evalueringmeganismes. Hierdie voorstelle behoort aangewend te word om openbare deelname in die Stad Kaapstad se begrotingsproses te verbeter.

Full textThe dissertation describes a critical study of enclosed residential housing estates based on the idea of condominiums as non-places. The focus of this study was condominiums in the city of Goiânia, Brazil built during the period of 1990-2006. It discusses the hypotheses of authors who dedicated their work to understand the contemporary city. Particular attention is paid to the reflections of the distinguished anthropologist Marc Augé. This new form of living in metropolitan areas presents a new morphologic configuration in the urban space characterized by architectural elements such as: manned main gate, security systems, perimeter walls, areas of leisure and gardens/lakes. The closed condominium is a paradise for the middle and high classes which are widely regarded for their high standard of living but are also typified by the artificial existence such as that founded in holiday resorts and thematic parks. They follow the principles of the New Urbanism, a movement of North American origin and inspired on the 19th century, in the conception of the garden-city and the city beautiful movement.

This dissertation provides a reflexion about the use of the Communication and Information Technologies (CIT s), particularly, the Internet, by São Paulo city s government. In order to achieve this, we have used, as empirical corpus, the analysis of São Paulo s electronic government politics from 2001 to 2006, we also emphasized both elements which are included in this politics: the City Hall Portal and the Digital Inclusion Plan. This way, we intend to comprehend how and in which extension this politics integrates the city s government with the actual installation demands of a new management model, which, in its turns, is defined by the Market principles. It is also important to understand how São Paulo s city government intends to enlarge citizens participation in the public management. With the aim to measure these elements, this research is based on five participation degrees, called digital democratic degrees. To reinforce this investigation, we have studied documents (such as laws, decrees, bylaws and communications), interviewed people responsible for the electronic government politics in the designated period, and we have evaluated the City Hall Portal as well as the users of the telecentres, idealized by the Digital Inclusion Plan.
Esta dissertação tem como objetivo refletir sobre o uso das Tecnologias da Comunicação e Informação (TICs), particularmente da Internet, pelo governo municipal da cidade de São Paulo. Para tal, como corpus empírico, analisamos a política de governo eletrônico da Prefeitura de São Paulo de 2001-2006 e enfatizamos os dois principais elementos que a compõe: o Portal da Prefeitura e o Plano de inclusão digital. Pretendemos, assim, compreender como e em que medida esta política visa integrar esse governo municipal às exigências atuais de instalação de um novo padrão de gestão, que vigora pelos princípios do Mercado, e ainda, ampliar a participação ativa dos cidadãos na gestão pública municipal, uma vez que a Internet tem potencial tecnológico para satisfazer ambos os intuitos. Para mensurar esses dois aspectos baseamos nossa analise na existência de cinco graus de participação, nomeados de graus de democracia digital, os quais nortearam metodologicamente esse estudo. Para dar corpo a essa investigação, a pesquisa recorreu ao estudo de documentos (leis, decretos, portarias e comunicados), a entrevistas com os coordenadores dessa política no período estudado e a realização de uma avaliação efetiva no Portal da Prefeitura e com os usuários dos telecentros do Plano de inclusão digital.

Full textThe norms of the material liability of the employees in the legal relations of work have a significant theoretical and practical meaning. This work presents the summaries of the cases investigated by Kaunas City District Court in 2000-2006 regarding the employees’ material liability under labour law. The work describes the concept of the material liability of the employees, the sorts of the employees’ material liability, analyses the cases investigated by Kaunas City District Court in 2000-2006 regarding the employees’ material liability, presents the statistics of these cases and a thorough analysis on the basis of the conditions that cause material liability, analyses the mistakes done by the employers, employees and the court that examines the labour disputes regarding the employees’ material liability under labour law. In the end of the work there are presented the conclusions, which reveal the practical problems noticed in the investigation of cases, and there are presented the possible methods, how to solve them.

The objective of the current piece of research is to reflect upon the diverse changes that have occurred in the social and spatial dynamics of the Maca?ba fair in the period between 1960 and 2006. During the second half of the 19th century, Maca?ba had in the commerce one of this principle economic base a contribution for which the city became one of the main commercial warehouses of the East coast of the Rio Grande do Norte region. This helped lead to the growth of Maca?ba s fair, which proved to be one of the most important existing in the state until the 1970 s. In the last two decades of the 20th century, certain elements represented challenges to the fair at Maca?ba. These challenges stimulated substantial changes in the fair s dynamics which include the growth and expansion of the commercial and service sector, primarily though supermarkets; consolidation among the commercial and distribution networks, represented by the Central Office of Supply of the Rio Grande do Norte S/A (Ceasa/RN), by the wholesale and refrigeration companies; and the modernization of transportation methods, which permitted an expanded reach for these networks. Even with all these changes, the fair continues to be one of the strongest aspects of the city being the center of resistance against the surge of new forms of commerce and consumption in the city (notable the supermarkets) and the diffusion of other aspects of globalization. The fair has economic importance, as it offers a popular marketplace for the commercialization of very different products and a means for supplying goods to the residents of the city and the rural communities of Maca?ba and the surrounding municipalities; and socio-cultural importance in that the fair is a place where popular tradition is expressed, a place where a great number of parallel activities occur, a place for meeting again and again, of conversations, of manifestations of culture and art, and of socialization in all of its dimensions
O presente trabalho de pesquisa objetiva fazer uma reflex?o sobre as diversas modifica??es ocorridas na din?mica socioespacial da feira de Maca?ba no per?odo compreendido entre 1960 e 2006. Durante a segunda metade do s?culo XIX, Maca?ba teve no com?rcio uma das principais bases econ?micas o que contribuiu para que a cidade fosse o principal entreposto comercial do litoral leste do Rio Grande Norte. Esta condi??o propiciou o surgimento de sua feira, a qual se destacou como uma das principais existentes no estado at? por volta da d?cada 1970. Nas ?ltimas duas d?cadas do s?culo XX, alguns elementos representaram fatores de concorr?ncia para a feira de Maca?ba, o que possibilitou modifica??es substanciais na sua din?mica, dentre os quais se destacam: o crescimento e a expans?o do setor de com?rcio e de servi?os, atrav?s principalmente dos supermercados; a consolida??o das redes de comercializa??o e distribui??o, representado pela Central de Abastecimento do Rio Grande do Norte S.A(Ceasa/RN), pelas empresas atacadistas e pelos frigor?ficos; e, a moderniza??o dos meios de transportes, que permitiu uma expans?o do alcance espacial dessas redes. Mesmo com todas essas mudan?as, a feira ainda permanece como um dos tra?os mais marcantes da din?mica da cidade sendo um l?cus de resist?ncia frente ao surgimento de novas formas de com?rcio e de consumo na cidade (notadamente dos supermercados) e a difus?o de outros vetores da globaliza??o. Resumo: Esse trabalho pretende reconstituir a relação entre população, economia e território no município de Campinas, no período compreendido entre 1930-2006. Nesse sentido, intenta-se acompanhar a evolução da política urbana em Campinas, a partir da década de 1930, no bojo da distensão do complexo cafeeiro, até a década de 2000, quando importantes inflexões à política urbana municipal são engendradas pela obrigatoriedade de elaboração/revisão do Plano Diretor, bem como pela possibilidade de aplicação dos novos instrumentos de regulação urbanística, ensejados pela promulgação do Estatuto da Cidade. Destarte, nessa duração histórica delineada entre as décadas de 1930 e 2000 poder-se-á visualizar a conjunção de forças, mediada pelo Poder Público através da política urbana, estabelecida entre capital e trabalho, cujos interesses conflitantes e capacidades diferenciais de apropriação dos recursos socialmente produzidos estão na origem dos complexos processos de estruturação urbana experimentados pelo município de Campinas.
Abstract: This thesis represents a reconstitution of the relationships between population, economy and territory in the municipality of Campinas, State of São Paulo, Brazil, between 1930 and 2006. We study the evolution of urban politics in Campinas from the 1930s, still during the area's coffee boom, until the 2000s, when important changes were made to the municipality's urban policies, urged on by the need to draw up and gradually revise the Director Plan. The possibility of applying the new instruments of urbanistic regulation brought on by the enactment of what was known as the "City Statute" is also analyzed. In this way, during the historical period between the 1930s and the first decade of the twenty-first century, one can note a conjunction of forces that were mediated by public authorities. Their main focus consisted of urban policies put in place between capital and labor, since these groups' conflicting interests and differing capacities of appropriation of the socially produced resources are at the root of the complex processes of urban structuring that the municipality of Campinas has gone through.

Full textThis essay analyses the real estate markets for commercial buildings in São Paulo City, between 1940 and 2006, from a critical standpoint. With the purpose of identifying the main vectors of growth for such developments in the city, from downtown São Paulo towards outskirts regions, with special focus on the southwest region of the city, the work detaches and accompanies the most evident and significant changes in trends and characteristics for such buildings, decade after decade, as well as the main launching vectors on each period analyzed. For better understanding of trends, an historical analysis of local commercial zoning has been conducted for each decade.
O trabalho se refere à análise do mercado imobiliário de edifícios comerciais da cidade de São Paulo, a partir da década de 40 até 2006. Analisa as principais características comerciais dos edifícios, década por década, bem como as localizações preferenciais para edifícios comerciais em cada década, analisando o deslocamento ocorrido, indo do centro da cidade de São Paulo, para regiões periféricas, em especial para a região sudoeste. Para melhor compreensão, analisou-se o mercado por décadas, por localização comercial específica fazendo uma avaliação das características históricas do mercado.

Full textTo evaluate the transformations presented by the process of the Urban Planning, through the instrument of the Master Plan, in the validity of the Statute of the City is the field where it is pointed this research; which results may contribute for the discussion about the reaches and limits of the Master Plan as an instrument of the urban planning. In order to form theories which base the analysis of the cases, are studied the process of the urbanization and the historic of the urban planning in Brazil; the distinct conceptions assumed for the Master Plan during the years in which was developed and consolidated the practice of the urban planning in Brazil; the content regulated by the Statute of the City; and the region of the Valley Paraíba paulista. From the study and analysis of the process of elaboration and of the content of the Master Plans 2006 from the cities of São José dos Campos and Pindamonhangaba, in the Valley Paraíba paulista, comprehended by the stages of Diagnostics and Proposals, it is verified how the process of the Urban Planning, through the instrument of the Master Plan, incorporates the principles, directives and urbanistics instruments regulated by the Statute of the City, in 2001; in order to enunciate a new conception of territorial planning and management.

Full textBased on the fact that the amount of precarious housing increases and consolidates, mainly in environmental restricted areas, SOCIAL-ENVIRONMENTAL CONFLICTS IN JUSTICE study deals with the conflict between the right to have access to housing and proper environment within Jurisprudence. Decisions by the Court of Justice of São Paulo, between January 1985 and November 2006 were selected and analyzed. This examination was contextualized with the current characterization moment which the juridical system has been incurred to, and also based on topics which are important to the comprehension of the decisions: the functioning of Judiciary, the civil public action and the competences related to space management. The analysis is also based on three considerations: a critical approach on the environment and its relationship with the Capitalist System; the way the concepts of environment and urbanism developed in Brazil; and, finally, the Constitutionalization of Urban Policy and Environment in 1988. As of these events, the decisive tendencies set forth in Court Decisions with the reflections on the relation between society and environment in the capitalist society and the alternatives which have been being delineated in order to face environmental limitations, represented by the categories \"economical valuation of nature\" and \"environmental justice\". The examine hereof also encloses na evaluation of the relation between the values stated under the Federal Constitution of 1988, presenting as context the evolution of the institutions of urbanistic and environmental rulings in Brazil and legal decisions. The conclusions and considerations shall contribute not solely for the discussion on the necessity of development of permanent urban preservation areas regulation but for a better comprehension of the relations between the society and the environment, between the right to detain a home and to the environment, between the social reality and the Judiciary System.

Full textThe object of this dissertation is the expressions of power relations at the decisions of the Child and Adolescent Rights City Council of Sorocaba about the Child and Adolescent Rights City Fund, from 2006 to 2008. The objective is to know and analyze aspects of power relations that cross the CCCAR of Sorocaba in its connections with the local political culture. The formulate hypothesis is that the decisions of CCCAR of Sorocaba about the CARCF are predominantly crossed by power relations that contribute for the clientelism maintenance at this sphere. It's a qualitative research and had as methodological procedures, the documentary research, the bibliographic survey, the researcher's participant observation and the field research. The empirical research was fulfilled through the Oral History methodology since it confers visibility and centrality to the political subjects, enlightens the meanings in its narratives making the experiences elucidated in the collecting process of the testimonies reliable. Testimonies from 8 subjects were collected, three of them watched for a longer period the story of Council. However, all of them show a role of emphasis at the city political scenario, bound to the Child and Adolescent Rights issues. The bibliographic survey had as references the following concepts: power relations, political culture, the democracy and the rights, under an interdisciplinary foundation, having as line of thought a critical historical-political-cultural analysis, and the documentary analysis involved the data research about the social reality of the child and adolescent in Sorocaba and as regards the Council in lines, objective to clarify not exclusively the theoretical corps about the Rights Council, but also to contribute for the political practice of this democratic institution
O objeto desta dissertação são as expressões das relações de poder nas decisões do Conselho Municipal dos Direitos da Criança e do Adolescente (CMDCA) de Sorocaba sobre o Fundo Municipal de Direitos da Criança e do Adolescente (FMDCA), no período de 2006 a 2008. O objetivo é conhecer e analisar os aspectos das relações de poder que atravessam o CMDCA de Sorocaba em suas conexões com a cultura política local. A hipótese formulada é que as decisões do CMDCA de Sorocaba sobre o FMDCA são predominantemente atravessadas por relações de poder que contribuem para a manutenção do clientelismo nesta esfera. A pesquisa é de caráter qualitativo e teve por procedimentos metodológicos a pesquisa documental, o levantamento bibliográfico, a observação participante da pesquisadora e a pesquisa de campo. A pesquisa empírica foi realizada por meio da metodologia da História Oral que, por conferir visibilidade e centralidade aos sujeitos políticos, ilumina os significados em suas narrativas, tornando-as fidedignas às vivências elucidadas nos depoimentos. Foram colhidos depoimentos de oito sujeitos; sendo que três deles acompanharam por um período mais longo a história do CMDCA. Porém, todos os sujeitos apresentam papel de relevo na cena política municipal, vinculado à questão dos direitos da criança e do adolescente. A pesquisa bibliográfica tomou por referências os conceitos de relações de poder, de cultura política, de democracia e dos direitos, sob fundamentação interdisciplinar. O fio condutor foi uma análise crítica histórico-político-cultural e a documental envolveu o levantamento de dados sobre a realidade social da criança e do adolescente em Sorocaba e acerca do Conselho em pauta, com o objetivo de clarificar não exclusivamente o corpo teórico sobre os Conselhos de Direitos, mas também de contribuir para a prática política dessa instituição democrática

A historical Research On The Taipei City Sports Season Abstract The first time to hold the Taipei city sports season was in 1979, and to get the foundation for citizen games was push from the city government and the private organization. Because the less of the research for the sports season, let the author want to study and research it. This paper is written for the Taipei sports season, and exploring the activity, character, and the society value for the sports season. This study aims to explore and analyze the development of Taipei city sports, divided into three stages- derivation, foundation and evaluation of the citizen games, which was affected by the historical background. Chapter one is foreword, and the last chapter is the conclusion. Chapter two describe from 1978 to 1988 the derivation period of all citizen sport, the activities are focus on training for competition or technique. Due to the lacking concept about sport, all these activities are hold by government and process by some private group. All these activities such as marathon and form exam are left very good reputation to the citizen. Chapter three is the foundation period of the citizen games from 1990 to 1999. The devise of the activities extend to old people, kids, teenagers and women; to think highly of healthy, interesting for family. Because the concept of the citizen games is getting common, some activities like three vs. three basketball game, family sports meeting, and kids soccer games are become more popular. Chapter four is the evaluation period of the citizen games from 2000 to 2006, and the time is from season to an year. The devise of the activities is for different subject, different era. Because the people need to participate in different kind of subject, the government is doing one for improving the sports hardware equipment, the other for connecting the private organization to hold all kind of activities for all the people in Taipei city. Some new games like walking, accommodation and maintenance disabled citizen sports meeting, old people sports meeting and women sports carnival are leave very good reputation to the citizen. The conclusion is as bellow: 1. The main power of sport season activities will contribute by having a series of policy by government and private group. 2. More well-done facilities will increase the citizen attend the sport season. 3. At the beginning of this sport season, government should pay more attention to the competition and technique method. Then, government can transfer to leisure-oriented way. 4. Government should hold some activities for sport lover first, and then to other people. 5. People expect and affirm the activities hold in sports season. 6. The arm finding private group to help the tactics is good, but it has to think the acceptation from the people. Over the past decade, Kaohsiung City Government showed immense concern about the development of tourism,active in the large-scale tourist activities, such as a Love- River Lantern Festival、Wannian festival etc. According to the studies of the non-governmental tourism organizations, showed that those activities didn’t attract the crowd in the proceeds. The major problems pointed to lack of a dedicated agency resources for the Tourism Bureau to integration in Kaohsiung City and also a long-term vision for the tourism policy. Tourist groups are asking for the establishment of the Kaohsiung City Government Tourism Bureau which may create a better tourism policy for the development. What are benefits of the tourism industry? World Travel & Tourism Council concluded three functions, including to the activating of industry''s economy, the development of the tourism and the employment opportunities. Being the Asia’s second-largest tourist attraction was the remarkable achievement of the Hong Kong tourism in 2004. Tourism revenues more than NT:360 billion, as well as a whole accounted for 12.4 percent of GDP for Hong Kong. Although Hong Kong is a habor city, it develops a large-scale tourism. Hong Kong Tourism Board , the establishment of a national-level institutions, promotes the tourist industry to the global. On the other hand, the Goverment established the Department of Tourism which is responsible for the internal integration of tourism resources. The government and quasi-government partnership model plays an important role in the Hong Kong’s Tourism industry. The operation of The Dual Organizations has the advantiage of the tourism development. Tourism in Hong Kong made an example of success, It’s fit for Kaohsiung City to study.

When a new product first enters the market, in the hope of achieving the ultimate goal of making profits for a company, a well-deliberated marketing plan needs to be designed in order to ensure its success. This concept can also be applied to political elections. Whether a new candidate is nominated by the party or not, he/she needs a series of campaign activities to make his/her first debut and a good impression on voters so as to win the election. However, how does the political marketing work? Does every candidate use the same marketing strategy to advertise themselves? These questions will be discussed in the following sections. This research observed the 2006 Taipei City Council Elections. Two of DPP female candidates, Tu, Su-Wa and Wo, Shi-Yo, ran for the councilor election for the first time. According to Philip Kotler‘s STP theory, we analyzed their Political Marketing strategies of decision making process. Moreover, this paper uses the Image theory to illustrate the way to operate images within Political Marketing. Finally, the Political Communication theory is used to display Tu, Su-Wa and Wo, Shi-Yo’s Political Marketing methods. The research result explains how Political Marketing works- to attract voters and raise the reputation of candidates quickly and effectively.

Voters have resorted to split-ticket voting of straight-ticket voting, and it is considered as the critical factor that leads to divided government. For studies regarding the causes leading to split-ticket voting, there are two schools are found including intention factor and unintentional factor. The foundation of theoretical rational of the former one can be traced to the principles of separation of powers and check and balance of American constitution. In this study, the subject would base on the Taipei Mayoral and City Council election, and the researcher has extracted the investigation and interview information on the election and democratization of Taiwan for substantiation, making use of variables as social demographic variable, media contact, and political attitude to explore the voting model of voters within split-ticket voting. The definition of split-ticket voting in this study should resort to the narrow sense for split-ticket voting and it would be classified by political party. In fact, split-ticket voting does not merely cross-generate among blue and green camps, similar scenario would, as well, occur within the blue and green camps. In order to segregate these two kinds of split-ticket voting, “genuine spilt-ticket voting” is thus defined as one that happens across blue and green camps. As for split-ticket voting within respective blue and green camps, it is, therefore, defined as “pseudo split-ticket voting.” As indicated from the study results, voters with cognition of check and balance are inclined to genuine split-ticket voting. Furthermore, origin of birth, age, and time span reading election news on newspaper and evaluation of political party are important factors that would influence voters of Taipei City for split-ticket voting.

According to Sun Zi Art of War “In ancient times, those who were skilful in warfare ensured that they would not be defeated and then waited for opportunities to defeat the enemy. The ability to prevent defeat lies on oneself while the opportunities of victory depend on the enemy. Thus those who are adept at warfare can ensure that they will not be defeated by the enemy, but will not be able to ensure victory over the enemy. Thus one is able to predict victory but not necessary be able to achieve it.” Today, it is still the same for elections. Candidates compete with each other by patience, while looking for competers’ mistake as oneself’s advantage. The purpose of this thesis is to discuss the 2006 Election for the Mayor of Taipei city. It compares two candidate’s (Hau Lung-bin and Frank Hsieh) campaign strategies comprehensively through archive research, participant observation, and depth interview. The main topic of this thesis is focus on which kind of campaign and strategy candidates use during the election. Finally, this thesis also discusses the causes of what leads to the winning of Hau Lung-bin, and the losing of Frank Hsieh. Through research, the information shows that voters of Taipei city prefer Kuomintang (KMT) to Democratic Progressive Party (DPP). In the beginning of the election, the strategy Hau Lung-bin used was candidate-centered strategy, he used it to win over the swing voters; towards the end of the election, he changed it to party-centered strategy in order to stabilize the loyalty of KMT’s supporters. On the other hand, Frank Hsieh used three strategies, which were candidate-centered strategy, issue - centered strategy, and performance- centered strategy throughout the election, hoping to gain votes from the swing voters with the purpose of become of mayor of Taipei city. During the research, all information shows that the variables which could affect candidate’s campaign were complicated. These variables were the cause of why candidates used different campaign strategies. The research which was based on the result of the election showed that a large number of People First Party’s (PFP) supporters changed side to KMT, on only that, almost all mainlanders chose to vote Hau Lung-bin, these were the reasons that lead to his winning. During the election, short term variables, such as evaluations of the candidates, commitments to the voters, and dump-save- effect were crucial and can easily affect the result of the election.

Politics is close to our daily life, whatever any regime is that behaviors of political figures are influencing people greatly. In what situations, people will feel alienated from politics and what the consequences of political alienation are, that is this research attempt to explore. The data of this research is that 2006 Taipei and Kaohsiung City Mayor Elections Surveys of Taiwan’s Election and Democratization Study (TEDS) that administered by Professor Shiow-Duan Hawang. And trying to probe into the sources and effects of political alienation of people in Taiwan. This research takes that social demographic variables and attitudes toward politics of electorate of Taipei and Kaohsiung cities, to analyze the sources of political alienation. The process of 2006 Taipei and Kaohsiung City Mayor Elections that electorate attended at, voting, anti-corruption and Depose-Chen in September 2006, those are as the consequences of political alienation. This study reveals that Pan Blue parties identified take unification with the China Mainland stance, and the evaluation of past year economic condition was worse; those are the characters of Taipei City electorate who are the alienator. Those less than12 years educated, Pan Blue parties identified, and the evaluation of past year economic condition was worse is the alienator of Kaohsiung City. Furthermore, the more alienated electorate the more interested in riots participation. On the other hand, the political alienators are less interested in normal political participation.

This study collected the PM10 and PM2.5 monitoring data of four air quality monitoring stations (Nanzih, Zuoying, Qianzhen, and Xiaogang) Kaohsiung City from 2006 to 2012. The temporal and spacial characteristics of PM10, PM2.5, and PM2.5/PM10 were analyzed. The results showed that at all four stations(Nanzih, Zuoying, Qianzhen, and Xiaogang) the atmospheric PM10 and PM2.5 concentrations were the highest in wintertime and the lowest in summer from 2006 to 2012. The annual average PM10 concentrations were the highest at Nanzih, followed by Xiaogang, Qianzhen, and Zuoying, while the annual average PM2.5 concentrations were the highest at Xiaogang, followed by Qianzhen, Nanzih, and Zuoying. The seasonal average ratios of PM2.5/PM10 at four stations were usually higher than 0.5 (0.56~0.66, average 0.61±0.05), indicating that the atmospheric PM10 particles were mainly contributed by fine size particles (PM2.5). The PM2.5/PM10 ratios at four stations were higher in autumn and winter (0.56-0.65, average0.61±0.05) while lower in spring (0.56~0.59, average 0.57±0.02). At four stations, the annual average PM10 and PM2.5 concentrations decreased year by year from 2006 to 2012; furthermore, the lowest annual average PM10 and PM2.5 concentrations occurred in 2012. The findings of this study provide helpful information for government bodies to plan the control strategies of PM2.5 and PM10.

We try to analysis her from entering the election, planning her campaign policies and origination, and executing her campaign policies and election actions to the election result was known. We did our self to avoid the wrong and subjective annotation, by the course we used participant observation as main information researching method, and used in-depth interview, secondary analysis, and literature analysis to complement and to enhance objectivity. The study completely described her election process in seven months. We analysis and probed for her campaign policies. Finally we probed for the election result and check the campaign policies. We found that she unfamiliar with the district and the problem in decision and excusing campaign policies…etc, to cause the result that she fail the campaign in 3,412 votes. The asset prices overheating and speculative bubbles have aroused wide public concern these years in mainland China. Due to the vast territory and uneven development in China, it is necessary to consider the spatial correlation and spatial heterogeneity when studying the Real Estate bubbles. By means of the asset bubble theory and spatial econometrics method, the study aimed to explore the spatial correlation, the effect of agglomeration, spillover and contagion of the Real Estate bubbles, using the Guangdong province's city-level dynamic panel data from 2006 to 2015. On the basis, we establish the Spatial Panel Data Models to inspect the factors on bubbles and spatial correlation. The results show that the spatial effect of housing price bubbles indeed exist. The regional differences of housing price bubbles spatial agglomeration were characterized by "the H-H to L-L agglomeration". All these spatial agglomeration were the largest in 2008 and then decreased gradually. After 2013, the distribution is random. The Pearl River Delta Economic Zone shows a marked feature of spatial agglomeration while the Mountainous Areas exert a contagion effect. Besides, the fixed assets investment and the urbanization rate were external promoter, which affected the spatial effect, as well as the unpredictable random shocks. In future research, it is necessary to consider the spatial effect when studying bubbles of the different regions and citys. The method may be broadly uesd in the field of valuation, land development and other urban-related academic areas.

Recently, city marketing strategy is emphasized in Taiwan. In Kinmen, Moon Festival Bo-Bing activity was held to boost the revenue in tourism over past years. The adopted research methods include participant observation, in-depth interviews and review of documents. The results show that the tourism development policy succeeded in fostering the development of the potential marketing activities of the city - "Moon Festival Bo-Bing"; but Bo-Bing as a potential for development of city marketing activities failed to form customer-oriented marketing strategies. In addition, due to the participation of stakeholders, it helps to form the most efficient way of Bo-Bing activity holding. It's a pity that failed to develop an efficient economic model of horizontal alliances. It is suggested that redefining target market, strengthening product differentiation and diversification of the activity, enriching cultural connotations and enhancing the R&D, will help to boost the revenue of activitiy.

The rapid growth of mass media has gradually transformed media’s role from providing information to a performance platform for political figures. Political figures use mass media to deliver their views and interact with voters, and the media have become a basis for voters to learn about candidates and make voting decisions. This study attempted to examine and compare the presentations of political figures’ images in newspaper reports, newpaper advertisements and print material during Taipei City mayoral election of 2006. The study content analyzed news coverage, advertisements in four newspapers, and single sheets or pamphlets by three candidates. The sample included 235 newspaper stories; 51 newspaper advertisements, and 20 counts of printed campaign materials. The finding suggested that candidate’s images are not formed naturally, but crafted by mass media. Images portrayed in four newspapers and three types of media contents differ in both quantity and length. Various media also demonstrated different political inclination, as showing positive and negative portrayals of candidates. What voters see from news media are indeed the results of manipulation by few. This may affect voters’ perception of political figures, and further their voting decisions. Thus, media construction of political figures’s image should remain a vital issue in the study of the relation of politics and mass communication.

The study utilizes the correlations among Personal Marketing, Image Management and Campaign Strategies of Seventh Kaohsiung City Council Election in 2006. A successful election campaign will be constructed for the future reference of local election candidates. Content analysis, questionnaire survey and In-depth interview with professionals and experts were used to conduct this study. Comparative method with tables was utilized to analyze the data and it was found that: 1. Campaign Strategy: Candidates need to break the traditional models and adopt business management principles (cost reduction, differential marketing and focus). 2. Personal Marketing: The main duty of city councillors is monitoring the city government. Candidates need to be marketed as professional, earnest and rational, who share close-up experiences with voters. 3. Image management: Councillors should give professional and friendly impressions at service by focusing on monitoring the city government, participating in charity events, representing the voters at the city council, and establishing an image as the local opinion leader. These achievements rely on hard work and effort. To conclude the thesis as below: 1. Major Campaign Strategies for the candidates: C1 has the best campaign strategy by adopting business management strategies of cost reduction, differential marketing and focus. 2. Differential marketing on image management and campaign strategy: C1 and C4 adopt media strategies to market themselves as professional public servants. C1 and C4 inform their voters to turn on televisions to see how they question city government officials at the city council. Such marketing is an extension of their advantages and opportunities as incumbent councillors. 3. Full textThe ‘global city’ (and the related concept of global city-regions) is presently hegemonic in South Africa’s urban reconstruction discourse. It has come to constitute, especially for cities like Johannesburg and its urban region of Gauteng, a prototypical image of city-ness; the ultimate barometer for advanced development. This is so even as its origins can be traced to a small sample of cities in the North (most prominently New York, and London), and its applicability to, relevance or usefulness for cities in developing countries has been questioned. City Development Strategies anchored on this discourse, and their related economic policies, promote an economic development trajectory in which finance and services are the main drivers. This research adopts the Kaldorian proposition that manufacturing is the sector better positioned to drive economic growth and development. It argues that developing countries, and their cities and urban regions, are riddled with the catch-up problem; which requires the deliberate reallocation of resources from low-productivity diminishing returns activity sectors (e.g. agriculture and other extractive activities) to higher productivity, increasing returns activity sectors (especially manufacture). It argues that this change in the dynamics of production structures of these economies will be brought about by technology capability building whose realisation might require a developmental state that drives selective industrial policy. As such, neither a swift shift to finance and services (which in most of developing country economy cases entails a degree of premature deindustrialisation), nor mere clustering and agglomeration as envisaged in the global city and new regionalism literature respectively suffices in such contexts. Reviewing a select set of policy documents and strategies (of both the Gauteng Provincial Government and of its three metropolitan municipalities) adopted between 2006 and 2011; the research assesses how manufacturing is accounted for in the global city region agenda proposed for the Gauteng urban region, and the implications of such for that region’s future economic trajectory. It finds that at inception, the City Region Strategy was premised on an uncritical acceptance of neoliberal globalisation as a given, necessitating the adoption of an entrepreneurial approach to governance, and of finance and services as the most strategic sectors for connectivity and competitiveness in the global economy. These assumptions continue to dominate thinking in later years, despite the fact that manufacturing remains the most critical sector in international trade, output and productivity growth, and gross domestic fixed investment. This even as reference is made to the importance of manufacturing for the Gauteng economy, and interventions such as the automotive industry development in areas like Tshwane are being rolled out.

This study collected the PM10 and PM2.5 monitoring data of four air quality monitoring stations (Nanzih, Zuoying, Cianjin, and Siaogang) in former Kaohsiung City from 2006 to 2012. The temporal and spacial characteristics of PM10, PM2.5, and PM2.5/PM10 were analyzed. The results showed that at all four stations (Nanzih, Zuoying, Cianjin, and Siaogang) the atmospheric PM10 and PM2.5 concentrations were the highest in wintertime and the lowest in summer from 2006 to 2012. The annual average PM10 concentrations were the highest at Nanzih, followed by Siaogang, Cianjin, and Zuoying, while the annual average PM2.5 concentrations were the highest at Siaogang, followed by Cianjin, Nanzih, and Zuoying. The seasonal average ratios of PM2.5/PM10 at four stations were usually higher than 0.5 (0.50-0.65, average 0.59±0.03), indicating that the atmospheric PM10 particles were mainly contributed by fine size particles (PM2.5). The PM2.5/PM10 ratios at four stations were higher in autumn and winter (0.56-0.65, average 0.61±0.02) while lower in spring (0.50-0.62, average 0.57±0.04). At four stations, the annual average PM10 and PM2.5 concentrations decreased year by year from 2006 to 2012; furthermore, the lowest annual average PM10 and PM2.5 concentrations occurred in 2012. The findings of this study provide helpful information for government bodies to plan the control strategies of PM2.5 and PM10.

In this study, dengue fever epidemics in southern Taiwan occurred in 1998-2006 were analyzed using autoregressive models to find their representative epidemic models, temporal characteristics, and constraints. Furthermore, to find the correlation between the Aedes household index and the number of cases among administrative districts, cross correlations were evaluated and compared. Because of abrupt increase in the number of cases in 2002, to characterize the difference between before- and after 2002, the dataset was segmented into two and analyzed separately, i.e. 1998-2001 and 2003-2006, at Kaohsiung city and at Tainan city. Behaviors of the epidemics before and after 2002 were analyzed and compared using autoregressive models (AR) to find the change before- and after year 2002. We found that the strengths of the epidemic spreading become stronger after 2002; in contrast, there is no corresponding control strategy on the epidemic elimination. It means that the epidemic is deteriorated, however, the efficacy of the epidemic control did not improve much after 2002 in both Kaohsiung city and Tainan city. On the other hand, the cross correlation analyses showed that there is no significant correlation between southern area and Kaohsiung-Pingtong area. However, there exist highly positive correlations between Tainan city and Tainan county, and Kaohsiung city and Kaohsiung county. It suggests that the dengue fever epidemics in southern Taiwan are highly localized. As to the correlation between the Aedes household index and the number of cases, our results showed there exists positive correlation at Taiwan city. The cross correlation analysis showed that whenever the Aedes household index increases, the number of cases climbing for next consecutive four or five months, which contradicts with a similar study in Singapore. This shall be an interesting topic for further study.

A lot of soldiers and people emigrate from China to Taiwan in 1949. Those immigrants gather in urban area making urban population rapid grown up. It generate metropolis which gathering million people, such as Taipei and Kaohsiung. The metropolis contain core city and neighboring cities, which apportions core city functions. In Taipei metropolis, Taipei is surrounding by Xindian(新店), Zhonghe(中和), Banqiao(板橋), and Yonghe(永和), which is called satellite city. These satellite cities rapid growing, and land use structure rapid changing. It promotes writer’s motivation to discuss land use structure of satellite city. Xinzhuang which is contained in Taipei metropolis is one district of New Taipei City. Xinzhuang is a river port at early stage, which landform has developed to plain after hundreds of years. In the early Taiwan industry growing quickly and traffic facility improved, made Xinzhuang which is depend on agriculture generates obviously changes. In addition, Xinzhuang’s population grows up from 34,679 to 404,089 since 1963 to 2011, the population adds to 360 thousand people in the past 45 years. The population also effect land use of Xinzhuang. This thesis use the data from NLSC(National Land Survery and Mappimg Center), and apply ArcGIS to digitalize the data. To calculate land use area and to classify land use into fore catalog, that is residential land, commercial land, industrial land, facility and traffic land. First, the research discuss about spatial structure of land use distribution change in 1995 and 2006 separately. The result shows residential land is substantial growth, commercial land is slight growth, and industrial land is aggressed by residential land. There are two industrial areas in Xinzhuang: Xisheng and Touqian. Touqian industrial area decline in the past years, it transfers into redevelopment zone. On Facility and traffic land, the MAT doesn’t occupy any area because it built underground or elevated on expressway. But MRT attract people moved into Xinzhuang. Second, to combine all the land use into one map, show 1995’s and 2006’s spatial structure of land use respectively. In 1995, the result shows residential land and industrial land is sharply divided. In 2006, the situation transfer to residential land and industrial land mixed or residential land and commercial land mixed. Though the result to understand past spatial structure of land use change in Xinzhuang, and to be used on urban planning reference.

The research of crisis communication is to explore the relationship among situation, policies, and effects, such that the appropriate corresponding policy can be well applied to different crisis situations. Then, the target of recovering image can be achieved. With regard to the view point of rhetorical, the study utilizes the response communication model by Bradford and Garrett in 1955 and the image recovering policy by Benoit in 1997, both of which serve as the analysis frame-work. Besides, the Situation Crisis Communication Theory (SCCT) is employed to check the effect of recovering the candidate’s image. For the example of Hao that run in the 2006 Taipei city major election, the study discusses the relationships among the crisis situations, response policies, and effects. In the work, multi methods of collecting data are applied, such as the second-hand data (the reports in media) and questionary investigation. As to the research method, it employs the content analysis method and quantification research. Accordingly, the involved corresponding policies and the effects of recovering image can be examined, while encountering the crisis events in the election for Hao. Several points can be given from the investigation of the study, as follows. 1.Aimed at the events that bring the voters a serious aversion, a candidate tends to employ the sub-policy of counterat-tack; as for those events that just cause light aversion, a candidate then prefers the sub-policy of revealing his advantages and looking for favors from others.2. “To reduce the influence from the crisis” and “to deny” is the mostly general policies used by candidates3. In case that a candidate applies the image recovering policy suggested by the scholars, he can reach neuter-above policy effects.4. For the vot-ers, the variances, including the candidate’s past expression, the authenticity of the accusing evidence presented by the opposite, their aversive level towards the crisis incidents, causes recovering image and the crisis response effects great influence.5. The voters’ recognition towards the candidate’s handling ability of a crisis greatly influences the latter’s image recovering effects.

Ever since 2002 till now, it had been great changed of the post industrial city scenery of Kaohsiung; especially the integration of the KMRT and the cityscape above, which is the paradise of the globalization city scenery transformation. There are wandered that the Mayor and staffs claimed they won the Mayor Champaign was attributed to the urban scenery reform. That is why I was interested in the association between the city mayoral campaign ballots and city scenery policy. This is the purpose of the study set up here. Via integrating the relative theories to specify the geographical contextual effect model to examine the city Mayoral Campaign ballots in 1998, 2002and 2006, the three times elections. The study established the databank as the basic district ballots of the candidates,and observed scenery policy being input to the places, such as the urban environmental policies-expropriation for the civil engineers works, the decayed area and the policy with negative externalities �o NYMBY policies. Then put the data into maps as a layers for inspect the transformation of the political territory. By means of the Crossable Analysis and Chi-square test by examined the associations of the variables. The findings were there are not any associations between ballots and the city scenery, but ideology and city contextual factors had the associations with ballots.
