Liverpool’s approach to licensing was presented by the social reformers Joseph Rowntree and Arthur Sherwell as the limit of what could be achieved by acting within the frameworks providing by the existing licensing laws. This chapter situates their assessment against legislative changes and local challenges, looking at the way the Liverpool licensing bench responded to new guidelines in 1902 and 1904. The former empowered their work, progress largely achieved by issuing conditions on publicans at the time of the renewal of a licence. The latter, more controversially, mandated the introduction of compensation in instances where the magistrates cancelled a licence. These challenges were compounded in 1911 by a general transport strike and the return of sectarian tensions.

The 1936 New York City charter reform introduced proportional representation (PR) as the voting method for electing the city council, the legislative body that replaced the old board of aldermen. Two local women politicians gained prominence in this period. One was Genevieve B. Earle, the first woman elected to that body in 1937. She served a total of twelve years on the council and, as minority leader, worked to modernize county government to make it more economical. The other was Anna M. Kross, a city magistrate who in 1938 ran for the state supreme court, a race she lost but which inspired other women attorneys to reach for higher political goals. The repeal of PR in 1947 limited New York City women’s political futures as city legislators.

The conclusion discusses key trends in the shift to black political power after the 1974 election of Walter Washington, assesses the 1978 mayoral election of Marion Barry, and explains the outcomes of the programs implemented and projects undertaken during the Lyndon Johnson and Richard Nixon presidencies. Self-government in the nation’s capital was not a simple or arcane issue about representation but one that was central to conflicts between local and national powers. The implementation of the 1973 home rule legislation granted rights to self-government, but it did not change the U.S. Constitution. The conclusion shows how legislative home rule allowed Congress to grant autonomy to the local government while reserving the ability to intervene and overrule the District at any time. Through intense fights and increased activism, Washingtonians fought for greater political control. But the racialization of crime policies and crime discourse, the use of new surveillance methods, and the implementation of punitive federal crime legislation curbed their efforts to achieve true self- determination. This ensured that the majority-black city with a strong civil rights tradition and hints of radical promise never fulfilled its democratic potential.

The Community Food Resource Center, founded in 1980 by Kathy Goldman, was a nonprofit anti-hunger agency that, unusually, combined direct service with advocacy. This chapter examines the nonprofit within a longer tradition of successful grassroots food activism, including, most significantly, the Black Panthers’ Free Breakfast Program for Children. The chapter shows how, building on a set of connections forged over decades, Goldman, her staff, and grassroots allies built productive partnerships with city officials to improve New Yorkers’ access to food by harnessing the economic power of federal food programs to bring money into the city through job creation. This chapter also illustrates the web of activist relationships upon which the organization was founded. Examining food advocates’ policy and legislative work around school breakfast in particular sheds light on the entrepreneurial side of social politics: the fact that much of what gets codified publicly depends upon the personalities and leadership of key individuals working behind the scenes.
