ENGLISH ABSTRACT: South Africa boasts significant cumulative public-private partnership experience when compared to other African countries. However, little has been done to investigate the success and failure of implemented projects versus those registered on the National Treasury database. There is a limited amount of documented progress of public-private partnerships in South Africa, these being successes and failures in project implementation as well as the contributing factors for such outcomes, and these would serve as critical lessons for future partnerships. The main objective of this study is to investigate the challenges faced in the implementation of municipal public-private partnerships, especially concerning the City of Tshwane’s accommodation public-private partnership. A case study approach was adopted, reviewing the City of Tshwane’s public-private partnership initiative by looking at some of the reported challenges faced as well as the process followed during the implementation of the project. The results of this research assignment indicate that major strides have been made in acquiring sufficient experience and knowledge relating to public-private partnerships as they relate to the South African environment, and the main project team members, who have been involved long enough to understand the objectives of the project. However, of concern is the constant change of project team members taking into account that for each project phase a new team is established. The implication of this is that project knowledge may be lost due to changes in the structure of the project team. It should be noted that at the submission of this assignment the City of Tshwane accommodation public-private partnership was still in progress and in the initial stages of physical construction.

Abstract:
This study explores the challenges related to language policy and planning in the City of Tshwane Metropolitan municipality. The study sets to look at the at the challenges affecting successful implementation by the City of Tshwane Metropolitan Municipality as a state organ charged with local development and service delivery for the communities. In terms of the Municipal Systems Act of 2000 municipalities are expected to respond to the language use and preferences of their local communities by making sure that their language policies are fully implemented. The researcher highlights that in instances where municipalities communicate information they are required to make special provision for the speakers of African languages in the communities that they serve in the languages they best understand. This work looks at various statutory language policy documents in South Africa in particular, that give the task of language policy implementation to municipalities as they are the local extension of the national government. This study also argues that municipalities are critical to implementation of language policy. It further notes that in order for the full social, economic and political transformation to take place in municipalities they have to be transformed linguistically in a radical way whereby all the official languages play a major role in all these spheres than before. This view is held by many scholars and researchers in the areas of language policy and planning. This study highlights that the challenges to successful language planning and policy in the government sectors are due to lack of commitment by the government, language practitioners and planners and increased monolingualism in the municipality. The study further explores the language policy and plan of the City of Tshwane Metropolitan Municipality and the the strategies that can contribute to successful optimization of language resources of the Tshwane Metropolitan Municipality in order to give effect to the use of local languages as contained in policy documents and also establish how the city of Tshwane can better reinforce its strategies to implement this language plan and policy. The main focus area of this research is on the language policy and plan of the City of Tshwane Metropolitan Municipality and assesses whether the language practices in these institutions are reflective of their policy and plan. It is hoped that the study will be able to give policy makers and those tasked with implementation, especially at government municipalities’ strategies for improvement in the functionality and the implementation of their language policies and plans. It is also hoped that recommendations and challenges highlighted by this research will be of a better assistance on how to better reinforce strategies to implement the language plan and policy in the government sectors.

This research study investigated the impact of staff education levels in ensuring implementation of effective health programmes: A comparative study of NPOs in City of Tshwane Metropolitan Municipality. The literature that was consulted explains the current level of education, worldwide and South Africa, challenges and reasons for lack of critical skills among health professionals and social workers. An exploratory approach was used in the study; by conducting a case study on two selected Non Profit Orgaisations (NPOs) namely, Hope for Life and Bophelong Life Community Hospice, both receiving funding from the Department of Health and Social Development and from the National Lotteries Distribution Trust (NLDTF) through the National Lotteries Board (NLB). Three methods of data collection were used to triangulate data, i.e. questionnaires, interviews and documentation reviews. Data was collected from staff members, NPO management and documentation from NPOs and Grant Funding System of the NLB. At the end of the study and using acquired information, a number of recommendations are made for the effective implementation of programmes for both NPOs and funding organisations such as NLB.

Since its establishment in the 19th century, the City of Johannesburg has metamorphosed from a gold mining dormitory, a segregated town to a modern metropolitan municipality that is one of the flagships of South African municipalities. The formerly apartheid city had the legacy of fragmentation along racial lines based on the disintegrated economic logic that systematically developed areas disproportionately with black urban and peri-urban areas at the mercy of the white urban areas1. The advent of democracy in 1994 necessitated the city’s transformation into a democratic, non-racial, developmental and mega municipality encompassing the townships that were previously on its periphery. This required the national government, as the superior government to formulate a regulatory framework for local government to foster a developmental orientation, democracy, good governance and accountability to the constituent inhabitants, provincial and national government. Similar to all other municipalities country wide, it became paramount to improve the provision of public services to cover the backlogs that were created by the previous separate development policies of apartheid, but specific to Johannesburg, to maintain its position as the biggest city by population, gross domestic expenditure and economic growth. In this study the researcher maintains the seven assumptions advanced by Caiden (1982:14-6) about public administration i.e. that it is unavoidable, expects obedience, has priority, has exceptional size, has political top management, poses difficulties in performance measurement and that more is expected from it. Although public management is not entirely unique in the above ways due to the phenomenon of new public management (NPM), it is easy in the South African context to identify public administration through the schedules in the Constitution (1996), the Public Finance Management Act, 2002 (PFMA)2 and the formation structures of service providing municipal entities. Public policy analysis literature documents the paradigm shift in public management from traditional bureaucratic structure to decentralisation, NPM and policy networks amid the complexity theory in the public service endeavour to provide services. The local legislature i.e. the municipal council is granted the authority over the sphere of work of the municipality and therefore has the final say in the running of the municipality to meet the expectations of the electorate. In this study the researcher focuses on the analysis of the council’s choices of the above public management structures or policies options in exercising its authority. The council has to decide on functional activities i.e. municipal services from what the Constitution (1996) allows and decide on the executive institutions that are tasked to execute the functions within the budgetary allocations. Regarding research methodology, annual reports, departmental reports, AG performance reports, community complaints, council meeting minutes, provincial government reports, national treasury reports and primary data from questionnaires and expert interviews were consulted to answer the questions on the levels effectiveness and efficiency. It was found that the provision of services has substantially improved as from the beginning of the 21st century and the reason for this improvement is the public service reforms that include NPM. The semi permanency of entities and utilities could inhibit the provision of services in future. It was also found that the weaknesses with the utilities and entities can well be covered by the implementation of policy networks and the municipality finds it difficult to cope under exogenous complexity challenges.

Abstract:
The aim of the study is to investigate effective strategies and processes for public participation in the IDP process in the Buffalo City Metropolitan Municipality. A qualitative study was undertaken and literature review on public participation in terms of the Integrated Development Planning was conducted. Relevant secondary data was sourced and structured interviews were conducted with three (3) ward councillors in the Buffalo City Metropolitan Municipal. Focus group interviews were also conducted with ward committee members from three (3) wards in the Buffalo City Metropolitan Municipality. The findings of this research indicate that ward councilors have limited information on administrative processes. This could lead to ward councillors not be able to provide feedback on various service delivery issues and the progress of the municipal projects. Also ward councillors may not be able to influence public participation if they do not understand their role in administrative processes such as monitoring implementation of council decisions and policies. Ward councillors have no influence on the Integrated Development Planning especially the cost and budget estimates for municipal projects which are intended to benefit the members of the community. On the basis of the key findings, recommendations were made that ward committees should be empowered to deal with the complex developments in the Integrated Development Planning process and ward councillors should play a leading role in the Integrated Development Planning process.

The purpose of this mini-dissertation is to investigate the applicability of the King III in local government sphere, as well as to evaluate the impact it is likely to have if its principles and recommendations were to be fully implemented. Local government has been plagued by very serious challenges of poor service delivery and this has been attributed, in the main, to a lack of adequate resources to address backlogs and maintain existing infrastructure. it is therefore very important that all resources are harnessed and channelled to where they are most need, in service delivery. The investigation of the systems and procedures that are in place to ensure prudent financial management and accountability is a worthwhile study. the BMC, is one of two economic hubs of the Eastern Cape. The mini dissertation commences with assessment of governance arrangements that are in place at the BMC against the minimum standards proposed by the King III. It explores the full range of principles proposed in the codes and compares that to practices and procedures at BMC. To avoid a long winded discussion because the principles are close to ten in number; these have been combined and formulated into four broad themes. A consolidated discussion on manifestations on bad governance or poor adherence to good governance in the public sector is discussed in detail. Finally, the impact of various initiatives currently being pursued to promote good governance will be examined, key lessons will be drawn and recommendations for further studies will be made.

The aim of this study was to gain understanding of community service nurses’ experiences of health care services at Tshwane district public hospital. This qualitative study followed an Interpretative Phenomenological Analysis (IPA) approach to explore the community services nurses’ experiences of health care services at Tshwane district public hospital. Data were collected from 11 purposively selected community service nurses using a semi-structured interview format. Data was analysed using Interpretative Phenomenological Analysis framework for data analysis. Four super-ordinates emerged from data analysis: (1) Resources, (2) Work environmental relations, (3) Supervision and support and, (4) Impact of community service experiences. The study revealed that the health care services rendered at the hospital studied are substandard. Community service nurses reported several challenges experienced during their placement in the hospital under study. Lack of human and material resources, supervision and support contributed to hindrance of smooth acquisition of their clinical skills and experience. These challenges resulted in the psychological and emotional drain of the participants. There is a need for development of guidelines to ensure constant and adequate support to all the community service nurses placed at Ratanang Hospital.

Such a state of affairs warrants research to establish how the municipality manages the quality of public service delivery.

The City of Tshwane is the capital city of South Africa and the administrative seat of government. The status of the city as a capital creates high expectations on the level of basic service delivery on municipal services like waste management, water, electricity and health. The city is currently facing challenges in relation to the delivery and implementation of waste management services. In an attempt to find solutions to the waste management challenges of the city a study on the implementation of waste management services is undertaken by the researcher. The study identifies and then analyses the underlying reasons for the challenges faced by the City of Tshwane in the implementation of waste management services. This aim of this study was to investigate and to analyse the implementation of waste management services in the City of Tshwane’s historically disadvantaged areas with particular focus on Region 01, 02, 05 and 07. In order to investigate these factors, a descriptive research design and qualitative methodology was used which related to convenient and purposive sampling of officials and data collected from fifteen (15) respondents using semi structured interviews and observations. The study also utilised document analysis to interpret the challenges and solutions related to the research topic. It emerged from the study that a lack of capacity and resources to perform efficient waste management services underpinned many of the challenges experience by the city. The failure of the city to ensure community participation and involvement is another reason for the challenges the city faces in waste management. Furthermore, the lack of policy implementation and enforcement is an element that the city needs to deeply consider. When policy is crafted with input of residents and when there is a social contract as to the roles and responsibilities of each party, it becomes easier to enforce. Some of the challenges that the city faces with regards to waste management can also be attributed to political interference and institutional deficiencies. Beyond issues like capacity, institutions and others, the city will continue to face challenges if it does not seriously invest in innovation and new technologies that address its generic and specific conditions in relation to the management of waste. The marginalisation and selective enforcement of by-laws on the informal recyclers and reclaimers are some of the findings of the study that demonstrate the inability of the city to find specific solutions to specifics regions on waste management .These challenges resulted in the peri urban regions like region 01, 02, 05 and 07 not receiving quality and consistent waste management services. The study recommends some interventions to address the waste management problems identified in the highlighted regions and entire City of Tshwane. Some of the recommended interventions include, assessing the unique characteristics of the communities and regions with a view of identifying waste management solutions that will be relevant for the circumstances and profile of such regions, ensure that proper and adequate resources, infrastructure and capacity is deployed to such areas to improve the waste services in those areas. Furthermore aggressive education and awareness campaigns conducted in partnership with communities will be critical to change people’s attitude towards waste management and a clean environment. This can be achieved through a consultative process led by the City of Tshwane in partnership with its communities and enforced through a progressive and incentive driven by-law system.

Abstract:
This study investigated the registered nurses' perceptions of the bureaucratic view of power in health care services in the Tshwane metropolitan region. The study further sought to describe how power affects the role of registered nurses in an organisation that is perceived to be predominantly bureaucratic in its' approach to management. A quantitative descriptive exploratory approach was adopted. Data was drawn from 121 respondents by random distribution of questionnaires to three selected health care services in the Tshwane metropolitan region. The findings revealed that registered nurses were largely divided in their perception of the bureaucratic view of power in health care services. Almost half of the respondents indicated that great strides had been taken by organisations in transforming health care services in accordance with the White Paper (1997) on Transformation of the Health System in South Africa and the recommendations of the 2001 Health Summit. The others indicated that registered nurses still needed to break out of the restraints of their dependant role towards taking ownership of health care services by equally bearing the burden of the organisation with management.

One of the greatest challenges facing the South African Police Service (SAPS) as well as other law enforcement agencies elsewhere is how to maintain the enthusiasm officers shared before graduating from the academy whilst on the job. Critical areas of police service policy and procedure is not only affecting officer's morale, but also having a severely detrimental effect on the public's confidence in the police as a whole. Officers within the SAPS Public Order Policing Unit in Tshwane Metropolitan area exhibit low morale, a loss of interest in their work, and are not fully engaged in the workplace or their duties. The general appearance of members and job dissatisfaction are also common signs in a workplace where members have low morale. Employees assigned or deployed within the Unit often fail to participate or pull their weight in the spirit of collaboration with their colleagues. Discipline issues, such as insubordination and poor attendance, are also signs of low morale. The fundamental purpose of this study is to determine the main causes of low morale within the SAPS Public Order Policing Unit in Tshwane Metropolitan area.

Abstract:
In the past decade Zimbabwe has experienced serious economic and political challenges, forcing many to flee in search of better employment opportunities and lifestyles. This research, conducted in Tshwane Gauteng, aimed to gain an in-depth understanding of Zimbabwean economic migrants’ experiences and challenges in relocating and adjusting in South Africa. Employing a qualitative approach, semi-structured face-to-face interviews were conducted to collect data which were analysed using Tesch’s framework (in Creswell, 2009:186). The ethical considerations of informed consent, anonymity and confidentiality, debriefing, guidelines for dealing with research data and record management, and honesty with professional colleagues were applied in the research. The research confirms that most Zimbabweans relocated to South Africa for economic reasons and their social and family situations were affected. Challenges were experienced with government officials, in terms of employment, accommodation, education, health services, travelling and with banking institutions. Language barriers and differences in cultural beliefs and values impacted negatively on participants’ socialisation and adjustment. The research shows an alarming lack of social work visibility. The researcher recommends that social work should accept that economic migrants are part of their clientele

Abstract:
Developmental local government is regarded as a remedy for the deep-rooted structural socio-economic challenges in South Africa. Many of these challenges are a legacy of apartheid and colonialism, so the ascent to power of a democratic government after the 1994 democratic elections was seen as a watershed for the development of policies and programmes to ameliorate poverty, unemployment and gross inequality. The Constitution of the Republic of South Africa Act, 108 of 1996, positions South Africa as a developmental state (defining developmentalism as a capable state with strong economic growth and professionalized public institutions). The White Paper on Local Government, 1998, was also introduced to mitigate poverty and unemployment. The adoption of a democratic developmental state model that empowers local government, as the coalface of service delivery, was seen as the solution. The developmental trajectory posited by the national government was thus predicated on the efficacy of municipalities. This study therefore explores the success and failure of developmentalism in South Africa, using the Tshwane Metropolitan Municipality as a case study. Analysis and comparison regarding the best model for South Africa was done on the basis of a literature review of international and local studies and official documents and legislation. The review shows that the now defunct developmentalist Reconstruction and Development Programme (RDP) was adopted in 1994 to address the socio-economic ills associated with colonialism and apartheid, but it was replaced by the neoliberal Growth Employment and Redistribution policy. Most developing countries use East Asia as a template to replicate developmental models. Developmentalism thrived in Asia because these countries are not democratic. However, South Africa is a constitutional democracy, which means that the public and public participation must be taken into consideration in policy-making and decision-making, especially for local government to address local socio-economic problems, particularly those affecting the poor. This was not found to be the case in the Tshwane Metropolitan Municipality, where developmentalism is overshadowed by endemic problems around leadership, patronage and a lack of consultation with the people, leaving their needs largely unmet. Neo-liberal policies, clearly not aligned with developmentalism, have been espoused, so a developmental local government model has not been implemented systematically in the Metro. Recommendations to prioritize truly developmental local economic growth and socio-economic development include extensive training and higher appointment criteria.

Effective and satisfactory security service is critical to private security officers (PSOs) working in the private, state-owned and public sectors as it plays a pivotal role in improving organisational productivity and helps to promote good working relationships. When PSOs project poor attitudes, clients are seriously affected by such negative behaviour and the level of service rendered will eventually deteriorate. This study sought to understand and explore the factors that contributed to unsatisfactory services rendered by PSOs at GPW in Tshwane. The researcher utilised a nonexperimental quantitative research approach and a self-administered questionnaire survey was used to collect data. Data collected was analysed and interpreted using quantitative methods and procedures. The findings emanating from the research revealed that the levels of service rendered by PSOs at GPW in Tshwane was ineffective and unsatisfactory and various factors contributed to ineffective service delivery. Several recommendations are proposed to improve the level of service rendered by PSOs.

The Choice on Termination of Pregnancy Act (Act 92 of 1996) states that “reproductive rights must be guaranteed and reproductive health services must promote people’s rights to privacy and dignity”, but most communities seem to lack proper information about this legislative aspect. The purpose of the study was to explore the community’s perceptions regarding legal choice of termination of pregnancy in order to have a broader understanding how the community views termination of pregnancy, and whether they are able to access legal termination of pregnancy. An exploratory qualitative study was conducted. The exploratory and descriptive research assisted the researcher to have adequate time to explore and describe the community’s perceptions about termination of pregnancy. The researcher purposely selected participants who consult at a particular Tshwane hospital as most of this particular community members presents with complications of illegal abortions. Both men and women above 18 years had an opportunity to participate. Data was collected until saturation is reached. Thematic analysis was conducted. The findings reveal that the community still needs to be given more information about rights and laws surrounding termination of pregnancy. Recommendations were made to create more awareness and improve access.

The research study focused on the service delivery challenges regarding water and sanitation in the Gauteng Province. Two metropolitan municipalities including the City of Johannesburg and the City of Tshwane were investigated and used for this research study. The study used a qualitative research design and the methodology includes literature reviews and structured interviews to highlight the challenges from an international, South African, and provincial perspective, particularly in Gauteng. An interview schedule was developed and structured interviews were conducted to collect primary data from the selected participants. Although the literature review conducted indicate that the provision of water and sanitation in the Gauteng Province had improved, significant challenges remain. Areas such as informal settlements are still experiencing shortcomings as compared to the metropolitan areas. Institutional challenges such as a lack of appropriate skills still exist. Other challenges such as poor financial management and non-payment for services by the communities persist. Furthermore, the literature indicates that community protests over basic services occur more in the Gauteng Province than in other provinces. This indicates that the challenges of providing basic services such as water and sanitation are still persistent. To deal with the challenges of providing water and sanitation services, the government and agencies involved in the provision of these services implemented several measures. To alleviate the challenges, not only government help is needed, but also help from other sectors, including non-governmental organisations, agencies, and communities. The findings of this study might assist the municipalities to improve the services through its recommendations. The study is also meant to help public officials and political office bearers to understand the dynamics and challenges they are faced with when carrying out their duties. This study will be used to add to the current literature on the basic service delivery challenges in the Gauteng Province, it will also contribute to academic and government related publications for further references and broadens research on the subject.

This study was conducted as a result of the various media reports, various law enforcement investigation reports, Public Service Commission, reports of the Auditor General South Africa and the Public Protector South Africa on corruption and the various forms in which corruption manifests itself in the City of Tshwane Metropolitan Municipality and the effectiveness of the various law enforcement agencies and the government in tackling the scourge of corruption in public and private institutions. While South Africa has various anti-corruption strategies, they all seem to be ineffective and have thus far not achieved their desired results. A qualitative research approach was used to investigate this problem. A thorough literature study and documentary analysis was used to gather all the relevant data related to this topic. It has been found that the most common manifestations of corruption that take place in the South African public service are fraud, bribery, extortion, nepotism, conflict of interest, cronyism, favouritism, theft, graft, embezzlement and abuse of power. Other forms of corruption that raise concern are, for example, influence-peddling, insider trading/abuse of privileged information, bid-rigging and kickbacks. South Africa has, on the other hand, seven anti-corruption institutions and seventeen pieces of legislation which are intended to combat corruption in the public and private sector. These pieces of legislation give South African law enforcement and investigators in the public and private sectors a clear mandate with a view to investigating the high levels of corruption. It is the submission of the Public Service Commission (2011:vi) that corruption has become a global concern that seriously hampers development in any country and diverts its resources from where they are needed the most. The most unfortunate truth and reality about corruption is that the poor suffer the most.

The challenge of continued non-payment for municipal services has its origin in the liberation struggle against apartheid, where municipal rates were deliberately not paid. This was a form of protestation against the illegitimate apartheid structures of local government imposed on the local communities, especially in the black areas. Unfortunately, this "weapon" that was used to fight apartheid has now become a challenge in post-1994 local government system, with some suggesting that it has evolved into a culture of non-payment for municipal services. But, why would this culture evolve in the post-apartheid era? This question is asked because in 1994 South Africa became a democratic state, where the citizens elected government of their own and mechanisms to institutionalize community participation in the processes of governance were introduced. The issue therefore is no longer of the illegitimate local government structures imposed on the people. So, the question is, why do people still continue to not pay their municipal services? Most municipalities in South Africa are unable to sustain their constitutional mandate of providing services to their communities as their revenue capacity is declining because of non-payment for municipal services. Against this background, the question that this study asks is what are the reasons for the continued non-payment for municipal services in the City of Tshwane? Coupled to this question is yet another important question, which this study also considers: how does the City of Tshwane deal with the challenge of non-payment for municipal services? The attempt to answer this question starts with an examination of the phenomenon of non-payment for municipal services in the City of Tshwane to highlight it as a challenge for the local sphere of government in South Africa. The purpose of the study is to understand the reasons for the continued non-payment for municipal services and how the City of Tshwane deals with this challenge.

The purpose of the study was to investigate the knowledge of TB patients receiving TB treatment at a clinic in Tshwane regarding the condition and their treatment. A descriptive cross-sectional survey was conducted. Data was collected using a self-designed structured questionnaire administered by the researcher and nurses. The population consisted of diagnosed TB patients. The total sample consisted of 74 respondents. The respondents were described in terms of inter alia their demographics, aspects of their health and TB and aspects related to clinic visits. For the knowledge about TB a competency indicator was set at 70% which means that those that achieved this were regarded as knowledgeable. Those that were found to be not knowledgeable were 41.9% of the sample. The mean score achieved by the group was 61% with a standard deviation of 25. Recommendations were made to amend knowledge deficits of TB patients and for further research

METHODOLOGY: A qualitative research design was followed. Data were collected through in-depth qualitative interviews from a purposive sample of eight (8) R48 trained professional nurses. Eight steps of Tech’s inductive, descriptive open coding technique was followed. FINDINGS: The study established that EPI programme is important in R48 training. The implementation of integrated approach was viewed as beneficial leading to the reduction of diseases. The successful implementation would be more beneficial if it is consistently coupled with support from programme managers and regular in-service on up-dates of new vaccines and technologies are introduced within the programme

The purpose of this research was to investigate occupational health and safety challenges and their impact on health care workers (HCWs) in selected public hospitals from the Gauteng Province, South Africa. Method: A quantitative descriptive cross-sectional survey was conducted among HCWs in the study sites. A two-staged sampling that include purposive sampling of study sites and census sampling of 2000 HCWs was used. Self-administered questionnaires were used to obtain data from HCWs. In addition, two different checklists were used to conduct retrospective records reviews to assess occupational health and safety (OHS) policy compliance and occupational injuries and diseases occurrence. The SAS Release 9.3 was used to analyse data. The Fischer Exact test and Chi-square were also used to determine the association of variables and P-value was set at <0.05 to indicate significant association. Results: A total of eight public hospitals and 926 (46.3%) HCWs who were all females nurses participated in this survey. Major occupational health hazards reported by the participants include: needle-stick injuries 275 (54.67%), slips trips and falls 67 (13.32%) and splashes 57 (11.33%). The analysis of open-ended responses indicated increased workloads, long hours of work and shift work as the most reported psychosocial hazards among HCWs. The reviewed records indicated that back injuries 22 (4.37%), tuberculosis (TB) 17 (3.38%) and asthmatic reactions 8 (1.59%) were the commonly reported occupational injuries and diseases among the HCWs. The records review also revealed a lack in the conducting of adequate medical surveillance among participants. The results showed poor compliance with the OHS policy and a negative impact of biological and psychosocial hazards on the HCWs. Conclusion: There was a high risk of exposures to biological hazards whilst providing care to patients, thus warranting the implementation of robust preventive measures. As a result, the guidelines were developed to promote the health and safety of HCWs with a view to promoting policy compliance and preventing the occurrence of occupational injuries and diseases as well as their impact among HCWs.

The Extended Public Works Programme (EPWP) is a government programme targeted at unemployed individuals. Public entities at the national, provincial and municipal level implement the EPWP. The City of Tshwane Metropolitan Municipality (CTMM) is one of the entities implementing the EPWP at the local level. This study investigated the implementation of the EPWP within the CTMM with a view to understand the current implementation approach. The CTMM has been unable to achieve their EPWP annual targets since 2009. The CTMM experienced the lack of attaining targets mainly in relation to persons with disabilities (2%), and indigents (50%). Other challenges include the lack of training EPWP participants in specialized skills; the unsustainable nature of the EPWP projects; and un-approval of the draft EPWP policy. This study proposes interventions with regard to the coordination of the EPWP, improved monitoring of projects, training, indigent criteria, and approval of the EPWP policy within the CTMM.

The purpose of the thesis is to assess municipal own sources of revenue in the Johannesburg Metropolitan Municipality. Section 229 of the Constitution of South Africa states that municipalities may impose rates on property and surcharges on fees for services provided by the municipality or on behalf of the municipality. The primary data obtained from the City of Johannesburg facilitated the assessment of property tax and user fees revenue performance of the municipality as well as the challenges in the administration of revenue. A case study approach was used and the data required was on assessment of property tax and user fees revenue performance of the municipality as well as the challenges in the administration of revenue. Data was therefore collected from the primary data sources.This research shed the light on challenges that the City of Johannesburg Metropolitan Municipality encounter in the process of tax rate and charges administration in order to raise enough revenue to cover the cost of service delivery. Findings in relation to revenue collection were based on the information obtained from a user’s survey, the department of revenue, head of property unit, MMC finance and the executive mayor. Amongst other challenges that affect the CoJ own source of revenue, is the issue of property valuation and billing system which is to allow the city to charges tax payers according to property market value. In addition, there is no proper line of communication between the city and the community about the necessity of property tax rates and fee charges. Hence, some members of local community are not fulfilling their property tax obligations because of poverty or by preference. Observations from the study indicates that practical difficulties related to tax base identification and the lack of human capacity contribute significantly to the underperformance of the property tax administration system across South Africa as a whole. The inadequate records on property information have contributed to the inefficiency of the property tax system since many taxable units are not known, and therefore, it becomes difficult for the taxing authorities to collect property tax. Consequently, the City of Johannesburg Metropolitan Municipality is unable to collect enough revenue to cover the cost of service delivery. In order to rectify these problems some of the measures recommended include the need to improve human capacity and the communication/collaboration between local community and the municipality.

High prevalence of mental illness in South African and limited Mental Health Care (MHC) resources call for ways to supplement the overburdened system to meet the rehabilitative and supportive needs of service users as stipulated in the MHC Act no. 17 of 2002. Various psychological, social, and financial difficulties plaguing MHC users require holistic treatment intervention to help them cope with their conditions. This study explored the meaning of a Tshwane District community-based support group for MHC out-patients to help illuminate the value the group had for the members. A Social Constructionist epistemology informed the qualitative research approach. Data were collected by conducting semi-structured interviews and employing a collage-making method. The main themes illuminated by thematic analysis suggest that the group provided the members with a sense of belonging, mental and physical mobilisation and stimulation, a source of support, multiple learning experiences, and contributed to personal transformation and growth.

The study followed a qualitative, explorative, descriptive design based on phenomenological interpretive approach. Purposive sample of 16 participants were recruited. Unstructured interviews with a grand tour question was used to conduct face-to-face individual interviews. Interviews were recorded and transcribed verbatim. TheTesch’s method of analysis was utilised. Target group was PNs aged between 25 and 65 years who have worked for two or more years in selected units. Experiences of PNs on shortage of resources was reported as the major findings of this study.

Midwifery is the backbone of women and child healthcare. The shortage of staff in maternity units is a crisis faced by many countries worldwide, including South Africa. This study aims to investigate and explore the perceptions of midwives on the shortage and retention of staff in a public institution. An explorative, descriptive generic qualitative design method was followed. Non-probability, purposive sampling technique was used. The study was conducted at one tertiary hospital in the district of Tshwane, Gauteng Province. A total of 11 midwives were interviewed. Thematic coding analysis was followed in analysing data. Midwives are passionate about their job, despite the hurdles related to their day-to-day work environment. They are demoralised by a chronic shortage of staff, and feel overworked. Staff involvement in decision-making processes is a motivational factor for midwives to stay in the profession.

Female-headed families have become a major component of society, globally and locally. South Africa has also witnessed an increase in the number of female-headed families. Children raised in female-headed families have been reported to be disadvantaged in several ways. Many are said to be performing poorly at school, having low self-esteem, experiencing early sexual activity, and displaying adverse behaviour. Hence, the views of adult children who grew up in female-headed families were explored to inform social work practice. A qualitative, explorative, descriptive, and contextual study was undertaken with 12 participants whose ages ranged from 25 to 35 years. The goal of this study was to gain insight into the experiences of adult children who grew up in female-headed families. Data was gathered through semi-structured interviews and analysed following Tesch’s (in Creswell, 2009) framework. Data was verified using Lincoln and Guba’s model of trustworthiness. The major findings highlighted first, a deep-seated need to understand reasons for being abandoned by their fathers. Second, the resources inherent within female-headed families, often overlooked, revealed the strengths that these families possess. Third, spirituality as the foundation of their resilience during difficult times dominated the participants’ accounts of being raised in female-headed families. Fourth, various support structures emerged as fundamental components, requisite for the optimal functioning of female-headed families. The implications for social work and recommendations for future research are presented.

The researcher used the integration of both qualitative and quantitative approaches. The respondents were drawn from three district, one regional, one academic and two private hospitals. Data was collected by means of questionnaires. The open-ended questions in the questionnaire allowed the respondents to respond in their own words (“etic” description). This enhanced the organisation and reduction of the relevant data for analysis as well as the validity and trustworthiness of the study. The study revealed that even though most of the South African government health policies were very advanced and among the best in the world, some crucial policies appeared to have encountered problems with implementation, from conflicting ideologies and opinions from hospital management, different unions, professional associations, the provincial government, the South African Nursing Council (SANC) and patients. Too many groups appeared to have discussed nurses‟ issues with government and made decisions for nurses, leaving nurses disillusioned. The majority of the respondents attributed this to poor representation at government level. Furthermore, some decisions, resolutions and strategies agreed upon between the unions and bargaining councils appeared to have worked against nurses, further dividing RNs and failing to accomplish the intended purpose. Although most of the respondents had hoped that the Occupational Specific Dispensation (OSD) for nurses would address chronic low salaries for all nurses in the PHS, it favoured certain specialty qualifications (which were based on the description of post-basic courses in R212 and R48, which were not clearly delineated). In addition, RNs were not informed about the meaning and implications of the OSD prior to implementation. The study thus found an information gap between government and RNs at the production level, which appeared not to be with the government and the nurses, but in between. Most importantly, nurses seemed to be represented more by unions to government and bargaining councils, as opposed to nurses, while most of the respondents did not favour the division of nurses between professional associations and unions. Decisions in the PHS appeared to have been dominated by leaders who had no experience with pragmatic issues of health care services (HCS), particularly at the operational level, and the dynamics of the nursing profession. The study therefore concluded that, if the right people (nurses, doctors and systems) were put in place, and nurses were represented by nurses at government level, bargaining councils and parliament, discontent among RNs in the PHS could be reduced significantly. Existing strategies were found to deal with the symptoms and not the root cause of discontent among RNs in the PHS.

Health practitioners collect health data on a daily basis at health facility levels in order to monitor and evaluate the performance of priority national health programmes (District Health Plan 2012:6). Routine data quality for health programmes monitoring need a collective intervention to ensure clear understanding for what data to be collected at primary health care setting. The aim of the study is to explore the understanding of routine health data, determine the use of routine data and feedback mechanism at primary health care clinic setting. Quantitative descriptive research design was used to answer the research question on this research study. Structured data collection questionnaire was used for the study to accomplish the research purpose and reach the study objectives. A total of 400 participants was sampled, and 247 responded. One of the findings was that the understanding of routine health data by Health Practitioners was at 82.6% (% = f/n*100, f= 3242 and n= 3926).

Abstract:
A qualitative, descriptive, exploratory and contextual study was undertaken to explore and describe how clinic nurses practice their role regarding growth development monitoring and anthropometric measurement of children and interpretation of their values. An accessible population of twelve clinic nurses of all categories were purposively recruited to participate in the study. In depth individual interviews were conducted to generate data. Interviews were audio-taped and transcribed by the researcher verbatim. The direct quotes of participants were coded and arranged into meaning units for analysis. Tech’s (1990:142-145) eight steps of analysis to analyse the textual qualitative data as cited by Creswell (2009:186) was used until themes, categories and subcategories were identified and developed. Data analysis was triangulated by using Atlas.ti computer software version 7.0 to organise text, audio data files coding, memos and findings into project files. An independent coder analysed data for validation using content analysis. Data analysis revealed that nurses had challenges in ways of doing practice evidenced by inconsistencies and discrepancies in GDM, APM of children and incorrect interpretation of their values. Non-compliance to protocols from both nurses and parents was a significant finding. Shortage of resources was reported as a major hindrance. Guidelines were formulated to guide clinic nurses. Recommendations were proposed that the matter be taken up by nurse managers, educators and leadership from the Department of Health

The city of Tshwane Emergency Services is the first in South Africa to be certified ISO 9001:2008 in 2013. This saw the department leading the course of quality management both in the city and throughout the country. As a service rendering undertaking their efficiency and effectiveness requires evaluation from a quality management perspective. The city seeks to roll-out certification throughout all city departments so as to enable a quality driven municipal entity. This study was conducted to identify the factors that affect adherence to ISO 9001:2008 within the city. The results of this study can be used by managers throughout the Emergency Services and related services around the world to evaluate the importance of the implementation of the management system. The study is descriptive and cross-sectional. A quantitative method was used to collect data and analyse it. A stratified random sampling techniques was used with sample size of n=121 on employees within the Emergency Services of the city of Tshwane. Frequency tables, pie-chart, histograms and tables were used to present and analyse the data collected. The study identified qualification, effective communication and proper record keeping (documentation) as key factors affecting adherence to ISO 9001:2008.

In South Africa, the number of households owning private cars has increased from 22.9% in 2003 to 28.5% in 2013. The City of Tshwane Metropolitan Municipality (City of Tshwane) in South Africa had the largest increase in population that was using private cars between 2003 and 2013 of approximately 11.3%; hence, a need was identified to shift from private cars to sustainable modes of transport. The purpose of this study was to develop guidelines for sustainable urban transport. Geographical location was used for quota sampling to ensure that all seven regions of the Tshwane municipal area would be represented. The sample size of the study comprised 418 participants. The primary data were gathered in Tshwane during the month of August 2017 using a structured questionnaire. The Likert scale was employed to ascertain the public's attitudes towards sustainable urban transport. Descriptive statistics, exploratory factor analysis and inferential statistics were used to analyse the data. The results revealed that the private car is the most frequently used mode of transport in the City of Tshwane. The results further indicated that the majority of the residents of the City of Tshwane had a negative attitude towards sustainable transport modes, which was attributed to safety, reliability and convenience concerns. Regions 4 and 6 differed statistically and significantly from region 5 regarding their opinions on the safety and comfort of private cars. In order to promote sustainable transportation, it is recommended that the City of Tshwane implement transport initiatives that can improve the service quality and safety features of sustainable transport modes. Each region of the City of Tshwane made specific recommendations that were based on the results of the study. The findings of this study provide insights that can be useful to the city planners to secure sustainable urban transportation for the City of Tshwane. Future research could investigate the feasibility of public bicycle rental programmes in the City of Tshwane.

Streek 4 en 6 verskil statisties aansienlik van streek 5 betreffende hul menings oor die veiligheid en gemak van private motors. Om volhoubare vervoer te bevorder, word aanbeveel dat die Stad Tshwane vervoerinisiatiewe implementeer wat die diensgehalte en veiligheidskenmerke van volhoubare vervoerwyses kan verbeter. Elke streek van die Stad Tshwane het vorendag gekom met spesifieke voorstelle wat by die resultate ingesluit is. Die bevindinge van hierdie studie bied insigte wat bruikbaar vir stadsbeplanners kan wees om volhoubare stedelike vervoer in die Stad Tshwane moontlik te maak. Teacher attrition in schools is a common and ongoing phenomenon experienced nationally and internationally. Teacher attrition takes place continuously in schools either voluntarily or involuntarily in the form of retirement, resignation, transfer, dismissal, redeployment, ill-health and death, affecting the teaching and learning process in a negative way. The purpose of this study was to explore the experiences of female principals on teacher attrition. The study was conducted in the public schools of Tshwane West District of Gauteng Province. Transformational leadership theory and ethics of care theory underpinned this qualitative study positioned within the constructivist paradigm. A case study design was used to explore the case of teacher attrition. Purposive sampling was used to select the female principals to participate in this study. Data were collected through face-to-face semi-structured interviews, observation and document analysis. Qualitative content analysis was employed for data analysis. The study found that teacher attrition affects schools negatively. It disrupts and destabilises the schools, affecting the morale of the teachers as well as affecting learner performance and discipline as it takes place throughout the academic year. The female principals employ various strategies to address the issue of teacher attrition and to motivate for teacher retention. The study recommended that female principals be empowered to enable them to cope with their role of managing teacher attrition.

The study was limited to three national education policies, which were the teacherlearner ratio policy, teacher workload policy and learner discipline policy. The problem was the learner moral decay, which was conspicuous to the public who saw learners all over the school grounds during contact time, along streets strolling to their schools without showing any remorse long after schools had started at 8h00. Poor academic performance in public secondary schools in the Tshwane South District is a cause for concern, whereby one of the schools in Tshwane South had only 6% of learners passing in 2018 out of 300 in Grade 8, and the rest were progressed. Qualitative methodology was used, and one-on-one interviews were conducted to collect data from the SGBs, SMTs and teachers of five poorly performing schools in the district. The study revealed that the incorrect development and implementation of the new national education policies had a negative impact on learner discipline and academic performance. The classrooms were overcrowded which meant the teacher-learner ratio and teacher workload were high. The learners and the parents were not provided with the Code of Conduct, and some teachers never read the education policies and did not know that the Code of Conduct is an alternative policy to the corporal punishment policy. Consequently, learners who misbehave and are under the leadership of COSAS defy it because they are aware that teachers are ignorant of the correct procedure to enhance the Code of Conduct implementation. This implies that any case against the learners was considered unprocedural and nullified. It became evident that the Department of Basic Education needed to invest even more in education to deal with the issue of overcrowding by deploying more teachers and teacher assistants. The intervention was also necessary to equip stakeholders with skills in the adoption and implementation of national education policies. The intervention should empower the SGBs to develop and adopt the Code of Conduct correctly, teachers to maintain discipline with confidence and effectively to improve academic performance. As well as the powerful tools for planning correctly by the SMT to involve policy authorities for stakeholders’ development. The implementation of the teacher-learner ratio policy, teacher workload policy and learner discipline policies required monitoring, and to be reviewed if necessary, to avoid disparity between policy and practice.

Leerders wat hul wangedra en deur COSAS beïnvloed word, minag gevolglik die Gedragskode omdat hulle bewus is dat onderwysers oningelig is oor die juiste prosedure ter bevordering van dié kode. Dit beteken dat sake teen leerders dikwels as prosessueel ongeldig beskou word en nietig verklaar word. Dit is duidelik dat die Departement van Basiese Onderwys aandag moet bestee aan die kwessie van oorvol klaskamers deur meer onderwysers en onderwysassistente aan te stel. Ingryping is ook nodig om belanghebbendes toe te rus met vaardighede vir die ingebruikneming en implementering van nasionale onderwysbeleide. So ’n ingreep sal SBL’e bemagtig om die Gedragskode korrek te ontwikkel en aan te neem, waardeur onderwysers bygestaan sal word in die handhawing van dissipline en die verbetering van akademiese prestasie. Die bevindinge dui aan dat die implementering van die beleide op onderskeidelik die onderwyser-leerder-verhouding, die onderwyserwerklading en leerderdissipline monitering en, waar nodig, hersiening vereis ten einde skeiding tussen die beleid en die praktyk te vermy.

The study seek to analyze the role of the Local Government in distribution of equitable and basic needs to its community through efficient and effective service delivery through the utilization municipal infrastructure grant. Municipal service delivery is still a major concern in South Africa. In terms of the Constitution of South Africa (Act 106 of 1996), municipalities are the only spheres of government that are mandated for delivery of basic services such as water, sanitation, electricity, refuse removal, development and maintenance of community infrastructure, storm water, primary health and provision of better housing to the poorest of the poor. The new dispensation in 1994, necessitated the transformation of the municipalities towards service delivery. The apartheid system was characterized by inequities in terms of provision of sustainable needs to its communities. The service delivery was fragmented along racial lines. Blacks were largely excluded from better services, while the minority enjoyed the services of municipalities around the country. Various laws, policies were enacted to find ways of ensuring that municipalities are responsive to community’s demands and needs in an equitable manner. The White Paper on Local Government in 1998, outlined some strategies that needs to be followed for the Local Government to achieve its objective. The background of the study, problem statements highlighted the historical imbalances in the system and how it can be redressed to provide good governance at the local government. The research questions form the basis of the study. The questionnaire for data gathering were formulated in line with the research questionnaire. Municipalities are characterized by service backlog, lack of skills (administratively and technically), lack of transparency and accountability that contribute to major challenges faced by municipalities in service provision. The research methodology used in this study focused more on the qualitative to allow participants to express their feelings in a descriptive manner and less on the iv quantitative approach wherein figures were reflected in a form of tables and graphs . The provision of service, as a social phenomena focused on human beings as object of study. Ethical considerations were taken into account. Questionnaires were distributed to executive directors and officials in strategic positions of service delivery of City of Tshwane Metropolitan Municipality and also to SALGA, CoGTA and National Treasury. The aim of the questionnaire was to find out and assess the challenges faced by municipal officials on their day to day activities regarding the management and utilization of MIG in a responsible and accountable manner. Extensive literature review covered a range of books, journals, African National Congress (ANC) Manifesto, Reconstruction and Development Programme (RDP), White Paper, Discussion Documents and City of Tshwane’s Annual Reports, Service Delivery Strategies Reports and other related documents that advocate for service delivery challenges and its impact. The findings revealed that municipalities faced common challenges that impede on the progress of service delivery. Some of the challenges are beyond their control like the non-availability of government owned land. Most of municipalities are characterized by lack of funding, under-spending or over-spending. In the City of Tshwane Metropolitan Municipality, housing is still a major challenge. The ever increasing demand from communities also impact on the budget of the municipality. Immigration in Tshwane area have negative effect on service delivery, particularly the housing backlog and proper sanitation.

Abstract:
Early childhood development centres play a major role in supporting the development of children from zero to six years. For sustainability and strengthening ECD Centres funding is provided by government departments, municipalities and the private sector. The City of Tshwane is funding a number of ECD centres in Mamelodi. The CoT has clear guidelines, policies and procedures outlined in the funding strategy. The challenge faced by the CoT is the compliance and accountability of the funded ECD centres. Utilizing the qualitative approach, this study communicates the challenges faced by the eight Mamelodi ECD centres in keeping to the allocated line items outlined by the CoT funding strategy. The study describes the status of compliance of these centres. It further outlines the CoT funding processes, the ECD managers’ understanding, concerns and reasons behind the lack of compliance. Based on the findings, the study makes recommendations for practice, policy and further research studies.

This dissertation is focused on questions on how the metropolitan municipalities, with specific reference to the City of Tshwane Metropolitan Municipality (CTMM), originated and developed. Against this background, the study consists of a theoretical exploration of the nature of the metropolis as a feature, as well as specific concepts related to it, an investigation into the most important metropolitan problems and an outline of the historical complications regarding the origin of metropolitan municipalities. In addition to this, personnel matters, financial relations and systems, the integrated development plans, ward committees and the role of councillors within the context of the CTMM were also investigated.
