Abstract:
The purpose of this paper is to describe how messages in new media, about the family planning program can be interpreted by the ambassadors of family planning and acceptors. The discussion was carried out with the perspective of symbolic interactionalism introduced by Blumer. The research method is qualitative descriptive with case study pattern on family planing ambassador and acceptor in Bekasi city. The results showed that the information emitted by the new media was responded by the communicant ( family planning ambassador and acceptor) by showing conformity with what was said by Blumer. The family planning ambassadors who were Y and Z generation see the family planing information through new media is a matter that needs to be addressed with due regard to the social environment and social interaction that they do.

Abstract:
The transition of a city to a smart city depends on the preservation of open spaces because they can ensure both a safe and a quality living. In a smart city context, it is important for planners to pre-allocate resources during planning phase in order to satisfy the demand during catastrophic events. Geo-computation approaches can contribute towards the spatial-optimization of urban open-spaces for evacuation purposes in cases of catastrophic events. This work will use a location allocation spatial model to facilitate the planing of urban evacuation actions in Mytilini, Lesvos, Greece. Spatial analysis techniques have evolved during the last decades, mainly due to increased computation resources and other complementary technological advances. In this article, the authors attempt to show the contribution of spatial analysis in emergency management planning towards the smart city vision.

The text is focused on ideals and values hidden under the Soviet period city planning. Soviet urban planning visions of the first half of the 20th century were balancing between naive fiction and visionary concepts. Of course, the industrial building methods and functionalist city models were present not only in the Soviet Union, but in this country especially they were transformed and adapted to the specific political and social situation. Economic aspects dominated the city planning of the Soviet era, but transformations of cities on such a scale were impossible without utopian thought. Visions by soviet architects and planners have already become a part of the legend of mass housing, still not properly discussed. Article in Lithuanian. Santrauka Tekste žvelgiama į idealus bei vertybes, kadaise slypėjusias už sovietinio periodo miestų planavimo. Drąsios ateities miestų vizijos, balansuojančios ant naivios fikcijos ir vizionieriško mąstymo ribos, darė įtaką socialistinio planavimo praktikai. Nors industriniai statybos metodai ir funkcionalistinis miesto modelis nėra tik Sovietų Sąjungai būdingas reiškinys, tačiau čia jis buvo transformuotas ir pritaikytas konkrečiai politinei ir socialinei situacijai. Nepaisant ekonominių ir praktinių aspektų dominavimo statybos procesuose, stambaus masto miestų transformacijos nebuvo galimos nepasitelkus utopinio mąstymo. Sovietinių architektų ir planuotojų vizijos yra masinės statybos legendos dalis, apie kurią nėra pakankamai kalbama.

Abstract:
Third Generation cellular networks (3G) were developed with the aim of offering high data rates up to 2Mbps and 384Kbps for stationary and mobile users respectively which allows the operators to offer a multimedia connectivity and other data services to the end customers. In this work we apply techniques to design a 3G radio network, in particular we study the planning and implementation in developing countries, and state of Palestine as a case study. In order to carry a 3G radio network planning for a selected regions, we must follow a roadmap consists of set of phases; First of all, we must determine the region under study on the digitized map in order to obtain some useful information, such as the area distribution; thus using digital maps gives a good clearness for areas classification, land use, land terrain, heights, vectors, etc. Also we must forecast subscriber profile to perform coverage and capacity dimensioning process to achieve nominal cell plan. This paper work studies Nablus as one of the major Palestinian cities. then, subscriber forecast profile is applied in order to calculate the service traffic demand, the capacity and and coverage requirements, this study is carried in corporation with Wataniya which is one of the leading mobile telecommunication service provider in Palestine. For Nablus city we’ve found that 28 sites are required to be installed to meet the given capacity requirements, on the other hand 46 sites are for coverage. At this point we should make decision about how many site will be implemented. In general we have to select number of sites relative to coverage requirement; so to serve Nablus city by 3G services we should implement 46 sites. At final stage, we have to be sure that our proposed 3G network is suitable not only for the first year of running the 3G services over the deployed network, our design takes into consideration the growth of subscribers number and their demands, so periodically, the networking administrators and the network planning department, assess the network current status and upgrade the network to meet the future demands.

For this reason, this research aims at finding the the development of Batu City ecotourism in policy perspective. To achieve this aim, the scopes of this research is the technical for ecotourism development industries in Batu City based on policy perspective. The design of research used in this research is qualitative research (fenomenologys). The subject is adalah Batu City Planing dan Development Office and Batu City Tourism Office. The data collection method used is documentation and interview. The data was analyzed qualitatively (Content Analysis) by means of interactive model from Miles and Huberman (Miles & Huberman, 1994). The result of the analysis was presented in the form of cross tabulation and the narration from the phenomena. From the research finding the technical for ecotourism development industries in Batu City bassed on policy perspective included The International Ecotoursm Society and Mader is good. Generaly The International Ecotourism Society and Mader indicator was development in policy perspective.

Potential land prices are strongly influenced by various factors, Cimahi City has three sub-districts displaying unique characteristics, since it is located between two districts and one large city, which affects the potential price of land. The potential price of land is crucial to identify, especially in determining the policies of related agencies, the purpose of this research was to zoning potential land prices in Cimahi City. This study engaged a quantitative approach utilizing data collection technique in the form of observation, literature, documentation, and interviews, then analysis was conducted using a GIS which composed of assessment, weighting, coating, and buffering. The study population was all sub-districts in Cimahi. The research samples were taken from several sub-districts which were influenced by districts and cities characteristics indicators such as accessibility, land usage, and land ownership status. The results showed land prices potential was classified as low, medium, and high which was derived by several indicators. It could be concluded that the potential land price is strongly influenced by the surrounding area features, especially urban and district infrastructure. Pemerintah Kota Bandung pada tahun 2016 memasang mesin parkir yang berjumlah 445 mesin, dipasang di 211 titik ruas jalan di Kota Bandung, sebagai inovasi di bidang transportasi untuk menunjang keberhasilan Kota Bandung sebagai smart city, untuk menciptakan layanan publik untuk transportasi dan mobilitas yang lebih baik dan menghilangkan permasalahan umum di dalam transportasi seperti macet, pelanggaran lalu lintas serta meningkatkan Pendapatan Asli Daerah (PAD) melalui retribusi parkir. Namun dalam penerapannya selama ini mesin parkir tidak berjalan efektif untuk menambah pendapatan asli daerah (PAD) Kota Bandung, dari target Rp.118 miliar hanya tercapai Rp.6 miliar. Adapun tujuan penilitian ini untuk mengetahui bagaimana evaluasi dampk kebijakan mesin parkir elektronik di Kota Bandung. Metode yang digunakan dalam penelitian ini adalah kualitaitif deskriptif. penerapan mesin parkir elektronik di Kota Bandung sebagai bagian dari smart city belum terealisasi secara optimal, yang dilihat dari berbagai aspek baik dari penggunaan mesin parkir, sistem pembayaran yang masih ada yang manual, target peningkatan retribusi parkir yang jauh dari target Pendapatan Asli Daerah (PAD) Kota Bandung. Adapun rekomendasi dari penelitian ini diantaranya : 1) sosialisasi yang maksimal yang tidak hanya melalui acara incidental tapi harus cintinueitas; 2) dibutuhkan rekrutmen yang baik untuk memilih sumber daya manusia yang berkompeten; 3) diperhatikan aspek-aspek lain melalui forcesting dan Planing yang baik untuk mengetahui kemungkinan masalah yang menjadi kendala tidak terjadi peningkatan retribusi daerah.

Landscape serving flexible uses for urban sustainability; All the unconscious elements that make up that landscape, especially the vegetation landscape element, should support the concept of sustainability. Within the scope of the study, it was aimed to determine sustainable design approaches in the fields of planting and to create an evaluation scale accordingly by examining the sustainable planting design approaches in urban scale. An answer was sought to the question of how sustainable the planting activities of Trabzon province are. In the study, 40 studies defined as sustainable landscape areas were examined and 27 sub-parameters were developed under 4 main titles within the framework of these studies. The parameters are examined in the regions represented by the city components that make up the city and it is tried to determine what is necessary for the sustainability of the city

One of the goals of urban development is to improve the quality of life of the people, especially in the aspect of health, as found in Denpasar, Bali, which wants to create a healthy city. Denpasar City Development is expected to create and improve health services for the entire community. Improved health infrastructure services are expected to support other government health programs, including the Family Planning Program (KB) as an effort to inhibit the rate of population growth that negatively impacts the economy and environment of a rural and urban area. Through family planning programs people can set the number of children and the desired pregnancy distance, especially for people who live in urban areas. This study aimed to determine contraceptive services in Fertile Age Women (WRA) in urban areas. A cross-sectional descriptive survey was conducted on 1,777 women of childbearing age in Denpasar City. Data on family planning users were obtained from the BKKBN family data collection in 2018. The survey data were processed through univariate and bivariate analysis to determine trends in the use of contraceptives in Denpasar. 55.7% of family planning services in Denpasar are in a bad category. Fertile Age Women (WUS) in the city of Denpasar do not have health insurance (41.6%), do not receive family planning information through the media (41.1%), do not get information from health workers (73.5%), do not get field visit from the health workers ( 96.5%) and do not receive counseling services (59.8%). The low utilization of family planning services will affect the quality of life of the community in Denpasar, especially the WUS, and become a barrier to achieve a healthy city.

Abstract:
This article reflects on the challenges for urban planning posed by the emergence of smart cities in network societies. In particular, it reflects on reductionist tendencies in existing smart city planning. Here the concern is with the implications of prior reductions of complexity which have been undertaken by placing primacy in planning on information technology, economical profit, and top-down political government. Rather than pointing urban planning towards a different ordering of these reductions, this article argues in favor of approaches to smart city planning via complexity theory. Specifically, this article argues in favor of approaching smart city plans holistically as topologies of organized complexity. Here, smart city planning is seen as a theory and practice engaging with a complex adaptive urban system which continuously operates on its potential. The actualizations in the face of contingency of such potential are what might have the city evolve over time, its organization, its wholeness, and its continued existence being at stake from moment to moment.

With the inception of a two-step forestry plan, forest management planning takes on a new, more important, meaning. The new plan aims to optimise production performance in forestry enterprises and is strongly oriented towards economic considerations. In the medium term the emphasis is on strategic planning and operative planning takes place within the annual plan. The content of modern forest management planning is very different to prevailing management plans and calls for new solutions. The examples of forest enterprises of the City of Winterthur(2000 ha) and the Exchequer of Württemberg (5200 ha) serve to show how – apart from traditional policies – a business plan in accordance with modern management doctrine becomes the main steering instrument. In smaller forest enterprises it probably makes good sense to convert the business plan into a strategic planning instrument with a strong economic orientation which, in addition to sovereign considerations, strongly builds on the goals of ownership. Strategic planning will be an important task for the manager. The influence of the state is limited to those aspects which concern binding regulations in the public interest. The supply of information needs to be partially re-regulated with regard to survey levels, accuracy, repartition of coasts and responsibilities.

Abstract:
This paper summarises the key arguments of degrowth thinking and examines their validity in a city planning setting. The paper argues that much of the reorientation work that is necessary to meet the goals of international climate change conventions needs to be carried out locally, in urban and regional settings, and this creates pressure to renew land-use planning practices. It also argues that in light of the latest carbon footprint studies the currently popular linking of urban planning motives with the doctrine of ‘compactness policy’ – which aims at urban core densification and accumulation of growth options – needs to be re-evaluated. The empirical part of the paper focuses on the inner city planning of Joensuu, a city in Eastern Finland with 75,000 inhabitants which has increasingly been criticised by some residents, civil servants and civic action groups for one-sided promotion of the central city. This is, according to critics, taking place at the cost of the surrounding countryside and peri-urban nodes. The paper illustrates how the ‘tactics of growth’ become manifest in the official local planning procedure and to what degree the planning critique, explicitly or implicitly, leans on degrowth concerns. The gathering of the empirical material progressed as part of my involvement in the local degrowth movement, Kohtuusliike, which actively participated in the preparation of the Central Joensuu General Plan 2012.

Abstract:
This paper introduces niche concept and niche overlap theory into the field of urban planning, and believe that urban niche is the extension of species niche concept. Urban provides certain resource for human beings to live and take actives, which makes different dimensions of resource, time and space in different urban's development. Regional characteristics of citiy as the manifestation of a city, which reflect different "space" position of a city in urban niche, the spatial position is multidimensional and with multiple subsystems. Regional characteristics of city mainly come from non-overlapped area of multiple subsystems in urban complex niche, the higher the proportion of non-overlapping, the more obvious features of urban regional characteristics. Therefore, this paper established a regional characteristic model of niche in city streets which based on complex ecosystem, and proposed planning principles under it, in order to emphasize regionality and create a positive ecological street.

City planning has become such an acknowledged function of city government that today we tend to take the city planning commission for granted as a logical part of the city government. Pioneers in the city planning movement in the United States at the turn of the century, however, had yet to decide upon the proper vehicle for carrying out city planning. Although in the early years of the movement a variety of methods were tried, including private planning associations, planning conducted by a committee of city council, and city planning conducted by a single city official, the most common agency of planning to emerge out of this period was the city planning commission.

<span lang="EN-US">In the contemporary urban order the rational connection between the physique of the city and its non-physical elements is a major concern. Whatever happens in the existence of a city like the social, cultural, economic and political interactions are the inevitable realities through which the qualification and quantification nature of the city are determined. All occurrences in these realities, the constituent elements, are subject to the structural process which can be regulated as one of the social organization (non-physical) in urban settings, namely the social organization of the city, economic organization of the city and the political organization of the city. These organizations have the ranking in importance according to the city scale. The objective here is to identify these organizations and their contributions in conceptual urban planning. The adopted method here is descriptive-analytic. In a comparative comparison between the physical and non-physical needs of human regarding an urban setting reveals that the non-physical aspect has priority with high importance since its effect on the citizens’ satisfaction is specific and direct.</span>
