Abstract:
In response to the climate emergency declared in many German cities in 2019, political decision makers, planners and researchers began promoting climate resilience in policy areas such as housing. This article discusses the potential impact and implementation of housing-market monitoring and housing action plans on analytical and strategic capacities at local and regional levels by presenting findings from a transdisciplinary, multi-level real-world laboratory in the Ruhr city region in Germany. It proposes an integrated multi-level approach to raise awareness and provide an accessible database for housing policies in climate-resilient city regions across administrative levels and sectoral borders.

ABSTRACT:In the Wilhelmine era (1871–1918) the Krupp steel company developed into Germany's largest industrial establishment and most famous armaments manufacturer. While the firm further cultivated its reputation as ‘Cannon Kings’, it claimed to be a leader in an entirely different area: the provision of housing. Extensively marketed through company publications, displays at international exhibitions and its Besucherpolitik (visitor policy), Krupp's housing developments in Essen generated considerable domestic and international interest. During a period when the housing question increasingly entered the political realm, high-profile individuals such as Kurt Eisner, Hannes Meyer and Alfred von Tirpitz all passionately expressed their views on Krupp's housing developments. This article assesses their historically neglected first-hand observations against the quantitative and qualitative housing achievements of the steel giant.

Abstract:
Since late 2015, the authors have studied the refugee crisis in Europe. In this article, we analyze local factors that are significant for urban planning to include in an integration plan through case studies in three cities in Germany. We have chosen to study Germany because of the country’s touted Willkommen Kultur (welcome culture), which was prompted in large part by Chancellor Angela Merkel’s “Flüchtlinge Willkommen” (“refugees welcome”) stance. Now, three years after Chancellor Merkel’s declaration to the world, although international and national policies set many parameters for refugee integration, responses to the uncertainty of the situation are fundamentally informed by local contexts. Germany has adopted a policy of distributing refugees to communities throughout the country according to the so-called “Königstein Key”, which sets quotas for each state according to economic capacity. We have selected case study cities and a county that are at different scales and regions: Borken in Hessen (13,500 people), Kassel County (200,000), and Essen, a larger city (600,000). Here we investigate the ways in which German citizens and refugees interact and integrate, with a focus on the social-spatial aspects of refugee experiences and the impacts on urban planning policy, urban morphology, building typology, and pattern language formation. Beyond crisis, we are looking at how refugees can and will try to integrate into their host countries, cities, and neighborhoods and start a new life and how host communities respond to refugee arrival. Urban architecture projects for housing and work opportunities that help the process of integration are part of this study. Particularly, in this article, we investigate the reality on the ground of the positive Willkommen Kultur and the high expectations and implied promises that were set in 2015 by Chancellor Angela Merkel and German society.

This investigation focuses on Leipzig, one of the most prominent examples of a large city in eastern Germany that shrank during the 1990s and began growing again in the 2010s. What happened in those old, inner-city neighbourhoods especially affected by shrinkage, outmigration, abandonment and vacancy, as Leipzig's inner east and inner west were? The focus here will be on the field of housing, real estate market development and residential change; the new role of green spaces and greening strategies in a context of contested urban space; and the ‘fate' of spaces for interim uses and experimentation that had been established during the period of shrinkage. How and why did Leipzig shift from shrinkage towards new growth? What are the impacts of this change for different fields of urban development and policy? What can be learnt from Leipzig for a broader perspective?

<p><strong>Abstract.</strong> The topic of shrinking cities has been one of the most important urban issues in the past three decades. Couch and Cocks (2013) reviewed studies on the outcomes of recent shrinking cities: (1) rapid out-migration from post-socialist countries such as the movement from East Germany to West Germany in the 1990s; (2) economic -decline as an additional trigger for out-migration such as in old industrial areas in Northern England and the Rust Belt of the United States; and (3) rapid demographic changes such as low fertility and longevity-led ageing of the society leading to shrinking regions in the European countries and Japan. Although many studies have been conducted in East Germany, the old industrial cities, and the aging European countries (Nordvik and Gulbrabdsen 2009, Hoekstra et al. 2018, Hollander 2018), little is known about shrinkage in Japanese cities. Over recent decades, the debates on shrinking cities have been widely studied; these studies can be classified into three categories: (1) studies to understand the background reasons that caused shrinkage, (2) those to analyze the effects or outcomes of shrinkage (e.g., increase in housing vacancies or vacant lots, growth of crime rate or political challenges), and (3) those to propose policy implications or practical solution strategies to overcome shrinkage (Hollander and Nemeth 2011).</p><p>First, Hollander (2018) and other studies identified the relationship between the neighborhood life cycle (Hoover and Vernon 1959, or studies by the Chicago schools) and urban shrinkage, with regards to old industrial cities such as those in the Rust Belt of the United States and erstwhile mining towns in North England. Hoover and Vernon (1959) proposed that a neighborhood follows a five-stage cycle, comprising the stages of development, transition, downgrading, shrinkage, and renewal; this five-stage model is linked to the discriminative housing policies from the 1930s until the 1970s in the United States (Metzger 2000). In addition to these neighborhood cycles, other factors such as economic decline, outmigration and population loss, demographic changes (Nordvik and Gulbrabdsen 2009, Couch and Cocks 2013), social transition, globalization and neo-liberalization have transformed housing, welfare, and family relations in many countries (Yui et al. 2017, Ronald and Lennarts 2018). In East Germany, housing oversupply during the post-socialist shrinking periods acted as a catalyst to form a new residential segregation pattern in Leipzig (Grobmann et al. 2015). Some neighborhood conditions can lead to an increase in the number of housing abandonments or long-term housing vacancies in specific neighborhoods, as demonstrated by various studies mentioning oversupply of housing during the housing bubble periods and longitude low demand neighborhoods in the United States (Molloy 2016), the high ratio of poverty (Immergluck 2016), and the conditions of the surrounding neighborhoods (Morckel 2014). Second, the population loss caused by massive out-migration and a rise in housing abandonment or housing vacancies were the most common outcomes of urban shrinkage. Out-migration was triggered by the movement to seek better job opportunities or quality of life, urban life cycles with growth and decline (Couch and Cocks 2013), and the longitudinal decline process of population (Alves et al. 2016). Nordvik and Gulbrandsen (2009) analyzed aging-led shrinkage with a case study in Norway and found a spatial characteristic of shrinkage that occurs more often in suburbs than in city-centers, and the positive relation between the rise in the vacant property ratio and an increase in the elderly population in a region. The out-migration of the younger generation, arising from the desire to move away from parental homes in suburbs, and the deaths among the parental generation that have occurred in the last 30 to 50 years have led to a gradual increase in vacant housing in the suburb in Norway (Nordvik and Gulbrabdsen 2009). Apparently, the Japanese suburban neighborhoods have experienced the rise in housing vacancies and ageing population through the similar mechanism with that in Norway, but the reality and spatial patterns of shrinking-related problems vary reflecting the urban and housing policies, housing market characteristics, and embedded relationship between housing and family in society. According to Couch and Cocks (2013), the rise in housing vacancies in a region arises due to several factors, as follows. The first factor is that of short-term vacancies for which there is no demand in the local housing market; this issue can be resolved through public intervention in terms of reinvestment in inner-city social housing, such as in the United Kingdom in the 1980s. The second factor is that of oversupply of housing as compared to the housing demand in a region; this is caused by lower satisfaction among residents in their residential environment or inequality in public investment and access to private financial resources by local residents. Moreover, shrinking cities with a high ratio of long-term housing vacancies tend to experience an increase in crime such as burglary. This is because the rise in housing vacancies causes a decline in neighbourhood vitality required to protect social disorder; vacant housing is used to store stolen goods or sell drugs, and there is a “broken window effect” with regard to abandoned housing vacancies (Jones and Pridemore 2016).</p><p>There have recently been more meaningful discussions on how to handle the problems of shrinking cities. As Hoekstra et al. (2018) mentioned, there have been two main approaches in these discussions: one approach has focused on increasing the population in shrinking cities again, whereas, the other accepts longitudinal shrinkage patterns and aims to increase the quality of life of present and future residents (Hollander and Nemeth 2011). The former approach advocates entrepreneurial policies to attract new residents, resulting in an increase in inequality within a region, unsold housing, and a lack of affordable housing (Hoekstra et al. 2018). The latter approach employs methodologies such as selective demolition of abandoned housing to control the housing stock of a region, promoting down-sizing or right-sizing to meet the changes in the housing demands of residents, or densification of urban buildings to recreate walkable neighborhoods (Hoekstra et al. 2018). Hollander and Nemeth (2011) proposed smart decline strategies based on the concept of social justice, with an emphasis on the following aspects: accepting voices from diverse actors, utilizing different types of technology to share information about citizens to problematize uneven power structure, transparent decision-making processes with clear evaluation, and paying attention to the scale of decision making (e.g., the total planning burden is shared among regional levels, and the required interventions are conducted at local levels). Compared to the rich accumulation of literature on shrinking cities in Western countries, the Japanese situation has not been discussed sufficiently and there is an absence of strategies to resolve the issues in Japan. Research on shrinkage and housing has clarified that factors related to housing, welfare, and family relations are embedded in the social fabric, and the relationships vary by region or by country (Ronald and Lennerts 2018). Therefore, it is necessary to obtain deeper understanding of the housing challenges in shrinking and aging Japanese cities. The present study aims to review the above-mentioned three categories of shrinking city debates in Japan, to propose practical countermeasures for shrinking and aging Japanese cities. First, we review the reasons that caused the shrinkage in Japanese cities. Second, we analyze the increase in housing vacancies as an outcome of this shrinkage. Third, we examine the political countermeasures that have been adopted in Japan and evaluate their efficacy in the Japanese situation. Finally, through these analyses, we propose policy implications to deal with the problems of aging and shrinking cities in Japan. The major findings of the study are as follows: First of all, existing systems that had been established during the economic and urban growth periods of Japan are not suitable to address the new demands of the shrinking and aging era. Therefore, a great divide in terms of residential environments has occurred within a metropolitan area or between cities. Lesser access to financial resources to reinvest in old suburban neighborhoods or local cities accelerates the divide or inequality in terms of residential environments. Second, an increase in housing vacancies can decrease the quality of life of older adults in these shrinking neighborhoods. Third, these problems could be resolved by adopting a strategy of smart decline, with selective investment to control housing stock, and by accepting aging in place in shrinking neighborhoods. We discuss the challenges in implementing these possible solutions in Japanese cities.</p>

The transformation to a post-fossil city is one of the central urban challenges of the 21st century, with heat transition representing an important part of this process. In Germany, a structural change commission has proposed a complete phase-out of coal by 2038. For the city of Leipzig, which is located in a mining region, this opens up the possibility of a post-fossil transformation. Leipzig started an energetic retrofitting process within its housing sector several years ago, and is now planning to phase-out coal-fired district heating as early as 2023. This heat transition could turn Leipzig into one of the pioneering cities of post-fossil transformation. However, such a transition will be accompanied by numerous challenges and problems in the financial, political, technological, and labor sectors. Using the example of Leipzig, we conducted a document analysis and semi-structured interviews to investigate how a transition of the heating sector is conceptualized and planned, which governance structures have emerged, and how they work. In addition, our paper outlines the main interests and goals of the key actors and stakeholders in this transition, as well as their competences and resources. We emphasize that while Leipzig has committed itself to ambitious climate goals, up to now, the city has had no systemic approach for reducing local emissions. Although a window of opportunity has opened for a post-fossil heat transition, this still remains at a niche level due to a lack of interest, path dependencies, and weak governance.

For many cities, abandoned or underused spaces pose a major challenge, but temporary use is being manifested as a tool that can offer solutions. So-called “meanwhile spaces” provide opportunities for city officials to create the conditions for the cultural economy to be supported while simultaneously meeting urban regeneration goals and supporting city marketing purposes. In European cities, such as Berlin, Ghent, Nantes, and Bremen, there are examples where “temporary urbanism” is being incorporated into mainstream policy and is forming part of the city’s identity and tourism promotion. Temporary use is discussed in the context of current challenges facing European cities (austerity crisis, unemployment, refugee crisis, lack of affordable housing or office space). In this paper, the focus is on the creative sector. More recently, the COVID-19 pandemic has sparked discussion on how temporary use can cover a community’s needs. In this contextual framework, the scope was to explore the conditions under which temporary use becomes an effective policy tool and discuss management issues and difficulties that may arise. A description and analysis of the particularities of initiatives that were implemented in Athens compared to the ones in other European cities are presented. This paper is partly based on the works of the Athens URBACT Refill project, which included an extended consultation process with local stakeholders. Further field research was conducted regarding how temporary use initiatives with a cultural focus have been managed and the way the relations between owners, managers, and users were formed. Feedback from users and stakeholders’ representatives is presented. The key findings refer to the evaluation of the approaches used in temporary use initiatives with a cultural focus, the future perspectives, and the difficulty with drawing early conclusions on the effectiveness of these initiatives and the impact on the reputation of the city. Finally, the discussion is linked with promoting Athens as a city that allows experimentation by citizens’ groups and cultural initiatives in the context of temporary interventions.

Worldwide, academics and practitioners are developing ‘planning-oriented’ approaches to reduce the negative impacts of car traffic for more sustainable urban and transport development. One such example is the design of car-reduced neighborhoods, although these are controversial issues in the hegemonic ‘system’ of automobility. Despite the reduction of emissions and frequent recognition as ‘best practice examples’, ‘planning-critical’ research questions the underlying objectives and narratives of such sustainable developments. Our study contributes to this research perspective by improving the understanding of narratives that emerge along with car-reduced housing developments. For this purpose, we analyze two car-reduced neighborhoods in the City of Darmstadt (Germany) by conducting interviews with different actors involved in the planning and implementation processes. Our investigation reveals that the development of car-reduced neighborhoods (i) is consciously embedded in the context of sustainability, (ii) is characterized by power relations, (iii) follows normative indicators, and (iv) does not always correspond to lived realities. Altogether, the traced narratives of car-reduced neighborhoods are embedded in the overarching debate on sustainability, while at the same time revealing the dependence of society on the automobile. Thus, the hegemonic ‘system’ of automobility—although it is beginning to crack—continues to exist.

Inclusively accessible green areas are essential for livable cities. The residential greenery on a door’s step of urban dwellers has rarely been the subject of research. Here we provide insights into the state of the art of residential greenery in Berlin, Germany. We focus on socially disadvantaged neighborhoods exposed to high loads of environmental stressors and belonging to four relevant building types of Central European cities. 32 plots in eight sample areas were randomly chosen and surveyed during 2017 and 2018. We surveyed the presence of structural elements, the presence and abundance of woody species and the health-related ecosystem (dis-)services (i.e., species’ air filtration and allergenic potential). We analysed the similarity among tree species to assess plant use patterns. The air cleaning and allergenic potential of woody species were assigned based on literature. In order to discuss strategies to improve residential greenery, we performed an analysis of strengths, weaknesses, opportunities and threats of these green spaces. We revealed a high dissimilarity of woody species assemblages across sites and within different building types, indicating no common plant use fashion. Recorded species provide moderate to high air filtering capacity. One to two third of all trees have a high allergenic potential that has to be addressed in future plant use decisions. Bike racks, benches, lights and playgrounds are common elements, whereas bioswales, facade-bound greening, atrium, fountains or ponds are rare. Their implementation can enhance the health and wellbeing of local residents. Building-attached greenery can improve densely built up areas of the Wilhelminian period, whereas space-intensive measures can be implemented in the spacious greenery of row–buildings settlements of the 1920s–1970s and of large housing estates of the 1970s–1980s. We revealed a high motivation for (co-)design and care by residents and discussed strategies on transformation towards multi-functional, healthy and biodiversity-friendly residential greeneries.
