This thesis documents and examines seven histories of environmental and planning thought over the last century, drawing on Yiftachel's (1989) classification of planning theories. It provides evidence that environmental and planning theory over time is moving: away from the understanding of nature as an object; away from the notion of a unitary public interest in planning theory; toward an increasing recognition of uncertainty in environmental decisionmaking; away from instrumental rationality in planning decisionmaking; away from hard determinism in urban design and planning control theory; away from direct pollution controls in environmental policy theory.-- This thesis argues that these changes can be understood in the context of broader philosophical shifts around the issues of being, knowing and acting, involving a reevaluation of the relationships between: subject and object; value and fact; cause and effect.-- It suggests that the changes indicate a shift away from philosophical rationalism in policy theory over time. The thesis concludes that neither the extremes of rationalism or relativism provide a sound theoretical foundation for environmental planning. It suggests that future theoretical development is likely to come from the interaction of theoretical approaches influenced by non-Western cultures, and innovations produced by local cultures adapting existing theories to meet their specific needs.

This dissertation emerged from a fascination with the rich urban and architectural fabric of dense inner-cities, the layered palimpsest, and strong sense of character as a result of the piecemeal evolution of the city over time. Retaining this character is at odds with the phenomenon of a market-driven, developer-led method of place ‘un-making’ within the city which aims to maximise utility and scale, removes large portions of the existing urban fabric in the process, but adds much needed density to the city. The dissertation attempts to understand the paradox between the positive addition of density, and the nega- tive destruction of good urban fabric and character. While vacant erven within the city are scarce, the city’s density is far less than is planned due to many existing buildings having a lower bulk than is allowed. Simply put, there is a vast amount of airspace above the existing city which is being underutilised and underdeveloped. This dissertation explores a method of placemaking less dependent on the ground plane, and able to occupy the underutilised airspace above existing blocks and erven; densifying the city, and expanding its capacity, while maintaining the unique sense of character and rich urban fabric which is a product of generations of small steps in development. The dissertation attempts to cover, as a narrative, the process of unpacking ideas as pragmatic as zoning and as poetic as what it means to contribute to the rich architectural palimpsest, and everything in between.

Abstract:
The research serves to gain a deeper understanding as to the reasons behind the persistence of the apartheid planning legacy. This is done through a discourse analysis of integrated development planning, a planning tool introduced into South Africa to address the consequences of apartheid. Thus the aim of the Research is to: 1. Understand the underlying values and meanings of the discourses used in the many iterations of the City's Integrated Development Plans (IDPs); 2. Explore if, and how, these values and meanings have changed since 2002; 3. Establish what has prompted a change in the adopted values and meanings contained within the different iterations of the City's IDPs; and 4. Critically assess how altered values and meanings have impacted on planning actions and outcomes. Research Methods used are the case study method, discourse analysis, institutional ethnography and archival research. More specifically, a case study on Cape Town and a discourse analysis of different iterations of the City's IDP (a method done in conjunction with archival research). These IDPs being the 2002, 2007 and 2012 IDP. The findings show that the values and meanings have indeed changed since the 2002 IDP. This change is mainly attributed to the dynamic nature of Cape Town's political context over time, as well as its socio-economic context. This change has resulted in the poor no longer being prioritized and empowered through integrated development planning. It is also seen that the shift towards a more managerial approach to planning, which is seen in the IDP, has come at the expense of actions and outcomes which successfully redress the legacy of apartheid planning. A result which clearly contributes to the persistence of the apartheid planning legacy.

Demolition is deeply embedded in urban systems. It has been explained as both the inevitable churn of the built environment and as a grand gesture of human control of the urban organism. This thesis examines the three main arguments for demolition: social reform, modernization, and non-conformity. Through the lens of each, it looks at the history of American demolition and points out the flawed reasoning that justifies demolition today. It focuses especially on the history of Boston, Massachusetts. It proposes that demolition does not serve a legitimate function in city planning, and offers a new rubric for decision-making around demolition.

Abstract:
Culture is expanding and has greater weight and explanatory potential in our culturalised age. Following the earlier literature of the ???cultural turn???, culture is now perceived as ubiquitous in society, the economy, and theory, and with the capacity to intervene on itself. Further, it may be seen to characterise both the nature and the progressive potential of a range of contemporary social and intellectual technologies such as planning, education, health, and organisational development. While this general process of ???culturalisation??? proceeds apace, the capacity of culture to act as an organising idea and category for sectors such as planning is still largely underdeveloped, most particularly in planning itself. A new Culturised Model for planning that is reflexive and ethical is proposed. Differentiated from the trend to culturalisation and its association with commodification, ???culturisation??? has true sustainable and transformational potential. The thesis consists of three main parts ??? each of three chapters - with a substantial scenesetting Introduction and a Conclusion. Part One examines culture and planning, Part Two develops a new Culturised Model for planning, and Part Three illustrates the Model. In Part One the grounds of culturisation are prepared by: 1) describing our culturalised age; 2) developing a new positionality for planning; 3) presenting a critical analysis of neomodern and postmodern planning theory; and 4) outlining an original history of culture and planning in the 20th and 21st centuries. In Part Two a practical Culturised Model for planning is developed, based on the three elements of 1) principles for culture; 2) a planner???s ???literacy trinity???; and 3) a methodology. The Model employs an integrated concept of culture and an integrated approach to research, and is applicable to the full spectrum of planning forms, scales and purposes. In Part Three the Culturised Model is illustrated in principle through a range of global examples, and in specific terms, for two major Australian places. The first study illustrates culture and urban and regional planning for metropolitan Sydney, NSW, at four nested geographical scales. The second illustrates strategic planning in its aspatial form for the Port Arthur Historic Site, in Tasmania, a major international convict heritage site proposed for UNESCO World Heritage listing. The thesis represents an original multi-dimensional synthesis on culture and planning. It also presents a ???breakthrough??? paradigm for the sustainable integration of culture in planning, previously only foreshadowed in the planning literature, and developed in randomised practices internationally.
