Abstract:
The state of development of the tourism industry in Ukraine for the period 2007- 2017 is analyzed. It is established that it does not correspond to the existing potential of tourist resources, and the economic efficiency of the tourism industry is low. One of the main reasons for this situation is the lack of theoretical understanding of the socio-economic nature of tourism as a social phenomenon and its economic significance as a profitable industry. The tourism industry is one of the fastest growing sectors of the world economy. This increases the competitiveness of countries and regions, creating new jobs and improving living standards. It is proved that self-regulation of the tourist market is a necessary condition for its functioning. The dynamics of export-import of tourist services of Ukraine is analyzed. There is a tendency to a slight increase in the cost of services in the last years of the study period. In the interaction “government regulation - market” the primary link is the market, and government regulation is a tool that provides the general conditions of its existence, equalizes the conditions of the start of its subjects and eliminates, if possible, the negative manifestations of the market element. The activities of the tourism industry in Ukraine are analyzed. There is a tendency to reduce the number of enterprises in the tourism industry in recent years of the study period. The rating of tour operators by the number of served tourists and by the reviews of tourists is analyzed. The place and role of the Ukrainian tourism business in the world market of tourist services has been identified. The situation on the world market of tourist services of Ukraine is considered and it is concluded that one of the favorable conditions for tourism development in Ukraine was the adoption of visa-free regime with EU countries, the tourist market gradually recovered after the crisis of 2014, and Ukrainians begin to conquer Europe. 2017 can be called the year of tourism development in Ukraine: the flow increased rapidly, and the number of permits for sale, according to the State Statistics Committee of Ukraine, increased by 36%. Citizens of Ukraine who went abroad formed the group that used the services of tourism entities the most. It was found that the largest number of tourism entities is concentrated in the city of Kyiv and in Dnipropetrovsk, Kharkiv and Odessa regions.

Abstract:
This study aim to attempt mapping out the Land Use or Land Cover (LULC) status of Regional Project Coordination Committee (RPCC) between 2009-2019 with a view of detecting the land consumption rate and the changes that has taken place using RS and GIS techniques; serving as a precursor to the further study on urban induced variations or change in weather pattern of the cityn Rangpur City Corporation(RCC) is the main administrative functional area for both of Rangpur City and Rangpur division and experiencing a rapid changes in the field of urban sprawl, cultural and physical landscape, city growth. These agents of Land use or Land cover (LULC) varieties are responsible for multi-dimensional problems such as traffic congestion, waterlogging, and solid waste disposal, loss of agricultural land. In this regard, this study fulfills LULC changes by using Geographical Information Systems (GIS) and Remote Sensing (RS) as well as field survey was conducted for the measurement of change detection. The sources of data were Landsat 7 ETM and landsat 8 OLI/TIRS of both C1 level 1. Then after correcting the data, geometrically and radiometrically change detection and combined classification (supervised & unsupervised) were used. The study finds LULC changes built-up area, water source, agricultural land, bare soil in a change of percentage is 17.23, 2.58, -9.94, -10.19 respectively between 2009 and 2019. Among these changes, bare soil is changed to a great extent, which indicates the expansion of urban areas is utilizing the land to a proper extent. Abstract:
This study seeks (1) to explore local government strategies in selecting personnel for strategic positions; (2) studying the role of the RPA (Regional Personnel Agency) in carrying out the Decency and Appropriateness Test of personnel applying for the "Position Auction"; (3) studying the role of the Sekwilda in conducting the fit and proper test; (4) searching for the fit and proper test models according to local characteristics. The agenda for improving Indonesia's public sector becomes a necessity if it is linked to developments and current demands, such as good governance, professionalism, transparency, accountability, ethical and moral enforcement in the delivery of public services (Milakovich and Gordon, 2007 in Nurprojo, 2014). The improvement of the Indonesian bureaucracy through the enactment of the State Civil Apparatus Law is expected to be able to realize a better Indonesian bureaucracy through the performance of professional civil servants based on competence and competition by establishing a merit system in State Civil Apparatus management. This study uses a qualitative paradigm by relying on researchers as data collectors through in-depth interviews and participatory observation. In-depth interviews were conducted with local elites (Head of the Regional Personnel Agency, Staff of the Regional Personnel Agency, Members of the Regional People's Representative Council, Members of the Selection Committee, Non-Governmental Organizations, the media and intellectuals) who were concerned with local governance. This is done to determine the implementation of the propriety test and due diligence in the context of filling strategic positions in the regions.

Abstract: The law on construction services has been in effect for seventeen years, but the world of constructi Presidential Decree No. 80/2003 on guidelines on procurement of government goods / services, article 14, paragraph 10 states that in the prequalification / post-qualification process the procuring committee shall not prohibit, restrict and limit the participation of prospective procurement participants from outside the province / regency / city location of procurement of goods / services. While in terms of quality, implementation time is often too late and work results often deviate from the specified technical specifications. If preliminary information is true then it can be ensured that the quality of construction project work is less in line with what is indicated in contract documents and auction documents especially technical specifications. Based on the research, the factors that most influence the qualification of contractor to the quality of construction project work in Semarang City are human resource factor, financial factor and equipment ownership factor. Abstract:
Essential to a community school’s success is a committed partnership among the school and school district, community organizations, and parents—a partnership that makes students’ academic success a shared responsibility and a shared goal. These partners come together to provide three key sets of supports and opportunities: (1) a strong, coherent core instructional program during the regular school day; (2) supports and services that address and seek to remove barriers to learning; and (3) enrichment opportunities during nonschool hours that build students’ motivation and capacity to succeed in school. Table 11.1 illustrates this concept through a graphic representation of supports and opportunities offered by New York community schools. After the early success of the work at Intermediate School (IS) 218 and Primary School (PS) 5 in Washington Heights, The Children’s Aid Society (CAS) received scores of requests from principals around New York City who wanted their schools to become CAS community schools. Deciding how to respond to these requests became a major issue for CAS, because our intention from the beginning was to enter into a long-term partnership with each school—which meant that the agency was committing itself to sustaining each partnership for multiple years, if not forever. The financial implications of each decision were clear: we needed to build slowly and carefully, with a view toward long-term sustainability. In our strategic plans and discussions with CAS trustees and funders, managing the growth of community schools was an explicit goal. Furthermore, we recognized that implementation of the CAS community school model must focus on adaptation, not replication. This meant that, as we added schools (at the rate of roughly one per year), we would conduct a local needs and resource assessment and make a plan that was responsive to the unique assets and needs of each school and its surrounding community. From March 1992 through June 2003, CAS worked in close partnership with the New York City public schools to develop ten community schools—five in the Washington Heights neighborhood of northern Manhattan, two in East Harlem (also in Manhattan), and three in the South Bronx.

Abstract:
John Flemming was a first-class economist in the field of macroeconomics and fiscal policy, but his greatest contributions were, rather, in his general services to the profession and to British public life. He was public-spirited, upright, and high-principled; deeply intelligent and strictly logical; quiet and reserved; kindly with a gentle humour; interested in everyone and everything; widely read; and a great listener. As such, Flemming made the perfect chairman, or committee member. Almost everyone enjoyed working with, or for, him; he had a wide and devoted circle of friends. Everyone sought to benefit from Flemming's advice and wisdom, and he gave that carefully and unstintingly.

The world's countries have committed to assure by 2030 reliable mobility to all, even in the largest cities. Review of experience of three fastest-growing cities in South Asian countries underlines reforms that will need to be applied very widely: more private-vehicle restrictions in dense zones, and reservation of some road-lanes for bus use; rapid expansion of metro/bus systems, with service franchises subject to periodic open competition; integration of land-use and transport planning, at street and city level; active collaboration of the planners with developers and builders; activation of competitive building of affordable housing; radical improvement of land market functioning; modernization of traditional building-height restrictions to encourage greater variation, against appropriate payment to the state; increased provision and maintenance of pedestrian and bicycle infrastructure and safety; and consideration of tolling use of private vehicles for journeys that would otherwise be undertaken by mass transit.

Abstract:
PFnet in the Solomon Islands is the first attempt to introduce rural e-mail stations in remote rural villages in isolated islands. It was established in 2001 under an UNDP-UNOPS project and was initially partly funded by UNDP. Since then the major funding has come from Japan, NZODA, Britain, Republic of China, AusAid and European Union (Leeming, 2003a). It is managed by the Rural Development Volunteer Association (RDVA), a registered NGO. PFnet has an Internet Café (head office) in Honiara, the capital city and operates a network hub with fourteen rural e-mail stations linked by HF (short-wave) radios with e-mails typed in a laptop and powered by solar energy (Stork, Leeming, and Biliki, 2003). PFnet provides for the information and communication needs of the rural people. It is a source of information (e.g., providing news, Internet access), source of communication (sending and receiving e-mails), and provider of typing, secretarial, and printing services. PFnet has been a success story in improving the information and communication needs of the rural people (Leeming, 2003b).

Abstract:
In the Netherlands, the city of Utrecht is leading in providing adequate accommodation through mixed housing projects for ‘regular’ tenants and people previously living in homeless services or protected housing facilities. ‘New’ homeless persons also obtain the possibility for making a new start, instead of having to depend on shelters first. The concept of mixed housing, not to be confused with mixed income housing, relates in our definition to small and medium-sized (up to 500 residents) housing projects that are home to different groups of people who intentionally live next to each other, connect and engage in joint activities. In this paper, we examine three projects, with mainly self-contained dwellings: ‘Groene Sticht’ (since 2003), a small neighbourhood with 69 regular tenants and home-owners, and 35 ex-homeless persons; ‘Parana’ (2014), a purpose build complex with 24 regular and 44 (ex-)homeless individuals/families; ‘Majella Wonen’ (2016), older basic, post-war dwellings with 39 regular tenants and 35 homeless persons/families. These price-winning projects, co-created by a homeless service, social integration services and a social housing provider are built on an innovative concept of social management, with a high level of self-organisation. All residents are fully eligible members of the residents-committees and take responsibility for activities such as festivities, gardening, and the selection of new tenants. If necessary, ex-homeless inhabitants receive individualised support. We discuss structures and mechanisms that help homeless people feel at home amidst their (new) neighbours and foster their social integration. In addition, we identify several tensions that hamper integration and analyse the ways in which both residents and professionals try to tackle these obstacles. We collected data (2016 -2018) through the participatory meetings of a Community of Practice on Mixed housing, the study of documents, in-depth interviews with inhabitants of the housing complexes, focus group-sessions with professionals and interviews with local stakeholders.Based on this research we will apply for follow up funding. Through national funds and/or European funds.

Abstract:
In the past 40 years, China has experienced the largest and fastest urbanization development in the world. The infrastructure, urban environment and medical services of cities have been improved significantly. The health impacts are manifested in the decrease of the incidence of infectious diseases and the significant increase of the life span of residents. However, the development of urbanization in China has also created many problems, including the increasing pollution of urban environment such as air, water and soil, the disorderly spread of urban construction land, the fragmentation of natural ecological environment, dense population, traffic congestion and so on. With the process of urbanization and motorization, the lifestyle of urban population has changed, and the disease spectrum and the sequence of death causes have changed. Chronic noncommunicable diseases have replaced acute infectious diseases and become the primary threat to urban public health. According to the data published by the famous medical journal The LANCET on China's health care, the economic losses caused by five major non-communicable diseases (ischemic heart disease, cerebrovascular disease, diabetes mellitus, breast cancer and chronic obstructive pulmonary disease) will reach US$23 trillion between 2012 and 2030, more than twice the total GDP of China in 2015 (US$11.7 trillion). Therefore, China proposes to implement the strategy of "Healthy China" and develop the policy of "integrating health into ten thousand strategies". Integrate health into the whole process of urban and rural planning, construction and governance to form a healthy, equitable and accessible production and living environment. China is building healthy cities through the above four strategies. The main strategies from national system design to local planning are as follows. First of all, the top-level design of the country. There are two main points: one point, the formulation of the Healthy China 2030 Plan determines the first batch of 38 pilot healthy cities and practices the strategy of healthy city planning; the other point, formulate and implement the national health city policy and issue the National Healthy City. The evaluation index system evaluates the development of local work from five aspects: environment, society, service, crowd and culture, finds out the weak links in the work in time, and constantly improves the quality of healthy city construction. Secondly, the reform of territorial spatial planning. In order to adapt to the rapid development of urbanization, China urban plan promote the reform of spatial planning system, change the layout of spatial planning into the fine management of space, and promote the sustainable development of cities. To delimit the boundary line of urban development and the red line of urban ecological protection and limit the disorderly spread of urban development as the requirements of space control. The bottom line of urban environmental quality and resource utilization are studied as capacity control and environmental access requirements. The grid management of urban built environment and natural environment is carried out, and the hierarchical and classified management unit is determined. Thirdly, the practice of special planning for local health and medical distribution facilities. In order to embody the equity of health services, including health equity, equity of health services utilization and equity of health resources distribution. For the elderly population, vulnerable groups and patients with chronic diseases, the layout of community health care facilities and intelligent medical treatment are combined to facilitate the "last kilometer" service of health care. Finally, urban repair and ecological restoration design are carried out. From the perspective of people-oriented, on the basis of studying the comfortable construction of urban physical environment, human behavior and the characteristics of human needs, to tackle "urban diseases" and make up for "urban shortboard". China is building healthy cities through the above four strategies. Committed to the realization of a constantly developing natural and social environment, and can continue to expand social resources, so that people can enjoy life and give full play to their potential to support each other in the city.

Urban efflorescences of the global and the local: An analysis of the territory of Gipuzkoa (Spain).Madalen González Bereziartua¹ ¹ Área de Urbanismo, Escuela Técnica Superior de Arquitectura de San Sebastián, Universidad del País Vasco-Euskal Herriko Unibertsitatea (UPV-EHU). Plaza Oñati, 2. 20018 Donostia-San Sebastián. E-mail: madalen@gmail.com. Tel. Num: 943015907 Keywords (3-5): Urban centrality, global exposure, territory of Gipuzkoa, spatial patterns Conference topics and scale: Tools of analysis in urban morphology, territorial scale The present study deals with the changes generated in the last decades by the increasing globalization in order to discern its influence on the urban structure of Gipuzkoa. The incidence of globalization in the processes of urban transformation is perceived, on the one hand, in the tendency towards the concentration of economic activities and, on the other, in the stimulus received by the local level and by the specialization, as generators of urban concentration. The urban forms that have arisen in this territory as a result of the global exposure present a varied typology as a consequence of the multiple scopes and scales in which they have been developed. Far from pretending to cover them all, the present study analyses a sample of urban processes and effects that have taken place in the territory of Gipuzkoa in the last decades, such as: science and technology parks, specialized networks around local products, processes of museification of industrial and rural environments, or expansion of the tourism services network. The study of these processes will attend both to their particular urban manifestation and to their territorial incidence, through the use of diverse sources and techniques to obtain a map in which they can be studied together. The resulting map of the sum of the different indicators will reveal characteristic spatial patterns of this centrality associated to the effect exercised by the sphere of the global over the local. Abstract:
On September 11, 2001, the terrorist attacks that destroyed the World Trade Center (WTC) in Lower Manhattan, New York City, also damaged the Port Authority Trans-Hudson Corp.’s (PATH’s) busiest terminal serving the heart of the thriving downtown financial, commercial, and residential district. The aftermath of the attacks also forced the closure of PATH’s key station at Exchange Place that serves Jersey City, New Jersey’s expanding “Gold Coast” business and residential area. PATH’s more than 260,000 average weekday commuters between New Jersey and New York were affected in some way by these tragic events, and PATH ridership fell sharply during the following months. Among the PATH facilities that were damaged or destroyed at WTC, and in the two Hudson River tubes, and at Exchange Place Station were all of the electrical, power, signal, and communications systems. Recovery and restoration work began immediately, but was hampered by the extensive rescue, recovery, removal, and demolition work at the World Trade site. Broken water lines and fire fighting efforts flooded both river tubes, which were later sealed at Exchange Place to prevent additional potential damage to PATH’s New Jersey facilities. This paper describes PATH’s recovery program to replace the electrical, power, signal, and communications facilities from Exchange Place to the WTC Terminal. A temporary WTC terminal has been built to restore direct service to Lower Manhattan’s financial, business, and residential center as of November 23, 2003. As part of this program, new trackwork was installed to enhance operational flexibility and provide temporary interim service to Exchange Place Station, which reopened June 29, 2003. Capacity expansion provisions were included to allow for future 10-car train operations when a new rail car fleet is procured. Facilities replaced include a new traction power and auxiliary services substation, new cables, ductbanks, new signals and central control system, wayside phones, emergency power removal switches, tunnel lighting, radio antenna, and fiber optics. An accelerated design and construction schedule was followed, using a broad combination of in-house, consulting, and contractor forces.

Abstract:
The Regional Municipality of York is located immediately north of the City of Toronto. It is the fastest growing municipality in Ontario. The rapid expansion of residential, industrial and commercial development in the municipality has led to a weakness in the electrical and gas infrastructure. The Ontario Power Authority (the agency responsible for managing the power requirements in the Province of Ontario) has recognized this weakness and has developed plans calling for a new gas-fired generating station and improvements to the electrical grid. The shortages of gas supply and electricity have not developed overnight. Hydro One, which runs the electrical grid, initiated a supply study in 2002. The study recommended upgrading a 115 kV transmission line to a double circuit 230 kV transmission line on the existing corridor. The ensuing public outcry resulted in the municipality passing a resolution against the upgrade. Similarly, a large gas-fired generating station proposal was abandoned as the result of citizen opposition. In 2003, the Ontario Energy Board approved new Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipelines and Facilities in Ontario. The guidelines include specific new requirements for planning pipelines in urban areas. Among other things, these requirements involve the identification of indirectly affected landowners and a more detailed analysis of public issues and how they were resolved. It became clear that in order to achieve regulatory success, not only would the public have to become actively engaged in the decision-making early in the process, the technical reviewers (federal, provincial and municipal agencies) would likewise have to be actively involved. Through the use of two case studies of proposed large-diameter natural gas pipelines initiated in York Region in 2005, this paper describes the techniques used to engage the public and the regulators. It also describes how the public involvement requirements contained in the Ontario Energy Board’s new guidelines were incorporated into the planning process. The case studies begin with a rationale for the study area selected. A description of issues follows. The techniques used to address these issues and the success of the program are documented. Techniques include face-to-face project initiation meetings, use of technical and citizens’ advisory committees, sub-committee meetings to resolve specific issues and site-specific field work. The study results illustrate that it is possible to plan a right-of-way in such a manner as to satisfy the general public and regulators, be compatible with existing development, conform to the new Ontario Energy Board guidelines and minimize the amount of remedial work required to mitigate the impacts occurring on and adjacent to the right-of-way.
