In the inter-war period Great Britain lost its pre-eminence in aviation. The new industries centered on civil aviation were not appropriately nurtured. The roots of this decline were in policies struck for military considerations in the pre 1914 period. The emergent institution of the war, the Air Ministry, continued the military priority.
