Abstract:
AbstractA correlation between the strength of civil society and democratization is often assumed to imply a causal relationship between the two variables. In fact, this correlation may be spurious, both phenomena being shaped by deeper social processes related to modernization and individualization. An excessive focus on ‘civil society assistance’ may paradoxically hamper the deeper changes necessary for the development of a vigorous associational life and of democratic representation. It would therefore be more prudent to focus democratic assistance on the establishment of stable and efficien

Over the years, civil society empowerment has become an integral part of the European Union’s (EU) external and internal governance as a way to advance democracy and enhance citizen participation. While there has been increasing scholarly attention to the instruments and impact of the EU’s civil society support, so far there has been little research on the question what kind of civil society the EU actually promotes. Online civil society is vulnerable to various malicious actors who conduct cyberattacks against individuals, companies, and governments. Victims of these attacks are using strike backs, hack backs, and defensive cyber actions as a means to send a message to the attacker, we are not a victim (Neal, 2019). My research presents one model of “revenge attacks” whereby the individual defends themselves online without the assistance of government.

Lacking strong conditionality, the EU has to rely on a different approach to democracy assistance, such as a network governance mode. The implementation of EU policies has led to an expanding institutional network where NGO inclusion has been strengthened. However, this form of network governance operates within the realities of the domestic political and international context, influencing its effectiveness and impact. Confirmed coronavirus cases in Africa in early November 2020 exceeded 1.8 million, with 45% occurring in Southern Africa (SAF). Most SAF countries lack the capacity to adequately protect lives and livelihoods. High indebtedness means underfunded essential services, and most countries had just emerged from a severe food crisis and the effects of Cyclone Idai. Donors must go beyond temporary debt service suspension and provide new aid grants. SAF governments must not use the pandemic to restrict civil society advocacy on behalf of the most vulnerable people.
