Abstract:
Successful institutionalization of civilian control of the military is a necessary condition for the consolidation of democracy. This is particularly relevant for East Asia, where the military used to be a key player in the previous authoritarian regimes. This article analyzes the changes, advances, and setbacks in achieving civilian control in five countries that have made the transition from authoritarian to democratic rule: Indonesia, the Philippines, South Korea, Taiwan, and Thailand. The empirical analysis is built on a conception of civilian control that distinguishes three areas of political decisionmaking: political recruitment and overall public policymaking, national defense, and internal security. The study shows that only in Taiwan and South Korea have civilians succeeded in curtailing military influence in politics. In contrast, in Indonesia, the Philippines, and Thailand, the military has shown itself more or less resilient in guarding its prerogatives in the postauthoritarian era. This seriously impedes the democratically elected authorities' effective power to govern in these countries and has led to democratic deterioration in Thailand and the Philippines. The article highlights three arguments to account for the profound difference between the cases: historical legacies of authoritarian rule and the path of democratic transition, the internal security role of the military, and the relationship between development and democratic consolidation.

Democratic transitions create an opportunity for elected officials to maximize their leverage over the armed forces and create institutions that permanently shift power away from the military. This article develops a theoretical argument about how civilian control- is established. Venezuela institutionalized weak civilian control in the wake of its 1958 democratic transition, allowing the regime to survive the 1992 coup attempts. Argentina moved close to strong civilian control by 1995, although such control is exercised through questionable institutional channels.

The state of civil–military relations in the world, especially in the Third World, is very well summed up by Mosca's statement that civilian control over the military ‘is a most fortunate exception in human history’.All over the globe, the armed forces have frequently preserved their autonomous power vis-à-vis civilians. They have also succeeded in maintaining their tutelage over some of the political regimes that have arisen from the process of transition from military to democratic governments, as in Argentina and Brazil. Spain is a remarkable exception. Today, Spain, despite its authoritarian legacy, is a democratic country. The constituted civil hierarchy has been institutionalised, military áutonomy weakened, and civilian control over the military has emerged. Spain's newly founded democracy now appears quite similar to the older European democracies.

Abstract:
This study argues that hybrid regime in Pakistan (2008-2015) with changing exercise has decreased norms of democratic consolidation. Some extensive gains are made in Pakistan during this era 2008-2015 in terms of democratic norms like constitutional amendments and provincial autonomy. Important unique gain is completion of one term as civilian government of Pakistan People’s Party 2008-2013 and the second civilian government of Pakistan Muslim League (N) 2013-2018. Both the civilian regimes have worked as democratic government, but somehow autocratic trend in decision making approach was observed. Political exercise of this hybrid regime in Pakistan created weak condition of the democratic norms which made way for authoritarianism. This regime was tended to be unbalanced, changeable, or both due to weak civil liberties. The civilian control in this political regime was not stable and transparent in decision making. Further, civilian control over five-areas including public policy, elite recruitment, external defense, internal security, and military organization and was not effective. This paper help us to understand why hybrid regime arose which disturbed democratic consolidation process in Pakistan.

Abstract:
Guerrilla organisations vary greatly in their relations with civilians living in territories that they control. The NRA presents a rare, though not unique, case of a guerrilla group whose commitment to popular support deepened into democratic village management during the course of its civil war. The significant causal factors in deepening this commitment were its ideological conviction, relative military strength, dependence on civilian material assistance, and need for accommodation with civilian preferences in its operational area. It withdrew this commitment when it was under severe military pressure. Military survival was central to NRA calculations, but insufficient to determine its relations to civilians. In those phases of the war when the NRA soldiers were relatively secure, these other factors determined the type of civilian participation it supported. It organised clandestine civilian committees for assistance when it was dependent on civilians. During those periods when it held territory, it held elections for committees which managed their villages without NRA supervision.

Abstract:
The purpose of the article is to define the concept and types of forms of democratic civilian control over the defense forces. Three aspects are identified in which the forms of democratic civilian control over the defense forces can be considered: 1) the activity aspect, according to which the form of control acts as a complex of actions of its subjects; 2) the analytical aspect, according to which the form of control has its integral element of collecting, highlighting information and data on the controlled object, comparing them with each other, de-termining the patterns and trends inherent in the functioning of the controlled object, modeling the state of the controlled object in the future, depending on the applied management decisions; 3) the organizational aspect, according to which the form of control is a way of organizing the activity of the subjects of control and the con-nections between them. Each of these aspects of the form of control is necessary for the effective implementation of control activities. The definitions of the forms of democratic civilian control over the defense forces as united by a single goal, carried out in accordance with the powers of the subjects of control defined in the acts of military legislation, are formulated for a complex of organizational and analytical measures aimed at achieving the goal of control.It was found that the forms of democratic civilian control over the defense forces should be attributed to the pub-lication of public information, the activities of temporary commissions of inquiry, internal audit, external financial control (audit), judicial control, scientific and applied (for example, sociological) research aimed at determining the actual state of control objects. The validity of classifying official investigations, inquiries and pre-trial investigations forms of democratic civil control raises doubts, taking into account the provisions of paragraph 2 of part 1 of arti-cle 1 of the Law of Ukraine “On National Security of Ukraine”, which defines an exhaustive list of types of control.An analysis of the essence and features of the forms of democratic civilian control over the defense forces allows us to make sure that these forms are inherently connected with the content of this control and are determined by the legal status of its subjects. At the same time, the forms of control can be classified by content, by subjects, by legal consequences for objects of control, as well as by timing.

Since 1989 the study of democratic civil military relations has undergone a revival of the formation of new theory. These concepts deal with civilian control of armed forces at a national level. Since after the end of the Cold War, the European employment of military forces within a multinational framework became a regularity, it is now pertinent to ask whether and how these concepts fit at the international level. The construction of Europe and the rise of new security challenges raises the issue of democratic civil military relations in the European Union. The present thesis analyses classical and new theories of civil military relations and applies these to the current issue of security policy and the formation of strategy for a supra-national European Union.

No Brasil, o gradualismo presente no processo de transição democrática implicou em um legado autoritário nas instituições políticas, explícito atualmente na insuficiente delimitação entre segurança interna e externa, além do baixo controle sobre as atividades de segurança de modo geral. Mais especificamente, a tardia criação do Ministério da Defesa demonstra a dificuldade de exercer o controle civil sobre os militares no país. Entretanto, a administração de Nelson Jobim (2007-2011) representa um avanço em relação aos ministros anteriores ao exercer uma direção política civil com autoridade, que efetivamente contribuiu para melhorar o controle civil democrático. A Estratégia Nacional de Defesa (2008), a Lei Complementar nº 136 (2010) e o Livro Branco (2012) são documentos que sinalizam profundas alterações institucionais no Ministério. O objetivo do artigo é compreender o impacto dessas mudanças sobre as relações entre civis e militares, a partir do conceito de controle civil democrático, bem como contextualizar politicamente as razões para que tenham acontecido. No rastro da crise da aviação civil, constata-se que houve uma mudança na balança de poder interna ao Estado, que permitiu consolidar a autoridade civil no Ministério da Defesa, a partir da nomeação do Ministro Jobim, em 2007. A partir de um estudo de caso, conclui-se que uma combinação de fatores (perfil ministerial, conjuntura política nacional e internacional e apoio do Executivo) contribuiu para que essas alterações estruturais fossem levadas a cabo no órgão, as quais efetivamente criaram uma estrutura civil no Ministério.
In Brazil, the gradual democratic transition process has generated political institutions with authoritarian characteristics, such as a blurred distinction between internal and external security, as well as a low control under security activities in general. More specifically, the late creation of a Ministry of Defence shows how difficult is to control the military in this country. However, Nelson Jobim’s administration (2007-2011) is an advance comparing to the previous ones, having exerted an effective political authority that has improved democratic civilian control. The National Strategic Defence (2008), the Complimentary Law nº 136 (2010) and the White Book (2012) have contributed for important changes in the Ministry. The objective is to understand the impact of these changes on civil-military relations, based on the concept of democratic civilian control, as well as to identify the reasons behind them. After the civilian aviation crisis, there was a change in the internal State’s balance of power, which helped to consolidated the civilian authority in the Ministry of Defence after Nelson Jobim’s nomination in 2007. In conclusion, a number of factors (personal characteristics, national and international conjunctures and the Executive support) made possible these strucutural changes to happen, which effectivelly created a civilian strucuture in the Ministry.
En Brasil, el gradualismo del proceso de transición democrática generó características autoritárias en las instituciones políticas, las cuales están presentes hoy en día en la insuficiente diferenciación entre la seguridad interna y la seguridad exterior, así como en el bajo control de las actividades de seguridad en general. Es decir, la tardía creación del Ministerio de la Defensa demuenstra las dificultades de ejercer el control civil de los militares en el país. Sin embargo, la administración de Nelson Jobim (2007-2011) es um avanzo en comparación con los ministerios anteriores, pues él ejerció una dirección política civil con autoridad que contribuyó de manera efectiva para mejorar el control civil democrático. La Estratégia Nacional de Defensa (2008), la Ley Complementar nº 136 (2010) y el Libro Blanco (2012) son documentos que contribuyeron para las alteraciones institucionales en el Ministerio. El objetivo del artículo es entender el impacto de esos cambios en las relaciones civiles militares, basado en el concepto de control civil democrático, así como contextualizar sus razones políticas. Después de la crisis de la aviación civil, un cambio se pasó en la balanza de poder interna del Estado, que permitió la consolidación de la autoridad civil en el Ministerio con la nominación de Nelson Jobim en 2007. A través de un estudo de caso, la conclusión es que una combinación de factores (perfil ministerial, conjuntura política nacional e internacional y apoyo del Ejecutivo) contribuyeron para que essas alteraciones estructurales ocurriera, las cuales efectivamente crearon una estrutura civil en el Ministério.

The United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) was deployed as a multidimensional peacekeeping force in the Democratic Republic of the Congo (DRC) from 1999 until 2010. During this time, violence continued to plague the eastern part of the country. In response to continued civilian casualties, MONUC made civilian protection a core component of its mission. While MONUC never succeeded in adequately protecting civilians, a close examination of its mandate and operations reveals a continual process of adjustment, ultimately leading to an attempt by MONUC to assist in defense sector reform. The evidence reveals that MONUC's adjustments had a slight effect on reducing ethnic violence from 2003-2007, but violence against civilians by the FARDC and rebels did not decrease from 2007-2010. This thesis attempts to explain why MONUC did not succeed in the end at increasing civilian protection. MONUC's actions to reform the FARDC were not efficacious because MONUC lacked capacity to fully carry through with its strategy combined with a lack of wholehearted Congolese government support. The answers are important because they may help future civilian protection missions succeed.

This thesis set to find out how the Kenyan government has maintained control over the military. The research was based on existing secondary data not primary sources. In chapter one, the problem being investigated was outlined as well as a literature review. This chapter is important in that it exposes to the reader the literature in the field and shows the niche that this thesis fills. The second chapter, looks at the means used by the Kenyan government in controlling its military. The significance of this chapter is that it highlights the civil -military relationship tracing this relationship back to the colonial era. Outlining the theoretical background, the chapter shows the various methods used by the Kenyan government to maintain control. Chapter three is an assessment of the social-political arena in Kenya. This chapter is important in that it shows how the socio-political background plays an important part in this control. In the last chapter we took at the prospects for continued civilian control in Kenya. This chapter raises important issues to be considered as we took at civilian control of the military in Kenya.

What were the conditions that generated change in the civilian access to military records in Brazil and Mexico? Through these case studies, this dissertation explores in depth how these changes occurred and what were the strategies used by change-agents to promote or refute change. The study presents a discussion about the concept of transparency and how it can be properly applied to restricted documents of the armed forces, using the literature on concept formation. In addition, the theory of Gradual Institutional Changes and process tracing methods in order to undertake the historical analyzes of both cases. In both case studies, I concomitantly analyze the course of civil-military relations and transparency reforms in the XX Century and the beginning of the XXI Century. The study concludes that the changes in Brazil followed a layering pattern predominantly, with a long period of gradual reforms from 1988 to 2011. Mexico in turn presented the same mode of institutional change, nevertheless, political hegemony and the cooptation model of civil-military relations of the country leaded it to less, but more drastic changes. Both countries present many challenges to transparency in defense, which is addressed in the final conclusions.
Quais foram as condições políticas que desencadearam mudanças no acesso de civis a documentos e arquivos militares no Brasil e no México? Através destes estudos de caso, este estudo se propõe explorar com profundidade como estas mudanças ocorreram e quais foram as estratégias utilizadas pelos atores para promover mudança ou preservar o status quo. A tese apresenta discussão sobre o conceito de transparência e como pode ser aplicado às forças armadas, utilizando-se de literatura focada na formação de conceitos. Além disto, utilizou-se da teoria de Mudanças Institucionais Graduais e o método do process tracing para análise histórica dos casos do Brasil e México. Em ambos os estudos de caso, analisou-se a trajetória das relações civis-militares conjuntamente às reformas em transparência durante todo o século XX e início do século XXI. O estudo concluiu que as mudanças no Brasil foram predominantemente no formato de camadas (layering), com um longo percurso de reformas graduais desde 1988 até a aprovação da Lei de Acesso à Informação em 2011. Já no México, o tipo de mudança predominante também foi no formato de camadas, contudo, a hegemonia política e o modelo de cooptação das forças armadas pelos governos levaram o país a ter menos mudanças, porém mais profundas. Ambos países enfrentam muitos desafios à transparência em defesa, o que é explorado nas conclusões finais.
¿Cuáles fueron las condiciones políticas que desencadenaron cambios en el acceso de civiles a documentos y archivos militares en Brasil y México? A través de estos estudios de caso, este estudio se propone explorar con profundidad cómo estos cambios ocurrieron y cuáles fueron las estrategias utilizadas por los actores para promover cambios o preservar el status quo. La tesis presenta una discusión sobre el concepto de transparencia y cómo puede ser aplicado a las fuerzas armadas, utilizando la literatura enfocada en la formación de conceptos. Además, se utilizó la teoría de cambios institucionales graduales y el método del process tracing para el análisis histórico de los casos de Brasil y México. En ambos estudios de caso, se analizó la trayectoria de las relaciones cívico-militares conjuntamente con las reformas en transparencia durante todo el siglo XX e inicio del siglo XXI. El estudio concluyó que los cambios en Brasil fueron predominantemente en el formato de capas, con un largo recorrido de reformas graduales desde 1988 hasta la aprobación de la Ley de Acceso a la Información en 2011. Ya en México, el tipo de cambio predominante también fue en el formato de capas, sin embargo, la hegemonía política y el modelo de cooptación de las fuerzas armadas por los gobiernos llevaron al país a tener menos cambios, pero más profundos. Ambos países enfrentan muchos desafíos a la transparencia en defensa, lo que se explora en las conclusiones finales.

The potential for UAVs to benefit the civilian consumer is driving the demand for the integration of these vehicles into the national airspace. With UAV accidents occurring at a significantly higher rate than commercial airlines, the urgent issue becomes designing systems and protocols that can prevent UAV accidents, better train UAV operators and augment pilot performance. This paper presents three directions of research stemming from the goal of a UAV piloting and training system. Research direction one is the development of a research platform to assess UAV pilot skills and recreate the sensation of shared fate for UAV pilots. The second research direction looks at utilizing flight simulation packages to create virtual tools for training UAV pilots. The third direction covers the investigation of UAV’s in near earth environments as future applications will place UAVs in these areas.

This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local elections at the sub-national sphere follow the partisan model. Whilst there were no examples found where countries shifted from partisan to non-partisan elections at the local government level, the literature notes that decentralisation policies have the effect of democratising and transferring power and therefore few central governments implement it fully. In Africa decentralisation is favoured because it is often used as a cover for central control. Many post-colonial leaders in Africa continue to favour centralised government under the guise of decentralisation. These preferences emanated from their experiences under colonisation where power was maintained by colonial administrations through institutions such as traditional leadership. A review of the literature on non-partisan elections at the local government level came across three examples where this occurred. These countries were: Ghana, Uganda and Bangladesh. Although South Africa holds partisan elections at the sub-national sphere, the election of ward committee members and ward councillors, is on a non-partisan basis and therefore, the ward committee system in South Africa is included as an example of a non-partisan election process in the review.

Recent advancements of electric vertical take-off and landing (eVTOL) aircraft have generated significant interest within and beyond the traditional aviation industry, and many novel applications have been identified and are in development. One promising application for these innovative systems is in firefighting, with eVTOL aircraft complementing current firefighting capabilities to help save lives and reduce fire-induced damages. With increased global occurrences and scales of wildfires—not to mention the issues firefighters face during urban and rural firefighting operations daily—eVTOL technology could offer timely, on-demand, and potentially cost-effective aerial mobility capabilities to counter these challenges. Early detection and suppression of wildfires could prevent many fires from becoming large-scale disasters. eVTOL aircraft may not have the capacity of larger aerial assets for firefighting, but targeted suppression, potentially in swarm operations, could be valuable. Most importantly, on-demand aerial extraction of firefighters can be a crucial benefit during wildfire control operations. Aerial firefighter dispatch from local fire stations or vertiports can result in more effective operations, and targeted aerial fire suppression and civilian extraction from high-rise buildings could enhance capabilities significantly. There are some challenges that need to be addressed before the identified capabilities and benefits are realized at scale, including the development of firefighting-specific eVTOL vehicles; sense and avoid capabilities in complex, smoke-inhibited environments; autonomous and remote operating capabilities; charging system compatibility and availability; operator and controller training; dynamic airspace management; and vehicle/fleet logistics and support. Acceptance from both the first-responder community and the general public is also critical for the successful implementation of these new capabilities. The purpose of this report is to identify the benefits and challenges of implementation, as well as some of the potential solutions. Based on the rapid development progress of eVTOL aircraft and infrastructures with proactive community engagement, it is envisioned that these challenges can be addressed soon. NOTE: SAE EDGE™ Research Reports are intended to identify and illuminate key issues in emerging, but still unsettled, technologies of interest to the mobility industry. The goal of SAE EDGE™ Research Reports is to stimulate discussion and work in the hope of promoting and speeding resolution of identified issues. These reports are not intended to resolve the challenges they identify or close any topic to further scrutiny.
